    To Whom It May Concern - I am writing to strongly object to the proposed natural gas pipeline extension from Wright, NY to Dracut, MA. There would be no benefit to Massachusetts whatsoever from such a pipeline, which would carry natural gas ultimately to be exported. It would, however, damage sensitive ecosystems and farmland across the state, and carry a constant risk of explosion and leaks. Now is the time to turn decisively away from the use of fossil fuels, especially such a potent greenhouse gas as methane. Governor Patrick has committed our state to a clean energy future, and we are seeing unprecedented development of renewable energy projects. When you add in sensible and planned conservation efforts, it becomes abundantly clear that we do not need the natural gas from this pipeline - even if we were it's intended recipients. This proposed pipeline would benefit only the natural gas companies involved, and would cause significant damage not only to the environment of Massachusetts, but would also contribute to greenhouse gases in the atmosphere at a time when it is imperative that we reduce atmospheric CO2. I cannot urge you strongly enough to deny approval of this pipeline; it is not the way forward. - Jennifer Riley

    To the U.S. Department of Energy: While there are many who deny climate change, the storms and changes in the atmosphere are undeniable. Fifty percent of the U.S. is experiencing drought. Water shortages and food shortages around the world are creating instability. While we can be grateful to fossil fuels for many things, the delay in addressing climate change is long overdue. While there are shale deposits in New York, it is well known that they are radioactive, and that transport to neighboring states is likely to have severe adverse consequences to populations in close proximity to these shales. It is further concerning that with 50% of the U.S. now in severe drought, a fossil fuel policy that uses and ruins billions of gallons of drinking water, is dangerous to our survival and health. The Marcellus shale is located under millions of acres of forest to our immediate west that provide balance to the CO2 emitted: and there are efforts to overcome legislation protecting those lands and the Adirondack region of the Eastern U.S. If this is widely developed, our air quality east of that will be horrible: further, becoming the shipping grid for the Marcellus will leave our state a radioactive wasteland from which the state will never recover. These are private investment companies, with a clear agenda of shipping gas overseas. This is overbuilding with the clear intent of shipment abroad and even their local representatives state that whatever capacity is left over is theirs to do with as they please. Further, in articles featured in Barron’s the proposing company makes a boast of overcoming local laws and regulations: which is a sad slap in the face to millions of earnest, law abiding business people who work within existing law. The whole manner of approach by this company is repugnant: lies, falsehoods, secrets, and it is set up to insure that they are completely without accountability for whatever follows. If we are simply a plutocracy, or oligarchy, with no

    additional concern of opening up gas development in NY: This will erase any benefits from closing coal plants and our Massachusetts air quality will grow worse: not be improved. While gas burns cleanly, its production now destroys drinking water, and contributes in a far worse manner to climate change. It is deeply concerning that only gas investment interests were involved in this decision: that our electrical infrastructure is now monopolized by gas investment interests, and that rates to consumers of electricity are determined by a corporation whose principle concern in gas investment and development for private profit: Even the consultants who determined this "need" were primarily involved in gas investments and development. There was NO effort to seek alternatives, and there has been no investigation of the long term destruction to Massachusetts, the safety of citizens, or the safety and well being of land within our state borders. NO renewable and less invasive option was considered, and the meetings held that made this determination were secretive. Northeast Utilities posted a profit following a merger. The expense of this seems to have been passed on to electricity customers: and prices on the "spot" market can be artificially inflated to create advantageous scenarios for gas investment interests. A further concern is that the only people involved in determining this need appear to have both the power to create the need, and a means of filling it which provides windfall for themselves. All of these entities have been involved with Massachusetts before: violating merger agreements: FERC agreements: DPU agreements according to what we have observed: NSTAR/NU immediately eliminated work positions despite merger agreements with the DPU: TGP has failed to complete restoration and conservation agreements from their existing pipeline, according to citizens living along the southern, existing route, and I have no confidence, as a citizen, that our electrical bill or the

