    This subcontract report was completed under the auspices of the NREL/SCE High-Penetration Photovoltaic (PV) Integration Project, which is co-funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) and the California Solar Initiative (CSI) Research, Development, Demonstration, and Deployment (RD&D) program funded by the California Public Utility Commission (CPUC) and managed by Itron. This project is focused on modeling, quantifying, and mitigating the impacts of large utility-scale PV systems (generally 1-5 MW in size) that are interconnected to the distribution system. This report discusses the concerns utilities have when interconnecting large PV systems that interconnect using PV inverters (a specific application of frequency converters). Additionally, a number of capabilities of PV inverters are described that could be implemented to mitigate the distribution system-level impacts of high-penetration PV integration. Finally, the main issues that need to be addressed to ease the interconnection of large PV systems to the distribution system are presented.

    Original and dead-time corrected disdrometer results for observations made at SGP and TWP. The correction is based on the technique discussed in Sheppard and Joe, 1994. In addition, these files contain calculated radar reflectivity factor, mean Doppler velocity and attenuation for every measurement for both the original and dead-time corrected data at the following wavelengths: 0.316, 0.856, 3.2, 5, and 10cm (W,K,X,C,S bands). Pavlos Kollias provided the code to do these calculations.

    Presented is the final summary report for grant DOE-FG02-91ER40646. The HEP group at the University consists of three tasks: B,D and L. Task B supports Pitt's CDF group at the energy frontier which includes Joe Boudreau and Paul Shepard. Work of the group includes Hao Song's thesis on the measurement of the B_c lifetime using exclusive J/psi+pion decays, and an update of the previous B_c semi-leptonic analyses under the supervision of Paul Shepard. Task D supports Pitt's neutrino group at the intensity frontier which includes PIs Dytman, Naples and Paolone. The group also includes postdoctoral research associate Danko, and thesis students Isvan (MINOS), Eberly (Minerva ), Ren (Minerva )and Hansen (T2K). This report summarizes their progress on ongoing experiments which are designed to make significant contributions to a detailed understanding of the neutrino mixing matrix. Task L supports Pitt's ATLAS group at the energy frontier and includes investigators Vladimir Savinov, James Mueller and Joe Boudreau. This group contributed both to hardware (calorimeter electronics, Savinov) and to software (Simulation, Detector Description, and Visualization: Boudreau and Mueller; MC generators: Savinov) and a summary of their progress is presented.

  15. Designing PV Incentive Programs to Promote System Performance: AReview of Current Practice

    Some stakeholders continue to voice concerns about the performance of customer-sited photovoltaic (PV) systems, particularly because these systems typically receive financial support through ratepayer- or publicly-funded programs. Although much remains to be understood about the extent and specific causes of poor PV system performance, several studies of the larger programs and markets have shed some light on the issue. An evaluation of the California Energy Commission (CEC)'s Emerging Renewables Program, for example, found that 7% of systems, in a sample of 95, had lower-than-expected power output due to shading or soiling (KEMA 2005). About 3% of a larger sample of 140 systems were not operating at all or were operating well below expected output, due to failed equipment, faulty installation workmanship, and/or a lack of basic maintenance. In a recent evaluation of the other statewide PV incentive program in California, the Self-Generation Incentive Program, 9 of 52 projects sampled were found to have annual capacity factors less than 14.5%, although reasons for these low capacity factors generally were not identified (Itron 2005). Studies of PV systems in Germany and Japan, the two largest PV markets worldwide, have also revealed some performance problems associated with issues such as shading, equipment and installation defects, inverter failure, and deviations from module manufacturers' specifications (Otani et al. 2004, Jahn & Nasse 2004). Although owners of PV systems have an inherent incentive to ensure that their systems perform well, many homeowners and building operators may lack the necessary information and expertise to carry out this task effectively. Given this barrier, and the responsibility of PV incentive programs to ensure that public funds are prudently spent, these programs should (and often do) play a critical role in promoting PV system performance.     Fina Oil and Chemical Co. and Fisher Controls International used engineering resourcefulness to overcome heat-induced product loss from LPG storage bullets at Fina's Port Arthur, Tex., refinery. Fina had installed Fisher's Easy Joe 399A-6365, a pilot-operated, back-pressure-type regulator, on its LPG storage facility in 1991 as part of a fuel products modernization project. The regulators helped control the accumulation of noncondensible vapors, which collect in the storage bullets above the LPG. But summer heat extremes and surges in the tanks and lines made it possible for the operating pressure to increase so that the safety relief valve was activated before the pilot regulator was able to stabilize the pressure. The installation of pilot-type regulators, in cascaded, or series, formation, reduced product venting through relief valves.

