    Western Area Power Administration (Western) and the Platte River Power Authority (Platte River) propose to upgrade portions of the existing electric transmission and substation system that serves the Town of Estes Park, Colorado. The existing transmission lines between the Estes Power Plant Switchyard and the Marys Lake Substation include a 115,000 volt (115-kV) line and 69,000 volt (69-kV) line. Approximately one mile is a double-circuit 115/69-kV line on steel lattice structures, and approximately two miles consists of separate single-circuit 115-kV and a 69-kV lines, constructed on wood H-Frame structures. Both lines were constructed in 1951 by the US Bureau of Reclamation. The existing transmission lines are on rights-of-way (ROW) that vary from 75 feet to 120 feet and are owned by Western. There are 48 landowners adjacent to the existing ROW. All of the houses were built adjacent to the existing ROW after the transmission lines were constructed. Upgrading the existing 69-kV transmission line between the Marys Lake Substation and the Estes Power Plant Switchyard to 115-kV and expanding the Marys Lake Substation was identified as the most effective way in which to improve electric service to Estes Park. The primary purpose and need of the proposed project is to improve the reliability of electric service to the Town of Estes Park. Lack of reliability has been a historical concern, and reliability will always be less than desired until physical improvements are made to the electrical facilities serving Estes Park.

    The nexus between thermoelectric power production and water use is not uniform across the U.S., but rather differs according to regional physiography, demography, power plant fleet composition, and the transmission network. That is, in some regions water demand for thermoelectric production is relatively small while in other regions it represents the dominate use. The later is the case for the Great Lakes region, which has important implications for the water resources and aquatic ecology of the Great Lakes watershed. This is today, but what about the future? Projected demographic trends, shifting lifestyles, and economic growth coupled with the threat of global climate change and mounting pressure for greater U.S. energy security could have profound effects on the region's energy future. Planning for such an uncertain future is further complicated by the fact that energy and environmental planning and regulatory decisionmaking is largely bifurcated in the region, with environmental and water resource concerns generally taken into account after new energy facilities and technologies have been proposed, or practices are already in place. Based on these confounding needs, the objective of this effort is to develop Great Lakes-specific methods and tools to integrate energy and water resource planning and thereby support the dual goals of smarter energy planning and development, and protection of Great Lakes water resources. Guiding policies for this planning are the Great Lakes and St. Lawrence River Basin Water Resources Compact and the Great Lakes Water Quality Agreement. The desired outcome of integrated energy-water-aquatic resource planning is a more sustainable regional energy mix for the Great Lakes basin ecosystem.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. Four research objectives were defined for the project including to: 1) test and validate floating LIDAR technology; 2) collect and access offshore wind data; 3) detect and measure bird and bat activity over Lake Michigan; 4) conduct an over water sound propagation study; 5) prepare and offer a college course on offshore energy, and; 6) collect other environmental, bathometric, and atmospheric data. Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies. Related activities included: • Siting, permitting, and deploying an offshore floating MET facility; • Validating the accuracy of floating LWS using near shoreline cup anemometer MET instruments; • Assessment of laser pulse technology (LIDAR) capability to establish hub height measurement of wind conditions at multiple locations on Lake Michigan; • Utilizing an extended-season (9-10 month) strategy to collect hub height wind data and weather conditions on Lake Michigan; • Investigation of technology best suited for wireless data transmission from distant offshore structures; • Conducting field-validated sound propagation study for a hypothetical offshore wind farm from shoreline locations; • Identifying the presence or absence of bird and bat species near wind assessment facilities; • Identifying the presence or absence of benthic and pelagic species near wind assessment facilities; All proposed project activities were completed with the following major findings: • Floating Laser Wind Sensors are capable of high quality measurement and recordings of wind resources. The WindSentinel presented no significant operational or statistical limitations in recording wind data technology at a at a high confidence level as compared to traditional anemometer cup technology. • During storms, mean Turbulent Kinetic Energy (TKE) increases with height above water; • Sufficient wind resources exist over Lake Michigan to generate 7,684 kWh of power using a 850 kW rated turbine at elevations between 90 - 125 meters, a height lower than originally anticipated for optimum power generation; • Based on initial assessments, wind characteristics are not significantly different at distant (thirty-two mile) offshore locations as compared to near-shore (six mile) locations; • Significant cost savings can be achieved in generation wind energy at lower turbine heights and locating closer to shore. • Siting must be sufficiently distant from shore to minimize visual impact and to address public sentiment about offshore wind development; • Project results show that birds and bats do frequent the middle of Lake Michigan, bats more so than birds; • Based on the wind resource assessment and depths of Lake Michigan encountered during the project, future turbine placement will most likely need to incorporate floating or anchored technology; • The most appropriate siting of offshore wind energy locations will enable direct routing of transmission cables to existing generating and transmission facilities located along the Michigan shoreline; • Wind turbine noise propagation from a wind energy generating facility at a five mile offshore location will not be audible at the shoreline over normal background sound levels.

    A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

    In late September 2014 development of the Lake Charles Clean Energy (LCCE) Plant was abandoned resulting in termination of Lake Charles Carbon Capture and Sequestration (CCS) Project which was a subset the LCCE Plant. As a result, the project was only funded through Phase 2A (Design) and did not enter Phase 2B (Construction) or Phase 2C (Operations). This report was prepared relying on information prepared and provided by engineering companies which were engaged by Leucadia Energy, LLC to prepare or review Front End Engineering and Design (FEED) for the Lake Charles Clean Energy Project, which includes the Carbon Capture and Sequestration (CCS) Project in Lake Charles, Louisiana. The Lake Charles Carbon Capture and Sequestration (CCS) Project was to be a large-scale industrial CCS project intended to demonstrate advanced technologies that capture and sequester carbon dioxide (CO2) emissions from industrial sources into underground formations. The Scope of work was divided into two discrete sections; 1) Capture and Compression prepared by the Recipient Leucadia Energy, LLC, and 2) Transport and Sequestration prepared by sub-Recipient Denbury Onshore, LLC. Capture and Compression-The Lake Charles CCS Project Final Technical Report describes the systems and equipment that would be necessary to capture CO2 generated in a large industrial gasification process and sequester the CO2 into underground formations. The purpose of each system is defined along with a description of its equipment and operation. Criteria for selection of major equipment are provided and ancillary utilities necessary for safe and reliable operation in compliance with environmental regulations are described. Construction considerations are described including a general arrangement of the CCS process units within the overall gasification project. A cost estimate is provided, delineated by system area with cost breakdown showing equipment, piping and materials, construction labor, engineering, and other costs. The CCS Project Final Technical Report is based on a Front End Engineering and Design (FEED) study prepared by SK E&C, completed in [June] 2014. Subsequently, Fluor Enterprises completed a FEED validation study in mid-September 2014. The design analyses indicated that the FEED package was sufficient and as expected. However, Fluor considered the construction risk based on a stick-build approach to be unacceptable, but construction risk would be substantially mitigated through utilization of modular construction where site labor and schedule uncertainty is minimized. Fluor’s estimate of the overall EPC project cost utilizing the revised construction plan was comparable to SKE&C’s value after reflecting Fluor’s assessment of project scope and risk characteristic. Development was halted upon conclusion of Phase 2A FEED and the project was not constructed.Transport and Sequestration – The overall objective of the pipeline project was to construct a pipeline to transport captured CO2 from the Lake Charles Clean Energy project to the existing Denbury Green Line and then to the Hastings Field in Southeast Texas to demonstrate effective geologic sequestration of captured CO2 through commercial EOR operations. The overall objective of the MVA portion of the project was to demonstrate effective geologic sequestration of captured CO2 through commercial Enhanced Oil Recovery (EOR) operations in order to evaluate costs, operational processes and technical performance. The DOE target for the project was to capture and implement a research MVA program to demonstrate the sequestration through EOR of approximately one million tons of CO2 per year as an integral component of commercial operations.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system.     A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

