    The Oak Ridge Operations Office (Operations Office) awarded a contract to the Bechtel Jacobs Company, LLC (Bechtel Jacobs) in December 1997. The terms of the contract require Bechtel Jacobs to create new jobs in the Oak Ridge area with a cumulative payroll of $427 million through Fiscal year (FY) 2003. In FY 1998, the contract required Bechtel Jacobs to create $11 million in new payroll. The objective of the audit was to determine if Bechtel Jacobs met its commitment to create at least $11 million in new payroll in the Oak Ridge, Tennessee area through September 30, 1998.

    Welcome to the 2006 joint meeting of the fourth Genomics:GTL Contractor-Grantee Workshop and the six Metabolic Engineering Working Group Inter-Agency Conference. The vision and scope of the Genomics:GTL program continue to expand and encompass research and technology issues from diverse scientific disciplines, attracting broad interest and support from researchers at universities, DOE national laboratories, and industry. Metabolic engineering's vision is the targeted and purposeful alteration of metabolic pathways to improve the understanding and use of cellular pathways for chemical transformation, energy transduction, and supramolecular assembly. These two programs have much complementarity in both vision and technological approaches, as reflected in this joint workshop. GLT's challenge to the scientific community remains the further development and use of a broad array of innovative technologies and computational tools to systematically leverage the knowledge and capabilities brought to us by DNA sequencing projects. The goal is to seek a broad and predictive understanding of the functioning and control of complex systems--individual microbes, microbial communities, and plants. GTL's prominent position at the interface of the physical, computational, and biological sciences is both a strength and challenge. Microbes remain GTL's principal biological focus. In the complex 'simplicity' of microbes, they find capabilities needed by DOE and the nation for clean and secure energy, cleanup of environmental contamination, and sequestration of atmospheric carbon dioxide that contributes to global warming. An ongoing challenge for the entire GTL community is to demonstrate that the fundamental science conducted in each of your research projects brings us a step closer to biology-based solutions for these important national energy and environmental needs.

    The Idaho National Engineering Laboratory (INEL) Technology Logic Diagram (TLD) was developed to provide a decision support tool that relates Environmental Restoration (ER) and Waste Management (WM) problems at the INEL to potential technologies that can remediate these problems. The TLD identifies the research, development, demonstration, testing, and evaluation needed to develop these technologies to a state that allows technology transfer and application to an environmental restoration need. It is essential that follow-on engineering and system studies be conducted to build on the output of this project. These studies will begin by selecting the most promising technologies identified in this TLD and finding an optimum mix of technologies that will provide a socially acceptable balance between cost and risk to meet the site windows of opportunity. The TLD consists of three separate volumes: Volume I includes the purpose and scope of the TLD, a brief history of the INEL Waste Area Groups, and environmental problems they represent. A description of the TLD, definitions of terms, a description of the technology evaluation process, and a summary of each subelement, is presented. Volume II (this volume) describes the overall layout and development of the TLD in logic diagram format. This section addresses the environmental restoration of contaminated INEL sites. Specific INEL problem areas/contaminants are identified along with technology solutions, the status of the technologies, precise science and technology needs, and implementation requirements. Volume III provides the Technology Evaluation Data Sheets (TEDS) for Environmental Restoration and Waste Management (EM) activities that are referenced by a TEDS codenumber in Volume II. Each of these sheets represents a single logic trace across the TLD. These sheets contain more detail than provided for technologies in Volume II.

    The lubricating oil system provides a means to introduce a lubricant in the form of a film to reduce friction and wear between surfaces that bear against each other as they move.1 The oil film which is established also cools the parts by carrying generated heat away from hot surfaces, cleans and carries dirt or metal wear particles to the filter media, and helps seal the piston to the cylinder during combustion. Most systems are pressure lubricated and distribute oil under pressure to bearings, gears, and power assemblies. Lubricating oil usually reaches main, connecting rod, and camshaft bearings through drilled passages in the cylinder block and crankshaft or through piping and common manifolds.Many parts rely on oil for cooling, so if the lube oil system fails to perform its function the engine will overheat. Metal to metal surfaces not separated by a thin film of oil rapidly build up frictional heat. As the metals reach their melting point, they tend to weld together in spots or streaks. Lube oil system failures can cause significant damage to an engine in a short period of time. Proper maintenance and operation of the lubricating oil system is essential if your engine is to accomplish its mission.

