  18. Geothermal Energy Market in Southern California Past, Present and Future

    Budhraja, Vikram S.

    1992-03-24

I'm pleased to be here as your keynote speaker from the utility industry. Today is fitting to discuss the role of an alternative/renewable energy resource such as geothermal. Three years ago today, the Exxon Valdez oil tanker spilled 11 million gallons of oil into Prince William Sound, Alaska. This ecological catastrophe was another of those periodic jolts that underscores the importance of lessening our nation's dependence on oil and increasing the use of cost-effective, environmentally benign alternative/renewable energy sources. Alternative/renewables have come a long way since the first oil crisis in 1973. Today, they provide 9 percent of electric power used in the United States. That's nearly double the figure of just two years ago. And since 1985, one-third of a new capacity has come from geothermal, solar, wind and biomass facilities. Nevertheless, geothermal supplies only about three-tenths of a percent of the country's electric power, or roughly 2,800 megawatts (MW). And most of that is in California. In fact, geothermal is California's second-largest source of renewable energy, supplying more than 5 percent of the power generated in the state. Today, I'd like to discuss the outlook for the geothermal industry, framing it within Southern California Edison's experience with geothermal and other alternative/renewable energy sources.

  19. Performance of the Southern California Edison Company Stirling dish

    Lopez, C.W.; Stone, K.W.

    1993-10-01

McDonnell Douglas Astronautics Company (MDAC) and United Stirling AB of Sweden (USAB) formed a joint venture in 1982 to develop and produce a Stirling dish solar generating system. In this report, the six year development and testing program continued by the Southern California Edison Company (SCE) is described. Each Stirling dish module consists of a sun tracking dish concentrator developed by the MDAC and a Stirling engine driven power conversion unit (PCU) developed by USAB. The Stirling dish system demonstrated twice the peak and daily solar-to-electric conversion efficiency of any other system then under development. This system continues to set the performance standard for solar to electric systems being developed in the early 1990`s. Test data are presented and used to estimate the performance of a commercial system.

This report discusses research efforts from the first year of a project analyzing the impacts of high penetration levels of photovoltaic (PV) resources interconnected onto Southern California Edison's (SCE's) distribution system. SCE will be interconnecting a total of 500 MW of commercial scale PV within their service territory by 2015. This Year 1 report describes the need for investigating high-penetration PV scenarios on the SCE distribution system; discusses the necessary PV system modeling and distribution system simulation advances; describes the available distribution circuit data for the two distribution circuits identified in the study; and discusses the additional inverter functionality that could be implemented in order to specifically mitigate some of the undesirable distribution system impacts caused by high-penetration PV installations.

    2011-01-01

California regulators recently approved a plan proposed by Southern California Edison (SCE) to install 500 MW of distributed photovoltaic (PV) energy in its utility service territory over the next 5 years. The installations will include 250 MW of utility-owned solar and 250 MW of independently owned solar. SCE expects that the majority of these systems will be commercial-scale rooftop PV systems connected at various points in the distribution system. Each of the SCE rooftop PV systems will typically have a rating of 1-3 MW. To understand the impact of high-penetration PV on the distribution grid, the National Renewable Energy Laboratory (NREL) and SCE brought together a team of experts in resource assessment, distribution modeling, and planning to help analyze the impacts of adding high penetration of PV into the distribution system. Through modeling and simulation, laboratory testing, and field demonstrations, the team will address the issues identified in the analysis by fully examining the challenges, developing solutions, and transitioning those solutions to the field for large-scale deployment. This paper gives an update on the project and discusses technical results of integrating a large number of distributed PV systems into the grid.

  2. Final Report- Streamlining Solar Standards and Process: Southern California Rooftop Challenge

Office of Energy Efficiency and Renewable Energy (EERE)

The Southern California Rooftop Solar Challenge (RSC) supported the goals of the Department of Energy (DOE) Solar Energy Technologies Program and the SunShot Initiative, which seeks to make solar electricity cost competitive without subsidies by the end of the decade by reducing balance of system costs for Photovoltaics (PV). In order to achieve market transformation, the California Center for Sustainable Energy (CCSE) led a regional Southern California team that focused on expanding financing options for residential and commercial customers, streamlining permitting and interconnection processes, and standardizing net metering and interconnection standards across investor- and municipally-owned utilities in the region. These goals were achieved by fostering cross jurisdictional collaboration culminating in the development of a set of regional best practices. In subsequent phases of the project, the team will build on these best practices and integrate the lessons learned in Southern California with other successful Rooftop Solar Challenge teams in California and beyond.