    Five transmission line options and several reactive (voltage support) options are presently being considered as possible solutions to the PSAERP by the Transmission Team. The first two line options would be built on new rights-of way adjacent (as much as possible) to existing corridors. The reactive options would optimize the existing transmission system capability by adding new stations for series capacitors and/or switchgear. The other three line options are rebuilds or upgrades of existing cross mountain transmission lines. These options are listed below and include a preliminary assessment of the additional transmission system reinforcement required to integrate the new facilities into the existing transmission system. These options were derived from earlier study work that was summarized in Puget Sound Reinforcement Transmission Options'' and New Cross Mountain Transmission Line Alternative: The Crosstie'', which are attached. The initial Transmission Options study report recognized the value to system performance of adding an entirely new circuit rather than rebuilding an existing one. However, siting realities require that rebuild options be considered. Typically, the most attractive rebuild options would be the lowest capacity (lowest voltage) circuits. But because of corridor location, length and terminal proximity, the rebuild options listed below appear to be the most promising. Schematic diagrams and QV Curves of each option are also attached. It should be noted that Snoqualmie and Echo Lake refer to the same station east of Puget Sound and Naneum and Kittitas refer to the same station in the Ellensburg area. 100 figs., 20 tabs.

    Dynamic transmission electron microscopy (DTEM) combines the benefits of high spatial resolution electron microscopy with the high temporal resolution of ultrafast lasers. The incorporation of these two components into a single instrument provides a perfect platform for in situ observations of material processes. However, previous DTEM applications have focused on observing structural changes occurring in samples exposed to high vacuum. Therefore, in order to expand the pump-probe experimental regime to more natural environmental conditions, in situ gas and liquid chambers must be coupled with Dynamic TEM. This chapter describes the current and future applications of in situ liquid DTEM to permit time-resolved atomic scale observations in an aqueous environment, Although this chapter focuses mostly on in situ liquid imaging, the same research potential exists for in situ gas experiments and the successful integration of these techniques promises new insights for understanding nanoparticle, catalyst and biological protein dynamics with unprecedented spatiotemporal resolution.

    The small passenger car transmission test was initiated to supply electric vehicle manufacturers with technical information regarding the performance of commercially available transmissions. This information would enable EV manufacturers to design a more energy efficient vehicle. With this information the manufacturers would be able to estimate vehicle driving range as well as speed and torque requirements for specific roadload performance characteristics. This report covers the 1978 Chevrolet Luv Truck manual transmission. This transmission was tested per a passenger car automatic transmission test code (SAE J65lb) which required drive performance, coast performance, and no load test conditions. The portion of the test code which involved the throttle valve modulation and line pressure were deleted since they did not apply to the manual transmission. Under these test conditions the transmission attained maximum efficiencies in the upper 90% range at rated load for both drive performance tests and coast performance tests. The major results of this test are the torque speed and efficiency curves which are located in the data section of this report. These graphs map the complete performance characteristics for the Chevrolet Luv Truck Manual transmission. This information will facilitate the vehicle manufacturer in the design of a more energy efficient vehicle.

    The purpose of this document is to identify materials acceptable for use in the US ITER Project Office (USIPO)-supplied components for the ITER Electron cyclotron Heating and Current Drive (ECH&CD) transmission lines (TL), PBS-52. The source of material property information for design analysis shall be either the applicable structural code or the ITER Material Properties Handbook. In the case of conflict, the ITER Material Properties Handbook shall take precedence. Materials selection, and use, shall follow the guidelines established in the Materials Assessment Report (MAR). Materials exposed to vacuum shall conform to the ITER Vacuum Handbook. [Ref. 2] Commercial materials shall conform to the applicable standard (e.g., ASTM, JIS, DIN) for the definition of their grade, physical, chemical and electrical properties and related testing. All materials for which a suitable certification from the supplier is not available shall be tested to determine the relevant properties, as part of the procurement. A complete traceability of all the materials including welding materials shall be provided. Halogenated materials (example: insulating materials) shall be forbidden in areas served by the detritiation systems. Exceptions must be approved by the Tritium System and Safety Section Responsible Officers.

    The purpose of this study was to develop an assessment of the national utility system`s needs for electric transmission during the period 1995-2020 that could be met by future reduced-cost HVDC systems. The assessment was to include an economic evaluation of HVDC as a means for meeting those needs as well as a comparison with competing technologies such as ac transmission with and without Flexible AC Transmission System (FACTS) controllers. The role of force commutated dc converters was to be assumed where appropriate. The assessment begins by identifying the general needs for transmission in the U.S. in the context of a future deregulated power industry. The possible roles for direct current transmission are then postulated in terms of representative scenarios. A few of the scenarios are illustrated with the help of actual U.S. system examples. non-traditional applications as well as traditional applications such as long lines and asynchronous interconnections are discussed. The classical ``break-even distance`` concept for comparing HVDC and ac lines is used to assess the selected scenarios. The impact of reduced-cost converters is reflected in terms of the break-even distance. This report presents a comprehensive review of the functional benefits of HVDC transmission and updated cost data for both ac and dc system components. It also provides some provocative thoughts on how direct current transmission might be applied to better utilize and expand our nation`s increasingly stressed transmission assets.

