If you join the fight against climate change, that's what you'll get to say. - Bill McKibben Louisiana Department of Wildlife & Fisheries Attn: Chris Davis Re: Louisiana Natural and Scenic Rivers System Permit Applications # 896 & 902 Dear Mr. Davis, I am writing to request a public hearing on the two permits shown above. Both of these are vital natural Louisiana scenic river resources. As such, both are enjoyed by many citizens in our extended community. The thought of allowing fresh water to be pulled out of these rivers in such large quantities to satisfy the needs of large corporate industrial projects that will pollute the water to such a degree that it can never be safely returned to the eco-system is abhorrent. According to Wilma Subra*, the early phases of production after fracking, the produced water flows to the surface mixed with flowback water. The produced water is disposed of in injection/disposal wells. The produced water contains toxic chemical contaminants: volatile organic compounds, such as benzene, ethyl benzene, toluene and xylene semi-volatile organic compound such as naphthalene, phenanthrene heavy metals such as arsenic, cadmium, chromium, lead sulfur containing compounds NORM Radioactive Radium 226, Radium 228 and Uranium 238 These are only the first permits of what will become literally, thousands, should you allow this activity. I ask you to mindfully consider the impact of thousands of hydrofracturing wells in our area, depleting water supplies at alarming rates. Thank you for your time and consideration in this matter. I look forward to hearing from you regarding public hearings on these permit requests. Additionally, I would like to request a full Environmental Impact Statement regarding the use of our scenic rivers for such activity.     During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    In this study, an overestimation of the keff values for mixed oxide (MOX) fuels was identified with Monte Carlo (TRIPOLI-4) and deterministic (APOLLO2) calculations based on the Joint Evaluated Fission and Fusion (JEFF) evaluated nuclear data library. The overestimation becomes sizeable with Pit aging, reaching a reactivity change of Delta(p)similar or equal to+700 pcm for integral measurements carried out with MOX fuel containing a large amount of americium. This bias was observed for various critical configurations performed in the zero power reactor EOLE of the Commissariat a l'energie atomique et aux energies alternatives (CEA), Cadarache, France. The present work focusesmore » on the improvements achieved with the new 239PU and 241Am evaluated nuclear data files available in the latest version of the JEFF library (JEFF-3.2).     The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

    Motivated by experiments on La2ZnIrO6 and La2MgIrO6, we study the magnetism of spin-orbit coupled jeff = 1/2 iridium moments on the three-dimensional geometrically-frustrated face-centered cubic lattice. The symmetry-allowed nearest-neighbor interaction includes Heisenberg, Kitaev, and symmetric off-diagonal exchange. Using Luttinger-Tisza and Monte Carlo simulations, we find a rich variety of orders, including collinear A-type antiferromagnetism, collinear stripe order with moments along the {111}-direction, and incommensurate non-coplanar spirals, and determine their magnetic ordering transition temperatures. We argue that thermodynamic data on these iridates underscore the presence of a dominant Kitaev exchange, and suggest a possible resolution to the puzzle of why La2ZnIrO6,more » but not La2MgIrO6, exhibits 'weak' ferromagnetism.« less

