    In 2003 the joint European effort to design a European Spallation Source (ESS) resulted in a set of reports, and in May 2009 Lund was agreed to be the ESS site. The ESS Scandinavia office has since then worked on setting all the necessary legal and organizational matters in place so that the Design Update and construction can be started in January 2011, in collaboration with European partners. The Design Update phase is expected to end in 2012, to be followed by a construction phase, with first neutrons expected in 2018-2019.

    I examine the effectiveness of Kozai oscillations in the centres of galaxies and in particular the Galactic centre using standard techniques from celestial mechanics. In particular, I study the effects of a stellar bulge potential and general relativity on Kozai oscillations, which are induced by stellar discs. Lockmann et al (2008) recently suggested that Kozai oscillations induced by the two young massive stellar discs in the Galactic centre drives the orbits of the young stars to large eccentricity ($e\\approx 1$). If some of these young eccentric stars are in binaries, they would be disrupted near pericentre, leaving one star in a tight orbit around the central SMBH and producing the S-star population. I find that the {\\it spherical} stellar bulge suppresses Kozai oscillations, when its enclosed mass inside of a test body is of order the mass in the stellar disc(s). Since the stellar bulge in the Galactic centre is much larger than the stellar discs, Kozai oscillations {\\it due to the stellar discs} are likely suppressed. Whether Kozai oscillations are induced from other nonspherical components to the potential (for instance, a flattened stellar bulge) is yet to be determined.

    The renaissance of efforts to expand the use of nuclear energy requires the parallel development of a renewed and more sophisticated work force. Growth in the nuclear sector with high standard of safety, safeguards and security requires skilled staff for design, operations, inspections etc. High-quality nuclear technology educational programs are diminished from past years, and the ability of universities to attract students and to meet future staffing requirements of the nuclear industry is becoming seriously compromised. Thus, education and training in nuclear engineering and sciences is one of the cornerstones for the nuclear sector. Teaching in the nuclear field still seems strongly influenced by national history but it is time to strengthen resources and collaborate. Moreover with the current nuclear security threats it becomes critical that nuclear technology experts master the basic principles not only of safety, but also of nuclear safeguards, nonproliferation and nuclear security. In Europe the European Nuclear Education Network (ENEN) Association has established the certificate 'European Master of Science in Nuclear Engineering (EMSNE)' as the classic nuclear engineering program covering reactor operation and nuclear safety. However, it does not include courses on nonproliferation, safeguards, or dual-use technologies. The lack of education in nuclear safeguards was tackled by the European Safeguards Research and Development Association (ESARDA), through development and implementation of safeguards course modules. Since 2005 the ESARDA Working Group, called the Training and Knowledge Management Working Group, (TKMWG) has worked with the Joint Research Centre (JRC) in Ispra, Italy to organize a Nuclear Safeguards and Nonproliferation course. This five-day course is held each spring at the JRC, and continues to show increasing interest as evidenced by the positive responses of international lecturers and students. The standard set of lectures covers a broad range of subjects, including nuclear material accountancy principles, legal definitions and the regulatory base and inspection tools and techniques. This 60% core part is given by representatives from regulatory bodies (The International Atomic Energy Agency (IAEA), Institute for Radiological Protection and Nuclear Safety, Directorate General for Nuclear Energy and Transport), industry (AREVA, British Nuclear Group), and research (Stockholm University, Hamburg University, Joint Research Centre-Institute of Transuranic Elements, and Joint Research Centre-Institute for the Protection of the Citizen). The remaining part is completed with topical lectures addressed by invited lecturers, such as from Pacific Northwest National Laboratory and the IAEA addressing topics of physical protection, illicit trafficking, the Iraq case study, exercises, including satellite imagery interpretation etc. With this structure of a stable core plus a variable set of invited lectures, the course will remain sustainable and up-to-date. A syllabus provides the students a homogeneous set of information material in nuclear safeguards and nonproliferation matters at the European and international level. In this way, the ESARDA TKMWG aims to contribute to a two-fold scientific-technical and political-juridical education and training.