    The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); analyze the potential within the district to utilize farm wastes to produce biofuels; enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; identify the policy, regulatory, and financial barriers impeding development of a new energy system; and improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers in developing transportation policies; energy audits and efficiency studies for Oberlin-area businesses and Oberlin College; identification of barriers to residential energy efficiency and development of programming to remove these barriers; mapping of the solar-photovoltaic and wind-energy supply chains in northwest Ohio; and opportunities for vehicle sharing and collaboration among the ten organizations in Lorain County from the private, government, non-profit, and educational sectors. With non-grant funds, organizations have begun or completed projects that drew on the findings of the studies, including: creation of a residential energy-efficiency program for the Oberlin community; installation of energy-efficient lighting in Oberlin College facilities; and development by the City of Oberlin and Oberlin College of a 2.27 megawatt solar photovoltaic facility that is expected to produce 3,000 megawatt-hours of renewable energy annually, 12% of the Colleges yearly power needs. Implementation of these and other projects is evidence of the economic feasibility and technical effectiveness of grant-supported studies, and additional projects are expected to advance to implementation in the coming years. The public has benefited through improved energydelivery systems and reduced energy use for street lighting in Elmore, Oak Harbor, and Wellington; new opportunities for assistance and incentives for residential energy efficiency in the Oberlin community; new opportunities for financial and energy savings through vehicle collaboration within Lorain County; and decreased reliance on fossil fuels and expanded production of renewable energy in the region. The dissemination conference and the summary report developed for the conference also benefited the public, but making the findings and recommendations of the regional studies broadly available to elected officials, city managers, educators, representatives of the private sector, and the general public.

    This paper discusses the planning, design, and start-up of the 90 tph PCI facility for National Steel`s Great Lakes Steel Division in River Rouge, MI. This project is owned and operated by Edison Energy Services, and was implemented on a fast-track basis by Raytheon Engineers and Constructors, Babcock Material Handling, and Babcock and Wilcox. This paper presents important process issues, basic design criteria, an the challenges of engineering and building a state-of-the-art PCI facility in two existing plants. Pulverized coal is prepared at the River Rouge Power Plant of Detroit Edison, is pneumatically conveyed 6,000 feet to a storage silo at Great Lakes Steel, and is injected into three blast furnaces.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     The invention is a mechanism for retaining an electrical transmission line. In one embodiment of the invention it is a system for retaining an electrical transmission line within down hole components. In accordance with one aspect of the invention, the system includes a plurality of downhole components, such as sections of pipe in a drill string. The system also includes a coaxial cable running between the first and second end of a drill pipe, the coaxial cable having a conductive tube and a conductive core within it. The invention allows the electrical transmission line to with stand the tension and compression of drill pipe during routine drilling cycles.

    Beach ridges dating back to 2600 B.P. occur in embayments throughout Lake Michigan. Similarities in their geomorphic development are interpreted to be the product of three scales of lake-level variation. The largest of these embayments is roughly coincident with the Indiana shore of Lake Michigan known as the Toleston Beach. In the western part of the Toleston Beach, more than 150 beach ridges have formed in response to short-term variations in lake level occurring at a quasi-periodic interval of about 30 years. Bundles of five of these ridges merge eastward to form higher relief beach ridges that record an intermediate-term lake-level variation of about 150 years. Both the 30-year and 150-year lake-level events are superimposed on a longer term lake-level variation of about 600 years. Beach-ridge development in northern Lake Michigan reflects a similar response to late Holocene lake-level variations. For example, the southern embayment of the Platte Bay Unit of the Sleeping Bear Dunes National Lakeshore also contains a series of beach ridges that record three scales of lake-level variation. In this area, most of the beach ridges formed between 2600 and 1200 B.P., with individual ridges forming about every 29 years. Also recorded in this embayment are the time equivalent groupings of beach ridges every 150 and 600 years. Although embayments containing beach ridges in Lake Michigan may record different short-term lake-level variations in response to local depositional conditions within the embayment, the 150-year and 600-year variations appear to be represented throughout the lake. Relative lake-level curves for the Toleston Beach and the Platte Bay embayment are displaced by approximately 1.5 m. This displacement is accounted for under current models of isostasy for Lake Michigan.

    The Lake Charles CCS Project is a large-scale industrial carbon capture and sequestration (CCS) project which will demonstrate advanced technologies that capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically the Lake Charles CCS Project will accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petroleum coke to chemicals plant (the LCC Gasification Project) and the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Lake Charles CCS Project will promote the expansion of EOR in Texas and Louisiana and supply greater energy security by expanding domestic energy supplies. The capture, compression, pipeline, injection, and monitoring infrastructure will continue to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project are expected to be fulfilled by working through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 includes the studies attached hereto that will establish: the engineering design basis for the capture, compression and transportation of CO{sub 2} from the LCC Gasification Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Hastings oil field in Texas. The overall objective of Phase 2, provided a successful competitive down-selection, is to execute design, construction and operations of three capital projects: (1) the CO{sub 2} capture and compression equipment, (2) a Connector Pipeline from the LLC Gasification Project to the Green Pipeline owned by Denbury and an affiliate of Denbury, and (3) a comprehensive MVA system at the Hastings oil field.

