    The movement to improve healthcare quality has led to a need for carefully designed quality indicators that accurately reflect the quality of care. Many different measures have been proposed and continue to be developed by governmental agencies and accrediting bodies. However, given the inherent differences in the delivery of care among medical specialties, the same indicators will not be valid across all of them. Specifically, oncology is a field in which it can be difficult to develop quality indicators, because the effectiveness of an oncologic intervention is often not immediately apparent, and the multidisciplinary nature of the field necessarily involves many different specialties. Existing and emerging comparative effectiveness data are helping to guide evidence-based practice, and the increasing availability of these data provides the opportunity to identify key structure and process measures that predict for quality outcomes. The increasing emphasis on quality and efficiency will continue to compel the medical profession to identify appropriate quality measures to facilitate quality improvement efforts and to guide accreditation, credentialing, and reimbursement. Given the wide-reaching implications of quality metrics, it is essential that they be developed and implemented with scientific rigor. The aims of the present report were to review the current state of quality assessment in oncology, identify existing indicators with the best evidence to support their implementation, and propose a framework for identifying and refining measures most indicative of true quality in oncologic care.

    The present invention relates to an empirical electrical method for remote sensing of steam quality utilizing flow-through grids which allow measurement of the electrical properties of a flowing two-phase mixture. The measurement of steam quality in the oil field is important to the efficient application of steam assisted recovery of oil. Because of the increased energy content in higher quality steam it is important to maintain the highest possible steam quality at the injection sandface. The effectiveness of a steaming operation without a measure of steam quality downhole close to the point of injection would be difficult to determine. Therefore, a need exists for the remote sensing of steam quality.

    Analytical Laboratory Quality Audits are designed to improve laboratory performance. The success of the audit, as for many activities, is based on adequate preparation, precise performance, well documented and insightful reporting, and productive follow-up. Adequate preparation starts with definition of the purpose, scope, and authority for the audit and the primary standards against which the laboratory quality program will be tested. The scope and technical processes involved lead to determining the needed audit team resources. Contact is made with the auditee and a formal audit plan is developed, approved and sent to the auditee laboratory management. Review of the auditee's quality manual, key procedures and historical information during preparation leads to better checklist development and more efficient and effective use of the limited time for data gathering during the audit itself. The audit begins with the opening meeting that sets the stage for the interactions between the audit team and the laboratory staff. Arrangements are worked out for the necessary interviews and examination of processes and records. The information developed during the audit is recorded on the checklists. Laboratory management is kept informed of issues during the audit so there are no surprises at the closing meeting. The audit report documents whether the management control systems are effective. In addition to findings of nonconformance, positive reinforcement of exemplary practices provides balance and fairness. Audit closure begins with receipt and evaluation of proposed corrective actions from the nonconformances identified in the audit report. After corrective actions are accepted, their implementation is verified. Upon closure of the corrective actions, the audit is officially closed.

    Abstract: Quality assurance implies making certain, guaranteeing the attainment of quality. Do laboratories actually guarantee the quality of testing services today? If not, what is the purpose of quality assurance plans, programs, and practices? Have laboratories even defined the quality to be achieved for each test? If not, how can quality be guaranteed? Do current efforts in assessing quality provide for real-time control that will guarantee quality? If not, are laboratories just assuming that measuring quality will somehow make it happen? Even analytical quality, which is fundamental for the core production processes of any laboratory, is mainly assessed and assumed, not assured. Problems include the lack of well defined quality requirements, inadequate method performance, poorly designed statistical control procedures, misguided quality control instructions and recommendations, insufficient technical quality management skills, reduced operator skills, and delays in implementing of laboratory regulations. Quality assurance should be understood, not as a component, but as the outcome of a quality management process that includes quality planning, quality laboratory practices, quality control, quality assessment, and quality improvement, all linked together and guided by quality goals and customer requirements, and applied to the total testing process. In the future, automation and computerization will be necessary to manage the quality of centralized and distributed laboratory testing. Analytical quality will be guaranteed through on-line or on-board quality control. Other critical quality characteristics will need real-time monitors and control mechanisms to guarantee quality if process failures cannot be prevented.

