    This report summarizes the work performed by the Energy & Environmental Research Center (EERC) under the U.S. Department of Energy Jointly Sponsored Research Program JV Task 92, which is a continuation of JV9. Successful studies performed in 1999 through the end of 2008 demonstrated the potential for using selective supercritical fluid extraction (SFE) and a solid-phase microextraction (SPME) method for measuring sediment pore water polycyclic aromatic hydrocarbons (PAHs) to mimic the bioavailability of PAHs from manufactured gas plant and aluminum smelter soils and sediments both in freshwater and saltwater locations. The studies that the EERC has performed with the commercial partners have continued to generate increased interest in both the regulatory communities and in the industries that have historically produced or utilized coal tar products. Both ASTM International and the U.S. Environmental Protection Agency (EPA) have accepted the pore water method developed at the EERC as standard methods. The studies have demonstrated the effectiveness of our techniques in predicting bioavailability of PAHs from ca. 250 impacted and background field sediments and soils. The field demonstrations from the final years of the project continued to build the foundation data for acceptance of our methods by the regulatory communities. The JV92 studies provide the single largest database in the world that includes measures of PAH bioavailability along with biological end points. These studies clearly demonstrated that present regulatory paradigms based on equilibrium partitioning greatly overpredict bioavailability. These investigations also laid the foundation for present (non-JV) studies being applied to PAHs and polychlorinated biphenyls (PCBs) at EPA Superfund sites, investigations into PAH and PCB bioavailability at U.S Department of Defense sites, and the application of the techniques to investigating the bioavailability of chlorinated dioxins and furans from impacted sediments.

    Continuing studies under these three funded projects - (JV Task 77 The Health Implications of the Mercury-Selenium Interaction, JV Task 96 Investigating the Importance of the Mercury-Selenium Interaction, and JV Task 116 Selenium's Role in the Seafood Safety Issue) - were performed to determine the effects of different levels of dietary mercury and selenium on the growth and development of test animals, and related tissue analyses, to understand the protective benefits of dietary selenium in reference to low-level exposure to mercury. Maternal exposure to methylmercury from seafood has been found to cause neurodevelopmental harm in children. However, significant nutritional benefits will be lost if fish consumption is needlessly avoided. The results of these studies support the hypothesis that intracellular Se itself is the physiologically important biomolecule and that the harm of mercury toxicity arises when Hg abundance becomes great enough to bind a significant portion of intracellular Se in vulnerable tissues such as the brain. Formation of HgSe limits bioavailability of Se for synthesis of Se-dependent enzymes, particularly in brain tissues. When production of these enzymes is impaired, the loss of their numerous essential functions results in the signs and symptoms of Hg toxicity. The finding that one mole of Se protects against many moles of Hg indicates that its beneficial effect is not due to sequestration of mercury as HgSe but rather due to the biological activity of the Se. Therefore, the selenium content of seafoods must be considered along with their methylmercury contents in evaluating the effect of dietary exposure to mercury.

    We present the application of a phenomenological four parameter equation to fit and analyze regularly measured current density-voltage JV curves of a CdTe module during 2.5 years of outdoor operation. The parameters are physically meaningful, i.e. the short circuit current density Jsc, open circuit voltage Voc and differential resistances Rsc, and Roc. For the chosen module, the fill factor FF degradation overweighs the degradation of Jsc and Voc. Interestingly, with outdoor exposure, not only the conductance at short circuit, Gsc, increases but also the Gsc(Jsc)-dependence. This is well explained with an increase in voltage dependent charge carrier collection in CdTe.

    As of 1981, more than 60 natural gas fields with a total annual output of 12.74 billion cu m have been discovered in China, placing the country among the top 12 gas producers in the world. In addition, there are prospects for natural gas in the Bohai-North China Basin and the Qaidam Basin, NW. China, providing a base for further expansion of the gas industry. Gas reservoirs have been found in 9 different geologic ages: Sinian, Cambrian, Ordovician, Carboniferous, Permian, Triassic, Jurassic, Tertiary, and Quaternary. Of the 60 gas field now being exploited, there are more than 40 fields in Sichuan. The Sichuan Basin gas industry is described in detail.

  15. In-place HEPA filter penetration test

    We have demonstrated the feasibility of conducting penetration tests on high efficiency particulate air (HEPA) filters as installed in nuclear ventilation systems. The in-place penetration test, which is designed to yield equivalent penetration measurements as the standard DOP efficiency test, is based on measuring the aerosol penetration of the filter installation as a function of particle size using a portable laser particle counter. This in-place penetration test is compared to the current in-place leak test using light scattering photometers for single HEPA filter installations and for HEPA filter plenums using the shroud method. Test results show the in-place penetration test is more sensitive than the in-place leak test, has a similar operating procedure, but takes longer to conduct. Additional tests are required to confirm that the in-place penetration test yields identical results as the standard dioctyl phthalate (DOP) penetration test for HEPA filters with controlled leaks in the filter and gasket and duct by-pass leaks. Further development of the procedure is also required to reduce the test time before the in- place penetration test is practical.

