    BPA is considering whether to transfer (wheel) electrical power from a proposed privately-owned, combustion-turbine electrical generation plant in Oregon. The plant would be fired by natural gas and would use combined-cycle technology to generate up to 440 average megawatts (aMW) of energy. The plant would be developed, owned, and operated by Portland General Electric Company (PGE). The project would be built in eastern Oregon, just east of the City of Boardman in Morrow County. The proposed plant would be built on a site within the Port of Morrow Industrial Park. The proposed use for the site is consistent with the County land use plan. Building the transmission line needed to interconnect the power plant to BPA`s transmission system would require a variance from Morrow County. BPA would transfer power from the plant to its McNary-Slatt 500-kV transmission line. PGE would pay BPA for wheeling services. Key environmental concerns identified in the scoping process and evaluated in the draft Environmental Impact Statement (DEIS) include these potential impacts: (1) air quality impacts, such as emissions and their contributions to the {open_quotes}greenhouse{close_quotes} effect; (2) health and safety impacts, such as effects of electric and magnetic fields, (3) noise impacts, (4) farmland impacts, (5) water vapor impacts to transportation, (6) economic development and employment impacts, (7) visual impacts, (8) consistency with local comprehensive plans, and (9) water quality and supply impacts, such as the amount of wastewater discharged, and the source and amount of water required to operate the plant. These and other issues are discussed in the DEIS. The proposed project includes features designed to reduce environmental impacts. Based on studies completed for the DEIS, adverse environmental impacts associated with the proposed project were identified, and no evidence emerged to suggest that the proposed action is controversial.

    To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and the second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain. The region of analysis is comprised of the seven coastal counties in Oregon—Clatsop, Coos, Curry, Douglas, Lane, Lincoln, and Tillamook—so estimates of jobs and other economic impacts are specific to this coastal county area.

    This book discusses the Home Creek Wilderness Study Area, on the western slope of Steens Mountain in the northern Basin and Range physiographic province of southeastern Oregon.     In 1978, a landfill operator in Oregon became interested in the technical and economic feasibility of recovering the methane generated in the landfill for the refueling of vehicles. DOE awarded a grant for a site-specific feasibility study of this concept. This study investigated the expected methane yield and the development of a conceptual gas-gathering system; gas processing, compressing, and storage systems; and methane-fueled vehicle systems. Cost estimates were made for each area of study. The results of the study are presented. Reasoning that gasoline prices will continue to rise and that approximately 18,000 vehicles in the US have been converted to operate on methane, a project is proposed to use this landfill as a demonstration site to produce and process methane and to fuel a fleet (50 to 400) vehicles with the gas produced in order to obtain performance and economic data on the systems used from gas collection through vehicle operation.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures.     Previous USDOE-funded geothermal studies have produced an extensive temperature gradient and heat flow data base for the State of Oregon. One of the important features identified as a result of these studies is a rapid transition from heat flow values on the order of 40 mW/m/sup 2/ in the Willamette Valley and Western Cascades to values of greater than or equal to100 mW/m/sup 2/ in the High Cascades and the eastern portion of the Western Cascades. These data indicate that the Cascade Range in Oregon has potential as a major geothermal province and stimulated much of the later work completed by government agencies and private industry. Additional data generated as a result of this grant and published in DOGAMI Open-File Report 0-86-2 further define the location and magnitude of this transition zone. In addition, abundant data collected from the vicinity of Breitenbush and Austin Hot Springs have permitted the formulation of relatively detailed models of these hydrothermal systems. These models are published in DOGAMI Open-File Report 0-88-5. Task 1.2 of the Deliverables section of Amendment M001 is fulfilled by DOGAMI publication GMS-48, Geologic map of the McKenzie Bridge quadrangle, Lane County, Oregon. This map was printed in October, 1988, and is part of the final submission to USDOE. 8 refs.

    The solar energy heating system installed at the Coca-Cola Bottling Works in Jackson, Tennessee is described. The system consists of 9480 square feet of Owens-Illinois evacuated tubular solar collectors with attached specular cylindrical reflectors and will provide space heating for the 70,000 square foot production building in the winter, and hot water for the bottle washing equipment the remainder of the year.     Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

    Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives.     A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    This manual is divided into three distinct sections. Part one contains 40 passive solar home plans designed for the Pacific Northwest by Oregon architects and designers. Floor plans and exterior renderings of multi-family and single-family dwellings, earth sheltered and bermed designs, and light commercial structures are included. The degree of solar contribution each residence achieves is graphically presented for ease of understanding. Part two, renewable-energy-resource guide, is primarily designed as a locator to indepth publications that explain specific energy resources in detail. It contains illustrated book reviews of pertinent private and government publications available. Various tables, forms, diagrams, energy system evaluation criteria, an illustrated glossary, BPA energy programs, utility programs, financial outlooks and non-profit organizations are included. The product locator index makes up part three. This indexed directory contains the listings of businesses, including the address, phone number, contact person and a 30 to 50 word description of the product or services currently offered. These renewable energy companies range from architectural and engineering services to research and development firms.