    In this April 21, 2008 Berkeley Lab event, a dynamic panel of Berkeley Lab scientists highlight breast cancer research advances related to susceptibility, early detection, prevention, and therapy - a biological systems approach to tackling the disease from the molecular and cellular levels, to tissues and organs, and ultimately the whole individual. Joe Gray, Berkeley Lab Life Sciences Division Director, explores how chromosomal abnormalities contribute to cancer and respond to gene-targeted therapies. Mina Bissell, former Life Sciences Division Director, approaches the challenge of breast cancer from the breast's three dimensional tissue microenvironment and how the intracellular ''conversation'' triggers malignancies. Mary Helen Barcellos-Hoff, Deputy Director, Life Sciences Division, identifies what exposure to ionizing radiation can tell us about how normal tissues suppress carcinogenesis.     In 2004 a team from the University of Pennsylvania, Princeton University, and the Institute for Advanced Study proposed to host the 2008 International Conference on High Energy Physics (ICHEP) on the campus of the University of Pennsylvania in Philadelphia. The proposal was approved later that year by the C-11 committee of the International Union of Pure and Applied Physics. The Co-Chairs were Nigel S. Lockyer (U. Penn/TRIUMF) and A.J. Stewart Smith (Princeton); Joe Kroll of U. Penn served as Deputy Chair from 2007 on. Highlights of the proposal included 1. greatly increased participation of young scientists, women scientists, and graduate students 2. new emphasis on formal theory 3. increased focus on astrophysics and cosmology 4. large informal poster session (170 posters) in prime time 5. convenient, contiguous venues for all sessions and lodging 6. landmark locations for the reception and banquet. The conference program consisted of three days of parallel sessions and three days of plenary talks.

    The XXVI SLAC Summer Institute on Particle Physics was held from August 3 to August 14, 1998. The topic, ''Gravity--from the Hubble Length to the Planck Length,'' brought together 179 physicists from 13 countries. The lectures in this volume cover the seven-day school portion of the Institute, which took us from the largest scales of the cosmos, to the Planck length at which gravity might be unified with the other forces of nature. Lectures by Robert Wagoner, Clifford Will, and Lynn Cominsky explored the embedding of gravity into general relativity and the confrontation of this idea with experiments in the laboratory and astrophysical settings. Avishai Deckel discussed observations and implications of the large-scale structure of the universe, and Tony Tyson presented the gravitational lensing effect and its use in the ongoing search for signatures of the unseen matter of the cosmos. The hunt for the wave nature of gravity was presented by Sam Finn and Peter Saulson, and Joe Polchinski showed us what gravity might look like in the quantum limit at the Planck scale. The lectures were followed by afternoon discussion sessions, where students could further pursue questions and topics with the day's lecturers. The Institute concluded with a three-day topical conference covering recent developments in theory and experiment from around the world of elementary particle physics and cosmology; its proceedings are also presented in this volume.

    In the 2006 A&WMA Critical Review on 'Health Effects of fine particulate air pollution: lines that connect' Drs. C. Arden Pope III and Douglas Dockery addressed the epidemiological evidence for the effects of particulate matter (PM) on human health indicators. The review documents substantial progress since the 1997 Critical Review in the areas of: (1) short-term exposure and mortality; (2) long-term exposure and mortality; (3) time scales of exposure; (4) the shape of the concentration-response function; (5) cardiovascular disease; and (6) biological plausibility. This critical review discussion was compiled from written submissions and presentation transcripts, which were revised for conciseness and to minimize redundancy. The invited discussants were as follows were: Dr. Joe L. Mauderly, Dr. Daniel L. Costa, Dr. Ronald E. Wyzga, and Dr. Sverre Vedal. The contributing discussants were: Dr. George M. Hidy, Sam L.   2. The Edward Teller medal lecture: The evolution toward Indirect Drive and two decades of progress toward ICF ignition and burn

    In 1972, I joined the Livermore ICF Theory and Target Design group led by John Nuckolls, shortly after publication of John`s seminal Nature article on ICF. My primary role, working with others in the target design program including Mordy Rosen, Steve Haan, and Larry Suter, has been as a target designer and theorist who utilized the LASNEX code to perform numerical experiments, which along with analysis of laboratory and underground thermonuclear experiments allowed me to develop a series of models and physical insights which have been used to set the direction and priorities of the Livermore program. I have had the good fortune of working with an outstanding team of scientists who have established LLNL as the premier ICF laboratory in the world. John Emmett and the LLNL Laser Science team were responsible for developing a series of lasers from Janus to Nova which have given LLNL unequaled facilities. George Zimmerman and the LASNEX group developed the numerical models essential for projecting future performance and requirements as well as for designing and analyzing the experiments. Bill Kruer, Bruce Langdon and others in the plasma theory group developed the fundamental understanding of laser plasma interactions which have played such an important role in ICF. And a series of experiment program leaders including Mike Campbell and Joe Kilkenny and their laser experimental teams developed the experimental techniques and diagnostic capabilities which have allowed us to c increasingly complex and sophisticated experiments.