In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

    A cure-in-place process which allows a rubber seal element to be deformed to its service configuration before it is cross-linked and, hence, is a plastic and does not build up internal stress as a result of the deformation. This provides maximum residual strength to resist the differential pressure. Furthermore, the process allows use of high modulus formulations of the rubber seal element which would otherwise crack if cured and then deformed to its service configuration, resulting in a seal which has better gap bridging capability. Basically, the process involves positioning an uncured seal element in place, deforming it to its service configuration, heating the seal element, curing it in place, and then fully seating the seal.

    A dramatic change has taken place in China's oil transport system, with pipelines replacing tank-cars as the most important means of transport for crude oil and petroleum products. According to Petroleum Ministry officials, the volume of crude oil carried by China's pipeline system increased from 23.2 percent in 1971 to 65.6 percent in 1981, while the volume delivered by tank-cars declined from 61.11 percent to 8.4 percent. The remainder was transported by tankers. China's 9,700 km (6,000-mile) pipeline network includes 5,600 km (3,500 miles) designed to carry crude oil and more than 600 km (375 miles) for petroleum products, plus 3,400 km (2,100 miles), mostly in Sichuan province, for natural gas.

    The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

    This is one of several reports concerning an on-going in-place testing program of high efficiency filtration and chemical adsorber systems and portable filtered exhausters at the Los Alamos National Laboratory. This testing is in support of the Laboratory`s airborne waste management programs and asbestos abatement programs. Periodic in-place testing, along with health physics air sampling will determine whether the air cleaning systems are maintaining acceptable air-cleaning levels. These periodic evaluations help ensure that the plant and surrounding environment are free of any significant radioactive particulates, based on current EPA environmental levels and chemical airborne hazards from processing effluents. This report will provide an overview of system performance, testing methods and procedures.

    The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. When a filter system fails the in--place test or is showing evidence of.filter or component degradation, corrective measures are put into place in order to return,the system back to its best operating condition. This report presents a summary of all filter tests.

    Since China adopted an open door policy in 1978, its economy has grown rapidly. Between 1980 and 1993, China`s real GNP growth averaged 9.4 percent per year. Economists at the Chinese Academy of Social Sciences forecast that GNP will increase by 11.5 percent in 1994. During the rest of the decade, the Chinese government plans to reduce its annual GNP growth rate to 8-9 percent. During the 2001-2010 period, the economic growth rate is projected to decline to 6.5 percent per year. Table 1 compares China`s economic growth to other Asia-Pacific Economies, and includes projections to 2010. During the 1980s, China`s GDP growth rate was only second to that of South Korea. In the 1990`s, China is projected to have the highest economic growth in the Asia-Pacific region. China`s rapid economic growth is due to dramatic increases in the effective labor supply and effective capital stock. For the remainder of the 1990s, the effective labor supply should continue to increase rapidly because: (1) Chinese state enterprises are over-staffed and labor system reforms will move millions of these workers into more productive activities; (2) reforms in the wage system will provide increased incentives to work harder; (3) relaxation of migration controls from rural to urban areas will cause nominal labor in the industrial sector to accelerate; (4) differentials in personal income will increase and develop peer pressure on workers to work harder and earn more money; and (5) at China`s low personal income level, Chinese people are willing to trade leisure for more income as wages increase.

    The article gives an overview of the production and use of coal in China, for power generation and in other sectors. Coal use for power generation was 850 million tonnes in 2003 and 800 million tonnes in the non-power sector. The majority of power will continue to be produced from coal, with a trend towards new larger pulverised coal fired units and introduction of circulating fluidised bed combustors. Stricter regulations are forcing introduction of improved pollution control technologies. It seems likely that China will need international finance to supplement private and state investment to carry out a programme to develop and apply clean coal technologies. The author concludes that there is evidence of a market economy being established but there is a need to resolve inconsistencies with the planned aspects of the economy and that additional policies are needed in certain sectors to achieve sustainable development. 1 ref., 2 figs., 2 tabs.

