    This book constitutes a portion of the primary documentation for the 1992 Pacific Northwest Residential Energy Survey, Phase I. The complete 33-volume set of primary documentation provides information needed by energy analysts and interpreters with respect to planning, execution, data collection, and data management of the PNWRES92-I process. Thirty of these volumes are devoted to different ``views`` of the data themselves, with each view having a special purpose or interest as its focus. Analyses and interpretations of these data will be the subjects of forthcoming publications. Conducted during the late summer and fall months of 1992, PNWRES92-I had the over-arching goal of satisfying basic requirements for a variety of information about the stock of residential units in Bonneville`s service region. Surveys with a similar goal were conducted in 1979 and 1983. This volume discerns the information by the particular Bonneville Area Office. ``Selected crosstabulations`` refers to a set of nine survey items of wide interest (Dwelling Type, Ownership Type, Year-of-Construction, Dwelling Size, Primary Space-Heating Fuel, Primary Water-Heating Fuel, Household Income for 1991, Utility Type, and Space-Heating Fuels: Systems and Equipment) that were crosstabulated among themselves.

    A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. (BHI) and Westinghouse Hanford Company (WHC) a schedule of monitoring and sampling routines for the Operational Environmental Monitoring (OEM) program during calendar year (CY) 1995. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Near-Field Monitoring. The survey frequencies for particular sites are determined by the technical judgment of Near-Field Monitoring and may depend on the site history, radiological status, use and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1995.

    This Implementation Plan is intended to provide a basis for improvements in the conduct of the Environmental Restoration (ER) Program at Hanford. The Plan is based on the findings of the Schedule Optimization Study (SOS) team which was convened for two weeks in September 1992 at the request of the U.S. Department of Energy (DOE) Richland Operations Office (RL). The need for the study arose out of a schedule dispute regarding the submission of the 1100-EM-1 Operable Unit (OU) Remedial Investigation/Feasibility Study (RI/FS) Work Plan. The SOS team was comprised of independent professionals from other federal agencies and the private sector experienced in environmental restoration within the federal system. The objective of the team was to examine reasons for the lengthy RI/FS process and recommend ways to expedite it. The SOS team issued their Final Report in December 1992. The report found the most serious impediments to cleanup relate to a series of management and policy issues which are within the control of the three parties managing and monitoring Hanford -- the DOE, U.S. Environmental Protection Agency (EPA), and the State of Washington Department of Ecology (Ecology). The SOS Report identified the following eight cross-cutting issues as the root of major impediments to the Hanford Site cleanup. Each of these eight issues is quoted from the SOS Report followed by a brief, general description of the proposed approach being developed.

    As Pacific Northwest National Laboratory (PNNL) initiated a Core Business Hours program, it became a challenge to ensure that the hundreds of systems campus wide were operating within their programmed schedules. Therefore, a collaborative exchange between PNNL operations and PNNL researchers developing the Decision Support for Operations and Maintenance (DSOM) software package was initiated to create a tool to solve this problem. This new DSOM tool verifies systems are operating within scheduled operation times by polling Building Automation and Control Network (BACnet) identifiers of systems’ on/off or command statuses. The tool records the time spent in operation state (ON) and totalizes each system over a rolling 7-day period, highlighting systems that are running over the scheduled hours. This snapshot view allows building management to look quickly at the entire campus to ensure that systems are not operating beyond their scheduled hours.

    This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor (PHMC) a schedule in accordance with the HNF-PRO-454, Inactive Waste Sites` HNF-PRO-455, Solid Waste 3 Management4 and BHI-EE-02, Environmental Requirements, of monitoring and sampling, routines for the near-facility environmental monitoring program during calendar year (CY) 1998. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Environmental Monitoring and Investigations. The survey frequencies for particular sites are determined by the technical judgment of Environmental Monitoring and investigations and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1999. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy, Richland Field Office. Personnel performing routines to meet this schedule shall communicate any need for 1332 assistance in completing these routines to Radiological Control management and Environmental Monitoring and Investigations.     High-precision radial velocity planet searches have surveyed over ~2000 nearby stars and detected over ~200 planets. While these same stars likely harbor many additional planets, they will become increasingly challenging to detect, as they tend to have relatively small masses and/or relatively long orbital periods. Therefore, observers are increasing the precision of their observations, continuing to monitor stars over decade timescales, and also preparing to survey thousands more stars. Given the considerable amounts of telescope time required for such observing programs, it is important use the available resources as efficiently as possible. Previous studies have found that a wide range of predetermined scheduling algorithms result in planet searches with similar sensitivities. We have developed adaptive scheduling algorithms which have a solid basis in Bayesian inference and information theory and also are computationally feasible for modern planet searches. We have performed Monte Carlo simulations of plausible planet searches to test the power of adaptive scheduling algorithms. Our simulations demonstrate that planet searches performed with adaptive scheduling algorithms can simultaneously detect more planets, detect less massive planets, and measure orbital parameters more accurately than comparable surveys using a non-adaptive scheduling algorithm. We expect that these techniques will be particularly valuable for the N2K radial velocity planet search for short-period planets as well as future astrometric planet searches with the Space Interferometry Mission which aim to detect terrestrial mass planets.