    1990-08-01

Results from the first major survey of southern California with GPS equipment are presented along with some limited results from late experiments assessing GPS performance by analysis of day-to-day and longer-term repeatability, as well as comparisons with VLBI. GPS performance on longer (50-500 km or longer) baselines, a length range useful for measurement of regional deformation and fault block velocities, is emphasized. The implications of this level of performance for meeting longer-term scientific objectives is addressed. It is concluded that GPS techniques and yield results comparable to those achieved with mobile VLBI techniques in California, assuming that appropriate network design and analysis techniques are used. GPS can thus provide important constraints on regional deformation in California with five yrs or less of measurements. 30 refs.

  9. Reservoir geology of Landslide field, southern San Joaquin basin, California

    SciTech Connect (OSTI)

    Carr, T.R.; Tucker, R.D.; Singleton, M.T. )

    1991-02-01

The Landslide field, which is located on the southern margin of the San Joaquin basin, was discovered in 1985 and consists of 13 producers and six injectors. Cumulative production as of mid-1990 was approximately 10 million bbl of oil with an average daily production of 4700 BOPD. Production is from a series of late Miocene turbidite sands (Stevens Sand) that were deposited as a small constructional submarine fan (less than 2 mi in diameter). Based on interpretation of wireline logs and engineering data, deposition of the fan and of individual lobes within the fan was strongly influenced by preexisting paleotopography and small syndepositional slump features. Based on mapping of individual depositional units and stratigraphic dipmeter analysis, transport direction of the sand was to the north-north across these paleotopographic breaks in slope. Dipmeter data and pressure data from individual sands are especially useful for recognition and mapping of individual flow units between well bores. Detailed engineering, geophysical and geological studies have increased our understanding of the dimensions, continuity, geometry, and inherent reservoir properties of the individual flow units within the reservoir. Based on the results of these studies a series of water isolation workovers and extension wells were proposed and successfully undertaken. This work has increased recoverable reserves and arrested the rapid production decline.

    Watson, J.G.; Chow, J.G.; Lu, Z.; Gertler, A.W.

    1993-11-01

The Chemical Mass Balance (CMB) receptor model was applied to the chemically-speciated diurnal particulate matter samples and volatile organic compound (VOC) acquired during the summer and fall campaigns of the Southern California Air Quality Study (SCAQS). Source profiles applicable to the Los Angeles area were used to apportion PM[sub (2.5)] and PM[sub (10)] to primary paved road dust, primary construction dust, primary motor vehicle exhaust, primary marine aerosol, secondary ammonium nitrate, and secondary ammonium sulfate. Nonmethane hydrocarbon was apportioned to motor vehicle exhaust, liquid fuel, gasoline vapor, gas leaks, architectural and industrial coatings, and biogenic emissions. Suspended dust was the major contributor to PM(10) during the summer, while secondary ammonium nitrate and primary motor vehicle exhaust contributions were high in the fall. Motor vehicle exhaust was the major contributor to nonmethane hydrocarbons, ranging from 30% to 70% of the total.

  12. Physiochemical Evidence of Faulting Processes and Modeling of Fluid in Evolving Fault Systems in Southern California

    SciTech Connect (OSTI)

    Boles, James

    2013-05-24

Our study targets recent (Plio-Pleistocene) faults and young (Tertiary) petroleum fields in southern California. Faults include the Refugio Fault in the Transverse Ranges, the Ellwood Fault in the Santa Barbara Channel, and most recently the Newport- Inglewood in the Los Angeles Basin. Subsurface core and tubing scale samples, outcrop samples, well logs, reservoir properties, pore pressures, fluid compositions, and published structural-seismic sections have been used to characterize the tectonic/diagenetic history of the faults. As part of the effort to understand the diagenetic processes within these fault zones, we have studied analogous processes of rapid carbonate precipitation (scaling) in petroleum reservoir tubing and manmade tunnels. From this, we have identified geochemical signatures in carbonate that characterize rapid CO2 degassing. These data provide constraints for finite element models that predict fluid pressures, multiphase flow patterns, rates and patterns of deformation, subsurface temperatures and heat flow, and geochemistry associated with large fault systems.