    Version 00 The NJOY-99.160 data processing system was used for the MATJEFF31.BOLIB library generation to assure the consistency with the previous generation of the VITJEFF31.BOLIB /6/ twin library, based on the same GENDF cross section data file. In particular it used a revised version of the GROUPR /7/ module, originally developed in ENEA-Bologna before the free release of an analogous GROUPR revised version with NJOY-99.161, in order to correctly deal with the non-Cartesian interpolation schemes,more » contained in 69 JEFF-3.1 evaluated nuclear data files. The TRANSX-2.15 /8/ code was then used to obtain the total (prompt + delayed) fission spectra for U-235, U-238 and Pu-239. These data, contained in the MATJEFF31.BOLIB package, are available in tabulated form as in the VITJEFF31.BOLIB library package. On the contrary the VITAMIN-B6, VITJEF22.BOLIB /9/ and MATJEF22.BOLIB /10/ similar library packages contain in tabulated form only the prompt components. MATJEFF31.BOLIB is a pseudo-problem-independent library based on the Bondarenko /11/ (f-factor) method for the treatment of neutron resonance self-shielding and temperature effects. The library contains 176 nuclides at 4 temperatures, obtained for the most part with 6 to 8 values for the background cross section. Thermal scattering cross sections were processed at all temperatures available in the JEFF-3.1 thermal scattering law data file for 6 additional bound nuclides (H-1 in light water (H-H2O), H-1 in polyethylene (H-CH2), H-1 in zirconium hydride (H-ZrH) (not contained in VITAMIN-B6, VITJEF22.BOLIB and MATJEF22.BOLIB), H-2 in heavy water (H2-D2O), C in graphite (C-GPH) and Be in beryllium metal (Be-TH)).     The unusual magnetic and electronic ground states of 5d iridates has been shown to be driven by intrinsically enhanced spin-orbit coupling (SOC). The influence of appreciable but reduced SOC in creating the manifested magnetic insulating states in 4d oxides is less clear, with one hurdle being the existence of such compounds. Here we present experimental and theoretical results on Sr4RhO6 that reveal SOC dominated behavior. Neutron measurements show the octahedra are both spatially separated and locally ideal, making the electronic ground state susceptible to alterations by SOC. Magnetic ordering is observed with a similar structure to an analogous Jeff=1/2 Mottmore » iridate.     An extensive characterization of the low temperature phase diagram of particles interacting with power law or Lennard-Jones potentials is provided from Lattice Dynamical Theory. For power law systems, only two lattice structures are stable for certain values of the exponent (or softness) (A15, body centered cube (bcc)) and two more (face centered cubic (fcc), hexagonal close packed (hcp)) are always stable. Among them, only the fcc and bcc are equilibrium states. For Lennard-Jones systems, the equilibrium states are either hcp or fcc, with a coexistence curve in pressure and temperature that shows reentrant behavior. The hcp solid never coexists with the liquid. In all cases analyzed, for both power law and Lennard-Jones potentials, the fcc crystal has higher entropy than the hcp. The role of anharmonic terms is thoroughly analyzed and a general thermodynamic integration to account for them is proposed.

  16. Qualification of JEFF3.1.1 library for high conversion reactor calculations using the ERASME/R experiment

    With its low CO{sub 2} production, Nuclear Energy appears to be an efficient solution to the global warming due to green-house effect. However, current LWR reactors are poor uranium users and, pending the development of Fast Neutron Reactors, alternative concepts of PWR with higher conversion ratio (HCPWR) are being studied again at CEA, first studies dating from the middle 80's. In these French designs, low moderation ratio has been performed by tightening the lattice pitch, achieving a conversion ratio of 0.8-0.9 with a MOX fuel coming from PWR UOX recycling. Theses HCPWRs are characterized by a harder neutron spectrum and the calculation uncertainties on the fundamental neutronics parameters are increased by a factor 3 regarding a standard PWR lattice, due to the major contribution of the Plutonium isotopes and of the epithermal energy range to the reaction rates. In order to reduce these uncertainties, a 3-year experimental validation program called ERASME has been performed by CEA from 1984 to 1986 in the EOLE reactor. Monte Carlo analysis of the ERASME/R experiments with the Monte Carlo code TRIPOLI4 allowed the qualification of the recommended JEFF.3.1.1 library for major neutronics parameters. K{sub eff} of the MOX under-moderated lattice is over-predicted by 440 {+-} 830 pcm (2{sigma}); the conversion ratio, indicator of the good use of uranium, is also slightly over-predicted: 2 % {+-} 4 % (2{sigma}) and the same for B4C absorber rods worth and soluble boron worth, over-predicted by 2 %, both in the 2 standard deviations range. The radial fission maps of heterogeneities (water-holes, B4C and fertile rods) are well reproduced: maximal (C-E)/E dispersion is 1.3 %, maximal power peak error is 2.7 %. The void reactivity worth is the only parameter poorly calculated with an overprediction of +12.4% {+-} 1.5%. ERASME/R analysis of MOX reactivity, void effect and spectral indexes will contribute to the reevaluation of {sup 241}Am and Plutonium isotopes nuclear