    The computational powers of time-bounded Parallel Random Access Machines (PRAMs) with different instruction sets are compared. A basic PRAM can perform the following operations in unit-time: addition, subtraction, Boolean operations, comparisons, and indirect addressing. Multiple processors may concurrently read and concurrently write a single cell. This thesis establishes that the class of languages accepted in polynomial time on a PRAM(*, {up arrow}, {down arrow}) contains the class of languages accepted in exponential time on a nondeterministic Turing machine (NEXPTIME) and is contained in the class of languages accepted in exponential space on a Turing machine. Efficient simulations are presented of PRAMs with enhanced instruction sets by sequential RAMs with the same instruction sets; also simulations of probabilistic PRAMs by deterministic PRAMs, using parallelism to replace randomness. Also given are simulations of PRAM(op)s by PRAMs, where both the simulated machine and the simulating machine are exclusive-read, exclusive-write machines.

    In this paper, we present an approach to fault tolerant execution of dynamic task graphs scheduled using work stealing. In particular, we focus on selective and localized recovery of tasks in the presence of soft faults. We elicit from the user the basic task graph structure in terms of successor and predecessor relationships. The work stealing-based algorithm to schedule such a task graph is augmented to enable recovery when the data and meta-data associated with a task get corrupted. We use this redundancy, and the knowledge of the task graph structure, to selectively recover from faults with low space and time overheads. We show that the fault tolerant design retains the essential properties of the underlying work stealing-based task scheduling algorithm, and that the fault tolerant execution is asymptotically optimal when task re-execution is taken into account. Experimental evaluation demonstrates the low cost of recovery under various fault scenarios.

    A debugger debugs processes that execute shared instructions so that a breakpoint set for one process will not cause a breakpoint to occur in the other processes. A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

    The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

    The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II) Shipping Package and directly related components. This document complies with the minimum requirements as specified in the TRUPACT-II Safety Analysis Report for Packaging (SARP) and Nuclear Regulatory Commission (NRC) Certificate of Compliance (C of C) 9218. In the event there is a conflict between this document and the TRUPACT-II SARP, the TRUPACT-II SARP shall govern. TRUPACT-II C of C number 9218 states, ''... each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' It further states, ''... each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the application.'' Chapter 9 of the TRUPACT-II SARP charges the Westinghouse Electric Corporation Waste Isolation Division (WID) with assuring that the TRUPACT-II is used in accordance with the requirements of the C of C. To meet this requirement and verify consistency of operations when loading and unloading the TRUPACT-II on the trailer, placing a payload in the packaging, unloading the payload from the packaging, or performing maintenance, the U.S. Department of Energy Carlsbad Area Office (U.S. DOE/CAO) finds it necessary to implement the changes that follow. This TRUPACT-II maintenance document represents a change to previous philosophy regarding site specific procedures for the use of the TRUPACT-II. This document details the instructions to be followed to consistently operate and maintain the TRUPACT-II. The intent of these instructions is to ensure that all users of the TRUPACT-II follow the same or equivalent instructions. Users may achieve this intent by any of the following methods: (1) Utilizing these instructions as is, or (2) Attaching a site-specific cover page/letter to this document stating that these are the instructions to be used at their location, or (3) Sites may prepare their own document using the steps in this document word-for-word, in-sequence, including Notes and Cautions. Site specific information may be included as deemed necessary. Submit the document to WID National TRU Programs for approval. Any revision made subsequent to WID TRU Program's approval shall be reviewed and approved by WID TRU Programs.     Pipelining has been used to implement efficient, high-speed vector computers. It is also an effective method for implementing multiprocessors. The Heterogeneous Element Processor (HEP) built by Denelcor Incorporated is the first commercially available computer system to use pipelining to implement multiple processes. This paper introduces the architecture and programming environment of the HEP and surveys a range of scientific applications programs for which parallel versions have been produced, tested, and analyzed on this computer. In all cases, the ideal of one instruction completion every pipeline step time is closely approached. Speed limitations in the parallel programs are more often a result of the extra code necessary to ensure synchronization than of actual synchronization lockout at execution time. The pipelined multiple instruction stream architecture is shown to cover a wide range of applications with good utilization of the parallel hardware.

