    The start of the Third Millennium will be highlighted by the establishment of man's extraterrestrial civilization with three technical cornerstones leading to the off-planet expansion of the human resource base. These are (1) the availability of compact energy sources for power and propulsion, (2) the creation of permanent manned habitats in space, and (3) the ability to process materials anywhere in the Solar System. In the 1990s and beyond, nuclear reactors could represent the prime source of both space power and propulsion. The manned and unmanned space missions of tomorrow will demand first kilowatt and then megawatt levels of power. Various nuclear power plant technologies will be discussed, with emphasis on derivatives from the nuclear rocket technology.

    The Russian Federation Ministry for Atomic Energy (MINATOM) and the US Department of Energy (USDOE) formed international Nuclear Safety Centers in October 1995 and July 1996, respectively, to collaborate on nuclear safety research. Since January 1997, the two centers have initiated the following nine joint research projects: (1) INSC web servers and databases; (2) Material properties measurement and assessment; (3) Coupled codes: Neutronic, thermal-hydraulic, mechanical and other; (4) Severe accident management for Soviet-designed reactors; (5) Transient management and advanced control; (6) Survey of relevant nuclear safety research facilities in the Russian Federation; (8) Advanced structural analysis; and (9) Development of a nuclear safety research and development plan for MINATOM. The joint projects were selected on the basis of recommendations from two groups of experts convened by NEA and from evaluations of safety impact, cost, and deployment potential. The paper summarizes the projects, including the long-term goals, the implementing strategy and some recent accomplishments for each project.

    Humankind is confronted with a "nuclear stewardship curse", facing the prospect of needing to manage nuclear products over long time scales in the face of the short-time scales of human polities. I propose a super Manhattan-type effort to rejuvenate the nuclear energy industry to overcome the current dead-end in which it finds itself, and by force, humankind has trapped itself in. A 1% GDP investment over a decade in the main nuclear countries could boost economic growth with a focus on the real world, epitomised by nuclear physics/chemistry/engineering/economics with well defined targets. By investing vigorously to obtain scientific and technological breakthroughs, we can create the spring of a world economic rebound based on new ways of exploiting nuclear energy, both more safely and more durably.

    The Material Protection, Control and Accounting (MPC&A) Operations Monitoring (MOM) systems handling at the International Intergovernmental Organization - Joint Institute for Nuclear Research (JINR) is described in this paper. Category I nuclear material (plutonium and uranium) is used in JINR research reactors, facilities and for scientific and research activities. A monitoring system (MOM) was installed at JINR in April 2003. The system design was based on a vulnerability analysis, which took into account the specifics of the Institute. The design and installation of the MOM system was a collaborative effort between JINR, Brookhaven National Laboratory (BNL) and the U.S. Department of Energy (DOE). Financial support was provided by DOE through BNL. The installed MOM system provides facility management with additional assurance that operations involving nuclear material (NM) are correctly followed by the facility personnel. The MOM system also provides additional confidence that the MPC&A systems continue to perform effectively.

    The objective of this joint U.S./Russian study was to develop a safe, technically feasible, economically acceptable strategy for decommissioning Leningrad Nuclear Power Plant (LNPP) Unit No. 1 as a representative first-generation RBMK-1000 reactor. The ultimate goal in developing the decommissioning strategy was to select the most suitable decommissioning alternative and end state, taking into account the socioeconomic conditions, the regulatory environment, and decommissioning experience in Russia. This study was performed by a group of Russian and American experts led by Kurchatov Institute for the Russian efforts and by the Pacific Northwest National Laboratory for the U.S. efforts and for the overall project.

    The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China Institute of Atomic Energy (CIAE) in Beijing. This paper provides details of the successful cooperation between DOE/NNSA and CAEA for all phases of the cooperative effort to enhance civil domestic MPC&A inspections in China.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed. Repository system concepts were reviewed, repository design concepts for the various classifications of nuclear waste were summarized, and the factors to consider in repository design and optimization were then discussed. Japan is considering various alternatives and options for the geologic disposal facility and the framework for future analysis of repository concepts was discussed. Regarding the advanced waste and storage form development, waste form technologies developed in both countries were surveyed and compared. Potential collaboration areas and activities were next identified. Disposal system optimization processes and techniques were reviewed, and factors to consider in future repository design optimization activities were also discussed. Then the potential collaboration areas and activities related to the optimization problem were extracted.