    A team of Texas AgriLife Research, Baylor University and University of Texas at Arlington researchers studied the biology and ecology of Prymnesium parvum (golden algae) in Texas lakes using a three-fold approach that involved system-wide monitoring, experimentation at the microcosm and mesocosm scales, and mathematical modeling. The following are conclusions, to date, regarding this organism??s ecology and potential strategies for mitigation of blooms by this organism. In-lake monitoring revealed that golden algae are present throughout the year, even in lakes where blooms do not occur. Compilation of our field monitoring data with data collected by Texas Parks and Wildlife and Brazos River Authority (a period spanning a decade) revealed that inflow and salinity variables affect bloom formations. Thresholds for algae populations vary per lake, likely due to adaptations to local conditions, and also to variations in lake-basin morphometry, especially the presence of coves that may serve as hydraulic storage zones for P. parvum populations. More specifically, our in-lake monitoring showed that the highly toxic bloom that occurred in Lake Granbury in the winter of 2006/2007 was eliminated by increased river inflow events. The bloom was flushed from the system. The lower salinities that resulted contributed to golden algae not blooming in the following years. However, flushing is not an absolute requirement for bloom termination. Laboratory experiments have shown that growth of golden algae can occur at salinities ~1-2 psu but only when temperatures are also low. This helps to explain why blooms are possible during winter months in Texas lakes. Our in-lake experiments in Lake Whitney and Lake Waco, as well as our laboratory experiments, revealed that cyanobacteria, or some other bacteria capable of producing algicides, were able to prevent golden algae from blooming. Identification of this organism is a high priority as it may be a key to managing golden algae blooms. Our numerical modeling results support the idea that cyanobacteria, through allelopathy, control the timing of golden algae blooms in Lake Granbury. The in-lake experiments in Lake Whitney and Lake Waco also revealed that as golden algae blooms develop, there are natural enemies (a species of rotifer, and a virus) that help slow the population growth. Again, better characterization of these organisms is a high priority as it may be key to managing golden algae blooms. Our laboratory and in-lake experiments and field monitoring have shown that nutrient additions will remove toxicity and prevent golden algae from blooming. In fact, other algae displace the golden algae after nutrient additions. Additions of ammonia are particularly effective, even at low doses (much lower than what is employed in fish hatchery ponds). Application of ammonia in limited areas of lakes, such as in coves, should be explored as a management option. The laboratory experiments and field monitoring also show that the potency of toxins produced by P. parvum is greatly reduced when water pH is lower, closer to neutral levels. Application of mild acid to limited areas of lakes (but not to a level where acidic conditions are created), such as in coves, should be explored as a management option. Finally, our field monitoring and mathematical modeling revealed that flushing/dilution at high enough levels could prevent P. parvum from forming blooms and/or terminate existing blooms. This technique could work using deeper waters within a lake to flush the surface waters of limited areas of the same lakes, such as in coves and should be explored as a management option. In this way, water releases from upstream reservoirs would not be necessary and there would be no addition of nutrients in the lake.

    A transmission lithography mask that utilizes a transparent substrate or a partially transparent membrane as the active region of the mask. A reflective single layer or multilayer coating is deposited on the membrane surface facing the illumination system. The coating is selectively patterned (removed) to form transmissive (bright) regions. Structural imperfections and defects in the coating have negligible effect on the aerial image of the mask master pattern since the coating is used to reflect radiation out of the entrance pupil of the imaging system. Similarly, structural imperfections in the clear regions of the membrane have little influence on the amplitude or phase of the transmitted electromagnetic fields. Since the mask "discards," rather than absorbs, unwanted radiation, it has reduced optical absorption and reduced thermal loading as compared to conventional designs. For EUV applications, the mask circumvents the phase defect problem, and is independent of the thermal load during exposure.

    Monochromatic wave reflection and transmission over a submerged impermeable breakwater is predicted numerically by slightly modifying the numerical model developed previously for predicting wave reflection and run-up on rough or smooth impermeable slopes. The slight modification is related to the landward boundary condition required for the transmitted wave propagating landward. In addition to the conservation equations of mass and momentum used to compute the flow field, an equation of energy is derived to estimate the rate of energy dissipation due to wave breaking. The computed reflection and transmission coefficients are shown to be in agreement with available small-scale test data. The numerical model also predicts the spatial variation of the energy dissipation, the mean water level difference, and the time-averaged volume flux per unit width, although available measurements are not sufficient for evaluating the capabilities and limitations of the numerical model for predicting these quantities.

    Methods and apparatus are provided for fabricating and constructing solid dielectric "Coiled Transmission Line" pulse generators in radial or axial coiled geometries. The pour and cure fabrication process enables a wide variety of geometries and form factors. The volume between the conductors is filled with liquid blends of monomers, polymers, oligomers, and/or cross-linkers and dielectric powders; and then cured to form high field strength and high dielectric constant solid dielectric transmission lines that intrinsically produce ideal rectangular high voltage pulses when charged and switched into matched impedance loads. Voltage levels may be increased by Marx and/or Blumlein principles incorporating spark gap or, preferentially, solid state switches (such as optically triggered thyristors) which produce reliable, high repetition rate operation. Moreover, these Marxed pulse generators can be DC charged and do not require additional pulse forming circuitry, pulse forming lines, transformers, or an a high voltage spark gap output switch. The apparatus accommodates a wide range of voltages, impedances, pulse durations, pulse repetition rates, and duty cycles. The resulting mobile or flight platform friendly cylindrical geometric configuration is much more compact, light-weight, and robust than conventional linear geometries, or pulse generators constructed from conventional components. Installing additional circuitry may accommodate optional pulse shape improvements. The Coiled Transmission Lines can also be connected in parallel to decrease the impedance, or in series to increase the pulse length.

    Distributed, generation, demand response, distributed storage, smart appliances, electric vehicles and renewable energy resources are expected to play a key part in the transformation of the American power system. Control, coordination and compensation of these smart grid assets are inherently interlinked. Advanced control strategies to warrant large-scale penetration of distributed smart grid assets do not currently exist. While many of the smart grid technologies proposed involve assets being deployed at the distribution level, most of the significant benefits accrue at the transmission level. The development of advanced smart grid simulation tools, such as GridLAB-D, has led to a dramatic improvement in the models of smart grid assets available for design and evaluation of smart grid technology. However, one of the main challenges to quantifying the benefits of smart grid assets at the transmission level is the lack of tools and framework for integrating transmission and distribution technologies into a single simulation environment. Furthermore, given the size and complexity of the distribution system, it is crucial to be able to represent the behavior of distributed smart grid assets using reduced-order controllable models and to analyze their impacts on the bulk power system in terms of stability and reliability. The objectives of the project were to: • Develop a simulation environment for integrating transmission and distribution control, • Construct reduced-order controllable models for smart grid assets at the distribution level, • Design and validate closed-loop control strategies for distributed smart grid assets, and • Demonstrate impact of integrating thousands of smart grid assets under closed-loop control demand response strategies on the transmission system. More specifically, GridLAB-D, a distribution system tool, and PowerWorld, a transmission planning tool, are integrated into a single simulation environment. The integrated environment allows the load flow interactions between the bulk power system and end-use loads to be explicitly modeled. Power system interactions are modeled down to time intervals as short as 1-second. Another practical issue is that the size and complexity of typical distribution systems makes direct integration with transmission models computationally intractable. Hence, the focus of the next main task is to develop reduced-order controllable models for some of the smart grid assets. In particular, HVAC units, which are a type of Thermostatically Controlled Loads (TCLs), are considered. The reduced-order modeling approach can be extended to other smart grid assets, like water heaters, PVs and PHEVs. Closed-loop control strategies are designed for a population of HVAC units under realistic conditions. The proposed load controller is fully responsive and achieves the control objective without sacrificing the end-use performance. Finally, using the T&D simulation platform, the benefits to the bulk power system are demonstrated by controlling smart grid assets under different demand response closed-loop control strategies.

