    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

    A Bison. (probable Bison antiguus) distal humerus fragment was found within a Pleistocene colluvial deposit on a hillslope above Canada del Buey near White Rock, New Mexico. The Bison fossil is preserved within a buried soil with an inferred age of ca. 50-100 ka, based on soil properties and on stratigraphic position below a deposit of ca. 50-60 ka EI Cajete pumice. This represents the second oldest dated Bison in New Mexico, and one of the few occurrences of this genus in the northern mountains of the state. It is also only the second record of a Pleistocene vertebrate from Los Alamos County, and is a rare occurrence of a pre-25 ka Bison fossil in good stratigraphic context. Hillslopes in the study area are underlain by a sequence of truncated Pleistocene and Holocene soils that are inferred to represent colluvial deposition and soil formation followed by erosion in the mid Pleistocene (buried soil 'b3'), the late Pleistocene (buried soil 'b2'), and the mid-to-late Holocene (buried soil 'b1'). The surface soil is developed in depOSits that overlie 600-800 year-old Ancestral Puebloan sites. Colluvium is dominated by relatively fine-grained (fine to very fine sand) slopewash colluvium deposited by overland flow, but also includes rocky colluvium on hillslopes below mesas. The fine-grained colluvium is likely derived mainly from reworking of eolian deposits. Episodic colluvial deposition appears to, at least in part, accompany and follow episodic eolian events, with intervening periods dominated by erosion and the development of truncated soils.

    This paper reports that while Mexico's petrochemical industry has grown rapidly, it now faces shortages both in investment funds and in supplies of basic petrochemicals due to a financial crisis in the 1980s. Mexico has undertaken a series of policy reforms aimed at encouraging foreign and private investment, but these efforts have generally failed to entice U.S. investment in Mexico. U.S. petrochemical companies have cited unfavorable market conditions, insufficient basic petrochemical capacity in Mexico, concern about the reversibility of Mexican reforms, inadequate Mexican protection of intellectual property rights, and lack of investment protection for U.S. businesses as impediments to investment in Mexico. Cooperation between the two nations in overcoming these obstacles could help U.S. petrochemical companies maintain their positions in a competitive global market, while at the same time provide Mexico with much needed capital investment and technological expertise.

    The U.S. Department of Energy National Nuclear Security Agencys Aerial Measuring System deployed personnel and equipment to partner with the U.S. Air Force in Japan to conduct multiple aerial radiological surveys. These were the first and most comprehensive sources of actionable information for U.S. interests in Japan and provided early confirmation to the government of Japan as to the extent of the release from the Fukushima Daiichi Nuclear Power Generation Station. Many challenges were overcome quickly during the first 48 hours; including installation and operation of Aerial Measuring System equipment on multiple U.S. Air Force Japan aircraft, flying over difficult terrain, and flying with talented pilots who were unfamiliar with the Aerial Measuring System flight patterns. These all combined to make for a dynamic and non-textbook situation. In addition, the data challenges of the multiple and on-going releases, and integration with the Japanese government to provide valid aerial radiological survey products that both military and civilian customers could use to make informed decisions, was extremely complicated. The Aerial Measuring System Fukushima response provided insight in addressing these challenges and gave way to an opportunity for the expansion of the Aerial Measuring Systems mission beyond the borders of the US.

    Japan`s downstream oil industry is in a state of crisis and headed for a major shakeout. The major catalyst for this was a dramatic deregulation step during April 1996 that allowed refined petroleum product imports by non-refiners. The move, together with a sharp drop in refining margins, falling retail gasoline prices, and a service station sector on the brink of collapse, are all leading to massive changes in the way the country`s refiners and marketers do business. This paper reviews the collapse of corporate profits during this period of deregulation; the development of a new price system geared toward bringing the prices of gasoline, fuel oil, and kerosene into line with each other to offset the fall in gasoline prices; and industry restructuring including mergers, acquisitions, and marketing consolidation. The paper then makes predictions on the outcome of these changes on the Japanese oil industry.

    We report the activity measured in rainwater samples collected in the Greater Sudbury area of eastern Canada on 3, 16, 20, and 26 April 2011. The samples were gamma-ray counted in a germanium detector and the isotopes 131I and 137Cs, produced by the fission of 235U, and 134Cs, produced by neutron capture on 133Cs, were observed at elevated levels compared to a reference sample of ice-water. These elevated activities are ascribed to the accident at the Fukushima Dai-ichi nuclear reactor complex in Japan that followed the 11 March earthquake and tsunami. The activity levels observed at no time presented health concerns.

The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturers factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCBs actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

    Initiation of the LMFBR development project in Japan was decided by the Atomic Energy Commission of Japan in 1966. In 1967, the Power Reactor and Nuclear Fuel Development Corporation (PNC) was established to realize the project as a part of its tasks of a wide scope covering all the research and development activities concerning fuel cycle. In the present paper the status of experimental fast reactor (Joyo), which is the first milestone of the LMFBR project, prototype fast reactor (Monju) and R and D activities supporting the project including that for larger LMFBRs in the future is described.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    In 1997, the public and private sectors in Japan invested $90.3 billion in R and D. Japan is the second largest supporter of R and D after the United States. A very large percentage (79.4%) of all R and D in Japan is supported by the private sector. The prolonged economic recession that has plagued the Japanese economy for most of the 1990s has significantly reduced the scale of the Japanese R and D effort compared to what it would have been had the economy been more robust. The Japanese government has recently attempted to bring the economy out of this recession through the use of economic stimulus packages. These stimulus packages have contained significant new funding for R and D, although it is apparent that much of the funding is going to R and D programs and R and D construction projects with very near tern payoff and not to the support of longer term R and D. In 1998, the Japanese government devoted 13.7% of all public R and D funds to the support of energy R and D. The priority accorded to energy R and D in Japan is significantly higher than in any other industrialized nation. The Japanese energy R and D program, which was funded at $2.5 billion in 1997, is overwhelmingly focused on nuclear energy R and D. Nuclear energy R and D (fission and fusion) accounts for 75% of the total national energy R and D budget. The fission energy R and D effort has decreased nearly 24% since 1996 as the government attempts to refocus this program in the face of growing public opposition to the Japanese government's efforts to expand the nuclear power program. Energy efficiency R and D (8% of the total national energy R and D budget) and renewable energy R and D receive relatively modest support from the Japanese government.

