    The purpose of the work is to review interim results of the Joint Study on assessment of an Innovative Nuclear System based on a Closed Nuclear Fuel Cycle with Fast Reactors (INS CNFC-FR). This study is a part of the IAEA international project for innovative reactors and fuel cycle technologies (INPRO). Now it is being implemented by Canada, China, France, India, Japan, Republic of Korea, Russia, and Ukraine. A report on results of implementation of the first phase of the Joint Study was presented to the INPRO Steering Committee meeting in December 2006. It was also agreed by the Joint Study participants to reveal these results to broader discussion at scientific conferences and meetings. The authors' interpretation of the Joint Study findings and issues is presented in the paper. (authors)

    The Material Protection, Control and Accounting (MPC&A) Operations Monitoring (MOM) systems handling at the International Intergovernmental Organization - Joint Institute for Nuclear Research (JINR) is described in this paper. Category I nuclear material (plutonium and uranium) is used in JINR research reactors, facilities and for scientific and research activities. A monitoring system (MOM) was installed at JINR in April 2003. The system design was based on a vulnerability analysis, which took into account the specifics of the Institute. The design and installation of the MOM system was a collaborative effort between JINR, Brookhaven National Laboratory (BNL) and the U.S. Department of Energy (DOE). Financial support was provided by DOE through BNL. The installed MOM system provides facility management with additional assurance that operations involving nuclear material (NM) are correctly followed by the facility personnel. The MOM system also provides additional confidence that the MPC&A systems continue to perform effectively.

    The objective of this joint U.S./Russian study was to develop a safe, technically feasible, economically acceptable strategy for decommissioning Leningrad Nuclear Power Plant (LNPP) Unit No. 1 as a representative first-generation RBMK-1000 reactor. The ultimate goal in developing the decommissioning strategy was to select the most suitable decommissioning alternative and end state, taking into account the socioeconomic conditions, the regulatory environment, and decommissioning experience in Russia. This study was performed by a group of Russian and American experts led by Kurchatov Institute for the Russian efforts and by the Pacific Northwest National Laboratory for the U.S. efforts and for the overall project.

    The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed.     A U.S./Russian Federation Joint Tabletop Exercise took place in Snezhinsk, Russia, from 19 to 24 October 1998 whose objectives were to examine the functioning of an Inspection Team (IT) in a given scenario, to evaluate the strategies and techniques employed by the IT, to identify ambiguous interpretations of treaty provisions that needed clarification, and to confirm the overall utility of tabletop exercises to assist in developing an effective Comprehensive Test Ban Treaty (CTBT) verification regime. To achieve these objectives, the United States and Russian Federation (RF) agreed that two exercises would be conducted. The first would be developed by the RF, who would act as controller and as the inspected State Party (ISP), while the United States would play the role of the IT. The roles would be reversed in the second exercise; the United States would develop the scenario and play the ISP, while the RF would play the IT. A joint control team, comprised of members of both the U.S. and RF control teams, agreed on a number of ground rules for the two exercises and established a joint Evaluation Team to evaluate both of the exercises against the stated objectives. To meet time limitations, the scope of this joint exercise needed to be limited. The joint control team decided that each of the two exercises would not go beyond the first 25 days of an on-site inspection (OSI) and that the focus would be on examining the decision-making of the IT as it utilized the various technologies to clarify whether a nuclear test explosion had taken place. Hence, issues such as logistics, restricted access, and activities prior to Point of Entry (POE) would be played only to the extent needed to provide for a realistic context for the exercises' focus on inspection procedures, sensor deployments, and data interpretation.     Beginning in 1948, the Soviet Union initiated a program for production of nuclear materials for a weapons program. The first facility for production of plutonium was constructed in the central portion of the country east of the southern Ural Mountains, about halfway between the major industrial cities of Ekaterinburg and Chelyabinsk. The facility now known as the Mayak Production Association and its associated town, now known as Ozersk, were built to irradiate uranium in reactors, separate the resulting plutonium in reprocessing plants, and prepare plutonium metal. The rush to production, coupled with inexperience in handling radioactive materials, lead to large radiation exposures, not only to the workers in the facilities, but also to the surrounding public. Fuel processing started with no controls on releases, and fuel dissolution and accidents in reactors resulted in release of about 37 PBq (1015 Bq) of 131I between 1948 and 1967. Designed disposals of low- and intermediate-level liquid radioactive wastes, and accidental releases via cooling water from tank farms of high-level liquid radioactive wastes, into the small Techa River caused significant contamination and exposures to residents of numerous small riverside villages downstream of the site. Discovery of the magnitude of the aquatic contamination in late 1951 caused revisions to the waste handling regimes, but not before over 200 PBq of radionuclides (with large contributions of 90Sr and 137Cs) were released. Liquid wastes were diverted to tiny Lake Karachay (which today holds over 4 EBq); cooling water was stopped in the tank farms. In 1957, one of the tanks in the tank farm overheated and exploded; over 70 PBq, disproportionately 90Sr, was blown over a large area to the northeast of the site; a large area was contaminated and many villages evacuated. This area today is known as the East Urals Radioactive Trace (EURT). Each of these releases was significant; together they have created a group of cohorts

