    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

    This report documents the results of the routine environmental audit of the Kansas City Plant, Kansas City, Missouri. During this audit the activities the audit team conducted included reviews of internal documents and reports from previous audits and assessments; interviews with U.S. Department of Energy (DOE) and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24, which is to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of the Department`s environmental programs within line organizations and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    The Kansas City Plant is a government-owned, contractor-operated facility. AlliedSignal and its predecessors have been the operating contractors since 1949. The principal operation performed at the Kansas City Plant is the manufacture of non-nuclear components for nuclear weapons. This activity involves metals and plastics machining, plastics fabrication, plating, microelectronics, and electrical and mechanical assembly. No radioactive materials are machined or processed.     Orogenic events in and around the midcontinent in Proterozoic time were responsible for the formation of the dominant master set of younger northeast- and older northwest-trending faults that dominate the structure of the area today. Reactivation of these faults throughout geologic time gave rise to tectonic zones consisting of sets of anastomosing faults or other complex patterns. These zones are likely important in helping to determine the configuration of major uplifts and basins that involve the crust. The Nemaha tectonic zone defines the western boundary of both the Forest City and Cherokee basins, while a structural block delineated by the Chesapeake and Bolivar-Mansfield regional faults coincides with the approximate position of the Bourbon Arch, which is reflected in the thickness of Mississippian carbonate rocks. Rocks of the Ozark uplift began to be uplifted by the end of Maquoketa time. The uplift has historically been described as a landform, rather than a geologic structure. Hence, the extent and the boundaries of the uplift are ill-defined. The northeast-trending line forming the contact between Mississippian and Pennsylvanian rocks is commonly regarded as the western boundary. This boundary coincides with a major tectonic zone, extending northeastward from Oklahoma through Kansas and Missouri into at least southern Iowa. In the Tri-State area of Kansas, Oklahoma, and Missouri the zone is referred to as the Miami trough and features prominently in the localization of major ore deposits. This zone may then also be regarded as the eastern boundary of the Forest City and Cherokee basins.

    This report is one of a series of publications assessing the feasibility/constraints of increasing domestic heavy oil production. Each report covers a select area of the United States. The Midcontinent (Kansas, Nssouri, Oklahoma) has produced significant oil, but contrary to early reports, the area does not contain the huge volumes of heavy oil that, along with the development of steam and in situ combustion as oil production technologies, sparked the area`s oil boom of the 1960s. Recovery of this heavy oil has proven economically unfeasible for most operators due to the geology of the formations rather than the technology applied to recover the oil. The geology of the southern Midcontinent, as well as results of field projects using thermal enhanced oil recovery (TEOR) methods to produce the heavy oil, was examined based on analysis of data from secondary sources. Analysis of the performance of these projects showed that the technology recovered additional heavy oil above what was produced from primary production from the consolidated, compartmentalized, fluvial dominated deltaic sandstone formations in the Cherokee and Forest City basins. The only projects producing significant economic and environmentally acceptable heavy oil in the Midcontinent are in higher permeability, unconsolidated or friable, thick sands such as those found in south-central Oklahoma. There are domestic heavy oil reservoirs in other sedimentary basins that are in younger formations, are less consolidated, have higher permeability and can be economically produced with current TEOR technology. Heavy oil production from the carbonates of central and wester Kansas has not been adequately tested, but oil production is anticipated to remain low. Significant expansion of Midcontinent heavy oil production is not anticipated because the economics of oil production and processing are not favorable.

