    Within the framework of a global French program oriented towards the development of renewable energies, Martinique Island (Lesser Antilles, France) has been extensively investigated (from 2012 to 2013) through an integrated multi-methods approach, with the aim to define precisely the potential geothermal ressources, previously highlighted (Sanjuan et al., 2003). Amongst the common investigation methods deployed, we carried out three magnetotelluric (MT) surveys located above three of the most promising geothermal fields of Martinique, namely the Anses d'Arlet, the Montagne Pel{\\'e}e and the Pitons du Carbet prospects. A total of about 100 MT stations were acquired showing single or multi-dimensional behaviors and static shift effects.     Operational Testing and Evaluation Plan - Kingston Container Terminal, Port of Kingston, Jamaica was written for the Second Line of Defense Megaports Initiative. The purpose of the Operational Testing and Evaluation (OT&E) phase of the project is to prepare for turnover of the Megaports system supplied by U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) located at the Kingston Container Terminal (KCT) of the Port of Kingston, Jamaica to the Government of Jamaica (GOJ). Activities conducted during the OT&E phase must demonstrate that the Megaports system can be operated effectively in real time by Jamaica Customs and KCT personnel to the satisfaction of the DOE/NNSA. These activities will also determine if the Megaports system, as installed and accepted, is performing according to the Megaports Program objectives such that the system is capable of executing the mission of the Second Line of Defense Megaports Initiative. The OT&E phase of the project also provides an opportunity to consider potential improvements to the system and to take remedial action if performance deficiencies are identified during the course of evaluation. Changes to the system should be considered under an appropriate change-control process. DOE/NNSA will determine that OT&E is complete by examining whether the Megaports system is performing as intended and that the GOJ is fully capable of operating the system independently without continued onsite support from the U.S. team.

    Argonne National Laboratory has been asked to review the least-cost expansion plan (LCEP) of the Jamaica Public Service Company, Ltd. (JPSCo). The material that has been initially provided to Argonne included: (1) An electronic copy of the data and results from JPSCo's running the WASP electric system expansion planning model, (2) Approximately 20 pages of a document 'JPSCo Generation Expansion Plan', marked 'DRAFT 002', date unknown, and (3) The report 'JPSCo Least Cost Generation Expansion Plans, (1999-2009)', January 1999. It was noticed that the 20 pages from the 'DRAFT 002' document were different from the January 1999 report. An explanation was provided to Argonne that the excerpt was from an earlier draft and that the review should focus on the January 1999 report. Further, the electronic copy of the WASP case did not correspond to either the January 1999 report or to the 20-page excerpt. Again, the reason for these discrepancies was that the WASP case provided to Argonne was an earlier case and not the final one that was presented in the report. Based on the review of the available material, Argonne experts have prepared and submitted to the National Investment Bank of Jamaica (NIBJ) a preliminary draft report containing the initial findings, comments, questions and observations. As many of the comments and questions raised in the preliminary review needed to be discussed with the appropriate staff of JPSCo and other Jamaican experts, a 3-day mission to Jamaica was carried out by one Argonne expert (V. Koritarov) in the period July 20-23, 1999. Besides JPSCo experts, the discussions and the review of the LCEP during the mission included several experts from NIBJ, Ministry of Energy, and the Petroleum Corporation of Jamaica. Mr. Koritarov also worked with the JPSCo technical staff to reconstruct the WASP base case that was used as a basis for the January 1999 report. The first step was to verify that the results obtained after the resimulation of this case were identical to those presented in the January 1999 report. Then, in the next step, the Argonne expert and JPSCo team reviewed this case in detail and performed certain modifications and improvements of data where necessary. These modifications and data adjustments resulted in a new base case that served as a basis for further review and for the sensitivity analyses. Several sensitivity analyses were performed together with JPSCo experts and the results were discussed with the JPSCo management and other Jamaican experts at the end of the mission. Additional sensitivity analyses, as well as the cases for high and low load forecasts, were conducted by Mr. Koritarov after returning from Jamaica. The main findings of the review and issues that have been discussed with the Jamaican team can be summarized.

