  1. Technology advances keeping LNG cost-competitive

    LNG plants, often very expensive in the past, will in the future need to cost less to build and operate and yet maintain high safety and reliability standards, both during construction and operation. Technical advancements, both in the process and in equipment scaling, manufacturing, and metallurgy, will provide much of the impetus for the improved economics. Although world energy demand is predicted to grow on average of about 2% annually over the next decade, LNG is expected to contribute an increasing portion of this growth with annual growth rates averaging about 7%. This steep growth increase will be propelled mainly by the environmentally friendlier burning characteristics of natural gas and the strong industrial growth in Asian and pacific Rim countries. While LNG is emerging as the fuel of choice for developing economies, its delivered cost to consumers will need to stay competitive with alternate energy supplies if it is to remain in front. The paper discusses LNG process development, treating process, equipment developments (man heat exchanger, compressors, drivers, and pressure vessels), and economy of scale.

    The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the government’s energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOE’s continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.

    Next-generation exascale systems, those capable of performing a quintillion (10{sup 18}) operations per second, are expected to be delivered in the next 8-10 years. These systems, which will be 1,000 times faster than current systems, will be of unprecedented scale. As these systems continue to grow in size, faults will become increasingly common, even over the course of small calculations. Therefore, issues such as fault tolerance and reliability will limit application scalability. Current techniques to ensure progress across faults like checkpoint/restart, the dominant fault tolerance mechanism for the last 25 years, are increasingly problematic at the scales of future systems due to their excessive overheads. In this work, we evaluate a number of techniques to decrease the overhead of checkpoint/restart and keep this method viable for future exascale systems. More specifically, this work evaluates state-machine replication to dramatically increase the checkpoint interval (the time between successive checkpoint) and hash-based, probabilistic incremental checkpointing using graphics processing units to decrease the checkpoint commit time (the time to save one checkpoint). Using a combination of empirical analysis, modeling, and simulation, we study the costs and benefits of these approaches on a wide range of parameters. These results, which cover of number of high-performance computing capability workloads, different failure distributions, hardware mean time to failures, and I/O bandwidths, show the potential benefits of these techniques for meeting the reliability demands of future exascale platforms.

    Currently, academic-type competitions are scored using a combination of timer clocks, entries on paper, and individual computers to consolidate individual entries. Such a system is unwieldy, time-consuming, and depends on the individual computer skills that might be present amount the competition administrators. The new Academic Competition Software combines digital clocks, along with a scoring system that permits different point values for different types of questions. Bonus or ?Â?toss-up? questions can be monitored during the competition, using a subtimer system. All data is consolidated on the fly and the system can be operated by a single person. Results from different sites (rooms) can be added in as well. As such, the software is extremely flexible. It is anticipated that this new software will be useful for?Science or Science Olympiad type competitions held in many high schools and colleges, as well as for preparation and training for such competitions.

    The competition interface between two growing ``Young clusters'' (diagrams), in a two-dimensional random cone, is mapped to the path of a second-class particle in the one-dimensional totally asymmetric simple exclusion process. Using the asymptotics of the second class particle and hydrodynamic limits for the exclusion process (Burgers equation), we show that the behavior of the competition interface depends on the angle of the cone: for angles in [180^o, 270^o) the competition interface has a deterministic inclination, while for angles in [90^o,180^o) the inclination is random. We relate the competition model to a model of random directed polymers, and obtain some partial results for the fluctuations of the competition interface.

    Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

    Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

    The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    Idaho National Laboratory is the Department of Energy’s (DOE) lead lab for nuclear energy research and is dedicated to supporting the advancement of missions in nuclear energy research, energy and environment, and national security. The laboratory is operated by Battelle Energy Alliance (BEA) and participates both independently and jointly with other labs in the support of work for the DOE and other government organizations. The Information Management department is a key support organization whose purpose is to enable the three key areas supporting the Laboratory mission, Nuclear Energy, National and Homeland Security, and Energy and Environment, are successful. The challenge that we face is having relevant information about what these key areas of the Laboratory are working on and how we can best support them in achieving overall mission success. In addition, one of the major challenges that they face comes with knowing their customers and their customer’s needs so that they can successfully execute on their mission. Technology Application Organizations today are dependent on understanding their customers and competitors so that they can respond accordingly, but this can be a difficult and vexing challenge. Customers do not always reveal all of their needs and competitors rarely come out and reveal what they are doing, but this does not mean that hints about their plans are not abundant in information that is readily available. The challenge has always been how to keep track of all that is happening and converting that into useful information. Taking the lead from the “Screwball Division” from World War II, we have the tools available to automate this process and start to mine the Internet to get clues of what our customers and competitors are actively working on. By looking at what is being said and relating that to what else is being said, we can build competitive intelligence and act upon this to further our organizational objectives.

The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    Preservative clothes which are able to absorb radiation beam are needed not only for saving people working at radioactive environment but also for saving others from natural and man-made radiation sources we are exposed in daily life. Barite is a mineral which can be used for armour plating because of high atomic numbered element barium constituent of barite. In this study, armour plating property of barite was applied to fabrics. Barite coated fabric having characteristic of keeping radiation was obtained by penetrating barite on cloth via coating method. Radiation keeping property of fabrics obtained was determined via image processing. The results of experiments showed that barite coated fabrics have blocked radiation more than normal fabrics have done.

    We introduce the MathGR package, written in Mathematica. The package can manipulate tensor and GR calculations with either abstract or explicit indices, simplify tensors with permutational symmetries, decompose tensors from abstract indices to partially or completely explicit indices and convert partial derivatives into total derivatives. Frequently used GR tensors and a model of FRW universe with ADM type perturbations are predefined.     This document reports on the research of Kenneth Letendre, the recipient of a Sandia Graduate Research Fellowship at the University of New Mexico. Warfare is an extreme form of intergroup competition in which individuals make extreme sacrifices for the benefit of their nation or other group to which they belong. Among animals, limited, non-lethal competition is the norm. It is not fully understood what factors lead to warfare. We studied the global variation in the frequency of civil conflict among countries of the world, and its positive association with variation in the intensity of infectious disease. We demonstrated that the burden of human infectious disease importantly predicts the frequency of civil conflict and tested a causal model for this association based on the parasite-stress theory of sociality. We also investigated the organization of social foraging by colonies of harvester ants in the genus Pogonomyrmex, using both field studies and computer models.

  12. Thin Film Femtosecond Laser Damage Competition

    In order to determine the current status of thin film laser resistance within the private, academic, and government sectors, a damage competition was started at the 2008 Boulder Damage Symposium. This damage competition allows a direct comparison of the current state of the art of high laser resistance coatings since they are tested using the same damage test setup and the same protocol. In 2009 a high reflector coating was selected at a wavelength of 786 nm at normal incidence at a pulse length of 180 femtoseconds. A double blind test assured sample and submitter anonymity so only a summary of the results are presented here. In addition to the laser resistance results, details of deposition processes, coating materials and layer count, and spectral results will also be shared.

    Consumers may not have given much thought to who supplies their electricity, or how, but they should know that a tremendous battle is being waged behind their electrical sockets. Just as several long-distance telecommunication carriers (AT&T, Spring, MCI) now compete to serve each household, so too firms with currently unfamiliar names may one day - in the not-so-distant future - be competing to supply household electricity. Whether, when, and how this happens are questions at the center of a vigorous debate occurring in Washington, in state capitals, and in courtrooms around the United States. Many utilities, small consumer groups, and environmentalists argue that moving to wide-open competition in electricity markets will benefit only the largest customers. With enhanced competition, what becomes of the electric utilities` historic obligation to serve? Customers and society may not be prepared to assume the risk that some customers could become, quite literally, powerless.