    The term natural gas is deceptive: the gas increasingly available to the Northeast is unconventional gas, and is higher in radioactivity (Resnikoff, 2012), as well as chemical content from hydraulic fracturing that is deadly to biological integrity- known carcinogens, neurotoxins, poisons . . . there is no oversight of what is in these pipelines. Pipelines leak at a rate of between 8% and 11%: : The proposed pipeline(s) runs through every single aquifer that supplies drinking water to residents of Massachusetts. Marcellus gas also has a high likelihood of increasing lung cancer among gas customers in Massachusetts, as detailed in Resnikoff's 2012 executive summary. The advertising currently being played over and over again on our airwaves is chilling in the face of this known risk. The fact that unconventional gas ruins drinking water at alarming rates, and the acquisition of this gas is structured in a manner that guarantees no accountability or liability for desecration of arguably the most basic necessity for life is being falsely advertised as "better for the environment". There are not only worse emissions from this industry, but a second, concomitant ruining of water. Both Northeast Utilities and Kinder Morgan stand to make significant profit for their private investors. Meanwhile, Massachusetts are being asked to subsidize the destruction of their homes, their health, their water, and their neighborhoods to enrich a few individuals who are seeking a shipping route manipulating "eminent domain" to sell shale gas abroad. This is a destructive and extreme plan, and there are many other options that have not been adequately explored or investigated. In this instance, windmills off the coast seems a lot less immediately destructive than poisoning our drinking water. Or is the intention to euthanize a certain number of citizens?     Hello, I am writing in concern about efforts by Kinder Morgan to locate in conservation lands along the Northern area of Massachusetts. These lands are the watershed for our whole state, and this infiltration by two gas investment companies: Northeast Utilities and Kinder Morgan is dangerous to our state's water, and violate the rights of our small state to a clean, safe environment. Further, these lands, and the donations that support them are our state heritage. And there are further concerns. Massachusetts is about to find out what the term "resource curse" means. At the moment, Massachusetts has abundant water. The Marcellus shale is our near neighbor. Our watersheds are now under assault. This is happening right now, in all of Massachusetts' watersheds. Northeast Utilities, now a Connecticut gas investment company, appears to be working aggressively with investment company, Texas –based, Kinder Morgan to gain control of water in Massachusetts. The proposed gas pipeline is using monopoly owned electrical grids to snake through protected aquifers and watersheds, with pipelines known to carry radioactive gas from the Marcellus, along with benzene, neurotoxins, and endocrine disrupting chemicals. Pipelines leak. They also explode. Blast zones created by high pressure, high volume gas pipelines, running adjacent to high voltage, direct current,electrical cables, are deliberately planned to run right through populated areas. This will gut rural community economies, reducing property values, making sure there is less public oversight of these regions, while placing these areas under the control of privately owned gas investment entities. The gas industry is exempt from clean air, clean water, and clean drinking water legislation. If gas is so clean and safe, why is that necessary? . The idea of "cheap gas" is a falsehood. Gas extraction comes at an exorbitant price: billions of gallons of drinking water, necessary for human life, are destroyed for each well head created. In order to keep up with current demand, thousands of new wells must be drilled each year, as older wells decline in production. And that's for U.S. demand: worldwide demand is immanent. Disposal of ruined drinking water is also a problem, and significant amounts of this chemically poisoned, ruined water are dumped into public waterways, even across state borders, or are pumped and dumped back into the ground. Fifty percent of our nation is currently experiencing severe drought. Gas pipelines proposed for the state are as much a grab for Massachusetts' water and water regions, as it is to set up a shipping route for gas investment interests abroad. Our urban legislators and officials may be vulnerable to gas investment lobbying: hence the limp legislative response on fixing existing gas leaks that have bilked over 1 billion dollars from ratepayers, and flouted DPU authority. Water treatment plants cannot address the toxicity of ruined water, and unless Massachusetts citizens don't want to be used as human filters by gas industry investment greed, this had better be stopped.     The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine. Therefore, a need exists for the remote sensing of steam quality.

    For the past 6 years, open discussions and/or meetings have been held and are still on-going with OEM, Hydrogen Suppliers, other test facilities from the North America Team and International collaborators regarding experimental results, fuel clean-up cost, modeling, and analytical techniques to help determine levels of constituents for the development of an international standard for hydrogen fuel quality (ISO TC197 WG-12). Significant progress has been made. The process for the fuel standard is entering final stages as a result of the technical accomplishments. The objectives are to: (1) Determine the allowable levels of hydrogen fuel contaminants in support of the development of science-based international standards for hydrogen fuel quality (ISO TC197 WG-12); and (2) Validate the ASTM test method for determining low levels of non-hydrogen constituents.

    Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.