A quality product is one that meets all waste acceptance criteria, conforms to all permit and regulatory requirements, and is accepted at the offsite treatment, storage, and disposal facility. In addition to internal processes, this QA Plan identifies WMG processes providing oversight and assurance to line management that waste is managed according to all federal, state, and local requirements for waste generator areas. A variety of quality assurance activities are integral to managing waste. These QA functions have been identified in the relevant procedures and in subsequent sections of this plan. The WMG QAP defines the requirements of the WMG quality assurance program. These requirements are derived from Department of Energy (DOE) Order 414.1C, Quality Assurance, Contractor Requirements Document, the LBNL Operating and Assurance Program Plan (OAP), and other applicable environmental compliance documents. The QAP and all associated WMG policies and procedures are periodically reviewed and revised, as necessary, to implement corrective actions, and to reflect changes that have occurred in regulations, requirements, or practices as a result of feedback on work performed or lessons learned from other organizations. The provisions of this QAP and its implementing documents apply to quality-affecting activities performed by the WMG; WMG personnel, contractors, and vendors; and personnel from other associated LBNL organizations, except where such contractors, vendors, or organizations are governed by their own WMG-approved QA programs.

    Effective communication among air safety professionals is only as good as the information being communicated. Data sharing cannot be effective unless the data are relevant to aviation safety problems, and decisions based on faulty data are likely to be invalid. The validity of aviation safety data depends on satisfying two primary characteristics. Data must accurately represent or conform to the real world (conformance), and it must be relevant or useful to addressing the problems at hand (utility). The FAA, in efforts to implement the Safety Performance Analysis System (SPAS), identified significant problems in the quality of the data which SPAS and FAA air safety professionals would use in defining the state of aviation safety in the US. These finding were reinforced by Department of Transportation Inspector General and General Accounting Office investigations into FAA surveillance of air transport operations. Many recent efforts to improve data quality have been centered on technological solutions to the problems. They concentrate on reducing errors in the data (conformance), but they cannot adequately address the relationship of data to need (utility). Sandia National Laboratories, working with the FAA`s Airport and Aircraft Safety Research and Development Division and the Flight Standards Service, has been involved in four programs to assist FAA in addressing their data quality problems. The Sandia approach has been data-driven rather than technology-driven. In other words, the focus has been on first establishing the data requirements by analyzing the FAA`s surveillance and decision-making processes. This process analysis looked at both the data requirements and the methods used to gather the data in order to address both the conformance and utility problems inherent in existing FAA data systems. This paper discusses Sandia`s data quality programs and their potential improvements to the safety analysis processes and surveillance programs of the FAA.

    This report describes and summarizes the results of a quality assurance (QA) study of the Gamma Knife, a nuclear medical device used for the gamma irradiation of intracranial lesions. Focus was on the physical aspects of QA and did not address issues that are essentially medical, such as patient selection or prescription of dose. A risk-based QA assessment approach was used. Sample programs for quality control and assurance are included. The use of the Gamma Knife was found to conform to existing standards and guidelines concerning radiation safety and quality control of external beam therapies (shielding, safety reviews, radiation surveys, interlock systems, exposure monitoring, good medical physics practices, etc.) and to be compliant with NRC teletherapy regulations. There are, however, current practices for the Gamma Knife not covered by existing, formalized regulations, standards, or guidelines. These practices have been adopted by Gamma Knife users and continue to be developed with further experience. Some of these have appeared in publications or presentations and are slowly finding their way into recommendations of professional organizations.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

The Radioisotope Power Systems Program of the Idaho National Laboratory makes an empirical case for a highly integrated Quality Assurance function pertaining to the preparation, assembly, testing, storage and transportation of 238Pu fueled radioisotope thermoelectric generators. Case data represents multiple campaigns including the Pluto/New Horizons mission, the Mars Science Laboratory mission in progress, and other related projects. Traditional Quality Assurance models would attempt to reduce cost by minimizing the role of dedicated Quality Assurance personnel in favor of either functional tasking or peer-based implementations. Highly integrated Quality Assurance adds value by placing trained quality inspectors on the production floor side-by-side with nuclear facility operators to enhance team dynamics, reduce inspection wait time, and provide for immediate, independent feedback. Value is also added by maintaining dedicated Quality Engineers to provide for rapid identification and resolution of corrective action, enhanced and expedited supply chain interfaces, improved bonded storage capabilities, and technical resources for requirements management including data package development and Certificates of Inspection. A broad examination of cost-benefit indicates highly integrated Quality Assurance can reduce cost through the mitigation of risk and reducing administrative burden thereby allowing engineers to be engineers, nuclear operators to be nuclear operators, and the cross-functional team to operate more efficiently. Applicability of this case extends to any high-value, long-term project where traceability and accountability are determining factors.

