The Hanford Environmental Information System (HEIS) Subject Area manuals are designed as reference guides, that is, each chapter provides the information needed to make best use of each subject area, its tables, and reporting capabilities. Each subject area is documented in a chapter in one of the subject area manuals. Because these are reference manuals, most of the information is also available in the online help system as well. See Section 5.4.2 of the HEIS User`s Guide (DOE-RL 1994a) for a detailed description of the online help.

  5. Effect of acetaldehyde on Saccharomyces cerevisiae and Zymomonas mobilis subjected to environmental shocks

    SciTech Connect (OSTI)

    Stanley, G.A.; Hobley, T.J.; Pamment, N.B.

    1997-01-05

The lag phase of Saccharomyces cerevisiae subjected to a step increase in temperature or ethanol concentration was reduced by as much as 60% when acetaldehyde was added to the medium at concentrations less than 0.1 g/L. Maximum specific growth rates were also substantially increased. Even greater proportional reductions in lag time due to acetaldehyde addition were observed for ethanol-shocked cultures of Zymomonas mobilis. Acetaldehyde had no effect on S. cerevisiae cultures started from stationary phase inocula in the absence of environmental shock and its lag-reducing effects were greater in complex medium than in a defined synthetic medium. Acetaldehyde reacted strongly with the ingredients of complex culture media. It is proposed that the effect of added acetaldehyde may be to compensate for the inability of cells to maintain transmembrane acetaldehyde gradients following an environmental shock.

    2014-06-01

The Risk-Informed Safety Margin Characterization (RISMC) pathway of the DOE’s Light Water Reactor Sustainability (LWRS) program focuses on advancing the state of the art in safety analysis and risk assessment to support decision-making on nuclear power plant operation well beyond the originally designed lifetime of the plants (i.e., beyond 60 years). Among the issues being addressed in RISMC is the significance of SSC aging and how confident we are about our understanding of its impact on the margin between the loads SSCs are expected to see during normal operation and accident conditions, and the SSC capacities (their ability to resist those loads) as the SSCs age. In this paper, a summary is provided of a case study that examines SSC aging from an environmental qualification (EQ) perspective. The case study illustrates how the state of knowledge regarding SSC margin can be characterized given the overall integrated plant design, and was developed to demonstrate a method for deciding on which cables to focus, which cables are not so important from an environmental qualification margin standpoint, and what plant design features or operating characteristics determine the role that environmental qualification plays in establishing a safety case on which decisions regarding margin can be made. The selection of cables for which demonstration of margin with respect to aging and environmental challenges uses a technique known as Prevention Analysis. Prevention Analysis is a Boolean method for optimal selection of SSCs (that is, those combinations of SSCs both necessary and sufficient to meet a predetermined selection criterion) in a manner that allows demonstration that plant-level safety can be demonstrated by the collection of selected SSCs alone. Choosing the set of SSCs that is necessary and sufficient to satisfy the safety objectives, and demonstrating that the safety objectives can be met effectively, determines where resources are best allocated to assure SSC performance margin. The paper describes the resulting component types that were selected by Prevention Analysis and identifies the accident sequence characteristics that cause these component types to be important from an EQ and aging perspective (and, hence, worthwhile evaluating the extent of safety margin). In addition, component types not selected as needing significant margin from an EQ and aging perspective are discussed and an engineering rationale is developed justifying the lack of need to apply resources to demonstrating margin for these component types. This rationale is in terms of design features of the plant and operating characteristics that make these component types less important from an EQ and aging perspective. While the case study focuses on EQ and aging of equipment and cables located inside the containment of this PWR, the prevention analysis method is demonstrated to be an effective technique for identification of minimal collections of components that would be effective in managing safety for a variety of issues associated with aging and long-term operation of the fleet of plants.

  15. Elements of an environmental decision support system for seasonal wetland salt management in a river basin subjected to water quality regulation

    SciTech Connect (OSTI)

    Quinn, N.W.T.