There was no new significant air quality legislation, but a number of lawsuits raised questions about State Implementation Plans, prevention of significant deterioration, the Clean Air Act Amendments, new source performance standards, and motor vehicle emissions. Efforts to increase coal utilization emphasized implementation of the Power Plant and Industrial Fuel Use Act of 1978 and the Surface Mining Program. New legislation protects certain forest products from exploitation and exportation. Forest-related lawsuits focused on the RARE II process. Land-use legislation modified credit assistance to coastal zones and the language of interstate land sales, established a new agency to consolidate flood-insurance programs, and added protection to archaeological resources. Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.   3. Renewables and air quality

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    One year ago, a panel of industry experts were interviewed in the November/December 1994 issue of Fuel Reformulation (Vol. 4, No. 6). With the focus then and now on refinery investments, the panelists were asked to forecast which refining processes would grow in importance. It is apparent from their response, and from other articles and discussions throughout the year, that hydroprocessing and catalytic conversion processes are synergistic in the overall refinery design, with flexibility and process objectives varying on a unit-by-unit case. To an extent, future refinery investments in downstream petrochemicals, such as for paraxylene production, are based on available catalytic reforming feedstock. Just a importantly, hydroprocessing units (hydrotreating, hydrocracking) needed for clean fuel production (gasoline, diesel, aviation fuel), are heavily dependent on hydrogen production from the catalytic reformer. Catalytic reforming`s significant influence in the refinery hydrogen balance, as well as its status as a significant naphtha conversion route to higher-quality fuels, make this unit a high-priority issue for engineers and planners striving for flexibility.

    Traditionally, data used for compliance with air quality programs are obtained from various sources within the plant, on site lab, or perhaps from a product movement accounting program. For the most part, the data processing and subsequent calculations and reports were handled individually, thus generating huge spreadsheets and mounds of process data in paper format. The natural reaction to this overwhelming data management problem is to search for an off-the-shelf software package that will hopefully cover all of the plant`s needs for compliance with air quality regulations. Rather than searching for or trying to custom build a single electronic system, the authors suggest using internet browsing software to create links between existing repositories of air quality data and related information.

    This reference manual was prepared to assist electric utilities in helping homeowners, builders, and new home buyers to understand a broad range of issues related to indoor air quality. The manual is directed to technically knowledgeable persons employed by utility companies - the customer service or marketing representative, applications engineer, or technician - who may not have specific expertise in indoor air quality issues. In addition to providing monitoring and control techniques, the manual summarizes the link between pollutant concentrations, air exchange, and energy conservation and describes the characteristics and health effects of selected pollutants. Where technical information is too lengthy or complex for inclusion in this volume, reference sources are given. Information for this manual was gathered from technical studies, manufacturers' information, and other materials from professional societies, institutes, and associations. The aim has been to provide objective technical and descriptive information that can be used by utility personnel to make informed decisions about indoor air quality issues.

    Lawrence Berkeley Laboratory`s Environment Department addresses its responsibilities through activities in a variety of areas. The need for a comprehensive management control system for these activities has been identified by the Department of Energy (DOE). The WM QA (Waste Management Quality Assurance) Plan is an integral part of a management system that provides controls necessary to ensure that the department`s activities are planned, performed, documented, and verified. This WM QA Plan defines the requirements of the WM QA program. These requirements are derived from DOE Order 5700.6C, Quality Assurance, the LBL Operating and Assurance Program Plan (OAP, LBL PUB-3111), and other environmental compliance documents applicable to WM activities. The requirements presented herein, as well as the procedures and methodologies that direct the implementation of these requirements, will undergo review and revisions as necessary. The provisions of this QA Plan and its implementing documents apply to quality-affecting activities performed by and for WM. It is also applicable to WM contractors, vendors, and other LBL organizations associated with WM activities, except where such contractors, vendors, or organizations are governed by their own WM-approved QA programs. References used in the preparation of this document are (1) ASME NQA-1-1989, (2) ANSI/ASQC E4 (Draft), (3) Waste Management Quality Assurance Implementing Management Plan (LBL PUB-5352, Rev. 1), (4) LBL Operating and Assurance Program Plan (OAP), LBL PUB-3111, 2/3/93.     In April, 1996, the R.W. Beckett Corporation became aware of a series of apparently unrelated symptoms that made the leadership of the company concerned that there could be a fuel oil quality problem. A task force of company employees and industry consultants was convened to address the topic of current No. 2 heating oil quality and its effect on burner performance. The task force studied changes in fuel oil specifications and trends in properties that have occurred over the past few years. Experiments were performed at Beckett and Brookhaven National Laboratory to understand the effect of changes in some fuel oil properties. Studies by other groups were reviewed, and field installations were inspected to gain information about the performance of fuel oil that is currently being used in the U.S. and Canada. There was a special concern about the use of red dye in heating oils and the impact of sulfur levels due to the October, 1993 requirement of low sulfur (<0.05%) for on-highway diesel fuel. The results of the task force`s efforts were published in July, 1996. The primary conclusion of the task force was that there is not a crisis or widespread general problem with fuel oil quality. Localized problems that were seen may have been related to refinery practices and/or non-traditional fuel sources. System cleanliness is very important and the cause of many oil burner system problems. Finally, heating oil quality should get ongoing careful attention by Beckett engineering personnel and heating oil industry groups.

