    While crude oil production continues to drop in the Russian Federation at a rate of 15% to 20% per year, Kazakhstan's output rose from 440,000 bopd in 1991 to 446,000 bopd, as of November 1992. Much of this increase was exported to the Russian Federation to supplement the latter's declining production. while Kazakhstan received needed Russian goods in exchange for this oil, it isn't getting the hard currency that will be required to upgrade its petroleum industry. This is a serious problem for Kazakh officials, since they are counting on revenues from petroleum exports to invigorate their overall plan for economic growth in this newly independent country. In order to convert Kazakhstan's hydrocarbon potential into economic reality, two critical issues must be addressed immediately. First, Kazakhstan must develop a tax and minerals law that gives multinational petroleum companies an incentive to invest in opening a dedicated crude oil export route through Russia, and at least one alternate export route to the Caspian Sea or Persian Gulf. At present, even the most successful petroleum venture inside Kazakhstan would have to weave its way through the Russian bureaucracy to utilize that existing and inadequate export pipeline system. This quandary, of course, has recently become the undoing of several Western petroleum operations that have managed to actually produce exportable oil inside the Russian Federation itself, but they can't get it out. In addition, three other variables should be considered by any party that is evaluating Kazakhstan as a future area (see map for current fields) of interest for petroleum operations. These are political stability, field operating conditions, and the country's natural gas crisis. Each of these factors, though not as critical as the legal regime and export access, can radically affect how an operator might approach negotiating the terms of its particular project.

    The US Department of Energy (DOE) and the Kazakhstan government have launched a breakthrough science and technology mission to use DOE technology developed to detect weapons proliferation to search for oil and mineral reserves in Kazakhstan. The Pacific Northwest National Laboratory is leading the research effort, which began in June. This mission to conduct airborne imaging flights over Kazakhstan is the result of a recently signed agreement between Pacific Northwest and Earth Search Sciences Inc., a remote sensing firm based in Idaho, to look for oil and mineral deposits in the Republic of Kazakhstan in central Asia. It is the first time this technology will be used outside the United States.

    As part of the studies related to the obligations of the UN Framework Convention on Climate Change, the Republic of Kazakhstan started activities to inventory greenhouse gas (GHG) emissions and assess of GHG mitigation options, The objective of this paper is to present an estimate of the possibility of mitigating GHG emissions and determine the mitigation priorities. It presents a compilation of the possible options and their assessment in terms of major criteria and implementation feasibility. Taking into account the structure of GHG emissions in Kazakhstan in 1990, preliminary estimates of the potential for mitigation are presented for eight options for the energy sector and agriculture and forestry sector. The reference scenario prepared by expert assessments assumes a reduction of CO{sub 2} emissions in 1996-1998 by about 26% from the 1990 level due to general economic decline, but then emissions increase. It is estimated that the total potential for the mitigation of CO{sub 2} emissions for the year 2000 is 3% of the CO{sub 2} emissions in the reference scenario. The annual reduction in methane emissions due to the estimated options can amount to 5%-6% of the 1990 level. 10 refs., 1 fig., 4 tabs.

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.

    Recently, Health Impact Assessment has gained great attention in Korea. First, the Ministry of Environment introduced HIA within existing Environment Impact Assessment. Second, the Korea Institute for Health and Social Affairs began an HIA program in 2008 in alliance with Healthy Cities. In this short report, these two different efforts are introduced and their opportunities and challenges discussed. We believe these two approaches complement each other and both need to be strengthened. We also believe that both can contribute to the development of health in policy and project development and ultimately to improvements in the Korean population's health.

    Battelle received a contract from Agip-KCO, on behalf a consortium of international oil and gas companies with exploration rights in the North Caspian Sea, Kazakhstan. The objective of the work was to identify and help develop new techniques for sulfur concrete products from waste, by-product sulfur that will be generated in large quantitites as drilling operations begin in the near future. BNL has significant expertise in the development and use of sulfur concrete products and has direct experience collaborating with the Russian and Kazakh partners that participated. Feasibility testing was successfully conducted for a new process to produce cost-effective sulfur polymer cement that has broad commerical applications.

    The Republic of Kazakhstan generates significant quantities of excess elemental sulfur from the production and refining of petroleum reserves. In addition, the country also produces hazardous, and radioactive wastes which require treatment/stabilization. In an effort to find secondary uses for the elemental sulfur, and simultaneously produce a material which could be used to encapsulate, and reduce the dispersion of harmful contaminants into the environment, BNL evaluated the use of the sulfur polymer cement (SPC) produced from by-product sulfur in Kazakhstan. This thermoplastic binder material forms a durable waste form with low leaching properties and is compatible with a wide range of waste types. Several hundred kilograms of Kazakhstan sulfur were shipped to the US and converted to SPC (by reaction with 5 wt% organic modifiers) for use in this study. A phosphogypsum sand waste generated in Kazakhstan during the purification of phosphate fertilizer was selected for treatment. Waste loadings of 40 wt% were easily achieved. Waste form performance testing included compressive strength, water immersion, and Accelerated Leach Testing.

    Twenty-eight geothermal areas in Kenya were evaluated and prioritized for development. The prioritization was based on the potential size, resource temperature, level of exploration risk, location, and exploration/development costs for each geothermal area. Suswa, Eburru and Arus are found to offer the best short-term prospects for successful private power development. It was found that cost per kill developed are significantly lower for the larger (50MW) than for smaller-sized (10 or 20 NW) projects. In addition to plant size, the cost per kill developed is seen to be a function of resource temperature, generation mode (binary or flash cycle) and transmission distance.

