    Hello, Please also see the letter after my signature at the bottom. I was at the unitization hearing for the Helis Oil planned fracking operation in St. Tammany Parish. I refrained from speaking, because I do not live in St. Tammany. I wish to affirm my support for everything said at that hearing in opposition to the unitization permit, and everything relayed to the Army Corps of Engineers regarding the wetlands permit opposing it. As well as opposition to fracking not only in St Tammany, but anywhere in the world, for the multiple reasons I outline below. Primarily I'm opposed because the Texas Railroad Commission has conducted a study that shows conclusively that water wells located near fracking operations in the Barnett Shale have been contaminated with hyropcarbons that could ONLY have come from the Barnett Shale. Given that the Southern Hills Aquifer is the sole source aquifer for Baton Rouge as well as hundreds of thousands of other people in southeastern Louisiana including much if not all of St Tammany Parish, and the recent Legislative Auditors report showing DNR's regulation of thousands of oil and gas wells is negligent, allowing any drilling in ANY sole source aquifer is an accident waiting to happen, with repercussions lasting centuries. The World Bank is in agreement with other global experts such as PricewaterhouseCoopers that only 20% of the known fossil fuel reserves can be burned (http://blogs.worldbank.org/climatechange/carbon-bubbles-stranded-assets.) This means the remaining 80% of reserves are stranded assets, resulting in a carbon bubble in the investment market. The biggest of the Big Five global accounting firms, PricewaterhouseCoopers agrees with this in their report, 'Too Late for Two Degrees?' (http://www.pwc.co.uk/sustainability-climate-change/publications/low-carb...). ExxonMobil has recognized this carbon bubble risk, and then dismissed it (http://corporate.exxonmobil.com/en/environment/climate-change/managing-c...). Which is like an alcoholic admitting their addiction, and then saying 'but my continued drinking of alcohol is necessary'. Denial is the most seductive whore in the human psyche. All nations in the UN agreed to keep global warming driven mostly by the burning of fossil fuels below 2 degrees C in 2009. We are currently on track for 3-4 degrees C warming, perhaps higher. We have already identified fossil fuel reserves containing 2,795 gigatons of carbon (www.carbontracker.org), while we can only burn 565 gigatons of carbon to stay below the agreed upon 2 degrees C target (https://www.pik-potsdam.de/news/press-releases/archive/2009/on-the-way-t...). As we have five times more identified reserves than we can burn, the search for more is an exercise in futility. Although EPA has conducted two major studies linking well water contamination to fracking in both Pavilion, Wyoming and Dimock, Pennsylvania, this study by the Texas Railroad Commission is the most definitive to date (http://www.earthworksaction.org/media/detail/scientists_fracking_pollute...). Lower level EPA employees were told to discontinue and/or bury the results of those two studies, no doubt because higher level EPA employees were paid by the fossil fuel industry to hide the ugly truth that fossil fuels knew from the beginning. Louisiana already has some of the most polluted water in the US (http://www.nola.com/business/index.ssf/2014/06/louisiana_waterways_among...), as described in "Wasting Our Waterways: Toxic Industrial Pollution and Restoring the Promise of the Clean Water Act" (http://environmentamericacenter.org/sites/environment/files/reports/US_w...). Continued oil and gas activities, and particularly fracking which requires millions of gallons of water, and the 'produced' water that results which is too polluted and poisoned with benzenes, brine, and radioactive materials to be purified, must be stopped ASAP. The entire energy infrastructure for the planet needs to be upgraded to the supergrid and moved to renewables. Needless to say, after the Legislative Auditors Report it is clear that Louisiana can't be trusted to guard our health any better than Pennsylvania. "Pennsylvania has had more than 6,000 hydraulic fracturing wells drilled within the last six years, and zero state studies on their health impacts. In Pennsylvania, and near fracking operations across the country, people have won settlements from fossil fuel companies after being sickened. In many cases the drilling company imposes a gag order to prevent sickened people from spreading the word about what caused their illness and building the case that fracking has negative health effects." Although the argument is often made that fracking is igniting an economic boom, climate change will wipe away any benefits, exaggerated as these benefits are certain to be. A new economic model shows risks from climate change are bigger than previously estimated, according to former chief economist for the World Bank, Sir Lord Nicholas Stern, who was knighted for his 2006 "Stern Review on the Economics of Climate Change." (http://www.lse.ac.uk/GranthamInstitute/news/dietz_stern_june2014/) Given the Legislative Auditors recent report on oil and gas wells, I have no faith in any part of the Louisiana government to regulate oil and gas activities of any kind, on any scale. Particularly as the Southern Hills Aquifer is the sole source aquifer for hundreds of thousands of people, including myself. Due to the carbon budget for the planet, we need to move away from fossil fuels and switch to clean renewable energy sources as soon as possible, which will help avoid some of the economic impacts mentioned above, as well as prevent even more poisoned water, air, and land due to oil and gas activities. Therefore I oppose any and all permits for any fossil fuel activities in the state of Louisiana. Both of these are vital natural Louisiana scenic river resources. As such, both are enjoyed by many citizens in our extended community. The thought of allowing fresh water to be pulled out of these rivers in such large quantities to satisfy the needs of large corporate industrial projects that will pollute the water to such a degree that it can never be safely returned to the eco-system is abhorrent. According to Wilma Subra*, the early phases of production after fracking, the produced water flows to the surface mixed with flowback water. The produced water is disposed of in injection/disposal wells. The produced water contains toxic chemical contaminants: volatile organic compounds, such as benzene, ethyl benzene, toluene and xylene semi-volatile organic compound such as naphthalene, phenanthrene heavy metals such as arsenic, cadmium, chromium, lead sulfur containing compounds NORM Radioactive Radium 226, Radium 228 and Uranium 238 These are only the first permits of what will become literally, thousands, should you allow this activity. I ask you to mindfully consider the impact of thousands of hydrofracturing wells in our area, depleting water supplies at alarming rates. Thank you for your time and consideration in this matter.     During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community.     To Whom It May Concern, Thank you for your work on infrastructure siting. I have been developing several wind projects in Wyoming for the last seven years. The state of Wyoming is blessed with incredible amounts of fantastic wind and natural gas resources that if developed, could provide the cleanest and lowest cost incremental additions of electricity available to California.....even without the PTC. However, it is generally accepted that due to the significant challenges in siting the Gateway and TransWest Transmission Projects, there may not be any room to build new transmission lines out of Wyoming in the future without impacting other visual and environmental resources. This fact can be confirmed by the BLM officials here in Wyoming. Furthermore, these projects may not even be built to their full capacity due to the restrictions on incumbent utilities ability to rate base investments and a lack of investors with a long enough time horizon. If nothing is done, in ten years when the aforementioned transmission projects are at their capacity, there will be no way to access the remaining generation resources in Wyoming and they will be stranded for decades to come. These big transmission lines take decades to develop and no one will start a new project until this perceived situation is altered. This would be a major setback for the American, and more specifically, the California economy if we knowingly limited our access to the western grid's cheapest and cleanest resources. Something should be done sooner rather than later. This is a looming crisis that has been forgotten as the focus has remained on just getting the current ones across the finish line.     The unusual magnetic and electronic ground states of 5d iridates has been shown to be driven by intrinsically enhanced spin-orbit coupling (SOC). The influence of appreciable but reduced SOC in creating the manifested magnetic insulating states in 4d oxides is less clear, with one hurdle being the existence of such compounds. Here we present experimental and theoretical results on Sr4RhO6 that reveal SOC dominated behavior. Neutron measurements show the octahedra are both spatially separated and locally ideal, making the electronic ground state susceptible to alterations by SOC. Magnetic ordering is observed with a similar structure to an analogous Jeff=1/2 Mottmore »iridate.     Preliminary results are presented for the use of an auxiliary radiofrequency (rf) excitation voltage in combination with a high purity, high voltage rf generator to perform dipole excitation within a high precision Paul ion trap. These results show the effects of the excitation frequency over a continuous frequency range on the resultant mass spectra from the Paul trap with particular emphasis on ion ejection times, ion signal intensity, and peak shapes. Ion ejection times are found to decrease continuously with variations in dipole frequency about several resonant values and show remarkable symmetries. Signal intensities vary in a complex fashion with numerous resonant features and are driven to zero at specific frequency values. Observed intensity variations depict dipole excitations that target ions of all masses as well as individual masses. Substantial increases in mass resolution are obtained with resolving powers for nitrogen increasing from 114 to 325.

