    The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit energy efficiency measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. K-12 schools were selected as one of the highest priority building sectors, because schools affect the lives of most Americans. They also represent approximately 8% of the energy use and 10% of the floor area in commercial buildings nationwide. U.S. K-12 school districts spend more than $8 billion each year on energy - more than they spend on computers and textbooks combined. Most occupy older buildings that often have poor operational performance - more than 30% of schools were built before 1960. The average age of a school is about 42 years - which is nearly the expected serviceable lifespan of the building. K-12 schools offer unique opportunities for deep, cost-effective energy efficiency improvements, and this guide provides convenient and practical guidance for exploiting these opportunities in the context of public, private, and parochial schools.

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

    This Technical Support Document (TSD) describes the process and methodology for the development of the Advanced Energy Design Guide for K-12 School Buildings: Achieving 50% Energy Savings Toward a Net Zero Energy Building (AEDG-K12) (ASHRAE et al. 2011a). The AEDG-K12 provides recommendations for achieving 50% whole-building energy savings in K-12 schools over levels achieved by following ANSI/ASHRAE/IESNA Standard 90.1-2004, Energy Standard for Buildings Except Low-Rise Residential Buildings (Standard 90.1-2004) (ASHRAE 2004b). The AEDG-K12 was developed in collaboration with the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), the American Institute of Architects (AIA), the Illuminating Engineering Society of North America (IES), the U.S. Green Building Council (USGBC), and the U.S. Department of Energy (DOE).

    This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

    This report summarizes the responses to a mail survey sent to superintendents and other administrators of public school districts. The survey was part of an evaluation project for the USDOE Institutional Conservation Program (ICP). The goal of the project is to identify the most successful energy conservation measures (equipment and activities) available to the institutional buildings sector. To accomplish this goal, four specific research objectives were defined: To determine the impact of the ICP grants program on fostering energy efficiency and saving energy; to determine key characteristics of institutional conservation efforts outside the federal program; To determine the technical, organizational, and Institutional conditions that create the opportunity for energy conservation measures (ECMS) to be most effective; and to identify key technology transfer opportunities. This report focuses on those characteristics of school districts (and the schools within those districts) that might influence the identification, implementation, operation, and impacts of institutional energy conservation efforts. Information about institutional characteristics was gathered through a mail survey of public school districts and private schools. The first mailing resulted in responses from 90 of the 823 public school districts selected through a combination cluster-and-stratification sampling technique and 64 of the 1,700 private schools selected as a stratified random sample. Remaining project resources were used to collect data to achieve a statistically sound sample of a total of 250 public school districts by telephone interviews. In doing so, some questions had to be dropped. Responses from both the mall surveys and the telephone interviews of public school districts were combined into one data set. This report describes results for all 250 districts.

