    The National Marine Fisheries Service (NMFS) listed Lower Columbia River (LCR) chum salmon as threatened under the Endangered Species Act (ESA) in March, 1999 (64 FR 14508, March 25, 1999). The listing was in response to the reduction in abundance from historical levels of more than one-half million returning adults to fewer than 10,000 present-day spawners. Harvest, habitat degradation, changes in flow regimes, riverbed movement and heavy siltation have been largely responsible for this decline. The timing of seasonal changes in river flow and water temperatures is perhaps the most critical factor in structuring the freshwater life history of this species. This is especially true of the population located directly below Bonneville Dam, where hydropower operations can block access to spawning sites, dewater redds, strand fry, cause scour or fill of redds and increase sedimentation of spawning gravels. Prior to 1997, only two chum salmon populations were recognized as genetically distinct in the Columbia River, although spawning had been documented in many Lower Columbia River tributaries. The first population was in the Grays River (RKm 34), a tributary of the Columbia River, and the second was a group of spawners utilizing the mainstem Columbia River just below Bonneville Dam (RKm 235) adjacent to Ives Island and in Hardy and Hamilton creeks. Using additional DNA samples, Small et al. (2006) grouped chum salmon spawning in the mainstem Columbia River and the Washington State tributaries into three groups: the Coastal, the Cascade and the Gorge. The Coastal group comprises those spawning in the Grays River, Skamokawa Creek and the broodstock used at the Sea Resources facility on the Chinook River. The Cascade group comprises those spawning in the Cowlitz (both summer and fall stocks), Kalama, Lewis, and East Fork Lewis rivers, with most supporting unique populations. The Gorge group comprises those spawning in the mainstem Columbia River from the I-205 Bridge up to Bonneville Dam and those spawning in Hamilton and Hardy creeks. Response to the federal ESA listing has been primarily through direct-recovery actions: reducing harvest, hatchery supplementation using local broodstock for populations at catastrophic risk, habitat restoration (including construction of spawning channels) and flow agreements to protect spawning and rearing areas. Both state and federal agencies have built controlled spawning areas. In 1998, the Washington Department of Fish and Wildlife (WDFW) began a chum salmon supplementation program using native stock on the Grays River. This program was expanded during 1999 - 2001 to include reintroduction into the Chinook River using eggs from the Grays River Supplementation Program. These eggs are incubated at the Grays River Hatchery, reared to release size at the Sea Resources Hatchery on the Chinook River, and the fry are released at the mouth of the Chinook River. Native steelhead, chum, and coho salmon are present in Duncan Creek, and are recognized as subpopulations of the Lower Gorge population, and are focal species in the Lower Columbia Fish Recovery Board (LCFRB) plan. Steelhead, chum and coho salmon that spawn in Duncan Creek are listed as Threatened under the ESA. Duncan Creek is classified by the LCFRB plan as a watershed for intensive monitoring (LCFRB 2004). This project was identified in the 2004 Federal Columbia River Power System (FCRPS) revised Biological Opinion (revised BiOp) to increase survival of chum salmon, 'BPA will continue to fund the program to re-introduce Columbia River chum salmon into Duncan Creek as long as NOAA Fisheries determines it to be an essential and effective contribution to reducing the risk of extinction for this ESU'. (USACE et al. 2004, page 85-86). The Governors Forum on Monitoring and Salmon Recovery and Watershed Health recommends one major population from each ESU have adult and juvenile monitoring. Duncan Creek chum salmon are identified in this plan to be intensively monitored. Planners recommended that a combination of natural and hatchery production

    During the opening session of the EFRC Summit, Senator Jeff Bingaman (D-NM) explained how the EFRCs play an important role in the U.S. energy innovation ecosystem. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    Three nuclear data libraries have been tested extensively using criticality safety benchmark calculations. The three libraries are the new release of the US library ENDF/B-VII.1 (2011), the new release of the Japanese library JENDL-4.0 (2011), and the OECD/NEA library JEFF-3.1 (2006). All calculations were performed with the continuous-energy Monte Carlo code MCNP (version 4C3, as well as version 6-beta1). Around 2000 benchmark cases from the International Handbook of Criticality Safety Benchmark Experiments (ICSBEP) were used. The results were analyzed per ICSBEP category, and per element. Overall, the three libraries show similar performance on most criticality safety benchmarks. The largest differences are probably caused by elements such as Be, C, Fe, Zr, W. (authors)