    A historic return interval of 100 years for large fires in the U.S. southwestern deserts is being replaced by one where fires may reoccur as frequently as every 20 to 30 years. The shortened return interval, which translates to an increase in fires, has implications for management of Soil Corrective Action Units (CAUs) and Corrective Action Sites (CASs) for which the Department of Energy, National Nuclear Security Administration Nevada Field Office has responsibility. A series of studies was initiated at uncontaminated analog sites to better understand the possible impacts of erosion and transport by wind and water should contaminated soil sites burn. The first of these studies was undertaken at the Jacob Fire site approximately 12 kilometers (7.5 miles) north of Hiko, Nevada. A lightning-caused fire burned approximately 200 hectares during August 6-8, 2008. The site is representative of a transition between Mojave and Great Basin desert ecoregions on the Nevada National Security Site (NNSS), where the largest number of Soil CAUs/CASs are located. The area that burned at the Jacob Fire site was primarily a Coleogyne ramosissima (blackbrush) and Ephedra nevadensis (Mormon tea) community, also an abundant shrub assemblage in the similar transition zone on the NNSS. This report summarizes three years of measurements after the fire. Seven measurement campaigns at the Jacob Fire site were completed. Measurements were made on burned ridge (upland) and drainage sites, and on burned and unburned sites beneath and between vegetation. A Portable In-Situ Wind Erosion Lab (PI-SWERL) was used to estimate emissions of suspended particles at different wind speeds. Context for these measurements was provided through a meteorological tower that was installed at the Jacob Fire site to obtain local, relevant environmental parameters. Filter samples, collected from the exhaust of the PI-SWERL during measurements, were analyzed for chemical composition. Runoff and water erosion were quantified through a series of rainfall/runoff simulation tests in which controlled amounts of water were delivered to the soil surface in a specified amount of time. Runoff data were collected from understory and interspace soils on burned ridge and drainage areas. Runoff volume and suspended sediment in the runoff were sampled; the particle size distribution of the sediment was determined by laboratory analysis. Several land surface and soil characteristics associated with runoff were integrated by the calculation of site-specific curve numbers. Several vegetation surveys were conducted to assess post-burn recovery. Data from plots in both burned and unburned areas included species identification, counts, and location. Characterization of fire-affected area included measures at both the landscape scale and at specific sites. Although wind erosion measurements indicate that there are seasonal influences on almost all parameters measured, several trends were observed. PI-SWERL measurements indicated the potential for PM10 windblown dust emissions was higher on areas that were burned compared to areas that were not. Among the burned areas, understory soils in drainage areas were the most emissive, and interspace soils along burned ridges were least emissive. By 34 months after the burn (MAB), at the end of the study, emissions from all burned soil sites were virtually indistinguishable from unburned levels. Like the amount of emissions, the chemical signature of the fire (indicated by the EC-Soil ratio) was elevated immediately after the fire and approached pre-burn levels by 24 MAB. Thus, the potential for wind erosion at the Jacob Fire site, as measured by the amount and type of emissions, increased significantly after the fire and returned to unburned levels by 24 MAB. The effect of fire on the potential for water erosion at the Jacob Fire site was more ambiguous. Runoff and sediment from ridge interspace soils and unburned interspace soils were similar throughout the study period. Seldom, if ever, did runoff and sediment occur in burned drainage area soils. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

    It is shown that in theories of gravity where the cosmological constant is considered a thermodynamic variable, it is natural to use black holes as heat engines. Two examples are presented in detail using AdS charged black holes as the working substance. We notice that for static black holes, the maximally efficient traditional Carnot engine is also a Stirling engine. The case of negative cosmological constant supplies a natural realization of these engines in terms of the field theory description of the fluids to which they are holographically dual. We first propose a precise picture of how the traditional thermodynamic dictionary of holography is extended when the cosmological constant is dynamical and then conjecture that the engine cycles can be performed by using renormalization group flow. We speculate about the existence of a natural dual field theory counterpart to the gravitational thermodynamic volume.

    Bridged polysilsesquioxanes are a class of hybrid organic-inorganic materials that permit molecular engineering of bulk properties including porosity. Prepared by sol-gel polymerization of monomers with two or more trialkoxysilyl groups, the materials are highly cross-linked amorphous polymers that are readily obtained as gels. The bridging configuration of the hydrocarbon group insures that network polymers are readily formed and that the organic functionality is homogeneously distributed throughout the polymeric scaffolding at the molecular level. This permits the bulk properties, including surface area, pore size, and dielectric constant to be engineered through the selection of the bridging organic group. Numerous bridging groups have been incorporated. This presentation will focus on the effects that the length, flexibility, and substitution geometry of the hydrocarbon bridging groups have on the properties of the resulting bridged polysilsesquioxanes. Details of the preparation, characterization, and some structure property relationships of these bridged polysilsesquioxanes will be given.