    The Rochester Institute of Technology (RIT) collected visible, SWIR, MWIR and LWIR imagery of the Midland (Michigan) Cogeneration Ventures Plant from aircraft during the winter of 2008-2009. RIT also made ground-based measurements of lake water and ice temperatures, ice thickness and atmospheric variables. The Savannah River National Laboratory (SRNL) used the data collected by RIT and a 3-D hydrodynamic code to simulate the Midland cooling lake. The hydrodynamic code was able to reproduce the time distribution of ice coverage on the lake during the entire winter. The simulations and data show that the amount of ice coverage is almost linearly proportional to the rate at which heat is injected into the lake (Q). Very rapid melting of ice occurs when strong winds accelerate the movement of warm water underneath the ice. A snow layer on top of the ice acts as an insulator and decreases the rate of heat loss from the water below the ice to the atmosphere above. The simulated ice cover on the lake was not highly sensitive to the thickness of the snow layer. The simplicity of the relationship between ice cover and Q and the weak responses of ice cover to snow depth over the ice are probably attributable to the negative feedback loop that exists between ice cover and heat loss to the atmosphere.

    Lake Roosevelt has been stocked with Lake Whatcom stock kokanee since 1989 with the primary objective of creating a self-sustaining recreational fishery. Due to low return numbers, it was hypothesized a stock of kokanee, native to the upper Columbia River, might perform better than the coastal Lake Whatcom strain. Kokanee from Meadow Creek, a tributary of Kootenay Lake, British Columbia were selected as an alternative stock. Matched pair releases of Lake Whatcom and Meadow Creek kokanee were made from Sherman Creek Hatchery in late June 2000 and repeated in 2001. Stock performance between Lake Whatcom and Meadow Creek kokanee was evaluated using three performance measures; (1) the number of returns to Sherman Creek, the primary egg collection facility, (2) the number of returns to other tributaries and (3) the number of returns to the creel. Kokanee were collected during five passes through the reservoir via electrofishing, which included 87 tributary mouths during the fall of 2000 and 2001. Chi-square analysis indicated age two Meadow Creek kokanee returned to Sherman Creek in significantly higher numbers when compared to the Whatcom stock in 2000 ({chi}{sup 2} = 736.6; d.f. = 1; P < 0.01) and 2001 ({chi}{sup 2} = 156.2; d.f. = 1; P < 0.01). Reservoir wide recoveries of age two kokanee had similar results in 2000 ({chi}{sup 2} = 735.3; d.f. = 1; P < 0.01) and 2001 ({chi}{sup 2} = 150.1; d.f. = 1; P < 0.01). Six Lake Whatcom and seven Meadow Creek three year olds were collected in 2001. The sample size of three year olds was too small for statistical analysis. No kokanee were collected during creel surveys in 2000, and two (age three kokanee) were collected in 2001. Neither of the hatchery kokanee collected were coded wire tagged, therefore stock could not be distinguished. After two years of monitoring, neither Meadow Creek or Lake Whatcom kokanee appear to be capable of providing a run of three-year-old spawners to sustain stocking efforts. The small number of hatchery three-year-olds collected indicated that the current stocking methods will continue to produce a limited jacking run largely composed of precocious males and a small number of three-year-olds. However, supplemental creel data indicated anglers harvested two-year-old hatchery kokanee 30-45 days after release. Supplemental creel data should continue to be collected to accurately evaluate hatchery contributions to the creel.

    Lake Whatcom, Washington kokanee have been stocked in Lake Roosevelt since 1987 with the primary objective of creating a self-sustaining fishery. Success has been limited by low recruitment to the fishery, low adult returns to hatcheries, and a skewed sex ratio. It was hypothesized that a stock native to the upper Columbia River might perform better than the coastal Lake Whatcom stock. Kokanee from Meadow Creek, a tributary of Kootenay Lake, British Columbia were selected as an alternative stock. Post smolts from each stock were released from Sherman Creek Hatchery in late June 2000 and repeated in 2001. Stock performance was evaluated using three measures; (1) number of returns to Sherman Creek, the primary egg collection facility, (2) the number of returns to 86 tributaries sampled and, (3) the number of returns to the creel. In two repeated experiments, neither Meadow Creek or Lake Whatcom kokanee appeared to be capable of providing a run of three-year old spawners to sustain stocking efforts. Less than 10 three-years olds from either stock were collected during the study period. Chi-square analysis indicated age two Meadow Creek kokanee returned to Sherman Creek and to other tributaries in significantly higher numbers when compared to the Lake Whatcom stock in both 2000 and 2001. However, preliminary data from the Spokane Tribe of Indians indicated that a large number of both stocks were precocial before they were stocked. The small number of hatchery three-year olds collected indicated that the current hatchery rearing and stocking methods will continue to produce a limited jacking run largely composed of precocious males and a small number of three-year olds. No kokanee from the study were collected during standard lake wide creel surveys. Supplemental creel data, including fishing derbies, test fisheries, and angler diaries, indicated anglers harvested two-year-old hatchery kokanee a month after release. The majority of the two-year old kokanee harvested were from a direct stock at the Fort Spokane boat launch. Only Lake Whatcom kokanee were stocked from the boat launch, therefore stock performance was not evaluated, however the high success of the stocking location will likely increase harvest of hatchery kokanee in the future. Despite low numbers of the targeted three-year olds, Meadow Creek kokanee should be stocked when possible to promote fish native to the upper Columbia River.

    A powertrain system for a hybrid vehicle.     In April 1996, the Federal Regulatory Commission (PERC) approved Orders 888 and 889 and released a draft rule for public comment on capacity reservation tariffs (CRTs). Order No. 888 requires electric utilities to file transmission tariffs that would allow transmission access to third parties who want to conduct wholesale transactions, and Order No. 889 requires transmission-owning utilities to set up open access, same-time information systems (OASIS), using commercial software and Internet protocols. This paper discusses these Orders in detail, as well as some of the issues before FERC with implications for renewables, which include: transmission pricing; transmission terms and conditions; reassignment of transmission capacity; defining state and FERC jurisdiction over transmission and distribution; the pricing of ancillary services; and the adoption and implementation of independent system operators.

    Sandia National Laboratories (SNL) designs mechanical systems with threaded joints that must survive high shock environments. These mechanical systems include penetrators that must survive soil and rock penetration; drilling pipe strings that must survive rock-cutting, shock environments; and laydown weapons that must survive delivery impact shock. This paper summarizes an analytical study and an experimental evaluation of compressive, one-dimensional, shock transmission through a threaded joint in a split Hopkinson bar configuration. Thread geometries were scaled to simulate large diameter threaded joints with loadings parallel to the axis of the threads. Both strain and acceleration were evaluated with experimental measurements and analysis. Analytical results confirm the experimental conclusions that in this split Hopkinson bar configuration, the change in the one-dimensional shock wave by the threaded joint is localized to a length equal to a few diameters` length beyond the threaded joint.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study. The Revenue Requirement Study Documentation (Documentation), TR-06-FS-BPA-01A, contains key technical assumptions and calculations, the results of the transmission repayment studies, and a further explanation of the repayment inputs and its outputs.