    The research area of nuclear astrophysics is characterized by a need for information published in tens of journals in several fields and an extremely dilute distribution of researchers. For these reasons it is difficult for researchers, especially students, to be adequately informed of the relevant published research. For example, the commonly employed journal club is inefficient for a group consisting of a professor and his two students. In an attempt to address this problem, we have developed a virtual journal (VJ), a process for collecting and distributing a weekly compendium of articles of interest to researchers in nuclear astrophysics. Subscribers are notified of each VJ issue using an email-list server or an RSS feed. The VJ data base is searchable by topics assigned by the editors, or by keywords. There are two related VJs: the Virtual Journal of Nuclear Astrophysics (JINA VJ), and the SEGUE Virtual Journal (SEGUE VJ). The JINA VJ also serves as a source of new experimental and theoretical information for the JINA REACLIB reaction rate database. References to review articles and popular level articles provide an introduction to the literature for students.     [Participants will serve as border guards for Reimerland. They will be given brief instruction on the operation of hand-held RadioIsotope DetectorS (RIDS) and be provided an intelligence briefing that tells them to be on the lookout for suspicious activity at their post. Their instruction will include directing suspicious vehicles to a location for secondary screening. If, after secondary screening, suspicions of a criminal act involving nuclear and or radioactive materials remain, participants have been instructed to request assistance from the NLEA, who will then setup and manage a radiological crime scene. Participants will watch a demonstration of two vehicles containing radioactive materials driving through and setting off a portal monitor. The first vehicle, a semi-tractor trailer, sets off only a gamma alarm. After the driver provides a shipping manifest of fertilizer, participants, posing as border guards, are expected to waive this vehicle through inspection. The second vehicle, an SUV, set off both gamma and 2 neutron alarms. The alarming of the neutron monitor should prompt participants to set up a secondary inspection of the vehicle immediately. The driver of the vehicle indicates he is in legal possession of an industrial instrument containing an old 133Ba source that has decayed to a level no longer requiring official paperwork according to the IAEA and internationally accepted transportation regulations. Authorities have verified that the industrial source does fit the description of one that is sold commercially. However, upon setting up a secondary screening, participants will use hand-held detectors to locate several other radioactive sources emanating from a black duffle bag in the rear of the vehicle (Figure 1). Hand held detectors detect the presence of 133Ba, and Pu. Upon questioning, the driver only commits to having the 133Ba industrial source and cannot account for the detection of neutrons within his vehicle. Since neutron alarms also sounded, participants should indicate that a neutron alarm would be inconsistent with a 133Ba source alone and should therefore conclude further investigation is warranted. This will prompt participants to call in a response team from the NLEA to set up a radiological crime scene around the vehicle in question. The response team is able to shoot a 3-D X-ray radiograph of the duffle bag without moving it to ensure it is rendered safe and moveable without disturbing the contents in the field (Figure 2). At this point, the duffle bag is entered into inventory as evidence and a chain of custody form is initiated. Swipes are taken from the outer bag to confirm there is no dispersible contamination. The bag and its contents are considered valuable for the investigation by the lead investigator. He determines the duffle bag is safe to transport to RRL for evidence inventory and analysis. The duffle bag and its contents are packaged and sent off to the RRL.