    European singles charts are important part of the music industry responsible for creating popularity of songs. After modeling and exploring dynamics of global album sales in previous papers, we investigate patterns of hit singles popularity according to all data (1966-2015) from weekly charts (polls) in 12 Western European countries. The dynamics of building popularity in various national charts is more than the economy because it depends on spread of information. In our research we have shown how countries may be affected by their neighbourhood and influenced by technological era. We have also computed correlations with geographical and cultural distances between countries in analog, digital and Internet era. We have shown that time delay between the single premiere and the peak of popularity has become shorter under the influence of technology and the popularity of songs depends on geographical distances in analog (1966-1987) and Internet (2004-2015) era.     Context. Messier 81 has the nearest active nucleus with broad H$\\alpha$ emission. A detailed study of this galaxy's centre is important for understanding the innermost structure of the AGN phenomenon. Aims. Our goal is to seek previously undetected structures using additional techniques to reanalyse a data cube obtained with the GMOS-IFU installed on the Gemini North telescope (Schnorr M\\"uller et al. 2011). Method. We analysed the data cube using techniques of noise reduction, spatial deconvolution, starlight subtraction, PCA tomography, and comparison with HST images. Results. We identified a hot bubble with T $>$ 43500 K that is associated with strong emission of [N II]$\\lambda$5755\\AA\\ and a high [O I]$\\lambda$6300/H$\\alpha$ ratio; the bubble displays a bluish continuum, surrounded by a thin shell of H$\\alpha$ + [N II] emission.     The International Data Centre of the Comprehensive Nuclear-Test-Ban Treaty Organization relies on automatic data processing as the first step in identifying seismic events from seismic waveform data. However, more than half of the automatically identified seismic events are eliminated by IDC analysts. Here, an IDC dataset is analyzed to determine if the number of automatically generated false positives could be reduced. Data that could be used to distinguish false positives from analyst-accepted seismic events includes the number of stations, the number of phases, the signal-to-noise ratio, and the pick error. An empirical method is devised to determine whether an automatically identified seismic event is acceptable, and the method is found to identify a significant number of the false positives in IDC data. This work could help reduce seismic analyst workload and could help improve the calibration of seismic monitoring stations. This work could also be extended to address identification of seismic events missed by automatic processing.

    Recent progress in pushing the sensitivity of the Imaging Atmospheric Cherenkov Technique into the 10 mCrab regime has enabled first sensitive observations of the innermost few 100 pc of the Milky Way in Very High Energy (VHE; >100 GeV) gamma rays. These observations are a valuable tool to understand the acceleration and propagation of energetic particles near the Galactic Centre. Remarkably, besides two compact gamma-ray sources, faint diffuse gamma-ray emission has been discovered with high significance. The current VHE gamma-ray view of the Galactic Centre region is reviewed, and possible counterparts of the gamma-ray sources and the origin of the diffuse emission are discussed. The future prospects for VHE Galactic Centre observations are discussed based on order-of-magnitude estimates for a CTA type array of telescopes.

    Colour centres in diamond are promising candidates as a platform for quantum technologies and biomedical imaging based on spins and/or photons. Controlling the emission properties of colour centres in diamond is a key requirement for developing efficient single photon sources with high collection efficiency. A number of groups have produced enhancement in the emission rate over narrow wavelength ranges by coupling single emitters in nanodiamond crystals to resonant electromagnetic structures. Here we characterise in detail the spontaneous emission rates of nitrogen-vacancy centres positioned in various locations on a structured substrate. We show an average factor of 1.5 enhancement of the total emission rate when nanodiamonds are on an opal photonic crystal surface, and observe changes in the lifetime distribution. We present a model to explain these observations and associate the lifetime properties with dipole orientation and polarization effects.

The mission of ICGTI is to promote international cooperation and collaboration on natural gas technology development and commercialization. This final technical report describes ICGTI's 2002 activities, in which U.S. country membership in ICGTI was sustained and supported, but ICGTI's activities were curtailed by loss of funding.

    Data from the Pierre Auger Observatory are analyzed to search for anisotropies near the direction of the Galactic Centre at EeV energies. The exposure of the surface array in this part of the sky is already significantly larger than that of the fore-runner experiments. Our results do not support previous findings of localized excesses in the AGASA and SUGAR data. We set an upper bound on a point-like flux of cosmic rays arriving from the Galactic Centre which excludes several scenarios predicting sources of EeV neutrons from Sagittarius A. Also the events detected simultaneously by the surface and fluorescence detectors (the ''hybrid'' data set), which have better pointing accuracy but are less numerous than those of the surface array alone, do not show any significant localized excess from this direction.