    This paper describes a methodology for evaluating an optimal set of transmission prices, to be charged for use of a transmission system on a time-of-use basis. The transmission prices are determined by maximizing the global benefit of using the transmission system that allocates both capacity and operational costs. The security considerations are explicitly taken into account by incorporating security factors in the algorithm. The important issue of revenue recovery by the transmission utility is addressed by modifying the optimum prices without affecting the consumer behavior. This can be achieved by setting the prices within indifference intervals over which consumers are insensitive to transmission prices. Application of the methodology is illustrated on the IEEE 24 bus test system.

    States should participate in coordinated transmission planning through regional transmission groups, while reserving their right to pass upon transmission planning. This would smooth an otherwise difficult transition, as FERC and state regulators seek to facilitate a competitive bulk power market that ignores arbitrary jurisdiction lines. Since the Federal Energy Regulatory Commission issued its Policy Statement on Regional Transmission Groups, two RTG`s, the Western Regional Transmission Association and the Southwest Regional Transmission Association, have gained conditional approval from FERC. A third, the Northwest Regional Transmission Association, files its governing agreement with the Commission, seeking FERC`s approval. Price setting within RTGs and information exchanges involved in planning the grid raise questions of the legality of these collective actions under the antitrust laws. All three agreements allow for exchanges of commercial and planning information, but, conspicuously, do not set transmission prices. For the moment, therefore, antitrust liability for RTGs would arise out of the information exchanges involved in planning the grid. In addition, with FERC pushing for `restructuring` at the wholesale level through open access and the states becoming aggressive in trying to institute competition at the consumer level through retail wheeling, issues of federal-state jurisdiction in transmission have come to the fore.

    The Electric Power Transmission Line Security Monitor System Operational Test is a project funded by the Technical Support Working Group (TSWG). TSWG operates under the Combating Terrorism Technical Support Office that functions under the Department of Defense. The Transmission Line Security Monitor System is based on technology developed by Idaho National Laboratory. The technology provides a means for real-time monitoring of physical threats and/or damage to electrical transmission line towers and conductors as well as providing operational parameters to transmission line operators to optimize transmission line operation. The end use is for monitoring long stretches of transmission lines that deliver electrical power from remote generating stations to cities and industry. These transmission lines are generally located in remote transmission line corridors where security infrastructure may not exist. Security and operational sensors in the sensor platform on the conductors take power from the transmission line and relay security and operational information to operations personnel hundreds of miles away without relying on existing infrastructure. Initiated on May 25, 2007, this project resulted in pre-production units tested in realistic operational environments during 2010. A technology licensee, Lindsey Manufacturing of Azusa California, is assisting in design, testing, and ultimately production. The platform was originally designed for a security monitoring mission, but it has been enhanced to include important operational features desired by electrical utilities.

    Detonators are described herein. In a general embodiment, the detonator includes a nonlinear transmission line that has a variable capacitance. Capacitance of the nonlinear transmission line is a function of voltage on the nonlinear transmission line. The nonlinear transmission line receives a voltage pulse from a voltage source and compresses the voltage pulse to generate a trigger signal. Compressing the voltage pulse includes increasing amplitude of the voltage pulse and decreasing length of the voltage pulse in time. An igniter receives the trigger signal and detonates an explosive responsive to receipt of the trigger signal.

    GTMax was developed to study complex marketing and system operational issues facing electric utility power systems. The model maximizes the value of the electric system taking into account not only a single system''s limited energy and transmission resources but also firm contracts, independent power producer (IPP) agreements, and bulk power transaction opportunities on the spot market. GTMax maximizes net revenues of power systems by finding a solution that increases income while keeping expenses at amore » minimum. It does this while ensuring that market transactions and system operations are within the physical and institutional limitations of the power system. When multiple systems are simulated, GTMax identifies utilities that can successfully compete on the market by tracking hourly energy transactions, costs, and revenues. Some limitations that are modeled are power plant seasonal capabilities and terms specified in firm and IPP contracts.     Bonneville Power Administration (BPA) and Puget Sound Power & Light Company (Puget Power) propose to upgrade the existing high-voltage transmission system in the Whatcom and Skagit counties area between the towns of Custer and Sedro Woolley, including some areas within the City of Bellingham, starting in 1995. A Draft Environmental Impact Statement (DEIS) for the project was issued in November 1993, followed by a 45-day public comment period. Public response to the DEIS included the identification of several new transmission route alternatives in the Lake Whatcom area. BPA issued a Supplemental DEIS in April 1995 to provide a second public review-and-comment period. Rebuilding an existing 230-kV line to a double-circuit 230-kV transmission line was identified in the Supplemental DEIS as the Proposed Action. The Supplemental DEIS also examined in detail a North Shore Road alternative which was proposed by some members of the public. Public comments on the EIS were listed and responded to in the Supplemental DEIS. In May 1995, a second set of open houses and public meetings was held to review the Supplemental DEIS. Electromagnetic field (EMF) effects raised as an issue in the DEIS continued to be an issue of public concern in the meetings. The EIS has identified impacts that would generally be classified as low to moderate and localized. Effects on soils and water resources in sensitive areas (e.g., near Lake Whatcom) would be low to moderate; there would be little change in magnetic fields; noise levels would remain at existing levels; and land use and property value impacts would be minimal. Threatened and endangered species would not be adversely affected, and all proposed actions in wetlands would be covered by a Corps of Engineers Nationwide Permit. Visual and socioeconomic would be low to moderate. There would be no effect on cultural resources.