  13. Seismicity and focal mechanisms for the southern Great Basin of Nevada and California: 1987 through 1989

    SciTech Connect (OSTI)

    Harmsen, S.C.; Bufe, C.G.

    1991-12-31

For the calendar year 1987, the southern Great basin seismic network (SGBSN) recorded about 820 earthquakes in the southern Great Basin (SGB). Local magnitudes ranged from 0.2 to 4.2 (December 30, 1987, 22:50:42 UTC at Hot Creek Valley). Five earthquakes epicenters in 1987 within the detection threshold of the seismic network are at Yucca Mountain, the site of a potential national, high-level nuclear waste repository. The maximum magnitude of those five earthquakes is 1.1, and their estimated depths of focus ranged from 3.1 to 7.6 km below sea level. For the calendar year 1988, about 1280 SGB earthquakes were catalogued, with maximum magnitude-4.4 for an Owens Valley, California, earthquake on July 5, 1988. Eight earthquake epicenters in 1988 are at Yucca Mountain, with depths ranging from three to 12 km below sea level, and maximum magnitude 2.1. For the calendar year 1989, about 1190 SGB earthquakes were located and catalogued, with maximum magnitude equal to 3.5 for earthquake about ten miles north of Las Vegas, Nevada, on January 9. No Yucca Mountain earthquakes were recorded in 1989. An earthquake having a well-constrained depth of about 30 km below sea level was observed on August 21, 1989, in eastern Nevada Test Site (NTS).

  14. Pollutant Exposures from Natural Gas Cooking Burners: A Simulation-Based Assessment for Southern California

    SciTech Connect (OSTI)

Logue, Jennifer M.; Klepeis, Neil E.; Lobscheid, Agnes B.; Singer, Brett C.

    2014-06-01

Residential natural gas cooking burners (NGCBs) can emit substantial quantities of pollutants and they are typically used without venting. The objective of this study is to quantify pollutant concentrations and occupant exposures resulting from NGCB use in California homes. A mass balance model was applied to estimate time-dependent pollutant concentrations throughout homes and the "exposure concentrations" experienced by individual occupants. The model was applied to estimate nitrogen dioxide (NO{sub 2}), carbon monoxide (CO), and formaldehyde (HCHO) concentrations for one week each in summer and winter for a representative sample of Southern California homes. The model simulated pollutant emissions from NGCBs, NO{sub 2} and CO entry from outdoors, dilution throughout the home, and removal by ventilation and deposition. Residence characteristics and outdoor concentrations of CO and NO{sub 2} were obtained from available databases. Ventilation rates, occupancy patterns, and burner use were inferred from household characteristics. Proximity to the burner(s) and the benefits of using venting range hoods were also explored. Replicate model executions using independently generated sets of stochastic variable values yielded estimated pollutant concentration distributions with geometric means varying less than 10%. The simulation model estimates that in homes using NGCBs without coincident use of venting range hoods, 62%, 9%, and 53% of occupants are routinely exposed to NO{sub 2}, CO, and HCHO levels that exceed acute health-based standards and guidelines. NGCB use increased the sample median of the highest simulated 1-hr indoor concentrations by 100, 3000, and 20 ppb for NO{sub 2}, CO, and HCHO, respectively. Reducing pollutant exposures from NGCBs should be a public health priority. Simulation results suggest that regular use of even moderately effective venting range hoods would dramatically reduce the percentage of homes in which concentrations exceed health

  15. The mixing state of carbonaceous aerosol particles in northern and southern California measured during CARES and CalNex 2010