  16. Timing constraints on the position and velocity vectors of pulsars at the Galactic centre

    We consider the effect of orbital Doppler shift on the period derivatives of pulsars at the Galactic centre. In particular, measuring $\\ddot{P}$ sets a new constraint on the phase space coordinates of the pulsar's orbit. In conjunction with a measurement of the pulsar's line of sight distance (e.g. via parallax), its proper motion, and its projected separation from the supermassive black hole, Sgr A*, this new constraint allows for the recovery of the pulsar's six phase space coordinates. If supplemented by a measurement of the orbital spindown rate $\\dot{P}_O$ or the third period derivative $\\dddot{P}$, one can use multiple pulsars at different distances from Sgr A* to determine the radial mass distribution of stars and stellar remnants at the Galactic centre.

  17. A superconducting cavity bus for single Nitrogen Vacancy defect centres in diamond

    Circuit-QED has demonstrated very strong coupling between individual microwave photons trapped in a superconducting coplanar resonator and nearby superconducting qubits. In this work we show how, by designing a novel interconnect, one can strongly connect the superconducting resonator, via a magnetic interaction, to a small number (perhaps single), of electronic spins. By choosing the electronic spin to be within a Nitrogen Vacancy centre in diamond one can perform optical readout, polarization and control of this electron spin using microwave and radio frequency irradiation. More importantly, by utilising Nitrogen Vacancy centres with nearby 13C nuclei, using this interconnect, one has the potential build a quantum device where the nuclear spin qubits are connected over centimeter distances via the Nitrogen Vacancy electronic spins interacting through the superconducting bus.

    Observations by the H.E.S.S. system of imaging atmospheric Cherenkov telescopes provide the most sensitive measurements of the Galactic Centre region in the energy range 150 GeV - 30 TeV. The vicinity of the kinetic centre of our galaxy harbours numerous objects which could potentially accelerate particles to very high energies (VHE, > 100 GeV) and thus produce the Gamma-ray flux observed. Within statistical and systematic errors, the centroid of the point-like emission measured by H.E.S.S. was found to be in good agreement with the position of the supermassive black hole Sgr A* and the recently discovered PWN candidate G359.95-0.04. Given a systematic pointing error of about 30'', a possible association with the SNR Sgr A East could not be ruled out with the 2004 H.E.S.S. data. In this contribution an update is given on the position of the H.E.S.S. Galactic Centre source using 2005/2006 data. The systematic pointing error is reduced to 6'' per axis using guiding telescopes for pointing corrections, making it possible to exclude with high significance Sgr A East as the source of the VHE Gamma-Rays.

  20. Explaining Low Energy ?-ray Excess from the Galactic Centre using a Two Component Dark Matter Model

    Over the past few years, there has been a hint of the $\\gamma$-ray excess observed by the Fermi-LAT satellite borne telescope from the region surrounding the Galactic Centre at an energy range $\\sim 1$-$3$ GeV. The nature of this excess $\\gamma$-ray spectrum is found to be consistent with the $\\gamma$-ray emission expected from dark matter annihilation at the Galactic Centre while disfavouring other known astrophysical sources as the possible origin of this phenomena. It is also reported that the spectrum and morphology of this excess $\\gamma$-rays can well be explained by the dark matter particles having mass in the range $30\\sim 40$ GeV annihilating into ${\\rm b}$ $\\bar{\\rm b}$ final state with an annihilation cross section ${\\sigma {\\rm v}} \\sim 1.4 - 2.0\\times10^{-26}$ cm$^3/$s at the Galactic centre. In this work, we propose a two component dark matter model where two different types of dark matter particles namely a complex scalar and a Dirac fermion are considered. The stability of both the dark sector particles are maintained by virtue of an additional local U$(1)_{\\rm X}$ gauge symmetry. We find that our proposed scenario can provide a viable explanation besides satisfying all the existing relevant theoretical, experimental and observational bounds.