    With its low CO{sub 2} production, Nuclear Energy appears to be an efficient solution to the global warming due to green-house effect. However, current LWR reactors are poor uranium users and, pending the development of Fast Neutron Reactors, alternative concepts of PWR with higher conversion ratio (HCPWR) are being studied again at CEA, first studies dating from the middle 80's. In these French designs, low moderation ratio has been performed by tightening the lattice pitch, achieving a conversion ratio of 0.8-0.9 with a MOX fuel coming from PWR UOX recycling. Theses HCPWRs are characterized by a harder neutron spectrum and the calculation uncertainties on the fundamental neutronics parameters are increased by a factor 3 regarding a standard PWR lattice, due to the major contribution of the Plutonium isotopes and of the epithermal energy range to the reaction rates. In order to reduce these uncertainties, a 3-year experimental validation program called ERASME has been performed by CEA from 1984 to 1986 in the EOLE reactor. Monte Carlo analysis of the ERASME/R experiments with the Monte Carlo code TRIPOLI4 allowed the qualification of the recommended JEFF.3.1.1 library for major neutronics parameters. K{sub eff} of the MOX under-moderated lattice is over-predicted by 440 {+-} 830 pcm (2{sigma}); the conversion ratio, indicator of the good use of uranium, is also slightly over-predicted: 2 % {+-} 4 % (2{sigma}) and the same for B4C absorber rods worth and soluble boron worth, over-predicted by 2 %, both in the 2 standard deviations range. The radial fission maps of heterogeneities (water-holes, B4C and fertile rods) are well reproduced: maximal (C-E)/E dispersion is 1.3 %, maximal power peak error is 2.7 %. The void reactivity worth is the only parameter poorly calculated with an overprediction of +12.4% {+-} 1.5%. ERASME/R analysis of MOX reactivity, void effect and spectral indexes will contribute to the reevaluation of {sup 241}Am and Plutonium isotopes nuclear data for the next library JEFF3.2. (authors)