    2012-11-21

Carbonaceous aerosols impact climate directly by scattering and absorbing radiation, and hence play a major, although highly uncertain, role in global radiative forcing. Commonly, ambient carbonaceous aerosols are internally mixed with secondary species such as nitrate, sulfate, and ammonium, which influence their climate impacts through optical properties, hygroscopicity, and atmospheric lifetime. Aircraft-aerosol time-of-flight mass spectrometry (A-ATOFMS), which measures single-particle mixing state, was used to determine the fraction of organic and soot aerosols that were internally mixed and the variability of their mixing state in California during the Carbonaceous Aerosol and Radiative Effects Study (CARES) and the Research at the Nexus of Air Quality and Climate Change (CalNex) field campaigns in the late spring and early summer of 2010. Nearly 88% of all A-ATOFMS measured particles (100-1000 nm in diameter) were internally mixed with secondary species, with 96% and 75% of particles internally mixed with nitrate and/or sulfate in southern and northern California, respectively. Even though atmospheric particle composition in both regions was primarily influenced by urban sources, the mixing state was found to vary greatly, with nitrate and soot being the dominant species in southern California, and sulfate and organic carbon in northern California. Furthermore, mixing state varied temporally in northern California, with soot becoming the prevalent particle type towards the end of the study as regional pollution levels increased. The results from these studies demonstrate that the majority of ambient carbonaceous particles are internally mixed and are heavily influenced by secondary species that are most predominant in each region. Based on these findings, considerations of regionally dominant sources and secondary species, as well as temporal variations of aerosol physical and optical properties, will be required to obtain more accurate predictions of the

  16. Integrating High Penetrations of PV into Southern California: Year 2 Project Update; Preprint

    SciTech Connect (OSTI)

    Mather, B.; Neal, R.

    2012-08-01

Southern California Edison (SCE) is well into a five-year project to install a total of 500 MW of distributed photovoltaic (PV) energy within its utility service territory. Typical installations to date are 1-3 MW peak rooftop PV systems that interconnect to medium-voltage urban distribution circuits or larger (5 MW peak) ground-mounted systems that connect to medium-voltage rural distribution circuits. Some of the PV system interconnections have resulted in distribution circuits that have a significant amount of PV generation compared to customer load, resulting in high-penetration PV integration scenarios. The National Renewable Energy Laboratory (NREL) and SCE have assembled a team of distribution modeling, resource assessment, and PV inverter technology experts in order to investigate a few of the high-penetration PV distribution circuits. Currently, the distribution circuits being studied include an urban circuit with a PV penetration of approximately 46% and a rural circuit with a PV penetration of approximately 60%. In both cases, power flow on the circuit reverses direction, compared to traditional circuit operation, during periods of high PV power production and low circuit loading. Research efforts during year two of the five-year project were focused on modeling the distribution system level impacts of high-penetration PV integrations, the development and installation of distribution circuit data acquisition equipment appropriate for quantifying the impacts of high-penetration PV integrations, and investigating high-penetration PV impact mitigation strategies. This paper outlines these research efforts and discusses the following activities in more detail: the development of a quasi-static time-series test feeder for evaluating high-penetration PV integration modeling tools; the advanced inverter functions being investigated for deployment in the project's field demonstration and a power hardware-in-loop test of a 500-kW PV inverter implementing a

The 2009 Participating Load Pilot Customer Impact Evaluation provides evidence that short duration demand response events which cycle off air conditioners for less than thirty minutes in a hot, dry environment do not lead to a significant degradation in the comfort level of residents participating in the program. This was investigated using: (1) Analysis of interval temperature data collected from inside residences of select program participants; and (2) Direct and indirect customer feedback from surveys designed and implemented by Southern California Edison at the conclusion of the program season. There were 100 indoor temperature monitors that were acquired by LBNL for this study that transmitted temperature readings at least once per hour with corresponding timestamps during the program season, June-October, 2009. Recorded temperatures were transferred from the onsite telemetry devices to a mesh network, stored, and then delivered to KEMA for analysis. Following an extensive data quality review, temperature increases during each of the thirty demand response test events were calculated for each device. The results are as follows: (1) Even for tests taking place during outside temperatures in excess of 100 degrees Fahrenheit, over 85 percent of the devices measured less than a 0.5 degree Fahrenheit temperature increase indoors during the duration of the event. (2) For the increases that were observed, none was more than 5 degrees and it was extremely rare for increases to be more than 2 degrees. At the end of the testing season SCE and KEMA designed and conducted a survey of the a facilities and public works managers and approximately 100 customers feedback survey to assess the extent the PLP events were noticed or disrupted the comfort level of participants. While only a small sampling of 3 managers and 16 customer surveys were completed, their responses indicate: (1) No customer reported even a moderate level of discomfort from the cycling-off of their air