    This paper describes the results of a joint research investigations carried out by the group of Kazakhstan, British and American specialists in development of a new material for immobilization of radioactive 35% sodium hydroxide solutions from the sodium coolant processing facility of the BN-350 nuclear power plant. The resulting solid matrix product, termed geo-cement stone, is capable of isolating long lived radionuclides from the environment. The Government of Kenya is a key LEDS GP member and offers an inspiring example of how LEDS GP is having an impact globally. The 2012 LEDS Collaboration in Action workshop in London provided an interactive space for members to share experiences on cross-ministerial LEDS leadership and to learn about concrete development impacts of LEDS around the world.     Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: • The strengths and weaknesses of Kenyan SEA public participation processes were identified. • Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. • Participant learning was observed despite process weaknesses. • Participant learning can lead to action for sustainability at the community level.

    One of the salient features of the transition plan that the United States Department of Energy/National Nuclear Security Administration (DOE/NNSA) is presently implementing in the Former Soviet Union countries is the availability of uranium certified reference materials for calibration of nondestructive assay (NDA) measurement equipment. To address this challenge, DOE/NNSA and U.S. national laboratories have focused their cooperative efforts on establishing a reliable source for manufacturing, certifying, and supplying of such standards. The Ulba Metallurgical Plant (UMP), Kazakhstan, which processes large quantities of low-enriched uranium to produce ceramic fuel pellets for nuclear-powered reactors, is well situated to become a key supplier of low-enriched uranium certified reference materials for the country and Central Asia region. We have recently completed Phase I of a feasibility study to establish at UMP capabilities of manufacturing these standards. In this paper we will discuss details of a proposed methodology for uranium down-blending, material selection and characterization, and a proposed methodology of measurement by destructive (DA) and non-destructive (NDA) analysis to form a database for material certification by the competent State authorities in the Republic of Kazakhstan. In addition, we will discuss the prospect for manufacturing of such standards at UMP.

These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations. We believe that all of these activities are appropriate for collaborative research activities with ADD subject to approval by each institution. All the activities summarized herein have the common theme that they are multi-disciplinary in nature and typically involved the integration of high-fidelity predictive modeling, advanced sensing technologies and new development in information technology.     The US Department of Energy (DOE) sponsors technical cooperative agreements, also known as Lab to Lab agreements, between its National Laboratories and similar institutions in the Newly Independent States (NIS) for the purpose of sharing some of the experience and expertise on nuclear export controls and nonproliferation of the former with their NIS counterparts so that, in turn, they can provide technical support to their respective governments in nonproliferation matters. In Kazakhstan, two separate technical cooperative agreements involving the Institute of Atomic Energy of the National Nuclear Center, Argonne National Laboratory, and Los Alamos National Laboratory were established in 1996. The tasks carried out during the first year of these technical cooperative agreements are described and the objectives and end products of the tasks are discussed.

  4. Neutronic, steady-state, and transient analyses for the Kazakhstan VVR-K reactor with LEU fuel: ANL independent verification results

    Calculations have been performed for steady state and postulated transients in the VVR-K reactor at the Institute of Nuclear Physics (INP), Kazakhstan. (The reactor designation in Cyrillic is BBP-K; transliterating characters to English gives VVR-K but translating words gives WWR-K.) These calculations have been performed at the request of staff of the INP who are performing similar calculations. The selection of the transients considered started during working meetings and email correspondence between Argonne National Laboratory (ANL) and INP staff. In the end the transient were defined by the INP staff. Calculations were performed for the fresh low-enriched uranium (LEU) core and for four subsequent cores as beryllium is added to maintain critically during the first 15 cycles. These calculations have been performed independently from those being performed by INP and serve as one step in the verification process.

    Upon accepting this internship at Los Alamos National Laboratory, I was excited but a bit nervous because I was placed into a field I knew nothing about and did not incorporate my mechanical engineering background. However, I stayed positive and realized that experience and education can come in many forms and that this would be a once in a lifetime opportunity. The EES-II Division (which stands for Earth and Environmental Sciences, Geophysics division) concentrates on several topics, including Nuclear Treaty Verification Seismology. The study of this is extremely important in order to monitor countries that have nuclear capability and make sure they follow the rules of the international comprehensive nuclear test ban treaty. Seismology is only one aspect of this monitoring and EES-II works diligently with many other groups here at Los Alamos and across the world.

    This report summarizes the results of the avian surveys conducted at Osan Air Base (AB). This ongoing survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Osan AB, and the 51st Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred ten bird species representing 35 families were identified and recorded. Seven species are designated as Natural Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Three species appear on the Korean Association for Conservation of Nature's (KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, ten different species are Republic of Korea (ROK)-protected. The primary objective of the avian survey at Osan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex J.14.c of the 51st Fighter BASH Plan 91-212 (51 FW OPLAN 91-212). The second objective was to initiate surveys to determine what bird species are present on Osan AB throughout the year and from the survey results, determine if threatened, endangered, or other Korean-listed bird species are present on Osan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Osan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a that are also favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

    Since the first nuclear power was engaged in Korean electricity grid in 1978, intensive research and development has been focused on localization and standardization of large pressurized water reactors (PWRs) aiming at providing Korean peninsula and beyond with economical and safe power source. With increased priority placed on the safety since Chernobyl accident, Korean nuclear power R and D activity has been diversified into advanced PWR, small modular PWR and generation IV reactors. After the outbreak of Fukushima accident, inherently safe small modular reactor (SMR) receives growing interest in Korea and Europe. In this paper, we will describe recent status of evolving designs of SMR, their advantages and challenges. In particular, the conceptual design of lead-bismuth cooled SMR in Korea, URANUS with 40?70 MWe is examined in detail. This paper will cover a framework of the program and a strategy for the successful deployment of small modular reactor how the goals would entail and the approach to collaboration with other entities.