    Thermoacoustic engines, or acoustic heat engines, are energy-conversion devices that achieve simplicity and concomitant reliability by use of acoustic technology. Their efficiency can be a substantial fraction of Carnot's efficiency. In thermoacoustic prime movers, heat flow from a high-temperature source to a low-temperature sink generates acoustic power (which may be converted to electric power using a transducer). In thermoacoustic heat pumps and refrigerators, acoustic power is used to pump heat from a low-temperature source to a high-temperature sink. This review teaches the fundamentals of thermoacoustic engines, by analysis, intuition, and example.

    The goal of this project was to develop methods to optimize and control Homogeneous-Charge Compression Ignition (HCCI) engines, with emphasis on diesel-fueled engines. HCCI offers the potential of nearly eliminating IC engine NOx and particulate emissions at reduced cost over Compression Ignition Direct Injection engines (CIDI) by controlling pollutant emissions in-cylinder. The project was initiated in January, 2002, and the present report is the final report for work conducted on the project through December 31, 2004. Periodic progress has also been reported at bi-annual working group meetings held at USCAR, Detroit, MI, and at the Sandia National Laboratories. Copies of these presentation materials are available on CD-ROM, as distributed by the Sandia National Labs. In addition, progress has been documented in DOE Advanced Combustion Engine R&D Annual Progress Reports for FY 2002, 2003 and 2004. These reports are included as the Appendices in this Final report.

    A high efficiency harmonic engine based on a resonantly reciprocating piston expander that extracts work from heat and pressurizes working fluid in a reciprocating piston compressor. The engine preferably includes harmonic oscillator valves capable of oscillating at a resonant frequency for controlling the flow of working fluid into and out of the expander, and also preferably includes a shunt line connecting an expansion chamber of the expander to a buffer chamber of the expander for minimizing pressure variations in the fluidic circuit of the engine. The engine is especially designed to operate with very high temperature input to the expander and very low temperature input to the compressor, to produce very high thermal conversion efficiency.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    The rotary engine has a circumferential main chamber and at least one smaller combustion chamber spaced from the main chamber. The rotor includes a plurality of radially-projecting sealing members in spaced relationship thereabout for maintaining a fluid-sealed condition along a single fixed transverse strip area on the interior surface of the main chamber. A single radially-oriented axially-parallel piston vane is also carried by the rotor and moves through the fixed strip area of the main chamber at each revolution of the rotor. Plural passages for intake, compression, expansion, and exhaust are ported into the main chamber at locations proximate to the fixed strip area. Valve means in the passages selectively open and close the same for a cycle of engine operation involving intake, compression, burning, and exhaust.

    This paper describes a family of linkage drive systems for Stirling engines containing several new members. These mechanisms are adaptable to all three configurations of Stirling engine, impose minimal side loads on pistons and displacer rods, and include compact forms suitable for pressurized high performance engines. This group of drive systems is generated by a simple common scheme. Near sinusoidal motion is taken from a crankshaft carrying a single crankpin by two connecting rods each driving a bellcrank. The stationary pivots of the bellcranks are located so that their oscillatory motion has the phase angle separation required between the piston and displacer. The bellcranks are further configured to bring the third pin motion to a location suitable for coupling with the piston or displacer of the engine in a way which minimizes side loading. The paper presents a number of new linkage drives from the dual bellcrank family and indicates how they are embodied in beta and alpha type Stirling engines. The paper includes a design for a small multipurpose engine incorporating one of the subject mechanisms.

The engine is characterized by: at least one passage of the group following a curved path which extends through a first hotter portion of the TDC region, by at least one further passage of the group following a substantially uncurved path through a second cooler portion of the TDC region, and by a fluid restriction for restricting fluid flow through the at least one further passage to balance coolant flow between the passages.

    An engine has at least two piston-cylinder assemblies each comprising a cylinder formed in an engine block with a cylinder head and a piston therein in sliding relationship toward and away from the head, a piston rod operatively connected to the piston and to a crankshaft, motion producing member of shape-memory material, e.g. Nitinol, having a transformation temperature range, secured to the cylinder head and the side of the piston opposite from the connecting rod, the motion producing member having a heat treated high temperature extended shape memory position and a low temperature low energy compressed position, the Nitinol member being of hollow tubular form and having pressure and return hoses connected thereto for supplying and removing cooling fluid into and from the Nitinol member, an electrical heating device connected to the Nitinol member, whereby the Nitinol member is easily compressed with relatively little force from the extended shape memory position to the compressed position when cooling fluid is supplied thereto to reduce the temperature of the Nitinol member to or below the lower limit of the transformation temperature range and the Nitinol member is automatically extended with relatively great force from the compressed position to the shape memory position when heated by the heating device to or above the upper limit of the transformation temperature range.

