Stephens, Jr. Memorial Symposium: Deformation and Interfacial Phenomena in Advanced High-Temperature Materials are honoring the memory of Dr. Stephens and his many technical contributions that were accomplished over a relatively brief twenty year career. His research spanned the areas of creep and deformation of metals, dispersion-strengthened alloys and their properties, metal matrix composite materials, processing and properties of refractory metals, joining of ceramic-ceramic and metal-ceramic systems, active braze alloy development, and mechanical modeling of soldered and brazed assemblies.     This year the Manuel Lujan Jr. Neutron Scattering Center (LANSCE) ran an informal user program because the US Department of Energy planned to close LANSCE in FY1994. As a result, an advisory committee recommended that LANSCE scientists and their collaborators complete work in progress. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and a associated Proton Storage Ring (PSR), which can Iter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory (LANL) may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. This year, a total of 127 proposals were submitted. The proposed experiments involved 229 scientists, 57 of whom visited LANSCE to participate in measurements. In addition, 3 (nuclear physics) participating research teams, comprising 44 scientists, carried out experiments at LANSCE. Instrument beam time was again oversubscribed, with 552 total days requested an 473 available for allocation.

    MidAmerican Energy Co. and its project partners are convinced that supercritical coal-firing technology's inherently higher efficiency and lower CO{sub 2} emissions no longer come with a price: reduced reliability. Unit 4 of the Walter Scott, Jr. Energy Center (WSEC) entered into service in June 2006 doubling the capacity of the PRB-coal fuelled plant to 1,600 MW. This is the first major new supercritical plant in the US in more than 15 years. The design of the boiler and the air pollution control systems downstream are described and illustrated. Unit 4 won the 2007 Plant of the Year awarded by Power magazine. 11 figs.

In 2004, the Massie Chair of Excellence Professor at Howard University transitioned from Dr. Edward Martin to Dr. James H. Johnson, Jr. At the time of his appointment Dr. Johnson served as professor of civil engineering and Dean of the College of Engineering, Architecture and Computer Sciences. Program activities under Dr. Johnson were in the following areas: • Increase the institution’s capacity to conduct scientific research and technical investigations at the cutting-edge. • Promote interactions, collaborations and partnerships between the private sector, Federal agencies, majority research institutes and other HBCUs. • Assist other HBCUs in reaching parity in engineering and related fields. • Mentor young investigators and be a role model for students.

    This year was the third in which LANSCE ran a formal user program. A call for proposals was issued before the scheduled run cycles, and experiment proposals were submitted by scientists from universities, industry, and other research facilities around the world. An external program advisory committee, which LANSCE shares with the Intense Pulsed Neutron Source (IPNS), Argonne National Laboratory examined the proposals and made recommendations. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and an associated Proton Storage Ring (PSR), which can alter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each six-month LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. One hundred thirty-four proposals were submitted for unclassified research and twelve proposals for research of a programmatic nature to the Laboratory. Our definition of beam availability is when the proton current from the PSR exceeds 50% of the planned value. The PSR ran at 65{mu}A current (average) at 20 Hz for most of 1990. All of the scheduled experiments were performed and experiments in support of the LANSCE research program were accomplished during the discretionary periods.