    Over the last decade, China has focused its policies simultaneously on moderating the rapid energy demand growth that has been driven by three decades of rapid economic growth and industrialization and on increasing its energy supply. In spite of these concerted efforts, however, China continues to face growing energy supply challenges, particularly with accelerating demand for oil and natural gas, both of which are now heavily dependent on imports. On the supply side, the recent 11th and 12th Five-Year Plans have emphasized accelerating conventional and nonconventional oil and gas exploration and development through pricing reforms, pipeline infrastructure expansions and 2015 production targets for shale gas and coal seam methane. This study will analyze China’s new and nonconventional oil and gas resources base, possible development paths and outlook, and the potential role for these nonconventional resources in meeting oil and gas demand. The nonconventional resources currently being considered by China and included in this study include: shale gas, coal seam methane (coal mine methane and coal bed methane), tight gas, in-situ coal gasification, tight oil and oil shale, and gas hydrates.

    As of 1981, China was producing some 474.4 billion CF (12.74 billion m/sup 3/)/yr of natural gas from over 60 gas fields, 40 of them in Sichuan Province. The Sichuan gas lies in fractures and solution cavities in limestone and dolomite formations that generally require stimulation. After desulfurization, the gas is used by the steel and chemical industries and for residential heating. Recent discoveries in other areas of China include the Guxinzhuang field in the Bohai-North China basin, where geological conditions favor large gas pools, and the Sebei fields in Qaidam basin, northwest China.

Using data collected from a 2013 telephone survey (N=594) from the six Southern Californian counties selected based on existing and proposed solar developments and available suitable land, we examine public attitudes toward solarmore » energy and construction of large-scale solar facilities, testing whether attitudes toward such developments are the result of sense of place and attachment to place.     As solar costs have declined PV systems have experienced considerable growth since 2003, especially in China, Japan, Germany, and the U.S. Thus, a more nuanced understanding of a particular public's attitudes toward utility-scale solar development, as it arrives in a market and region, is warranted and will likely be instructive for other areas in the world where this type of development will occur in the near future. Using data collected from a 2013 telephone survey (N=594) from the six Southern Californian counties selected based on existing and proposed solar developments and available suitable land, we examine public attitudes toward solar energy and construction of large-scale solar facilities, testing whether attitudes toward such developments are the result of sense of place and attachment to place. Overall, we have mixed results. Place attachment and sense of place fail to produce significant effects except in terms of perceived positive benefits. That is, respondents interpret the change resulting from large-scale solar development in a positive way insofar as perceived positive economic impacts are positively related to support for nearby large-scale construction.

    Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

    The Energy Analysis Program at LBL first became involved in Chinese energy issues through a joint China-US symposium on markets and energy demand held in Nanjing Nov. 1988. EAP began to collaborate on projects with the Energy Research Institute of China`s State Planning Commission. It was decided to compile, assess, and organize Chinese energy data. Primary interest was to use the data to help understand the historical evolution and likely future of the Chinese energy system; thus the primary criterion was to relate the data to the structure of energy supply and demand in the past and to indicate probable developments (eg, as indicated by patterns of investment). Caveats are included in forewords to both the 1992 and 1996 editions. A chapter on energy prices is included in the 1996 edition. 1993 energy consumption data are not included since there was a major disruption in energy statistical collection in China that year.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

However, in the last 10 years state investments for cogeneration projects in China have dropped by a factor of 4. This has prompted this study. Along with this in-depth analysis of China`s cogeneration policies and investment allocation is the speculation that advanced US technology and capital can assist in the continued growth of the cogeneration industry. This study provides the most current information available on cogeneration development and market potential in China.

    Since 2001, China's energy consumption has grown more quickly than expected by Chinese or international observers. This edition of the China Energy Databook traces the growth of the energy system through 2006. As with version six, the Databook covers a wide range of energy-related information, including resources and reserves, production, consumption, investment, equipment, prices, trade, environment, economy, and demographic data. These data provide an extensive quantitative foundation for understanding China's growing energy system. In addition to providing updated data through 2006, version seven includes revised energy and GDP data back to the 1990s. In the 2005 China Energy Statistical Yearbook, China's National Bureau of Statistics (NBS) published revised energy production, consumption, and usage data covering the years 1998 to 2003. Most of these revisions related to coal production and consumption, though natural gas data were also adjusted. In order to accommodate underestimated service sector growth, the NBS also released revised GDP data in 2005. Beyond the inclusion of historical revisions in the seventh edition, no attempt has been made to rectify known or suspected issues in the official data. The purpose of this volume is to provide a common basis for understanding China's energy system. In order to broaden understanding of China's energy system, the Databook includes information from industry yearbooks, periodicals, and government websites in addition to data published by NBS. Rather than discarding discontinued data series, information that is no longer possible to update has been placed in C section tables and figures in each chapter. As with previous versions, the data are presented in digital database and tabular formats. The compilation of updated data is the result of tireless work by Lu Hongyou and Nina Zheng.