    Previous studies have indicated that ENDF/B-VII preliminary releases {beta}-2 and {beta}-3, predecessors to the recent initial release of ENDF/B-VII.0, produce significantly better overall agreement with criticality benchmarks than does ENDF/B-VI. However, one of those studies also suggests that improvements still may be needed for thermal plutonium cross sections. The current study substantiates that concern by examining criticality benchmarks for unreflected spheres of plutonium-nitrate solutions and for slightly and heavily borated mixed-oxide (MOX) lattices. Results are presented for the JEFF-3.1 and JENDL-3.3 nuclear data libraries as well as ENDF/B-VII.0 and ENDF/B-VI. It is shown that ENDF/B-VII.0 tends to overpredict reactivity for thermal plutonium benchmarks over at least a portion of the thermal range. In addition, it is found that additional benchmark data are needed for the deep thermal range.

    We investigate the magnetic properties of the series Sr2Ir1-xRuxO4 with neutron, resonant x-ray and magnetization measurements. The results indicate an evolution and coexistence of magnetic structures via a spin flop transition from ab-plane to c-axis collinear order as the 5d Ir4+ ions are replaced with an increasing concentration of 4d Ru4+ ions. The magnetic structures within the ordered regime of the phase diagram (x<0.3) are reported. Despite the changes in magnetic structure no alteration of the Jeff=1/2 ground state is observed. This behavior of Sr2Ir1-xRuxO4 is consistent with electronic phase separation and diverges from a standard scenario of hole doping.more » The role of lattice alterations with doping on the magnetic and insulating behavior is considered.     Linear Paul traps (LPT) are used in many experimental studies such as mass spectrometry, atom-ion collisions, and ion-molecule reactions. Mass selective resonant quenching (MSRQ) is implemented in LPT either to identify a charged particle's mass or to remove unwanted ions from a controlled experimental environment. In the latter case, MSRQ can introduce undesired heating to co-trapped ions of different mass, whose secular motion is off resonance with the quenching ac field, which we call off-resonance energy absorption (OREA). We present simulations and experimental evidence that show that the OREA increases exponentially with the number of ions loaded into the trap and with the amplitude of the off-resonance external ac field.