    An analysis of Chandra ACIS data for two relatively bright and narrow portions of the northwestern rim of G266.2-1.2 (a.k.a. RX J0852.0-4622 or Vela Jr.) reveal evidence of a radial displacement of 2.40 +/- 0.56 arcsec between 2003 and 2008. The corresponding expansion rate (0.42 +/- 0.10 arcsec/yr or 13.6 +/- 4.2%/kyr) is about half the rate reported for an analysis of XMM-Newton data from a similar, but not identical, portion of the rim over a similar, but not identical, time interval (0.84 +/- 0.23 arcsec/yr, Katsuda et al. 2008a). If the Chandra rate is representative of the remnant as a whole, then the results of a hydrodynamic analysis suggest that G266.2-1.2 is between 2.4 and 5.1 kyr old if it is expanding into a uniform ambient medium (whether or not it was produced by a Type Ia or Type II event). If the remnant is expanding into the material shed by a steady stellar wind, then the age could be as much as 50% higher.     This report contains two companion papers about radiological and environmental research that developed out of efforts of the Atomic Energy Commission in the late 1940s and the 1950s. Both papers were written for the Joint U.S.-Russian International Symposium entitled ''History of Atomic Energy Projects in the 1950s--Sociopolitical, Environmental, and Engineering Lessons Learned,'' which was hosted by the International Institute for Applied Systems Analysis in Laxemberg, Austria, in October 1999. Because the proceedings of this symposium were not published, these valuable historic reviews and their references are being documented as a single ORNL report. The first paper, ''U.S. Radioecology Research Programs Initiated in the 1950s,'' written by David Reichle and Stanley Auerbach, deals with the formation of the early radioecological research programs at the U.S. Atomic Energy Commission's nuclear production facilities at the Clinton Engineering Works in Oak Ridge, Tennessee; at the Hanford Plant in Richland, Washington; and at the Savannah River Plant in Georgia. These early radioecology programs were outgrowths of the environmental monitoring programs at each site and eventually developed into the world renowned National Laboratory environmental program sponsored by the Office of Biological and Environmental Research of the U.S. Department of Energy. The original version of the first paper was presented by David Reichle at the symposium. The second paper, ''U.S. Atomic Energy Commission's Environmental Research Programs Established in the 1950s,'' summarizes all the environmental research programs supported by the U.S. Atomic Energy Commission in the 1950s and discusses their present-day legacies. This paper is a modified, expanded version of a paper that was published in September 1997 in a volume commemorating the 50th anniversary symposium of the U.S. Department of Energy's Office of Biological and Environmental Research (DOE/BER). Contributors to the original work--Murray Schulman, DOE Headquarters, retired; Jerry Elwood, DOE/BER; David Reichle, Oak Ridge National Laboratory; and Ward Wicker, Colorado State University--provided further insight into environmental research in the decade of the 1950s and expanded the environmental part of the original document. The original version of the second paper was presented by David Reichle in poster session at the symposium.

    This instrumentation grant funded the development and installation of a state-of-the-art laser system to be used for the DOE funded research at the J.R. Macdonald Laboratory at Kansas State University. Specifically, we purchased a laser based on the KMLABs Red-Dragon design, which has a high repetition rate of 10-20 kHz crucial for multi-parameter coincidence measurements conducted in our lab. This laser system is carrier-envelope phase (CEP) locked and provides pulses as short as 21 fs directly from the amplifier (see details below). In addition, we have developed a pulse compression setup that provides sub 5 fs pulses and a CEP tagging capability that allows for long measurements of CEP dependent processes.

    Based largely on energy budget considerations and the observed cosmic-ray (CR) ionic composition, supernova remnant (SNR) blast waves are the most likely sources of CR ions with energies at least up to the "knee" near 3 PeV. Shocks in young shell-type TeV-bright SNRs are surely producing TeV particles, but the emission could be dominated by ions producing neutral pion-decay emission or electrons producing inverse-Compton gamma-rays. Unambiguously identifying the GeV-TeV emission process in a particular SNR will not only help pin down the origin of CRs, it will add significantly to our understanding of the diffusive shock acceleration (DSA) mechanism and improve our understanding of supernovae and the impact SNRs have on the circumstellar medium. In this study, we investigate the Vela Jr. SNR, an example of TeV-bright non-thermal SNRs. We perform hydrodynamic simulations coupled with non-linear DSA and non-equilibrium ionization near the forward shock (FS) to confront currently available multi-wavelength data....

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and C that allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. In includes both tutorial and reference material. It also presents the basic concepts that underly PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.     The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

(BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.

    In this paper we propose an extension of Answer Set Programming (ASP), and in particular, of its most general logical counterpart, Quantified Equilibrium Logic (QEL), to deal with partial functions. Although the treatment of equality in QEL can be established in different ways, we first analyse the choice of decidable equality with complete functions and Herbrand models, recently proposed in the literature. We argue that this choice yields some counterintuitive effects from a logic programming and knowledge representation point of view. We then propose a variant called QELF where the set of functions is partitioned into partial and Herbrand functions (we also call constructors). In the rest of the paper, we show a direct connection to Scott's Logic of Existence and present a practical application, proposing an extension of normal logic programs to deal with partial functions and equality, so that they can be translated into function-free normal programs, being possible in this way to compute their answer sets...