    Release of carbon dioxide (CO2) from fossil fuel combustion and cement manufacture is the primary anthropogenic driver of climate change. Our best estimate is that China became the largest national source of CO2 emissions during 2006. Previously, the United States (US) had occupied that position. However, the annual emission rate in the US has remained relatively stable between 2001-2006 while the emission rate in China has more than doubled, apparently eclipsing that of the US in late 2006. Here we present the seasonal and spatial pattern of CO2 emissions in China, as well as the sectoral breakdown of emissions. Though our best point estimate places China in the lead position in terms of CO2 emissions, we qualify this statement in a discussion of the uncertainty in the underlying data (3-5% for the US; 15-20% for China). Finally, we comment briefly on the implications of China's new position with respect to international agreements to mitigate climate change.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The China Spallation Neutron Source (CSNS) is an accelerator-based high-power project currently in preparation under the direction of the Chinese Academy of Sciences (CAS). The complex is based on an H- linear accelerator, a rapid cycling proton synchrotron accelerating the beam to 1.6 GeV, a solid tungsten target station, and five initial instruments for spallation neutron applications. The facility will operate at 25 Hz repetition rate with a phase-I beam power of about 120 kW. The major challenge is to build a robust and reliable user's facility with upgrade potential at a fractional of ''world standard'' cost.

    Jordan and China have signed an agreement to develop oil shale processing technology that could lead to a 200 ton/day oil shale plant in Jordan. China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

    PCQUEST, a package of eight predictive indices, was developed with U.S. Department of Energy (DOE) support by the Energy & Environmental Research Center to predict fireside performance in coal-fired utility boilers more reliably than traditional indices. Since the development of PCQUEST, the need has arisen for additional improvement, validation, and enhancement of the model, as well as to incorporate additional fuel types into the program database. PCQUEST was developed using combustion inorganic transformation theory from previous projects and from empirical data derived from laboratory experiments and coal boiler field observations. The goal of this joint venture project between commercial industry clients and DOE is to further enhance PCQUEST and improve its utility for a variety of new fuels and systems. Specific objectives include initiating joint venture projects with utilities, boiler vendors, and coal companies that involve real-world situations and needs in order to strategically improve algorithms and input-output functions of PCQUEST, as well as to provide technology transfer to the industrial sector. The main body of this report provides a short summary of the projects that were closed from February 1999 through July 2007. All of the reports sent to the commercial clients can be found in the appendix.

    The objectives of this Energy & Environmental Research Center (EERC) project were to evaluate Bulgarian lignite performance under both fluid-bed combustion and gasification conditions and provide a recommendation as to which technology would be the most technically feasible for the particular feedstock and also identify any potential operating issues (such as bed agglomeration, etc.) that may limit the applicability of a potential coal conversion technology. Gasification tests were run at the EERC in the 100-400-kg/hr transport reactor development unit (TRDU) on a 50-tonne sample of lignite supplied by the Bulgarian Lignite Power Project. The quality of the test sample was inferior to any coal previously tested in this unit, containing 50% ash at 26.7% moisture and having a higher heating value of 5043 kJ/kg after partial drying in preparation for testing. The tentative conclusion reached on the basis of tests in the TRDU is that oxygen-blown gasification of this high-ash Bulgarian lignite sample using the Kellogg, Brown, and Root (KBR) transport gasifier technology would not provide a syngas suitable for directly firing a gas turbine. After correcting for test conditions specific to the pilot-scale TRDU, including an unavoidably high heat loss and nitrogen dilution by transport air, the best-case heating value for oxygen-blown operation was estimated to be 3316 kJ/m{sup 3} for a commercial KRB transport gasifier. This heating value is about 80% of the minimum required for firing a gas turbine. Removing 50% of the carbon dioxide from the syngas would increase the heating value to 4583 kJ/m{sup 3}, i.e., to about 110% of the minimum requirement, and 95% removal would provide a heating value of 7080 kJ/m{sup 3}. Supplemental firing of natural gas would also allow the integrated gasification combined cycle (IGCC) technology to be utilized without having to remove CO{sub 2}. If removal of all nitrogen from the input gas streams such as the coal transport air were achieved, a heating value very close to that needed to fire a gas turbine would be achieved; however, some operational issues associated with utilizing recycled syngas or carbon dioxide as the transport gas would also have to be resolved. Use of a coal with a quality similar to the core samples provided earlier in the test program would also improve the gasifier performance. Low cold-gas efficiencies on the order of 20% calculated for oxygen-blown tests resulted in part from specific difficulties experienced in trying to operate the pilot-scale TRDU on this very high-ash lignite. These low levels of efficiency are not believed to be representative of what could be achieved in a commercial KRB transport gasifier. Combustion tests were also performed in the EERC's circulating fluidized-bed combustor (CFBC) to evaluate this alternative technology for use of this fuel. It was demonstrated that this fuel does have sufficient heating value to sustain combustion, even without coal drying; however, it will be challenging to economically extract sufficient energy for the generation of steam for electrical generation. The boiler efficiency for the dried coal was 73.5% at 85% sulfur capture (21.4% moisture) compared to 55.3% at 85% sulfur capture (40% moisture). Improved boiler efficiencies for this coal will be possible operating a system more specifically designed to maximize heat extraction from the ash streams for this high-ash fuel. Drying of the coal to approximately 25% moisture probably would be recommended for either power system. Fuel moisture also has a large impact on fuel feedability. Pressurized gasifiers generally like drier fuels than systems operating at ambient pressures. The commercially recommended feedstock moisture for a pressurized transport reactor gasifier is 25% moisture. Maximum moisture content for a CFB system could be approximately 40% moisture as has been demonstrated on the Alstom CFB operating on Mississippi lignite. A preliminary economic evaluation for CO{sub 2} was performed on the alternatives of (1) precombustion separation of CO{sub 2} in an IGCC using the KBR transport gasifier and (2) postcombustion CO{sub 2} capture using a CFBC. It appears that the capture of CO{sub 2} from the high-pressure IGCC precombustion system would be less costly than from the low-pressure postcombustion CFBC system by a factor of 1.5, although the cost difference is not directly comparable because of the model input being limited to a higher coal quality than the Bulgarian lignite. While the decision to pursue precombustion removal of carbon dioxide has been technically proven with the Rectisol{reg_sign} and Selexol{trademark} processes, General Electric and Siemens have not sold any gas turbine systems running on the high-hydrogen syngas. They have successfully demonstrated a gas turbine on syngases containing up to 95% hydrogen. The technological hurdles should not be too difficult given this experience in the gas turbine industry.