  19. Quality and Performance of LED Flashlights in Kenya: Common End User Preferences and Complaints

    Flashlights that use LED technology have quickly emerged as the dominant source of portable lighting in Kenya. While flashlights do not normally provide a substitute for kerosene and other highly inefficient fuels, they are an important early manifestation of LED lighting in the developing world that can serve as a platform - or deterrent - to the diffusion of the technology into the broader off-grid lighting market. The lead acid batteries embedded in flashlights also represent an important source of hazardous waste, and flashlight durability is thus an important determinant of the rate of waste disposal. Low-cost LED flashlights with prices from $1 to $4 are now widely available in shops and markets throughout Kenya. The increased penetration of LED technology in the flashlight market is significant, as over half of all Kenyan households report owning a flashlight (Kamfor, 2002). While this shift from conventional incandescent technology to modern LEDs may appear to be a promising development, end users that our research team interviewed expressed a number of complaints about the quality and performance of these new flashlights. This raises concerns about the interests of low-income flashlight users, and it may also indicate the onset of a broader market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007). The quality of low-cost LED flashlights can contribute to market spoiling because these products appear to represent the first contact that most Kenyans have with LED technology. In this report, our team uses interviews with 46 end users of flashlights to collect information about their experiences, perceptions, and preferences. We focus especially on highlighting common complaints from respondents about the flashlights that they have used, as well as on noting the features that they indicated were important when evaluating the quality of a flashlight. In previous laboratory tests, researchers from our team found a wide range of quality and performance among battery powered LED lights (Granderson, et al. 2008).

Doing its part to help modernise this country, the Boryeong thermal power complex operates six coal-fired 500-MW units that provide electricity to power South Korea's economic growth. One of the important reasons for this facility's overall success is its operational reliability.     As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards.   3. Use Patterns of LED Flashlights in Kenya and a One-Year Cost Analysis of Flashlight Ownership

    Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). LED technology has the potential to provide efficiency and performance benefits relative to incandescent bulbs, and low-cost LEDs have achieved price levels that make them cost competitive with conventional lighting sources for a number of applications (Mills, 2005). Second, rechargeable sealed-lead acid (SLA) batteries are also becoming more prevalent alternatives to disposable dry cell batteries. Flashlights using rechargeable SLA batteries tend to have a lower total cost of ownership over a two-year period than a flashlight using dry cell batteries (Radecsky, 2009); however, as this current report highlights, this may vary depending on the intensity of use patterns. To avoid a potential market spoiling effect for off-grid lighting products based on LED technology (Mills and Jacobson, 2008; Lighting Africa, 2007) a better understanding of flashlight use-patterns is crucial (Tracy et al., 2009). In addition, the economic implications faced by rural flashlight end-users provide further incentive for a move toward higher quality low-cost flashlights. In this report, our team uses interviews with 46 end users of flashlights to collect information about their use patterns and costs associated with owning and operating flashlight products. While flashlights used in their portable mode typically do not represent a substitute for kerosene or other forms of fuel-based lighting, at times they are used in stationary applications in place of a fuel-based lamp. In either case, these products often represent end users first exposure to LED technology and rechargeable dry cell batteries, and thus stand to either provide a positive or negative impression of these technologies for a diversity of lighting applications.

    Low emission development strategies (LEDS) articulate economy-wide policies and implementation plans designed to enable a country to meet its long-term development objectives while reducing greenhouse gas emissions. A development impact assessment tool was developed to inform an analytically robust and transparent prioritization of LEDS actions based on their economic, social, and environmental impacts. The graphical tool helps policymakers communicate the development impacts of LEDS options and identify actions that help meet both emissions reduction and development goals. This paper summarizes the adaptation and piloting of the tool in Kenya and Montenegro. The paper highlights strengths of the tool and discusses key needs for improving it.

    Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.     Oil is known from lacustrine basins of the east African rift. The geology of such basins is complex and different depending on location in the eastern and western branches. The western branch has little volcanism, leading to long-lived basins, such as Lake Tanganyika, whereas a large quantity of volcanics results in the eastern branch characterized by ephemeral basins, as the Baringo-Bogoria basin in Kenya. The Baringo-Bogoria basin is a north-south half graben formed in the middle Pleistocene and presently occupied by the hypersaline Lake Bogoria and the freshwater Lake Baringo. Lake Bogoria is fed by hot springs and ephemeral streams controlled by grid faults bounding the basin to the west. The sedimentary fill is formed by cycles of organic oozes having a good petroleum potential and evaporites. On the other hand, and as a consequence of the grid faults, Lake Baringo is fed by permanent streams bringing into the basin large quantities of terrigenous sediments. Lake Tanganyika is a meromictic lake 1470 m deep and 700 km long, of middle Miocene age. It is subdivided into seven asymmetric half grabens separated by transverse ridges. The sedimentary fill is thick and formed by organic oozes having a very good petroleum potential. In contrast to Bogoria, the lateral distribution of organic matter is characterized by considerable heterogeneity due to the existence of structural blocks or to redepositional processes.