    We report on the results of a systematic ab initio study of the Jones birefringence of noble gases, of furan homologues, and of monosubstituted benzenes, in the gas phase, with the aim of analyzing the behavior and the trends within a list of systems of varying size and complexity, and of identifying candidates for a combined experimental/theoretical study of the effect. We resort here to analytic linear and nonlinear response functions in the framework of time-dependent density functional theory. A correlation is made between the observable (the Jones constant) and the atomic radius for noble gases, or the permanent electric dipole and a structure/chemical reactivity descriptor as the para Hammett constant for substituted benzenes.

    An improved microscopic cleavage model, based on a Morse-type and Lennard-Jones-type interaction instead of the previously employed half-sine function, is used to determine the maximum cleavage strength for the brittle materials diamond, tungsten, molybdenum, silicon, GaAs, silica, and graphite. The results of both interaction potentials are in much better agreement with the theoretical strength values obtained by ab initio calculations for diamond, tungsten, molybdenum, and silicon than the previous model. Reasonable estimates of the intrinsic strength are presented for GaAs, silica, and graphite, where first principles values are not available.

    The new European material testing Jules Horowitz Reactor (JHR), currently under construction in Cadarache center (CEA France), will use LEU (20% enrichment in {sup 235}U) fuels (U{sub 3}Si{sub 2} for the start up and UMoAl in the future) which are quite different from the industrial oxide fuel, for which an extensive neutronics qualification database has been established. The HORUS3D/N neutronics calculation scheme, used for the design and safety studies of the JHR, is being developed within the framework of a rigorous verification-validation-qualification methodology. In this framework, the experimental VALMONT (Validation of Aluminium Molybdenum uranium fuel for Neutronics) program has been performed in the MINERVE facility of CEA Cadarache (France), in order to qualify the capability of HORUS3D/N to accurately calculate the reactivity of the JHR reactor. The MINERVE facility using the oscillation technique provides accurate measurements of reactivity effect of samples. The VALMONT program includes oscillations of samples of UAl{sub x}/Al and UMo/Al with enrichments ranging from 0.2% to 20% and Uranium densities from 2.2 to 8 g/cm{sup 3}. The geometry of the samples and the pitch of the experimental lattice ensure maximum representativeness with the neutron spectrum expected for JHR. By comparing the effect of the sample with the one of a known fuel specimen, the reactivity effect can be measured in absolute terms and be compared to computational results. Special attention was paid to the rigorous determination and reduction of the experimental uncertainties. The calculational analysis of the VALMONT results was performed with the French deterministic code APOLLO2. A comparison of the impact of the different calculation methods, data libraries and energy meshes that were tested is presented. The interpretation of the VALMONT experimental program allowed the qualification of JHR fuel UMoAl8 (with an enrichment of 19.75% {sup 235}U) by the Minerve-dedicated interpretation tool: PIMS. The effect of energy meshes and evaluations put forward the JEFF3.1.1/SHEM scheme that leads to a better calculation of the reactivity effect of VALMONT samples. Then, in order to quantify the impact of the uncertainties linked to the basic nuclear data, their propagation from the cross section measurement to the final computational result was analysed in a rigorous way by using a nuclear data re-estimation method based on Gauss-Newton iterations. This study concludes that the prior uncertainties due to nuclear data (uranium, aluminium, beryllium and water) on the reactivity of the Begin Of Cycle (BOC) for the JHR core reach 1217 pcm at 2{sigma}. Now, the uppermost uncertainty on the JHR reactivity is due to aluminium. (authors)