    2009-06-01

Seasonally managed wetlands in the Grasslands Basin on the west-side of California's San Joaquin Valley provide food and shelter for migratory wildfowl during winter months and sport for waterfowl hunters during the annual duck season. Surface water supply to these wetlands contain salt which, when drained to the San Joaquin River during the annual drawdown period, can negatively impact water quality and cause concern to downstream agricultural riparian water diverters. Recent environmental regulation, limiting discharges salinity to the San Joaquin River and primarily targeting agricultural non-point sources, now also targets return flows from seasonally managed wetlands. Real-time water quality management has been advocated as a means of continuously matching salt loads discharged from agricultural, wetland and municipal operations to the assimilative capacity of the San Joaquin River. Past attempts to build environmental monitoring and decision support systems (EDSS's) to implement this concept have enjoyed limited success for reasons that are discussed in this paper. These reasons are discussed in the context of more general challenges facing the successful implementation of a comprehensive environmental monitoring, modelling and decision support system for the San Joaquin River Basin.

Broader source: Directives, Delegations, and Requirements [Office of Management (MA)]

    2015-07-20

Changes are made to harmonize the definitions in this Order with those in the Federal regulations for the protection of human subjects (10 CFR Part 745), specifically, splitting the definition "human subject research" into "research" and "human subject," and adopting, verbatim, the definitions of "research" and "human subject" from 10 CFR Part 745 and adding the definition of "generalizable," since the determination of whether a project is "research" in 10 CFR Part 745 hinges on whether the work being conducted is generalizable. Small corrections and updates have been made to the references, links, and organization titles.

Environmental risks associated with collateral are an increasingly important aspect of lending transactions. The concerns include liability for cleanup costs and natural resource damages, loss of value of the collateral due to environmental contamination and impairment of the borrower's ability to repay the loan as a result of environmental liabilities. Under CERCLA, lenders incur potential liability in three ways: by becoming the owner or operator of a facility, by holding indicia of ownership as a secured creditor while participating in management, or by becoming a generator of waste; that is, a person who arranges for transport and disposal of hazardous substances to a facility from which there is a release or threatened release. Although most lenders are vigorously pursuing audits, the liabilities that will be arising at today's contaminated sites derive from loans and perhaps foreclosures that may have created owner, operator or generator status many years ago.

The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

  10. Environmental analysis of biomass-ethanol facilities

    SciTech Connect (OSTI)

    Corbus, D.; Putsche, V.

    1995-12-01

This report analyzes the environmental regulatory requirements for several process configurations of a biomass-to-ethanol facility. It also evaluates the impact of two feedstocks (municipal solid waste [MSW] and agricultural residues) and three facility sizes (1000, 2000, and 3000 dry tons per day [dtpd]) on the environmental requirements. The basic biomass ethanol process has five major steps: (1) Milling, (2) Pretreatment, (3) Cofermentation, (4) Enzyme production, (5) Product recovery. Each step could have environmental impacts and thus be subject to regulation. Facilities that process 2000 dtpd of MSW or agricultural residues would produce 69 and 79 million gallons of ethanol, respectively.

The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

An overview of environmental monitoring programs and research during development of a moderate temperature geothermal resource in the Raft River Valley is presented. One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility. The results of the physical, biological, and human environment monitoring programs are summarized.

  14. EVALUATING ENVIRONMENTAL DECISION SUPPORT TOOLS.

    SciTech Connect (OSTI)

    SULLIVAN, T.

    2004-10-01

Effective contaminated land management requires a number of decisions addressing a suite of technical, economic, and social concerns. These concerns include human health risks, ecological risks, economic costs, technical feasibility of proposed remedial actions, and the value society places on clean-up and re-use of formerly contaminated lands. Decision making, in the face of uncertainty and multiple and often conflicting objectives, is a vital and challenging role in environmental management that affects a significant economic activity. Although each environmental remediation problem is unique and requires a site-specific analysis, many of the key decisions are similar in structure. This has led many to attempt to develop standard approaches. As part of the standardization process, attempts have been made to codify specialist expertise into decision support tools. This activity is intended to facilitate reproducible and transparent decision making. The process of codifying procedures has also been found to be a useful activity for establishing and rationalizing management processes. This study will have two primary objectives. The first is to develop taxonomy for Decision Support Tools (DST) to provide a framework for understanding the different tools and what they are designed to address in the context of environmental remediation problems. The taxonomy will have a series of subject areas for the DST. From these subjects, a few key areas will be selected for further study and software in these areas will be identified. The second objective, will be to review the existing DST in the selected areas and develop a screening matrix for each software product.

