    Rauch, R.J.

    1982-06-01T23:59:59.000Z

A new energy industry--the recovery of energy from the industrial sector by means of conservation equipment--is just forming. Capital costs retard progress. This problem has given rise to third party leasing plans. The Alliance to Save Energy has embarked on a feasibility study, and a few preliminary findings are revealed in this paper. Leasing has IRS problems because of the tax classification of ''limited use properties.'' Useful life for tax purposes is also much shorter for general capital equipment than for conservation equipment. The Economic Recovery Act liberalized limited use and useful life rules, with new ''safe harbor'' lease arrangements. But broad interpretation of safe harbor has caused problems. Energy service contract--the second type of third party leasing--carries with it substantial specified risks. Share-the-savings leasing arrangements offer significant benefits to energy users, but all tax risks are shifted to the third party. In conclusion, several legal obstacles must be overcome before energy conservation investment by means of third party leasing can expand.

Scott, Michael J.; Roop, Joseph M.; Schultz, Robert W.; Anderson, Dave M.; Cort, Katherine A.

    2008-07-31T23:59:59.000Z

To more fully evaluate its programs to increase the energy efficiency of the U.S. residential and commercial building stock, the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) assesses the macroeconomic impacts of those programs, specifically on national employment, wage income, and (most recently) investment. The analysis is conducted using the Impact of Sector Energy Technologies (ImSET) model, a special-purpose 188-sector input-output model of the U.S. economy designed specifically to evaluate the impacts of energy efficiency investments and saving. For the analysis described in the paper, ImSET was amended to provide estimates of sector-by-sector capital requirements and investment. In the scenario of the Fiscal Year (FY) 2005 Buildings Technology (BT) program, the technologies and building practices being developed and promoted by the BT program have the prospect of saving about 2.9×1015 Btu in buildings by the year 2030, about 27% of the expected growth in buildings energy consumption by the year 2030. The analysis reported in the paper finds that, by the year 2030, these savings have the potential to increase employment by up to 446,000 jobs, increase wage income by $7.8 billion, reduce needs for capital stock in the energy sector and closely related supporting industries by about $207 billion (and the corresponding annual level of investment by $13 billion), and create net capital savings that are available to grow the nation’s future economy.

The objective of this study is to describe the energy-efficiency programs being operated by utilities for low-income customers. The study focuses, in particular, on programs that install major residential weatherization measures free-of-charge to low-income households. A survey was mailed to a targeted list of 600 utility program managers. Follow-up telephone calls were made to key non- respondents, and a random sample of other non-respondents also was contacted. Completed surveys were received from 180 utilities, 95 of which provided information on one or more of their 1992 low-income energy-efficiency programs for a total of 132 individual programs. These 132 utility programs spent a total of $140.6 million in 1992. This represents 27% of the total program resources available to weatherize the dwellings of low-income households in that year. Both the total funding and the number of programs has grown by 29% since 1989. A majority of the 132 programs are concentrated in a few regions of the country (California, the Pacific Northwest, the Upper Midwest, and the Northeast). Although a majority of the programs are funded by electric utilities, gas utilities have a significantly greater average expenditure per participant ($864 vs. $307 per participant). The most common primary goal of low-income energy-efficiency programs operating in 1992 was {open_quotes}to make energy services more affordable to low-income customers{close_quotes}. Only 44% of the programs were operated primarily to provide a cost-effective energy resource. Based on a review of household and measure selection criteria, equity and not the efficiency of resource acquisition appears to dominate the design of these programs.

The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

  15. Quality site seasonal report, Tucson Job Corps Center, SFBP (Solar in Federal Buildings Program) 1751, November 1984 through July 1985

    SciTech Connect (OSTI)

    Logee, T.L.