    Joint Implementation (JI) appears to have been born with Applied Energy Services Guatemala project in 1988. That project, to plant 52 million trees, protect existing forests from cutting and fire, and enhance rural development, is being implemented by CARE Guatemala to offset 120 per cent of the emissions of a small coal burning power plant that has been built in Connecticut. Since that time, several utilities and governments have initiated additional projects. Not all of these necessarily consist of tree planting in other countries, but may consist of energy efficiency or energy conservation programs designed to reduce carbon emissions by at least as much as the additional releases from a new facility. All JI projects share the characteristic of linking the release of greenhouse gases in an industrial country with an offset that reduces or absorbs a comparable amount in another country. The emitter in the industrial country is willing to pay for the reduction elsewhere because costs are less than they would be at home.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC26-98FT40321 funded through the Office of Fossil Energy and administered at the National Energy Technology Laboratory (NETL) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy & Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying highly efficient, nonpolluting energy systems that meet the nation's requirements for clean fuels, chemicals, and electricity in the 21st century. The EERC in partnership with its nonfederal partners jointly performed 131 JSRP projects for which the total DOE cost share was $22,716,634 (38%) and the nonfederal share was $36,776,573 (62%). Summaries of these projects are presented in this report for six program areas: (1) resource characterization and waste management, (2) air quality assessment and control, (3) advanced power systems, (4) advanced fuel forms, (5) value-added coproducts, and (6) advanced materials. The work performed under this agreement addressed DOE goals for reductions in CO{sub 2} emissions through efficiency, capture, and sequestration; near-zero emissions from highly efficient coal-fired power plants; environmental control capabilities for SO{sub 2}, NO{sub x}, fine respirable particulate (PM{sub 2.5}), and mercury; alternative transportation fuels including liquid synfuels and hydrogen; and synergistic integration of fossil and renewable resources.

    A method of joining at least two sintered bodies to form a composite structure, including providing a first multicomponent metallic oxide having a perovskitic or fluorite crystal structure; providing a second sintered body including a second multicomponent metallic oxide having a crystal structure of the same type as the first; and providing at an interface a joint material containing at least one metal oxide containing at least one metal identically contained in at least one of the first and second multicomponent metallic oxides. The joint material is free of cations of Si, Ge, Sn, Pb, P and Te and has a melting point below the sintering temperatures of both sintered bodies. The joint material is heated to a temperature above the melting point of the metal oxide(s) and below the sintering temperatures of the sintered bodies to form the joint. Structures containing such joints are also disclosed.

    Sandia National Laboratories (SNL) designs mechanical systems with threaded joints that must survive high shock environments. These mechanical systems include penetrators that must survive soil and rock penetration; drilling pipe strings that must survive rock-cutting, shock environments; and laydown weapons that must survive delivery impact shock. This paper summarizes an analytical study and an experimental evaluation of compressive, one-dimensional, shock transmission through a threaded joint in a split Hopkinson bar configuration. Thread geometries were scaled to simulate large diameter threaded joints with loadings parallel to the axis of the threads. Both strain and acceleration were evaluated with experimental measurements and analysis. Analytical results confirm the experimental conclusions that in this split Hopkinson bar configuration, the change in the one-dimensional shock wave by the threaded joint is localized to a length equal to a few diameters` length beyond the threaded joint.

    In this paper we discuss the existence of joint probability distributions for quantumlike response computations in the brain. We do so by focusing on a contextual neural-oscillator model shown to reproduce the main features of behavioral stimulus-response theory. We then exhibit a simple example of contextual random variables not having a joint probability distribution, and describe how such variables can be obtained from neural oscillators, but not from a quantum observable algebra.

    A shroud for a nuclear reactor is described. In one embodiment, the shroud includes first and second shroud sections, and each shroud section includes a substantially cylindrical main body having a first end and a second end. With respect to each shroud section, a flange is located at the main body first end, and the flange has a plurality of bolt openings therein and a plurality of scalloped regions. The first shroud section is welded to the second shroud section, and at least some of the bolt openings in the first shroud section flange align with respective bolt openings in the second shroud section flange. In the event that the onset of inter-granular stress corrosion cracking is ever detected in the weld between the shroud section, bolts are inserted through bolt openings in the first shroud section flange and through aligned bolt openings the second shroud section flange. Each bolt, in one embodiment, has a shank section and first and second threaded end sections. Nuts are threadedly engaged to the threaded end sections and tightened against the respective flanges. 4 figs.