    The major components of this rotary engine are two equal sized rotary units, the housing containing them along with associated ignition and cooling systems. Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips. The lobes of the first rotary unit are situated 180/sup 0/ opposite the lobes of the second adjacent mating rotary unit, thus lobes can intermesh with its corresponding wheel.

    This patent describes an improved rotary engine. It comprises an annular master cylinder composed of a cylindrical housing, a continuous hollow outer concentric shaft, an outward end housing and an inward end housing; means to form a dynamically balanced disc piston assembly extending from the the outward end housing to the the inward end housing thereby dividing the the annular master cylinder into at least three separate gas tight cylinders formed by rotating discs, each cylinder having at least two pistons independently rotatable therein; means to isolate the unexpanded gases from any exit path into the housing of the piston controlling means; and wherein one of the pistons in each cylinder is connected directly to the the continuous outer concentric shaft to form a first piston assembly, the other of the pistons in each cylinder is connected to the discs which are connected to the end of an inner concentric shaft to form a second piston assembly, means for controlling the piston action by a common eccentric shaft such that as the pistons rotate they expand and reduce the distance between them thereby changing the volume between the pistons within each of the cylinders.

    The treatment of mixed waste remains one of this country`s most vexing environmental problems. Mixed waste is the combination of radioactive waste and hazardous waste, as defined by the Resource Conservation and Recovery Act (RCRA). The Department of Energy (DOE), as the country`s largest mixed waste generator, responsible for 95 percent of the Nation`s mixed waste volume, is now required to address a strict set of milestones under the Federal Facility Compliance Act of 1992. DOE`s earlier failure to adequately address the storage and treatment issues associated with mixed waste has led to a significant backlog of temporarily stored waste, significant quantities of buried waste, limited permanent disposal options, and inadequate treatment solutions. Between May and November of 1993, the Mixed Waste Working Group brought together stakeholders from around the Nation. Scientists, citizens, entrepreneurs, and bureaucrats convened in a series of forums to chart a course for accelerated testing of innovative mixed waste technologies. For the first time, a wide range of stakeholders were asked to examine new technologies that, if given the chance to be tested and evaluated, offer the prospect for better, safer, cheaper, and faster solutions to the mixed waste problem. In a matter of months, the Working Group has managed to bridge a gap between science and perception, engineer and citizen, and has developed a shared program for testing new technologies.

    The objective of the Cummins ARES program, in partnership with the US Department of Energy (DOE), is to develop advanced natural gas engine technologies that increase engine system efficiency at lower emissions levels while attaining lower cost of ownership. The goals of the project are to demonstrate engine system achieving 50% Brake Thermal Efficiency (BTE) in three phases, 44%, 47% and 50% (starting baseline efficiency at 36% BTE) and 0.1 g/bhp-hr NOx system out emissions (starting baseline NOx emissions at 2 – 4 g/bhp-hr NOx). Primary path towards above goals include high Brake Mean Effective Pressure (BMEP), improved closed cycle efficiency, increased air handling efficiency and optimized engine subsystems. Cummins has successfully demonstrated each of the phases of this program. All targets have been achieved through application of a combined set of advanced base engine technologies and Waste Heat Recovery from Charge Air and Exhaust streams, optimized and validated on the demonstration engine and other large engines. The following architectures were selected for each Phase: Phase 1: Lean Burn Spark Ignited (SI) Key Technologies: High Efficiency Turbocharging, Higher Efficiency Combustion System. In production on the 60/91L engines. Over 500MW of ARES Phase 1 technology has been sold. Phase 2: Lean Burn Technology with Exhaust Waste Heat Recovery (WHR) System Key Technologies: Advanced Ignition System, Combustion Improvement, Integrated Waste Heat Recovery System. Base engine technologies intended for production within 2 to 3 years Phase 3: Lean Burn Technology with Exhaust and Charge Air Waste Heat Recovery System Key Technologies: Lower Friction, New Cylinder Head Designs, Improved Integrated Waste Heat Recovery System. Intended for production within 5 to 6 years Cummins is committed to the launch of next generation of large advanced NG engines based on ARES technology to be commercialized worldwide.

    We consider the geometrical engineering constructions for the N = 1 SQCD vacua recently proposed by Giveon and Kutasov. After one T-duality, the geometries with wrapped D5 branes become N = 1 brane configurations with NS branes and D4 branes. The field theories encoded by the geometries contain extra massive adjoint fields for the flavor group. After performing a flop, the geometries contain branes, antibranes and branes wrapped on non-holomorphic cycles. The various tachyon condensations between pairs of wrapped D5 branes and anti D5 branes together with deformations of the cycles give rise to a variety of supersymmetric and metastable non-supersymmetric vacua.