A total of 101 individuals from 21 countries participated in the conference: USA (48), Canada (5), France (5), Austria (4), Germany (3), Italy (3), UK (3), Greece (2), New Zealand (2), Singapore (2), Argentina (1), Australia (1), Cuba (1), Denmark (1), Japan (1), Mexico (1), Netherlands (1), Spain (1), Sweden (1), Switzerland (1). With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

    This report summarizes the work performed by the graduate student Jovanca Smith during a summer internship in the summer of 2012 with the aid of mentor Joe Bishop. The projects were a two-part endeavor that focused on the use of the numerical model called the Lattice Discrete Particle Model (LDPM). The LDPM is a discrete meso-scale model currently used at Northwestern University and the ERDC to model the heterogeneous quasi-brittle material, concrete. In the first part of the project, LDPM was compared to the Karagozian and Case Concrete Model (K&C) used in Presto, an explicit dynamics finite-element code, developed at Sandia National Laboratories. In order to make this comparison, a series of quasi-static numerical experiments were performed, namely unconfined uniaxial compression tests on four varied cube specimen sizes, three-point bending notched experiments on three proportional specimen sizes, and six triaxial compression tests on a cylindrical specimen. The second part of this project focused on the application of LDPM to simulate projectile perforation on an ultra high performance concrete called CORTUF. This application illustrates the strengths of LDPM over traditional continuum models.

    With its recent acquisition of Petrolite (St. Louis), Baker Performance Chemicals (BPC; Houston), a unit of Baker Hughes, leapfrogs Nalco-Exxon Energy Chemicals to become the biggest purveyor of oil field chemicals. {open_quotes}Petrolite and Baker were number two and number three,{close_quotes} says Credit Suisse First Boston analyst Gordon T. Hall, who adds that the combined operations will have at least $700 million/year in sales and be positioned to expand, primarily outside the US Hall says the Nalco-Exxon jv, the only other major oil field chemicals player, has sales of less than $650 million/year. Although Baker Hughes does no break out sales by division, BPC president Glen Bassett says sales last year were {open_quotes}more than $300 million{close_quotes} but not as high as Petrolite`s $361 million. {open_quotes}It`s Baker Hughes`s intent to merge Petrolite and [BPC],{close_quotes} Bassett says. Baker paid $689 million to obtain Petrolite, which was under shareholder pressure to seek a buyer . Petrolite is Baker`s third acquisition in a year. Last summer it bought Suramco Chemical Research (Lloydminster, AB) and BASF`s oil field chemicals business. Reports that the purchase could trigger FTC scrutiny may have been overblown. {open_quotes}I don`t believe there are any antitrust issues,{close_quotes} says Joe Pilaro, president of BRAE Partners (Princeton, NJ), an investment advisory firm. Petrolite`s products complement, rather than parallel, those of Baker Hughes, he says.

    Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. The data from this field study is available to the scientific community through an on-line database that is managed by Dugway Proving Ground. This report will be included in the database to provide its users with some general information about the field study, and specific information about the instrument coordinates. Appendix A of this document provides the definitive record of the instrument locations during this field campaign, and Appendix B lists all the study principal investigators and participants.