    The alternatives for the disposition of the UK's civil plutonium stocks are currently being investigated by Nexia Solutions Ltd. on behalf of the Nuclear Decommissioning Authority (NDA). A number of scenarios are currently being considered depending on the strategic requirements of the UK. The two main disposition options are: re-use as MOX (Mixed Oxide) fuel in reactors, or immobilisation in the event of any material being declared surplus to requirements. The amount of Pu which will require immobilisation will depend on future UK nuclear strategy, along with the extent of any stocks deemed unsuitable for re-use. However, it is likely that some portion will have to be immobilised and therefore three credible waste-forms are under consideration; ceramic, glass and 'immobilisation' MOX. These are currently being developed and assessed in a systematic programme that involves periodic evaluation against a range of criteria. In this way, by down-selecting on the basis of robust and technical review, the most appropriate option for immobilising surplus civil plutonium in the UK can be recommended. The latest results from the immobilisation experimental programme are presented following the de-selection of the least favourable glass and ceramic candidates. The main criteria for this decision were waste loading, durability, processability, criticality and proliferation resistance. In addition, the durability of unirradiated MOX fuel is being examined to determine its potential as a wasteform for Pu, and recent leach test data is discussed. The current evaluation comprises not only a comparison of the relevant physical properties of the various waste-forms, but also key processing parameters, e.g. glass viscosity and melter technology, ceramic fabrication routes, and criticality issues. Other important aspects of the long-term behaviour of the waste-forms under consideration in a potential repository environment, such as radiation damage, criticality control and the properties of any neutron poisons present, are also included.     CERN civil engineers are studying the feasibility of several potential ring colliders to complement the LHC: an 80km circular tunnel to house the TLEP and VHE-LHC, and the ring-ring and linac-ring options for the LHeC. The feasibility of these projects is largely dependent on civil design and geotechnical and environmental risks. As civil infrastructure works typically represent one third of the cost of major physics projects, it is critical that the construction costs are well understood from the conceptual stage.     The Nuclear Physics group at UTK is involved in heavy-ion physics including both nuclear structure and reaction mechanisms. During the last year experimental work has been in 3 broad areas: structure of nuclei at high angular momentum, structure of nuclei far from stability, and ultra-relativistic heavy-ion physics. Results in these areas are described in this document under: properties of high-spin states, study of low-energy levels of nuclei far from stability, and high-energy heavy-ion physics (PHENIX, etc.). Another important component of the work is theoretical interpretation of experimental results (Joint Institute for Heavy Ion Research).

    Gas centrifuges have been an ideal enrichment method for a wide variety of countries. Many countries have built gas centrifuges to make enriched uranium for peaceful nuclear purposes. Other countries have secretly sought centrifuges to make highly enriched uranium for nuclear weapons. In more recent times, several countries have secretly sought or built gas centrifuges in regions of tension. The main countries that have been of interest in the last two decades have been Pakistan, Iraq, Iran, and North Korea. Currently, most attention is focused on Iran, Pakistan, and North Korea. These states did not have the indigenous abilities to make gas centrifuges, focusing instead on illicit and questionable foreign procurement. The presentation covered the following main sections: Spread of centrifuges through illicit procurement; Role of export controls in stopping proliferation; Increasing the transparency of gas centrifuge programs in non-nuclear weapon states; and, Verified dismantlement of gas centrifuge programs. Gas centrifuges are important providers of low enriched uranium for civil nuclear power reactors. They also pose special nuclear proliferation risks. We all have special responsibilities to prevent the spread of gas centrifuges into regions of tension and to mitigate the consequences of their spread into the Middle East, South Asia, and North Asia.

    The Pacific Northwest National Laboratory (PNNL) in Richland, Washington, conducted initial studies to evaluate the effectiveness of nondestructive examinations (NDE) coupled with mechanical testing for assessing butt fusion joint integrity in high density polyethylene (HDPE) pipe. The work provided insightful information to the United States Nuclear Regulatory Commission (NRC) on the effectiveness of volumetric inspection techniques for detecting lack of fusion (LOF) conditions in the fusion joints. HDPE has been installed on a limited basis in American Society of Mechanical Engineers (ASME) Class 3, buried piping systems at several operating U.S. nuclear power plants and has been proposed for use in new construction. A comparison was made between the results from ultrasonic and microwave nondestructive examinations and the results from mechanical destructive evaluations, specifically the high-speed tensile test and the side-bend test, for determining joint integrity. The data comparison revealed that none of the NDE techniques detected all of the lack-of-fusion conditions that were revealed by the destructive tests. Follow-on work has recently been initiated at PNNL to accurately characterize the NDE responses from machined flaws of varying size and location in PE 4710 materials as well as the LOF condition. This effort is directed at quantifying the ability of volumetric NDE techniques to detect flaws in relation to the critical flaw size associated with joint integrity. A status of these latest investigations is presented.