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregons large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    This open-file report presents the results of the Santiam Pass drilling program. The first phase of this program was to compile all available geological, geophysical and geothermal data for the Santiam Pass area and select a drill site on the basis of these data (see Priest and others, 1987a), A summary of the drilling operations and costs associated with the project are presented in chapter 1 by Hill and Benoit. An Overview of the geology of the Santiam Pass area is presented by Hill and Priest in chapter 2. Geologic mapping and isotopic age determinations in the Santiam Pass-Mount Jefferson area completed since 1987 are summarized in chapter 2. One of the more important conclusions reached in chapter 2 is that a minimum of 2 km vertical displacement has occurred in the High Cascade graben in the Santiam Pass area. The petrology of the Santiam Pass drill core is presented by Hill in chapter 3. Most of the major volcanic units in the core have been analyzed for major, minor, and trace element abundances and have been studied petrographically. Three K-Ar ages are interpreted in conjunction with the magnetostratigraphy of the core to show that the oldest rocks in the core are approximately 1.8 Ma. Geothermal and geophysical data collected from the Santiam Pass well are presented by Blackwell in chapter 4. The Santiam Pass well failed to penetrate beneath the zone of lateral groundwater flow associated with highly permeable Quaternary volcanic rocks. Calculated geothermal gradients range from about 50[degree]C/km at depth 700-900 m, to roughly 110[degree]C/km from 900 m to the bottom of the well at 929 m. Heat-flow values for the bottom part of the hole bracket the regional average for the High Cascades. Blackwell concludes that heat flow along the High Cascades axis is equal to or higher than along the western edge of the High Cascades.

    An integrated geologic and engineering reservoir characterization study of the Hutton Sandstone was completed for the Jackson region, Eromanga Basin, Australia. Our approach involves four principal steps: (1) determine reservoir architecture within a high-resolution sequence stratigraphic framework, (2) investigate trends in reservoir fluid flow, (3) integrate fluid flow trends with reservoir architecture to identify fundamental reservoir heterogeneities, and (4) identify opportunities for reserve growth. Contrary to the existing perception, the Hutton Sandstone, a continental-scale bed-load fluvial system, does not behave as a large, homogeneous tank in which pistonlike displacement of produced oil occurs unimpeded by vertical migration of the aquifer. The sequence stratigraphic analysis identified numerous thin but widespread shale units, deposited during lacustrine flooding events that periodically interrupted episodes of coarse clastic Hutton deposition. These shales represent chronostratigraphically significant surfaces. More importantly, the trends established in reservoir fluid flow from monitoring aquifer encroachment, production response to water shut-off workovers, and differential depletion in Repeat Formation Tests indicate that these shale units act as efficient barriers to vertical fluid flow. Erosion of the upper part of the Hutton reservoir by the younger Birkhead mixed-load fluvial system caused further stratigraphic complexity and introduced additional barriers to vertical and lateral migration of mobile oil and aquifer encroachment. This integrated characterization targeted strategic infill and step-out drilling and recompletion candidates.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP).     Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    This open-file report presents the results of the Santiam Pass drilling program. The first phase of this program was to compile all available geological, geophysical and geothermal data for the Santiam Pass area and select a drill site on the basis of these data (see Priest and others, 1987a), A summary of the drilling operations and costs associated with the project are presented in chapter 1 by Hill and Benoit. An Overview of the geology of the Santiam Pass area is presented by Hill and Priest in chapter 2. Geologic mapping and isotopic age determinations in the Santiam Pass-Mount Jefferson area completed since 1987 are summarized in chapter 2. One of the more important conclusions reached in chapter 2 is that a minimum of 2 km vertical displacement has occurred in the High Cascade graben in the Santiam Pass area. The petrology of the Santiam Pass drill core is presented by Hill in chapter 3. Most of the major volcanic units in the core have been analyzed for major, minor, and trace element abundances and have been studied petrographically. Three K-Ar ages are interpreted in conjunction with the magnetostratigraphy of the core to show that the oldest rocks in the core are approximately 1.8 Ma. Geothermal and geophysical data collected from the Santiam Pass well are presented by Blackwell in chapter 4. The Santiam Pass well failed to penetrate beneath the zone of lateral groundwater flow associated with highly permeable Quaternary volcanic rocks. Calculated geothermal gradients range from about 50{degree}C/km at depth 700-900 m, to roughly 110{degree}C/km from 900 m to the bottom of the well at 929 m. Heat-flow values for the bottom part of the hole bracket the regional average for the High Cascades. Blackwell concludes that heat flow along the High Cascades axis is equal to or higher than along the western edge of the High Cascades.

    The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    The Hanford Environmental Does Reconstruction (HEDR) Project was established to estimate radiation doses that people could have received from nuclear operations at the Hanford Site since 1944. To identify groups that may have received doses, population estimates containing age, race, and sex detail for ten counties in Washington and Oregon for the years 1940 to 1980 were prepared by the Demographics Laboratory under a subcontract with the Pacific Northwest Laboratory (PNL). A data base of population information was developed from census reports and published and unpublished collections from the Washington State Office of Financial Management and Center for Population Research. Three estimation methods were then explored: the cohort-component model, cohort interpolation, and age-group interpolation. The estimates generated through cohort and age-group interpolation are considered adequate for initial use in the HEDR Project. Results are presented in two forms: (1) county populations by sex and single year of age and (2) county populations by sex and race for age groupings. These results are made available to the HEDR Project for further refinement into population estimates by county census divisions.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Oregon.
