During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

Information relating to changes recommended for the $6.7 billion Department of Interior (DOI) Appropriations Bill, 1984 (HR 3363) by the Senate Committee on Appropriations emphasizes Congressional efforts to limit speeding and committee concerns over some DOI procedures, especially filing declarations of taking that have received excessive court awards. The report details line-item changes in the proposed appropriations, and compares them with budget estimates and House allowances. The commtitee recommends less than the budget estimate and more than the House allowance for the overall Title I and II budgets, but both the House and Senate recommend substantial increases in the proposed land and water conservation fund. The Senate Judiciary Committee recommends passage of S. 1841, as amended, to modify antitrust laws so the US firms can be more competitive in international markets. The law will affect joint research and development projects, which are often too risky and costly for individual firms to afford without collaboration. The report reviews the need for the legislation and the committee's reasons for support, presents the text of S. 1841, a section-by-section analysis and discussion of key provisions, and the conclusion that there will be no budgetary or regulatory impacts. 10 senators give additional views.

Testimony was heard from 9 witnesses, representing the Building and Construction Trade Department of AFL-CIO, Snamprogetti USA, Association of American Railroads, Railway Labor Executives Association, Coal and Slurry Technology Association, American Mining Congress, Edison Electric Institute, and the state of Louisiana. An attorney at law also gave testimony. Jed D. Christensen of the Office of Surface Mining Reclamation and Enforcement, Department of the Interior, was the principal witness at a hearing on S. 643, which amends the Surface Mining Control and Reclamation Act of 1977. The amendment would allow states to set aside as much as 10% from the reclamation trust fund to apply to abandoned sites. Senators speaking in favor of the bill reported problems with obtaining home loans and insurance due to subsidence from abandoned sites. Christensen supported the bill in principle, but noted possible problems with handling interest and the actual transfer of the money. He also noted a possible breakdown in regulation with the current wording of the bill. Additional material submitted for the record from representatives and officials of the State of Wyoming follows the text of S. 643 and the testimony of the five witnesses.

No action in Congress? A simpler, more effective solution would be to allow utilities to use existing economic dispatch but require cost to include a price of pollution. Dispatchers would use current pricing models to calibrate the costs of various plants, so that cheaper units equal cleaner units. Working within current rules avoids the complexity of EPA regulation and the disruption of enacting new dispatch rules. It offers a more comprehensive solution than state-by-state permit proceedings. Two congressional reports outline the need for new uranium-enrichment plants and their costs. Part I, The Need for Additional Uranium Enrichment Capacity to Meet Demand, examines DOE's case for continuing construction of the Portsmouth, Ohio gas centrifuge plant on the basis of projected demand. The report concludes that DOE projections are high and that future demand can be met through preproduction and stockpiling. Part II, Necessity for GCEP (Gas Centrifuge Enrichment Plant) Under Low Nuclear Power Growth Conditions, concludes that continued construction is economically valid because of the uncertainty of demand forecasts. 79 references, 12 tables.