    The behavior of relativistic runaway electrons during Electron Cyclotron Resonance Heating (ECRH) discharges is investigated in the Korea Superconducting Tokamak Advanced Research device. The effect of the ECRH on the runaway electron population is discussed.     Massive gas injection (MGI) system was developed on Korea Superconducting Tokamak Advanced Research (KSTAR) in 2011 campaign for disruption studies. The MGI valve has a volume of 80 ml and maximum injection pressure of 50 bar, the diameter of valve orifice to vacuum vessel is 18.4 mm, the distance between MGI valve and plasma edge is {approx}3.4 m. The MGI power supply employs a large capacitor of 1 mF with the maximum voltage of 3 kV, the valve can be opened in less than 0.1 ms, and the amount of MGI can be controlled by the imposed voltage. During KSTAR 2011 campaign, MGI disruptions are carried out by triggering MGI during the flat top of circular and limiter discharges with plasma current 400 kA and magnetic field 2-3.5 T, deuterium injection pressure 39.7 bar, and imposed voltage 1.1-1.4 kV. The results show that MGI could mitigate the heat load and prevent runaway electrons with proper MGI amount, and MGI penetration is deeper under higher amount of MGI or lower magnetic field. However, plasma start-up is difficult after some of D{sub 2} MGI disruptions due to the high deuterium retention and consequently strong outgassing of deuterium in next shot, special effort should be made to get successful plasma start-up after deuterium MGI under the graphite first wall.

    Permanent disposal of low- and intermediate-level radioactive wastes in the subterranean environment has been the preferred method of many countries, including Korea. A safety issue after the closure of a geological repository is that biodegradation of organic materials due to microbial activities generates gases that lead to overpressure of the waste containers in the repository and its disintegration with the release of radionuclides. As part of an ongoing large-scale in situ experiment using organic wastes and groundwater to simulate geological radioactive waste repository conditions, we investigated the geochemical alteration and microbial activities at an early stage (~63 days) intended to be representative of the initial period after repository closure. The increased numbers of both aerobes and facultative anaerobes in waste effluents indicate that oxygen content could be the most significant parameter to control biogeochemical conditions at very early periods of reaction (<35 days). Accordingly, the values of dissolved oxygen and redox potential were decreased. The activation of anaerobes after 35 days was supported by the increased concentration to ~50 mg L-1 of ethanol. These results suggest that the biogeochemical conditions were rapidly altered to more reducing and anaerobic conditions within the initial 2 months after repository closure. Although no gases were detected during the study, activated anaerobic microbes will play more important role in gas generation over the long term.

    Within the bounds of this report, the following works were done: (1) Information about explosion quarries, located in Southern, Eastern and Northern Kasakstan was summarized. (2) The general information about seismicity of areas of location of explosion quarries was adduced. (3) The system of observation and seismic apparatus, recording the local earthquakes and quarry explosions at the territory of Kazakstan were described. (4) Data base of quarry explosions, that were carried out in Southern, Eastern and Northern Kazakstan during 1995 and first half of 1996 year was adduced. (5) Upon the data of registration of explosions in Southern Kazakstan the correlative dependences between power class of explosions and summary weight of charge were constructed. (6) Seismic records of quarry explosions were adduced. It is necessary to note, that the collection of data about quarry explosions in Kazakstan in present time is very difficult task. Organizations, that makes these explosions, are always suffering reorganizations and sometimes it is actually impossible to receive all the necessary information. Some quarries are situated in remote, almost inaccessible regions, and within the bounds of supplier financing not the every quarry was in success to visit. So the present data base upon the chemical explosions for 1995 is not full and in further it`s expansion is possible.

  16. A nuclear physics program at the Rare Isotope Beams Accelerator Facility in Korea

    This paper outlines the new physics possibilities that fall within the field of nuclear structure and astrophysics based on experiments with radioactive ion beams at the future Rare Isotope Beams Accelerator facility in Korea. This ambitious multi-beam facility has both an Isotope Separation On Line (ISOL) and fragmentation capability to produce rare isotopes beams (RIBs) and will be capable of producing and accelerating beams of wide range mass of nuclides with energies of a few to hundreds MeV per nucleon. The large dynamic range of reaccelerated RIBs will allow the optimization in each nuclear reaction case with respect to cross section and channel opening. The low energy RIBs around Coulomb barrier offer nuclear reactions such as elastic resonance scatterings, one or two particle transfers, Coulomb multiple-excitations, fusion-evaporations, and direct capture reactions for the study of the very neutron-rich and proton-rich nuclides. In contrast, the high energy RIBs produced by in-flight fragmentation with reaccelerated ions from the ISOL enable to explore the study of neutron drip lines in intermediate mass regions. The proposed studies aim at investigating the exotic nuclei near and beyond the nucleon drip lines, and to explore how nuclear many-body systems change in such extreme regions by addressing the following topics: the evolution of shell structure in areas of extreme proton to neutron imbalance; the study of the weak interaction in exotic decay schemes such as beta-delayed two-neutron or two-proton emission; the change of isospin symmetry in isobaric mirror nuclei at the drip lines; two protons or two neutrons radioactivity beyond the drip lines; the role of the continuum states including resonant states above the particle-decay threshold in exotic nuclei; and the effects of nuclear reaction rates triggered by the unbound proton-rich nuclei on nuclear astrophysical processes.

