    DOE proposes to conduct a variety of post-sale site remediation activities, such as characterization, assessment, clean-up, and formal closure, at a number of inactive waste sites located at Elk Hills. The proposed post-sale site remediation activities, which would be conducted primarily in developed portions of the oil field, currently are expected to include clean-up of three basic categories of waste sites: (1) nonhazardous solid waste surface trash scatters, (2) produced wastewater sumps, and (3) small solid waste landfills. Additionally, a limited number of other inactive waste sites, which cannot be typified under any of these three categories, have been identified as requiring remediation. Table 2.1-1 presents a summary, organized by waste site category, of the inactive waste sites that require remediation per the PSA, the ASA, and/or the UPCTA. The majority of these sites are known to contain no hazardous waste. However, one of the surface scatter sites (2G) contains an area of burn ash with hazardous levels of lead and zinc, another surface scatter site (25S) contains an area with hazardous levels of lead, a produced wastewater sump site (23S) and a landfill (42-36S) are known to contain hazardous levels of arsenic, and some sites have not yet been characterized. Furthermore, additional types of sites could be discovered. For example, given the nature of oil field operations, sites resulting from either spills or leaks of hazardous materials could be discovered. Given the nature of the agreements entered into by DOE regarding the required post-sale clean-up of the inactive waste sites at Elk Hills, the Proposed Action is the primary course of action considered in this EA. The obligatory remediation activities included in the Proposed Action are standard procedures such that possible variations of the Proposed Action would not vary substantially enough to require designation as a separate, reasonable alternative. Thus, the No Action Alternative is the only other option considered in this EA.

    Between 1983 and 1986 the size of the population of San Joaquin kit foxes (Vulpes macrotis mutica) on Naval Petroleum Reserve No. 2 (NPR-2), Kern County, California, was estimated semiannually using capture-recapture techniques. Although summer population estimates varied between 222 in 1983 and 121 in 1986, and winter estimates varies between 258 in 1984 and 91 in 1983, the population appeared to remain relatively stable at an apparent norm of 165. Kit foxes were abundant even in the intensely developed areas, and numbers and densities (1.12 to 2.49/sq mile) were consistently higher on NPR-2 than on neighboring NPR-1. The percentage of adult vixens that successfully raised pups was 55%, average litter size was 4.0 +- 0.0, and the sex ratio (M:F) of 25 pups was 1:1.5. Most (45.2%) foxes were killed by coyotes (Canis latrans), vehicles killed 6.4%, and 6.5% died of other causes. A cause could not be determined for 41.9% of the deaths. There was a general increase in coyote visitation rates at scent stations, but kit fox visitation rates generally decreased. Kit fox indices were consistently higher on NPR-2 than on NPR-1. Approximately 15% of the kit foxes on NPR-2 dispersed an average of 2.2 +- 0.2 miles. Average dispersal distance did not differ between the sexes. The longest dispersal was 6.9 miles. Proportionately more male than female pups dispersed. Remains of lagomorphs (jackrabbits and cottontails) and kangaroo rats had the highest frequency of occurrence in scats. Frequency of occurrence of lagomorph remains was greater in developed than in undeveloped habitats. Proportions of lagomorph remains increased and kangaroo rat remains decreased between 1983 and 1984. 62 refs., 9 figs., 24 tabs.

    The proposed Midway Valley 3D Geophysical Exploration Project covers approximately 31,444 aces of private lands, 6,880 acres of Department of Energy (DOE) Lands within Naval Petroleum Reserve 2 (NPR2) and 3,840 acres of lands administered by the Bureau of Land Management (BLM), in western Kern County, California. This environmental assessment (EA) presents an overview of the affected environment within the project area using results of a literature review of biological field surveys previously conducted within or adjacent to a proposed 3D seismic project. The purpose is to provide background information to identify potential and known locations of sensitive wildlife and special status plant species within the proposed seismic project area. Biological field surveys, following agency approved survey protocols, will be conducted during October through November 1996 to acquire current resources data to provide avoidance as the project is being implemented in the field.

    The purpose of this report is to present this Consultant`s findings regarding the nature and extent of the mineral estate of the United States at National Petroleum Reserve No. 2 (NPR-2), Buena Vista Hills Field, Kern County, California. Determination of the mineral estate is a necessary prerequisite to this Consultant`s calculation of estimated future cash flows attributable to said estate, which calculations are presented in the accompanying report entitled ``Phase II Final Report, Study of Alternatives for Future Operations of the Naval Petroleum and Oil Shale Reserves, NPR-2, California.`` This Report contains a discussion of the leases in effect at NPR-2 and subsequent contracts affecting such leases. This Report also summarizes discrepancies found between the current royalty calculation procedures utilized at NPR-2 and those procedures required under applicable agreements and regulations.     This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state. The environmental analysis presented herein is a supplement to the NPR-1 Final Environmental Impact Statement of that was issued by DOE in 1979 (1979 EIS). As such, this document is a Supplemental Environmental Impact Statement (SEIS).

    The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    There is a growing concern that certain constituents of common household products, that are discarded in residential garbage, may be potentially harmful to human health and the environment by adversely affecting the quality of ground and surface water. A survey of hazardous wastes in residential garbage from Marin County, California, and New Orleans, Louisiana, was conducted in order to determine the amount and characteristics of such wastes that are entering municipal landfills. The results of the survey indicate that approximately 642 metric tons of hazardous waste are discarded per year for the New Orleans study area and approximately 259 metric tons are discarded per year for the Marin County study area. Even though the percent of hazardous household waste in the garbage discarded in both study areas was less than 1%, it represents a significant quantity of hazardous waste because of the large volume of garbage involved.

    The US Environmental Protection Agency (EPA) encountered much more than a municipal landfill at the Powersville site in Peach County, Georgia. Contamination from improperly dumped hazardous wastes and pesticides tainted an old quarry used for household garbage. Chemicals migrating into area ground water threatened local drinking water supplies. To address these issues, EPA's Superfund program designed a cleanup strategy that included: negotiating with the county and chemical companies to contain the hazardous wastes on site underneath a protective cover; investigating reports of drinking water contamination and extending municipal water lines to affected residents; and conducting a tailored community relations program to inform and educate residents about the site.

