    A detailed description is presented of the laws and programs of the State of New Jersey governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 20092011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new construction, commercial/industrial custom rebate programs). In this report, the focus is on gross energy savings and the costs borne by the program administratorincluding administration, payments to implementation contractors, marketing, incentives to program participants (end users) and both midstream and upstream trade allies, and evaluation costs. We collected data on net savings and costs incurred by program participants. However, there were insufficient data on participant cost contributions, and uncertainty and variability in the ways in which net savings were reported and defined across states (and program administrators).

    This report describes the environmental surveillance program at the Wayne Interim Storage Site (WISS) and provides the results for 1992. The fenced, site, 32 km (20 mi) northwest of Newark, New Jersey, was used between 1948 and 1971 for commercial processing of monazite sand to separate natural radioisotopes - predominantly thorium. Environmental surveillance of WISS began in 1984 in accordance with Department of Energy (DOE) Order 5400.1 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program (FUSRAP). The environmental surveillance program at WISS includes sampling networks for radon and thoron in air; external gamma radiation exposure; radium-226, radium-228, thorium-230, thorium-232, total uranium, and several chemicals in surface water and sediment; and total uranium, radium-226, radium-228, thorium-230, thorium-232, and organic and inorganic chemicals in groundwater. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and state standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. This monitoring program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Results for environmental surveillance in 1992 show that the concentrations of all radioactive and most chemical contaminants were below applicable standards.

    This report describes the environmental surveillance program at the Middlesex Sampling Plant (MSP) and provides the results for 1992. The site, in the Borough of Middlesex, New Jersey, is a fenced area and includes four buildings and two storage piles that contain 50,800 m{sup 3} of radioactive and mixed hazardous waste. More than 70 percent of the MSP site is paved with asphalt. The MSP facility was established in 1943 by the Manhattan Engineer District (MED) to sample, store, and/or ship uranium, thorium, and beryllium ores. In 1955 the Atomic Energy Commission (AEC), successor to MED, terminated the operation and later used the site for storage and limited sampling of thorium residues. In 1967 AEC activities ceased, onsite structures were decontaminated, and the site was certified for unrestricted use under criteria applicable at that time. In 1980 the US Department of Energy (DOE) initiated a multiphase remedial action project to clean up several vicinity properties onto which contamination from the plant had migrated. Material from these properties was consolidated into the storage piles onsite. Environmental surveillance of MSP began in 1980 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program. The environmental surveillance program at MSP includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-230, thorium-232, and total uranium in surface water, sediment, and groundwater. Additionally, chemical analyses are performed to detect metals and organic compounds in surface water and groundwater and metals in sediments. This program assists in fulfilling th DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses.

    Kennecott Utah Copper Corporation (KUCC) used targeted energy assessments in the smelter and refinery at its Bingham Canyon Mine, near Salt Lake City, Utah. The assessment focused mainly on the energy-intensive processes of copper smelting and refining. By implementing the projects identified, KUCC could realize annual cost savings of $930,000 and annual energy savings of 452,000 MMBtu. The projects would also reduce maintenance, repair costs, waste, and environmental emissions. One project would use methane gas from an adjacent municipal dump to replace natural gas currently used to heat the refinery electrolyte.

    Achieving significant reductions in retail electric sales is becoming a priority for policymakers in many states and is echoed at the federal level with the introduction of legislation to establish a national energy efficiency resource standard. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit motivation, or even a financial disincentive, when compared to supply-side investments. In response to an information request from the Kansas Corporation Commission staff, we conducted a financial analysis to assess the utility business case in Kansas for pursuing more aggressive energy efficiency that complies with recent state legislation. Kansas' utilities are vertically integrated and don't face retail competition. With historically low retail rates and modest experience with energy efficiency, the achievement of rapid and substantial sales reductions from energy efficiency will require a viable utility business model. Using a conglomerate of the three largest utilities in Kansas, we quantitatively illustrate the tradeoff between ratepayer and shareholder interests when a 1percent reduction in incremental sales is achieved through energy efficiency both with and without the impact of future carbon regulation. We then assess if the utility can be compensated in a manner that produces a sufficient business case but leaves an adequate amount of net resource benefits for ratepayers at a cost that is not overly burdensome. Finally, we show how several common shareholder incentive mechanisms would be designed to achieve this balance.

