    The Economic Regulatory Administration (ERA) has prepared this guide to assist utilities and other entities in filing applications for (1) authorizations to export electricity and (2) Presidential Permits. The guide is not intended to be all inclusive; however, it will provide an applicant with the type of information required in the application, define lead times, and direct an applicant to the proper source documents for preparing a complete application. The booklet is organized into two sections. The first part outlines the procedures for preparing an application for authorization to export electricity. The second part outlines the procedures for applying for a Presidential Permit to construct, connect, operate, or maintain electric transmission facilities at international boundaries.

Topics discussed in the guide include how to make a home more energy efficient, how to choose the correct turbine size, the parts of a wind electric system, how to determine whether enough wind resource exists, how to choose the best site for a turbine, how to connect a system to the utility grid, and whether it's possible to become independent of the utility grid using wind energy.     The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports analyze data and survey results on readiness for the use of plug-in electric vehicles on the Naval Air Station Jacksonville, Naval Station Mayport, and Joint Base Lewis McChord, as informed by the AVTA's testing on plug-in electric vehicle charging equipment. This research was conducted by Idaho National Laboratory.

In an electrical energy generator, the combination comprising a first elongated annular electrical current conductor having at least one bare surface extending longitudinally and facing radially inwards therein, a second elongated annular electrical current conductor disposed coaxially within said first conductor and having an outer bare surface area extending longitudinally and facing said bare surface of said first conductor, the contiguous coaxial areas of said first and second conductors defining an inductive element, means for applying an electrical current to at least one of said conductors for generating a magnetic field encompassing said inductive element, and explosive charge means disposed concentrically with respect to said conductors including at least the area of said inductive element, said explosive charge means including means disposed to initiate an explosive wave front in said explosive advancing longitudinally along said inductive element, said wave front being effective to progressively deform at least one of said conductors to bring said bare surfaces thereof into electrically conductive contact to progressively reduce the inductance of the inductive element defined by said conductors and transferring explosive energy to said magnetic field effective to generate an electrical potential between undeformed portions of said conductors ahead of said explosive wave front.

There were four areas of concern about uranium enrichment: the choice between atomic vapor laser isotope separation (AVLIS) and the advanced gas centrifuge (AGC) technologies, cost-effective operation of gaseous diffusion plants, plans for a gas centrifuge enrichment plant, and how the DOE will make its decision. The witnesses represented major government contractors, research laboratories, and energy suppliers. The discussion on the third day focused on the impact of reductions in funding for electric energy systems and energy storage and a small budget increase to encourage small hydropower technology transfer to the private sector. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    Ductwork installed in unconditioned attics can significantly increase the overall heating and cooling costs of residential buildings. In fact, estimated duct thermal losses for single-family residential buildings with ductwork installed in unconditioned attics range from 10% to 45%. In a study of three single-story houses in Florida, the Building America research team Consortium for Advanced Residential Buildings (CARB) investigated the strategy of using buried and/or encapsulated ducts (BED) to reduce duct thermal losses in existing homes. The BED strategy consists of burying ducts in loose-fill insulation and/or encapsulating them in closed cell polyurethane spray foam (ccSPF) insulation. There are three possible combinations of BED strategies: (1) buried ducts; (2) encapsulated ducts (with ccSPF); and (3) buried and encapsulated ducts. The best solution for each situation depends on the climate, age of the house, and the configuration of the HVAC system and attic. For new construction projects, the team recommends that ducts be both encapsulated and buried as the minimal planning and costs required for this will yield optimal energy savings. The encapsulated/buried duct strategy, which utilizes ccSPF to address condensation concerns, is an approach that was developed specifically for humid climates.

    JEA (formerly the Jacksonville Electric Authority) has successfully completed an eighth year landmark demonstration project that continues in baseload commercial operation. It scales up atmospheric fluidized-bed technology demonstration to the near-300-MW size, providing important data on a technology that can achieve > 90% SO{sub 2} removal and 60% NOx reduction at relatively high efficiencies and at costs comparable to those of conventional pulverized coal plants. The article recounts the history of the project. Performance tests showed a blend of coal and petcoke were most efficient as a feedstock. 3 figs.

    The US Department of Energy (DOE) has reported results of tests conducted at Jacksonville Electric Authority (JEA)'s Northside power plant using mid-to-low-sulfur coal, which indicate the facility is one of the cleanest burning coal-fired power plants in the world. A part of DOE's Clean Coal Technology Demonstration Program, the JEA project is a repowering demonstration of the operating and environmental performance of Foster Wheeler's utility-scale circulating fluidized bed combustion (CFB) technology on a range of high-sulfur coals and blends of coal and high-sulfur petroleum coke. The 300 MW demonstration unit has a non-demonstration 300 MW twin unit.

