    The recent revival of interest in nuclear power is causing a reexamination of the role of nuclear power in the United States. This renewed interest has led to questions regarding the capability and capacity of current U.S. industries to support a renewal of nuclear power plant deployment. This study was conducted to provide an initial estimate of jobs to be gained in the U.S. through the repatriation of the nuclear manufacturing industry. In the course of the study, related job categories were also modeled to provide an additional estimate of the potential expansion of existing industries (i.e., plant construction and operations) in conjunction with the repatriation of manufacturing jobs.

    Fuel Cells at the Crossroads examines financial community and fuel cell industry views on the investment climate for the fuel cell industry. It also explores the investment history of the US fuel cell industry and projects potential future job creation. The scope of the study included the transportation, stationary power generation and portable sectors. Interviews were conducted with industry and financial experts. The results of the interviews provide a snapshot of industry perspective just prior to President Bush's endorsement of a hydrogen economy in his 2003 State of the Union address. In April 2003, we conducted a spot check to test whether the State of the Union address had changed opinions. We found little change among the financial and investment communities, but some guarded new optimism among industry leaders. The general outlook of our sample was cautiously hopeful. There is no question, however, that the current climate is one of great uncertainty, particularly when compared with the enthusiasm that existed just a few years ago. Among other things: (1) Respondents generally believed that the energy industry will undergo profound change over the next few decades, resulting in some form of hydrogen economy. They acknowledged, however, that huge technology and cost hurdles must be overcome to achieve a hydrogen economy. (2) Respondents were worried about the future of the industry, including timeframes for market development, foreign competition, technical problems, and the current poor investment environment. (3) Respondents generally believed that the US federal government must provide strong leadership to ensure American leadership in the fuel cell industry. They believe that governments in Europe and Japan are highly committed to fuel cells, thus providing European and Japanese companies with significant advantages. (4) Respondents frequently mentioned several areas of concern, including the situation in Iraq, the increased commitment to fuel cells in

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    2015-10-12

    Single skyrmion creation and annihilation by spin waves in a crossbar geometry are theoretically analyzed. A critical spin-wave frequency is required both for the creation and the annihilation of a skyrmion. The minimum frequencies for creation and annihilation are similar, but the optimum frequency for creation is below the critical frequency for skyrmion annihilation. If a skyrmion already exists in the cross bar region, a spin wave below the critical frequency causes the skyrmion to circulate within the central region. A heat assisted creation process reduces the spin-wave frequency and amplitude required for creating a skyrmion. The effective field resulting from the Dzyaloshinskii-Moriya interaction and the emergent field of the skyrmion acting on the spin wave drive the creation and annihilation processes.

To have an immediate stimulative impact on the U.S. economy, the Department's stated goal is to ensure that these funds are spent as expeditiously as possible, without risking transparency and accountability. Given the Department's almost total reliance on the acquisition process (contracts, grants, cooperative agreements, etc.) to carry out its mission, enhanced focus on contract administration and, specifically, the work performed by Federal acquisition officials is of vital importance as the unprecedented flow of funds begins under the Recovery Act.

    We describe aspects of particle creation in strong fields using a quantum kinetic equation with a relaxation-time approximation to the collision term. The strong electric background field is determined by solving Maxwell's equation in tandem with the Vlasov equation. Plasma oscillations appear as a result of feedback between the background field and the field generated by the particles produced. The plasma frequency depends on the strength of the initial background fields and the collision frequency, and is sensitive to the necessary momentum-dependence of dressed-parton masses.

    The U.S. Department of Energy (DOE) awarded a financial assistance grant under the American Recovery and Reinvestment Act of 2009 (Recovery Act) to ArcelorMittal USA, Inc. (ArcelorMittal) for a project to construct and operate a blast furnace gas recovery boiler and supporting infrastructure at ArcelorMittal’s Indiana Harbor Steel Mill in East Chicago, Indiana. Blast furnace gas (BFG) is a by-product of blast furnaces that is generated when iron ore is reduced with coke to create metallic iron. BFG has a very low heating value, about 1/10th the heating value of natural gas. BFG is commonly used as a boiler fuel; however, before installation of the gas recovery boiler, ArcelorMittal flared 22 percent of the blast furnace gas produced at the No. 7 Blast Furnace at Indiana Harbor. The project uses the previously flared BFG to power a new high efficiency boiler which produces 350,000 pounds of steam per hour. The steam produced is used to drive existing turbines to generate electricity and for other requirements at the facility. The goals of the project included job creation and preservation, reduced energy consumption, reduced energy costs, environmental improvement, and sustainability.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited. As a result, the premise of the Act is that no stranger should have or control identifiable DNA samples or genetic information about an individual unless that individual specifically authorizes the collection of DNA samples for the purpose of genetic analysis, authorized the creation of that private information, and has access to and control over the dissemination of that information.

