    Twenty-eight geothermal areas in Kenya were evaluated and prioritized for development. The prioritization was based on the potential size, resource temperature, level of exploration risk, location, and exploration/development costs for each geothermal area. Suswa, Eburru and Arus are found to offer the best short-term prospects for successful private power development. It was found that cost per kill developed are significantly lower for the larger (50MW) than for smaller-sized (10 or 20 NW) projects. In addition to plant size, the cost per kill developed is seen to be a function of resource temperature, generation mode (binary or flash cycle) and transmission distance.

    The LEDS Global Partnership (LEDS GP) strives to advance climate-resilient, low-emission development through catalyzing collaboration, information exchange, and action on the ground. The Government of Kenya is a key LEDS GP member and offers an inspiring example of how LEDS GP is having an impact globally. The 2012 LEDS Collaboration in Action workshop in London provided an interactive space for members to share experiences on cross-ministerial LEDS leadership and to learn about concrete development impacts of LEDS around the world. Inspired by these stories, the Kenya's Ministry of State for Planning, National Development and Vision 2030 (MPND) began to collaborate closely with the Ministry of Environment and Mineral Resources to create strong links between climate change action and development in the country, culminating in the integration of Kenya's National Climate Change Action Plan and the country's Medium Term Development Plan.

    Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: • The strengths and weaknesses of Kenyan SEA public participation processes were identified. • Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. • Participant learning was observed despite process weaknesses. • Participant learning can lead to action for sustainability at the community level.

Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd. Algeria cut production of crude oil in 1979 to a level of 1,194,350 bpd, and increased gas production to 2031 mmcfd. In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd.     Flashlights that use LED technology have quickly emerged as the dominant source of portable lighting in Kenya. While flashlights do not normally provide a substitute for kerosene and other highly inefficient fuels, they are an important early manifestation of LED lighting in the developing world that can serve as a platform - or deterrent - to the diffusion of the technology into the broader off-grid lighting market. The lead acid batteries embedded in flashlights also represent an important source of hazardous waste, and flashlight durability is thus an important determinant of the rate of waste disposal. Low-cost LED flashlights with prices from $1 to $4 are now widely available in shops and markets throughout Kenya. The increased penetration of LED technology in the flashlight market is significant, as over half of all Kenyan households report owning a flashlight (Kamfor, 2002). While this shift from conventional incandescent technology to modern LEDs may appear to be a promising development, end users that our research team interviewed expressed a number of complaints about the quality and performance of these new flashlights. This raises concerns about the interests of low-income flashlight users, and it may also indicate the onset of a broader market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007). The quality of low-cost LED flashlights can contribute to market spoiling because these products appear to represent the first contact that most Kenyans have with LED technology. In this report, our team uses interviews with 46 end users of flashlights to collect information about their experiences, perceptions, and preferences. We focus especially on highlighting common complaints from respondents about the flashlights that they have used, as well as on noting the features that they indicated were important when evaluating the quality of a flashlight. In previous laboratory tests, researchers from our team found a wide range of quality and performance among battery powered LED lights (Granderson, et al. 2008).

    Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns. To avoid a potential market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007) a better understanding of flashlight use-patterns is crucial (Tracy et al., 2009). In addition, the economic implications faced by rural flashlight end-users provide further incentive for a move toward higher quality low-cost flashlights. In this report, our team uses interviews with 46 end users of flashlights to collect information about their use patterns and costs associated with owning and operating flashlight products. While flashlights used in their portable mode typically do not represent a substitute for kerosene or other forms of fuel-based lighting, at times they are used in stationary applications in place of a fuel-based lamp. In either case, these products often represent end users first exposure to LED technology and rechargeable dry cell batteries, and thus stand to either provide a positive or negative impression of these technologies for a diversity of lighting applications.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

    Each month, approximately 45,000 people die from violence, hunger, disease, and other effects of displacement as a result of war in the Democratic Republic of the Congo (DRC). The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. The current war in Congo is multi-causal in nature but explanations are often reduced to describing it as an ethic conflict based on objective grievance. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. The reality is the conflict is an economic war in which the trade of conflict minerals, gold and the 3Ts (tin, tantalum, tungsten), is directly linked to the financial sustainability of the groups fighting each other in eastern DRC. Objective grievance is a by-product of the conflict, used to create a false but plausible moral justification to continue violence. This paper examines the history of conflict in the DRC and the socio-economic variables contributing to the current war fought over conflict minerals.