    SciTech Connect (OSTI)

    2012-01-15

The concept of vulnerability has been used to describe the susceptibility of physical, biotic, and social systems to harm or hazard. In this sense, it is a tool that reduces the uncertainties of Environmental Impact Assessment (EIA) since it does not depend exclusively on the value assessments of the evaluator, but rather is based on the environmental state indicators of the site where the projects or activities are being carried out. The concept of vulnerability thus reduces the possibility that evaluators will subjectively interpret results, and be influenced by outside interests and pressures during projects. However, up until now, EIA has been hindered by a lack of effective methods. This research study analyzes the concept of vulnerability, defines Vulnerability Importance and proposes its inclusion in qualitative EIA methodology. The method used to quantify Vulnerability Importance is based on a set of environmental factors and indicators that provide a comprehensive overview of the environmental state. The results obtained in Colombia highlight the usefulness and objectivity of this method since there is a direct relation between this value and the environmental state of the departments analyzed. - Research Highlights: Black-Right-Pointing-Pointer The concept of vulnerability could be considered defining Vulnerability Importance included in qualitative EIA methodology. Black-Right-Pointing-Pointer The use of the concept of environmental vulnerability could reduce the subjectivity of qualitative methods of EIA. Black-Right-Pointing-Pointer A method to quantify the Vulnerability Importance proposed provides a comprehensive overview of the environmental state. Black-Right-Pointing-Pointer Results in Colombia highlight the usefulness and objectivity of this method.

The Environmental Implementation Plan (EIP) is a dynamic long-range environmental-protection plan for SRS. The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment. Together, we will achieve our site vision for SRS to be the recognized model for Environmental Excellence in the DOE Nuclear Weapons Complex.

    1993-08-01

Environmental Management requirements facing US Department of Energy (DOE) facilities are detailed, complex, and often subject to rapid change. DOE`s Office of Environmental Guidance, RCRA/CERCLA Division (EH-231), is responsible for developing and issuing guidance to assist DOE facilities in interpreting and complying with Federal, State, and local requirements. Recognizing the potential for computerization of the guidance, EH-231 requested that Pacific Northwest Laboratory (PNL) develop an approach for preparing automated guidance. The approach developed by PNL, termed ``user-centered guidance,`` combines participatory design and traditional rapid prototyping techniques to produce a new form of environmental guidance that emphasizes the user`s needs. This paper describes the objectives, processes and current status of this effort.

The purposes of the Lawrence Livermore National Laboratory Environmental Report 2008 are to record Lawrence Livermore National Laboratory's (LLNL's) compliance with environmental standards and requirements, describe LLNL's environmental protection and remediation programs, and present the results of environmental monitoring at the two LLNL sites - the Livermore site and Site 300. The report is prepared for the U.S. Department of Energy (DOE) by LLNL's Environmental Protection Department. Submittal of the report satisfies requirements under DOE Order 231.1A, Environmental Safety and Health Reporting, and DOE Order 5400.5, Radiation Protection of the Public and Environment. The report is distributed electronically and is available at https://saer.lln.gov/, the website for the LLNL annual environmental report. Previous LLNL annual environmental reports beginning in 1994 are also on the website. Some references in the electronic report text are underlined, which indicates that they are clickable links. Clicking on one of these links will open the related document, data workbook, or website that it refers to. The report begins with an executive summary, which provides the purpose of the report and an overview of LLNL's compliance and monitoring results. The first three chapters provide background information: Chapter 1 is an overview of the location, meteorology, and hydrogeology of the two LLNL sites; Chapter 2 is a summary of LLNL's compliance with environmental regulations; and Chapter 3 is a description of LLNL's environmental programs with an emphasis on the Environmental Management System including pollution prevention. The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2008: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6). Complete monitoring data, which are summarized in the body of the report, are provided in Appendix A. The remaining three chapters discuss the radiological impact on the public from LLNL operations (Chapter 7), LLNL's groundwater remediation program (Chapter 8), and quality assurance for the environmental monitoring programs (Chapter 9). The report uses Systeme International units, consistent with the federal Metric Conversion Act of 1975 and Executive Order 12770, Metric Usage in Federal Government Programs (1991). For ease of comparison to environmental reports issued prior to 1991, dose values and many radiological measurements are given in both metric and U.S. customary units. A conversion table is provided in the glossary. The report is the responsibility of LLNL's Environmental Protection Department. Monitoring data were obtained through the combined efforts of the Environmental Protection Department; Environmental Restoration Department; Physical and Life Sciences Environmental Monitoring Radiation Laboratory; and the Hazards Control Department.