    The author researched this new idea - support of flight by any aerial vehicles at significant altitude solely by the magnetic field of the planet. It is shown that current technology allows humans to create a light propulsion (AB engine) which does not depend on air, water or ground terrain. Simultaniosly, this revolutionary thruster is a device for the storage of electricity which is extracted and is replenished (during braking) from/into the storage with 100 percent efficiency. The relative weight ratio of this engine is 0.01 - 0.1 (from thrust). For some types of AB engine (toroidal form) the thrust easily may be changed in any direction without turning of engine. The author computed many projects using different versions of offered AB engine: small device for levitation-flight of a human (including flight from Earth to Outer Space), fly VTOL car (track), big VTOL aircrat, suspended low altitude stationary satellite, powerful Space Shuttle-like booster for travel to the Moon and Mars without spending energy (spended energy is replenished in braking when ship returns from other planet to its point of origin), using AB-devices in military, in sea-going ships (submarimes), in energy industry (for example. as small storage of electric energy) and so on. The vehicles equipped with AB propulsion can take flight for days and cover distances of tens thousands of kilometers at hypersonic or extra-atmosphere space speeds. The work contains tens of inventions and innovations which solves problems and breaks limitations which appear in solution of these very complex revolutionary ideas. The engine is positioned in the field of a magnet and is oriented such that the liquid metal oscillates in a direction orthogonal to the field of the magnet, whereby an alternating electrical potential is generated in the liquid metal. The electrical conductivity of the cellulose composite is at least 10 .mu.S/cm at 25.degree. C. The composite can be made by incorporating the electrically conductive carbonaceous material into a culture medium with a cellulose-producing organism, such as Gluconoacetobacter hansenii. The composites can be used to form electrodes, such as for use in membrane electrode assemblies for fuel cells.

    Under the 10{sup th} Malaysian Plan, the government is expecting the renewable energy to contribute approximately 5.5% to the total electricity generation by the year 2015, which amounts to 98MW. One of the initiatives to ensure that the target is achievable was to establish the Sustainable Energy Development Authority of Malaysia. SEDA is given the authority to administer and manage the implementation of the feed-in tariff (FiT) mechanism which is mandated under the Renewable Energy Act 2011. The move to establish SEDA is commendable and the FiT seems to be attractive but there is a need to create awareness on the implementation of the solar electricity generating system (SEGS). In Malaysia, harnessing technologies related to solar energy resources have great potential for implementation. However, the main issue that plagues the implementation of SEGS is the intermittent nature of this source of energy. The availability of sunlight is during the day time, and there is a need for electrical energy storage system, so that there is electricity available during the night time as well. The meteorological condition such as clouds, haze and pollution affects the SEGS as well. The PV based SEGS is seems to be promising electricity generating system that can contribute towards achieving the 5.5% target and will be able to minimize the negative effects of utilizing fossil fuels for electricity generation on the environment. Malaysia is committed to Kyoto Protocol, which emphasizes on fighting global warming by achieving stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. In this paper, the technical aspects of the implementation of optimum SEGS is discussed, especially pertaining to the positioning of the PV panels.

    This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    Turbocompound systems can be used to affect engine operation using the energy in exhaust gas that is driving the available turbocharger. A first electrical device acts as a generator in response to turbocharger rotation. A second electrical device acts as a motor to put mechanical power into the engine, typically at the crankshaft. Apparatus, systems, steps, and methods are described to control the generator and motor operations to control the amount of power being recovered. This can control engine operation closer to desirable parameters for given engine-related operating conditions compared to actual. The electrical devices can also operate in "reverse," going between motor and generator functions. This permits the electrical device associated with the crankshaft to drive the electrical device associated with the turbocharger as a motor, overcoming deficient engine operating conditions such as associated with turbocharger lag.

    Author offers conclusions from his research of a revolutionary new idea - transferring electric energy in the hard vacuum of outer space wirelessly, using a plasma power cord as an electric cable (wire). He shows that a certain minimal electric currency creates a compressed force that supports the plasma cable in the compacted form. A large energy can be transferred hundreds of millions of kilometers by this method. The required mass of the plasma cable is only hundreds of grams.     A micromachined electrical cauterizer is disclosed. Microstructures are combined with microelectrodes for highly localized electro cauterization. Using boron etch stops and surface micromachining, microneedles with very smooth surfaces are made. Micromachining also allows for precision placement of electrodes by photolithography with micron sized gaps to allow for concentrated electric fields. A microcauterizer is fabricated by bulk etching silicon to form knife edges, then parallelly placed microelectrodes with gaps as small as 5 {mu}m are patterned and aligned adjacent the knife edges to provide homeostasis while cutting tissue. While most of the microelectrode lines are electrically insulated from the atmosphere by depositing and patterning silicon dioxide on the electric feedthrough portions, a window is opened in the silicon dioxide to expose the parallel microelectrode portion. This helps reduce power loss and assist in focusing the power locally for more efficient and safer procedures. 7 figs.