    Kern Lake has served as a sink for drainage from the southern Sierra Nevada and, in lesser amounts, from the southern Temblor Range. Both areas contain significant uranium source rocks. The uranium content in Holocene Kern Lake sediments correlates best with the mud (silt and clay) fraction. It correlates less well with organic carbon. Biotite grains could account for much of the uranium in the sand fraction, and perhaps the silt fraction as well. The data suggest that fixation of uranium by adsorption on mineral grains is a dominant process in this lake system. Further work is required to determine the importance of cation-exchange of uranium on clays and micas and of organically complexed uranium adsorbed to mineral surfaces. These findings also raise the question of whether uranium transport down the Kern River occurs largely as uranium adsorbed to mineral surfaces.

    This report summarizes the operation of the Sumner County Solid Waste Energy Recovery Facility for a 2-year period, beginning with initial operation of the plant in December 1981. The 200-ton/day facility is located at Gallatin, Tennessee, and converts municipal solid waste into steam and eletricity. The report addresses physical and chemical properties of process and waste streams, other operating factors including thermal efficiency and availability, and the initial operating expenses and revenues. Two series of tests were carried out approximately one year apart. An environmental analysis was performed to determine the potential solids, liquid, and gaseous emissions from the plant. The results of the testing will be of interest to others who may be considering a resource recovery facility for the production of energy. The principal conclusions of the report are: The initial operation of the facility has been satisfactory. The ash drag system and air pollution control device must be extensively modified. Waste quantities and steam sales have been less than predicted causing some economic difficulties. Cadmium and lead concentrations in the ash have been high (especially fly ash). The long-range outlook for the facility continues to be optimistic. 10 refs., 6 figs., 34 tabs.

    This environmental assessment (EA) examines the potential impacts to the environment from treatment of low-level radioactive liquid and low-level mixed liquid and semi-solid wastes generated at the Nevada Test Site (NTS). The potential impacts of the proposed action and alternative actions are discussed herein in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended in Title 42 U.S.C. (4321), and the US Department of Energy (DOE) policies and procedures set forth in Title 10 Code of Federal Regulations (CFR) Part 1021 and DOE Order 451.1, ``NEPA Compliance Program.`` The potential environmental impacts of the proposed action, construction and operation of a centralized liquid waste treatment facility, were addressed in the Final Environmental Impact Statement for the Nevada Test Site and Off-Site Locations in the State of Nevada. However, DOE is reevaluating the need for a centralized facility and is considering other alternative treatment options. This EA retains a centralized treatment facility as the proposed action but also considers other feasible alternatives.

    Surficial geologic studies near the Area 3 Radioactive Waste Management Site (RWMS) were conducted as part of a site characterization program. Studies included evaluation of the potential for future volcanism and Area 3 fault activity that could impact waste disposal operations at the Area 3 RWMS. Future volcanic activity could lead to disruption of the Area 3 RWMS. Local and regional studies of volcanic risk indicate that major changes in regional volcanic activity within the next 1,000 years are not likely. Mapped basalts of Paiute Ridge, Nye Canyon, and nearby Scarp Canyon are Miocene in age. There is a lack of evidence for post-Miocene volcanism in the subsurface of Yucca Flat, and the hazard of basaltic volcanism at the Area 3 RWMS, within the 1,000-year regulatory period, is very low and not a forseeable future event. Studies included a literature review and data analysis to evaluate unclassified published and unpublished information regarding the Area 3 and East Branch Area 3 faults mapped in Area 3 and southern Area 7. Two trenches were excavated along the Area 3 fault to search for evidence of near-surface movement prior to nuclear testing. Allostratigraphic units and fractures were mapped in Trenches ST02 and ST03. The Area 3 fault is a plane of weakness that has undergone strain resulting from stress imposed by natural events and underground nuclear testing. No major vertical displacement on the Area 3 fault since the Early Holocene, and probably since the Middle Pleistocene, can be demonstrated. The lack of major displacement within this time frame and minimal vertical extent of minor fractures suggest that waste disposal operations at the Area 3 RWMS will not be impacted substantially by the Area 3 fault, within the regulatory compliance period. A geomorphic surface map of Yucca Flat utilizes the recent geomorphology and soil characterization work done in adjacent northern Frenchman Flat. The approach taken was to adopt the map unit boundaries (line work) of Swadley and Hoover (1990) and re-label these with map unit designations like those in northern Frenchman Flat (Huckins-Gang et al, 1995a,b,c; Snyder et al, 1995a,b,c,d).

    This report summarizes the results of a Composite Analysis (CA) for the Area 5 Radioactive Waste Management Site (RWMS). The Area 5 RWMS is a US Department of Energy (DOE)-operated low-level radioactive waste (LLW) management site located in northern Frenchman Flat on the Nevada Test Site (NTS). The Area 5 RWMS has disposed of low-level radioactive waste in shallow unlined pits and trenches since 1960. Transuranic waste (TRU) and high-specific activity waste was disposed in Greater Confinement Disposal (GCD) boreholes from 1983 to 1989. The purpose of this CA is to determine if continuing operation of the Area 5 RWMS poses an acceptable or unacceptable risk to the public considering the total waste inventory and all other interacting sources of radioactive material in the vicinity. Continuing operation of the Area 5 RWMS will be considered acceptable if the total effective dose equivalent (TEDE) is less than 100 mrem in a year. If the TEDE exceeds 30 mrem in a year, a cost-benefit options analysis must be performed to determine if cost-effective management options exist to reduce the dose further. If the TEDE is found to be less than 30 mrem in a year, an analysis may be performed if warranted to determine if doses are as low as reasonably achievable (ALARA).