    1991-02-01

During the upper Miocene in the Southern San Joaquin basin surrounding highlands contributed coarse material to a deep marine basin dominated by fine grained silicious bioclastic deposition. these coarse deposits became reservoirs isolated within the silicious Antelope Shale Member of the Monterey Formation. In the southern Maricopa depocenter these Stevens sands are productive at Yowlumne, Landslide, Aqueduct, Rio Viejo, San Emidio Nose, Paloma, and Midway-Sunset fields, and are major exploration targets in surrounding areas. In the ARCO Fee lands area of the southern Maricopa depocenter, Stevens sands occur as rapidly thickening lens-shaped bodies that formed as channel, levee, and lobe deposits of deep-marine fan systems. These fans were fed from a southerly source, with apparent transport in a north-northwesterly direction. Sands deflect gently around present-day structural highs indicating that growth of structures influenced depositional patterns. Correlations reveal two major fan depositional intervals bounded by regional N, O, and P chert markers. Each interval contains numerous individual fan deposits, with many lobes and channels recognizable on three-dimensional seismic data. In addition to these basinal sand plays presently being evaluated, ARCO is pursuing a relatively new trend on Fee lands along the southern basin margin, where correlation to mountain data reveals Stevens sands trend into the steeply dipping beds of the mountain front. This area, the upturned Stevens,' has large reserve potential and producing analogies at Metson, Leutholtz, Los Lobos, and Pleito Ranch fields.

    SciTech Connect (OSTI)

    Zakrzewski, J.; Cosulich, J.; Bartling, E.

    1998-12-31

Pilot cooling water studies conducted at a Southern California landfill/cogeneration station demonstrated a successful chemical treatment program for recirculating cooling water that used unnitrified, reclaimed, Title 22 water as the primary makeup water source. The constituents in the reclaimed water are supplied by variety of residential and waste water sources resulting in a water quality that may vary to a greater degree than domestic water supplies. This water contains high concentrations of orthophosphate, ammonia, chlorides and suspended solids. The impact of which, under cycled conditions is calcium orthophosphate scaling, high corrosion of yellow metal and mild steel, stress cracking of copper alloys and stainless steel and rapidly growing biological activity. A mobile cooling water testing laboratory with two pilot recirculating water systems modeled the cogeneration station`s cooling tower operating conditions and parameters. The tube and shell, tube side cooling heat exchangers were fitted with 443 admiralty, 90/10 copper nickel, 316 stainless steel and 1202 mild steel heat exchanger tubes. Coupons and Corrater electrodes were also installed. A chemical treatment program consisting of 60/40 AA/AMPS copolymer for scale, deposits and dispersion, sodium tolyltriazole for yellow metal corrosion, and a bromination program to control the biological activity was utilized in the pilot systems. Recirculating water orthophosphate concentrations reached levels of 70 mg/L as PO, and ammonia concentrations reached levels of 35 mg/L, as total NH3. The study successfully demonstrated a chemical treatment program to control scale and deposition, minimize admiralty, 90/10 copper nickel and carbon steel corrosion rates, prevent non-heat transfer yellow metal and stainless steel stress cracking, and control the biological activity in this high nutrient water.

  1. Pollutant exposures from unvented gas cooking burners: A Simulation-based Assessment for Southern California

    SciTech Connect (OSTI)

    2014-01-01

Residential natural gas cooking burners (NGCBs) can emit substantial quantities of pollutants, and they are typically used without venting range hoods. In this study, LBNL researchers quantified pollutant concentrations and occupant exposures resulting from NGCB use in California homes. The simulation model estimated thatin homes using NGCBs without coincident use of venting range hoods -- 62%, 9%, and 53% of occupants are routinely exposed to NO2, CO, and HCHO levels that exceed acute health-based standards and guidelines. NGCB use increased the sample median of the highest simulated 1-hr indoor concentrations by 100, 3,000, and 20 ppb for NO2, CO, and HCHO, respectively. The study recommends that reducing pollutant exposures from NGCBs should be a public health priority. Simulation results suggest that regular use of even moderately effective venting range hoods would dramatically reduce the percentage of homes in which concentrations exceed health-based standards.