    This report describes the environmental surveillance program at the Maywood Interim Storage Site (MISS) and provides the results for 1992. Environmental monitoring of MISS began in 1984, when the site was assigned to DOE by Congress through the Energy and Water Development Appropriations Act and was placed under DOE`s Formerly Utilized Sites Remedial Action Program (FUSRAP). FUSRAP was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. MISS is part of a National Priorities List (NPL) site. The environmental surveillance program at MISS includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-232, and total uranium in surface water, sediment, and groundwater. Additionally, chemical analysis includes metals and organic compounds in surface water and groundwater and metals in sediments. This program assists in fulfilling the DOE objective of measuring and monitoring effluents from DOE activities and calculating hypothetical doses to members of the general public. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and state standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. Environmental standards are established to protect public health and the environment. The radiological data for all media sampled support the conclusion that doses to the public are not distinguishable from natural background radiation.

    Urban areas in warm climates create summer heat islands of daily average intensity of 3--5{degrees}C, adding to discomfort and increasing air-conditioning loads. Two important factors contributing to urban heat islands are reductions in albedo (lower overall city reflectance) and loss of vegetation (less evapotranspiration). Reducing summer heat islands by planting vegetation (shade trees) and increasing surface albedos, saves cooling energy, allows down-sizing of air conditioners, lowers air-conditioning peak demand, and reduces the emission of CO{sub 2} and other pollutants from electric power plants. The focus of this multi-year project, jointly sponsored by SMUD and the California Institute for Energy Efficiency (CIEE), was to measure the direct cooling effects of trees and white surfaces (mainly roofs) in a few buildings in Sacramento. The first-year project was to design the experiment and obtain base case data. We also obtained limited post retrofit data for some sites. This report provides an overview of the project activities during the first year at six sites. The measurement period for some of the sites was limited to September and October, which are transitional cooling months in Sacramento and hence the interpretation of results only apply to this period. In one house, recoating the dark roof with a high-albedo coating rendered air conditioning unnecessary for the month of September (possible savings of up to 10 kWh per day and 2 kW of non-coincidental peak power). Savings of 50% relative to an identical base case bungalow were achieved when a school bungalow`s roof and southeast wall were coated with a high-albedo coating during the same period. Our measured data for the vegetation sites do not indicate conclusive results because shade trees were small and the cooling period was almost over. We need to collect more data over a longer cooling season in order to demonstrate savings conclusively.

    The Morris County Improvement Authority (?Authority?), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (?Solar Projects?) at fifteen (15) sites for seven (7) local government units (?Local Units?) in and including the County. The Program uses a Power Purchase Agreement (?PPA?) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    The US Department of Energy (DOE) conducted remedial action at the Stepan property in Maywood, New Jersey and several vicinity properties in Lodi, New Jersey as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are in the vicinity of the DOE-owned Maywood Interim Storage Site (MISS), adjacent to the former Maywood Chemical Works facility. The property at One Shady Lane, Lodi, New Jersey was not one of these vicinity properties but was surveyed by DOE at the request of the owner. At the request of DOE, a team from Oak Ridge National Laboratory conducted a radiological survey at this property. The purpose of the survey, conducted in November 1994, was to confirm whether remedial actions were to be performed on the property in order to be in compliance with the identified Guidelines. The radiological survey included surface gamma scans and gamma readings at 1 meter, and the collection of soil samples for radionuclide analysis. Results of the survey demonstrated that all radiological measurements on the property at One Shady Lane, Lodi, New Jersey, were comparable to background levels in the area, and well within the limits prescribed by DOE radiological guidelines. Based on the results of the radiological survey data, this property does not meet guidelines for inclusion under FUSRAP.