  1. Special Analysis of Transuranic Waste in Trench T04C at the Area 5 Radioactive Waste Management Site, Nevada Test Site, Nye County, Nevada, Revision 1

    This Special Analysis (SA) was prepared to assess the potential impact of inadvertent disposal of a limited quantity of transuranic (TRU) waste in classified Trench 4 (T04C) within the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada Test Site (NTS). The Area 5 RWMS is a low-level radioactive waste disposal site in northern Frenchman Flat on the Nevada Test Site (NTS). The Area 5 RWMS is regulated by the U.S. Department of Energy (DOE) under DOE Order 435.1 and DOE Manual (DOE M) 435.1-1. The primary objective of the SA is to evaluate if inadvertent disposal of limited quantities of TRU waste in a shallow land burial trench at the Area 5 RWMS is in compliance with the existing, approved Disposal Authorization Statement (DAS) issued under DOE M 435.1-1. In addition, supplemental analyses are performed to determine if there is reasonable assurance that the requirements of Title 40, Code of Federal Regulations (CFR), Part 191, Environmental Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level, and Transuranic Radioactive Wastes, can be met. The 40 CFR 191 analyses provide supplemental information regarding the risk to human health and the environment of leaving the TRU waste in T04C. In 1989, waste management personnel reviewing classified materials records discovered that classified materials buried in trench T04C at the Area 5 RWMS contained TRU waste. Subsequent investigations determined that a total of 102 55-gallon drums of TRU waste from Rocky Flats were buried in trench T04C in 1986. The disposal was inadvertent because unclassified records accompanying the shipment indicated that the waste was low-level. The exact location of the TRU waste in T04C was not recorded and is currently unknown. Under DOE M 435.1-1, Chapter IV, Section P.5, low-level waste disposal facilities must obtain a DAS. The DAS specifies conditions that must be met to operate within the radioactive waste management basis, consisting of a performance assessment (PA), composite analysis (CA), closure plan, monitoring plan, waste acceptance criteria, and a PA/CA maintenance plan. The DOE issued a DAS for the Area 5 RWMS in 2000. The Area 5 RWMS DAS was, in part, based on review of a CA as required under DOE M 435.1-1, Chapter IV, Section P.(3). A CA is a radiological assessment required for DOE waste disposed before 26 September 1988 and includes the radiological dose from all sources of radioactive material interacting with all radioactive waste disposed at the Area 5 RWMS. The approved Area 5 RWMS CA, which includes the inventory of TRU waste in T04C, indicates that the Area 5 RWMS waste inventory and all interacting sources of radioactive material can meet the 0.3 mSv dose constraint. The composite analysis maximum annual dose for a future resident at the Area 5 RWMS was estimated to be 0.01 mSv at 1,000 years. Therefore, the inadvertent disposal of TRU in T04C is protective of the public and the environment, and compliant with all the applicable requirements in DOE M 435.1-1 and the DAS. The U.S. Environmental Protection Agency promulgated 40 CFR 191 to establish standards for the planned disposal of spent nuclear fuel, high level, and transuranic wastes in geologic repositories. Although not required, the National Nuclear Security Administration Nevada Site Office requested a supplemental analysis to evaluate the likelihood that the inadvertent disposal of TRU waste in T04C meets the requirements of 40 CFR 191. The SA evaluates the likelihood of meeting the 40 CFR 191 containment requirements (CRs), assurance requirements, individual protection requirements (IPRs), and groundwater protection standards. The results of the SA indicate that there is a reasonable expectation of meeting all the requirements of 40 CFR 191. The conclusion of the SA is that the Area 5 RWMS with the TRU waste buried in T04C is in compliance with all requirements in DOE M 435.1-1 and the DAS.     In 1993, Raytheon Services Nevada completed a review of natural resource literature and other sources to identify potentially exploitable resources and potential future land uses near the Area 5 Radioactive Waste Management Site (RWMS) of the Nevada Test Site (NTS), Nye County, Nevada, that could lead to future inadvertent human intrusion and subsequent release of radionuclides to the accessible environment. National Security Technologies, LLC, revised the original limited-distribution document to conform to current editorial standards and U.S. Department of Energy requirements for public release. The researchers examined the potential for future development of sand, gravel, mineral, petroleum, water resources, and rural land uses, such as agriculture, grazing, and hunting. The study was part of the performance assessment for Greater Confinement Disposal boreholes. Sand and gravel are not considered exploitable site resources because the materials are common throughout the area and the quality at the Area 5 RWMS is not ideal for typical commercial uses. Site information also indicates a very low mineral potential for the area. None of the 23 mining districts in southern Nye County report occurrences of economic mineral deposits in unconsolidated alluvium. The potential for oil and natural gas is low for southern Nye County. No occurrences of coal, tar sand, or oil shale on the NTS are reported in available literature. Several potential future uses of water were considered. Agricultural irrigation is impractical due to poor soils and existing water supply regulations. Use of water for geothermal energy development is unlikely because temperatures are too low for typical commercial applications using current technology. Human consumption of water has the most potential for cause of intrusion. The economics of future water needs may create a demand for the development of deep carbonate aquifers in the region. However, the Area 5 RWMS is not an optimal location for extraction of groundwater from the deep carbonate aquifer. Grazing and hunting are unlikely to be potential causes for inadvertent human intrusion into waste areas because of vegetation characteristics and lack of significant game animal populations.

  3. Joint environmental assessment for western NPR-1 3-dimensional seismic project at Naval Petroleum Reserve No. 1, Kern County, California

    The Department of Energy (DOE), in conjunction with the Bureau of Land Management (BLM), has prepared an Environmental Assessment (DOE/EA-1124) to identify and evaluate the potential environmental impacts of the proposed geophysical seismic survey on and adjacent to the Naval Petroleum Reserve No.1 (NPR-1), located approximately 35 miles west of Bakersfield, California. NPR-1 is jointly owned and operated by the federal government and Chevron U.S.A. Production Company. The federal government owns about 78 percent of NPR-1, while Chevron owns the remaining 22 percent. The government`s interest is under the jurisdiction of DOE, which has contracted with Bechtel Petroleum Operations, Inc. (BPOI) for the operation and management of the reserve. The 3-dimensional seismic survey would take place on NPR-1 lands and on public and private lands adjacent to NPR-1. This project would involve lands owned by BLM, California Department of Fish and Game (CDFG), California Energy Commission (CEC), The Nature Conservancy, the Center for Natural Lands Management, oil companies (Chevron, Texaco, and Mobil), and several private individuals. The proposed action is designed to provide seismic data for the analysis of the subsurface geology extant in western NPR-1 with the goal of better defining the commercial limits of a currently producing reservoir (Northwest Stevens) and three prospective hydrocarbon bearing zones: the {open_quotes}A Fan{close_quotes} in Section 7R, the 19R Structure in Section 19R, and the 13Z Structure in Section 13Z. Interpreting the data is expected to provide NPR-1 owners with more accurate locations of structural highs, faults, and pinchouts to maximize the recovery of the available hydrocarbon resources in western NPR-1. Completion of this project is expected to increase NPR-1 recoverable reserves, and reduce the risks and costs associated with further exploration and development in the area.