  2. Main Generator Seal Oil Supply Reliability Improvements at Southern California Edison's San Onofre Nuclear Generating Station

    2006-07-01

This paper presents the justification for the approach, details and results of the Main Generator Seal Oil System reliability enhancements on the San Onofre Nuclear Generating Station, SONGS. The SONGS, Unit 3 experienced substantial turbine damage in early 2001 after the turbine bearings lubrication oil supply failed. During a loss of off-site power incident, power was lost to the two AC powered turbine lubrication oil pumps due to a breaker failure in the switchgear and the DC powered emergency bearing lubricating oil pump failed to start due to a breaker trip. The SONGS turbine generators coasted down from full speed to a full stop without lubricating oil. This resulted in significant bearing, journal and steam path damage that required a four-month duration repair outage during a time period where electricity was in short supply in the State of California. The generator hydrogen sealing system remained operable during this event, however it was recognized during the event follow up investigation that this system had vulnerabilities to failure similar to the bearing lubrication system. In order to prevent a reoccurrence of this extremely costly event, SONGS has taken actions to modify both of these critical turbine generator systems by adding additional, continuously operating pumps with a new, independent power source and independently routed cables. The main challenge was to integrate the additional equipment into the existing lubrication and seal oil systems. The lubrication Oil System was the first system to be retro-fitted and these results already have been presented. Reference 2. This paper provides the result of the reliability enhancements for the Main Generator Seal Oil System, which concludes the turbine/generator critical oil systems reliability improvements, performed by SONGS. It is worth noting that the design team discovered and corrected a number of other significant operational issues, which had been present from the early days and also learned

    2002-01-01

Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.

    SciTech Connect (OSTI)

    Jahnke, R.A.

    1990-06-11

Sediment microbial community biomass and activity in Santa Monica Basin, a nearshore basin in the California Continental Borderland, were examined in October 1985, 1986 and 1987, May 1986, April 1987 and January 1990. Millimeter-scale ATP profiles and incubation of intact cores with {sup 3}H-adenine indicated a high-biomass interface microbial population in the low-oxygen central basin, which was absent in samples from the basin slope sediments. A majority of microbial activity and organic matter mineralization occurred in the top cm of sediment. Comparison of measured ATP and total organic carbon profiles suggest that the C:ATP ratio (wt:wt) ranges between 47:1 and 77:1 in central basin interfacial populations, substantially lower than reported for other aquatic environments. Carbon production estimated from DNA synthesis measurements via {sup 3}H-adenine incorporation was compared with TCO{sub 2} fluxes measured by in situ benthic chamber experiments. Within the uncertainty of the C:ATP ratio, an overall microbial carbon assimilation efficiency of 75--90% was indicated. The low C:ATP ratios and high carbon assimilation efficiencies significantly affect estimates of microbial growth and respiration and are substantially different than those often assumed in the literature. These results suggest that without independent knowledge of these ratios, the uncertainty in tracer-derived microbial growth and respiration rates may be larger than previously reported. 66 refs., 8 figs., 3 tabs.

  8. Summary of California DSM impact evaluation studies

    SciTech Connect (OSTI)

    Brown, M.A.; Mihlmester, P.E.

    1994-10-01

Over the past several years, four of the largest investor-owned California utilities have completed more than 50 evaluation studies designed to measure the energy and demand impacts of their demand-side management (DSM) programs. These four are: Pacific Gas and Electric (PG and E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San diego Gas and Electric (SDG and E). These studies covered residential, commercial, industrial, and agricultural DSM programs and provided a wealth of information on program impacts. The objective of this report is to summarize the results of these DSM evaluation studies in order to describe what DSM has achieved in California, to assess how well these achievements were forecast, and to compare the effectiveness of different types of DSM programs. This report documents the sizable investment made by the California utilities in their 1990--92 DSM programs. Between 1990 and 1992, the four utilities spent $772 million on energy-efficiency/conservation programs. This report also summarizes the realization rates estimated by the 50+ evaluation studies. Realization rates are defined as ex-post net savings estimates divided by ex-ante net savings estimates. Realization rates are summarized for 158 programs and program segments.

  1. California energy flow in 1993

    SciTech Connect (OSTI)

    Borg, I.Y.; Briggs, C.K.