  16. Radon Dose Determination for Cave Guides in Czech Republic

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement. Air flow measurements provide very interesting information about the origin of 'radon pockets' with very high radon concentration, and enable study of the location of the radon supply and its transfer among individual areas of the cave. Most of the results show the equilibrium factor around F = 0.2-0.7 and the unattached fraction around 2%-30%. One of the most important question remains: how accurately was the unattached fraction measured? Part of this project was to verify the influence of etched track detector position in the cave.

    Oil is known from lacustrine basins of the east African rift. The geology of such basins is complex and different depending on location in the eastern and western branches. The western branch has little volcanism, leading to long-lived basins, such as Lake Tanganyika, whereas a large quantity of volcanics results in the eastern branch characterized by ephemeral basins, as the Baringo-Bogoria basin in Kenya. The Baringo-Bogoria basin is a north-south half graben formed in the middle Pleistocene and presently occupied by the hypersaline Lake Bogoria and the freshwater Lake Baringo. Lake Bogoria is fed by hot springs and ephemeral streams controlled by grid faults bounding the basin to the west. The sedimentary fill is formed by cycles of organic oozes having a good petroleum potential and evaporites. On the other hand, and as a consequence of the grid faults, Lake Baringo is fed by permanent streams bringing into the basin large quantities of terrigenous sediments. Lake Tanganyika is a meromictic lake 1470 m deep and 700 km long, of middle Miocene age. It is subdivided into seven asymmetric half grabens separated by transverse ridges. The sedimentary fill is thick and formed by organic oozes having a very good petroleum potential. In contrast to Bogoria, the lateral distribution of organic matter is characterized by considerable heterogeneity due to the existence of structural blocks or to redepositional processes.

    Nigeria, the most populous country in Africa, has high rates of urbanization and industrialization. Until recently, decisions on most large-scale projects such as expressways, harbors, industries, dams, and irrigation were considered with an emphasis on traditional technical and cost-benefit analysis. Spurred by massive environmental degradation and persistent community agitation in oil producing areas, environmental impact assessment (EIA) legislation was passed in late 1992. The main purpose of this article is to review and assess the content of this legislation and the guidelines produced by the Federal Environmental Protection Agency (FEPA), the institution responsible for EIA administration. Some EIA reports have been prepared and reviewed by FEPA since 1994. There are some positive outcomes and expectations, but some problems have been identified as well, including: deliberate restriction of public involvement and participation by proponents and/or their consultants, interagency conflict leading to high cost and project delays especially in the oil industry, and restriction of public access to final EIA reports. These are discussed, and recommendations for improving the process are made.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

    The notion of"productive use" is often invoked in discussions about whether new technologies improve productivity or otherwise enhance commerce in developing-country contexts. It an elusive concept,especially when quantitative measures are sought. Improved and more energy efficient illumination systems for off-gridapplication--the focus of the Lumina Project--provide a case in which a significant productivity benefit can be imagined, given the importance of light to the successful performance of many tasks, and the very low quality of baseline illumination provided by flame-based source. This Research Note summarizes self-reported quantitative and qualitative impacts of switching to LED lighting technology on the prosperity of night-market business owners and operators. The information was gathered in the context of our 2008 market testing field work in Kenya?s Rift Valley Province, which was performed in the towns of Maai Mahiu and Karagita by Arne Jacobson, Kristen Radecsky, Peter Johnstone, Maina Mumbi, and others. Maai Mahiu is a crossroads town; provision of services to travelers and freight carriers is a primary income source for the residents. In contrast, the primary income for Karagita's residents is from work in the large, factory style flower farms on the eastern shores of Lake Naivasha that specialize in producing cut flowers for export to the European market. According to residents, both towns had populations of 6,000 to 8,000 people in June 2008. We focused on quantifying the economics of fuel-based and LED lighting technology in the context of business use by night market vendors and shop keepers. Our research activities with the business owners and operators included baseline measurement of their fuel-based lighting use, an initial survey, offering for sale data logger equipped rechargeable LED lamps, monitoring the adoption of the LED lamps, and a follow-up survey.