As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts.     A walk-through survey of control technology for reducing asbestos exposure during maintenance and repair of vehicular brakes was conducted at Northwest Local School District, Cincinnati, Ohio in January, 1986. The primary method for controlling and collecting dust during brake servicing was a wet-washing technique and good work practices, ensuring that exposure to hazardous physical or chemical agents was reduced or eliminated. Also available was an enclosed-type brake assembly cleaner designed to be connected to the shop air and a vacuum system. The brake assembly cleaner did not have a viewing port to examine the area being cleaned. The operator had to remove the unit to inspect the cleaned area potentially exposing himself to any dust remaining on the brake shoes or hub. The unit itself was a potential dust source as it was designed to fit 16-inch wheels and did not form a tight seal on the smaller 15-inch wheels of the newer buses. The authors conclude that the wet wash technique is an excellent method for controlling asbestos emissions during brake maintenance. The vacuum brake-assembly cleaner is inadequate and potentially hazardous. An in-depth survey of the wet technique is recommended.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    In 1980 Leon Lederman started Saturday Morning Physics with a handful of volunteer physicists, around 300 students and all the physics teachers who tagged along. Today Fermilab offers over 30 programs annually with help from 250 staff volunteers and 50 educators, and serves around 40,000 students and 2,500 teachers. Find out why we bother. Over the years we have learned to take advantage of opportunities and confront challenges to offer effective programs for teachers and students alike. We offer research experiences for secondary school teachers and high school students. We collaborate with educators to design and run programs that meet their needs and interests. Popular school programs include classroom presentations, experience-based field trips, and high school tours. Through our work in QuarkNet and I2U2, we make real particle physics data available to high school students in datadriven activities as well as masterclasses and e-Labs. Our professional development activities include a Teacher Resource Center and workshops where teachers participate in authentic learning experiences as their students would. We offer informal classes for kids and host events where children and adults enjoy the world of science. Our website hosts a wealth of online resources. Funded by the U.S. Department of Energy, the National Science Foundation and Fermilab Friends for Science Education, our programs reach out across Illinois, throughout the United States and even around the world.     Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. 'Living in a Materials World' was one of the fifteen content strands offered at the institute. The summer institute participants were pre/post tested on their comfort with STEM, their perceptions of STEM education, their pedagogical discontentment, their implementations of inquiry, their attitudes toward student learning of STEM, and their content knowledge associated with their specific content strand. The results from our research indicate a significant increase in content knowledge (t = 11.36, p < .01) for the Living in a Materials World strand participants. Overall the summer institute participants were found to have significant increases in their comfort levels for teaching STEM (t = 10.94, p < .01), in inquiry implementation (t = 5.72, p < .01) and efficacy for teaching STEM (t = 6.27, p < .01) and significant decrease in pedagogical discontentment (t = -6.26, p < .01).

    The protein YbiV from Escherichia coli K12 MG1655 is a hypothetical protein with sequence homology to the haloacid dehalogenase (HAD) superfamily of proteins. Although numerous members of this family have been identified, the functions of few are known. Using the crystal structure, sequence analysis, and biochemical assays, we have characterized ybiV as a HAD phosphatase. The crystal structure of YbiV reveals a two domain protein, one with the characteristic HAD hydrolase fold, the other an inserted a/b fold. In an effort to understand the mechanism we also solved and report the structures of YbiV in complex with beryllofluoride (BeF3-) and aluminum trifluoride (AlF3) which have been shown to mimic the phosphorylated intermediate and transition state for hydrolysis, respectively, in analogy to other HAD phosphatases. Analysis of the structures reveals the substrate binding cavity, which is hydrophilic in nature. Both structure and sequence homology indicate ybiV may be a sugar phosphatase, which is supported by biochemical assays which measured the release of free phosphate on a number of sugar-like substrates. We also investigated available genomic and functional data in an effort to determine the physiological substrate.

    In this paper, the authors describe only those elements of the Department of Energy Adventures in Supercomputing (AiS) program for high school teachers, such as school selection, which have a direct bearing on assessment. Schools submit an application to participate in the AiS program. They propose a team of at least two teachers to implement the AiS curriculum. The applications are evaluated by selection committees in each of the five participating states to determine which schools are the most qualified to carry out the program and reach a significant number of women, minorities, and economically disadvantaged students, all of whom have historically been underrepresented in the sciences. Typically, selected schools either have a large disadvantaged student population, or the applying teachers propose specific means to attract these segments of their student body into AiS classes. Some areas with AiS schools have significant numbers of minority students, some have economically disadvantaged, usually rural, students, and all areas have the potential to reach a higher proportion of women than technical classes usually attract. This report presents preliminary findings based on three types of data: demographic, student journals, and contextual. Demographic information is obtained for both students and teachers. Students have been asked to maintain journals which include replies to specific questions that are posed each month. An analysis of the answers to these questions helps to form a picture of how students progress through the course of the school year. Onsite visits by assessment professionals conducting student and teacher interviews, provide a more in depth, qualitative basis for understanding student motivations.