    1995-04-01

Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    1999-12-01

To support the design development of a compressorless house that does not rely on mechanical air-conditioning, the author carried out detailed computer analysis of a prototypical house design to determine the indoor thermal conditions during peak cooling periods for over 170 California locations. The peak cooling periods are five-day sequences at 2{percent} frequency determined through statistical analysis of long-term historical weather data. The DOE-2 program was used to simulate the indoor temperatures of the house under four operating options: windows closed, with mechanical ventilation, evaporatively-cooled mechanical ventilation, or a conventional 1 1/2-ton air conditioner. The study found that with a 1500 CFM mechanical ventilation system, the house design would maintain comfort under peak conditions in the San Francisco Bay Area out to Walnut Creek, but not beyond. In southern California, the same system and house design would maintain adequate comfort only along the coast. With the evaporatively-cooled ventilation system, the applicability of the house design can be extended to Fairfield and Livermore in northern California, but in southern California a larger 3000 CFM system would be needed to maintain comfort conditions over half of the greater Los Angeles area, the southern half of the Inland Empire, and most of San Diego county. With the 1 1/2-ton air conditioner, the proposed house design would perform satisfactorily through most of the state, except in the upper areas of the Central Valley and the hot desert areas in southern California. In terms of energy savings, the simulations showed that the prototypical house design would save from 0.20 to 0.43 in northern California, 0.20 to 0.53 in southern California, and 0.16 to 0.35 in the Central Valley, the energy used by the same house design built to Title-24 requirements.

  7. Maximizing the Value of Photovoltaic Installations on Schools in California: Choosing the Best Electricity Rates

    SciTech Connect (OSTI)

    Ong, S.; Denholm, P.

    2011-07-01

Schools in California often have a choice between multiple electricity rate options. For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

The effects of liquefied natural gas (LNG) on pollutant emission inventories and air quality in the South Coast Air Basin of California were evaluated using recent LNG emission measurements by Lawrence Berkeley National Laboratory and the Southern California Gas Company (SoCalGas), and with a state-of-the-art air quality model. Pollutant emissions can be affected by LNG owing to differences in composition and physical properties, including the Wobbe index, a measure of energy delivery rate. This analysis uses LNG distribution scenarios developed by modeling Southern California gas flows, including supplies from the LNG receiving terminal in Baja California, Mexico. Based on these scenarios, the projected penetratino of LNG in the South Coast Air Basin is expected to be limited. In addition, the increased Wobbe index of delivered gas (resulting from mixtures of LNG and conventional gas supplies) is expected to cause increases smaller than 0.05 percent in overall (area-wide) emissions of nitrogen oxides (NOx). BAsed on the photochemical state of the South Coast Air Basin, any increase in NOx is expected to cause an increase in the highest local ozone concentrations, and this is reflected in model results. However, the magnitude of the increase is well below the generally accepted accuracy of the model and would not be discernible with the existing monitoring network. Modeling of hypothetical scenarios indicates that discernible changes to ambient ozone and particulate matter concentrations would occur only at LNG distribution rates that are not achievable with current or planned infrastructure and with Wobbe index vlaues that exceed current gas quality tariffs. Results of these hypothetical scenarios are presented for consideration of any proposed substantial expansion of LNG supply infrastructure in Southern California.

  11. California energy flow in 1991

    SciTech Connect (OSTI)

    Borg, I.Y.; Briggs, C.K.

    1993-04-01

Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

  12. California Hydrogen Infrastructure Project

    SciTech Connect (OSTI)

    Heydorn, Edward C

    2013-03-12

Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    1990-12-01

Franklin Lake playa is one of the principal discharge areas of the Furnace Creek Ranch-Alkali Flat ground-water-flow system in southern Nevada and adjacent California. Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system. Results from sensitivity analyses made using the parameter-estimation model indicated that simulated rates of evapotranspiration at Franklin Lake playa had the largest effect on the calculation of transmissivity values at Yucca Mountain of all the model-boundary conditions and, therefore, that evapotranspiration required careful definition. 72 refs., 59 figs., 26 tab.

    Czarnecki, J.B.

    1997-12-31

Franklin Lake playa is one of the principal discharge areas of the Furnace Creek Ranch-Alkali Flat ground-water-flow system in southern Nevada and adjacent California. Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the U.S. Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system.

  13. Multi-Year Analysis of Renewable Energy Impacts in California: Results from the Renewable Portfolio Standards Integration Cost Analysis; Preprint

    SciTech Connect (OSTI)

    Milligan, M.; Shiu, H.; Kirby, B.; Jackson, K.