    This report is a compilation of four subcontract reports provided by B. P. Bandyopadhyay who, while a visiting professor at Toyohashi University in Japan, conducted a survey of ceramic machining technology in that country from January 1 through December 31, 1992. Various aspects of machining technology were surveyed: types of parts being produced, types of ceramic materials being used, the nature of current ceramic machining research and development, and types of machine tools. The four separate reports compiled here were originally provided in a narrative, chronological form, and some of the information has been reorganized into topical areas for this compilation. This report is organized into three sections: The first describes ten ceramic machining research and development organizations and provides a reference list of their current technical publications; the second, two major trade shows; and the third, several other products and commercial developments noted during the course of Bandyopadhyay`s stay in Japan. An Appendix lists key individuals who are currently conducting ceramic machining research in Japan.

    The 1999 US-Japan Workshop on High Heat Flux Components and Plasma Surface Interactions in Next Step Fusion Devices was held at the St. Francis Hotel in Santa Fe, New Mexico, on November 1-4, 1999. There were 42 presentations as well as discussion on technical issues and planning for future collaborations. The participants included 22 researchers from Japan and the United States as well as seven researchers from Europe and Russia. There have been important changes in the programs in both the US and Japan in the areas of plasma surface interactions and plasma facing components. The US has moved away from a strong focus on the ITER Project and has introduced new programs on use of liquid surfaces for plasma facing components, and operation of NSTX has begun. In Japan, the Large Helical Device began operation. This is the first large world-class confinement device operating in a magnetic configuration different than a tokamak. In selecting the presentations for this workshop, the organizers sought a balance between research in laboratory facilities or confinement devices related to plasma surface interactions and experimental research in the development of plasma facing components. In discussions about the workshop itself, the participants affirmed their preference for a setting where ''work-in-progress'' could be informally presented and discussed.

These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    A new standard issued by the Canadian Standards Association, CSA C802, imposes maximum losses on transformers 10 MVA and below. Included are Distribution Transformers, small Power Transformers, and Dry Types. Implementation will start though the publishing in mid 1994 of the Gazette by Ontario`s Ministry of Energy. The Gazette will call for conformance to C802 after a lead time of one year to eighteen months, depending on the type of transformer. Other provincial energy ministries have been awaiting this development and are expected to follow suit shortly thereafter. The federal department, Natural Resources Canada, is also attuned to these actions and is expected to issue supportive legislation which will control movement of transformers across provincial and national borders.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    Coal is an abundant resource, found throughout the world, and inexpensive and constant in price. For this reason, coal is expected to play a role as one of the energy supply sources in the world. The most critical issues to promote utilization of coal are to decrease the environmental load. In this report, the history, outline and recent developments of the clean coal technology in Japan, mainly the thermal power generation technology are discussed. As recent topics, here outlined first is the technology against global warming such as the improvement of steam condition for steam turbines, improvement of power generation efficiency by introducing combined generation, carbon neutral combined combustion of biomass, and carbon dioxide capture and storage (CCS) technology. Also introduced are outlines of Japanese superiority in application technology against NOx and SO{sub 2} which create acid rain, development status of the technical improvement in the handling method for coal which is a rather difficult solid-state resource, and utilization of coal ash.

    The Fusion Council of Japan has established the long-term program for the development of blanket in 1999. In the program, the solid breeder blanket was selected as the primary candidate blanket of the fusion power demonstration plant in Japan, while liquid breeder blankets and high temperature solid breeder blanket have been identified as the attractive advanced blanket. Japan Atomic Energy Research Institute (JAERI) is leading the development of solid breeder blankets, while, universities and National Institute for Fusion Science (NIFS) are developing the advanced blankets for potential options of the fusion power demonstration plant and commercial power plants. ITER blanket module testing is regarded as one of the most important milestones, by which integrity of candidate blanket design is qualified for the fusion power demonstration plant, together with material irradiation data by International Fusion Material Irradiation Facility (IFMIF). Japan is investigating the possibility of testing all types of blankets under TBWG framework with both of JAERI and universities/NIFS involvements. This paper presents a plan and strategy for the development of test blanket modules and ITER blanket module testing in Japan.

    Activities of development of new maintenance standards for operating nuclear power plant in Japan are described. The work of drafting the standards has been done by the Committee of Nuclear Plant Operation and Maintenance Standards (POMS), that was organized in the Japan Power Engineering and Inspection Corporation under the entrustment from the Ministry of International Trade and Industry. The articles of ASME Section XI related to inspection, flaw evaluation and repair have been examined and modified, if necessary, so as to introduce latest Japanese database and technological knowledge. In the area of repairs, many repair techniques verified in recent years in Japan were incorporated i n addition to those specified in ASME Section XI. Finally major differences between ASME Section XI and the draft of the standards are listed.

First recent geothermal developments in Japan are outlined in Part I. An increase in the production rate of geothermal wells may be highly dependent on the geothermal well stimulation technology based on hydraulic fracturing. The hydraulic fracturing technique must be developed also for geothermal energy to be extracted from hot, dry rock masses.