    The Indoor Environment Department at Lawrence Berkeley National Laboratory (LBNL) teamed with seven universities to participate in a Federal Aviation Administration (FAA) Center of Excellence (COE) for research on environmental quality in aircraft. This report describes research performed at LBNL on selecting and evaluating sensors for monitoring environmental quality in aircraft cabins, as part of Project 7 of the FAA's COE for Airliner Cabin Environmental Research (ACER)1 effort. This part of Project 7 links to the ozone, pesticide, and incident projects for data collection and monitoring and is a component of a broader research effort on sensors by ACER. Results from UCB and LBNL's concurrent research on ozone (ACER Project 1) are found in Weschler et al., 2007; Bhangar et al. 2008; Coleman et al., 2008 and Strom-Tejsen et al., 2008. LBNL's research on pesticides (ACER Project 2) in airliner cabins is described in Maddalena and McKone (2008). This report focused on the sensors needed for normal contaminants and conditions in aircraft. The results are intended to complement and coordinate with results from other ACER members who concentrated primarily on (a) sensors for chemical and biological pollutants that might be released intentionally in aircraft; (b) integration of sensor systems; and (c) optimal location of sensors within aircraft. The parameters and sensors were selected primarily to satisfy routine monitoring needs for contaminants and conditions that commonly occur in aircraft. However, such sensor systems can also be incorporated into research programs on environmental quality in aircraft cabins.

    Slag quality had deteriorated recently. Without the explicit approval for slag quality by the Illinois Department of Transportation, the slag would not be saleable. Disposal of slag to landfills was going to be an expensive solution and rife with environmental concerns. A slag quality control program embarked on in mid-1994 restored slag quality to desired specifications. This paper describes the changes in slag pit practice adopted following extensive tests performed on cooling slag under controlled conditions.

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    A telephone survey was conducted to evaluate the quality of service provided to the primary customers of the Corporate Ergonomics Group (CEG). One hundred clients who received services between October 1993 and June 1994 were asked questions on their expectations, implementation of ergonomic recommendations, follow-ups, time required, productivity improvements, symptom alleviation, and satisfaction. Suggestions on how processes could be improved were also solicited. In general, recommendations are being implemented, worksite evaluations are going smoothly, and customers are satisfied with the process. The CEG was pleased to learn that half of the people who implemented recommendations experienced improvements in productivity, and four out of five symptomatic customers experienced partial or complete relief. Through analysis of the data and by studying clients` suggestions for process improvement, the CEG has developed a strategy for changing and improving current procedures and practices. These plans can be found in the last section of this report.

    The Martin Marietta Energy Systems, Inc., Environmental Restoration (ER) Program was initially chartered on October 1, 1989, as a entral Environmental Restoration Division'' to manage the investigation and remediation of inactive sites and facilities that have been declared surplus and have no further programmatic use. The Energy Systems ER Division was established to support the DOE Oak Ridge Field Office (DOE-OR) consolidated ER Program. The DOE-OR Assistant Manager for Environmental Restoration and Waste Management provides program and budget direction to the Energy Systems ER Program for environmental restoration activities at the sites operated by Energy Systems (Oak Ridge K-25 Site, Oak Ridge National Laboratory, Oak Ridge Y-12 Plant, Paducah Gaseous Diffusion Plant, Portsmouth Gaseous Diffusion Plant) and at the off-site locations. The Energy Systems ER Division is specifically charged with assessing these sites for potential contamination and managing the cleanup processes. The Energy Systems Environmental Restoration Division was chartered on October 1, 1989, as a central organization to manage the Remedial Action (RA) Program. The purpose of this document is to ensure that: senior ER management provides planning, organization, direction, control, and support to achieve the organization's objectives; the line organization achieves quality; and overall performance is reviewed and evaluated using a rigorous assessment process.