    Sr3Ir2O7 exhibits a novel Jeff=12 insulating state that features a splitting between Jeff=1/2 and 3/2 bands due to spin-orbit interaction. We report a metal-insulator transition in Sr3Ir2O7 via either dilute electron doping (La3+ for Sr2+) or application of high pressure up to 35 GPa. Our study of single-crystal Sr3Ir2O7 and (Sr1?xLax)3Ir2O7 reveals that application of high hydrostatic pressure P leads to a drastic reduction in the electrical resistivity by as much as six orders of magnitude at a critical pressure PC = 13.2 GPa, manifesting a closing of the gap; but further increasing P up to 35 GPa produces no fully metallic state at low temperatures, possibly as a consequence of localization due to a narrow distribution of bonding angles ?. In contrast, slight doping of La3+ ions for Sr2+ ions in Sr3Ir2O7 readily induces a robust metallic state in the resistivity at low temperatures; the magnetic ordering temperature is significantly suppressed but remains finite for (Sr0.95La0.05)3Ir2O7 where the metallic state occurs. The results are discussed along with comparisons drawn with Sr2IrO4, a prototype of the Jeff=1/2 insulator.

    With its low CO{sub 2} production, Nuclear Energy appears to be an efficient solution to the global warming due to green-house effect. However, current LWR reactors are poor uranium users and, pending the development of Fast Neutron Reactors, alternative concepts of PWR with higher conversion ratio (HCPWR) are being studied again at CEA, first studies dating from the middle 80's. In these French designs, low moderation ratio has been performed by tightening the lattice pitch, achieving a conversion ratio of 0.8-0.9 with a MOX fuel coming from PWR UOX recycling. Theses HCPWRs are characterized by a harder neutron spectrum and the calculation uncertainties on the fundamental neutronics parameters are increased by a factor 3 regarding a standard PWR lattice, due to the major contribution of the Plutonium isotopes and of the epithermal energy range to the reaction rates. In order to reduce these uncertainties, a 3-year experimental validation program called ERASME has been performed by CEA from 1984 to 1986 in the EOLE reactor. Monte Carlo analysis of the ERASME/R experiments with the Monte Carlo code TRIPOLI4 allowed the qualification of the recommended JEFF.3.1.1 library for major neutronics parameters. K{sub eff} of the MOX under-moderated lattice is over-predicted by 440 {+-} 830 pcm (2{sigma}); the conversion ratio, indicator of the good use of uranium, is also slightly over-predicted: 2 % {+-} 4 % (2{sigma}) and the same for B4C absorber rods worth and soluble boron worth, over-predicted by 2 %, both in the 2 standard deviations range. The radial fission maps of heterogeneities (water-holes, B4C and fertile rods) are well reproduced: maximal (C-E)/E dispersion is 1.3 %, maximal power peak error is 2.7 %. The void reactivity worth is the only parameter poorly calculated with an overprediction of +12.4% {+-} 1.5%. ERASME/R analysis of MOX reactivity, void effect and spectral indexes will contribute to the reevaluation of {sup 241}Am and Plutonium isotopes nuclear data for the next library JEFF3.2. (authors)