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report.     Significant rightholding changes took place in central and southern Africa during 1987. Angola, Benin, Congo, Gabon, Ghana, Guinea, Guinea Bissau, Mauritania, Seychelles, Somali Republic, Tanzania, Zaire, and Zambia announced awards or acreage open for bidding. Decreases in exploratory rightholdings occurred in Cameroon, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Kenya, Namibia, South Africa, and Tanzania. More wells and greater footage were drilled in 1987 than in 1986. Total wells increased by 18% as 254 wells were completed compared to 217 in 1986. Footage drilled during the year increased by 46% as about 1.9 million ft were drilled compared to about 1.3 million ft in 1986. The success rate for exploration wells in 1987 improved slightly to 36% compared to 34% in 1986. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition in 1987 was the major geophysical activity during the year. Total oil production in 1987 was 773 million bbl (about 2.1 million b/d), a decrease of 7%. The decrease is mostly due to a 14% drop in Nigerian production, which comprises 60% of total regional production. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries of 67% remained unchanged from 1986. 24 figs., 5 tabs.

This paper describes the methodology of the enhancement activities and provides representative examples of the MPC and A augmentation implemented at the MAEC.

    Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

  10. Advanced battery technology for electric two-wheelers in the people's Republic of China.

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers. Most E-bikes use lead acid batteries, but there is a push toward using Li-ion battery technology for two- and three-wheeled applications. Highlights and conclusions from this visit are provided in this report and summarized.

  11. FOSTERING MULTI-LATERAL COOPERATION BETWEEN THE GOVERNMENTS OF DOMINICAN REPUBLIC, COLOMBIA, AND THE UNITED STATES TO ENHANCE THE PROTECTION OF HIGH-ACTIVITY RADIOACTIVE SOURCES

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they traveled to the Dominican Republic and provided briefings and presentations which demonstrated its successful cooperation with the GTRI. Shortly after that visit, the Government of Dominican Republic agreed to move forward and requested that the cooperative efforts in Dominican Republic be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians, and the financial and technical support of the United States. As a result, two of Dominican Republics largest radioactive sites had security upgrades in place within 90 days of the cooperation visit in December 2008.

  12. Management of Disused Radioactive Sealed Sources in the Slovak Republic - 12100

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

  14. Transportation of foreign-owned enriched uranium from the Republic of Georgia. Environmental assessment for Project Partnership

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  16. Successful Completion of the Largest Shipment of Russian Research Reactor High-Enriched Uranium Spent Nuclear Fuel from Czech Republic to Russian Federation

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Re, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    This environmental assessment (EA) will evaluate the potential environmental impacts of a DOE proposal to accept used nuclear fuel from the Federal Republic of Germany at DOEs Savannah River Site (SRS) for processing and disposition. This used nuclear fuel is composed of kernels containing thorium and U.S.-origin highly enriched uranium (HEU) embedded in small graphite spheres that were irradiated in nuclear reactors used for research and development purposes.