    The quality of fly ash is of considerable importance to fly ash utilizers. The fly ash puzzolanic activity is one of the most important properties that determines the role of fly ash as a binding agent in the cementing process. The puzzolanic activity, however is a function of fly ash particle size and chemical composition. These parameters are closely related to the process of fly ash formation in pulverized coal fired furnaces. In turn, it is essential to understand the transformation of mineral matter during coal combustion. Due to the particle-to-particle variation of coal properties and the random coalescence of mineral particles, the properties of fly ash particles e.g. size, SiO{sub 2} content, viscosity can change considerably from particle to particle. These variations can be described by the use of the probability theory. Since the mean values of these randomly changing parameters are not sufficient to describe the behavior of individual fly ash particles during the formation of concrete, therefore it is necessary to investigate the distribution of these variables. Examples of these variations were examined by the Computer Controlled Scanning Electron Microscopy (CCSEM) for particle size and chemical composition for Texas lignite and Eagel Butte mineral matter and fly ash. The effect of combustion on the variations of these properties for both the fly ash and mineral matter were studied by using a laminar flow reactor. It is shown in our paper, that there are significant variations (about 40-50% around the mean values) of the above-listed properties for both coal samples. By comparing the particle size and chemical composition distributions of the mineral matter and fly ash, it was possible to conclude that for the Texas lignite mineral matter, the combustion did not effect significantly the distribution of these properties, however, for the Eagel Butte coal the combustion had a major impact on these mineral matter parameters.

  16. Microgrids and Heterogeneous Power Quality and Reliability

    This paper describes two stylized alternative visions of how the power system might evolve to meet future requirements for the high quality electricity service that modern digital economies demand, a supergrids paradigm and a dispersed paradigm. Some of the economics of the dispersed vision are explored, and perspectives are presented on both the choice of homogeneous universal power quality upstream in the electricity supply chain and on the extremely heterogeneous requirements of end-use loads. It is argued that meeting the demanding requirements of sensitive loads by local provision of high quality power may be more cost effective than increasing the quality of universal homogeneous supply upstream in the legacy grid. Finally, the potential role of microgrids in delivering heterogeneous power quality is demonstrated by reference to two ongoing microgrid tests in the U.S. and Japan.

    In high-consequence engineering organizations, such as Sandia, quality assurance may be heavily dependent on staff competency. Competency-dependent quality assurance models are at risk when the environment changes, as it has with increasing attrition rates, budget and schedule cuts, and competing program priorities. Risks in Sandia's competency-dependent culture can be mitigated through changes to hiring, training, and customer engagement approaches to manage people, partners, and products. Sandia's technical quality engineering organization has been able to mitigate corporate-level risks by driving changes that benefit all departments, and in doing so has assured Sandia's commitment to excellence in high-consequence engineering and national service.

    Purpose: The purpose of this study was 2-fold. One purpose was to develop an automated, streamlined quality assurance (QA) program for use by multiple centers. The second purpose was to evaluate machine performance over time for multiple centers using linear accelerator (Linac) log files and electronic portal images. The authors sought to evaluate variations in Linac performance to establish as a reference for other centers. Methods: The authors developed analytical software tools for a QA program using both log files and electronic portal imaging device (EPID) measurements. The first tool is a general analysis tool which can read and visually represent data in the log file. This tool, which can be used to automatically analyze patient treatment or QA log files, examines the files for Linac deviations which exceed thresholds. The second set of tools consists of a test suite of QA fields, a standard phantom, and software to collect information from the log files on deviations from the expected values. The test suite was designed to focus on the mechanical tests of the Linac to include jaw, MLC, and collimator positions during static, IMRT, and volumetric modulated arc therapy delivery. A consortium of eight institutions delivered the test suite at monthly or weekly intervals on each Linac using a standard phantom. The behavior of various components was analyzed for eight TrueBeam Linacs. Results: For the EPID and trajectory log file analysis, all observed deviations which exceeded established thresholds for Linac behavior resulted in a beam hold off. In the absence of an interlock-triggering event, the maximum observed log file deviations between the expected and actual component positions (such as MLC leaves) varied from less than 1% to 26% of published tolerance thresholds. The maximum and standard deviations of the variations due to gantry sag, collimator angle, jaw position, and MLC positions are presented. Gantry sag among Linacs was 0.336 ± 0.072 mm. The