    The disclosure herein provides an apparatus for location of a quantity of current vectors in an electrical device, where the current vector has a known direction and a known relative magnitude to an input current supplied to the electrical device. Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. However, the heating and A/C systems of electrically operated vehicles may have marginal performance at extreme outside temperatures.

    This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

    Protection of low-income consumers remains an important public policy concern in a restructuring electricity industry. Policies are needed to ensure that low-income households have enough affordable electricity to protect their health and safety, and that they are not victimized by unscrupulous suppliers. In this paper, the author presents three broad federal roles in setting low-income electricity policy, and discuss three more specific policy areas: universal service, electricity assistance, and health and safety. He discusses the key policy issues that arise when considering these potential federal initiatives and draw upon reviews of proposed low-income policies from restructuring proposals in eight states--California, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin.

    A miniaturized electrical resistivity (ER) probe based on a known current-voltage (I-V) electrode structure, the Wenner array, is designed for local (point) measurement. A pair of voltage measuring electrodes are positioned between a pair of current carrying electrodes. The electrodes are typically about 1 cm long, separated by 1 cm, so the probe is only about 1 inch long. The electrodes are mounted to a rigid tube with electrical wires in the tube and a sand bag may be placed around the electrodes to protect the electrodes. The probes can be positioned in a borehole or on the surface. The electrodes make contact with the surrounding medium. In a dual mode system, individual probes of a plurality of spaced probes can be used to measure local resistance, i.e. point measurements, but the system can select different probes to make interval measurements between probes and between boreholes.

    Technology for the axial gap motor was developed by DOE with an investment of approximately $15 million. This development effort is for motor technologies of high power density and high efficiency. Such motors that are also small and light-weight are not available on the commercial market because high-power motors have typically been used in large industrial applications where small size and light weight are not requirements. AC Delco has been developing motors since 1918 and is interested in leveraging its research and development dollars to produce an array of motor systems for vehicles and to develop a future line of propulsion products. The DOE focus of the study was applied to machining applications. The most attractive feature of this motor is the axial air gap, which may make possible the removal of the motor`s stationary component from a total enclosure of the remainder of the machine if the power characteristics are adequate. The objectives of this project were to evaluate alternative electric drive systems for machine tools and automotive electric drive systems and to select a best machine type for each of those applications. A major challenge of this project was to produce a small, light-weight, highly efficient motor at a cost-effective price. The project developed machine and machine drive systems and design criteria for the range of applications. The final results included the creation of a baseline for developing electric vehicle powertrain system designs, conventional vehicle engine support system designs, and advanced machine tool configurations. In addition, an axial gap permanent magnet motor was built and tested, and gave, said one engineer involved, a sterling performance. This effort will commercialize advanced motor technology and extend knowledge and design capability in the most efficient electric machine design known today.

The device comprises a face-plate (12) having a threaded member (14) attached thereto and apertures suitable for accommodating the power blades of a piece of electrical equipment, an elastomeric nose (16) abutting the face-plate having a hole for passage of the threaded member therethrough and power blade apertures in registration with those of the face-plate, a block (20) having a recess (34) in its forward face for receiving at least a portion of the hose, a hole therein for receiving the threaded member and an integral extension (26) extending from its rear face. A thumb screw (22) suitable for turning with the hands and having internal threads suitable for engaging the threaded member attached to the face-plate is inserted into a passage in the integral extension to engage the threaded member in such a fashion that when the device is inserted over the recessed power blades of a piece of electrical equipment and the thumb screw (22) tightened, the elastomeric nose (16) is compressed between the face-plate (12) and the block (20) forcing it to expand laterally thereby securing the device in the recess and precluding the accidental or intentional energization of the piece of equipment by attachment of a power cord to the recessed power blades. Means are provided in the interval extension and the thumb screw for the attachment of a locking device (46) which will satisfy OSHA standards.

    In the electric gun, the explosion of an electrically heated metal foil and the accompanying magnetic forces drive a thin flyer plate up a short barrel. Flyer velocities of up to 18 km/s make the gun useful for hypervelocity impact studies. The authors briefly review the technological evolution of the exploding-metal circuit elements that power the gun, describe the 100-kV electric gun designed at Lawrence Livermore National Laboratory (LLNL) in some detail, and present the general principles of electric gun operation. They compare the experimental performance of the LLNL gun with a simple model and with predictions of a magnetohydrodynamics code.