    This is an analysis of cost effectiveness the Council of American Building Officials` 1993 Model Energy Code (MEC) building thermal-envelope requirements for single-family houses and multifamily housing units in New Jersey. Goal was to compare the cost effectiveness of the 1993 MEC to the alternate allowed in the 1993 Building Officials & Code Administrators (BOCA) National Energy Conservation Code -- American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Standard 90A-1980 -- based on a comparison of the costs and benefits associated with complying with each. This comparison was performed for Camden, New Brunswick; Somerville, and Sparta. The analysis was done for two different scenarios: a ``move-up`` home buyer purchasing a single-family house and a ``first-time`` financially limited home buyer purchasing a multifamily unit. For the single-family home buyer, compliance with the 1993 MEC was estimated to increase first costs by $1028 to $1564, resulting in an incremental down payment increase of $206 to $313 (at 20% down). The time when the homeowner realizes net cash savings (net positive cash flow) for houses built in accordance with the 1993 MEC was from 1 to 5 years. The home buyer who paid 20% down had recovered increases in down payments and mortgage payments in energy cost savings by the end of the fifth year or sooner and thereafter will save more money each year. For the multifamily unit home buyer first costs were estimated to increase by $121 to $223, resulting in an incremental down payment increase of $12 to $22 (at 10% down). The time when the homeowner realizes net cash savings (net positive cash flow) for houses built in accordance with the 1993 MEC was 1 to 3 years.

    This paper performs a literature review and meta-analysis of water savings from several types of advanced irrigation controllers: rain sensors (RS), weather-based irrigation controllers (WBIC), and soil moisture sensors (SMS).The purpose of this work is to derive average water savings per controller type, based to the extent possible on all available data. After a preliminary data scrubbing, we utilized a series of analytical filters to develop our best estimate of average savings. We applied filters to remove data that might bias the sample such as data self-reported by manufacturers, data resulting from studies focusing on high-water users, or data presented in a non-comparable format such as based on total household water use instead of outdoor water use. Because the resulting number of studies was too small to be statistically significant when broken down by controller type, this paper represents a survey and synthesis of available data rather than a definitive statement regarding whether the estimated water savings are representative.

    Entergy Corp.-the New Orleans-based utility holding company-is applying lessons learned in procurement reorganization to streamline other areas of the company. Utilities willing to retool their procurement organizations and try new approaches to management can also reap benefits. Entergy Operations Inc. saved approximately $10 million in 1991 in personnel, system-wide contracts and combined purchasing. For 1992, EOI expects to show savings of $20 million, significantly better than original projections. EOI estimates that it has been able to avoid an additional $10 million in inventory expenditures. Entergy Corp. has put what its learned to work in other areas. Functional restructuring that formed Entergy Operations was expanded in 1991 with formation of three other company teams: Distribution and Customer Services, Generation and Transmission and Entergy Business Support. Each of these has also already begun to show significant benefits. A utility need not be a large multistate holding company with multiple nuclear plants in order to profit from Entergy's experiences. The key is to recognize the potential benefits of functional reorganization, and to approach the process in a timely, disciplined manner, while ensuring total buy-in from local/site management. Above all, utilities must be willing to try new approaches. Many utilities still independently organize procurement and materials management functions around individual plants and business units. Further, utilities may still approach procurement and materials management as two separate processes. Significant benefits can be gained by implementing a consolidated, information-driven approach to procurement and materials management. Overcoming turf issues and managing the change in thinking can be a real challenge. The chances for success are greatly improved by carefully organizing the redesign with an information-driven approach and shared performance measures.

These properties are in the vicinity of the DOE-owned Wayne Interim Storage Site (WISS), formerly the W. R. Grace facility. The property at 14 Peck Ave., Pequannock, New Jersey is one of these vicinity properties. At the request of DOE, a team from Oak Ridge National Laboratory conducted an independent radiological verification survey at this property. The purpose of the survey, conducted between September and December 1993, was to confirm the success of the remedial actions performed to remove any radioactive materials in excess of the identified guidelines. The verification survey included surface gamma scans and gamma readings at 1 meter, beta-gamma scans, and the collection of soil and debris samples for radionuclide analysis. Results of the survey demonstrated that all radiological measurements on the property at 14 Peck Ave. were within applicable DOE guidelines. Based on the results of the remedial action data and confirmed by the verification survey data, the portions of the site that had been remediated during this action successfully meet the DOE remedial action objectives.