    [Participants will serve as border guards for Reimerland. They will be given brief instruction on the operation of hand-held RadioIsotope DetectorS (RIDS) and be provided an intelligence briefing that tells them to be on the lookout for suspicious activity at their post. Their instruction will include directing suspicious vehicles to a location for secondary screening. If, after secondary screening, suspicions of a criminal act involving nuclear and or radioactive materials remain, participants have been instructed to request assistance from the NLEA, who will then setup and manage a radiological crime scene. Participants will watch a demonstration of two vehicles containing radioactive materials driving through and setting off a portal monitor. The first vehicle, a semi-tractor trailer, sets off only a gamma alarm. After the driver provides a shipping manifest of fertilizer, participants, posing as border guards, are expected to waive this vehicle through inspection. The second vehicle, an SUV, set off both gamma and 2 neutron alarms. The alarming of the neutron monitor should prompt participants to set up a secondary inspection of the vehicle immediately. The driver of the vehicle indicates he is in legal possession of an industrial instrument containing an old 133Ba source that has decayed to a level no longer requiring official paperwork according to the IAEA and internationally accepted transportation regulations. Authorities have verified that the industrial source does fit the description of one that is sold commercially. However, upon setting up a secondary screening, participants will use hand-held detectors to locate several other radioactive sources emanating from a black duffle bag in the rear of the vehicle (Figure 1). Hand held detectors detect the presence of 133Ba, and Pu. Upon questioning, the driver only commits to having the 133Ba industrial source and cannot account for the detection of neutrons within his vehicle. Since neutron alarms also

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts.     The multiphysics fluid-structure interaction simulation of shock-loaded structures requires the dynamic coupling of a shock-capturing flow solver to a solid mechanics solver for large deformations. The Virtual Test Facility combines a Cartesian embedded boundary approach with dynamic mesh adaptation in a generic software framework of flow solvers using hydrodynamic finite volume upwind schemes that are coupled to various explicit finite element solid dynamics solvers (Deiterding et al., 2006). This paper gives a brief overview of the computational approach and presents first simulations that utilize the general purpose solid dynamics code DYNA3D for complex 3D structures of interest in civil engineering. Results from simulations of a reinforced column, highway bridge, multistory building, and nuclear reactor building are presented.