    1987-10-15T23:59:59.000Z

The active solar Domestic Hot Water (DHW) system at the Tucson Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large Federal buildings. The systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The solar collector system is installed on a two story dormitory at the Job Corps Center. The solar system preheats hot water for about two hundred students. The solar system provided about 50% of the energy needed for water heating in the winter and nearly 100% of the water heating needs in the summer. There are about 70,000 gallons of water used per month. There are seventy-nine L.O.F. panels or 1659 square feet of collectors (1764 square feet before freeze damage occurred) mounted in two rows on the south facing roof. Collected solar energy is stored in the 2200-gallon storage tank. The control system is by Johnson Controls. City water is piped directly to the storage tank and is circulated in the collectors. Freeze protection is provided by recirculation of storage water. There is an auxiliary gas fired boiler and 750 gallon DHW storage tank to provide backup for the solar system. Highlights of the performance monitoring from the solar collection system at the Tucson Job Corps Center during the November 1984 through July 1985 monitoring period are presented in this report.

The active solar Domestic Hot Water (DHW) and Space Cooling (SG) system at the Gainesville Job Corps Center was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system was one of eight systems selected for quality monitoring. The purpose of this monitoring effort was to document the performance of quality state-of-the-art solar systems in large federal building applications. These systems are unique prototypes. Design errors and system faults discovered during the monitoring period could not always be corrected. Therefore, the aggregated, overall performance is often considerably below what might be expected had similar systems been constructed consecutively with each repetition incorporating corrections and improvements. The Job Corps Center (JCC) located in Gainesville, Florida, is used for training underprivileged youths in a variety of useful trade and industrial skills. The solar energy system at the JCC supplements space cooling and domestic hot water (DHW) needs for the 18,000 ft/sup 2/ single-story building. The basic occupancy of this building is from 7 A.M. to 5 P.M. Monday through Friday, 12 months a year. The solar system has 192 Owens-Illinois evacuated tube collectors with a gross area of 6144 square feet. Solar energy is stored in a 3000 gallon storage tank. Solar energy from storage is supplied to a 1500-gallon DHW preheat tank through a heat exchanger in the storage tank, and directly to a 25-ton ARKLA chiller. Auxiliary energy for DHW is supplied by an LP gas burner. There is normally an electric chiller for auxiliary space cooling, but none was in place at the time the solar system was monitored. Highlights of the performance at the Gainesville Job Corps Center during the period December 1984 through June 1985 are summarized in this report.

    SciTech Connect (OSTI)

    1997-03-01T23:59:59.000Z

America has the technological capacity to change its energy future. There is no reason, for example, why our nation must continue following a path of rising oil imports when billions of barrels of crude oil remain in domestic oil fields. There is no reason why we cannot continue to use our abundant supplies of high-value, low-cost coal when we have the scientific know-how to remove virtually all of its pollutants and reduce greenhouse gas emissions. There is no reason why we cannot turn increasingly to clean-burning natural gas and tap the huge supplies we know exist within our borders. We remain a nation rich in the fuels that have powered economic growth. Today 85 percent of the energy we use to heat our homes and businesses, generate our electricity, and fuel our vehicles comes from coal, petroleum and natural gas. As we move toward a new century, the contributions of these fuels will grow. By 2015, the United States is likely to require nearly 20 percent more energy than it uses today, and fossil fuels are projected to supply almost 88 percent of the energy Americans will consume. We have the scientific know-how to continue using our fossil fuel wealth without fear of environmental damage or skyrocketing costs. The key is technology - developing cutting edge concepts that are beyond the private sector's current capabilities. Some of the most important innovations in America's energy industry are the results of investments in the Federal government's fossil energy research and development programs. Today, our air and water are cleaner, our economy is stronger, and our industries are more competitive in the global market because these programs have produced results. This booklet summarizes many of these achievements. It is not a comprehensive list by any means. Still, it provides solid evidence that the taxpayers' investment in government fossil energy research has paid real and measurable dividends.

The Department of Energy Office of Building Technology, State and Community Programs (BTS) is interested in assessing the potential economic impacts of its portfolio of programs on national employment and income. A special purpose version of the IMPLAN input-output model allied In Build is used in this study of all 38 BTS programs included in the FY2001 federal budget. Energy savings, investments, and impacts on U.S. national employment and wage income are reported by program for selected years to the year 2030. Energy savings from these programs have the potential of creating a total of nearly 332,000 jobs and about $5.3 billion in wage income (1995$) by the year 2030. Because the required investments to achieve these savings are capital intensive, the net effect after investment is 304,000 jobs and $5.0 billion.