    Very recently, it has been shown by the author that the Standard Model Higgs cannot be a physical particle. Here, on most general grounds it is established that as per the Standard Model there is no electric charge above the electro-weak phase transition temperature. Hence there was no electric charge present in the early universe. The Superstring Theories are flawed in as much as they are incompatible with this requirement. Hence the Superstring Theories are inconsistent with this basic structure and requirement of the Standard Model.

    The National Energy Modeling System (NEMS) is a computer modeling system developed by the Energy Information Administration (EIA). The NEMS produces integrated forecasts for energy markets in the United States by achieving a general equilibrium solution for energy supply and demand. Currently, for each year during the period from 1990 through 2010, the NEMS describes energy supply, conversion, consumption, and pricing. The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The supply of electricity is a conversion activity since electricity is produced from other energy sources (e.g., fossil, nuclear, and renewable). The EMM represents the generation, transmission, and pricing of electricity. The EMM consists of four main submodules: Electricity Capacity Planning (ECP), Electricity Fuel Dispatching (EFD), Electricity Finance and Pricing (EFP), and Load and Demand-Side Management (LDSM). The ECP evaluates changes in the mix of generating capacity that are necessary to meet future demands for electricity and comply with environmental regulations. The EFD represents dispatching (i.e., operating) decisions and determines how to allocate available capacity to meet the current demand for electricity. Using investment expenditures from the ECP and operating costs from the EFD, the EFP calculates the price of electricity, accounting for state-level regulations involving the allocation of costs. The LDSM translates annual demands for electricity into distributions that describe hourly, seasonal, and time-of-day variations. These distributions are used by the EFD and the ECP to determine the quantity and types of generating capacity that are required to insure reliable and economical supplies of electricity. The EMM also represents nonutility suppliers and interregional and international transmission and trade. These activities are included in the EFD and the ECP.

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    In 2010, the NEA in conjunction with the International Energy Agency produced an analysis of the Projected Costs of Electricity for almost 200 power plants, covering nuclear, fossil fuel and renewable electricity generation. That analysis used lifetime costs to consider the merits of each technology. However, the lifetime cost analysis is less applicable in liberalised markets and does not look specifically at the viewpoint of the private investor. A follow-up NEA assessment of the competitiveness of nuclear energy against coal- and gas-fired generation under carbon pricing has considered just this question. The economic competition in electricity markets is today between nuclear energy and gas-fired power generation, with coal-fired power generation not being competitive as soon as even modest carbon pricing is introduced. Whether nuclear energy or natural gas comes out ahead in their competition depends on a number of assumptions, which, while all entirely reasonable, yield very different outcomes. The analysis in this study has been developed on the basis of daily data from European power markets over the last five-year period. Three different methodologies, a Profit Analysis looking at historic returns over the past five years, an Investment Analysis projecting the conditions of the past five years over the lifetime of plants and a Carbon Tax Analysis (differentiating the Investment Analysis for different carbon prices) look at the issue of competitiveness from different angles. They show that the competitiveness of nuclear energy depends on a number of variables which in different configurations determine whether electricity produced from nuclear power or from CCGTs generates higher profits for its investors. These are overnight costs, financing costs, gas prices, carbon prices, profit margins (or mark-ups), the amount of coal with carbon capture and electricity prices. This paper will present the outcomes of the analysis in the context of a liberalised electricity market, looking at the impact of the seven key variables and provide conclusions on the portfolio that a utility would be advised to maintain, given the need to limit risks but also to move to low carbon power generation. Such portfolio diversification would not only limit financial investor risk, but also a number of non-financial risks (climate change, security of supply, accidents). (authors)

    The paper discusses the possibility of a universe that is not electrically neutral but has a net positive charge. It is claimed that such a universe contains a homogeneous distribution of protons that are not bound to galaxies and fill up the intergalactic space. This proton `gas' charges macroscopic objects like stars and planets, but it does not generate electrostatic or magnetic fields that affect the motion of these bodies significantly. However, the proton gas may contribute significantly to the total dark matter of the universe and its electrostatic potential may contribute to the dark energy and to the expansion of the universe.

    The Electric Sales and Revenue is prepared by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour data provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1993. Operating revenue includes energy charges, demand charges, consumer service charges, environmental surcharges, fuel adjustments, and other miscellaneous charges. The revenue does not include taxes, such as sales and excise taxes, that are assessed on the consumer and collected through the utility. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. Because electric rates vary based on energy usage, average revenue per kilowatthour are affected by changes in the volume of sales. The sales of electricity, associated revenue, and average revenue per kilowatthour data provided in this report are presented at the national, Census division, State, and electric utility levels.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.
