Work on the International Thermonuclear Experimental Reactor (ITER) would continue but the Tokamak Physics Experiment would be halted.     During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    No action in Congress? A simpler, more effective solution would be to allow utilities to use existing economic dispatch but require cost to include a price of pollution. Dispatchers would use current pricing models to calibrate the costs of various plants, so that cheaper units equal cleaner units. Working within current rules avoids the complexity of EPA regulation and the disruption of enacting new dispatch rules. It offers a more comprehensive solution than state-by-state permit proceedings. The report concludes that DOE projections are high and that future demand can be met through preproduction and stockpiling. Part II, Necessity for GCEP (Gas Centrifuge Enrichment Plant) Under Low Nuclear Power Growth Conditions, concludes that continued construction is economically valid because of the uncertainty of demand forecasts. 79 references, 12 tables.     Bill S. 2844 provides for radon testing and is cited as the Department of Housing and Urban Development Policy Act. The bill provides the Department of Housing and Urban Development (HUD) with a mandate to establish a departmental radon policy and program. The department will be required to use its programs to assist the Environmental Protection Agency (EPA) address radon contamination. The bill also requires HUD, in coordination with the EPA, to develop a radon assessment and mitigation program which utilizes EPA recommended guidelines and standards to ensure that occupants of housing covered under this act are not exposed to elevated levels of radon. The entire contents of the bill are presented in eight sections entitled: Short Title, findings, Purpose, Definitions, Program, Information, Cooperation with Environmental Protection Agency, and Authorization.