    The Jobs and Economic Development Impact (JEDI) models, developed through the National Renewable Energy Laboratory (NREL), are user-friendly tools utilized to estimate the economic impacts at the local level of constructing and operating fuel and power generation projects for a range of conventional and renewable energy technologies. The JEDI Petroleum Refinery Model User Reference Guide was developed to assist users in employing and understanding the model. This guide provides information on the model's underlying methodology, as well as the parameters and references used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features, operation of the model, and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the model estimates job creation, earning and output (total economic activity) for a given petroleum refinery. This includes the direct, indirect and induced economic impacts to the local economy associated with the refinery's construction and operation phases. Project cost and job data used in the model are derived from the most current cost estimations available. Local direct and indirect economic impacts are estimated using economic multipliers derived from IMPLAN software. By determining the regional economic impacts and job creation for a proposed refinery, the JEDI Petroleum Refinery model can be used to field questions about the added value refineries may bring to the local community.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    Many computational intelligence techniques for anomaly based network intrusion detection can be found in literature. Translating a newly discovered intrusion recognition criteria into a distributable rule can be a human intensive effort. This paper explores a multi-modal genetic algorithm solution for autonomous rule creation. This algorithm focuses on the process of creating rules once an intrusion has been identified, rather than the evolution of rules to provide a solution for intrusion detection. The algorithm was demonstrated on anomalous ICMP network packets (input) and Snort rules (output of the algorithm). Output rules were sorted according to a fitness value and any duplicates were removed. The experimental results on ten test cases demonstrated a 100 percent rule alert rate. Out of 33,804 test packets 3 produced false positives. Each test case produced a minimum of three rule variations that could be used as candidates for a production system.

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

    In the next-generation linear colliders, the low-energy e{sup +}e{sup -} pairs created during the collision of high-energy e{sup +}e{sup -} beams would cause potential deleterious background problems to the detectors. At low collider energies, the pairs are made essentially by the incoherent process, where the pair is created by the interaction of beamstrahlung photons on the individual particles in the oncoming beam. This problem was first identified by Zolotarev, et al[1]. At energies where the beamstrahlung parameter {Upsilon} lies approximately in the range 0.6 {approx}< {Upsilon} {approx}< 100, pair creation from the beamstrahlung photons is dominated by a coherent process, first noted by Chen[2]. The seriousness of this pair creation problem lies in the transverse momenta that the pair particles carry when leaving the interaction point (IP) with large angles. One source of transverse momentum is from the kick by the field of the oncoming beam which results in an outcoming angle {theta} {proportional_to} 1/{radical}x, where x is the fractional energy of the particle relative to the initial beam particle energy[2,3]. As was shown in Ref. 131, there in fact exists an energy threshold for the coherent pairs, where x{sub th} {approx}> 1/2{Upsilon}. Thus within a tolerable exiting angle, there exists an upper limit for {Upsilon} where all coherent pairs would leave the detector through the exhaust port[4]. A somewhat different analysis has been done by Schroeder[5]. In the next generation of linear colliders, as it occurs, the coherent pairs can be exponentially suppressed[2] by properly choosing the {Upsilon}({approx}< 0.6). When this is achieved, the incoherent pairs becomes dominant. Since the central issue is the transverse momentum for particles with large angles, we notice that there is another source for it. Namely, when the pair particles are created at low energies, the intrinsic angles of these pairs when produced may already be large. This issue was

The system also maintains the database of reference documents so that when changes are made to a reference document, the author of a document referencing the changed document will be alerted to make appropriate changes to his document.     We report on the use of a supercomputer simulation to study the performance sensitivity to systematic changes in the job parameters of run time, number of CPUs, and interarrival time. We also examine the effect of changes in share allocation and service ratio for job prioritization under a Fair Share queuing Algorithm to see the effect on facility figures of merit. We used log data from the ASCI supercomputer Blue Mountain and the ASCI simulator BIRMinator to perform this study. The key finding is that the performance of the supercomputer is quite sensitive to all the job parameters with the interarrival rate of the jobs being most sensitive at the highest rates and increasing run times the least sensitive job parameter with respect to utilization and rapid turnaround. We also find that this facility is running near its maximum practical utilization. Finally, we show the importance of the use of simulation in understanding the performance sensitivity of a supercomputer.

    This guide -- the JEDI Fast Pyrolysis Biorefinery Model User Reference Guide -- was developed to assist users in operating and understanding the JEDI Fast Pyrolysis Biorefinery Model. The guide provides information on the model's underlying methodology, as well as the parameters and data sources used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the JEDI Fast Pyrolysis Biorefinery Model estimates local (e.g., county- or state-level) job creation, earnings, and output from total economic activity for a given fast pyrolysis biorefinery. These estimates include the direct, indirect and induced economic impacts to the local economy associated with the construction and operation phases of biorefinery projects.Local revenue and supply chain impacts as well as induced impacts are estimated using economic multipliers derived from the IMPLAN software program. By determining the local economic impacts and job creation for a proposed biorefinery, the JEDI Fast Pyrolysis Biorefinery Model can be used to field questions about the added value biorefineries might bring to a local community.