    In response to a request from the Jamaican Ministry of Health, a study was made of possible health hazards existing due to the operation of a secondary lead smelter in Saint Catherine Parish, Jamaica. Emission controls at the site were upgraded in 1974. A cottage industry of clandestine backyard smelters was also in operation in the area. The survey investigated the health of residents in 58 households in the Red Pond Road community and 21 households in Ebony Vale. Soil lead levels in Red Pond exceeded 500 parts per million at 24% of the households tested. Ten paint samples taken from Red Pond homes exceeded 1% lead by weight. The geometric mean blood lead level of those tested in Red Pond was more than twice the level found in those tested in Ebony Vale. Forty four percent of the children under 6 years of age in Red Pond had blood lead levels above 25 micrograms/deciliter. Soil lead contamination was the strongest predictor of blood lead levels among the Red Pond subjects under 12 years of age. Lead smelter work was an important predictor in the older subjects. The authors conclude that the backyard smelters in combination with the secondary smelter caused a high lead poisoning risk for area residents. The authors recommend that residents stop the backyard smelting operations, and that efforts be made to reduce exposure through hazard abatement, education, and establishment of clean play areas for children.

    The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed. Specific briefs about some of the individual countries in the Accord are included. The fuel price/tax series for the Western Hemisphere countries is updated.

    This symposium, Peat as an Energy Alternative, was organized to facilitate in-depth discussion of the various topics at the last conference. The scope of the symposium was international and included papers from Brazil, Canada, Finland, Israel, Jamaica, and Sweden. The presentations were designed to provide the latest information relating to the following areas of interest: peat resources; peat deposit location; countries using peat for energy; countries showing inerest in considering peat for energy; status of the technologies for harvesting, dewatering, beneficiation, combustion, and conversion to synthetic fuels; environmental and socioeconomic issues relating to large-scale peat utilization; peat reclamation options; Federal and State government plans for peat utilization; and organizations working on developments relating to peat as an energy alternative. The symposium, sponsored by the Institute of Gas Technology, was held at Arlington, VA, December 1-3, 1980. Forth-six papers have been entered individually into EDB and ten also into ERA; two paper had been entered previously from other sources. (LTN)

    The objective of our work was to produce a preliminary assessment and characterization of the Caribbean region (Barbados, Dominican Republic, Guatemala, Jamaica, and Panama) solar radiation energy resources. Such information will be used to estimate the performance of, and identify the most promising applications of, solar heat technologies in the Caribbean region. We expect the solar radiation resources in the Caribbean region to be very location specific. Sunny areas will have an annual direct-beam resource of about 3,000 kWhm/sup /minus 2// and a global solar radiation resource of about 2,500 kWhm/sup /minus 2//. Cloud-covered areas will have annual solar radiation resources of about 1,500 kWhm/sup /minus 2/ for both the direct-beam and the global solar radiation. Monthly levels of solar radiaion will vary markedly, ranging from an average of 9 to 3 kWhm/sup /minus 2//day/sup /minus 1// for the direct-beam and from an average of 7 to 4 kWhm/sup /minus 2//day/sup /minus 1// for the global solar radiation. The Caribbean region is comparable to the Great Plains region of the US, in terms of annual solar radiation resources; however, thorough ''prospecting'' is required to avoid areas having very low amounts of solar radiation.

    The purpose of preparing this annotated bibliography was to compile information on coal localities for the Caribbean region used for preparation of a coal map of the region. Also, it serves as a brief reference list of publications for future coal studies in the Caribbean region. It is in no way an exhaustive study or complete listing of coal literature for the Caribbean. All the material was gathered from published literature with the exception of information from Cuba which was supplied from a study by Gordon Wood of the US Geological Survey, Branch of Coal Resources. Following the classification system of the US Geological Survey (Wood and others, 1983), the term coal resources has been used in this report for reference to general estimates of coal quantities even though authors of the material being annotated may have used the term coal reserves in a similar denotation. The literature ranges from 1857 to 1981. The countries listed include Colombia, Mexico, Venezuela, Cuba, the Dominican Republic, Haiti, Jamaica, Puerto Rico, and the countries of Central America.