    With the support of the Department of Energy, the National Science Teachers Association and the National Oceanic and Atmospheric Administration, Imaginary Lines Inc. (dba Sally Ride Science) delivered a highly successful 2-day conference to 165 K-12 educators on climate change. The event took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD. The conference celebrated the 25th anniversary of Dr. Sally Ride’s first flight into space in 1983 and examined how our understanding of Earth has changed in those 25 years. One the first day of the conference, participants heard a keynote talk delivered by Dr. Sally Ride, followed by presentations by well-known climate change scientists: Dr. Richard Somerville, Dr. Inez Fung and Dr. Susan Solomon. These sessions were concurrently webcast and made available to educators who were unable to attend the conference. On the second day of the conference, participants attended breakout sessions where they performed climate change activities (e.g. “Neato Albedo!”, “Greenhouse in a Bottle”, “Shell-Shocked”) that they could take back to their classrooms. Additional break-out sessions on using remote sensing images to illustrate climate change effects on Earth’s surface and how to address the climate change debate, were also offered. During lunch, participants attended an Educator Street Fair and had the opportunity to interact with representatives from NOAA, NASA, the EPA, NEEF and the JASON project. A follow-up evaluation survey was administered to all conference attendees immediately following the conference to evaluate its effectiveness. The results of this survey were overwhelmingly positive. The conference materials: presentation Power Points, workshop handouts and activities were available for teachers to download after the conference from the Sally Ride Science website.     The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

    Business, industry, parks, nature settings, government infrastructure, and people, can be invaluable resources for connecting STEM curriculum within context which results in conditions ideal for promoting purposeful learning of authentic STEM content. Thus, community-based STEM resources offer ideal context for teaching STEM content. A benefit of focusing teacher attention on these contextual, content aligned resources is that they are in every community; making place-based STEM education a possibility, regardless of the location of STEM teaching and learning. Further, associating STEM teaching and learning with local resources addresses workforce development and the STEM pipeline by exposing students to STEM careers and applications in their local communities. The desire to align STEM teaching and learning with local STEM related resources guided the design of our week-long integrated STEM K-12 teacher professional development (PD) program, i-STEM. We have completed four years of our i-STEM PD program and have made place-based STEM a major emphasis of our curriculum. This report focuses on the data collected in the fourth year of our program. Our week-long i-STEM PD served over 425 educators last summer (2013), providing them with in depth theme-based integrated STEM short courses which were limited to an average of 15 participants and whole group plenary sessions focused around placed based integrated STEM, inquiry, engineering design, standards and practices of Common Core and 21st Century skills. This state wide PD was distributed in five Idaho community colleges and took place over two weeks. The STEM short courses included topics on engineering for sustainability, using engineering to spark interest in STEM, municipal water systems, health, agriculture, food safety, mining, forestry, energy, and others. Integral to these short courses were field trips designed to connect the K-12 educators to the resources in their local communities that could be leveraged for teaching integrated STEM and provide a relevant context for teaching STEM content. Workplace presentations made by place-based STEM experts and provided teachers field trips to place-base STEM industries and business such as manufacturing plants, waste water treatment systems, mines, nature parks, food processing plants, research, hospitals, and laboratory facilities. We researched the 425 participants’ conceptions of place-based STEM prior to and after their taking part in the summer institutes, which included fieldtrips. Our findings revealed substantial increase in our participants’ knowledge, interest, and plans to use place-based resources for teaching integrated STEM. We detail the data analysis and provide a theoretical foundation and justification for the importance of place-based STEM to address the STEM pipeline for the future workforce.