A research program is under way at the Idaho National Laboratory (INL) to simultaneously address the research and scale-up issues associated with the implementation of planar solid-oxide electrolysis cell technology for syn-gas production from CO2 and steam. Various runs have been performed under different run conditions to help assess the performance of the SOE. This paper presents CFD results of this model compared with experimental results. The Idaho National Laboratory (INL), in conjunction with Ceramatec Inc. (Salt Lake City, USA) has been researching for several years the use of solid-oxide fuel cell technology to electrolyze steam for large-scale nuclear-powered hydrogen production. Now, an experimental research project is underway at the INL to produce syngas by simultaneously electrolyzing at high-temperature steam and carbon dioxide (CO2) using solid oxide fuel cell technology. A strong interest exists in the large-scale production of syn-gas from CO2 and steam to be reformed into a usable transportation fuel. If biomass is used as the carbon source, the overall process is climate neutral. Consequently, there is a high level of interest in production of syn-gas from CO2 and steam electrolysis. With the price of oil currently around $60 / barrel, synthetically-derived hydrocarbon fuels (synfuels) have become economical.     This report details how the $5,000 DOE grant to support the workshop titled Sterile Neutrinos at the Crossroads (or SNAC11) was allocated and spent. The SNAC11 workshop covered three days during which there were 28 talks, multiple discussion sessions, a poster session with 9 posters delivered, and an impromptu public lecture on the OPERA superluminal neutrino result by the former project manager of OPERA (this was the first official OPERA talk on the subject in North America). The workshop scientific agenda can be viewed at http://www.cpe.vt.edu/snac/program.html. Emerging out of the workshop discussions, was the idea to write a comprehensive white paper describing the current state of the light sterile neutrino. This effort soon became an international collaboration. The final document, titled Light Sterile Neutrinos: A White Paper has nearly 200 authors, is 267 pages long, and cites 730 unique references. It has been posted the preprint archive as arXiv:1204.5379 [hep-ph]. Workshop local organizing committee co-chairs, Patrick Huber and Jonathan Link, are the white papers head editors. We were provided with bulk samples of carbon aerogel by Dr. Joe Satcher, but the shop that would have prepared mounted samples for us was overwhelmed by programmatic assignments. We are pursuing aligned carbon nanotubes, provided to us by colleagues at NASA Ames Research Center, as an alternative to aerogels. Dr. Gilmer started modeling the laser/thermally accelerated reactions of carbon with H{sub 2}, rather than O{sub 2}, due to limited information on equation of state for CO. We have extended our molecular dynamics models of ablation to include carbon in the form of graphite, vitreous carbon, and aerogels. The computer code has features that allow control of temperature, absorption of shock waves, and for the ejection of material from the computational cell. We form vitreous carbon atomic configurations by melting graphite in a microcanonical cell at a temperature of about 5000K. Quenching the molten carbon at a controlled rate of cooling yields material with a structure close to that of the vitreous carbon produced in the laboratory. To represent the aerogel, we have a computer code that connects ''graphite'' rods to randomly placed points in the 3-D computational cell. Ablation simulations yield results for vitreous carbon similar to our previous results with copper, usually involving the transient melting of the material above the threshold energy density. However, some fracturing in the solid regions occurs in this case, but was never observed in copper. These simulations are continuing, together with studies of the reaction of hydrogen with vitreous graphite at high temperatures. These reactions are qualitatively similar to that of oxygen with the carbon atoms at the surface, and the simulations should provide insight into the applicability of the use of chemical reactions to shape the surfaces of aerogels.

    Historically, the Coeur d'Alene Indian Tribe depended on runs of anadromous salmon and steelhead along the Spokane River and Hangman Creek, as well as resident and adfluvial forms of trout and char in Coeur d'Alene Lake, for survival. Dams constructed in the early 1900s on the Spokane River in the City of Spokane and at Little Falls (further downstream) were the first dams that initially cut-off the anadromous fish runs from the Coeur d'Alene Tribe. These fisheries were further removed by the construction of Chief Joseph and Grand Coulee Dams on the Columbia River. Together, these actions forced the Tribe to rely solely on the resident fish resources of Coeur d'Alene Lake (Staff Communication). The Coeur d'Alene Tribe is estimated to have historically harvested around 42,000 westslope cutthroat trout (Oncorhynchus clarki) per year (Scholz et al. 1985). In 1967, Mallet (1969) reported that 3,329 cutthroat were harvested from the St. Joe River, and a catch of 887 was reported from Coeur d'Alene Lake. This catch is far less than the 42,000 fish per year the tribe harvested historically. Today, only limited opportunities exist to harvest cutthroat trout in the Coeur d'Alene Basin. The declines in native salmonid fish populations, particularly cutthroat and bull trout (Salvelinus confluentus), in the Coeur d'Alene basin have been the focus of study by the Coeur d' Alene Tribe's Fisheries and Water Resources programs since 1990. It appears that there are a number of factors contributing to the decline of resident salmonid stocks within Coeur d'Alene Lake and its tributaries (Ellis 1932; Oien 1957; Mallet 1969; Scholz et. al. 1985, Lillengreen et. al. 1993). These factors include: construction of Post Falls Dam in 1906; major changes in land cover types, agricultural activities and introduction of exotic fish species.
