    Executive Order 12898 and the accompanying memorandum addressed to Federal agency heads, both issued on February 11, 1994, require NEPA processes to incorporate environmental justice. The NEPA processes affected are: (1) public involvement formats, (2) analyses of potential impacts. The Executive Order clearly indicates that research strategies and mitigation measure should be developed with the input of the populations mentioned in the Executive Order, i.e., minority and low-income populations. However, an enhanced public involvement process may not occur because the NEPA activity may have been underway before the Executive Order was issued or because the agency chooses not to change traditional public participation mechanisms. It is also possible that enhanced mechanisms may not effectively elicit involvement. In either case, analysis that considers environmental justice must proceed. These analyses could be highly data-intensive--requiring new or modified methodological approaches-- and time-intensive, particularly if the process elements of the executive order are interpreted broadly, Federal agencies and NEPA project managers already have expressed concern about the potential cost of conducting exhaustive environmental justice related analyses where they may not be warranted. Also, the time and resources required to conduct a full environmental justice analysis is counter to recent trends to streamline the NEPA process. In light of this, a process to screen for indicators of the potential for environmental justice issues has been developed. The method incorporates separate screens for human health impacts, socioeconomic impacts, and social structural impacts. Positive results of any screen indicates the need for full-scale, environmental-justice-related analysis of that category of impact. The screen is intended as a useful tool in implementing environmental justice in environmental impact statements.

    Under Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, the Department of Energy (DOE) and Sandia National Laboratories New Mexico (SNL) are required to identify and address, as appropriate, disproportionately high, adverse human health or environmental effects of their activities on minority and low-income populations. The National Environmental Policy Act (NEPA) also requires that environmental justice issues be identified and addressed. This presents a challenge for SNL because it is located in a culturally diverse area. Successfully addressing potential impacts is contingent upon accurately identifying them through objective analysis of demographic information. However, an effective public participation process, which is necessarily subjective, is also needed to understand the subtle nuances of diverse populations that can contribute to a potential impact, yet are not always accounted for in a strict demographic profile. Typically, there is little or no coordination between these two disparate processes. This report proposes a five-step method for reconciling these processes and uses a hypothetical case study to illustrate the method. A demographic analysis and community profile of the population within 50 miles of SNL were developed to support the environmental justice analysis process and enhance SNL`s NEPA and public involvement programs. This report focuses on developing a methodology for identifying potentially impacted populations. Environmental justice issues related to worker exposures associated with SNL activities will be addressed in a separate report.

    Environmental Justice (EJ) concerns are now a pervasive part of environmental policy. Moreover, Federal Executive Order 12898 mandates its diffusion throughout federal government programs, and many states are developing similar programs. EJ concerns first arose in the environmental field in the context of hazardous waste facilities. Thus, hazardous waste applications provide important analytical models for EJ issues addressed in other programs, such as environmental assessment (EA). At the present time, EJ concerns are treated largely qualitatively in EAs and environmental impact statements (EISs) in sections dealing with neighborhood and community character or socioeconomics. The manner in which EJ issues are examined in EISs is described using examples from recent EISs, and an approach to quantifying EJ in terms of demographic patterns is presented using techniques previously applied by the author to hazardous waste sites (primarily sites on the National Priorities List under the Superfund program). Various geographic levels and demographic parameters are discussed and compared. A key point is the manner in which the choice of a comparison area influences conclusions about a particular area. these methods are critical in addressing such issues as whether proposed projects are being located in areas with relatively greater proportions of {open_quotes}vulnerable{close_quotes} populations or, in the case of public service projects, how these populations are served relative to other populations by the facilities that are the subject of the assessment.

    The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection.     A method of detecting malicious binary executable files is accomplished by inputting a binary executable file; converting the binary executable file to byte hexadecimal text strings; calculating the frequency of each byte pattern in the byte hexadecimal text strings; selecting characteristic byte pattern frequencies as discriminating features; classifying the discriminating features as malicious or benign; labeling the binary executable file as malicious or benign; and outputting the labeled malicious or benign binary executable file.

    This book is a collection of nine essays originally presented at a conference entitled {open_quotes}Justice and the Human Genome{close_quotes} held in Chicago in late 1991. The goal of the articles in this collection is to explore questions of justice raised by developments in genomic research and by applications of genetic knowledge and technology. The Human Genome Project (HGP) is used as a starting point for exploring these questions, but, as Marc Lappe recognizes, the database generated by HGP research will have implications far beyond the medical applications frequently used to justify this research effort. Thus, the book`s contributors consider questions of justice in relation to screening and testing for various predispositions, conditions, and diseases and gene therapy but also examine testing for other characteristics, forensic uses of genetic information, issues associated with DNA banks, and (hypothetical) genetic enhancement possibilities.