This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

  5. Assessing National Employment Impacts of Investment in Residential and Commercial Sector Energy Efficiency: Review and Example Analysis

Anderson, David M.; Belzer, David B.; Livingston, Olga V.; Scott, Michael J.

    2014-06-18T23:59:59.000Z

Pacific Northwest National Laboratory (PNNL) modeled the employment impacts of a major national initiative to accelerate energy efficiency trends at one of two levels: • 15 percent savings by 2030. In this scenario, efficiency activities save about 15 percent of the Annual Energy Outlook (AEO) Reference Case electricity consumption by 2030. It is assumed that additional energy savings in both the residential and commercial sectors begin in 2015 at zero, and then increase in an S-shaped market penetration curve, with the level of savings equal to about 7.0 percent of the AEO 2014 U.S. national residential and commercial electricity consumption saved by 2020, 14.8 percent by 2025, and 15 percent by 2030. • 10 percent savings by 2030. In this scenario, additional savings begin at zero in 2015, increase to 3.8 percent in 2020, 9.8 percent by 2025, and 10 percent of the AEO reference case value by 2030. The analysis of the 15 percent case indicates that by 2030 more than 300,000 new jobs would likely result from such policies, including an annual average of more than 60,000 jobs directly supporting the installation and maintenance of energy efficiency measures and practices. These are new jobs resulting initially from the investment associated with the construction of more energy-efficient new buildings or the retrofit of existing buildings and would be sustained for as long as the investment continues. Based on what is known about the current level of building-sector energy efficiency jobs, this would represent an increase of more than 10 percent from the current estimated level of over 450,000 such jobs. The more significant and longer-lasting effect comes from the redirection of energy bill savings toward the purchase of other goods and services in the general economy, with its attendant influence on increasing the total number of jobs. This example analysis utilized PNNL’s ImSET model, a modeling framework that PNNL has used over the past two decades to assess the economic impacts of the U.S. Department of Energy’s (DOE’s) energy efficiency programs in the buildings sector.

    1994-03-01T23:59:59.000Z

The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

  20. Reducing Transaction Costs for Energy Efficiency Investments and Analysis of Economic Risk Associated With Building Performance Uncertainties: Small Buildings and Small Portfolios Program

    SciTech Connect (OSTI)

    Langner, R.; Hendron, B.; Bonnema, E.

    2014-08-01T23:59:59.000Z

The small buildings and small portfolios (SBSP) sector face a number of barriers that inhibit SBSP owners from adopting energy efficiency solutions. This pilot project focused on overcoming two of the largest barriers to financing energy efficiency in small buildings: disproportionately high transaction costs and unknown or unacceptable risk. Solutions to these barriers can often be at odds, because inexpensive turnkey solutions are often not sufficiently tailored to the unique circumstances of each building, reducing confidence that the expected energy savings will be achieved. To address these barriers, NREL worked with two innovative, forward-thinking lead partners, Michigan Saves and Energi, to develop technical solutions that provide a quick and easy process to encourage energy efficiency investments while managing risk. The pilot project was broken into two stages: the first stage focused on reducing transaction costs, and the second stage focused on reducing performance risk. In the first stage, NREL worked with the non-profit organization, Michigan Saves, to analyze the effects of 8 energy efficiency measures (EEMs) on 81 different baseline small office building models in Holland, Michigan (climate zone 5A). The results of this analysis (totaling over 30,000 cases) are summarized in a simple spreadsheet tool that enables users to easily sort through the results and find appropriate small office EEM packages that meet a particular energy savings threshold and are likely to be cost-effective.