    This paper describes two stylized alternative visions of how the power system might evolve to meet future requirements for the high quality electricity service that modern digital economies demand, a supergrids paradigm and a dispersed paradigm. Some of the economics of the dispersed vision are explored, and perspectives are presented on both the choice of homogeneous universal power quality upstream in the electricity supply chain and on the extremely heterogeneous requirements of end-use loads. It is argued that meeting the demanding requirements of sensitive loads by local provision of high quality power may be more cost effective than increasing the quality of universal homogeneous supply upstream in the legacy grid. Finally, the potential role of microgrids in delivering heterogeneous power quality is demonstrated by reference to two ongoing microgrid tests in the U.S. and Japan.

    The purpose was to: (1) define reservoir problems related to water quality conditions; (2) identify the probable causes of these problems; and (3) recommend procedures for achieving needed reservoir water quality improvements. This report presents the project findings to date and suggests steps for upgrading the quality of Cherokee Reservoir. Section II presents background information on the characteristics of the basin, the reservoir, and the beneficial uses of the reservoir. Section III identifies the impacts of existing reservoir water quality on uses of the reservoir for water supply, fishery resources, recreation, and waste assimilation. Section IV presents an assessment of cause-effect relationships. The factors affecting water quality addressed in Section IV are: (1) reservoir thermal stratification and hydrodynamics; (2) dissolved oxygen depletion; (3) eutrophication; (4) toxic substances; and (5) reservoir fisheries. Section V presents a preliminary evaluation of alternatives for improving the quality of Cherokee Reservoir. Section VI presents preliminary conclusions and recommendations for developing and implementing a reservoir water quality management plan. 7 references, 22 figures, 21 tables.

    The decommissioning of AECL's Whiteshell Laboratories is Canada's largest nuclear decommissioning project to date. This research laboratory has operated for forty years since it was set up in 1963 in eastern Manitoba as the Whiteshell Nuclear Research Establishment, complete with 60 MW(Th) test reactor, hot cells, particle accelerators, and multiple large-scale research programs. Returning the site to almost complete green state will require several decades of steady work in combination with periods of storage-with-surveillance. In this paper our approach to maintaining quality during the long decommissioning period is explained. In this context, 'quality' includes both regulatory aspects (compliance with required standards) and business aspects (meeting the customers' needs and exceeding their expectations). Both aspects are discussed, including examples and lessons learned. The five years of development and implementation of a quality assurance program for decommissioning the WL site have led to a number of lessons learned. Many of these are also relevant to other decommissioning projects, in Canada and elsewhere: - Early discussions with the regulator can save time and effort later in the process; - An iterative process in developing documentation allows for steady improvements and input throughout the process; - Consistent 2-way communication with staff regarding the benefits of a quality program assists greatly in adoption of the philosophy and procedures; - Top-level management must lead in promoting quality; - Field trials of procedures ('beta testing') ensures they are easy to use as well as useful. Success in decommissioning the Whiteshell Laboratories depends on the successful implementation of a rigorous quality program. This will help to ensure both safety and efficiency of all activities on site, from planning through execution and reporting. The many aspects of maintaining this program will continue to occupy quality practitioners in AECL, reaping steady benefits to AECL and to its customers, the people of Canada.