    Background: Limited epidemiologic data are available concerning the cardiovascular effects of cadmium exposure, although recent studies suggest associations with myocardial infarction and peripheral arterial disease. We examined the associations of cadmium exposure with cardiovascular disease in nationally representative general Korean adults. Methods: We used cross-sectional data on blood cadmium and self-reported diagnoses of ischemic heart disease (IHD), stroke, and hypertension in a sub-sample of 1908 adults, aged 20 years and older, who participated in the 2005 Korea National Health and Nutrition Examination Survey (KNHANES). We used survey logistic regression models accounting for the complex sampling design to estimate the odds ratios (OR), adjusting for age, education, income, alcohol, smoking, body mass index, waist circumference, family history of hypertension, blood pressure, and blood lead. Results: The geometric mean of blood cadmium was 1.53 {mu}g/L. After adjusting for potential confounders, an interquartile range (IQR) increase in blood cadmium (0.91 {mu}g/L) was found to be associated with an increased risk for IHD (OR 2.1, 95% confidence interval (CI) 1.3-3.4). An IQR increase in blood cadmium was found to be associated with an elevated risk for hypertension only among men (OR 1.4, 95% CI 1.1-1.8) but not among women. No association was observed with stroke in both genders. Conclusions: These findings suggest that cadmium in blood may be associated with an increased risk for IHD and hypertension in the general Korean adult population.

    The notion of"productive use" is often invoked in discussions about whether new technologies improve productivity or otherwise enhance commerce in developing-country contexts. It an elusive concept,especially when quantitative measures are sought. Improved and more energy efficient illumination systems for off-gridapplication--the focus of the Lumina Project--provide a case in which a significant productivity benefit can be imagined, given the importance of light to the successful performance of many tasks, and the very low quality of baseline illumination provided by flame-based source. This Research Note summarizes self-reported quantitative and qualitative impacts of switching to LED lighting technology on the prosperity of night-market business owners and operators. The information was gathered in the context of our 2008 market testing field work in Kenya?s Rift Valley Province, which was performed in the towns of Maai Mahiu and Karagita by Arne Jacobson, Kristen Radecsky, Peter Johnstone, Maina Mumbi, and others. Maai Mahiu is a crossroads town; provision of services to travelers and freight carriers is a primary income source for the residents. In contrast, the primary income for Karagita's residents is from work in the large, factory style flower farms on the eastern shores of Lake Naivasha that specialize in producing cut flowers for export to the European market. According to residents, both towns had populations of 6,000 to 8,000 people in June 2008. We focused on quantifying the economics of fuel-based and LED lighting technology in the context of business use by night market vendors and shop keepers. Our research activities with the business owners and operators included baseline measurement of their fuel-based lighting use, an initial survey, offering for sale data logger equipped rechargeable LED lamps, monitoring the adoption of the LED lamps, and a follow-up survey.

  19. The estimation of N{sub 2}O emissions from municipal solid waste incineration facilities: The Korea case

    The greenhouse gases (GHGs) generated in municipal solid waste (MSW) incineration are carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). In South Korea case, the total of GHGs from the waste incineration facilities has been increasing at an annual rate 10%. In these view, waste incineration facilities should consider to reduce GHG emissions. This study is designed to estimate the N{sub 2}O emission factors from MSW incineration plants, and calculate the N{sub 2}O emissions based on these factors. The three MSW incinerators examined in this study were either stoker or both stoker and rotary kiln facilities. The N{sub 2}O concentrations from the MSW incinerators were measured using gas chromatography-electron capture detection (GC-ECD) equipment. The average of the N{sub 2}O emission factors for the M01 plant, M02 plant, and M03 plant are 71, 75, and 153 g-N{sub 2}O/ton-waste, respectively. These results showed a significant difference from the default values of the intergovernmental panel on climate change (IPCC), while approaching those values derived in Japan and Germany. Furthermore, comparing the results of this study to the Korea Energy Economics Institute (KEEI) (2007) data on waste incineration, N{sub 2}O emissions from MSW incineration comprised 19% of the total N{sub 2}O emissions.

    The safe and effective management of radioactive waste is a national task required for sustainable generation of nuclear power and for energy self-reliance in Korea. Currently, for permanent disposal of low- and intermediate-level waste (LILW), the Wolsong LILW Disposal Center (WLDC) is under construction. It will accommodate a total of 800,000 drums at the final stage after stepwise expansion. As an implementing strategy for cost-effective development of the WLDC, various disposal options suitable for waste classification schemes would be considered. It is also needed an optimized management of the WLDC by taking a countermeasure of volume reduction treatment. In this study, various management options to be applied to each waste class are analyzed in terms of its inventory and disposal cost. For the volume reduction and stabilization of waste, the vitrification and plasma melting methods are considered for combustible and incombustible waste, respectively. (authors)

    This report presents a code assessment study based on a real plant transient that occurred on June 9, 1981 at the KNU {number sign}1 (Korea Nuclear Unit Number 1). KNU {number sign}1 is a two-loop Westinghouse PWR plant of 587 Mwe. The loss of offsite power transient occurred at the 77.5% reactor power with 0.5%/hr power ramp. The real plant data were collected from available on-line plant records and computer diagnostics. The transient was simulated by RELAP5/MOD2/36.05 and the results were compared with the plant data to assess the code weaknesses and strengths. Some nodalization studies were performed to contribute to developing a guideline for PWR nodalization for the transient analysis. 5 refs., 18 figs., 3 tabs.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated.     The adsorption and desorption of strontium and plutonium were studied as a function of rock type and simulated ground waters from the Semipalatinsk Test Site (STS). Seven different rock types were obtained from the Balapan Region of the STS and were subjected to x-ray diffraction analyses. Two different ground waters were simulated using data supplied by the National Nuclear Center. The results indicate the sorption of strontium is strongly dependent on the minerals present in the rock species and on the total ionic strength of the ground water whereas, in all cases, plutonium was strongly irreversibly sorbed.