    The Energy & Environmental Research Center (EERC) has pursued a research program for producing activated carbon from North Dakota lignite that can be competitive with commercial-grade activated carbon. As part of this effort, small-scale production of activated carbon was produced from Fort Union lignite. A conceptual design of a commercial activated carbon production plant was drawn, and a market assessment was performed to determine likely revenue streams for the produced carbon. Activated carbon was produced from lignite coal in both laboratory-scale fixed-bed reactors and in a small pilot-scale rotary kiln. The EERC was successfully able to upgrade the laboratory-scale activated carbon production system to a pilot-scale rotary kiln system. The activated carbon produced from North Dakota lignite was superior to commercial grade DARCO{reg_sign} FGD and Rheinbraun's HOK activated coke product with respect to iodine number. The iodine number of North Dakota lignite-derived activated carbon was between 600 and 800 mg I{sub 2}/g, whereas the iodine number of DARCO FGD was between 500 and 600 mg I{sub 2}/g, and the iodine number of Rheinbraun's HOK activated coke product was around 275 mg I{sub 2}/g. The EERC performed both bench-scale and pilot-scale mercury capture tests using the activated carbon made under various optimization process conditions. For comparison, the mercury capture capability of commercial DARCO FGD was also tested. The lab-scale apparatus is a thin fixed-bed mercury-screening system, which has been used by the EERC for many mercury capture screen tests. The pilot-scale systems included two combustion units, both equipped with an electrostatic precipitator (ESP). Activated carbons were also tested in a slipstream baghouse at a Texas power plant. The results indicated that the activated carbon produced from North Dakota lignite coal is capable of removing mercury from flue gas. The tests showed that activated carbon with the greatest iodine number was superior to commercial DARCO FGD for mercury capture. The results of the activated carbon market assessment indicate an existing market for water treatment and an emerging application for mercury control. That market will involve both existing and new coal-fired plants. It is expected that 20% of the existing coal-fired plants will implement activated carbon injection by 2015, representing about 200,000 tons of annual demand. The potential annual demand by new plants is even greater. In the mercury control market, two characteristics are going to dominate the customer's buying habit-performance and price. As continued demonstration testing of activated carbon injection at the various coal-fired power plants progresses, the importance of fuel type and plant configuration on the type of activated carbon best suited is being identified.