    Remote sensing images provide useful physical information, revealing such features as geological structure, vegetation, drainage patterns, and variations in consolidated and unconsolidated lithologies. That technology has been applied to the failed Sierra Blanca (Faskin Ranch) shallow burial low-level radioactive waste disposal site selected by the Texas Low-Level Radioactive Waste Disposal Authority. It has been re-examined using data from LANDSAT satellite series. The comparison of the earlier LANDSAT V (5/20/86) (30-m resolution) with the later new, higher resolution ETM imagery (10/23/99) LANDSAT VII data (15-m resolution) clearly shows the superiority of the LANDSAT VII data. The search for surficial indications of evidence of fatal flaws at the Sierra Blanca site utilizing was not successful, as it had been in the case of the earlier remote sensing analysis of the failed Fort Hancock site utilizing LANDSAT V data. The authors conclude that the tectonic activity at the Sierra Blanca site is much less recent and active than in the previously studied Fort Hancock site. The Sierra Blanca site failed primarily on the further needed documentation concerning a subsurface fault underneath the site and environmental justice issues. The presence of this fault was not revealed using the newer LANDSAT VII data. Despite this fact, it must be remembered that remote sensing provides baseline documentation for determining future physical and financial remediation responsibilities. On the basis of the two sites examined by LANDSAT remote sensing imaging, it is concluded that it is an essential, cost-effective tool that should be utilized not only in site examination but also in all nuclear-related facilities.

  5. Special Analysis of the Area 3 Radioactive Waste Management Site at the Nevada National Security Site, Nye County, Nevada

    This report describes the methods and results of a special analysis (SA) of the Area 3 Radioactive Waste Management Site (RWMS) on the Nevada National Security Site (NNSS). The purpose of the SA is to determine if the approved performance assessment (PA) and composite analysis (CA) (Shott et al., 2001) remain valid. The Area 3 RWMS PA and CA were prepared as a single document and received conditional approval on October 6, 1999. A conditional Disposal Authorization Statement (DAS) for the Area 3 RWMS was issued on October 20, 1999. Since preparation of the approved PA and CA, new information and additional environmental monitoring data have been used to update the PA and CA. At the same time, continual advancements in computer processors and software have allowed improvement to the PA and CA models. Annual reviews of the PA and CA required by U.S. Department of Energy (DOE) Order DOE O 435.1 have documented multiple changes occurring since preparation of the PA and CA. Potentially important changes include: Development of a new and improved baseline PA and CA model implemented in the probabilistic GoldSim simulation platform. A significant increase in the waste inventory disposed at the site. Revision and updating of model parameters based on additional years of site monitoring data and new research and development results. Although changes have occurred, many important PA/CA issues remain unchanged, including the site conceptual model, important features, events, and processes, and the points of compliance. The SA is performed to document the current status of the PA/CA model and to quantitatively assess the impact of cumulative changes on the PA and CA results. The results of the SA are used to assess the validity of the approved PA/CA and make a determination if revision of the PA or CA is necessary. The SA was performed using the Area 3 RWMS, version 2.102, GoldSim model, the current baseline PA/CA model. Comparison of the maximum SA results with the PA performance objectives indicates that there continues to be a reasonable expectation of compliance. The resident exposure scenario was evaluated for compliance with the air pathway and all-pathways annual total effective dose (TED) performance objectives. The maximum mean air pathway TED, 7E-6 millisievert (mSv) at 1,000 years (y) has decreased relative to the approved PA and is significantly less than the 0.1 mSv limit. The maximum mean all-pathways annual TED, 7E-5 mSv at 1,000 y has increased but remains a small fraction of the 0.25 mSv limit. The SA maximum mean radon-222 (222Rn) flux density, 0.03 becquerel per square meter per second (Bq m-2 s-1), has increased relative to the PA results but is significantly less than the 0.74 Bq m-2 s-1 limit. The SA results continue to support a conclusion that the disposed waste inventory is protective of intruders and groundwater resources. The maximum mean intruder TED, 0.01 mSv for an acute construction scenario at the U-3ah/at disposal unit, was less than the 5 mSv performance measure. Site monitoring data and research results continue to support a conclusion that a groundwater pathway will not exist within the 1,000 y compliance period. Projected releases to the environment are a small fraction of the performance objectives. Cost-effective options for reducing releases further are unlikely to exist. Therefore, releases from the Area 3 RWMS are judged to be as low as reasonably achievable. Comparison of the maximum CA result with the 0.3 mSv CA dose constraint indicates that no action is required to reduce the dose from the Area 3 RWMS and all interacting sources of residual radioactive contamination. The SA maximum mean CA annual TED, 0.02 mSv at 1,000 y, has increased from the approved CA result but remains less than 10% of the dose constraint. The CA TED continues to be due predominantly to inhalation of plutonium-239 resuspended from soils contaminated by nuclear weapons tests conducted near the Area 3 RWMS. The SA results estimated with the Area 3 RWMS version 2.102 model indicate that changes to the PA and CA do not