    2015-01-01T23:59:59.000Z

In any distributed computing infrastructure, a job is normally forbidden to run for an indefinite amount of time. This limitation is implemented using different technologies, the most common one being the CPU time limit implemented by batch queues. It is therefore important to have a good estimate of how much CPU work a job will require: otherwise, it might be killed by the batch system, or by whatever system is controlling the jobs' execution. In many modern interwares, the jobs are actually executed by pilot jobs, that can use the whole available time in running multiple consecutive jobs. If at some point the available time in a pilot is too short for the execution of any job, it should be released, while it could have been used efficiently by a shorter job. Within LHCbDIRAC, the LHCb extension of the DIRAC interware, we developed a simple way to fully exploit computing capabilities available to a pilot, even for resources with limited time capabilities, by adding elasticity to production MonteCarlo (MC) si...

The Neutron Science Portal at Oak Ridge National Laboratory submits jobs to the TeraGrid for remote job execution. The TeraGrid is a network of high performance computers supported by the US National Science Foundation. There are eleven partner facilities with over a petaflop of peak computing performance and sixty petabytes of long-term storage. Globus is installed on a local machine and used for job submission. The graphical user interface is produced by java coding that reads an XML file. After submission, the status of the job is displayed in a Job Information Service window which queries globus for the status. The output folder produced in the scratch directory of the TeraGrid machine is returned to the portal with globus-url-copy command that uses the gridftp servers on the TeraGrid machines. This folder is copied from the stage-in directory of the community account to the user's results directory where the output can be plotted using the portal's visualization services. The primary problem with remote job execution is diagnosing execution problems. We have daily tests of submitting multiple remote jobs from the portal. When these jobs fail on a computer, it is difficult to diagnose the problem from the globus output. Successes and problems will be presented.

The purpose of the Department of Energy (DOE) Guide to Good Practices for On-the-Job Training (OJT) is to provide DOE contractor organizations with information that can be used to modify existing programs or to develop new programs. This guide replaces the Guide to Good Practices for On-the-Job Training that was distributed to DOE and DOE contractors in 1987. DOE contractors should not feel obligated to adopt all parts of this guide. Rather, they can use the information in this guide to develop programs that apply to their facility. This guide can be used as an aid in the design and development of a facility's OJT programs and to assist the instructors who conduct OJT and performance tests in the areas of facility operations, maintenance, and technical supports.

This research focused on the common good and provided uses for DOE, other government agencies, industry, and academia. The study created two unique economic models and an innovation index: 1 A macroeconomic model that depicts the way HPC investments result in economic advancements in the form of ROI in revenue (GDP), profits (and cost savings), and jobs. 2 A macroeconomic model that depicts the way HPC investments result in basic and applied innovations, looking at variations by sector, industry, country, and organization size. ? A new innovation index that provides a means of measuring and comparing innovation levels. Key findings of the pilot study include: IDC collected the required data across a broad set of organizations, with enough detail to create these models and the innovation index. The research also developed an expansive list of HPC success stories.

This conference poster describes the distributed wind Jobs and Economic Development Imapcts (JEDI) model. The goal of this work is to provide a model that estimates jobs and other economic effects associated with the domestic distributed wind industry. The distributed wind JEDI model is a free input-output model that estimates employment and other impacts resulting from an investment in distributed wind installations. Default inputs are from installers and industry experts and are based on existing projects. User input can be minimal (use defaults) or very detailed for more precise results. JEDI can help evaluate potential scenarios, current or future; inform stakeholders and decision-makers; assist businesses in evaluating economic development impacts and estimating jobs; assist government organizations with planning and evaluating and developing communities.

    SciTech Connect (OSTI)

    Lauret, Jerome

    2009-07-31T23:59:59.000Z

The User Centric Monitoring (UCM) project was aimed at developing a toolkit that provides the Virtual Organization (VO) with tools to build systems that serve a rich set of intuitive job and application monitoring information to the VO’s scientists so that they can be more productive. The tools help collect and serve the status and error information through a Web interface. The proposed UCM toolkit is composed of a set of library functions, a database schema, and a Web portal that will collect and filter available job monitoring information from various resources and present it to users in a user-centric view rather than and administrative-centric point of view. The goal is to create a set of tools that can be used to augment grid job scheduling systems, meta-schedulers, applications, and script sets in order to provide the UCM information. The system provides various levels of an application programming interface that is useful through out the Grid environment and at the application level for logging messages, which are combined with the other user-centric monitoring information in a abstracted “data store”. A planned monitoring portal will also dynamically present the information to users in their web browser in a secure manor, which is also easily integrated into any JSR-compliant portal deployment that a VO might employ. The UCM is meant to be flexible and modular in the ways that it can be adopted to give the VO many choices to build a solution that works for them with special attention to the smaller VOs that do not have the resources to implement home-grown solutions.