    During BN-350 reactor operations and also during the initial stages of decommissioning, cesium traps were used to decontaminate the reactor’s primary sodium coolant. Two different types of carbon-based trap were used – the MAVR series, low ash granulated graphite adsorber (LAG) contained in a carrier designed to be inserted into the reactor core during shutdown; and a series of ex-reactor trap accumulators(TAs) which used reticulated vitreous carbon (RVC) to reduce Cs-137 levels in the sodium after final reactor shutdown. In total four MAVRs and seven TAs were used at BN-350 to remove an estimated cumulative 755 TBq of cesium. The traps, which also contain residual sodium, need to be immobilized in an appropriate way to allow them to be consigned as waste packages for long term storage and, ultimately, disposal. The present paper reports on the current status of the implementation phase, with particular reference to the work done to date on the trap accumulators, which have the most similarity with the cesium traps used at other reactors.

    Exsolution lamellae of pyroxene in garnet (grt), coesite in titanite and omphacite from UHPM terranes are widely accepted as products of decompression. However, interpretation of oriented lamellae of phyllosilicates, framework silicates and oxides as a product of decompression of pyroxene is very often under debate. Results are presented here of FIB-TEM, FEG-EMP and synchrotron-assisted infrared (IR) spectroscopy studies of phlogopite (Phlog) and phlogopite + quartz (Qtz) lamellae in diamond-bearing clinopyroxene (Cpx) from ultra-high pressure (UHP) marble. These techniques allowed collection of three-dimensional information from the grain boundaries of both the single (phlogopite), two-phase lamellae (phlogopite + quartz), and fluid inclusions inside of diamond included in K-rich Cpx and understanding their relationships and mechanisms of formation. The Cpx grains contain in their cores lamellae-I, which are represented by topotactically oriented extremely thin lamellae of phlogopite (that generally are two units cell wide but locally can be seen to be somewhat broader) and microdiamond. The core composition is: (Ca{sub 0.94}K{sub 0.04}Na{sub 0.02})(Al{sub 0.06}Fe{sub 0.08}Mg{sub 0.88})(Si{sub 1.98}Al{sub 0.02})O{sub 6.00}. Fluid inclusions rich in K and Si are recognized in the core of the Cpx, having no visible connections to the lamellae-I. Lamellar-II inclusions consist of micron-size single laths of phlogopite and lens-like quartz or slightly elongated phlogopite + quartz intergrowths; all are situated in the rim zone of the Cpx. The composition of the rim is (Ca{sub 0.95}Fe{sub 0.03}Na{sub 0.02})(Al{sub 0.05}Fe{sub 0.05}Mg{sub 0.90})Si{sub 2}O{sub 6}, and the rim contains more Ca, Mg than the core, with no K there. Such chemical tests support our microstructural observations and conclusion that the phlogopite lamellae-I are exsolved from the K-rich Cpx-precursor during decompression. It is assumed that Cpx-precursor was also enriched in H{sub 2}O, because diamond included in the core of this Cpx contains fluid inclusions. The synchrotron IR spectra of such diamond record the presence of OH{sup -} stretching and H{sub 2}O bending motion regions. Lamellar-II inclusions are interpreted as forming partly because of modification of the lamellae-i in the presence of fluid enriched in K, Fe and Si during deformation of the host diopside; the latter is probably related to the shallower stage of exhumation of the UHP marble. This study emphasizes that in each case to understand the mechanism of lamellar inclusion formation more detailed studies are needed combining both compositional, structural and three-dimensional textural features of lamellar inclusions and their host.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector.     An EBIS system has been designed to be used as a charge breeder for the post accelerator of an ISOL system. An electron gun, which is designed to produce a maximum current of 3 A at the beam energy of 20 kV, will be acquired from the Budker Institute, Novosibirsk. Electron beam optics calculations of the EBIS system as well as of the gun assembly have been performed using PBGUNS and TRAK. A superconducting solenoid with a maximum field of 6 T is to be used to compress the electron beam. A test stand, which includes the gun assembly and a high-power electron beam collector, is being designed and will be ready for the gun test in the end of this year. Charge breeding simulation using EBIS0D and CBSIM has been performed for a few key isotopes.

    Creation of light for work, socializing, and general illumination is a fundamental application of technology around the world. For those who lack access to electricity, an emerging and diverse range of LED based lighting products hold promise for replacing and/or augmenting their current fuel-based lighting sources that are costly and dirty. Along with analysis of environmental factors, economic models for total cost-ofownership of LED lighting products are an important tool for studying the impacts of these products as they emerge in markets of developing countries. One important metric in those models is the minimum illuminance demanded by end-users for a given task before recharging the lamp or replacing batteries. It impacts the lighting service cost per unit time if charging is done with purchased electricity, batteries, or charging services. The concept is illustrated in figure 1: LED lighting products are generally brightest immediately after the battery is charged or replaced and the illuminance degrades as the battery is discharged. When a minimum threshold level of illuminance is reached, the operational time for the battery charge cycle is over. The cost to recharge depends on the method utilized; these include charging at a shop at a fixed price per charge, charging on personal grid connections, using solar chargers, and purchasing dry cell batteries. This Research Note reports on the observed"charge-triggering" illuminance level threshold for night market vendors who use LED lighting products to provide general and task oriented illumination. All the study participants charged with AC power, either at a fixed-price charge shop or with electricity at their home.