The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter. It is also the thesaurus for the Integrated Technical Information System (ITIS) online databases of the US Department of Energy.

Lawrence Livermore National Laboratory (LLNL), a US Department of Energy (DOE) facility operated by the University of California, serves as a national resource of scientific, technical, and engineering capability with a special focus on national security. Over the years, the Laboratory`s mission has been broadened to encompass such areas as strategic defense, energy, the environment, biomedicine, the economy, and education. The Laboratory carries out this mission in compliance with local, state, and federal environmental regulatory requirements and takes measures to ensure that its operations do not adversely affect the environment or public health. It does so with the support of the Environmental Protection Department, which is responsible for environmental monitoring, environmental restoration, hazardous waste management, and ensuring environmental compliance. During 1993, the Environmental Protection Department conducted sampling of air, sewage effluent, ground water, surface water, soil, vegetation and foodstuffs, and took measurements of environmental radiation. It performed more than 190,000 analyses of environmental samples. The analytical results are summarized along with evaluations of the impact of radioactive and nonradioactive materials, a discussion of the effects of LLNL operations on the environment, and a summary of the activities undertaken to comply with local, state, and federal environmental laws.

The objective of this project was to identify needs for environmental research development and demonstration projects that have the potential to improve the performance of oil and gas exploration, drilling, and production technologies for maximum recovery of domestic petroleum resources under optimal environmental and economic conditions. To achieve this objective several areas of work were addressed. The first task was to compile as much related data as possible. This was achieved by literature searches of a number of petroleum-related data bases. After acquiring sufficient background on environmental and economical areas that should be expanded, experts who are knowledgeable in these areas were contacted to further define specific issues. More than 33 identified areas were submitted to an in-house panel at NIPER to assure that the final environmental research demonstration and development needs that were selected to be expanded were unbiased and worthy of additional work. Specific subjects that were expanded include: (1) the Mechanical Integrity Testing of Injection Wells by Oxygen-Activation Log, (2) A More Rapid or Alternative Bioassay Test, (3) An Environmentally Safe Drilling Fluid Additive, (4) Bioremediation of Waste Pits, (5) A More Efficient Technology Transfer, (6) A Comprehensive Work Management Protocol, and (7) A Pollution Potential Prioritization Protocol For Abandoned Wells. 6 refs., 3 figs., 4 tabs.

This report documents the results of the Environmental Monitoring Program at Brookhaven National Laboratory and summarizes information about environmental compliance for 1995. To evaluate the effect of Brookhaven National Laboratory`s operations on the local environment, measurements of direct radiation, and of a variety of radionuclides and chemical compounds in the ambient air, soil, sewage effluent, surface water, groundwater, fauna, and vegetation were made at the Brookhaven National Laboratory site and at adjacent sites. The report also evaluates the Laboratory`s compliance with all applicable guides, standards, and limits for radiological and nonradiological emissions and effluents to the environment. Areas of known contamination are subject to Remedial Investigation/Feasibility Studies under the Inter Agency Agreement established by the Department of Energy, Environmental Protection Agency and the New York Department of Environmental Conservation. Except for identified areas of soil and groundwater contamination, the environmental monitoring data has continued to demonstrate that compliance was achieved with the applicable environmental laws and regulations governing emission and discharge of materials to the environment. Also, the data show that the environmental impacts at Brookhaven National Laboratory are minimal and pose no threat to the public nor to the environment. This report meets the requirements of Department of Energy Orders 5484.1, Environmental Protection, Safety, and Health Protection Information reporting requirements and 5400.1, General Environmental Protection Programs.