    The Coal Ash Resources Research Consortium{reg_sign} (CARRC{reg_sign}, pronounced 'cars') is the core coal combustion product (CCP) research group at the Energy & Environmental Research Center (EERC). CARRC focuses on performing fundamental and applied scientific and engineering research emphasizing the environmentally safe, economical use of CCPs. CARRC member organizations, which include utilities and marketers, are key to developing industry-driven research in the area of CCP utilization and ensuring its successful application. The U.S. Department of Energy is a partner in CARRC through the EERC Jointly Sponsored Research Program, which provides matching funds for industrial member contributions and facilitates an increased level of effort in CARRC. CARRC tasks were designed to provide information on CCP performance, including environmental performance, engineering performance, favorable economics, and improved life cycle of products and projects. CARRC technical research tasks are developed based on member input and prioritization. CARRC special projects are developed with members and nonmembers to provide similar information and to support activities, including the assembly and interpretation of data, support for standards development and technology transfer, and facilitating product development and testing. CARRC activities from 2007 to 2009 included a range of research tasks, with primary work performed in laboratory tasks developed to answer specific questions or evaluate important fundamental properties of CCPs. The tasks were included in four categories: (1) Environmental Evaluations of CCPs; (2) Evaluation of Impacts on CCPs from Emission Controls; (3) Construction and Product-Related Activities; and (4) Technology Transfer and Maintenance Tasks. All tasks are designed to work toward achieving the CARRC overall goal and supporting objectives. The various tasks are coordinated in order to provide broad and useful technical data for CARRC members. Special projects provide an opportunity for non-CARRC members to sponsor specific research or technology transfer consistent with CARRC goals. This report covers CARRC activities from January 2007 through March 2009. These activities have been reported in CARRC Annual Reports and in member meetings over the past 2 years. CARRC continues to work with industry and various government agencies with its research, development, demonstration, and promotional activities nearing completion at the time of submission of this report. CARRC expects to continue its service to the coal ash industry in 2009 and beyond to work toward the common goal of advancing coal ash utilization by solving CCP-related technical issues and promoting the environmentally safe, technically sound, and economically viable management of these complex and changing materials.

  18. JV Task-Long-Kiln NOx Reduction Study

    Field sampling was conducted by the Energy & Environmental Research Center at two Lafarge North America cement kiln locations in Canada. Emissions including SO{sub x}, NO{sub x}, and particulate were measured and reported at various locations throughout the kilns. At each site data were collected on two kilns during field sampling. However, only Kiln 1 at the Ravena site was utilized for modeling efforts. Experimental work was then conducted to estimate the effectiveness of various NO{sub x} control techniques on limiting both NO{sub x} and SO{sub x} emissions in cement kiln exhaust. Theory-based models were constructed to estimate both NO{sub x} and SO{sub x} emissions from cement kilns. These models were then applied to estimating the impact of various NO{sub x} control strategies on kiln exhaust emissions. The sulfur model constructed as part of this work was successful at predicting SO{sub 2} emissions and sulfur capture in the Alpena kiln. This model is designed to run as a postprocessing step that uses the output of a NO{sub x} model as input. With an accurate NO{sub x} model, the sulfur model may prove to be a valuable tool in estimating the impact of kiln modifications on sulfur emissions. The NO{sub x} model was also applied to model several operating scenarios on three of Lafarge's kilns: Alpena 20/21, Alpena 22/23, and Ravena 1. The predictions of the flue gas temperature at the kiln feed end, the kiln shell heat loss, the quality of clinker, and the excess O{sub 2} in the flue gas are consistent with the audit data. The developed simulation tool in this project has proven to be an effective way to investigate the NO{sub x} emissions, to optimize kiln performance, and to assess changes in operating condition on kiln performance.

    Highway Fuel Economy Test (HWFET) and Federal Test Procedure 75 (FTP-75) tests were conducted on four 2007 model vehicles; a Chevrolet Impala flex-fuel and three non-flex-fuel vehicles: a Ford Fusion, a Toyota Camry, and a Chevrolet Impala. This investigation utilized a range of undenatured ethanol/Tier II gasoline blend levels from 0% to 85%. HWFET testing on ethanol blend levels of E20 in the flex fuel Chevrolet Impala and E30 in the non-flex-fuel Ford Fusion and Toyota Camry resulted in miles-per-gallon (mpg) fuel economy greater than Tier 2 gasoline, while E40 in the non-flex-fuel Chevrolet Impala resulted in an optimum mpg based on per-gallon fuel Btu content. Exhaust emission values for non-methane organic gases (NMOG), carbon monoxide (CO), and nitrogen oxides (NO{sub x}) obtained from both the FTP-75 and the HWFET driving cycles were at or below EPA Tier II, Light-Duty Vehicles, Bin 5 levels for all vehicles tested with one exception. The flex-fuel Chevrolet Impala exceeded the NMOG standard for the FTP-75 on E-20 and Tier II gasoline.

    The Energy Analysis Program at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues, we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US. In order to select appropriate data from what was available we established several criteria. Our primary interest was to use the data to help understand the historical evolution and likely future of the Chinese energy system. A primary criterion was thus that the data relate to the structure of energy supply and demand in the past and indicate probable developments (e.g., as indicated by patterns of investment). Other standards were accuracy, consistency with other information, and completeness of coverage. This is not to say that all the data presented herein are accurate, consistent, and complete, but where discrepancies and omissions do occur we have tried to note them.