    Several members make up a joint in a high-temperature electrochemical device, wherein the various members perform different functions. The joint is useful for joining multiple cells (generally tubular modules) of an electrochemical device to produce a multi-cell segment-in-series stack for a solid oxide fuel cell, for instance. The joint includes sections that bond the joining members to each other; one or more seal sections that provide gas-tightness, and sections providing electrical connection and/or electrical insulation between the various joining members. A suitable joint configuration for an electrochemical device has a metal joint housing, a first porous electrode, a second porous electrode, separated from the first porous electrode by a solid electrolyte, and an insulating member disposed between the metal joint housing and the electrolyte and second electrode. One or more brazes structurally and electrically connects the first electrode to the metal joint housing and forms a gas tight seal between the first electrode and the second electrode.

    An extensive set of direct-strike lightning tests has been carried out on a set of facsimile assembly joints of the kinds employed in the design of nuclear weapon cases. Taken as a whole, the test hardware included all the conceptual design elements that are embodied, either singly or in combination, in any specific assembly joint incorporated into any stockpiled weapon. During the present testing, the effects of all key design parameters on the voltages developed across the interior of the joints were investigated under a range of lightning stroke current parameter values. Design parameter variations included the types and number of joint fasteners, mechanical preload, surface finish tolerance and coatings, and the material from which the joint assembly was fabricated. Variations of the simulated lightning stroke current included amplitude (30-, 100-, and 200-kA peak), rise time, and decay time. The maximum voltage observed on any of the test joints that incorporated proper metal-to-metal surface contact was 65 V. Typical response values were more on the order of 20 V. In order to assess the effect of the presence of a dielectric coating (either intentional or as a result of corrosion) between the mating surfaces of a joint, a special configuration was tested in which the mating parts of the test assembly were coated with a 1-mil-thick dielectric anodizing layer. The data were analyzed and the system was mathematically modeled to establish plausible representations of joint damping behavior.     The Russian Federation Ministry for Atomic Energy (MINATOM) and the US Department of Energy (USDOE) have formed International Nuclear Safety Centers to collaborate on nuclear safety research. USDOE established the US Center (ISINSC) at Argonne National Laboratory (ANL) in October 1995. MINATOM established the Russian Center (RINSC) at the Research and Development Institute of Power Engineering (RDIPE) in Moscow in July 1996. In April 1998 the Russian center became a semi-independent, autonomous organization under MINATOM. The goals of the center are to: Cooperate in the development of technologies associated with nuclear safety in nuclear power engineering; Be international centers for the collection of information important for safety and technical improvements in nuclear power engineering; and Maintain a base for fundamental knowledge needed to design nuclear reactors. The strategic approach is being used to accomplish these goals is for the two centers to work together to use the resources and the talents of the scientists associated with the US Center and the Russian Center to do collaborative research to improve the safety of Russian-designed nuclear reactors. The two centers started conducting joint research and development projects in January 1997. Since that time the following ten joint projects have been initiated: INSC databases--web server and computing center; Coupled codes--Neutronic and thermal-hydraulic; Severe accident management for Soviet-designed reactors; Transient management and advanced control; Survey of relevant nuclear safety research facilities in the Russian Federation; Computer code validation for transient analysis of VVER and RBMK reactors; Advanced structural analysis; Development of a nuclear safety research and development plan for MINATOM; Properties and applications of heavy liquid metal coolants; and Material properties measurement and assessment. Currently, there is activity in eight of these projects. Details on each of these joint projects are given.