    Available in abstract form only. Full text of publication follows: Uranium mining and milling has taken place on large scale in the Member States of the European Union (EU) for some 60 years. Although, compared to mining, milling activities are normally concentrated in fewer locations, this can still result in a relatively large number of disposal sites for the tailings, compared to other radioactive wastes. In addition these sites are also quite large, in terms of both volume and surface area. Coupled with the residual uranium in the tailings together with other radionuclides, heavy metals, chemicals etc this results in an environmental legacy continuing far into the future. Often during production no or little provision has been made for the closure, remediation and future supervision of such sites. In 1996 the European Commission funded an inventory of uranium mining and milling liabilities in nine Central and Eastern European Countries. Additionally, pilot projects were funded to carry out remediation activities at several sites. Almost ten years later the Commission has identified the need to address the situation of these large liabilities in all EU Member States and to assess the progress made in remediation of the sites, especially in view of the closure of almost all mining activities in Europe. The Commission study has identified the current tailings liabilities in Europe, their status, the future plans for these sites and the hazards that continue to be associated with them. It is clear that although considerable progress has been made in recent years, much work remains to be carried out in the areas of remediation, and ensuring the long-term safety of many of the identified objects. The paper presents the main findings of the study, as well as the challenges identified to ensure long-term safety of these wastes. (authors)

    This report assesses the status of West European research and development (R&D) in support of nuclear power generation. The focus is on light-water reactors (LWRs), as they will likely be the only concept commerically implemented within the next decade. To a laser degree, alternative concepts such as the high-temperature gas cooled reactor and the liquid-metal reactor (LMR) are also assessed. To bound the study, only the fuel cycle stages of fuel fabrication, power generation, and fuel reprocessing are considered. Under the topic of power generation, the subtopics of core reactor physics, materials, instrumentation and control systems, nuclear power safety, and power plant fabrication and construction are addressed. The front-end fuel cycle stages of mining and milling, conversion and enrichment, and the back-end fuel cycle stages of waste conditioning and disposal and not considered. Most assessments for light-water reactor R&D are completed on a country-by-country basis since there is limited cooperation among the West European countries due to the commercial relevance of R&D in this area.

    We present a recursive method to generate the expansion of the lattice Green function of the d-dimensional face-centred cubic (fcc) lattice. We produce a long series for d =7. Then we show (and recall) that, in order to obtain the linear differential equation annihilating such a long power series, the most economic way amounts to producing the non-minimal order differential equations. We use the method to obtain the minimal order linear differential equation of the lattice Green function of the seven-dimensional face-centred cubic (fcc) lattice. We give some properties of this irreducible order-eleven differential equation. We show that the differential Galois group of the corresponding operator is included in $SO(11, \\mathbb{C})$. This order-eleven operator is non-trivially homomorphic to its adjoint, and we give a "decomposition" of this order-eleven operator in terms of four order-one self-adjoint operators and one order-seven self-adjoint operator. Furthermore, using the Landau conditions on the integral, we forward the regular singularities of the differential equation of the d-dimensional lattice and show that they are all rational numbers. We evaluate the return probability in random walks in the seven-dimensional fcc lattice. We show that the return probability in the d-dimensional fcc lattice decreases as $d^{-2}$ as the dimension d goes to infinity.

    The cores of most galaxies are thought to harbour supermassive black holes, which power galactic nuclei by converting the gravitational energy of accreting matter into radiation (ref 1). Sagittarius A*, the compact source of radio, infrared and X-ray emission at the centre of the Milky Way, is the closest example of this phenomenon, with an estimated black hole mass that is 4 million times that of the Sun (refs. 2,3). A long-standing astronomical goal is to resolve structures in the innermost accretion flow surrounding Sgr A* where strong gravitational fields will distort the appearance of radiation emitted near the black hole. Radio observations at wavelengths of 3.5 mm and 7 mm have detected intrinsic structure in Sgr A*, but the spatial resolution of observations at these wavelengths is limited by interstellar scattering (refs. 4-7). Here we report observations at a wavelength of 1.3 mm that set a size of 37 (+16, -10; 3-sigma) microarcseconds on the intrinsic diameter of Sgr A*. This is less than the expected apparent size of the event horizon of the presumed black hole, suggesting that the bulk of SgrA* emission may not be not centred on the black hole, but arises in the surrounding accretion flow.