  19. Precambrian oil and gas in China

    Abundant Precambrian oil and gas occurring mainly in two large basins, Sichuan basin in southwestern China and Bohai Bay basin in northern China, account for a considerable portion of the reserves and production in China. The Precambrian producing formations are all carbonates. Weiyuan gas field in Sichuan basin is one of the large gas fields in China. Its gas is produced primarily from the dolomite of the Dengying Formation (Sinian System) and was generated chiefly in the algal dolomite of the same system. However, a deeper origin for the gas cannot be ruled out. Renqiu oil field in Bohai Bay basin, a buried-hill oil field, is also one of the largest oil fields in China. The oil is produced primarily from the dolomite of the Wumishan Formation of the middle-upper Proterozoic and was generated chiefly in the Oligocene Shahejie Formation. It is also possible that the oil was partly sourced by middle-upper Proterozoic rocks. In addition, many oil and gas shows have been found in the middle-upper Proterozoic of the Yanshan fold-belt at the northern margin of the Bohai Bay basin. According to an organic geochemical study, the middle-upper Proterozoic in the area has a good potential for hydrocarbon generation, and formation conditions for indigenous hydrocarbon accumulation should exist in the Bohai Bay basin and nearby Yanshan foldbelt. From the analyses of hydrocarbon generation, reservoir, cap rock, trapping, and preservation, the presentation systematically describes the petroleum geological features and hydrocarbon prospects of the Precambrian in China.

  1. China's Coal: Demand, Constraints, and Externalities

    This study analyzes China's coal industry by focusing on four related areas. First, data are reviewed to identify the major drivers of historical and future coal demand. Second, resource constraints and transport bottlenecks are analyzed to evaluate demand and growth scenarios. The third area assesses the physical requirements of substituting coal demand growth with other primary energy forms. Finally, the study examines the carbon- and environmental implications of China's past and future coal consumption. There are three sections that address these areas by identifying particular characteristics of China's coal industry, quantifying factors driving demand, and analyzing supply scenarios: (1) reviews the range of Chinese and international estimates of remaining coal reserves and resources as well as key characteristics of China's coal industry including historical production, resource requirements, and prices; (2) quantifies the largest drivers of coal usage to produce a bottom-up reference projection of 2025 coal demand; and (3) analyzes coal supply constraints, substitution options, and environmental externalities. Finally, the last section presents conclusions on the role of coal in China's ongoing energy and economic development. China has been, is, and will continue to be a coal-powered economy. In 2007 Chinese coal production contained more energy than total Middle Eastern oil production. The rapid growth of coal demand after 2001 created supply strains and bottlenecks that raise questions about sustainability. Urbanization, heavy industrial growth, and increasing per-capita income are the primary interrelated drivers of rising coal usage. In 2007, the power sector, iron and steel, and cement production accounted for 66% of coal consumption. Power generation is becoming more efficient, but even extensive roll-out of the highest efficiency units would save only 14% of projected 2025 coal demand for the power sector. A new wedge of future coal consumption is likely to come from the burgeoning coal-liquefaction and chemicals industries. If coal to chemicals capacity reaches 70 million tonnes and coal-to-liquids capacity reaches 60 million tonnes, coal feedstock requirements would add an additional 450 million tonnes by 2025. Even with more efficient growth among these drivers, China's annual coal demand is expected to reach 3.9 to 4.3 billion tonnes by 2025. Central government support for nuclear and renewable energy has not reversed China's growing dependence on coal for primary energy. Substitution is a matter of scale: offsetting one year of recent coal demand growth of 200 million tonnes would require 107 billion cubic meters of natural gas (compared to 2007 growth of 13 BCM), 48 GW of nuclear (compared to 2007 growth of 2 GW), or 86 GW of hydropower capacity (compared to 2007 growth of 16 GW). Ongoing dependence on coal reduces China's ability to mitigate carbon dioxide emissions growth. If coal demand remains on a high growth path, carbon dioxide emissions from coal combustion alone would exceed total US energy-related carbon emissions by 2010. Within China's coal-dominated energy system, domestic transportation has emerged as the largest bottleneck for coal industry growth and is likely to remain a constraint to further expansion. China has a low proportion of high-quality reserves, but is producing its best coal first. Declining quality will further strain production and transport capacity. Furthermore, transporting coal to users has overloaded the train system and dramatically increased truck use, raising transportation oil demand. Growing international imports have helped to offset domestic transport bottlenecks. In the long term, import demand is likely to exceed 200 million tonnes by 2025, significantly impacting regional markets.