    Abstract ó Data quality is a critical problem in modern databases. Data entry forms present the first and arguably best opportunity for detecting and mitigating errors, but there has been little research into automatic methods for improving data quality at entry time. In this paper, we propose USHER, an endto-end system for form design, entry, and data quality assurance. Using previous form submissions, USHER learns a probabilistic model over the questions of the form. USHER then applies this model at every step of the data entry process to improve data quality. Before entry, it induces a form layout that captures the most important data values of a form instance as quickly as possible. During entry, it dynamically adapts the form to the values being entered, and enables real-time feedback to guide the data enterer toward their intended values. After entry, it re-asks questions that it deems likely to have been entered incorrectly. We evaluate all three components of USHER using two real-world data sets. Our results demonstrate that each component has the potential to improve data quality considerably, at a reduced cost when compared to current practice. I.

    This paper reports on indoor air quality (IAQ) which has become a pervasive problem plaguing the building industry worldwide. Poor IAQ in commercial and office buildings is primarily related to new building technology, new materials and equipment and energy management operating systems. Occupants of buildings with air quality problems suffer from a common series of symptoms. As early as 1982, ASHRAE, realizing the significance of the problem, produced an IAQ position statement that identified strategies for solving IAQ problems. Many of those strategies have now been implemented, including Standard 62-1989, Ventilation for Acceptable Air Quality; Standard 90.1, Energy Efficient Design of New Buildings Except Low-Rise Residential Buildings; the 100 series of energy standards; and Guideline 1, Guideline for Commissioning of HVAC Systems.

The HASQARD establishes quality requirements in response to DOE Order 5700.6C (DOE 1991b). The HASQARD is designed to meet the needs of DOE-RL for maintaining a consistent level of quality for sampling and field and laboratory analytical services provided by contractor and commercial field and laboratory analytical operations. The HASQARD serves as the quality basis for all sampling and field/laboratory analytical services provided to DOE-RL through the Analytical Services Program of the Waste Management Division in support of Hanford Site environmental cleanup efforts. This includes work performed by contractor and commercial laboratories and covers radiological and nonradiological analyses. The HASQARD applies to field sampling, field analysis, and research and development activities that support work conducted under the Hanford Federal Facility Agreement and Consent Order Tri-Party Agreement and regulatory permit applications and applicable permit requirements described in subsections of this volume. The HASQARD applies to work done to support process chemistry analysis (e.g., ongoing site waste treatment and characterization operations) and research and development projects related to Hanford Site environmental cleanup activities. This ensures a uniform quality umbrella to analytical site activities predicated on the concepts contained in the HASQARD. Using HASQARD will ensure data of known quality and technical defensibility of the methods used to obtain that data. The HASQARD is made up of four volumes: Volume 1, Administrative Requirements; Volume 2, Sampling Technical Requirements; Volume 3, Field Analytical Technical Requirements; and Volume 4, Laboratory Technical Requirements.     The purpose of this review of software metrics is to examine the quality of the metrics gathered in the 2010 IV&V and to set an outline for results of updated metrics runs to be performed. We find from the review that the maintenance of accepted quality standards presented in the SAPHIRE 8 initial Independent Verification and Validation (IV&V) of April, 2010 is most easily achieved by continuing to utilize the tools used in that effort while adding a metric of bug tracking and resolution. Recommendations from the final IV&V were to continue periodic measurable metrics such as McCabe's complexity measure to ensure quality is maintained. The four software tools used to measure quality in the IV&V were CodeHealer, Coverage Validator, Memory Validator, Performance Validator, and Thread Validator. These are evaluated based on their capabilities. We attempted to run their latest revisions with the newer Delphi 2010 based SAPHIRE 8 code that has been developed and was successful with all of the Validator series of tools on small tests. Another recommendation from the IV&V was to incorporate a bug tracking and resolution metric. To improve our capability of producing this metric, we integrated our current web reporting system with the SpiraTest test management software purchased earlier this year to track requirements traceability.