  18. Changes to the Reporting Requirements for Contracts Funded by the American Recovery and Investment Act of 2009 (Recovery Act)

    The reporting requirements for contracts funded by the Recovery Act at Federal Acquisition Regulation (FAR) 52.204-1 1 have been changed. The reporting requirements now require first tier subcontractors to provide jobs information to the prime contractor for reporting into www.FederalReporting.gov. While the clause applicability is for all new solicitations and contracts issued on or after July 2,201 0, reporting of subcontractor job information is beneficial to the transparency of Recovery Act programs and Contracting Officers are asked to incorporate the revised clause into contracts funded by the Recovery Act as soon as practicable. In addition, contractors should be informed of the change and asked to submit this information for the reports due this month, if possible.

    This report examines the economics of wetland creation, restoration, and enhancement projects, especially as they are used within the context of mitigation for unavoidable wetland losses. Complete engineering-cost-accounting profiles of over 90 wetland projects were developed in collaboration with leading wetland restoration and creation practitioners around the country to develop a primary source database. Data on the costs of over 1,000 wetland projects were gathered from published sources and other available databases to develop a secondary source database. Cases in both databases were carefully analyzed and a set of baseline cost per acre estimates were developed for wetland creation, restoration, and enhancement. Observations of costs varied widely, ranging from $5 per acre to $1.5 million per acre. Differences in cost were related to the target wetland type, and to site-specific and project-specific factors that affected the preconstruction, construction, and post-construction tasks necessary to carry out each particular project. Project-specific and site-specific factors had a much larger effect on project costs than wetland type for non-agricultural projects. Costs of wetland creation and restoration were also shown to differ by region, but not by as much as expected, and in response to the regulatory context. The costs of wetland creation, restoration, and enhancement were also analyzed in a broader economic context through examination of the market for wetland mitigation services, and through the development of a framework for estimating compensation ratios-the number of acres of created, restored, or enhanced wetland required to compensate for an acre of lost natural wetland. The combination of per acre creation, restoration, and enhancement costs and the compensation ratio determine the overall mitigation costs associated with alternative mitigation strategies.

    This paper discusses Sandia National Laboratories` development of new technologies for use in the Vietnam War - specifically the seismic sensors deployed to detect troop and vehicle movement - first along the Ho Chi Minh Trail and later in perimeter defense for American military encampments in South Vietnam. Although the sensor story is a small one, it is interesting because it dovetails nicely with our understanding of the war in Vietnam and its frustrations; of the creation of new technologies for war and American enthusiasm for that technology; and of a technological military and the organizational research and a m am development structure created to support it. Within the defense establishment, the sensors were proposed within the context of a larger concept - that of a barrier to prevent the infiltration of troops and supplies from North Vietnam to the South. All of the discussion of the best way to fight in Vietnam is couched in the perception that this was a different kind of war than America was used to fighting. The emphasis was on countering the problems posed by guerrilla/revolutionary warfare and eventually by the apparent constraints of being involved in a military action, not an outright war. The American response was to find the right technology to do the job - to control the war by applying a technological tincture to its wounds and to make the war familiar and fightable on American terms. And, when doubts were raised about the effectiveness of applying existing technologies (namely, the bombing of North Vietnam and Laos), the doubters turned to new technologies. The sensors that were developed for use in Vietnam were a direct product of this sort of thinking - on the part of the engineers at Sandia who created the sensors, the civilian scientific advisors who recommended them, and, ultimately, the soldiers in the field who had to use them.

    We investigate the quantum particle creation during the circularly symmetric collapse of a 2+1 dust cloud, for the cases when the cosmological constant is either zero or negative. We derive the Ford-Parker formula for the 2+1 case, which can be used to compute the radiated quantum flux in the geometric optics approximation. It is shown that no particles are created when the collapse ends in a naked singularity, unlike in the 3+1 case. When the collapse ends in a Banados-Teitelboim-Zanelli black hole, we recover the expected Hawking radiation.