    The Conference on Alternatives for Pollution Control from Coal-Fired Emission Sources presented cost-effective approaches for pollution control of low emission sources (LES). It also identified policies and strategies for implementation of pollution control measures at the local level. Plzen, Czech Republic, was chosen as the conference site to show participants first hand the LES problems facing Eastern Europe today. Collectively, these Proceedings contain clear reports on: (a) methods for evaluating the cost effectiveness of alternative approaches to control pollution from small coal-fired boilers and furnaces; (b) cost-effective technologies for controlling pollution from coal-fired boilers and furnaces; (c) case studies of assessment of cost effective pollution control measures for selected cities in eastern Europe; and (d) approaches for actually implementing pollution control measures in cities in Eastern Europe.     The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

The potential of energy recovery of household waste in Czech republic was assesed. - Abstract: The authors of this paper report on the changing character of household waste, in the Czech Republic between 1999 and 2009 in households differentiated by their heating methods. The data presented are the result of two projects, financed by the Czech Ministry of Environment, which were undertaken during this time period with the aim of focusing on the waste characterisation and complete analysis of the physicochemical properties of the household waste. In the Czech Republic, the composition of household waste varies significantly between different types of households based on the methods of home heating employed. For the purposes of these studies, the types of homes were divided into three categories urban, mixed and rural. Some of the biggest differences were found in the quantities of certain subsample categories, especially fine residue (matter smaller than 20 mm), between urban households with central heating and rural households that primarily employ solid fuel such coal or wood. The use of these solid fuels increases the fraction of the finer categories because of the higher presence of ash. Heating values of the residual household waste from the three categories varied very significantly, ranging from 6.8 MJ/kg to 14.2 MJ/kg in 1999 and from 6.8 MJ/kg to 10.5 MJ/kg in 2009 depending on the type of household and season. The same factors affect moisture of residual household waste which varied from 23.2% to 33.3%. The chemical parameters also varied significantly, especially in the quantities of Tl, As, Cr, Zn, Fe and Mn, which were higher in rural households. Because knowledge about the properties of household waste, as well as its physicochemical characteristics, is very important not only for future waste management, but also for the prediction of the behaviour and influence of the waste on the environment as the country continues to streamline its legislation to the European Unions solid waste mandates, the results of these studies were employed by the Czech Ministry of Environment to optimise the national waste management strategy.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future.     This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN.     The concentration and areal distribution of selected metals (Pb, Zn, Cu, Cd, Ni, Fe, and Cr) in the sediments of the Calabar River were studied to determine the extent of anthropogenic input and to estimate the effects of dumping industrial waste materials into the river. The concentrations of Pb, Zn, and Cu indicate relatively moderate pollution mainly on the left-hand side of the river while Ni, Cr, Co, Cd, and Fe levels are below values found to have adverse effects on the lives of marine biota. High metal contents are found close to industrial establishments and so enhanced metal concentrations are related to industrial sewage and metal leaching from garbage and solid waste dumps. 15 refs., 6 figs., 5 tabs.

    Creation of light for work, socializing, and general illumination is a fundamental application of technology around the world. For those who lack access to electricity, an emerging and diverse range of LED based lighting products hold promise for replacing and/or augmenting their current fuel-based lighting sources that are costly and dirty. Along with analysis of environmental factors, economic models for total cost-ofownership of LED lighting products are an important tool for studying the impacts of these products as they emerge in markets of developing countries. One important metric in those models is the minimum illuminance demanded by end-users for a given task before recharging the lamp or replacing batteries. It impacts the lighting service cost per unit time if charging is done with purchased electricity, batteries, or charging services. The concept is illustrated in figure 1: LED lighting products are generally brightest immediately after the battery is charged or replaced and the illuminance degrades as the battery is discharged. When a minimum threshold level of illuminance is reached, the operational time for the battery charge cycle is over. The cost to recharge depends on the method utilized; these include charging at a shop at a fixed price per charge, charging on personal grid connections, using solar chargers, and purchasing dry cell batteries. This Research Note reports on the observed"charge-triggering" illuminance level threshold for night market vendors who use LED lighting products to provide general and task oriented illumination. All the study participants charged with AC power, either at a fixed-price charge shop or with electricity at their home.