    Hello, Please also see the letter after my signature at the bottom. I was at the unitization hearing for the Helis Oil planned fracking operation in St. Tammany Parish. I refrained from speaking, because I do not live in St. Tammany. I wish to affirm my support for everything said at that hearing in opposition to the unitization permit, and everything relayed to the Army Corps of Engineers regarding the wetlands permit opposing it. As well as opposition to fracking not only in St Tammany, but anywhere in the world, for the multiple reasons I outline below. Primarily I'm opposed because the Texas Railroad Commission has conducted a study that shows conclusively that water wells located near fracking operations in the Barnett Shale have been contaminated with hyropcarbons that could ONLY have come from the Barnett Shale. Given that the Southern Hills Aquifer is the sole source aquifer for Baton Rouge as well as hundreds of thousands of other people in southeastern Louisiana including much if not all of St Tammany Parish, and the recent Legislative Auditors report showing DNR's regulation of thousands of oil and gas wells is negligent, allowing any drilling in ANY sole source aquifer is an accident waiting to happen, with repercussions lasting centuries. The World Bank is in agreement with other global experts such as PricewaterhouseCoopers that only 20% of the known fossil fuel reserves can be burned (http://blogs.worldbank.org/climatechange/carbon-bubbles-stranded-assets.) This means the remaining 80% of reserves are stranded assets, resulting in a carbon bubble in the investment market. The biggest of the Big Five global accounting firms, PricewaterhouseCoopers agrees with this in their report, 'Too Late for Two Degrees?' (http://www.pwc.co.uk/sustainability-climate-change/publications/low-carb...). ExxonMobil has recognized this carbon bubble risk, and then dismissed it (http://corporate.exxonmobil.com/en/environment/climate-change/managing-c...). Which is like an alcoholic admitting their addiction, and then saying 'but my continued drinking of alcohol is necessary'. Denial is the most seductive whore in the human psyche. All nations in the UN agreed to keep global warming driven mostly by the burning of fossil fuels below 2 degrees C in 2009. We are currently on track for 3-4 degrees C warming, perhaps higher. We have already identified fossil fuel reserves containing 2,795 gigatons of carbon (www.carbontracker.org), while we can only burn 565 gigatons of carbon to stay below the agreed upon 2 degrees C target (https://www.pik-potsdam.de/news/press-releases/archive/2009/on-the-way-t...). As we have five times more identified reserves than we can burn, the search for more is an exercise in futility. Although EPA has conducted two major studies linking well water contamination to fracking in both Pavilion, Wyoming and Dimock, Pennsylvania, this study by the Texas Railroad Commission is the most definitive to date (http://www.earthworksaction.org/media/detail/scientists_fracking_pollute...). Lower level EPA employees were told to discontinue and/or bury the results of those two studies, no doubt because higher level EPA employees were paid by the fossil fuel industry to hide the ugly truth that fossil fuels knew from the beginning. Louisiana already has some of the most polluted water in the US (http://www.nola.com/business/index.ssf/2014/06/louisiana_waterways_among...), as described in "Wasting Our Waterways: Toxic Industrial Pollution and Restoring the Promise of the Clean Water Act" (http://environmentamericacenter.org/sites/environment/files/reports/US_w...). Continued oil and gas activities, and particularly fracking which requires millions of gallons of water, and the 'produced' water that results which is too polluted and poisoned with benzenes, brine, and radioactive materials to be purified, must be stopped ASAP. The entire energy infrastructure for the planet needs to be upgraded to the supergrid and moved to renewables.     The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.

    The present work details the first analysis of the 3D void phase conducted during the EPICURE/UM17x17/7% mixed UOX/MOX configuration. This configuration is composed of a homogeneous central 17x17 MOX-7% assembly, surrounded by portions of 17x17 1102 assemblies with guide-tubes. The void bubble is modelled by a small waterproof 5x5 fuel pin parallelepiped box of 11 cm height, placed in the centre of the MOX assembly. This bubble, initially placed at the core mid-plane, is then moved in different axial positions to study the evolution in the core of the axial perturbation. Then, to simulate the growing of this bubble in order to understand the effects of increased void fraction along the fuel pin, 3 and 5 bubbles have been stacked axially, from the core mid-plane. The C/E comparison obtained with the Monte Carlo code Tripoli4 for both radial and axial fission rate distributions, and in particular the reproduction of the very important flux gradients at the void/water interfaces, changing as the bubble is displaced along the z-axis are very satisfactory. It demonstrates both the capability of the code and its library to reproduce this kind of situation, as the very good quality of the experimental results, confirming the UM-17x17 as an excellent experimental benchmark for 3D code validation. This work has been performed within the frame of the V and V program for the future APOLL03 deterministic code of CEA starting in 2012, and its V and V benchmarking database. (authors)