    Creep-strength-enhanced-ferritic (CSEF) steels have been widely implemented as water wall alloy materials in the coal-fired power industry for many years. The stress corrosion cracking (SCC) behavior of this class of materials is currently of significant interest to the industry due to recent failures. To better understand the test methods used to characterize SCC behavior in the laboratory, three representative CSEF alloys (T23, T24, and T92) were subjected to two SCC test protocols: the Jones Test set forth in DIN 50915, and the C-ring SCC test set forth in ASTM G38-01. Samples were tested in either the as-received (normalized + tempered) condition or in the normalized condition (quenched from 1065 C). Samples were exposed to aerated water in one test case and de-aerated water in a second test case for a period of 7 days at 200 C. It was found that for both test protocols, the normalized condition with aerated water led to severe cracking for all three alloys, whereas no evidence of cracking was found for the other conditions.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chicago, Milwaukee & St. Paul Rail Yard Company site in Perry, Iowa, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

    The Sixteenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 23-25, 1991. The Workshop Banquet Speaker was Dr. Mohinder Gulati of UNOCAL Geothermal. Dr. Gulati gave an inspiring talk on the impact of numerical simulation on development of geothermal energy both in The Geysers and the Philippines. Dr. Gulati was the first recipient of The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy. Dr. Frank Miller presented the award. The registered attendance figure of one hundred fifteen participants was up slightly from last year. There were seven foreign countries represented: Iceland, Italy, Philippines, Kenya, the United Kingdom, Mexico, and Japan. As last year, papers on about a dozen geothermal fields outside the United States were presented. There were thirty-six papers presented at the Workshop, and two papers were submitted for publication only. Attendees were welcomed by Dr. Khalid Aziz, Chairman of the Petroleum Engineering Department at Stanford. Opening remarks were presented by Dr. Roland Horne, followed by a discussion of the California Energy Commission's Geothermal Activities by Barbara Crowley, Vice Chairman; and J.E. ''Ted'' Mock's presentation of the DOE Geothermal Program: New Emphasis on Industrial Participation. Technical papers were organized in twelve sessions concerning: hot dry rock, geochemistry, tracer injection, field performance, modeling, and chemistry/gas. As in previous workshops, session chairpersons made major contributions to the program. Special thanks are due to Joel Renner, Jeff Tester, Jim Combs, Kathy Enedy, Elwood Baldwin, Sabodh Garg, Marcel0 Lippman, John Counsil, and Eduardo Iglesias. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students.     The present work details the first analysis of the 3D void phase conducted during the EPICURE/UM17x17/7% mixed UOX/MOX configuration. This configuration is composed of a homogeneous central 17x17 MOX-7% assembly, surrounded by portions of 17x17 1102 assemblies with guide-tubes. The void bubble is modelled by a small waterproof 5x5 fuel pin parallelepiped box of 11 cm height, placed in the centre of the MOX assembly. This bubble, initially placed at the core mid-plane, is then moved in different axial positions to study the evolution in the core of the axial perturbation. Then, to simulate the growing of this bubble in order to understand the effects of increased void fraction along the fuel pin, 3 and 5 bubbles have been stacked axially, from the core mid-plane. The C/E comparison obtained with the Monte Carlo code Tripoli4 for both radial and axial fission rate distributions, and in particular the reproduction of the very important flux gradients at the void/water interfaces, changing as the bubble is displaced along the z-axis are very satisfactory. It demonstrates both the capability of the code and its library to reproduce this kind of situation, as the very good quality of the experimental results, confirming the UM-17x17 as an excellent experimental benchmark for 3D code validation. This work has been performed within the frame of the V and V program for the future APOLL03 deterministic code of CEA starting in 2012, and its V and V benchmarking database. (authors)

The result is a passive solar, super-efficient 3542-ft2 walkout ranch-style home with all the creature comforts. Along with meeting ZERH standards, Amaris also achieved certifications for Leadership in Energy & Environmental Design for Homes v4, MN Green Path Emerald, and a Builders Association of the Twin Cities Reggie Award of Excellence. The home achieves a HERS score of 41 without photovoltaics; with PV, the home achieves a HERS score of 5.