    Joints which exhibit tough fracture behavior were formed in a composite with a Si/SiC matrix reinforced with Textron SCS-6 fibers with either boron nitride or silicon nitride fiber coatings. In composites with BN coatings fibers were aligned uniaxially, while composites with Si{sub 3}N{sub 4}-coated fibers had a 0/90{degree} architecture. Lapped joints (joints with overlapping fingers) were necessary to obtain tough behavior. Geometrical requirements necessary to avoid brittle joint failure have been proposed. Joints with a simple overlap geometry (only a few fingers) would have to be very long in order to prevent brittle failure. Typical failure in these joints is caused by a crack propagating along the interfaces between the joint fingers. Joints of the same overall length, but with geometry changed to be symmetric about the joint centerline and with an extra shear surface exhibited tough fractures accompanied with extensive fiber pullout. The initial matrix cracking of these joints was relatively low because cracks propagated easily through the ends of the fingers. Joints with an optimized stepped sawtooth geometry produced composite-like failures with the stress/strain curves containing an elastic region followed by a region of rising stress with an increase of strain. Increasing the fiber/matrix interfacial strength from 9 to 25 MPa, by changing the fiber coating, increased matrix cracking and ultimate strength of the composite significantly. The best joints had matrix cracking stress and ultimate strength of 138 and 240 MPa, respectively. Joint failure was preceded by multiple matrix cracking in the entire composite. The high strength of the joints will permit building of structures containing joints with only a minor reduction of design stresses.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC26-98FT40321 funded through the Office of Fossil Energy and administered at the National Energy Technology Laboratory (NETL) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy & Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying highly efficient, nonpolluting energy systems that meet the nation's requirements for clean fuels, chemicals, and electricity in the 21st century. The EERC in partnership with its nonfederal partners jointly performed 131 JSRP projects for which the total DOE cost share was $22,716,634 (38%) and the nonfederal share was $36,776,573 (62%). Summaries of these projects are presented in this report for six program areas: (1) resource characterization and waste management, (2) air quality assessment and control, (3) advanced power systems, (4) advanced fuel forms, (5) value-added coproducts, and (6) advanced materials. The work performed under this agreement addressed DOE goals for reductions in CO{sub 2} emissions through efficiency, capture, and sequestration; near-zero emissions from highly efficient coal-fired power plants; environmental control capabilities for SO{sub 2}, NO{sub x}, fine respirable particulate (PM{sub 2.5}), and mercury; alternative transportation fuels including liquid synfuels and hydrogen; and synergistic integration of fossil and renewable resources.

    Sandia National Laboratories (SNL) designs mechanical systems with threaded joints that must survive high shock environments. These mechanical systems include penetrators that must survive soil and rock penetration; drilling pipe strings that must survive rock-cutting, shock environments; and laydown weapons that must survive delivery impact shock. This paper summarizes an analytical study and an experimental evaluation of compressive, one-dimensional, shock transmission through a threaded joint in a split Hopkinson bar configuration. Thread geometries were scaled to simulate large diameter threaded joints with loadings parallel to the axis of the threads. Both strain and acceleration were evaluated with experimental measurements and analysis. Analytical results confirm the experimental conclusions that in this split Hopkinson bar configuration, the change in the one-dimensional shock wave by the threaded joint is localized to a length equal to a few diameters` length beyond the threaded joint.

    A method of joining at least two sintered bodies to form a composite structure, including providing a first multicomponent metallic oxide having a perovskitic or fluorite crystal structure; providing a second sintered body including a second multicomponent metallic oxide having a crystal structure of the same type as the first; and providing at an interface a joint material containing at least one metal oxide containing at least one metal identically contained in at least one of the first and second multicomponent metallic oxides. The joint material is free of cations of Si, Ge, Sn, Pb, P and Te and has a melting point below the sintering temperatures of both sintered bodies. The joint material is heated to a temperature above the melting point of the metal oxide(s) and below the sintering temperatures of the sintered bodies to form the joint. Structures containing such joints are also disclosed.