    2006-08-01

California's Renewable Portfolio Standard (RPS, Senate Bill 1078) requires the state's investor-owned utilities to obtain 20% of their energy mix from renewable generation sources. To facilitate the imminent increase in the penetration of renewables, the California Energy Commission (CEC), in support of the California Public Utility Commission (CPUC), initiated a study of integration costs in the context of RPS implementation. This effort estimated the impact of renewable generation in the regulation and load-following time scales and calculated the capacity value of renewable energy sources using a reliability model. The analysis team, consisting of researchers from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL) and the California Wind Energy Collaborative (CWEC), performed the study in cooperation with the California Independent System Operator (CaISO), the Pacific Gas and Electric Company (PG&E), and Southern California Edison (SCE). The study was conducted over three phases and was followed by an analysis of a multi-year period. This paper presents results from the multi-year analysis and the Phase III recommendations.

  16. California commercial building energy benchmarking

    SciTech Connect (OSTI)

    Kinney, Satkartar; Piette, Mary Ann

    2003-07-01

Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    1981-10-01

Exploration in central and southern Africa continued to expand during 1980. The greatest concentration of activity was in Nigeria. However, there was considerable increase in the level of exploratory work in Cameroon and Congo. Significant new finds have been made in Ivory Coast. Geological and geophysical activity was carried out in 18 of the countries, with those in the western part having the largest share. Seismic work involved 225 party months of operation. Most of this time was spent on land, but marine operations accounted for 73,389 km of new control. Gravity and magnetic data were recorded during the marine surveys, and several large aeromagnetic projects were undertaken to obtain a total of 164,498 line km of data. Exploratory and development drilling accounted for a total of 304 wells and 2,605,044 ft (794,212 m) of hole. The 92 exploratory wells that were drilled resulted in 47 oil and gas discoveries. In development drilling 89% of the 212 wells were successful. At the end of the year, 27 exploratory wells were underway, and 34 development wells were being drilled for a total of 61. Oil production from the countries that this review covers was 918,747,009 bbl in 1980, a drop of about 9% from the previous year. Countries showing a decline in production were Nigeria, Gabon, Cabinda, and Zaire. Increases were recorded in Cameroon, Congo, and Ghana. A new country was added to the list of producers when production from the Belier field in Ivory Coast came on stream. 33 figures, 15 tables.

This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on the Stringfellow Superfund Site in Riverside, California. The site was assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.13/kWh and incentives offered by Southern California Edison under the California Solar Initiative. According to the assessment, a government-owned, ground-mounted PV system represents a technically and economically feasible option. The report recommends financing options that could assist in the implementation of such a system.

California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4. The paper discusses these production concerns, available options, the OST shutdown, and the troubled history of the OST.

  17. California energy flow in 1994

    1996-09-01

California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

This paper reports that after the first year of a landmark experiment in which LPG has been competing against methanol and CNG in city buses, propane appears to be pulling out in front of the pack. According to Efren Medellin, superintendent of vehicle maintenance at the Orange County Transit Authority, two LPG buses had registered a total of 31,000 moles with relatively little, if any, downtime. The two methanol buses had run a total of 30,000 miles while the two CNG buses had traveled only 5000 miles. Furthermore the methanol and CNG buses have had their share of downtime for new parts and other problems. The propane-powered buses appear to be running consistently well without mechanical difficulties. The only problem that occurred was occasional backfiring. As a result, the electronic controls were replaced and no subsequent complaints were heard.

This paper describes a new long-life Seafloor Earthquake Measurement System (SEMS) and presents earthquake data obtained from the seafloor near an offshore oil production field. The SEMS is a battery-powered (8 year life) digital data acquisition system which telemeters data via a sonar link. Seafloor earthquake data from SEMS indicate that the seafloor vertical acceleration is nearly an order of magnitude weaker than the corresponding on-shore vertical motions. The importance of the SEMS measurements in designing earthquake-resistant offshore structures is also described. 13 refs., 6 figs., 1 tab.

    2009-01-01

Last March, more than two years after California passed legislation to slash greenhouse gas emissions 25 percent by 2020, Lawrence Berkeley National Laboratory scientist Marc Fischer boarded a Cessna loaded with air monitoring equipment and crisscrossed the skies above Sacramento and the Bay Area. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.