    -for-manufacture work enabled the delivery of a turbine design suitable for manufacture in intermediate to large quantity, lowering the unit cost of turbines and the levelized cost of electricity from ORPC hydrokinetic turbine. ORPC fielded the turbine design in a full scale application – the Cobscook Bay Tidal Energy Project which began operation off the coast of Eastport, Maine in September 2012. This is the first commercial, grid-connected tidal energy project in North America and the only ocean energy project not involving a dam which delivers power to a utility grid anywhere in the Americas. ORPC received a Federal Energy Regulatory Commission pilot project license to install and operate this project in February 2012. Construction of the TidGen® Power System began in March 2012, and the system was grid-connected on September 13, 2012. A 20-year commercial power purchase agreement to sell the power generated by the project was completed with Bangor Hydro Electric Company and is the first and only power purchase agreement for tidal energy. This is the first project in the U.S. to receive Renewable Energy Certificates for tidal energy production. The STTR project is a benefit to the public through its creation of jobs. ORPC’s recent deployment of the TidGen™ Power System is part of their larger project, the Maine Tidal Energy Project. According to ORPC’s report to the Maine Public Utilities Commission and the 20-year power purchase agreement, the Maine Tidal Energy Project will create and/or retain at least 80 direct full-time equivalent jobs in Maine during the development, construction and installation phase (2011 through 2016). In addition, the Maine Tidal Energy Project will create and/or retain at least 12 direct full-time equivalent jobs in Maine during the operating and maintenance phase (2016 through 2020). The STTR project has facilitated new and expanded services in manufacturing, fabrication and assembly, including major business growth for the composite

    Visualization is essential for understanding the increasing volumes of digital data. However, the process required to create insightful visualizations is involved and time consuming. Although several visualization tools are available, including tools with sophisticated visual interfaces, they are out of reach for users who have little or no knowledge of visualization techniques and/or who do not have programming expertise. In this paper, we propose VISMASHUP, a new framework for streamlining the creation of customized visualization applications. Because these applications can be customized for very specific tasks, they can hide much of the complexity in a visualization specification and make it easier for users to explore visualizations by manipulating a small set of parameters. We describe the framework and how it supports the various tasks a designer needs to carry out to develop an application, from mining and exploring a set of visualization specifications (pipelines), to the creation of simplified views of the pipelines, and the automatic generation of the application and its interface. We also describe the implementation of the system and demonstrate its use in two real application scenarios.

    Using the chiral anomaly, we discuss the pair creation of massless fermions under the effect of a magnetic field B-vector when an electric flux tube E-vector parallel to B-vector is switched on. The tube is axially symmetric and infinitely long. For the constraint B>>E, we can analytically obtain the spatial and temporal behaviors of the number density of the fermions, the azimuthal magnetic field generated by the fermions, and so on. We find that the lifetime t{sub c} of the electric field becomes shorter as the width of the tube becomes narrower. Applying it to the plasma in high-energy heavy-ion collisions, we find that the color electric field decays quickly such that t{sub c}{approx_equal}Q{sub s}{sup -1}, in which Q{sub s} is the saturation momentum.

    Recently, the possibility was pointed out by one of the present authors and his collaborators that an effective naked singularity referred to as ''a visible border of spacetime'' is generated by high-energy particle collision in the context of large extra dimensions or TeV-scale gravity. In this paper, we investigate the particle creation by a naked singularity in general dimensions, while adopting a model in which a marginally naked singularity forms in the collapse of a homothetic lightlike pressureless fluid. We find that the spectrum deviates from that of Hawking radiation due to scattering near the singularity but can be recast in quasithermal form. The temperature is always higher than that of Hawking radiation of a same-mass black hole, and can be arbitrarily high depending on a parameter in the model. This implies that, in principle, the naked singularity may be distinguished from a black hole in collider experiments.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. If employee satisfaction is not realized there is a real possibility of disgruntled employees who then become a potential insider risk to the organization. Typically this is an individual who has been employed for several years, becomes dissatisfied with the job, or some other aspect of their life. If the dissatisfaction is directly related to work the individual may retaliate in a destructive manner. Perceived inequities are a major factor and directly related to situational pressures, opportunity, and personal integrity. It is known that the greatest losses within an organization are attributed to employees working alone or in a conspiracy with fellow employees who engage in theft and other fraudulent activities. In the nuclear industry this threat is intensified by the nature of the work, the materials employees come in contact with and the potential of an occurrence that could adversely affect a large geographic region and/or the security of a country. The paper will address motivating factors, recommendations, and include a profile discussion of a possible disgruntled employee.

    A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly. Various safety locks and circuit-synchronizing means are also provided to permit proper cooperation of the invention and the high-current circuit in which it is installed. (AEC)

    A triple acting radial seal used as an interstage seal assembly in a gas turbine engine, where the seal assembly includes an interstage seal support extending from a stationary inner shroud of a vane ring, the interstage seal support includes a larger annular radial inward facing groove in which an outer annular floating seal assembly is secured for radial displacement, and the outer annular floating seal assembly includes a smaller annular radial inward facing groove in which an inner annular floating seal assembly is secured also for radial displacement. A compliant seal is secured to the inner annular floating seal assembly. The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.