    A major difficulty of choosing an optimal radiation schedule is the uncertainty of model parameters due to geometric and patient specific uncertainties. This paper proposes a method for determining the optimal fractionation schedule in the Linear Quadratic (LQ) model with multiple normal tissue toxicity constraints in the presence of uncertainties in model parameters. To this end, we assumed uncertainty in the LQ model can take two forms: (i) estimation errors for parameters of constant but unknown value, and (ii) stochasticity of random variables. For the unknown parameters, we formulated our problem as a conservative model whose solution is immune to the parameter drifts. When the underlying distributions of uncertain parameters are known, we developed a model which required the decision maker to specify a probability that determined the feasibility of normal tissues constraints and risk factor in the objective function.     This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001.     This dissertation discusses several software and hardware aspects of program execution on large-scale, high-performance parallel processor systems. The issues covered are program restructuring, partitioning, scheduling and interprocessor communication, synchronization, and hardware design issues of specialized units. All this work was performed focusing on a single goal: to maximize program speedup, or equivalently, to minimize parallel execution time. Parafrase, a Fortran restructuring compiler was used to transform programs in a parallel form and conduct experiments. Two new program restructuring techniques are presented, loop coalescing and subscript blocking. Compile-time and run-time scheduling schemes are covered extensively. Depending on the program construct, these algorithms generate optimal or near-optimal schedules. For the case of arbitrarily nested hybrid loops, two optimal scheduling algorithms for dynamic and static scheduling are presented. Simulation results are given for a new dynamic scheduling algorithm. The performance of this algorithm is compared to that of self-scheduling. Techniques for program partitioning and minimization of interprocessor communication for idealized program models and for real Fortran programs are also discussed. The close relationship between scheduling, interprocessor communication, and synchronization becomes apparent at several points in this work. Finally, the impact of various types of overhead on program speedup and experimental results are presented. 69 refs., 74 figs., 14 tabs.

    Purpose: To investigate the influence of the bortezomib (BTZ) on malignant glioma radiosensitivity in two xenograft models. Methods and Materials: For TCG3 and U87 models, we evaluated the antitumor activity of BTZ, radiotherapy, and BTZ plus radiothearapy according to two therapeutic schedules: a 'nonfractionated' schedule corresponding to a single dose of treatment per week, and a 'fractionated' schedule corresponding to the same weekly dose divided into 5 fractions. Treatments influence on proliferation and apoptosis indexes, cell cycle distribution, and nuclear factor-{kappa}B pathway were explored. Results: The radiosensitizing properties of BTZ observed with the nonfractionated schedule were lost with the fractionated schedule. Bortezomib-mediated radiosensitization was associated with an increased apoptosis response and major changes in cell proliferation, but the nuclear factor-{kappa}B pathway was not involved. Most of the cellular effects induced by BTZ when tumors received a single irradiation were cancelled out if radiotherapy was fractionated. Conclusion: The influence of BTZ on glioma radiosensitivity seems to depend on the treatment fractionation schedule, emphasizing the need to clarify the mechanisms underlying BTZ's radiosensitizing effects before further clinical trials are initiated.