    Previous studies have indicated that ENDF/B-VII preliminary releases {beta}-2 and {beta}-3, predecessors to the recent initial release of ENDF/B-VII.0, produce significantly better overall agreement with criticality benchmarks than does ENDF/B-VI. However, one of those studies also suggests that improvements still may be needed for thermal plutonium cross sections. The current study substantiates that concern by examining criticality benchmarks for unreflected spheres of plutonium-nitrate solutions and for slightly and heavily borated mixed-oxide (MOX) lattices. Results are presented for the JEFF-3.1 and JENDL-3.3 nuclear data libraries as well as ENDF/B-VII.0 and ENDF/B-VI. It is shown that ENDF/B-VII.0 tends to overpredict reactivity for thermal plutonium benchmarks over at least a portion of the thermal range. In addition, it is found that additional benchmark data are needed for the deep thermal range.

  20. Effect of confinement on the solid-liquid coexistence of Lennard-Jones Fluid

    The solid-liquid coexistence of a Lennard-Jones fluid confined in slit pores of variable pore size, H, is studied using molecular dynamics simulations. Three-stage pseudo-supercritical transformation path of Grochola [J. Chem. Phys. 120(5), 2122 (2004)] and multiple histogram reweighting are employed for the confined system, for various pore sizes ranging from 20 to 5 molecular diameters, to compute the solid-liquid coexistence. The Gibbs free energy difference is evaluated using thermodynamic integration method by connecting solid-liquid phases under confinement via one or more intermediate states without any first order phase transition among them. Thermodynamic melting temperature is found to oscillate with wall separation, which is in agreement with the behavior seen for kinetic melting temperature evaluated in an earlier study. However, thermodynamic melting temperature for almost all wall separations is higher than the bulk case, which is contrary to the behavior seen for the kinetic melting temperature. The oscillation founds to decay at around H = 12, and beyond that pore size dependency of the shift in melting point is well represented by the Gibbs-Thompson equation.

    We investigate a general method to calculate the free energy of crystalline solids by considering the harmonic approximation and quasistatically switching the anharmonic contribution. The advantage of this method is that the harmonic approximation provides an already very accurate estimate of the free energy, and therefore the anharmonic term is numerically very small and can be determined to high accuracy. We further show that the anharmonic contribution to the free energy satisfies a number of exact inequalities that place constraints on its magnitude and allows approximate but fast and accurate estimates. The method is implemented into a readily available generalmore » software by combining the code HOODLT (Highly Optimized Object Oriented Dynamic Lattice Theory) for the harmonic part and the molecular dynamics (MD) simulation package HOOMD-blue for the anharmonic part. We use the method to calculate the low temperature phase diagram for Lennard-Jones particles. We demonstrate that hcp is the equilibrium phase at low temperature and pressure and obtain the coexistence curve with the fcc phase, which exhibits reentrant behavior. Furthermore, several implications of the method are discussed.« less

    We investigate the magnetic properties of the series Sr2Ir1-xRuxO4 with neutron, resonant x-ray and magnetization measurements. The results indicate an evolution and coexistence of magnetic structures via a spin flop transition from ab-plane to c-axis collinear order as the 5d Ir4+ ions are replaced with an increasing concentration of 4d Ru4+ ions. The magnetic structures within the ordered regime of the phase diagram (x<0.3) are reported. Despite the changes in magnetic structure no alteration of the Jeff=1/2 ground state is observed. This behavior of Sr2Ir1-xRuxO4 is consistent with electronic phase separation and diverges from a standard scenario of hole doping.more » The role of lattice alterations with doping on the magnetic and insulating behavior is considered.     The inverse problem of parameterizing intermolecular potentials given macroscopic transport and thermodynamic data is addressed. Procedures are developed to create arbitrary-precision algorithms for transport collision integrals, using the Lennard-Jones (12–6) potential as an example. Interpolation formulas are produced that compute these collision integrals to four-digit accuracy over the reduced-temperature range 0.3≤T{sup ⁎}≤400, allowing very fast computation. Lennard-Jones parameters for neon, argon, and krypton are determined by simultaneously fitting the observed temperature dependences of their viscosities and second virial coefficients—one of the first times that a thermodynamic and a dynamic property have been used simultaneously for Lennard-Jones parameterization. In addition to matching viscosities and second virial coefficients within the bounds of experimental error, the determined Lennard-Jones parameters are also found to predict the thermal conductivity and self-diffusion coefficient accurately, supporting the value of the Lennard-Jones (12–6) potential for noble-gas transport-property correlation.