    Using the Soil and Water Assessment Tool (SWAT) for large-scale watershed modeling could be useful for evaluating the quality of the water in regions that are dominated by nonpoint sources in order to identify potential “hot spots” for which mitigating strategies could be further developed. An analysis of water quality under future scenarios in which changes in land use would be made to accommodate increased biofuel production was developed for the Missouri River Basin (MoRB) based on a SWAT model application. The analysis covered major agricultural crops and biofuel feedstock in the MoRB, including pasture land, hay, corn, soybeans, wheat, and switchgrass. The analysis examined, at multiple temporal and spatial scales, how nitrate, organic nitrogen, and total nitrogen; phosphorus, organic phosphorus, inorganic phosphorus, and total phosphorus; suspended sediments; and water flow (water yield) would respond to the shifts in land use that would occur under proposed future scenarios. The analysis was conducted at three geospatial scales: (1) large tributary basin scale (two: Upper MoRB and Lower MoRB); (2) regional watershed scale (seven: Upper Missouri River, Middle Missouri River, Middle Lower Missouri River, Lower Missouri River, Yellowstone River, Platte River, and Kansas River); and (3) eight-digit hydrologic unit (HUC-8) subbasin scale (307 subbasins). Results showed that subbasin-level variations were substantial. Nitrogen loadings decreased across the entire Upper MoRB, and they increased in several subbasins in the Lower MoRB. Most nitrate reductions occurred in lateral flow. Also at the subbasin level, phosphorus in organic, sediment, and soluble forms was reduced by 35%, 45%, and 65%, respectively. Suspended sediments increased in 68% of the subbasins. The water yield decreased in 62% of the subbasins.     The solar heating and cooling system installed at the headquarters of Citizens Mutual Savings Association in Leavenworth, Kansas, is described in detail. The project is part of the U.S. Department of Energy's solar demonstration program and became operational in March, 1979. The designer was TEC, Inc. Consulting Engineers, Kansas City, Missouri and contractor was Norris Brothers, Inc., Lawrence, Kansas. The solar system is expected to furnish 90 percent of the overall heating load, 70 percent of the cooling load and 100 percent of the domestic hot water load. The building has two floors with a total of 12,000 square feet gross area. The system has 120 flat-plate liquid solar panels with a net area of 2200 square feet. Five, 3-ton Arkla solar assisted absorption units provide the cooling, in conjunction with a 3000 gallon chilled water storage tank. Two, 3000 gallon storage tanks are provided with one designated for summer use, whereas both tanks are utilized during winter.

    Correlations between the type Permian System of Russia and North American strata have been difficult for decades because of biostratigraphic and nomenclatural confusion. Consequently, a standard Permian section was established in west Texas that is widely accepted throughout North America. Series of the North American standard section are, in ascending order, Wolfcampian, Leonardian, Guadalupian, and Ochoan. This nomenclature was adopted for usage in Kansas in 1951, but was later abandoned in favor of local terminology. However, direct biostratigraphic correlations between Kansas and the west Texas standard section have now been firmly established, and local chronostratigraphic names, i.e., Big Blue, Lyon, Geary, Cimarron, and Custer, have not been widely accepted. The Kansas Geological Survey has now readopted usage of the Wolfcampian Series for rocks of the Admire, Council Grove, and Chase Groups; the Leonardian Series for rocks of the Summer and Nippewalla Groups; and the Guadalupian Series for rocks of the Whitehorse, Day Creek, and Big Basin Formations. The Wolfcampian Series in Kansas (and elsewhere in North America) contains post-Virgilian (latest Carboniferous) strata that predate the classical Permian System of the Russian type section. Consequently, the Pennsylvanian/Permian boundary will probably have to be raised stratigraphically to conform to global usage.

    This project addresses both fundamental and applied research problems that will help with problems defined by the DOE “20% Wind by 2030 Report”. In particular, this work focuses on increasing the capacity of small or community wind generation capabilities that would be operated in a distributed generation approach. A consortium (KWEC – Kansas Wind Energy Consortium) of researchers from Kansas State University and Wichita State University aims to dramatically increase the penetration of wind energy via distributed wind power generation. We believe distributed generation through wind power will play a critical role in the ability to reach and extend the renewable energy production targets set by the Department of Energy. KWEC aims to find technical and economic solutions to enable widespread implementation of distributed renewable energy resources that would apply to wind.

    The Kansas City Plant (KCP) is part of a federal complex located in south Kansas City, Missouri. The plant, operated by Allied-Signal Inc., Kansas City Division for the US Department of Energy (DOE), occupies 137 of the 300 acres covered by the complex. Blue River and its tributary Indian Creek receive surface water runoff, discharges permitted under the National Pollutant Discharge Elimination System (NPDES), and groundwater from the complex. Indian Creek also receives runoff from residential and commercial facilities and discharges from a sewage treatment plant upstream from the KCP. Blue River, a tributary of the Missouri River, receives runoff from an urban area, including a large landfill downstream from the KCP. Polychlorinated biphenyls (PCBs) have been detected in outfall 002 and in soils in various locations around the KCP. The Missouri Department of Conservation (MDC) found that both carp and channel catfish collected from the Blue River were contaminated with PCBs and chlordane; however, the source of this contamination was not identified. Trichlorethene (TCE) and 1,2-dichloroethene (DCE) are present in some wells adjacent to the Blue River, both TCE and DCE have been detected in outfall 001. To assess the biological significance of PCB and chlorinated solvent contamination from the KCP and to determine whether the KCP was a significant source of PCB contamination in fish, two separate studies were conducted by staff members of Oak Ridge National Laboratory (ORNL). This report presents the results of these studies.

    Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing biomass at the Kansas City, Missouri, Municipal Farm site, a group of City-owned properties, is explored. The study that none of the technologies we reviewed--biomass heat, power and CHP--are economically viable options for the Municipal Farms site. However, if the site were to be developed around a future central biomass heating or CHP facility, biomass could be a good option for the site.

    The state of Kansas during the year 30 September 1991 to 29 September 1992 has accomplished a variety of objectives in its Department of Energy/Experimental Program to Stimulate Competitive Research (DOE/EPSCoR) planning process. As a new EPSCoR state, it has had to develop its management organization. This has been accomplished, with the result that EPSCoR is under the aegis of a body charged with planning the economic development of the state. An inventory of research assets and needs was performed and a report of the results of that inventory was produced. A DOE/EPSCoR Steering Committee was formed. This working committee met at least twice a month in the spring of 1992 doing strategic planning as well as giving guidance for the traineeship proposal recently funded. This committee identified certain priority areas for development by the DOE/EPSCOR project: Environment, Geology, Materials Science, Nuclear Science and Engineering, Alternate Sources and Efficiencies in Power Generation, Basic Sciences, and the Educational Pipeline. A call for proposals from state research groups has resulted in thirty-nine proposals in these priority areas. The best of them will then be selected for inclusion in the state's implementation plan and proposal.

    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings

    Kansas produces both conventional energy (oil, gas, and coal) and nonconventional (coalbed gas, wind, hydropower, nuclear, geothermal, solar, and biofuels) and ranks the 22nd in state energy production in the U.S. Nonrenewable conventional petroleum is the most important energy source with nonrenewable, nonconventional coalbed methane gas becoming increasingly important. Many stratigraphic units produce oil and/or gas somewhere in the state with the exception of the Salina Basin in north-central Kansas. Coalbed methane is produced from shallow wells drilled into the thin coal units in southeastern Kansas. At present, only two surface coal mines are active in southeastern Kansas. Although Kansas has been a major exporter of energy in the past (it ranked first in oil production in 1916), now, it is an energy importer.

    Nine different streetlighting products were installed on various streets in Kansas City, Missouri during February, 2011, to evaluate their performance relative to the incumbent high-pressure sodium (HPS) lighting. The applications investigated included 100 W, 150 W, 250 W, and 400 W HPS installations. Initial measurements and comparisons included power, illuminance, and luminance; sample illuminance readings have continued at each of the nine locations at roughly 1,000-hour operating intervals since then. All of the LED products consumed less power than their HPS counterparts—with a mean difference of 39% and a range of 31% to 51%—but they also emitted 31% fewer lumens, on average. The net result is just a 15% increase in mean efficacy. Applying the city’s stringent light loss factors to the initial measured data meant that five of the LED products (and two of the HPS luminaires) were predicted to eventually fail to meet the specified mean illuminance over their lifetimes; however, the specified light loss levels are not expected to be reached by the LED products until some distant future date (between 12 and 30 years after installation according to manufacturer specification sheet estimates). The practical value of designing streetlighting systems to meet illumination requirements more than 15 years in the future is questioned. Numerous sources of variation in field measurements are noted throughout the report, particularly seasonal influences such as ambient temperature and foliage that are evident in the time-series illuminance data.

    The 2009 International Energy Conservation Code (IECC) contains several major improvements in energy efficiency over the 2006 IECC. The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of about $145 a year for an average new house. Construction cost increases are estimated at $655. Home owners will experience an annual cost savings of close to $100 a year because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

    This transmittal is a response to your request of January 22, 2009, for a letter work plan outlining a program of annual groundwater and surface water monitoring at Everest, Kansas. Once yearly, they propose to conduct surface water sampling at the 5 locations shown in Figure 1 and groundwater sampling in the 16 wells identified in Figure 2. The wells will be sampled according to the low-flow procedure. The next sampling event is planned for April 2009. The surface water and groundwater samples collected will be preserved, shipped, and analyzed for volatile organic compounds as in previous work at Everest. Results will be reported to the KDHE. This monitoring program will continue until identified plume conditions at the site indicate a technical justification to change the monitoring program.
