  14. Review of Jamaica Public Service Company, Ltd. least-cost expansion plan.

    SciTech Connect (OSTI)

Koritarov, V.; Buehring, W.; Cirillo, R.; Decision and Information Sciences

    2008-02-28

Argonne National Laboratory has been asked to review the least-cost expansion plan (LCEP) of the Jamaica Public Service Company, Ltd. (JPSCo). The material that has been initially provided to Argonne included: (1) An electronic copy of the data and results from JPSCo's running the WASP electric system expansion planning model, (2) Approximately 20 pages of a document 'JPSCo Generation Expansion Plan', marked 'DRAFT 002', date unknown, and (3) The report 'JPSCo Least Cost Generation Expansion Plans, (1999-2009)', January 1999. It was noticed that the 20 pages from the 'DRAFT 002' document were different from the January 1999 report. An explanation was provided to Argonne that the excerpt was from an earlier draft and that the review should focus on the January 1999 report. Further, the electronic copy of the WASP case did not correspond to either the January 1999 report or to the 20-page excerpt. Again, the reason for these discrepancies was that the WASP case provided to Argonne was an earlier case and not the final one that was presented in the report. Based on the review of the available material, Argonne experts have prepared and submitted to the National Investment Bank of Jamaica (NIBJ) a preliminary draft report containing the initial findings, comments, questions and observations. As many of the comments and questions raised in the preliminary review needed to be discussed with the appropriate staff of JPSCo and other Jamaican experts, a 3-day mission to Jamaica was carried out by one Argonne expert (V. Koritarov) in the period July 20-23, 1999. Besides JPSCo experts, the discussions and the review of the LCEP during the mission included several experts from NIBJ, Ministry of Energy, and the Petroleum Corporation of Jamaica. Mr. Koritarov also worked with the JPSCo technical staff to reconstruct the WASP base case that was used as a basis for the January 1999 report. The first step was to verify that the results obtained after the resimulation of this case

  20. A modified cost benefit analysis of coastal development (tourism) with special reference to Longbay Beach--Negril, Jamaica

    SciTech Connect (OSTI)

    Hinds, P.W.; Ngandu, M.

    1995-12-01

The purpose of this study is to estimate the cost and benefits of the Tourist Industry in Negril over the period 1970-93, including its impact on the environment. Traditional cost benefit analysis will be used with appropriate modifications. The Long Bay stretch has been an area of rapid expansion over the last ten to twenty years. This expansion has rapidly outgrown infrastructure development and this, the potential environmental problems are already showing up in marine pollution and other forms of environmental degradation. Although there is numerous evidence of environmental impacts on tourism, there has not been a lot of work done on quantifying these impacts, and policy makers have not been ensuring that these externalities are internalized by these hotels, in an effort to make them better stewards of the environment. This study will not only look at the economic cost and benefit of the industry from the point of view of revenue and expenditure, but also the environment cost, benefit and policy recommendations necessary to accomplish this.

    SciTech Connect (OSTI)

    Gopinathan, K.K. )

    1991-01-01

Monthly average daily irradiation on surfaces tilted towards the equator and also inclined at various azimuth angles are estimated for two locations in Lesotho and the results are presented. The isotropic model suggested by Liu and Jordan (Trans. of Ashrae, 526, 1962) along with the modified equation of Klein (Solar Energy, 19, 4, 1977) are employed for the estimation purposes. Surface orientations are selected at three inclinations for six different azimuth angles. Conclusions are reached for optimum tilt and orientation for summer, winter and annual collection. Total annual radiation values are computed for all the slopes and orientations.

  7. Tropical Africa: Land use, biomass, and carbon estimates for 1980

    1996-06-01

This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  8. Mineral accretion technology for coral reef restoration, shore protection, and adaptation to rising sea level

Electrolysis of seawater is used to precipitate limestone on top of underwater steel structures to create growing artificial reefs to enhance coral growth, restore coral reef habitat, provide shelter for fish, shellfish, and other marine organisms, generate white sand for beach replenishment, and protect shore lines from wave erosion. Films and slides will be shown of existing structures in Jamaica, Panama, and the Maldives, and projects being developed in these and other locations will be evaluated. The method is unique because it creates the only artificial reef structures that generate the natural limestone substrate from which corals and coral reefs are composed, speeding the settlement and growth of calcareous organisms, and attracting the full range of other reef organisms. The structures are self-repairing and grow stronger with age. Power sources utilized include batteries, battery chargers, photovoltaic panels, and windmills. The cost of seawalls and breakwaters produced by this method is less than one tenth that of conventional technology. Because the technology is readily scaled up to build breakwaters and artificial islands able to keep pace with rising sea level it is capable of playing an important role in protecting low lying coastal areas from the effects of global climate change.

  9. Annotated bibliography of coal in the Caribbean region. [Lignite

The purpose of preparing this annotated bibliography was to compile information on coal localities for the Caribbean region used for preparation of a coal map of the region. Also, it serves as a brief reference list of publications for future coal studies in the Caribbean region. It is in no way an exhaustive study or complete listing of coal literature for the Caribbean. All the material was gathered from published literature with the exception of information from Cuba which was supplied from a study by Gordon Wood of the US Geological Survey, Branch of Coal Resources. Following the classification system of the US Geological Survey (Wood and others, 1983), the term coal resources has been used in this report for reference to general estimates of coal quantities even though authors of the material being annotated may have used the term coal reserves in a similar denotation. The literature ranges from 1857 to 1981. The countries listed include Colombia, Mexico, Venezuela, Cuba, the Dominican Republic, Haiti, Jamaica, Puerto Rico, and the countries of Central America.

  10. Paleoecologic and biostratigraphic models for pleistocene through miocene foraminiferal assemblages of the Gulf Coast Basin

We have developed operationally oriented paleoecologic models used in hydrocarbon exploration of the Gulf Coast basin for Pleistocene through Miocene foraminifera and an updated, refined biostratigraphic chart. We also present estimated paleoecologic tolerances for major benthic and planktic foraminiferal markers, and discuss a number of rules and problems encountered in oil industry paleoenvironmental reconstruction. Key benthic paleoenvironmental markers for particular depth zones are graphically presented for the Pleistocene through Miocene. Improvements over previous models include greater use of calcareous and arenaceous foraminiferal species not used or recognized in earlier studies. Finer subdivisions of bathyal paleoenvironments are of particular significance due to current Gulf of Mexico deep-water exploration. Operationally, the abyssal environmental is difficult to recognize due to a reliance of faunal abundance to delineate abyssal from bathyal and the lack of abyssal zone markers. A number of genera and species are identified as having changed habitat preference through time. Some forms have moved progressively into deeper water (Ceratobulimina Cyclammina cancellata and Nonion pompiloides). Conversely, the movement of species into progressively shallower occurrences through time (Pullenia bullodies) appears to be less common. The widespread occurrence of known Gulf of Mexico foraminiferal species from countries such as Mexico, Venezuela, Ecuador, Jamaica, Trinidad, and the Dominican Republic, suggest that these; models have direct application to Neogene studies in Central America, South America, the Caribbean, and the U.S. Gulf Coast. We introduce a variety of deep-water benthic marker foraminifera, many for the first time. These taxa help fill gaps for deeper-water sections where standard benthic marker foraminifera do not occur, helping debunk the popular myth that benthic foraminifera are useless as markers in the exploration of deep-water sections.