    Ensuring data quality and proper instrument functionality is a prerequisite for scientific investigation. Manual validation for quality assurance is time consuming, expensive and subjective. Metrics for describing various features of LC-MS data have been developed to assist operators in discriminating poor (out of control) and good (in control) datasets. However, the wide variety of instrument specifications and LC-MS configurations precludes applying a simple range of acceptable values or cutoffs for such metrics. We explored a variety of statistical modeling approaches to predict the quality of LC-MS data. Using 1164 manually classified quality control (QC) LC-MS datasets, we fit logistic regression classification models to the QC data to predict whether a dataset is in or out of control. Model parameters were optimized by minimizing a loss function that accounts for the tradeoff between false positive and false negative errors. The optimal logistic regression classifier models detected bad data sets with high sensitivity (i.e. low false negative rate) while maintaining high specificity (i.e. controlling the false positive rate). As an example, predictions for Velos-Orbitrap instrumentation data had a sensitivity of 93.7% in detecting out of control datasets with a false positive rate of 8.3%. In comparison, we investigated the performance of several single metrics in predicting dataset quality. While maintaining a sensitivity of 93.7%, the corresponding false positive rates for these single-metric models unacceptably ranged from 32% to 97.7%. Finally, we evaluated the performance of the

    Apparatus for determining a quality of a weld produced by a welding device according to the present invention includes a sensor operatively associated with the welding device. The sensor is responsive to at least one welding process parameter during a welding process and produces a welding process parameter signal that relates to the at least one welding process parameter. A computer connected to the sensor is responsive to the welding process parameter signal produced by the sensor. A user interface operatively associated with the computer allows a user to select a desired welding process. The computer processes the welding process parameter signal produced by the sensor in accordance with one of a constant voltage algorithm, a short duration weld algorithm or a pulsed current analysis module depending on the desired welding process selected by the user. The computer produces output data indicative of the quality of the weld.

    Ignition quality of heavy marine diesel fuels is considered to be an important parameter. The standard procedures used to quantify this parameter for distillate fuels are not applicable to residual fuels. Proton NMR Spectroscopy was demonstrated to be an effective tool to characterize the ''global'' fuel composition of commercially available fuels covering a wide range of ignition quality. Proton NMR data from these fuels were used to determine a cetane number (CNp) for the heavy fuels using procedures previously reported for distillate fuels. The validity of this instrumental technique for determining CNp was corroborated by actual ASTM D 613 engine tests on a number of commercially available fuels, run as blends with secondary reference fuels. Viscosity and density values of the analyzed heavy fuels were regressed against predicted cetane numbers to obtain a correlation expression.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices. The toolkit has been developed to address the interests of three groups: electric power users, utilities, and regulators. The report will also serve to support activities to develop and share information among industry and regulatory participants about critical resources and practices. The toolkit has been developed by investigating the status of indices and definitions, surveying utility organizations on information sharing, and preparing summaries of reliability standards and monitoring requirements--the issues, needs, work under way, existing standards, practices and guidelines--for the following three classifications: (1) terms and definitions of reliability; (2) power quality standards, guidelines, and measurements; and (3) activities and organizations developing and sharing information on distribution reliability. As these synopses of reliability measurement practices are provided, it must be noted that an economic penalty may be associated with requiring too high a reliability level from the distribution system for all customers. It may be appropriate for the distribution system to supply only some base, generally accepted level of reliability. This base level would be adequate for the majority of customers. Users who need a higher level may find it economical to supply using distributed energy resources (DER) and other local solutions to reliability and power quality needs. Local solutions implemented by the customer may be the most cost-effective method for addressing the more stringent needs of a digital economy. These local solutions include energy storage, small distributed generators, and microgrids. This report also considers the market's role in addressing reliability issues and requirements. The customer's needs are discussed in view of issues such as power quality requirements of digital electronic equipment, the cost of outages, the cost of storage and new infrastructure, and natural gas prices. The market role in addressing these issues and requirements is explored. The economic considerations associated with the reliability issues are discussed, as well as the levels at which these economic decisions could be made. Finally, a discussion is provided of the role DER could play in addressing

    We ventilate buildings to provide acceptable indoor air quality (IAQ). Ventilation standards (such as American Society of Heating, Refrigerating, and Air-Conditioning Enginners [ASHRAE] Standard 62) specify minimum ventilation rates without taking into account the impact of those rates on IAQ. Innovative ventilation management is often a desirable element of reducing energy consumption or improving IAQ or comfort. Variable ventilation is one innovative strategy. To use variable ventilation in a way that meets standards, it is necessary to have a method for determining equivalence in terms of either ventilation or indoor air quality. This study develops methods to calculate either equivalent ventilation or equivalent IAQ. We demonstrate that equivalent ventilation can be used as the basis for dynamic ventilation control, reducing peak load and infiltration of outdoor contaminants. We also show that equivalent IAQ could allow some contaminants to exceed current standards if other contaminants are more stringently controlled.