  2. Energy for 500 Million Homes: Drivers and Outlook for Residential Energy Consumption in China

    China's rapid economic expansion has propelled it to the rank of the largest energy consuming nation in the world, with energy demand growth continuing at a pace commensurate with its economic growth. The urban population is expected to grow by 20 million every year, accompanied by construction of 2 billion square meters of buildings every year through 2020. Thus residential energy use is very likely to continue its very rapid growth. Understanding the underlying drivers of this growth helps to identify the key areas to analyze energy efficiency potential, appropriate policies to reduce energy use, as well as to understand future energy in the building sector. This paper provides a detailed, bottom-up analysis of residential building energy consumption in China using data from a wide variety of sources and a modelling effort that relies on a very detailed characterization of China's energy demand. It assesses the current energy situation with consideration of end use, intensity, and efficiency etc, and forecast the future outlook for the critical period extending to 2020, based on assumptions of likely patterns of economic activity, availability of energy services, technology improvement and energy intensities. From this analysis, we can conclude that Chinese residential energy consumption will more than double by 2020, from 6.6 EJ in 2000 to 15.9 EJ in 2020. This increase will be driven primarily by urbanization, in combination with increases in living standards. In the urban and higher income Chinese households of the future, most major appliances will be common, and heated and cooled areas will grow on average. These shifts will offset the relatively modest efficiency gains expected according to current government plans and policies already in place. Therefore, levelling and reduction of growth in residential energy demand in China will require a new set of more aggressive efficiency policies.

    The authors' observations of a tradition of passive solar architecture in northern China are described. Tendencies for modern buildings to depart from this tradition are noted. Major passive solar research programs are discussed and experimental buildings are illustrated.   14. Economic Rebalancing and Electricity Demand in China

    Understanding the relationship between economic growth and electricity use is essential for power systems planning. This need is particularly acute now in China, as the Chinese economy is going through a transition to a more consumption and service oriented economy. This study uses 20 years of provincial data on gross domestic product (GDP) and electricity consumption to examine the relationship between these two factors. We observe a plateauing effect of electricity consumption in the richest provinces, as the electricity demand saturates and the economy develops and moves to a more service-based economy. There is a wide range of forecasts for electricity use in 2030, ranging from 5,308 to 8,292 kWh per capita, using different estimating functions, as well as in existing studies. It is therefore critical to examine more carefully the relationship between electricity use and economic development, as China transitions to a new growth phase that is likely to be less energy and resource intensive. The results of this study suggest that policymakers and power system planners in China should seriously re-evaluate power demand projections and the need for new generation capacity to avoid over-investment that could lead to stranded generation assets.

    The allowance mechanism is one of the core and sensitive aspects in design of a carbon trading scheme and affects the compliance cost for each company covered under the scheme. By examining China's allowance mechanism from two aspects including allowance allocation and allowance distribution, this paper compares China's carbon trading pilots with the EU Emissions Trading System and California Cap-and-Trade Program, and through the comparison identify issues that affect the efficiency of the pilots. The paper also recommends course of actions to strengthen China's existing pilots and build valuable experiences for the establishment of the national cap-and-trade system in China.

    A potential receptor influence function (PRIF) model, based on air mass forward trajectory calculations, was applied to simulate the atmospheric transport and outflow of polycyclic aromatic hydrocarbons (PAHs) emitted from China. With a 10 day atmospheric transport time, most neighboring countries and regions, as well as remote regions, were influenced by PAH emissions from China. Of the total annual PAH emission of 114 Gg, 92.7% remained within the boundary of mainland China. The geographic distribution of PRIFs within China was similar to the geographic distribution of the source regions, with high values in the North China Plain, Sichuan Basin, Shanxi, and Guizhou province. The Tarim basin and Sichuan basin had unfavorable meteorological conditions for PAH outflow. Of the PAH outflow from China (8092 tons or 7.1% of the total annual PAH emission), approximately 69.9% (5655 tons) reached no further than the offshore environment of mainland China and the South China Sea. Approximate 227, 71, 746, and 131 tons PAHs reached North Korea, South Korea, Russia-Mongolia region, and Japan, respectively, 2-4 days after the emission. Only 1.4 tons PAHs reached North America after more than 9 days. Interannual variation in the eastward PAH outflow was positively correlated to cold episodes of El Nino/Southern Oscillation. However, trans-Pacific atmospheric transport of PAHs from China was correlated to Pacific North America index (PNA) which is associated with the strength and position of westerly winds. 38 refs., 4 figs.

    CER Corp., Las Vegas, has recommended a rehabilitation program it believes could boost deliverability by 20% in a major gas field in China. This paper reports that the recommendations resulted from a 4 year, multimillion dollar study of Weiyuan field in Central China's Sichuan province. Sichuan province is China's major gas producing province, with current flow of about 671 MMcfd and potential recovery pegged at 280 tcf. China's government recently announced a shift in its exploration and development emphasis to natural gas (OGJ, Jan. 6, p. 30). Funded by World Bank, CER's study found that a workover program, infill drilling, and wellbore dewatering program could significantly increase reserves.