    Prior to 1971, the W.R. Grace Company processed and stored radioactive materials at Wayne, New Jersey, under license to the Atomic Energy Commission. Decontamination of structures and storage of waste materials on the property at the Wayne Interim Storage Site (WISS) took place in 1974. Surveys by the State of New Jersey Department of Environmental Protection and by Oak Ridge Associated Universities for the NRC in 1982 indicated that properties adjacent to the WISS contained surface contamination by radioactive residuals in amounts exceeding those acceptable under US Department of Energy (DOE) remedial action guidelines. At the request of DOE, remedial actions have been conducted by Bechtel National, Inc., to remove radioactive residuals from properties adjacent to the site. It is the policy of DOE to assign an independent verification contractor to ensure the effectiveness of remedial actions performed within the Formerly Utilized Sites Remedial Action Program. This report describes the methods and results of those studies that were conducted by the Measurement Applications and Development Group of the Oak Ridge National Laboratory for the lower Sheffield Brook floodplain west of the WISS. Based upon post-remedial action and verification survey data, it was concluded that residual soil concentrations and gamma levels following excavation and backfilling of the area are within the limits prescribed by DOE radiological guidelines. 12 refs., 6 figs., 8 tabs.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from 1916 to 1959. During the early years of operation, MCW stored wastes and residues in low-lying areas west of the processing facilities and consequently some of the residuals containing radioactive materials migrated offsite to the surrounding area. Subsequently, the U.S. Department of Energy (DOE), designated for remedial action the old MCW property and several vicinity properties. Additionally, in 1984, the property at 130 West Central Ave., Maywood, New Jersey and properties in its vicinity were included as a decontamination research and development project under the DOE Formerly Utilized Sites Remedial Action Program. In 1987 and 1988, at the request of DOE, ORNL conducted a radiological survey on this property. A second radiological survey by ORNL was conducted on this property in May, 1993 at the request of DOE after an ad hoc radiological survey, requested by a new property owner and conducted by Bechtel National, Inc. (BNI), identified some contamination not previously found by ORNL. The purpose of the survey was to determine if residuals from the old MCW were present on the property, and if so, if any radiological elements present were above guidelines. A certified civil survey was requisitioned by ORNL to determine actual property boundaries before beginning the radiological survey. The radiological re-survey included a surface gamma scan and the collection of a large number of soil samples for radionuclide analyses.

    This Energy Savings Opportunity Survey (ESOS) at Ft.     The Technical Support Document (TSD) for 50% energy savings in small office buildings documents the analysis and results for a recommended package of energy efficiency measures (EEMs) referred to as the advanced EEMs. These are changes to a building design that will reduce energy usage. The package of advanced EEMs achieves a minimum of 50% energy savings and a construction area weighted average energy savings of 56.6% over the ANSI/ASHRAE/IESNA Standard 90.1-2004 for 16 cities which represent the full range of climate zones in the United States. The 50% goal is for site energy usage reduction. The weighted average is based on data on the building area of construction in the various climate locations. Cost-effectiveness of the EEMs is determined showing an average simple payback of 6.7 years for all 16 climate locations. An alternative set of results is provided which includes a variable air volume HVAC system that achieves at least 50% energy savings in 7 of the 16 climate zones with a construction area weighted average savings of 48.5%. Other packages of EEMs may also achieve 50% energy savings; this report does not consider all alternatives but rather presents at least one way to reach the goal. Design teams using this TSD should follow an integrated design approach and utilize additional analysis to evaluate the specific conditions of a project.

    Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

    In 2003, Raytheon Company upgraded the efficiency of the compressed air system at its Integrated Air Defense Center in Andover, Massachusetts, to save energy and reduce costs. Worn compressors and dryers were replaced, a more sophisticated control strategy was installed, and an aggressive leak detection and repair effort was carried out. The total cost of these improvements was $342,000; however, National Grid, a utility service provider, contributed a $174,000 incentive payment. Total annual energy and maintenance cost savings are estimated at $141,500, and energy savings are nearly 1.6 million kWh. This case study was prepared for the U.S. Department of Energy's Industrial Technologies Program.