    For many years the attempts to create conductive channels of big length were taken in order to study the upper atmosphere and to settle special tasks, related to energy transmission. There upon the program of creation of 'Impulsar' represents a great interest, as this program in a combination with high-voltage high repetition rate electrical source can be useful to solve the above mentioned problems (N. Tesla ideas for the days of high power lasers). The principle of conductive channel production can be shortly described as follows. The 'Impulsar' - laser jet engine vehicle - propulsion take place under the influence of powerful high repetition rate pulse-periodic laser radiation. In the experiments the CO{sub 2}-laser and solid state Nd:YAG laser systems had been used. Active impulse appears thanks to air breakdown (<30 km) or to the breakdown of ablated material on the board (>30 km), placed in the vicinity of the focusing mirror-acceptor of the breakdown waves. With each pulse of powerful laser the device rises up, leaving a bright and dense trace of products with high degree of ionization and metallization by conductive nano-particles due to ablation. Conductive dust plasma properties investigation in our experiments was produced by two very effective approaches: high power laser controlled ablation and by explosion of wire. Experimental and theoretical results of conductive canal modeling will be presented. The estimations show that with already experimentally demonstrated figures of specific thrust impulse the lower layers of the Ionosphere can be reached in several ten seconds that is enough to keep the high level of channel conductivity and stability with the help of high repetition rate high voltage generator. Some possible applications for new technology are highlighted.

    We consider the development of harmful algae blooms (HABs) in a lake with uncertain nutrients inflow. Two general frameworks, Fokker-Planck equation and the PDF methods, are developed to quantify the resultant concentration uncertainty of various algae groups, via deriving a deterministic equation of their joint probability density function (PDF). A computational example is examined to study the evolution of cyanobacteria (the blue-green algae) and the impacts of initial concentration and inflow-outflow ratio.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public. In addition, the County has already shared a variety of information with the public through webinars, site tours, presentations, and written correspondence.

    An energy flux balance model has been developed which treats evaporation as a function of air temperature, surface water temperature, precipitable water aloft, the amount, height, and type of sky cover, and the optical air mass. The model has been used to estimate the mean historical evaporation rate for Pyramid Lake, Nevada, using as input climatic data from the Reno area averaged over the period 1950 to 1975. Estimated and measured values of the mean annual evaporation rate were found to be in good agreement. The model was used to simulate changes in the level, the surface area and the volume of paleo Lake Lahontan. In particular, possible climatic states responsible for past high stands (1270 and 1330 m) were investigated. A conservative range of discharge values was used in the calculations. Results of the simulations indicate the fundamental importance of sky cover in the creation and destruction of large lake systems.

    Lake Tanganyika is the most widely cited modern analog for interpreting ancient rift lakes; thus, understanding controls on its facies distribution is critical for refining stratigraphic models for rifts. Four recurrent margin types occur along the alternating half-graben structure of the lake: rift axes, platforms, escarpments, and accommodation zones. Data from study sites in the northern part of the lake suggest that predictable facies differences exist between these structural margin types. The rift axis site comprises a low-gradient, clastic (wave/current)-dominated deltaic system, with strong facies asymmetry and minor carbonate accumulations on raised benches. The platform margin site comprises a series of structurally controlled benches over which long, continuous facies tracts occur. Carbonate sands, muds, and shell gravel dominate; clastics are limited to moderate-sized silty deltas and long, narrow shoreface sands. The escarpment margin site is a steep-gradient system along which small ({lt}1 km{sup 2}) fan deltas alternate with cemented talus. The accommodation zone margin sites are also dominated by rugged structural relief, generally small fan deltas, and semicontinuous shoreface sand belts ({gt}5 km) onshore and poorly sorted silts offshore. TOC from fine-grained samples reflects the contrast in margin types. TOC values for the platform and rift axis range from 0.4 - 2.1 wt. % (avg. 1.3%), whereas accommodation zone and escarpment margin values range from 0.5-5.5% (avg. 3.0%). Acid insoluble sulfur shows a similar trend. Although all data are significantly correlated with depth, the relative area of the lake margin above and below the oxicline is directly controlled by the structural style of the lake margin.

    Long Lake, located between Lake Michigan and the Dune-complexes of Indiana Dunes, was formed during Pleistocene and Holocene epochs. The lake is currently being studied to understand the detailed hydrology. One of the objective of the study is to understand the hydrologic relationship between the lake and a water treatment holding pond to the northeast. Understanding the water movement between the two bodies of water, if any, would be very important in the management and protection of nature preserves in the area. Seepage measurement and minipiezometric tests indicate groundwater recharge from Long Lake. The groundwater recharge rate is approximately 1.40 to 22.28 x 10[sup [minus]4] m/day. An estimate of the amount of recharge of 7.0 x 10[sup 6] m[sup 3]/y may be significant in terms of groundwater recharge of the upper aquifer system of the Dunes area. The water chemistry of the two bodies of water appears to be similar, however, the pH of the holding pond is slightly alkaline (8.5) while that of Long Lake is less alkaline (7.7). There appears to be no direct contact between the two bodies of water (separated by approximately six meters of clay rich sediment). The geology of the area indicates a surficial aquifer underlying Long Lake. The lake should be regarded as a recharge area and should be protected from pollutants as the degradation of the lake would contaminate the underlying aquifer.

    Idaho National Laboratory and the Idaho Power Company, with collaboration from Idaho State University, have been working on a project to monitor wind and other environmental data parameters along certain electrical transmission corridors. The combination of both real-time historical weather and environmental data is being used to model, validate, and recommend possibilities for dynamic operations of the transmission lines for power and energy carrying capacity. The planned results can also be used to influence decisions about proposed design criteria for or upgrades to certain sections of the transmission lines.

    The invention is a mechanism for retaining an electrical transmission line. In one embodiment of the invention it is a system for retaining an electrical transmission line within downhole components. The invention allows a transmission line to be attached to the internal diameter of drilling components that have a substantially uniform drilling diameter. In accordance with one aspect of the invention, the system includes a plurality of downhole components, such as sections of pipe in a drill string, drill collars, heavy weight drill pipe, and jars. The system also includes a coaxial cable running between the first and second end of a drill pipe, the coaxial cable having a conductive tube and a conductive core within it. The invention allows the electrical transmission line to withstand the tension and compression of drill pipe during routine drilling cycles.

    A robust data transmission element for transmitting information between downhole components, such as sections of drill pipe, in the presence of hostile environmental conditions, such as heat, dirt, rocks, mud, fluids, lubricants, and the like. The data transmission element components include a generally U-shaped annular housing, a generally U-shaped magnetically conductive, electrically insulating element such as ferrite, and an insulated conductor. Features on the magnetically conducting, electrically insulating element and the annular housing create a pocket when assembled. The data transmission element is filled with a polymer to retain the components within the annular housing by filling the pocket with the polymer. The polymer can bond with the annular housing and the insulated conductor but preferably not the magnetically conductive, electrically insulating element. A data transmission element is mounted within a recess proximate a mating surface of a downhole drilling component, such as a section of drill pipe.