    Comprised of seven persons with extensive experience in the issues of nuclear waste, the Independent Review Committee (IRC) provides independent and objective review of Defense Transuranic Waste Program (DTWP) activities managed by the Joint Integration Office (JIO), formerly the Defense Transuranic Waste Lead Organization (TLO). The Committee is ensured a broad, interdisciplinary perspective since its membership includes representatives from the fields of nuclear engineering, nuclear waste transportation, industrial quality control, systems and environmental engineering and state and local government. The scope of IRC activities includes overall review of specific TLO plans, projects and activities, and technical review of particular research and development projects. The Committee makes specific suggestions and recommendations based upon expertise in the field of TRU Waste Management. The IRC operates as a consulting group, under an independent charter providing objective review of program activities.     Three panels made up of members of Congress and representatives of research and high technology industries testified at a hearing held to consider H.R. 1952 and H.R. 3393, both bills dealing with joint venture policies that diminish US competitiveness. The bills are designed to eliminate disincentives stemming from antitrust concerns about joint research and development (R and D) activities and to encourage private investment in R and D. The witnesses were asked to evaluate and compare the potential of these bills to overcome institutional barriers and to stimulate capital formation. Three appendices with statements from the National Association of Manufacturers, the Semiconductor Industry Association, and the Institute of Electrical and Electronics Engineers submitted for the record follow the testimony of the eight witnesses.     ILAG solves the one-dimensional partial differential equations describing the multiphase, multicomponent, solid-state diffusion-controlled growth of intermetallic layers in soldered joints. This software provides an analysis capability for materials researchers to examine intermetallic growth mechanisms in a wide variety of defense and commercial applications involving both traditional and advanced materials. ILAG calculates the interface positions of the layers, as well as the spatial distribution of constituent mass fractions, and outputs the results at user-prescribed simulation times.

    The Nuclear Physics group at UTK is involved in heavy-ion physics including both nuclear structure and reaction mechanisms. During the last year experimental work has been in 3 broad areas: structure of nuclei at high angular momentum, structure of nuclei far from stability, and ultra-relativistic heavy-ion physics. Results in these areas are described in this document under: properties of high-spin states, study of low-energy levels of nuclei far from stability, and high-energy heavy-ion physics (PHENIX, etc.). Another important component of the work is theoretical interpretation of experimental results (Joint Institute for Heavy Ion Research).

    A joint report by the Nuclear Energy Agency (of the OECD) and the International Energy Agency, nuclear energy prospects to 2000 surveys the factors shaping the future of nuclear power in the 24-country OECD grouping, 13 of whom were operating nuclear power plants as of the end of 1981. Among the factors reviewed are the long-term economic outlook and its effect on total energy consumption, the role of electricity within aggregate energy use, and the economic and policy determinants governing nuclear's future contribution to electric power capacity and generation. The way in which public confidence bears on the nuclear outlook is mentioned as one of the considerations in the policy process, but this is given rather short shrift for an issue which many feel to be at the heart of the present-day nuclear power dilemma. The report describes areas in which nuclear power could offer notable advantages: 1) competitive electricity costs; 2) resource adequacy; 3) security of supply; and 4) environmental integrity. (JMT)

    Gas centrifuges have been an ideal enrichment method for a wide variety of countries. Many countries have built gas centrifuges to make enriched uranium for peaceful nuclear purposes. Other countries have secretly sought centrifuges to make highly enriched uranium for nuclear weapons. In more recent times, several countries have secretly sought or built gas centrifuges in regions of tension. The main countries that have been of interest in the last two decades have been Pakistan, Iraq, Iran, and North Korea. Currently, most attention is focused on Iran, Pakistan, and North Korea. These states did not have the indigenous abilities to make gas centrifuges, focusing instead on illicit and questionable foreign procurement. The presentation covered the following main sections: Spread of centrifuges through illicit procurement; Role of export controls in stopping proliferation; Increasing the transparency of gas centrifuge programs in non-nuclear weapon states; and, Verified dismantlement of gas centrifuge programs. Gas centrifuges are important providers of low enriched uranium for civil nuclear power reactors. They also pose special nuclear proliferation risks. We all have special responsibilities to prevent the spread of gas centrifuges into regions of tension and to mitigate the consequences of their spread into the Middle East, South Asia, and North Asia.