    The literature on the design, construction, testing, and cost of blast and fallout shelters was reviewed, and a bibliography of over 1000 documents was assembled. It was found that nuclear weapon effects and shelter design are well understood. The principal technical barrier to construction of permanent shelters is cost. Single-purpose blast shelters cost in the high hundreds to low thousands of dollars per space, depending on size, hardness, location, and whether the shelter is part of new construction or retrofit. The risk area population requiring blast protection is approximately 160 million. The very-low-cost options open to the U.S. Government, with its present civil defense budget, remain: (1) maintain the inventory on fallout shelter and identify space with some blast protection potential; (2) plan for crisis upgrading to improve existing space in a crisis, and (3) plan for construction of expedient shelter in a crisis. Fallout shelters might be mandated in appropriate new construction outside risk areas at little cost to the government. Options in the mid-range of expense, a few tens to a few hundreds of dollars per space include: (1) requiring modified limestone-mining practices, where appropriate, to generate useable shelter space near cities; (2) encouraging the construction of earth-sheltered housing and other buildings, and (3) requiring and/or subsidizing the construction of dual-use basement shelter in new construction.

    The ITER Central Solenoid has 36 interpancake joints, 12 bus joints, and 12 feeder joints in the magnet. The joints are required to have resistance below 4 nOhm at 45 kA at 4.5 K. The US ITER Project Office developed two different types of interpancake joints with some variations in details in order to find a better design, qualify the joints, and establish a fabrication process. We built and tested four samples of the sintered joints and two samples with butt-bonded joints (a total of eight joints). Both designs met the specifications. Results of the joint development, test results, and selection of the baseline design are presented and discussed in the paper. The ITER Central Solenoid (CS) consists of six modules. Each module is composed of six wound hexapancakes and one quadrapancake. The multipancakes are connected electrically and hydraulically by in-line interpancake joints. The joints are located at the outside diameter (OD) of the module. Cable in conduit conductor (CICC) high-current joints are critical elements in the CICC magnets. In addition to low resistivity, the CS joints must fit a space envelope equivalent to the regular conductor cross section and must have low hydraulic impedance and enough structural strength to withstand the hoop and compressive forces during operation, including cycling. This paper is the continuation of the work reported on the intermodule joints.

    The problem of understanding and modeling the complicated physics underlying the action and response of the interfaces in typical structures under dynamic loading conditions has occupied researchers for many decades. This handbook presents an integrated approach to the goal of dynamic modeling of typical jointed structures, beginning with a mathematical assessment of experimental or simulation data, development of constitutive models to account for load histories to deformation, establishment of kinematic models coupling to the continuum models, and application of finite element analysis leading to dynamic structural simulation. In addition, formulations are discussed to mitigate the very short simulation time steps that appear to be required in numerical simulation for problems such as this. This handbook satisfies the commitment to DOE that Sandia will develop the technical content and write a Joints Handbook. The content will include: (1) Methods for characterizing the nonlinear stiffness and energy dissipation for typical joints used in mechanical systems and components. (2) The methodology will include practical guidance on experiments, and reduced order models that can be used to characterize joint behavior. (3) Examples for typical bolted and screw joints will be provided.

    The phenomenon of shadowing of nuclear structure functions at small values of Bjorken-$x$ is analyzed. First, multiple scattering is discussed as the underlying physical mechanism. In this context three different but related approaches are presented: Glauber-like rescatterings, Gribov inelastic shadowing and ideas based on high-density Quantum Chromodynamics. Next, different parametrizations of nuclear partonic distributions based on fit analysis to existing data combined with Dokshitzer-Gribov-Lipatov-Altarelli-Parisi evolution, are reviewed. Finally, a comparison of the different approaches is shown, and a few phenomenological consequences of nuclear shadowing in high-energy nuclear collisions are presented.

    This paper will discuss the key features of the Authenticated Sensor Interface Device that collectively provide the ability to share data among a number of parties while ensuring the authentication of data and protecting both the operator’s and the IAEA’s interests. The paper will also discuss the development of the prototype, the initial testing with an accountancy scale, and future plans and challenges to implementation into the joint use and remote monitoring applications. As nuclear fuel cycle technology becomes more prevalent throughout the world and the capacity of plants increases, limited resources of the IAEA are being stretched near a breaking point. A strategy is to increase efficiency in safeguards monitoring using “joint use” equipment that will provide the facility operator process data while also providing the IAEA key safeguards data. The data, however, must be authenticated and validated to ensure the data have not been tampered with. The Authenticated Sensor Interface Device provides the capability to share data and can be a valuable component in the IAEA’s ability to collect accountancy data from scales in Uranium conversion and enrichment plants, as well as nuclear fuel fabrication plants. Likewise, the Authenticated Sensor Interface Device can be configured to accept a diverse array of input signals, ranging from analog voltage, to current, to digital interfaces and more. These modular capabilities provide the ability to collect authenticated, joint-use, data streams from various process monitoring sensors.