    We report on the results of a systematic ab initio study of the Jones birefringence of noble gases, of furan homologues, and of monosubstituted benzenes, in the gas phase, with the aim of analyzing the behavior and the trends within a list of systems of varying size and complexity, and of identifying candidates for a combined experimental/theoretical study of the effect. We resort here to analytic linear and nonlinear response functions in the framework of time-dependent density functional theory. A correlation is made between the observable (the Jones constant) and the atomic radius for noble gases, or the permanent electric dipole and a structure/chemical reactivity descriptor as the para Hammett constant for substituted benzenes.

    An improved microscopic cleavage model, based on a Morse-type and Lennard-Jones-type interaction instead of the previously employed half-sine function, is used to determine the maximum cleavage strength for the brittle materials diamond, tungsten, molybdenum, silicon, GaAs, silica, and graphite. The results of both interaction potentials are in much better agreement with the theoretical strength values obtained by ab initio calculations for diamond, tungsten, molybdenum, and silicon than the previous model. Reasonable estimates of the intrinsic strength are presented for GaAs, silica, and graphite, where first principles values are not available.

Then, in order to quantify the impact of the uncertainties linked to the basic nuclear data, their propagation from the cross section measurement to the final computational result was analysed in a rigorous way by using a nuclear data re-estimation method based on Gauss-Newton iterations. This study concludes that the prior uncertainties due to nuclear data (uranium, aluminium, beryllium and water) on the reactivity of the Begin Of Cycle (BOC) for the JHR core reach 1217 pcm at 2{sigma}. Now, the uppermost uncertainty on the JHR reactivity is due to aluminium. (authors)

  9. A Qualitative Comparison of the C-Ring Test and the Jones Test as Standard Practice Test Methods for Studying Stress Corrosion Cracking in Ferritic Steels

    Creep-strength-enhanced-ferritic (CSEF) steels have been widely implemented as water wall alloy materials in the coal-fired power industry for many years. The stress corrosion cracking (SCC) behavior of this class of materials is currently of significant interest to the industry due to recent failures. To better understand the test methods used to characterize SCC behavior in the laboratory, three representative CSEF alloys (T23, T24, and T92) were subjected to two SCC test protocols: the Jones Test set forth in DIN 50915, and the C-ring SCC test set forth in ASTM G38-01. Samples were tested in either the as-received (normalized + tempered) condition or in the normalized condition (quenched from 1065 C). Samples were exposed to aerated water in one test case and de-aerated water in a second test case for a period of 7 days at 200 C. It was found that for both test protocols, the normalized condition with aerated water led to severe cracking for all three alloys, whereas no evidence of cracking was found for the other conditions.

    In 1998, the Burns Paiute Tribe (BPT) submitted a proposal to Bonneville Power Administration (BPA) for the acquisition of the Malheur River Wildlife Mitigation Project (Project). The proposed mitigation site was for the Denny Jones Ranch and included Bureau of Land Management (BLM) and Oregon Division of State Lands (DSL) leases and grazing allotments. The Project approval process and acquisition negotiations continued for several years until the BPT and BPA entered into a Memorandum of Agreement, which allowed for purchase of the Project in November 2000. The 31,781 acre Project is located seven miles east of Juntura, Oregon and is adjacent to the Malheur River (Figure 1). Six thousand three hundred eighty-five acres are deeded to BPT, 4,154 acres are leased from DSL, and 21,242 acres are leased from BLM (Figure 2). In total 11 grazing allotments are leased between the two agencies. Deeded land stretches for seven miles along the Malheur River. It is the largest private landholding on the river between Riverside and Harper, Oregon. Approximately 938 acres of senior water rights are included with the Ranch. The Project is comprised of meadow, wetland, riparian and shrub-steppe habitats. The BLM grazing allotment, located south of the ranch, is largely shrub-steppe habitat punctuated by springs and seeps. Hunter Creek, a perennial stream, flows through both private and BLM lands. Similarly, the DSL grazing allotment, which lies north of the Ranch, is predominantly shrub/juniper steppe habitat with springs and seeps dispersed throughout the upper end of draws (Figure 2).

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.