    This document provides a base case description of the rural Clark County community of Indian Springs in anticipation of change associated with the proposed high-level nuclear waste repository at Yucca Mountain. As the community closest to the proposed site, Indian Springs may be seen by site characterization workers, as well as workers associated with later repository phases, as a logical place to live. This report develops and updates information relating to a broad spectrum of socioeconomic variables, thereby providing a `snapshot` or `base case` look at Indian Springs in early 1992. With this as a background, future repository-related developments may be analytically separated from changes brought about by other factors, thus allowing for the assessment of the magnitude of local changes associated with the proposed repository. Given the size of the community, changes that may be considered small in an absolute sense may have relatively large impacts at the local level. Indian Springs is, in many respects, a unique community and a community of contrasts. An unincorporated town, it is a small yet important enclave of workers on large federal projects and home to employees of small- scale businesses and services. It is a rural community, but it is also close to the urbanized Las Vega Valley. It is a desert community, but has good water resources. It is on flat terrain, but it is located within 20 miles of the tallest mountains in Nevada. It is a town in which various interest groups diverge on issues of local importance, but in a sense of community remains an important feature of life. Finally, it has a sociodemographic history of both surface transience and underlying stability. If local land becomes available, Indian Springs has some room for growth but must first consider the historical effects of growth on the town and its desired direction for the future.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    Excavation of a Superfund site, the Ralph Gray Truncking Company located in Westminster Orange County, California was anticipated to release sulfur dioxide and other chemicals. The California Department of Health Services, under cooperative agreement with the Agency for Toxic Substances and Disease Registry, conducted a surveillance study to assess whether illnesses were associated with cleanup activities. A panel primarily composed of more sensitive persons (n = 36) was selected to report daily respiratory symptoms and odors. Exposures included sulfur dioxide (SO{sub 2}) measurements and daily tonnage of waste removed. Analysis used Conditional Likelihood Regression and Generalized Estimating Equations (GEE) methods. Levels of SO{sub 2} were generally higher than usual ambient air, at times exceeding levels which can cause health effects among asthmatics in laboratory settings. Wheeze and cough were significantly associated with tonnage of waste removed, especially on days when the highest amounts of waste were removed. Upper respiratory symptoms were found to be associated with SO{sub 2}, and weak relationships were found with nausea and burning nose and SO{sub 2}.

  12. Dutchess County Resource Recovery Task Force report: Dutchess County Pyrolysis Program

    Dutchess County initiated development of a long-range master plan for Solid Waste Management in 1971. The plan included development of a resource recovery facility to service the municipalities in the County population center. Based on early recommendations, a pyrolysis facility employing Purox technology was to be implemented. A feasibility study, paid for by County funds was completed in 1975. The study provided siting recommendations, estimation of available waste, and preliminary facility design. Because of various considerations, the project was not developed. Under the Department of Energy grant, the County reassessed the feasibility of a resource recovery facility, with emphasis on confirming previous conclusions supporting the Purox technology, waste availability, energy recovery and sale and siting of the plant. The conclusions reached in the new study were: a resource recovery facility is feasible for the County; sufficient waste for such a facility is available and subject to control; While Purox technology was feasible it is not the most appropriate available technoloy for the County; that mass burning with steam recovery is the most appropriate technology; and that resource recovery while presently more expensive than landfilling, represents the only cost effective, energy efficient, and environmentally sound way to handle the solid waste problem in the County.

    This special analysis (SA) evaluates whether the Lawrence Livermore National Laboratory (LLNL) EnergyX Macroencapsulated waste stream (B LAMACRONCAP, Revision 1) is suitable for disposal by shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada National Security Site (NNSS). The LLNL EnergyX Macroencapsulated waste stream is macroencapsulated mixed waste generated during research laboratory operations and maintenance (LLNL 2015). The LLNL EnergyX Macroencapsulated waste stream required a special analysis due to tritium (3H), cobalt-60 (60Co), cesium-137 (137Cs), and radium-226 (226Ra) exceeding the NNSS Waste Acceptance Criteria (WAC) Action Levels (U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office [NNSA/NFO] 2015).The results indicate that all performance objectives can be met with disposal of the waste stream in a SLB trench. Addition of the LLNL EnergyX Macroencapsulated inventory slightly increases multiple performance assessment results, with the largest relative increase occurring for the all-pathways annual total effective dose (TED). The maximum mean and 95th percentile 222Rn flux density remain less than the performance objective throughout the compliance period. The LLNL EnergyX Macroencapsulated waste stream is suitable for disposal by SLB at the Area 5 RWMS. The waste stream is recommended for approval without conditions.

    The purpose of this special analysis (SA) is to determine if the Idaho National Laboratory (INL) Unirradiated Light Water Breeder Reactor (LWBR) Rods and Pellets waste stream (INEL103597TR2, Revision 2) is suitable for disposal by shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS). The INL Unirradiated LWBR Rods and Pellets waste stream consists of 24 containers with unirradiated fabricated rods and pellets composed of uranium oxide (UO2) and thorium oxide (ThO2) fuel in zirconium cladding.     This special analysis (SA) evaluates whether the Lawrence Livermore National Laboratory (LLNL) Low Activity Beta/Gamma Sources waste stream (BCLALADOEOSRP, Revision 0) is suitable for disposal by shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada National Security Site (NNSS). The LLNL Low Activity Beta/Gamma Sources waste stream consists of sealed sources that are no longer needed. The LLNL Low Activity Beta/Gamma Sources waste stream required a special analysis because cobalt-60 (60Co), strontium-90 (90Sr), cesium-137 (137Cs), and radium-226 (226Ra) exceeded the NNSS Waste Acceptance Criteria (WAC) Action Levels (U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office [NNSA/NFO] 2015). The results indicate that all performance objectives can be met with disposal of the LLNL Low Activity Beta/Gamma Sources in a SLB trench. The LLNL Low Activity Beta/Gamma Sources waste stream is suitable for disposal by SLB at the Area 5 RWMS. However, the activity concentration of 226Ra listed on the waste profile sheet significantly exceeds the action level. Approval of the waste profile sheet could potentially allow the disposal of high activity 226Ra sources. To ensure that the generator does not include large 226Ra sources in this waste stream without additional evaluation, a control is need on the maximum 226Ra inventory. A limit based on the generator’s estimate of the total 226Ra inventory is recommended. The waste stream is recommended for approval with the control that the total 226Ra inventory disposed shall not exceed 5.5E10 Bq (1.5 Ci).

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of the nine potentially acceptable sites for mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines.

    The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (National Security Technologies, LLC, 2006) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs) for each of the facilities, with the results submitted as an annual summary report to the U.S. Department of Energy (DOE) Headquarters. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE, 2000; 2002). The DOE, National Nuclear Security Administration Nevada Site Office performed annual reviews in fiscal year (FY) 2006 by evaluating operational factors and research results that impact the continuing validity of the PAs and CAs results. This annual summary report presents data and conclusions from the FY 2006 review, and determines the adequacy of the PAs and CAs. Operational factors, such as the waste form and containers, facility design, waste receipts, and closure plans, as well as monitoring results and research and development (R&D) activities, were reviewed in FY 2006 for determination of the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada Test Site relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed for determination of the adequacy of the CAs.