The global energy efficiency market is growing, due in part to energy sector and macroeconomic reforms and increased awareness of the environmental benefits of energy efficiency. Many countries have promoted open, competitive markets, thereby stimulating economic growth. They have reduced or removed subsidies on energy prices, and governments have initiated energy conservation programs that have spurred the wider adoption of energy efficiency technologies. The market outlook for energy efficiency is quite positive. The global market for end-use energy efficiency in the industrial, residential and commercial sectors is now estimated to total more than $34 billion per year. There is still enormous technical potential to implement energy conservation measures and to upgrade to the best available technologies for new investments. For many technologies, energy-efficient designs now represent less than 10--20% of new product sales. Thus, creating favorable market conditions should be a priority. There are a number of actions that can be taken to create favorable market conditions for investing in energy efficiency. Fostering a market-oriented energy sector will lead to energy prices that reflect the true cost of supply. Policy initiatives should address known market failures and should support energy efficiency initiatives. And market transformation for energy efficiency products and services can be facilitated by creating an institutional and legal structure that favors commercially-oriented entities.

  15. Measuring the Economic Impacts of Federal Investments in Research

    2011-08-31T23:59:59.000Z

Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President¢s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. For instance, federal funding in energy research may lead to innovations that would reduce energy costs at the household level, energy imports at the national level, and greenhouse gas emissions at the global level. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

Minimizing investment in oilfield development is an important subject that has attracted a considerable amount of industry attention. One method to reduce investment involves the optimal placement and selection of production facilities. Because of the large amount of capital used in this process, saving a small percent of the total investment may represent a large monetary value. The literature reports algorithms using mathematical programming techniques that were designed to solve the proposed problem in a global optimal manner. Owing to the high-computational complexity and the lack of user-friendly interfaces for data entry and results display, mathematical programming techniques have not been given enough attention in practice. This paper describes an interactive, graphical software system that provides a global optimal solution to the problem of placement and selection of production facilities in oil-field development processes. This software system can be used as an investment minimization tool and a scenario-study simulator. The developed software system consists of five basic modules: (1) an interactive data-input unit, (2) a cost function generator, (3) an optimization unit, (4) a graphic-output display, and (5) a sensitivity-analysis unit.

There is pay in the lower Stevens sand in the Paloma Field 15 miles southwest of Bakersfield, California, but the hydrocarbons are locked in sand so tight it will not give up its oil and gas. To try to turn the key, Tenneco Oil Co. has undertaken one of the largest hydraulic fracturing jobs ever attempted in California. The price tag is approximately $1 million. If the frac job proves successful, it could set the stage for significant new development. Tenneco took the Paloma No. 41X-10 on Sect. 10, 32S-26E, Kern County, to 12,500 ft td late in 1980, using Marlin-West's rig No. 13. The operator cemented 7-5/8-in. casing at 12,118 ft as a prelude to fracturing. Tenneco perforated 18 holes in the interval from 11,700 to 11,864 ft. The reservoir is a retrograde condensate reservoir, that is, a reservoir with hydrocarbons in a gaseous state. The frac job consisted of pumping fluid into the well at a high pressure to crack the target rock, extend the length of the fracture and at least partially fill the fracture with sintered bauxite to keep it open to form a channel through which hydrocarbons might flow into the wellbore.