  10. The stars near the centre of supergiant shell LMC4: Further constraints on triggering scenarios

    The huge supergiant shell (SGS) LMC4, next to the giant HII region 30 Doradus the second most impressive feature of the Large Magellanic Cloud (LMC), has been the subject of many studies and was used to test various models of star forming mechanisms. In this paper we present a B, V photometry of the very centre of this SGS. The new data yield an age of 11(2)Myr and a colour excess E(B-V) = 0.10(3)mag. Additionally, the two clusters near the geometric centre are too old to be related to the formation of LMC4: HS343 being ~0.1Gyr and KMHK1000 being ~0.3Gyr of age. This and existing photometries support that the young stellar population covering the entire inner region is nearly coeval. We compare these findings with predictions of models proposed for the creation mechanism of SGSs. We conclude that the large-scale trigger, necessary to explain the observations, comes from hydrodynamic interaction of the galactic halo with gas in the leading edge of the moving LMC.

  11. Transmission needs across a fully renewable European power system

    The residual load and excess power generation of 27 European countries with a 100% penetration of variable renewable energy sources are explored in order to quantify the benefit of power transmission between countries. Estimates are based on extensive weather data, which allows for modelling of hourly mismatches between the demand and renewable generation from wind and solar photovoltaics. For separated countries, balancing is required to cover around 24% of the total annual energy consumption. This number can be reduced down to 15% once all countries are networked together with uncon- strained interconnectors. The reduction represents the maximum possible benefit of transmission for the countries. The total Net Transfer Capacity of the unconstrained interconnectors is roughly twelve times larger than current values. Neutrino oscillation experiments at accelerators offer the richest possibilities of precision studies of neutrino mixing and mass differences, with the potential of important discoveries including leptonic CP or T violation. Two main options for a major initiative have been studied: 1) a high-energy Neutrino Factory coupled to a large dense magnetized detector; 2) a lower energy betabeam and conventional superbeam, coupled to a very large low-density, non-magnetic, detector. Both offer signi cant scienti c breakthroughs over other planned facilities. Much remains to be done to optimize and establish the cost, performance, and feasibility of either solution so as to allow comparison and decision. The proposal of a FP7 Design Study of a Neutrino Facility to be completed by the end of the decade is being prepared.     The photoproduction of $D^{*\\pm}$ mesons has been measured with the ZEUS detector at HERA at three different ep centre-of-mass energies, $\\sqrt{s}$, of 318, 251 and 225 GeV. For each data set, $D^*$ mesons were required to have transverse momentum, $p_T^{D^*}$, and pseudorapidity, $\\eta^{D^*}$, in the ranges $1.9 < p_T^{D^*} < 20$ GeV and $|\\eta^{D^*}|<1.6$. The events were required to have a virtuality of the incoming photon, $Q^2$, of less than 1 GeV$^2$. The dependence on $\\sqrt{s}$ was studied by normalising to the high-statistics measurement at $\\sqrt{s} =318$ GeV. This led to the cancellation of a number of systematic effects both in data and theory. Predictions from next-to-leading-order QCD describe the $\\sqrt{s}$ dependence of the data well.

    This paper describes the MegaPipe image processing pipeline at the Canadian Astronomical Data Centre. The pipeline combines multiple images from the MegaCam mosaic camera on CFHT and combines them into a single output image. MegaPipe takes as input detrended MegaCam images and does a careful astrometric and photometric calibration on them. The calibrated images are then resampled and combined into image stacks. The astrometric calibration of the output images is accurate to within 0.15 arcseconds relative to external reference frames and 0.04 arcseconds internally. The photometric calibration is good to within 0.03 magnitudes. The stacked images and catalogues derived from these images are available through the CADC website:

    The European Spallation Source (ESS) is an intergovernmental project building a multidisciplinary research laboratory based upon the world's most powerful neutron source to be built in Lund, Sweden. The ESS will use a linear accelerator which will deliver protons with 5 MW of power to the target at 2.5 GeV with a nominal current of 50 mA. The superconducting part of the linac consists of over 150 niobium cavities cooled with superfluid helium at 2 K. A dedicated cryoplant will supply the cryomodules with single phase helium through an external cryogenic transfer line. The elliptical cavity cryomodules will undergo their site acceptance tests at the ESS cryomodule test stand in Lund. This test stand will use a 4.5 K cryoplant and warm sub-atmospheric compression to supply the 2 K helium. We will show the requirements for the test stand, a layout proposal and discuss the factors determining the required cryogenic capacity, test sequence and schedule.