    Evaluations of environmental justice for government actions concerned with the transportation of hazardous materials over cross country routes presents a significant challenge in spatial data analysis. The sheer volume of data required for accurate identification of minority and low-income populations along the routes and at the endpoints can be formidable. Managing and integrating large volumes of information with state-of-the-art tools is essential in the analysis of environmental justice and equity concerns surrounding transportation of hazardous materials. This paper discusses the role and limitations of geographical information systems in the analysis and visualization of populations potentially affected by the transportation of hazardous materials over transcontinental ground and water routes. Case studies are used to demonstrate the types of data and analyses needed for evaluations of environmental justice for cross country routes and end points. Inherent capabilities and limitations in spatial resolution are evaluated for environmental assessments in which potentially affected areas are quantified based on the physical characteristics of the hazardous cargo.

    The IPST BDE (Institute of Paper Science and Technology Business Development Executive) program was initiated in 1997 to make the paper industry better aware of the new manufacturing technologies being developed at IPST for the U.S. pulp and paper industry's use. In April 2000, the BDE program management and the 20 BDEs, all retired senior level industry manufacturing and research executives, were asked by Ms. Denise Swink of OIT at DOE to take the added responsibility of bringing DOE developed energy conservation technology to the paper industry. This project was funded by a DOE grant of $950,000.

    A faithful execution system includes system memory, a target processor, and protection engine. The system memory stores a ciphertext including value fields and integrity fields. The value fields each include an encrypted executable instruction and the integrity fields each include an encrypted integrity value for determining whether a corresponding one of the value fields has been modified. The target processor executes plaintext instructions decoded from the ciphertext while the protection engine is coupled between the system memory and the target processor. The protection engine includes logic to retrieve the ciphertext from the system memory, decrypt the value fields into the plaintext instructions, perform an integrity check based on the integrity fields to determine whether any of the corresponding value fields have been modified, and provide the plaintext instructions to the target processor for execution.

    The paper addresses the specific empowerment needs of communities and workers fighting for environmental justice. Thousands of people of color and poor communities throughout the United States are victimized by policies and practices of environmental racism which resulted in the disproportionate burden of exposure to environmental contamination where they live, work and play. Powerful interests who own and operate polluting industries and waste disposal facilities prey on poor, low income and non-white communities because they view them as areas of least resistance and {open_quotes}sacrifice zones.{close_quotes} Leaders and members of organizations from communities threatened or already devastated by contamination are waging determined, courageous and heroic struggles against giant corporate polluters. In many instances, the leaders and members of these grassroots environmental groups are literally sick and dying from contamination as they seek to organize for clean, safe and healthy communities. A key issue for communities and workers fighting for environmental justice is realizing true empowerment. Communities and workers must develop empowerment and capacity building skills in the areas of community and labor organizing; media relations and public education; legal advocacy; legislative and regulatory tracking; lobbying; health monitoring and health services; research; scientific technical needs (eg. air, water and soil testing); fundraising and economic sustainable development; institutional and organizational development; voter education and electoral politics; and youth and adult leadership training. When these empowerment skills are combined with a clear vision of justice for the future, communities will be able to fight cooporations armed with high-powered lawyers, lobbyists, public relations firms and bought-off politicians.