    The purpose of this Special Analysis (SA) is to determine if the Oak Ridge (OR) Consolidated Edison Uranium Solidification Project (CEUSP) uranium-233 (233U) waste stream (DRTK000000050, Revision 0) is acceptable for shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) on the Nevada National Security Site (NNSS). The CEUSP 233U waste stream requires a special analysis because the concentrations of thorium-229 (229Th), 230Th, 232U, 233U, and 234U exceeded their NNSS Waste Acceptance Criteria action levels. The acceptability of the waste stream is evaluated by determining if performance assessment (PA) modeling provides a reasonable expectation that SLB disposal is protective of human health and the environment. The CEUSP 233U waste stream is a long-lived waste with unique radiological hazards. The SA evaluates the long-term acceptability of the CEUSP 233U waste stream for near-surface disposal as a two tier process. The first tier, which is the usual SA process, uses the approved probabilistic PA model to determine if there is a reasonable expectation that disposal of the CEUSP 233U waste stream can meet the performance objectives of U.S. Department of Energy Manual DOE M 435.1-1, Radioactive Waste Management, for a period of 1,000 years (y) after closure. The second tier addresses the acceptability of the OR CEUSP 233U waste stream for near-surface disposal by evaluating long-term site stability and security, by performing extended (i.e., 10,000 and 60,000 y) modeling analyses, and by evaluating the effect of containers and the depth of burial on performance. Tier I results indicate that there is a reasonable expectation of compliance with all performance objectives if the OR CEUSP 233U waste stream is disposed in the Area 5 RWMS SLB disposal units. The maximum mean and 95th percentile PA results are all less than the performance objective for 1,000 y. Monte Carlo uncertainty analysis indicates that there is a high likelihood of compliance with all performance objectives. Tier II results indicate that the long-term performance of the OR CEUSP 233U waste stream is protective of human health and the environment. The Area 5 RWMS is located in one of the least populated and most arid regions of the U.S. Site characterization data indicate that infiltration of precipitation below the plant root zone at 2.5 meters (8.2 feet) ceased 10,000 to 15,000 y ago. The site is not expected to have a groundwater pathway as long as the current arid climate persists. The national security mission of the NNSS and the location of the Area 5 RWMS within the Frenchman Flat Corrective Action Unit require that access controls and land use restrictions be maintained indefinitely. PA modeling results for 10,000 to 60,000 y also indicate that the OR CEUSP 233U waste stream is acceptable for near-surface disposal. The mean resident air pathway annual total effective dose (TED), the resident all-pathways annual TED, and the acute drilling TED are less than their performance objectives for 10,000 y after closure. The mean radon-222 (222Rn) flux density exceeds the performance objective at 4,200 y, but this is due to waste already disposed at the Area 5 RWMS and is only slightly affected by disposal of the CEUSP 233U. The peak resident all-pathways annual TED from CEUSP key radionuclides occurs at 48,000 y and is less than the 0.25 millisievert performance objective. Disposal of the OR CEUSP 233U waste stream in a typical SLB trench slightly increases PA results. Increasing the depth was found to eliminate any impacts of the OR CEUSP 233U waste stream. Containers could not be shown to have any significant impact on performance due to the long half-life of the waste stream and a lack of data for pitting corrosion rates of stainless steel in soil. The results of the SA indicate that all performance objectives can be met with disposal of the OR CEUSP 233U waste stream in the SLB units at the Area 5 RWMS. The long-term performance of the OR CEUSP 233U waste stream disposed in the near surface is protective of human health

    Fletcher's Paint Works and Storage Facility Hazardous Waste Site (Fletcher's Paint Site) in Milford, New Hampshire, consists of three distinct entities: Fletcher's Paint Works at 21 Elm Street, Fletcher's Paint Storage Facility on Mill Street, and a drainage ditch leading from the storage facility property to Hampshire Paper Company property. The aggregation of these three properties was based on the similar nature of operations and wastes, the close proximity of the areas, the same target population, and the same underlying aquifer at risk of contamination. The aggregated site has contributed to the contamination of soil, groundwater, surface water, sediment, and air with various volatile organic chemicals (VOCs), semivolatile organic chemicals (SVOCs), heavy metals, and polychlorinated biphenyls (PCBs). Environmental monitoring related to the Fletcher's Paint Site has consisted of sampling of the Keyes Well by the NH WSPCC, and sampling at the paint works, storage facility and drainage ditch by NUS Corporation and EPA's Environmental Services Division (ESD). Contaminant levels at each location is discussed individually. Based upon the available information, the Fletcher's Paint NPL Site is considered to be of potential public health concern because of the risk to public health caused by potential exposure to hazardous substances, such as VOCs, PCBs, PAHs, and heavy metals, at concentrations that may result in adverse health effects. Exposure to contaminated soil and surface water, and potentially contaminated fish may be occurring. The site is located in a densely populated part of town, while the storage facility is readily accessible to children walking to and from school.