    Data Systems Engineering Organization (DSEO) personnel developed a prototype computer aided instruction CAI system for the Naval Aviation Logistics Data Analysis (NALDA) system. The objective of this project was to provide a CAI prototype that could be used as an enhancement to existing NALDA training. The CAI prototype project was performed in phases. The task undertaken in Phase I was to analyze the problem and the alternative solutions and to develop a set of recommendations on how best to proceed. The findings from Phase I are documented in Recommended CAI Approach for the NALDA System (Duncan et al., 1987). In Phase II, a structured design and specifications were developed, and a prototype CAI system was created. A report, NALDA CAI Prototype: Phase II Final Report, was written to record the findings and results of Phase II. NALDA CAI: Recommendations for an Advanced Instructional Model, is comprised of related papers encompassing research on computer aided instruction CAI, newly developing training technologies, instructional systems development, and an Advanced Instructional Model. These topics were selected because of their relevancy to the CAI needs of NALDA. These papers provide general background information on various aspects of CAI and give a broad overview of new technologies and their impact on the future design and development of training programs.     We consider the class of integrated network design and scheduling problems. These problems focus on selecting and scheduling operations that will change the characteristics of a network, while being speci cally concerned with the performance of the network over time. Motivating applications of INDS problems include infrastructure restoration after extreme events and building humanitarian distribution supply chains. While similar models have been proposed, no one has performed an extensive review of INDS problems from their complexity, network and scheduling characteristics, information, and solution methods. We examine INDS problems under a parallel identical machine scheduling environment where the performance of the network is evaluated by solving classic network optimization problems. We classify that all considered INDS problems as NP-Hard and propose a novel heuristic dispatching rule algorithm that selects and schedules sets of arcs based on their interactions in the network. We present computational analysis based on realistic data sets representing the infrastructures of coastal New Hanover County, North Carolina, lower Manhattan, New York, and a realistic arti cial community CLARC County. These tests demonstrate the importance of a dispatching rule to arrive at near-optimal solutions during real-time decision making activities. We extend INDS problems to incorporate release dates which represent the earliest an operation can be performed and exible release dates through the introduction of specialized machine(s) that can perform work to move the release date earlier in time. An online optimization setting is explored where the release date of a component is not known.

    This paper describes the introduction of stochastic linear programming into Operations DER-CAM, a tool used to obtain optimal operating schedules for a given microgrid under local economic and environmental conditions. This application follows previous work on optimal scheduling of a lithium-iron-phosphate battery given the output uncertainty of a 1 MW molten carbonate fuel cell. Both are in the Santa Rita Jail microgrid, located in Dublin, California. This fuel cell has proven unreliable, partially justifying the consideration of storage options. Several stochastic DER-CAM runs are executed to compare different scenarios to values obtained by a deterministic approach. Results indicate that using a stochastic approach provides a conservative yet more lucrative battery schedule. Lower expected energy bills result, given fuel cell outages, in potential savings exceeding 6percent.

    Fermilab found that the standard VMS batch configuration options were inadequate for the job mix that exists on the Fermilab central computer facility VAX cluster. Accordingly, Fermilab designed and implemented a class based batch queue scheduler. This scheduler makes use of the standard VMS job controller and batch system. Users interact with the scheduler at job submission time by specification of CPU time limits and batch job characteristics. This scheduler allows Fermilab to make efficient use of our large heterogeneous VAX cluster which contains machines ranging from a VAX 780 to a VAX 8800. The scheduler was implemented using the VMS system services $GETQUI and $SNDJBC, without changes to the existing VMS job scheduler. As a result, the scheduler should remain compatible with future VMS versions. This session will discuss the design goals, implementation, and operational experience with Fermilab's class based batch queue scheduler.

    One of the challenges for characterizing and modeling realistic multimedia applications is the lack of access to source codes. On-chip performance counters effectively resolve this problem by monitoring run-time behaviors at the instruction-level. This paper presents a novel technique of characterizing and modeling workloads at the instruction level for realistic multimedia applications using hardware performance counters. A variety of instruction counts are collected from some multimedia applications, such as RealPlayer, GSM Vocoder, MPEG encoder/decoder, and speech synthesizer. These instruction counts can be used to form a set of abstract characteristic parameters directly related to a processor`s architectural features. Based on microprocessor architectural constraints and these calculated abstract parameters, the architectural performance bottleneck for a specific application can be estimated. Meanwhile, the bottleneck estimation can provide suggestions about viable architectural/functional improvement for certain workloads. The biggest advantage of this new characterization technique is a better understanding of processor utilization efficiency and architectural bottleneck for each application. This technique also provides predictive insight of future architectural enhancements and their affect on current codes. In this paper the authors also attempt to model architectural effect on processor utilization without memory influence. They derive formulas for calculating CPI{sub 0}, CPI without memory effect, and they quantify utilization of architectural parameters. These equations are architecturally diagnostic and predictive in nature. Results provide promise in code characterization, and empirical/analytical modeling.