In this paper, we present scheduling algorithms that simultaneously support guaranteed starting times and favor jobs with system desired traits. To achieve the first of these goals, our algorithms keep a profile with potential starting times for every unfinished job and never move these starting times later, just as in Conservative Backfilling. To achieve the second, they exploit previously unrecognized flexibility in the handling of holes opened in this profile when jobs finish early. We find that, with one choice of job selection function, our algorithms can consistently yield a lower average waiting time than Conservative Backfilling while still providing a guaranteed start time to each job as it arrives. In fact, in most cases, the algorithms give a lower average waiting time than the more aggressive EASY backfilling algorithm, which does not provide guaranteed start times. Alternately, with a different choice of job selection function, our algorithms can focus the benefit on the widest submitted jobs, the reason for the existence of parallel systems. In this case, these jobs experience significantly lower waiting time than Conservative Backfilling with minimal impact on other jobs.

    1992-07-01T23:59:59.000Z

The purpose of the Department of Energy (DOE) Guide to Good Practices for On-the-Job Training (OJT) is to provide DOE contractor organizations with information that can be used to modify existing programs or to develop new programs. This guide replaces the Guide to Good Practices for On-the-Job Training that was distributed to DOE and DOE contractors in 1987. DOE contractors should not feel obligated to adopt all parts of this guide. Rather, they can use the information in this guide to develop programs that apply to their facility. This guide can be used as an aid in the design and development of a facility`s OJT programs and to assist the instructors who conduct OJT and performance tests in the areas of facility operations, maintenance, and technical supports.

    Atwood, C.L.; Maguire, M.C.; Baldwin, M.D.; Pardo, B.T.

    1996-09-01T23:59:59.000Z

The quest for fabricating complex metal parts rapidly and with minimal cost has brought rapid prototyping (RP) processes to the forefront of the investment casting industry. Relatively recent advances in DTM Corporation`s selective laser sintering (SLS) and 3D Systems stereolithography (SL) processes have had a significant impact on the overall quality of patterns produced using these rapid prototyping processes. Sandia National Laboratories uses patterns generated from rapid prototyping processes to reduce the cycle time and cost of fabricating prototype and small lot production parts in support of a program called FASTCAST. The SLS process is used to fabricate patterns from materials such as investment casting wax, polycarbonate, and a new material called TrueForm PM{trademark}. With the timely introduction of each of these materials, the quality of patterns fabricated has improved. The development and implementation of SL QuickCast{trademark} software has enabled this process to produce highly accurate patterns for use in investment casting. This paper focuses on the successes with these new pattern materials and the infrastructure required to cast rapid prototyping patterns successfully. In addition, a brief overview of other applications of rapid prototyping at Sandia will be discussed.

This report reviews and analyzes the recent electricity reforms in Argentina, Australia, and the United Kingdom (UK) to illustrate how different models of privatization and reform have worked in practice. This report also analyzes the motivations of the U.S. companies who have invested in the electricity industries in these countries, which have become the largest targets of U.S. foreign investment in electricity. Two calculations of foreign investment are used. One is the foreign direct investment series produced by the U.S. Department of Commerce. The other is based on transactions in electric utilities of the three countries. The electricity reform and privatization experiences reviewed may offer some insight as to how the U.S. electricity industry might develop as a result of recent domestic reform efforts and deregulation at the state and national levels. 126 refs., 23 figs., 27 tabs.

Are there advantages to states that adopt the most recent model building energy codes other than saving energy? For example, can the construction activity and energy savings associated with code-compliant housing units become significant sources of job creation for states if new building energy codes are adopted to cover residential construction? , The U.S. Department of Energy (DOE) Building Energy Codes Program (BECP) asked Pacific Northwest National Laboratory (PNNL) to research and ascertain whether jobs would be created in individual states based on their adoption of model building energy codes. Each state in the country is dealing with high levels of unemployment, so job creation has become a top priority. Many programs have been created to combat unemployment with various degrees of failure and success. At the same time, many states still have not yet adopted the most current versions of the International Energy Conservation Code (IECC) model building energy code, when doing so could be a very effective tool in creating jobs to assist states in recovering from this economic downturn.

  19. Interactions between Energy Efficiency Programs funded under the Recovery Act and Utility Customer-Funded Energy Efficiency Programs

Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    2014-09-29T23:59:59.000Z

Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).