    By combining oil tank monitoring, systems diagnostics and flame quality monitoring in an affordable system that communicates directly with dealers by telephone modem, Insight Technologies offers new revenue opportunities and the capability for a new order of customer relations to oil dealers. With co-sponsorship from New York State Energy Research and Development Authority, we have incorporated several valuable functions to a new product based on the original Flame Quality Indicator concept licensed from the US DOE`s Brookhaven National Laboratory. The new system is the Advanced Flame Quality Indicator, or AFQI. As before, the AFQI monitors and reports the intensity of the burner flame relative to a calibration established when the burner is set up at AFQI installation. Repairs or adjustments are summoned by late-night outgoing telephone calls when limits are exceeded in either direction, indicating an impending contamination or other malfunction. A independently, a pressure transducer for monitoring oil tank level and filter condition, safety lockout alarms and a temperature monitor; all reporting automatically at instructed intervals via an on-board modem to a central station PC computer (CSC). Firmware on each AFQI unit and Insight-supplied software on the CSC automatically interact to maintain a customer database for an oil dealer, an OEM, or a regional service contractor. In addition to ensuring continuously clean and efficient operation, the AFQI offers the oil industry a new set of immediate payoffs, among which are reduced outages and emergency service calls, shorter service calls from cleaner operation, larger oil delivery drops, the opportunity to stretch service intervals to as along as three years in some cases, new selling features to keep and attract customers, and greatly enhanced customer contact, quality and reliability.

    ABB Power Plant Laboratories Combustion Engineering, Inc., (ABB CE) and CQ Inc. completed a broad, comprehensive program to demonstrate the economic and environmental benefits of using higher quality U.S. coals for electrical power generation and developed state-of-the-art user-friendly software--Coal Quality Expert (CQE)-to reliably predict/estimate these benefits in a consistent manner. The program was an essential extension and integration of R and D projects performed in the past under U.S. DOE and EPRI sponsorship and it expanded the available database of coal quality and power plant performance information. This software will permit utilities to purchase the lowest cost clean coals tailored to their specific requirements. Based on common interest and mutual benefit, the subject program was cosponsored by the U.S. DOE, EPRI, and eight U.S. coal-burning utilities. In addition to cosponsoring this program, EPN contributed its background research, data, and computer models, and managed some other supporting contracts under the terms of a project agreement established between CQ Inc. and EPRI. The essential work of the proposed project was performed under separate contracts to CQ Inc. by Electric Power Technologies (El?'T), Black and Veatch (B and V), ABB Combustion Engineering, Babcock and Wilcox (B and W), and Decision Focus, Inc. Although a significant quantity of the coals tied in the United States are now cleaned to some degree before firing, for many of these coals the residual sulfur content requires users to install expensive sulfur removal systems and the residual ash causes boilers to operate inefficiently and to require frequent maintenance. Disposal of the large quantities of slag and ash at utility plant sites can also be problematic and expensive. Improved and advanced coal cleaning processes can reduce the sulfur content of many coals to levels conforming to environmental standards without requiring post-combustion desulfurization systems. Also, some coals may be beneficiated or blended to a quality level where significantly less costly desulfurization systems are needed. Coal cleaning processes may also be used to remove the precursors of other troublesome emissions that can be identified now or in the future. An added benefit of coal cleaning and blending is the reduction in concentrations of mineral impurities in the fuel leading to improved performance and operation of the'' boiler in which it is fired. The ash removed during the pre-combustion cleaning process can be more easily and safely disposed of at the mine than at the utility plant after combustion. EPRI's Coal Quality Impact Model (CQIM) has shown that improved fuel quality can result in savings in unit capital and operating costs. This project produced new and improved software to select coal types and specifications resulting in the best quality and lowest cost fuel to meet specific environmental requirements.