    Executive Order 12003, dated 19 July 1977, initiated the U.S. Army`s energy conservation effort. Specifically, the Executive Order led to the development of the Army Facilities Energy Plan which directs Army Staff and Major Army Commands to develop detailed implementation plans for energy conservation. As a result of these directives, the Fort Worth District of the U.S. Army Corps of Engineers contracted for an Energy Engineering Analysis Program (EEAP) at Fort Polk, Louisiana. The EEAP included Increments `A`, `B`, `E`, and `G`. To accomplish the intent of Increment `P`, namely, providing low cost/no cost energy savings recommendations in the form of specific, practical instructions for use by the Facility Engineer, the following general steps were taken: (1) Consider treasures identified in Detailed Scope of Work. (2) identify other potential Low Cost/No Cost energy Conservation Measures (ECM) through discussions with Fort Polk personnel and field surveys by Graham Associates engineers.     While the accuracy of assembly calculations has considerably improved due to the increase in computer power enabling more refined description of the phase space and use of more sophisticated numerical algorithms, the computational cost continues to increase which limits the full utilization of their effectiveness for routine engineering analysis. Reduced order modeling is a mathematical vehicle that scales down the dimensionality of large-scale numerical problems to enable their repeated executions on small computing environment, often available to end users. This is done by capturing the most dominant underlying relationships between the model's inputs and outputs. Previous works demonstrated the use of the reduced order modeling for a single physics code, such as a radiation transport calculation. This manuscript extends those works to coupled code systems as currently employed in assembly calculations. Numerical tests are conducted using realistic SCALE assembly models with resonance self-shielding, neutron transport, and nuclides transmutation/depletion models representing the components of the coupled code system.     In an increasingly networked world, critical infrastructure systems suffer from two types of vulnerability. The first is the traditionally recognized problem of monitoring the systems for faults and failures, recognizing and analyzing data, and responding with real understanding to the problems of the system. Increasingly complex systems create the opportunity for single points of failure to cascade when inaccurate assessment of system health increases response time or leads to faulty analysis of the problems involved. A second problem involves vulnerability to cyber intrusion, in which bad actors can mask system deterioration or present false data about system status. A resilient system will protect stability, efficiency, and security. To ensure these three states, the system must react to changing conditions within the system with coordination: no one component of the system can be allowed to react to problems without real consideration of the effects of that action on other components within the system. Systems with multi-agent design typically have three layers of action, a management layer, a coordination layer, and an execution layer. A resilient multi-agent system will emphasize functions of the execution layer, which has the responsibility of initiating actions, monitoring, analyzing, and controlling its own processes, while feeding information back to the higher levels of management and coordination. The design concept of a resilient control system execution agent (ReCoSEA) grows out of these underpinnings, and through the use of computational intelligence techniques, this paper suggests an associated design methodology.

    On March 31, 1994, officials from the Departrnent of Energy (DOE), the Environmental Protection Agency (EPA), and the Council on Environmental Quality (CEQ) met with then Acting Assistant Attorney General Lois Schiffer and other representatives of the Department of Justice (DOJ) to discuss the issue of the relationship of the National Environmental Policy Act (NEPA) to the cleanup of federal facilities under the CERCLA Superfund program.     A system for loading an executable code into volatile memory in a downhole tool string component comprises a surface control unit comprising executable code. An integrated downhole network comprises data transmission elements in communication with the surface control unit and the volatile memory. The executable code, stored in the surface control unit, is not permanently stored in the downhole tool string component. In a preferred embodiment of the present invention, the downhole tool string component comprises boot memory. In another embodiment, the executable code is an operating system executable code. Preferably, the volatile memory comprises random access memory (RAM). A method for loading executable code to volatile memory in a downhole tool string component comprises sending the code from the surface control unit to a processor in the downhole tool string component over the network. A central processing unit writes the executable code in the volatile memory.

    We begin with the following definitions: Definition: A trusted volume is the computing machinery (including communication lines) within which data is assumed to be physically protected from an adversary. A trusted volume provides both integrity and privacy. Definition: Program integrity consists of the protection necessary to enable the detection of changes in the bits comprising a program as specified by the developer, for the entire time that the program is outside a trusted volume. For ease of discussion we consider program integrity to be the aggregation of two elements: instruction integrity (detection of changes in the bits within an instruction or block of instructions), and sequence integrity (detection of changes in the locations of instructions within a program). Definition: Faithful Execution (FE) is a type of software protection that begins when the software leaves the control of the developer and ends within the trusted volume of a target processor. That is, FE provides program integrity, even while the program is in execution. (As we will show below, FE schemes are a function of trusted volume size.) FE is a necessary quality for computing. Without it we cannot trust computations. In the early days of computing FE came for free since the software never left a trusted volume. At that time the execution environment was the same as the development environment. In some circles that environment was referred to as a ''closed shop:'' all of the software that was used there was developed there. When an organization bought a large computer from a vendor the organization would run its own operating system on that computer, use only its own editors, only its own compilers, only its own debuggers, and so on. However, with the continuing maturity of computing technology, FE becomes increasingly difficult to achieve

    To get a collective sense of the impact of research and development (R&D) on biomass resource availability, and to determine the feasibility that yields higher than baseline assumptions used for past assessments could be achieved to support U.S. energy independence, an alternate High-Yield Scenario (HYS) concept was presented to industry experts at a series of workshops held in December 2009. The workshops explored future production of corn/agricultural crop residues, herbaceous energy crops (HECs), and woody energy crops (WECs). This executive summary reports the findings of that workshop.