The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2007: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6).

Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory. A continual cycle of planning, implementing, evaluating, and improving processes will be performed to achieve goals, objectives, and targets that will help LBNL carry out this policy. Each year, environmental aspects will be identified and their impacts to the environm

    SciTech Connect (OSTI)

    Van Hoesen, S.D.

    2001-07-09

From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor facility and infrastructure drawings. The assessment team believes that the information, experience, and insight gained through FEVA will help in the planning and prioritization of ongoing efforts to resolve environmental vulnerabilities at UT-Battelle--managed ORNL facilities.

The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

To determine whether a component is meeting its reliability requirement during production, acceptance sampling is employed in which selected units coming off the production line are subjected to additional environmental and/or destructive tests that are within the normal environment space to which the component is expected to be exposed throughout its life in the Stockpile. This report describes what these tests are and how they are scored for reliability purposes. The roles of screens, Engineering Use Only tests, and next assembly product acceptance testing are also discussed, along with both the advantages and disadvantages of environmental and destructive testing.

    E-Print Network [OSTI]

Analia Zwick; Gonzalo A. Alvarez; Gershon Kurizki

    2015-09-22

A universal approach to decoherence control combined with quantum estimation theory reveals a critical behavior, akin to a phase transition, of the information obtainable by a qubit probe concerning the memory time of environmental fluctuations. This criticality emerges only when the probe is subject to dynamical control. It gives rise to a sharp transition between two dynamical phases characterized by either a short or long memory time compared to the probing time. This phase-transition of the environmental information is a fundamental feature that facilitates the attainment of the highest estimation precision of the environment memory-time and the characterization of probe dynamics.

  17. Absence of respiratory effects in subjects exposed to low concentrations of TDI and MDI

    SciTech Connect (OSTI)

    1982-10-01

One hundred seven subjects from a polyurethane plastic manufacturing plant have been followed over a five-year period with measurements of forced expiratory volume in 1 s (FEV1), and questionnaires on respiratory symptoms and smoking habits. Environmental concentrations of toluene diisocyanate and diphenyl methyl diisocyanate were extensively monitored to provide accurate estimates of the upper-limits of exposure of the subjects. Current mean levels of FEV1 in this population were higher than those predicted for healthy subjects. The five-year change in FEV1 did not exceed that expected from aging. No acute change in FEV1 could be demonstrated over the course of a Monday either before or after a two-week vacation. No improvement in ventilatory function was observed over the vacation period. The presence of cough or sputum was related to smoking but was not related to isocyanate exposure. The results indicate that exposure of workers to extremely low levels of isocyanates (time-weighted average concentrations of the order of 0.001 parts per million (ppm)) is not associated with chronic respiratory symptoms or effects on ventilatory capacity. The results suggest that isocyanates can be controlled to the point of eliminating effects as measured by these techniques.

  14. Towards a Physical Theory of Subjective Mental States

    E-Print Network [OSTI]

    2007-01-01

Any complete theory of physical reality must allow for the ubiquitous phenomenon of subjective experience at some level, or risk being conceptually incoherent. However, as long as the ontological status of subjectivity itself remains unresolved, the topic will be seen as more within the purview of philosophy than of physics. Towards a resolution of this issue within empirically motivated physical theory, this article introduces an operational definition that ultilizes the general consensus that subjective mental states, whatever else is controversial about them, at least correlate in some way to physical states. It is shown here that implementing this underappreciated assumption within the framework of a physical theory in fact leads to wide-ranging consequences. In particular, a correlation requires there exist a well-defined mapping from a space of subjective mental states onto a space of information-bearing elements of some physical theory. Given the peculiar nature of subjective states as inherently priva...