    The usefulness of vitrification technology for low-and intermediate-level radioactive wastes was demonstrated with high volume reduction capability and good mechanical and chemical stability of final waste forms, and commercial vitrification facility is expected to be constructed at Ulchin site of Korean Nuclear Power Plant Ulchin Unit 5 and 6. Hence, overall economic assessment was necessary to find out the economic advantage of the vitrification facility and to predict the construction and operation costs of the facility on the preliminary bases. Additionally, the generation characteristics of radioactive wastes were investigated. The results of the cost analysis showed that the disposal cost of radioactive wastes treated by vitrification facility reduced to 85 percent compared with that by current waste treatment system. And the present worth analysis was performed through the cost-benefit analysis method for the commercial vitrification facility. The results showed that the vitrification facility combining cold crucible melter (CCM) for treatment of combustible DAW, spent resin, and borated liquid waste concentrate and plasma torch melter (PTM) for non-combustible DAW and spent filter is more economical than current waste treatment system when the escalation rate of disposal cost of more than 10 percent per year was applied.

    To identify the domains that have the greatest impacts on air quality at the surface, both the upwind and downwind areas of Seoul were determined by season using refined wind fields. Four consecutive days were selected as the study period typical of each season. The mesoscale meteorology of the study period was reproduced by using the MM5 prognostic meteorological model (PSU/NCAR Mesoscale Model) with horizontally nested grids. The gridded meteorological field, which was used on the study area of 242 km x 226 km with grid spacing of 2 km, was generated by using the CALMET diagnostic meteorological model. Upwind and downwind areas of Seoul were determined by calculating 24-hour backward and forward air parcel trajectories, respectively, with u, v, and w velocity vectors. The results showed that the upwind and downwind areas were extended far to the northwest and the southeast as a result of high wind speeds in the spring and winter, while they were restricted on the fringe of Seoul in the summer and fall.

    A comprehensive settlement of the North Korean nuclear issue may involve military, economic, political, and diplomatic components, many of which will require verification to ensure reciprocal implementation. This paper sets out potential verification methodologies that might address a wide range of objectives. The inspection requirements set by the International Atomic Energy Agency form the foundation, first as defined at the time of the Agreed Framework in 1994, and now as modified by the events since revelation of the North Korean uranium enrichment program in October 2002. In addition, refreezing the reprocessing facility and 5 MWe reactor, taking possession of possible weapons components and destroying weaponization capabilities add many new verification tasks. The paper also considers several measures for the short-term freezing of the North's nuclear weapon program during the process of negotiations, should that process be protracted. New inspection technologies and monitoring tools are applicable to North Korean facilities and may offer improved approaches over those envisioned just a few years ago. These are noted, and potential bilateral and regional verification regimes are examined.

    The objective of this research was to compare the leaching characteristics of heavy metals such as cadmium, chromium, copper, nickel, lead, etc., in Korean and Japanese municipal solid waste incineration (MSWI) ash. The rate of leaching of heavy metal was measured by KSLT and JTL-13, and the amount of heavy metals leached was compared with the metal content in each waste component. Finally, bio-availability testing was performed to assess the risks associated with heavy metals leached from bottom ash and fly ash. From the results, the value of neutralization ability in Japanese fly ash was four times higher than that in Korean fly ash. The reason was the difference in the content of Ca(OH){sub 2} in fly ash. The amount of lead leached exceeded the regulatory level in both Japanese and Korean fly ash. The rate of leaching was relatively low in ash with a pH in the range of 6-10. The bio-availability test in fly ash demonstrated that the amount of heavy metals leached was Pb > Cd > Cr, but the order was changed to Pb > Cr > Cd in the bottom ash. The leaching concentration of lead exceeded the Japanese risk level in all fly ashes from the two countries, but the leaching concentration of cadmium exceeded the regulatory level in Korean fly ash only.

    For successful application of high-alloyed stainless steels for Flue Gas Desulfurization (FGD) plants, pitting corrosion resistance of arc welds of N-added 6%Mo austenitic stainless steels (UNS N 08367) and super duplex stainless steels (UNS S 32550) made with various filler metals were evaluated using the Green Death solution. For Gas Tungsten Arc (GTA) and Gas Metal Arc (GMA) welds of N 08367, Critical Pitting Temperature (CPT) of base metal was 65--70 C, whereas weld made by ERNiCrMo-3 filler metal yielded CPT of 50 C. Welds made by ERNiCrMo-10 or ERNiCrMo-4 filler metals showed CPT of 60--65 C and 65--70C, respectively. For GTA and GMA welds of S 32550, CPT of welds made by ERNiCrMo-3 was 45--50 C, indicating that the filler metal can provide pitting corrosion resistance matching the S 32550 alloy. Thus, a proper pitting corrosion resistance of weldments of high-alloy stainless steels can be achieved by selecting filler metals having at least +10 higher Pitting Resistance Equivalent Number (PRE{sub N}) value than the base metal regardless of the type of arc welding process. The over-alloyed filler metals would compensate preferential segregation of Cr, MO along the dendrite boundary, which made the dendrite core more susceptible to pitting. Nitrogen addition to the GTA welds of N 08367 made with ERNiCrMo-3 failed to improve pitting corrosion resistance, which was attributed to the precipitation of nitrogen in the weld metal in the form of Nb-nitride.

    Highlights: > Various food waste disposal options were evaluated from the perspective of global warming. > Costs of the options were compared by the methodology of life cycle assessment and life cycle cost analysis. > Carbon price and valuable by-products were used for analyzing environmental credits. > The benefit-cost ratio of wet feeding scenario was the highest. - Abstract: The costs associated with eight food waste disposal options, dry feeding, wet feeding, composting, anaerobic digestion, co-digestion with sewage sludge, food waste disposer, incineration, and landfilling, were evaluated in the perspective of global warming and energy and/or resource recovery. An expanded system boundary was employed to compare by-products. Life cycle cost was analyzed through the entire disposal process, which included discharge, separate collection, transportation, treatment, and final disposal stages, all of which were included in the system boundary. Costs and benefits were estimated by an avoided impact. Environmental benefits of each system per 1 tonne of food waste management were estimated using carbon prices resulting from CO{sub 2} reduction by avoided impact, as well as the prices of by-products such as animal feed, compost, and electricity. We found that the cost of landfilling was the lowest, followed by co-digestion. The benefits of wet feeding systems were the highest and landfilling the lowest.