    The original scope of work was to obtain and analyze existing and emerging data in four states: California, Florida, New York, and Wisconsin. The goal of this data collection was to deliver a baseline database or recommendations for such a database that could possibly contain window and daylighting features and energy performance characteristics of Kindergarten through 12th grade (K-12) school buildings (or those of classrooms when available). In particular, data analyses were performed based upon the California Commercial End-Use Survey (CEUS) databases to understand school energy use, features of window glazing, and availability of daylighting in California K-12 schools. The outcomes from this baseline task can be used to assist in establishing a database of school energy performance, assessing applications of existing technologies relevant to window and daylighting design, and identifying future R&D needs. These are in line with the overall project goals as outlined in the proposal. Through the review and analysis of this data, it is clear that there are many compounding factors impacting energy use in K-12 school buildings in the U.S., and that there are various challenges in understanding the impact of K-12 classroom energy use associated with design features of window glazing and skylight. First, the energy data in the existing CEUS databases has, at most, provided the aggregated electricity and/or gas usages for the building establishments that include other school facilities on top of the classroom spaces. Although the percentage of classroom floor area in schools is often available from the databases, there is no additional information that can be used to quantitatively segregate the EUI for classroom spaces. In order to quantify the EUI for classrooms, sub-metering of energy usage by classrooms must be obtained. Second, magnitudes of energy use for electricity lighting are not attainable from the existing databases, nor are the lighting levels contributed by artificial lighting or daylight. It is impossible to reasonably estimate the lighting energy consumption for classroom areas in the sample of schools studied in this project. Third, there are many other compounding factors that may as well influence the overall classroom energy use, e.g., ventilation, insulation, system efficiency, occupancy, control, schedules, and weather. Fourth, although we have examined the school EUI grouped by various factors such as climate zones, window and daylighting design features from the California databases, no statistically significant associations can be identified from the sampled California K-12 schools in the current California CEUS. There are opportunities to expand such analyses by developing and including more powerful CEUS databases in the future. Finally, a list of parameters is recommended for future database development and for use of future investigation in K-12 classroom energy use, window and skylight design, and possible relations between them. Some of the key parameters include: (1) Energy end use data for lighting systems, classrooms, and schools; (2) Building design and operation including features for windows and daylighting; and (3) Other key parameters and information that would be available to investigate overall energy uses, building and systems design, their operation, and services provided.

    District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

    The contract for supply and installation of Honeywell control equipment at the district heating plant in Moscow suburb of Tushino was signed between the Mayor of Moscow and Honeywell in December 1991. Total contract value is US$3 million. The aim is to demonstrate on a pilot project the potential energy savings and improved pleat safety which can be achieved by means of electronic control of latest design. The Honeywell contract basically covers modernization of instrumentation and control of the gas fired heating plant, comprising water preparation and 4 boilers, of 100 Gcal/h each, i.e., 400 Gcal/h total. The plant is feeding the hot water network which has 60 heat exchanger stations connected. The heat exchangers (thermal rating between 2 to 10 Gcal/h each) supply hot water mainly to residential building blocks for apartment heating and domestic hot water. Honeywell`s responsibility covers engineering, supply of TDC 3000 micro-processor based control system for the boilers and DeltaNet Excel control for the Heat Exchangers. The contract also includes installation and start-up of the total control system.

    This report presents an assessment of geothermal district heating in the City of La Grande, Oregon. Eight study area districts were analyzed to determine their economic feasibility. Results from the analyses conclude that certain districts within the City of La Grande are economically feasible if certain assumptions are correct. Development of geothermal district heating for these areas would provide direct energy and dollar savings to the building owners and would also provide direct and indirect benefits to low and moderate income households within the City.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible. Chapters describe heat load assessment; heat source analysis; system implementation; transmission and distribution systems assessment; institutional assessment; system economic analysis; and customer retrofit, economic analysis, and conclusions 20 figs., 22 tabs.

    This multi-state collaborative project brings together federal, state, and private sector resources in order to move the design and use of high-performance energy technologies in schools to the forefront. NASEO and its contractors continue to make progress on completion of the statement of work. The high watermark for this period is the installation and operation of the micro-turbine in the Canton School District. The school is pleased to begin the monitoring phase of the project and looks forward to a ribbon cutting this Spring. The other projects continue to move forward and NYSERDA has now begun work in earnest. We expect the NASEO/NYSERDA workshop sometime this Spring as well. By the time the next Annual Technical Progress Report is submitted, we plan to have finished all of the work. The next year should be filled with dissemination of information to interested parties on the success of the project in an effort to get others to duplicate the high performance, and energy smart schools initiatives. We expect all of the deliverables to be completed with the possible exception of the high-performance schools retrofits in California. We expect that 2 of the 3 campuses undergoing retrofits will be complete and the third will be nearly complete. All other activities are on schedule for 10/1/03 completion at this time.