    The United States and Russia are dismantling nuclear weapons and generating hundreds of tons of excess plutonium and high enriched uranium fissile nuclear materials that require disposition. The U.S. Department of Energy and Russian Minatom organizations.are planning and implementing safe, secure storage and disposition operations for these materials in numerous facilities. This provides a new opportunity for technical exchanges between Russian and Western scientists that can establish an improved and sustained common safety culture for handling these materials. An initiative that develops and uses personal relationships and joint projects among Russian and Western participants involved in fissile nuclear materials safety management contributes to improving nuclear materials nonproliferation and to making a safer world. Technical exchanges and workshops are being used to systematically identify opportunities in the nuclear fissile materials facilities to improve and ensure the safety of workers, the public, and the environment.

    This is the final report of a two-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The objective was to determine whether armor tile technology could be used to solve problems of civil law enforcement as identified by the New Mexico State Police. Most of the effort focused on the design and construction of a lightweight, portable box that could contain the shrapnel and redirect the blast from a steel-pipe/black-powder bomb. The bomb box task was carried out in collaboration with two companies, Foster Miller, Inc. and Ordnance Body Armor Co., who constructed most of the boxes tested. The results of the tests indicated that soft, flexible fabrics are superior to hard tiles in containing the bomb fragments. Subsequent to these experiments, Foster Miller has developed a bomb container that is commercialized and is currently being sold to law enforcement agencies.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). Current civilian security may be enhanced by the use of flexible tile technology. This project explored the use of such materials in three areas: bomb disposal containers, portable armor, and protective vests. In particular, there has been no evaluation of the use of flexible tiles, functional graded ceramics, and ballistic modeling codes in developing improved systems. The state of the art in these three areas was reviewed and potential collaborators were contacted. Civil security forces, both state and Laboratory, were interviewed to determine issues and needs. From a collaboration established with the New Mexico State Police, the authors now know that the technology has the potential to increase protection without adding undue weight and will be usable by civilian police forces for some applications.

    Illicit nuclear trafficking networks are a national security threat. These networks can directly lead to nuclear proliferation, as state or non-state actors attempt to identify and acquire nuclear weapons-related expertise, technologies, components, and materials. The ability to characterize and anticipate the key nodes, transit routes, and exchange mechanisms associated with these networks is essential to influence, disrupt, interdict or destroy the function of the networks and their processes. The complexities inherent to the characterization and anticipation of illicit nuclear trafficking networks requires that a variety of modeling and knowledge technologies be jointly harnessed to construct an effective analytical and decision making workflow in which specific case studies can be built in reasonable time and with realistic effort. In this paper, we explore a solution to this challenge that integrates evidentiary and dynamic modeling with knowledge management and analytical gaming, and demonstrate its application to a geopolitical region at risk.

    A joint for use in electrochemical devices, such as solid oxide fuel cells (SOFCs), oxygen separators, and hydrogen separators, that will maintain a hermetic seal at operating temperatures of greater than 600.degree. C., despite repeated thermal cycling excess of 600.degree. C. in a hostile operating environment where one side of the joint is continuously exposed to an oxidizing atmosphere and the other side is continuously exposed to a wet reducing gas. The joint is formed of a metal part, a ceramic part, and a flexible gasket. The flexible gasket is metal, but is thinner and more flexible than the metal part. As the joint is heated and cooled, the flexible gasket is configured to flex in response to changes in the relative size of the metal part and the ceramic part brought about by differences in the coefficient of thermal expansion of the metal part and the ceramic part, such that substantially all of the tension created by the differences in the expansion and contraction of the ceramic and metal parts is absorbed and dissipated by flexing the flexible gasket.