    The U.S. Department of Energy Richland Operations Office is proposing to close the Nonradioactive Dangerous Waste Landfill (NRDWL) and Solid Waste Landfill (SWL) located in the 600 Area of the Hanford Site. The closure of the NRDWL/SWL entails the construction of an evapotranspiration cover over the landfill. This cover would consist of a 3-foot (1-meter) engineered layer of fine-grained soil, modified with 15 percent by weight pea gravel to form an erosion-resistant topsoil that will sustain native vegetation. The area targeted for silt-loam borrow soil sits in Area C, located in the northern central portion of the Fitzner/Eberhardt Arid Lands Ecology (ALE) Reserve Unit. The pea gravel used for the mixture will be obtained from both off-site commercial sources and an active gravel pit (Pit #6) located just west of the 300 Area of the Hanford Site. Materials for the cover will be transported along Army Loop Road, which runs from Beloit Avenue (near the Rattlesnake Barricade) east-northeast to the NRDWL/SWL, ending at State Route 4. Upgrades to Army Loop Road are necessary to facilitate safe bidirectional hauling traffic. This report documents a cultural resources review of the proposed activity, conducted according to Section 106 of the National Historic Preservation Act of 1966.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE 1999a, 2000). The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office performed an annual review of the Area 3 and Area 5 RWMS PAs and CAs for fiscal year (FY) 2013. This annual summary report presents data and conclusions from the FY 2013 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Important developments in FY 2013 include the following: Development of a new Area 5 RWMS closure inventory estimate based on disposals through FY 2013 Evaluation of new or revised waste streams by special analysis Development of version 4.115 of the Area 5 RWMS GoldSim PA/CA model The Area 3 RWMS has been in inactive status since July 1, 2006, with the last shipment received in April 2006. The FY 2013 review of operations, facility design, closure plans, monitoring results, and R&D results for the Area 3 RWMS indicates no changes that would impact PA validity. The conclusion of the annual review is that all performance objectives can be met and the Area 3 RWMS PA remains valid. There is no need to the revise the Area 3 RWMS PA. Review of Area 5 RWMS operations, design, closure plans, monitoring results, and R&D activities indicates that no significant changes have occurred. The FY 2013 PA results, generated with the Area 5 RWMS v4.115 GoldSim PA model, indicate that there continues to be a reasonable expectation of meeting all performance objectives. The results and conclusions of the Area 5 RWMS PA are judged valid, and there is no need to the revise the PA. A review of changes potentially impacting the CAs indicates that no significant changes occurred in FY 2013. The continuing adequacy of the CAs was evaluated with the new models, and no significant changes that would alter the CAs results or conclusions were found. The revision of the Area 3 RWMS CA, which will include the Yucca Flat Underground Test Area (Corrective Action Unit [CAU] 97) source term, is scheduled for FY 2024, following the completion of the Corrective Action Decision Document/Corrective Action Plan in FY 2015. Inclusion of the Frenchman Flat Underground Test Area (CAU 98) results in the Area 5 RWMS CA is scheduled for FY 2016, pending the completion of the CAU 98 Closure Report in FY 2015. Near-term R&D efforts will focus on continuing development of the PA, CA, and inventory models for the Area 3 and Area 5 RWMS.

Important developments in FY 2011 include the following: (1) Operation of a new shallow land disposal unit and a new Resource Conservation and Recovery Act (RCRA)-compliant lined disposal unit at the Area 5 RWMS; (2) Development of new closure inventory estimates based on disposals through FY 2011; (3) Evaluation of new or revised waste streams by special analysis; (4) Development of version 2.102 of the Area 3 RWMS GoldSim PA model; and (5) Development of version 4.113 of the Area 5 RWMS GoldSim PA model. Analysis of the latest available data using the Area 5 RWMS v4.113 GoldSim PA model indicates that all performance objectives can be met. The results and conclusions of the Area 5 RWMS PA are judged valid, and there is no need to the revise the PA. The Area 3 RWMS has been in inactive status since July 1, 2006, with the last shipment received in April 2006. In FY 2011, there were no operational changes, monitoring results, or R and D results for the Area 3 RWMS that would impact PA validity. Despite the increase in waste volume and inventory at the Area 3 RWMS since 1996 when the PA was approved, the facility performance evaluated with the Area 3 RWMS PA GoldSim model, version 2.0 (with the final closure inventory), remains well below the performance objectives set forth in U.S. Department of Energy Order DOE O 435.1, 'Radioactive Waste Management' (DOE, 2001). The conclusions of the Area 3 RWMS PA remain valid. A special analysis was prepared to update the PA and CA results for the Area 3 RWMS in FY 2011. Release of the special analysis is planned for FY 2012. The continuing adequacy of the CAs was evaluated with the new models, and no significant changes that would alter CA results or conclusions were found. Inclusion of the Frenchman Flat Underground Test Area (UGTA) results in the Area 5 RWMS CA is scheduled for FY 2016, pending the completion of the closure report for the Frenchman Flat UGTA corrective action unit (CAU) in FY 2015. An industrial site, CAU 547, with corrective action sites near the Area 3 RWMS was found to have a significant plutonium inventory in 2009. CAU 547 will be evaluated for inclusion of future revisions or updates of the Area 3 RWMS CA. The revision of the Area 3 RWMS CA, which will include the UGTA source terms, is expected in FY 2024, following the completion of the Yucca Flat CAU Corrective Action Decision Document, scheduled for FY 2023. Near-term R and D efforts will focus on continuing development of the Are

    The principal objective of this project was to develop insight into the scope of migration of working age Nevadans out of their county of birth; including the collection of data on their skill levels, desire to out or in-migrate, interactions between families of migratory persons, and the impact that the proposed high-level nuclear waste repository at Yucca mountain might have on their individual, and collective, decisions to migrate and return. The initial phase of this project reported here was conducted in 1992 and 1993 in Lincoln County, Nevada, one of the counties designated as ``affected`` by the proposed repository program. The findings suggest that a serious out-migration problem exists in Lincoln County, and that the Yucca mountain project will likely affect decisions relating to migration patterns in the future.

  7. EA-1957: Cabin Creek Biomass Facility, Placer County, California

    DOE is proposing to provide funding to Placer County, California to construct and operate a two-megawatt wood-to-energy biomass facility at the Eastern Regional Materials Recovery Facility (MRF) and Landfill in unincorporated Placer County. The wood?to?energy biomass facility would use a gasification technology. The fuel supply for the proposed project would be solely woody biomass, derived from a variety of sources including hazardous fuels residuals, forest thinning and harvest residuals, and Wildland Urban Interface sourced waste materials from residential and commercial property defensible space clearing and property management activities. NOTE: After review of a final California Environmental Quality Act Environmental Impact Report, DOE has determined that preparation of an EA is not necessary. The propsed action fits within DOE's categorical exclusion B5.20. Therefore, this EA is cancelled.

    Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette Countys Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette Countys Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners. The commercial component of Fayette Countys Better Building Initiative involved grants and loans to assist up to $15,000 projects per commercial structure with a mixture of a grant and financing at 0% for up to three (3) years. The maximum award can be a $5,000 grant and a $10,000 loan. For projects less than $15,000, the award will have a ratio of 1/3 grant and 2/3 loan.