    The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from 1916 to 1959. During the early years of operation, MCW stored wastes and residues in low-lying areas west of the processing facilities and consequently some of the residuals containing radioactive materials migrated offsite to the surrounding area. Subsequently, the U.S. Department of Energy (DOE) designated for remedial action the old MCW property and several vicinity properties. Additionally, in 1984, the property at 146 West Central Ave., Maywood, New Jersey and properties in its vicinity were included as a decontamination research and development project under the DOE Formerly Utilized Sites Remedial Action Program. In 1987 and 1988, at the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a radiological survey on this property. A report describing this survey was published in 1989. A second radiological survey by ORNL was conducted on this property in May 1993 at the request of DOE after an ad hoc radiological survey, requested by the property owner and conducted by Bechtel National, Inc. (BNI), identified some contamination not previously found by ORNL. The purpose of the second ORNL survey was to determine whether radioactive materials from the old MCW were present on the property, and if so, if radioactive materials present were above guidelines. A certified civil survey was requisitioned by ORNL to determine actual property boundaries before beginning the radiological re-survey. The re-survey included a surface gamma scan and the collection of a large number of soil samples for radionuclide analyses. Results of this survey demonstrated that although elevated residual thorium-232 contamination was present in a few isolated spots on the southern end of the backyard, it did not exceed DOE guidelines.

    Light-colored roofs reflect more sunlight than dark roofs, thus they keep buildings cooler and reduce air-conditioning demand. Typical roofs in the United States are dark, which creates a potential for savings energy and money by changing to reflective roofs. In this report, the authors make quantitative estimates of the impact of roof color by simulating prototypical buildings with light- and dark-colored roofs and calculating savings by taking the differences in annual cooling and heating energy use, and peak electricity demand. Monetary savings are calculated using local utility rates. Savings are estimated for 11 U.S. Metropolitan Statistical Areas (MSAs) in a variety of climates.

    Driving style changes, e.g., improving driver efficiency and motivating driver behavior changes, could deliver significant petroleum savings. This project examines eliminating stop-and-go driving and unnecessary idling, and also adjusting acceleration rates and cruising speeds to ideal levels to quantify fuel savings. Such extreme adjustments can result in dramatic fuel savings of over 30%, but would in reality only be achievable through automated control of vehicles and traffic flow. In real-world driving, efficient driving behaviors could reduce fuel use by 20% on aggressively driven cycles and by 5-10% on more moderately driven trips. A literature survey was conducted of driver behavior influences, and pertinent factors from on-road experiments with different driving styles were observed. This effort highlighted important driver influences such as surrounding vehicle behavior, anxiety over trying to get somewhere quickly, and the power/torque available from the vehicle. Existing feedback approaches often deliver efficiency information and instruction. Three recommendations for maximizing fuel savings from potential drive cycle improvement are: (1) leveraging applications with enhanced incentives, (2) using an approach that is easy and widely deployable to motivate drivers, and (3) utilizing connected vehicle and automation technologies to achieve large and widespread efficiency improvements.

    Wisconsin Energy Conservation Corporation (WECC) conducted a Study of the Persistence of Energy Savings in Low-Income Wisconsin Residences for the Department of Energy's (DOE) Existing Buildings Efficiency Program. The study assessed the persistence of energy savings resulting from participation in the Wisconsin Utility Weatherization Assistance Program (UWAP). The study assessed the impact of weatherization and heating system measures up to eight years after the installation of energy conservation measures (ECMS) in low-income, gas-heated residences, the majority of which are 1- and 2-unit buildings. Primary data for the study came from two utilities, Wisconsin Gas Company and Madison Gas Electric Company. Both utilities provided WECC with their weatherization program databases, which contained participant information back to 1982. WECC also obtained fuel consumption information for the program participants from each utility. The consumption histories spanned a 6-year period from March 1985 through May 1991 for Wisconsin Gas Company participants, and a 5-year period from October 1986 through August 1991 for Madison Gas Electric Company participants. After attrition, the study included 5,129 customers from the Wisconsin Gas Company program and 1,553 customers from the Madison Gas Electric Company program.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     The environmental monitoring program, which began in 1980, was continued in 1989 at the former Middlesex Sampling Plant (MSP) site, located in the Borough of Middlesex, New Jersey. The MSP site is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a Department of Energy (DOE) program to decontaminate or otherwise control sites where residual radioactive materials remain either from the early years of the nation's atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. The monitoring program at MSP measures radon concentrations in air; external gamma radiation levels; and uranium and radium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater samples. To verify that the site is in compliance with the DOE radiation protection standard (100 mrem/yr) and to assess its potential effect on public health, the radiation dose was calculated for a hypothetical maximally exposed individual.