    This article describes a former Soviet weapons plant which is converted to produce cryogenic vessels and other peaceful cylinders. In 1995, Byelocorp Scientific Inc. (BSI), a New York-based firm that specializes in transferring technologies developed in the former Soviet Union, began converting a huge military defense plant in Kazakhstan into civilian-industrial use. The nearly 750,000-square-foot factory in Almaty, the capital of the former Soviet republic, was previously used to manufacture torpedo shells and ballistic rocket casings. The old defense plant, which was known as Gidromash, will now manufacture cylinders of a kinder, gentler variety--cryogenic vessels. The Kazakhstan operation is being managed jointly with Supco Srl., an Italian manufacturing, engineering, and construction company. With financing from the US Department of Defense, BSI, Supco, and the Kazakhstan government, a new joint venture called Byelkamit (a combination of Byelocorp, Kazakhstan, America, and Italy) was established.

    After the collapse of the Soviet Union the newly independent states in Central Asia (CA) whose regulatory bodies were set up recently are facing problems with the proper management of radioactive waste and so called 'nuclear legacy' inherited from the past activities. During the former Soviet Union (SU) period, various aspects of nuclear energy use took place in CA republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Activities range from peaceful use of energy to nuclear testing for example at the former Semipalatinsk Nuclear Test Site (SNTS) in Kazakhstan, and uranium mining and milling industries in all four countries. Large amounts of radioactive waste (RW) have been accumulated in Central Asia and are waiting for its safe disposal. In 2008 the Norwegian Radiation Protection Authority (NRPA), with the support of the Norwegian Ministry of Foreign Affairs, has developed bilateral projects that aim to assist the regulatory bodies in Kazakhstan, Kyrgyzstan Tajikistan, and Uzbekistan (from 2010) to identify and draft relevant regulatory requirements to ensure the protection of the personnel, population and environment during the planning and execution of remedial actions for past practices and radioactive waste management in the CA countries. The participating regulatory authorities included: Kazakhstan Atomic Energy Agency, Kyrgyzstan State Agency on Environmental Protection and Forestry, Nuclear Safety Agency of Tajikistan, and State Inspectorate on Safety in Industry and Mining of Uzbekistan. The scope of the projects is to ensure that activities related to radioactive waste management in both planned and existing exposure situations in CA will be carried out in accordance with the international guidance and recommendations, taking into account the relevant regulatory practice from other countries in this area. In order to understand the problems in the field of radioactive waste management we have analysed the existing regulations through the so called 'Threat assessment' in each CA country which revealed additional problems in the existing regulatory documents beyond those described at the start of our ongoing bilateral projects in Kazakhstan, Kirgizistan Tajikistan and Uzbekistan.     The mission of the U.S. Department of Energy Initiatives for Proliferation Prevention (IPP) Program is to identify and create commercial opportunities for former weapons scientists currently or formerly involved with weapons of mass destruction in the Former Soviet Union (FSU). IPP was first authorized in Fiscal Year 1994 under Section 575 of Public Law 103-87. IPP currently sponsors 164 projects in Russian at 64 institutes; 16 projects in the Ukraine at 14 institutes; 14 projects in Kazakhstan at 10 institutes; and one project in Belarus. To date, the IPP program has engaged over 10,000 experts in the areas of nuclear, chemical, and biological weapons and missile development at more than 170 institutes in Russia, Kazakhstan, Ukraine, and Belarus.

    A workshop entitled ''Radionuclide Contamination in Water Resources'' was held in Almaty, Kazakhstan from Tuesday 29 May through Friday 1 June. This workshop was co-sponsored by the U.S. Department of Energy, Lawrence Livermore National Laboratory, and three organizations from the Republic of Kazakhstan: the Institute of Nonproliferation, the Institute of Hydrogeology and Hydrophysics, and KazAtomProm. Representatives from the U.S. Department of Energy, three national laboratories, and 13 different organizations from the Republic of Kazakhstan attended the workshop. A complete list of attendees, the workshop program, and information on the background and motivation for this workshop are provided in this report. The objective of the workshop was to identify critical problems, discover what is known about the problems related to radionuclide contamination of groundwater resources, form collaborative teams, and produce a small number proposals that both address further characterization and assess risk via contaminant fate and transport modeling. We plan to present these proposals to U.S. government agencies and international sponsors for funding.

    This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

    This paper reports that Agip SpA and British Gas plc (BG) have signed an exclusive protocol of intent with Kazakhstan for joint further development of supergiant Karachaganak oil and gas/condensate field and related work in the Uralsk region of the former Soviet republic. The deal ultimately could mean an outlay of $6 billion during a 10 year period of boost production in the field, on stream since 1986, by drilling wells and implementing advanced recovery techniques. Reserves currently are pegged at more than 20 tcf of gas and a combined 1.9-2 billion bbl of liquids, an estimate likely to rise.

    The preliminary results of control and data acquisition system (CODAS) development for Kazakhstan tokamak for material testing (KTM) [1] are presented. The KTM CODAS is completely new system optimized for KTM facility and its regimes of operation. Its development is carrying out in Tomsk Polytechnic University by Russian specialists. The first KTM launching under the control of CODAS is planed on 2008 year.
