    In this work, we prove several relations between three different energy minimization techniques. A recently proposed methods for determining a provably optimal partial assignment of variables by Ivan Kovtun (IK), the linear programming relaxation approach (LP) and the popular expansion move algorithm by Yuri Boykov. We propose a novel sufficient condition of optimal partial assignment, which is based on LP relaxation and called LP-autarky. We show that methods of Kovtun, which build auxiliary submodular problems, fulfill this sufficient condition. The following link is thus established: LP relaxation cannot be tightened by IK. For non-submodular problems this is a non-trivial result. In the case of two labels, LP relaxation provides optimal partial assignment, known as persistency, which, as we show, dominates IK. Brolin, testified that DOE intends to continue to fund research for light water reactors (LWR) at a level of $57.8 million during FY 1994, a slight decline from the $58.7 million requested for FY 1993. The LWR program funding will allow work to continue on the standardization and design certification programs. However, DOE's proposed $45 million budget cut, to only $15 million, for funding of advanced nuclear research and development programs has been sharply criticized by nuclear industry supporters in Congress. The Nuclear Regulatory Commission's (NRC) Chairman, Ivan Selin, testified before the House Energy and Water Appropriations Subcommittee regarding NRC's budget request. NRC is requesting $547.7 million for FY 1994, an increase of 1.5 percent over the FY 1993 budget.

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures; (2) Updated and improved application guidelines and manuals from associations and manufacturers; (3) Launched certified product installer programs; and (4) Submitted building code changes to improve product installation. Estimated wind speeds at the damage locations came from simulated hurricane models prepared by Applied Research Associates of Raleigh, North Carolina. A dynamic hurricane wind field model was calibrated to actual wind speeds measured at 12 inland and offshore stations. The maximum estimated peak gust wind speeds in Katrina were in the 120-130 mph range. Hurricane Katrina made landfall near Grand Isle, Louisiana, and traveled almost due north across the city of New Orleans. Hurricane winds hammered the coastline from Houma, Louisiana, to Pensacola, Florida. The severe flooding problems in New Orleans made it almost impossible for the investigating teams to function inside the city. Thus the WIP investigations were all conducted in areas east of the city. The six teams covered the coastal areas from Bay Saint Louis, Mississippi, on the west to Pascagoula, Mississippi, on the east. Six teams involving a total of 25 persons documented damage to both low slope and steep slope roofing systems. The teams collected specific information on each building examined, including type of structure (use or occupancy), wall construction, roof type, roof slope, building dimensions, roof deck, insulation, construction, and method of roof attachment. In addition, the teams noted terrain exposure and the estimated wind speeds at the building site from the Katrina wind speed map. With each team member assigned a specific duty, they described the damage in detail and illustrated important features with numerous color photos. Where possible, the points of damage initiation were identified and damage propagation described. Because the wind speeds in Katrina at landfall, where the investigations took place, were less than code-specified design speeds, one would expect roof damage to be minimal.     The northern coasts of the Gulf of Mexico are highly vulnerable to the direct threats of climate change, such as hurricane-induced storm surge, and such risks can be potentially exacerbated by land subsidence and global sea level rise. This paper presents an application of a coastal storm surge model to study the coastal inundation process induced by tide and storm surge, and its response to the effects of land subsidence and sea level rise in the northern Gulf coast. An unstructured-grid Finite Volume Coastal Ocean Model was used to simulate tides and hurricane-induced storm surges in the Gulf of Mexico. Simulated distributions of co-amplitude and co-phase of semi-diurnal and diurnal tides are in good agreement with previous modeling studies. The storm surges induced by four historical hurricanes (Rita, Katrina, Ivan and Dolly) were simulated and compared to observed water levels at National Oceanic and Atmospheric Administration tide stations. Effects of coastal subsidence and future global sea level rise on coastal inundation in the Louisiana coast were evaluated using a parameter “change of inundation depth” through sensitivity simulations that were based on a projected future subsidence scenario and 1-m global sea level rise by the end of the century. Model results suggested that hurricane-induced storm surge height and coastal inundation could be exacerbated by future global sea level rise and subsidence, and that responses of storm surge and coastal inundation to the effects of sea level rise and subsidence are highly nonlinear and vary on temporal and spatial scales.

    Aspen Center for Physics Project Summary DE-SC0007313 Budget Period: 1/1/2012 to 12/31/2012 The Hunt for New Particles, from the Alps to the Plains to the Rockies The 2012 Aspen Winter Conference on Particle Physics was held at the Aspen Center for Physics from February 11 to February 17, 2012. Sixty-seven participants from nine countries, and several universities and national labs attended the workshop titled, The Hunt for New Particles, from the Alps to the Plains to the Rockies. There were 53 formal talks, and a considerable number of informal discussions held during the week. The weeks events included a public lecture-Hunting the Dark Universe given by Neal Weiner from New York University) and attended by 237 members of the public, and a physics cafe geared for high schoolers that is a discussion with physicists conducted by Spencer Chang (University of Oregon), Matthew Reece (Harvard University) and Julia Shelton (Yale University) and attended by 67 locals and visitors. While there were no published proceedings, some of the talks are posted online and can be Googled. The workshop was organized by John Campbell (Fermilab), Patrick Fox (Fermilab), Ivan Furic (University of Florida), Eva Halkiadakis (Rutgers University) and Daniel Whiteson (University of California Irvine). Inflationary Theory and its Confrontation with Data in the Planck Era The 2012 Aspen Winter Conference on Astroparticle physics held at the Aspen Center for Physics was Inflationary Theory and its Confrontation with Data in the Planck Era.� It was held from January 30 to February 4, 2012. The 62 participants came from 7 countries and attended 43 talks over five days. Late mornings through the afternoon are reserved for informal discussions. In feedback received from participants, it is often these unplanned chats that produce the most excitement due to working through problems with fellow physicists from other institutions and countries or due to incipient collaborations. In addition, Shamit Kachru of Stanford University gave a public lecture titled The Small (and Large) Scale Structure of Space-Time.There were 237 members of the general public in attendance. Before the lecture, 65 people attended the physics cafe to discuss the current topic with Matthew Kleban (New York University) and Chao-Lin Kuo (Stanford University). This workshop was organized by Olivier Dore (Jet Propulsion Lab), Fabian Schmidt (Caltech), Leonardo Senatore (Stanford University), and Kendrick Smith (Princeton University).