    The vulnerability of underground structures and openings in deep jointed rock to ground shock attack is of chief concern to military planning and security. Damage and/or loss of stability to a structure in jointed rock, often manifested as brittle failure and accompanied with block movement, can depend significantly on jointed properties, such as spacing, orientation, strength, and block character. We apply a hybrid Discrete Element Method combined with the Smooth Particle Hydrodynamics approach to simulate the MIGHTY NORTH event, a definitive high-explosive test performed on an aluminum lined cylindrical opening in jointed Salem limestone. Representing limestone with discrete elements having elastic-equivalence and explicit brittle tensile behavior and the liner as an elastic-plastic continuum provides good agreement with the experiment and damage obtained with finite-element simulations. Extending the approach to parameter variations shows damage is substantially altered by differences in joint geometry and liner properties.

    The literature on the design, construction, testing, and cost of blast and fallout shelters was reviewed, and a bibliography of over 1000 documents was assembled. It was found that nuclear weapon effects and shelter design are well understood. The principal technical barrier to construction of permanent shelters is cost. Single-purpose blast shelters cost in the high hundreds to low thousands of dollars per space, depending on size, hardness, location, and whether the shelter is part of new construction or retrofit. The risk area population requiring blast protection is approximately 160 million. The very-low-cost options open to the U.S. Government, with its present civil defense budget, remain: (1) maintain the inventory on fallout shelter and identify space with some blast protection potential; (2) plan for crisis upgrading to improve existing space in a crisis, and (3) plan for construction of expedient shelter in a crisis. Fallout shelters might be mandated in appropriate new construction outside risk areas at little cost to the government. Options in the mid-range of expense, a few tens to a few hundreds of dollars per space include: (1) requiring modified limestone-mining practices, where appropriate, to generate useable shelter space near cities; (2) encouraging the construction of earth-sheltered housing and other buildings, and (3) requiring and/or subsidizing the construction of dual-use basement shelter in new construction.

    Several members make up a joint in a high-temperature electrochemical device, wherein the various members perform different functions. The joint is useful for joining multiple cells (generally tubular modules) of an electrochemical device to produce a multi-cell segment-in-series stack for a solid oxide fuel cell, for instance. The joint includes sections that bond the joining members to each other; one or more seal sections that provide gas-tightness, and sections providing electrical connection and/or electrical insulation between the various joining members. A suitable joint configuration for an electrochemical device has a metal joint housing, a first porous electrode, a second porous electrode, separated from the first porous electrode by a solid electrolyte, and an insulating member disposed between the metal joint housing and the electrolyte and second electrode. One or more brazes structurally and electrically connects the first electrode to the metal joint housing and forms a gas tight seal between the first electrode and the second electrode.

    The standard method of joining plastic pipe in the field is the butt fusion process. As in any pipeline application, joint quality greatly affects overall operational safety of the system. Currently no simple, reliable, cost effective method of assessing the quality of fusion joints in the field exists. Visual examination and pressure testing are current non-destructive approaches, which do not provide any assurance about the long-term pipeline performance. This project will develop, demonstrate, and validate an in-situ non-destructive inspection method for butt fusion joints in gas distribution plastic pipelines. The inspection system will include a laser based image-recognition system that will automatically generate and interpret digital images of pipe joints and assign them a pass/fail rating, which eliminates operator bias in evaluating joint quality. A Weld Zone Inspection Method (WZIM) is being developed in which local heat is applied to the joint region to relax the residual stresses formed by the original joining operation and reveal the surface condition of the joint. In cases where the joint is not formed under optimal conditions, and the intermolecular forces between contacting surfaces are not strong enough, the relaxation of macromolecules in the surface layer causes the material to pull back, revealing a fusion line. If the joint is sound, the bond line image does not develop. To establish initial feasibility of the approach, welds were performed under standard and nonstandard conditions. These welds were subjected to the WZIM and tensile testing. There appears to be a direct correlation between the WZIM and tensile testing results. Although WZIM appears to be more sensitive than tensile testing can verify, the approach appears valid.

    The standard method of joining plastic pipe in the field is the butt fusion process. As in any pipeline application, joint quality greatly affects overall operational safety of the system. Currently no simple, reliable, cost-effective method exists for assessing the quality of fusion joints in the field. Visual examination and pressure testing are current nondestructive approaches, which do not provide any assurance about the long-term pipeline performance.