    The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

    China's main energy source is coal, but transportation and environmental problems make that fuel less than desirable. Therefore, the Chinese, as part of an effort toward alternative energy sources, are developing nuclear power plants. In addition to providing a cleaner power source, development of nuclear energy would improve the Chinese economic condition and give the nation greater world status. China's first plants, at Qinshan and Daya Bay, are still incomplete. However, China is working toward completion of those reactors and planning the training and operating procedures needed to operate them. At the same time, it is improving its nuclear fuel exports. As they develop the capability for generating nuclear power, the Chinese seem to be aware of the accompanying quality and safety considerations, which they have declared to be first priorities. 50 refs., 7 figs.

    This paper is referring about the utilization of technologies for the treatment and conditioning of low and intermediate level RAW from operation and decommissioning of nuclear facilities in Slovakia. This experience represents more than 116 reactor years of NPP operation, mainly of NPPs equipped with VVER 440 reactors, 30 years of decommissioning activities, 27 years of development and operation of technologies for the treatment and conditioning of RAW and 7 years of LLW and ILW final repository operation. These technologies are located in two localities: Jaslovske Bohunice and Mochovce. The complex treatment and conditioning center (cementation, bituminization, incineration, vitrification, fragmentation and compacting) for almost all types of radioactive waste is located in Jaslovske Bohunice NPP site. The treatment and conditioning center for liquid radioactive waste (cementation and bituminization) and the surface type repository for LLW and ILW final disposal are located in Mochovce area. The treated waste forms are disposed to repository in cubical Fiber Reinforced Concrete (FRC) containers. The experience from the phase of technology development and the phase of technology modifications for various types of RAW, the experience from long term operation of technologies and the experience from transportation of original and packed wastes are described in this paper. The method of optimally combined technology utilization in order to maximize the radionuclide inventory at the same time with respect of disposal safety limitations of repository is described, too. The significant RAW volume reduction for final disposal was achieved through mediation of the combination of treatment and conditioning technologies. The disposal of treated RAW in cubic FRC containers allowed the optimal utilization of volume and radiological capacity of LLW and ILW repository in Mochovce and the fulfillment of determined safety requirements at the same time.     Exploration and exploitation of the petroleum resource has created some of the largest fortunes and has helped to achieve some of the most impressive economic growth and development, yet little or no attention has been directed to its impact on the producing areas, particularly in developing countries. Therefore, the purpose of this study was to measure the impact of the oil industry on the inhabitants of the oil-producing areas as measured by certain ecological factors. The factors considered were education, health, housing, power, roads, water, and pollution. The selected socio-economic factors are thought to influence the social well being of the inhabitants.

    The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

    From mid-1984 through mid-1985, the United States Geological Survey engaged in an investigation of two craters formed from high-yield, near-surface nuclear bursts at Enewatak Atoll. The craters studied, KOA and OAK, resulted from 1.4- and 8.9-megaton, near-surface bursts detonated near the northern perimeter of the Enewetak lagoon on May 12 and June 28, 1958, respectively. At that time, Enewetak was a part of the Pacific Proving Grounds (PPG). OAK and KOA are among the only high-yield nuclear explosion craters available for studies of cratering processes and crater-related effects. The objects of this program were: (1) to identify major crater dimensions, morphology, and structures; (2) to provide a data base for material-properties, shock-metamorphic, and other types of related studies; and (3) to gain a better understanding of both the process that formed the excavational crater and that altered that initial feature to its present form. These data from the Enewetak craters are needed for verification of cratering prediction models (code validation), which is important to the analysis of survivability of various strategic defense systems.

The multidisciplinary studies conducted by the USGS in collaboration with other organizations during 1984 through 1987 were part of a much larger research initiative by the DNA to better understand the dynamic properties of strategic-scale nuclear bursts and the relevance of the Pacific Proving Grounds (PPG) craters to issues of strategic basing and targeting of nuclear weapons. Major topics include: Borehole gravity; Palentologic evidence for mixing; Electron paramagnetic resonance studies; Bathymetric studies of OAK crater; Constraints on densification and piping for OAK; and Additional studies of geologic crater models.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.