    Recently there has been a noted worldwide increase in violent actions including attempted sabotage at nuclear power plants. Several organizations, such as the International Atomic Energy Agency and the US Nuclear Regulatory Commission, have guidelines, recommendations, and formal threat- and risk-assessment processes for the protection of nuclear assets. Other examples are the former Defense Special Weapons Agency, which used a risk-assessment model to evaluate force-protection security requirements for terrorist incidents at DOD military bases. The US DOE uses a graded approach to protect its assets based on risk and vulnerability assessments. The Federal Aviation Administration and Federal Bureau of Investigation conduct joint threat and vulnerability assessments on high-risk US airports. Several private companies under contract to government agencies use formal risk-assessment models and methods to identify security requirements. The purpose of this paper is to survey these methods and present an overview of all potential types of sabotage at nuclear power plants. The paper discusses emerging threats and current methods of choice for sabotage--especially vehicle bombs and chemical attacks. Potential consequences of sabotage acts, including economic and political; not just those that may result in unacceptable radiological exposure to the public, are also discussed. Applicability of risk-assessment methods and mitigation techniques are also presented.

    With an explosion equivalent of about 20kT of TNT, the Trinity test was the first demonstration of a nuclear weapon. Conducted on July 16, 1945 in Alamogordo, NM this site is now a Registered National Historic Landmark. The concept and applicability of nuclear power was demonstrated on December 20, 1951 with the Experimental Breeder Reactor Number One (EBR-1) lit four light bulbs. This reactor is now a Registered National Historic Landmark, located near Arco, ID. From that moment forward it had been clearly demonstrated that nuclear energy has both peaceful and military applications and that the civilian and military fuel cycles can overlap. For the more than fifty years since the Atoms for Peace program, a key objective of nuclear policy has been to enable the wider peaceful use of nuclear energy while preventing the spread of nuclear weapons. Volumes have been written on the impact of these two actions on the world by advocates and critics; pundits and practioners; politicians and technologists. The nations of the world have woven together a delicate balance of treaties, agreements, frameworks and handshakes that are representative of the timeframe in which they were constructed and how they have evolved in time. Collectively these vehicles attempt to keep political will, nuclear materials and technology in check. This paper captures only the briefest abstract of the more significant aspects on the Nonproliferation Regime. Of particular relevance to this discussion is the special nonproliferation sensitivity associated with the uranium isotope separation and spent fuel reprocessing aspects of the nuclear fuel cycle.

  16. Influence of civil defense on strategic countervalue fatalities

    Two modeling studies were conducted to simulate the effect of fallout shelters on the outcome of a massive countervalue nuclear exchange between the Soviet Union and the United States. One was to determine the number of nuclear weapons required to mount an effective fallout attack against a country with dispersed population; the other was to determine the number of expected US fatalities resulting from a countervalue attack against US urban population centers. The results of these studies indicate that the number of weapons required to mount such an attack depends on the adequacy of the shelter system and that the evacuation of urban populations can substantially reduce expected fatality levels.

    Ceramic-to-metal joints have been of paramount importance for the nuclear and aeronautic industry since the last century. In this document, two different approaches to the Cu-to-SiC joining are briefly described and discussed. The first approach consists of an intermediate piece of lower Coefficient of Thermal Expansion than copper aiming to reduce the expansion mismatch with the ceramic during the brazing cycle. Soldering is selected as a second attempt, whose lower joining temperature reduces the absolute expansion difference between Cu and SiC. In addition, four SiC metallization processes are proposed and some of them have been also tested and discussed.

    Polymers and fiber-reinforced polymer matrix composites play an important role in many Defense Program applications. Recently an advanced nonlinear viscoelastic model for polymers has been developed and incorporated into ADAGIO, Sandia's SIERRA-based quasi-static analysis code. Standard linear elastic shell and continuum models for fiber-reinforced polymer-matrix composites have also been added to ADAGIO. This report details the use of these models for advanced adhesive joint and composites simulations carried out as part of an Advanced Simulation and Computing Advanced Deployment (ASC AD) project. More specifically, the thermo-mechanical response of an adhesive joint when loaded during repeated thermal cycling is simulated, the response of some composite rings under internal pressurization is calculated, and the performance of a composite container subjected to internal pressurization, thermal loading, and distributed mechanical loading is determined. Finally, general comparisons between the continuum and shell element approaches for modeling composites using ADAGIO are given.