  16. Production of biomass fuel for resource recovery: Trash recycling in Dade County, Florida

    Dade County, Florida has been in the forefront of resources recovery from municipal solid waste since the early 1980`s. The County completed its 3,000 tons per day (six days per week) refuse derived fuel waste-to-energy facility in 1982. The Resources Recovery facility is operated under a long-term agreement with Montenay-Dade, Ltd. The trash processing capability of this facility was upgraded in 1997 to process 860 tons per day (six days per week) of trash into a biomass fuel which is used off-site to produce electrical energy. Under current Florida law, facilities like trash-to-fuel that produce alternative clean-burning fuels for the production of energy may receive credit for up to one-half of the state`s 30 percent waste reduction goal.

    Responding to the Department of Energy decision to try to withdraw the Yucca Mountain license application and the Administration actions to close down the Yucca Mountain project, Nye County undertook a number of activities to articulate its support for continuing the Yucca Mountain project. The activities included responding to inquiries from federal agencies, including investigations undertaken by the Government Accountability Office addressing other potential uses for the Yucca Mountain site, responding to a Draft Environmental Impact Statement on the possible use of Yucca Mountain for disposal of Greater than Class C wastes, testifying in hearings, and interacting with the President's Blue Ribbon Commission on America's Nuclear Future. The paper summarizes Nye County's position on the Yucca Mountain repository, Nye County's perspectives on the various activities that were developed and considered by the Government Accountability Office, Nye County's concerns with the use of the Nevada National Security Site for Disposal of Greater than Class C Low-Level Radioactive Wastes, testimony of Nye County officials expressing local community support for the Yucca Mountain project, and Nye County's perspectives on recommendations provided by the Blue Ribbon Commission to move the nation's high-level radioactive waste disposal programs forward without consideration of the role Yucca Mountain could have served in those recommendations. Nye County believes that every effort should be made to, at a minimum, fund the Nuclear Regulatory Commission to complete the license application review. Then, if Congress does decide to change the Nuclear Waste Policy Act, there will be valuable information available to support new policy development. This administration contends that Congressional language associated with the FY2010 and FY2011 appropriations and authorization process is sufficient evidence of its intent to terminate the Yucca Mountain repository program. The appropriation process needs to be explicit that, absent explicit language to the contrary, the Nuclear Waste Policy Act stands. It also should include language that requires the Department of Energy to preserve all necessary records until the Nuclear Waste Policy Act is amended or rescinded by specific Congressional action.   18. Cayuga County Regional Digester - Vision Becomes Reality - Final Report

    With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: a) Nearly 34% of this manure is produced on smaller farms. b) Digesters are expensive pieces of equipment and require attention and care. c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at mesophilic temperatures, is designed to process the daily feedstock and produce 220,000 SCF2 of biogas per day. The digester also produces 44,000 gallons of digested slurry per day. 3. Biogas Conditioning System: The plant employs a biological biogas conditioning system to remove the H2S and moisture contents of the biogas and prepare it to be used by the plant generation system. 4. Combined Heat and Power System (CHP): This is a 633kW high efficiency biogas-fired GE-Jenbacher model JMS-312 GS-NL reciprocating engine cogeneration system. The heat recovery system incorporated into the package is designed to capture the waste heat from the engine exhaust, the jacket cooling water and the engine oil circuit. 5. Electrical Substation and Power Distribution Systems: An electrical distribution system has been constructed on-site that aggregates the electrical service of the different county buildings on the District campus into a county owned electric distribution system that is interconnected with the CHP and the local electric grid. The electrical system is designed, in accordance with the utility guidelines, to allow grid-parallel operation of CHP and provide for import and export of electric power. 6. Thermal Energy Distribution System: The heat recovery system has been integrated into a high temperature water distribution system that distributes the heat to the thermal circuits for the anaerobic digester facility. Additional piping has also been installed to transfer the remaining thermal energy to other county buildings on the campus. On a daily basis, the plant will co-process 35,000 gallons of manure from local dairy farms, 8,500 gallons of food-processor waste and 1,200 gallons of brown grease to produce 200,000 ft3/d of biogas and 44,000 gallons of pathogen-free nutrient-rich digested slurry for agricultural use by farms and in the local area. The biogas fueled CHP produces 5,157,000 kWh of electricity and 19,506 dekatherms of thermal energy per year. Electrical power generated by the cogeneration system powers all the buildings on the Cayuga County campus and any surplus power is exported to the grid under a power purchase agreement. Heat recovered from the cogeneration system will be used to maintain the temperature of the process equipment and the excess will be transported to the Cayuga County Public Safety Building to offset purchase of fossil fuel to fuel the boilers. The majority of plant operations are unmanned and automated. However, the plant will have a small staff of well-trained personnel to coordinate the feedstock deliveries and shipments, supervise the day-to-day operation, monitor the systems and perform maintenance, maintain a safe and reliable operation and to respond to emergencies.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking.     The goal of pollution prevention to reduce or eliminate the creation of pollutants through source reduction has gained popularity in the industrial and legislative communities. Corporations have instituted voluntary pollution prevention programs and are participating in government sponsored programs such as the U.S. EPA`s 33/50 program. In parallel to these voluntary efforts, legislation has been promulgated at both the federal and state levels which require industrial facilities to establish hazardous waste minimization programs and to include manufacturing activity data when submitting chemical releases reports under TRI. However, the success of these efforts on a county wide basis has not been established. This study establishes a pollutant prevention index that indicates that pollution prevention and economic activity are not mutually exclusive and evaluates the pollutant discharge trends in San Diego County, California from 1987 through 1992. The pollutant discharges evaluated include: hazardous waste generation, as reported to the Cal-EPA on the uniform hazardous waste manifests; air emissions from annual emission inventories; heavy metal concentrations in industrial wastewater discharges; and annual toxic chemical releases as reported on the SARA 313 Toxic Chemical Release Inventory. Economic indicators used as the ratio denominator for normalizing the pollutant data included: energy use, gross regional product, and value of manufactured product. The relationship of between discharges and economic indicators was analyzed using the Spearman Rank Correlation Coefficient. An evaluation of the raw data was conducted to determine which ratio(s) would be representative pollution prevention indices. Two ratios emerge as viable pollution indices. These are hazardous waste per gross regional product and toxic chemical releases per value of manufactured product.