    We study the competition interface between two growing clusters in a growth model associated to last-passage percolation. When the initial unoccupied set is approximately a cone, we show that this interface has an asymptotic direction with probability 1. The behavior of this direction depends on the angle $\\theta$ of the cone: for $\\theta\\geq180^{\\circ}$, the direction is deterministic, while for $\\thetainterface around its asymptotic direction. The evolution of the competition interface in the growth model can be mapped onto the path of a second-class particle in the totally asymmetric simple exclusion process; from the existence of the limiting direction for the interface, we obtain a new and rather natural proof of the strong law of large numbers (with perhaps a random limit) for the position of the second-class particle at large times.

    The competition between singlet and triplet superconductivity is examined in consideration of correlations on an extended Hubbard model. It is shown that the triplet superconductivity may not be included in the common Hubbard model since the strong correlation favors the singlet superconductivity, and thus the triplet superconductivity should be induced by the electron-phonon interaction and the ferromagnetic exchange interaction. We also present a superconducting qualification with which magnetism is unbeneficial to superconductivity.

    We use a holographic theory to model and study the competition of four phases: an antiferromagnetic phase, a superconducting phase, a metallic phase and a striped phase, using as control parameters temperature and a doping-like parameter. We analyse the various instabilities and determine the possible phases. One class of phase diagrams, that we analyse in detail, is similar to that of high-temperature superconductors as well as other strange metal materials.

    Since the EPA began mandating controls on atmospheric discharges of organic materials, there have been a number of fires, explosions and other types of incidents of varying significance involving the emissions control devices. While these kinds of repetitive incidents are common throughout the industry, this paper discusses a number of incidents in one corporation, including thermal oxidizers, flares, and charcoal beds. The authors then discuss the common causes that seem to rise up to catch the operators of such devices unaware in spite of the history. Reasons why these avoidable incidents keep repeating are also explored.

    Dramatic changes in the competitiveness of German and Japanese manufacturing have been most evident since 1988. All three countries are now facing similar challenges, and these challenges are clearly observed in human capital issues. Our comparison of human capital issues in German, Japanese, and US manufacturing leads us to the following key judgments: Manufacturing workforces are undergoing significant changes due to advanced manufacturing technologies. As companies are forced to develop and apply these technologies, the constituency of the manufacturing workforce (especially educational requirements, contingent labor, job content, and continuing knowledge development) is being dramatically and irreversibly altered. The new workforce requirements which result due to advanced manufacturing require a higher level of worker sophistication and responsibility.

  7. Competitive interstate taxation of western coal

    This paper analyzes the potential market power of western states in setting coal severance taxes. An attempt to determine the emphasis placed by the western states on the development of their coal resources is also made. Three market structures are analyzed. One involves a western regional cartel, setting taxes collectively. The other cases are noncooperative tax equilibria with Montana and Wyoming competing against each other. We study the effects on these equilibria of changes in each region's relative emphasis on development of coal resources vs tax revenue. The welfare impacts of these tax setting policies are also addressed. The analysis is based on an activity analysis of US coal markets. The results show that the taxes associated with the noncooperative competitive tax equilibria are close to present tax levels. Additionally, we conclude that western states currently are quite efficient extractors of economic rent from coal produced within their boundaries, in terms of welfare loss per dollar of tax revenue collected. 2 figures.

    We consider the problem of keeping an arbitrary state $\\rho_s$ out of thermal equilibrium. We find that counter-acting thermalisation using only a resource system which is in a stationary state at the initial time and a system-resource interaction that preserves the global energy is possible if and only if the target state $\\rho_s$ is block-diagonal in the eigenbasis of the system's Hamiltonian $H_s.$ As a consequence, we compute the extra work the operator must provide by tuning the resource-system interaction to overcome this constraint. This quantity, which is interpreted as the work needed to preserve the coherences in the state, can be expressed in terms of the target state $\\rho_s$ and the thermal equilibrium state $\\rho_{\\beta},$ and it is proportional to the symmetrized relative entropy between $\\rho_s$ and $\\rho_{\\beta}.$