    A transmission line for downhole tools that make up all or part of a tool string for drilling and production of oil, gas, and geothermal wells that can withstand the dynamic gravitational forces and other accelerations associated with downhole excavations. The transmission line has a metal tube, or outer conductor, that houses a coaxial wire inner conductor. A non-metallic dielectric material is interposed between the inner and outer conductors. The outer and inner conductors and the dielectric are sufficiently compressed together so that independent motion between them is abated. Compression of the components of the transmission line may be achieved by drawing the transmission through one or more dies in order to draw down the outer conductor onto the dielectric, or by expanding the inner conductor against the dielectric using a mandrel or hydraulic pressure. Non-metallic bead segments may be used in aid of the compression necessary to resist the dynamic forces and accelerations of drilling.

In particular, separate layers of different x-ray transmissive materials are laminated together to form a high strength, x-ray transmissive debris shield which is particularly suited for use in high energy fluences. In one embodiment, the composite window comprises alternating layers of beryllium and a thermoset polymer.

    The Salt Lake City Area Office of the Western Area Power Administration (Western) markets electricity produced at hydroelectric facilities operated by the Bureau of Reclamation. The facilities are known collectively as the Salt Lake City Area Integrated Projects (SLCA/IP) and include dams equipped for power generation on the Green, Gunnison, Rio Grande, and Colorado rivers and on Deer and Plateau creeks in the states of Wyoming, Utah, Colorado, Arizona, and New Mexico. Of these facilities, only the Glen Canyon Unit, the Flaming Gorge Unit, and the Aspinall Unit (which includes Blue Mesa, Morrow Point, and Crystal dams) are influenced by Western`s power scheduling and transmission decisions. The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Western`s firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action altemative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. The EIS evaluates the impacts of these scenarios relative to socioeconomics, air resources, water resources, ecological resources, cultural resources, land use, recreation, and visual resources.

    Dated sediment cores from Lake Ontario's four sedimentation basins and sedentary fish from tributaries and embayments were analyzed by gas chromatographic, methane-enhanced, negative ion mass spectrometry for a group of fluorinated aromatic compounds. The historical record of these chemicals in Lake Ontario sediments agrees well with the use of the Hyde Park dump in the city of Niagara Falls, NY. These compounds first appeared in sediments in 1958 and rapidly increased until 1970. These dates coincide with the onset of dumping at Hyde Park and remedial action undertaken when this dump was closed, respectively. Chemicals introduced into Lake Ontario by the Niagara River distribute throughout the lake rapidly and uniformly and accumulate in sedentary fish taken from remote locations in the lake. 24 references, 9 figures, 4 tables.

    Western Area Power Administration (Western) is a power marketing agency of the US Department of Energy, with jurisdiction in 15 western states. The Salt Lake City Area (SLCA) of Western performs the agency`s mission in parts of Colorado, New Mexico, Texas, Utah, Arizona, Wyoming, and Nevada. As part of its mission, Western owns, operates, and maintains a system of transmission lines for transmitting bulk electrical energy from points of generation to and between delivery points. Part of that system in southwestern Colorado includes the Blue Mesa-Curecanti and Blue Mesa-Salida 115-kV transmission lines. Western proposes to conduct maintenance and improve its access roads for these two transmission lines. This paper discusses the impacts to the existing environment as well as the environmental consequences resulting from the maintenance and construction that is proposed.

The assembly includes a transaxle (16) having a two-speed transmission (40) and a drive axle differential (46) disposed in a unitary housing assembly (38), an oil-cooled prime mover or electric motor (14) for driving the transmission input shaft (42), an adapter assembly (24) for supporting the prime mover on the transaxle housing assembly, and a hydraulic system (172) providing pressurized oil flow for cooling and lubricating the electric motor and transaxle and for operating a clutch (84) and a brake (86) in the transmission to shift between the two-speed ratios of the transmission. The adapter assembly allows the prime mover to be supported in several positions on the transaxle housing. The brake is spring-applied and locks the transmission in its low-speed ratio should the hydraulic system fail. The hydraulic system pump is driven by an electric motor (212) independent of the prime mover and transaxle.

    A transmission system in a downhole component comprises a plurality of data transmission elements. A coaxial cable having an inner conductor and an outer conductor is disposed within a passage in the downhole component such that at least one capacitor is disposed in the passage and having a first terminal coupled to the inner conductor and a second terminal coupled to the outer conductor. Preferably the transmission element comprises an electrically conducting coil. Preferably, within the passage a connector is adapted to electrically connect the inner conductor of the coaxial cable and the lead wire. The coaxial capacitor may be disposed between and in electrically communication with the connector and the passage. In another embodiment a connector is adapted to electrical connect a first and a second portion of the inner conductor of the coaxial cable and a coaxial capacitor is in electrical communication with the connector and the passage.

  18. Extraordinary acoustic transmission mediated by Helmholtz resonators

    We demonstrate perfect transmission of sound through a rigid barrier embedded with Helmholtz resonators. The resonators are confined within a waveguide and they are oriented such that one neck protrudes onto each side of the barrier. Perfect sound transmission occurs even though the open area of the necks is less than 3% of the barrier area. Maximum transmission occurs at the resonant frequency of the Helmholtz resonator. Because the dimensions of the Helmholtz resonators are much smaller than the resonant wavelength, the transmission is independent of the direction of sound on the barrier and of the relative placement of the necks. Further, we show that the transmitted sound experiences a continuous phase transition of ? radians as a function of frequency through resonance. In simulations of adjacent resonators with slightly offset resonance frequencies, the phase difference leads to destructive interference. By expanding the simulation to a linear array of tuned Helmholtz resonators we show that it is possible to create an acoustic lens. The ability of Helmholtz resonator arrays to manipulate the phase of a plane acoustic wave enables a new class of sonic beam-forming devices analogous to diffractive optics.

  20. Value-based reliability transmission planning

    This paper presents a new value-based reliability planning (VBRP) process proposed for planning Duke Power Company`s (DPC) regional transmission system. All transmission served customers are fed from DPC`s regional transmission system which consists of a 44-kV predominantly radial system and a 100-kV predominantly non-radial system. In the past, any single contingency that could occur during system peak conditions and cause a thermal overload required the overloaded facility to be upgraded, regardless of the costs or the likelihood of the overload occurring. The new VBRP process is based on transmission system reliability evaluation and includes the following important elements: (1) a ten-year historical data base describing the probabilities of forced outages for lines and transformers; (2) a five-year average load duration curve describing the probability of an overload should a contingency occur; (3) a customer outage cost data base; (4) and probabilistic techniques. The new process attempts to balance the costs of improving service reliability with the benefits or value that these improvements bring to these customers. The objective is to provide the customers their required level of reliability while minimizing the Total Cost of their electric service.