    We consider a task graph to be executed on a set of homogeneous processors. We aim at minimizing the energy consumption while enforcing two constraints: a prescribed bound on the execution time or makespan), and a reliability threshold. Dynamic voltage and frequency scaling (DVFS) is a model frequently used to reduce the energy consumption of a schedule, but it has negative effect on its reliability. In this work, to improve the reliability of a schedule while reducing the energy consumption, we allow for the re-execution of some tasks. We assess the complexity of the tri-criteria scheduling problem (makespan, reliability, energy) with two different speed models: either processors can have arbitrary speeds (continuous speeds), or a processor can run at a finite number of different speeds, and it can change its speed during a computation.     It is intended in this document to introduce a handy systematic method for enumerating all possible data dependency cases that could occur between any two instructions that might happen to be processed at the same time at different stages of the pipeline. Given instructions of the instruction set, specific information about operands of each instruction and when an instruction reads or writes data, the method could be used to enumerate all possible data hazard cases and to determine whether forwarding or stalling is suitable for resolving each case.

    We study scheduling problems motivated by recently developed techniques for microprocessor thermal management at the operating systems level. The general scenario can be described as follows. The microprocessor's temperature is controlled by the hardware thermal management system that continuously monitors the chip temperature and automatically reduces the processor's speed as soon as the thermal threshold is exceeded. Some tasks are more CPU-intensive than other and thus generate more heat during execution. The cooling system operates non-stop, reducing (at an exponential rate) the deviation of the processor's temperature from the ambient temperature. As a result, the processor's temperature, and thus the performance as well, depends on the order of the task execution.     The installed energy savings for advanced residential hot water systems can depend greatly on detailed occupant use patterns. Quantifying these patterns is essential for analyzing measures such as tankless water heaters, solar hot water systems with demand-side heat exchangers, distribution system improvements, and recirculation loops. This paper describes the development of an advanced spreadsheet tool that can generate a series of year-long hot water event schedules consistent with realistic probability distributions of start time, duration and flow rate variability, clustering, fixture assignment, vacation periods, and seasonality. This paper also presents the application of the hot water event schedules in the context of an integral-collector-storage solar water heating system in a moderate climate.

    Dynamic voltage scaling (DVS) is one of the most effective techniques for reducing energy consumption in embedded and real-time systems. However, traditional DVS algorithms have inherent limitations on their capability in energy saving since they rarely take into account the actual application requirements and often exploit fixed timing constraints of real-time tasks. Taking advantage of application adaptation, an enhanced energy-aware feedback scheduling (EEAFS) scheme is proposed, which integrates feedback scheduling with DVS. To achieve further reduction in energy consumption over pure DVS while not jeopardizing the quality of control, the sampling period of each control loop is adapted to its actual control performance, thus exploring flexible timing constraints on control tasks. Extensive simulation results are given to demonstrate the effectiveness of EEAFS under different scenarios. Compared with the optimal pure DVS scheme, EEAFS saves much more energy while yielding comparable control performance.

    Procurement and optimized utilization of Petascale supercomputers and centers is a renewed national priority. Sustained performance and availability of such large centers is a key technical challenge significantly impacting their usability. As recent research shows, storage systems can be a primary fault source leading to unavailability of even today's supercomputer. Due to data unavailability, jobs are frequently resubmitted resulting in reduced compute center performance as well as in a lack of coordination between I/O activities and job scheduling. In this work, we explore two mechanisms, namely the coordination of job scheduling and data staging/offloading and on-demand job input data reconstruction to address the availability of job input/output data and to improve center-wide performance. Fundamental to both mechanisms is the efficient management of transient data: in the way it is scheduled and recovered. Collectively, from a center standpoint, these techniques optimize resource usage and increase its data/service availability. From a user job standpoint, they reduce job turnaround time and optimize the usage of allocated time. We have implemented our approaches within commonly used supercomputer software tools such as the PBS scheduler and the Lustre parallel file system. We have gathered reconstruction data from a production supercomputer environment using multiple data sources. We conducted simulations based on the measured data recovery performance, the job traces and staged data logs from leadership-class supercomputer centers. Our results indicate that the average waiting time of jobs is reduced. This trend increases significantly for larger jobs and also as data is striped over more I/O nodes.

The portion of first code is analyzed to identify non-speculative instructions performing designated non-speculative operations in the first code that are candidates for replacement by replacement operation-and-indicate instructions that perform the designated non-speculative operations and further perform an indication operation for indicating any exception conditions corresponding to special exception values present in vector register inputs to the replacement operation-and-indicate instructions. The replacement is performed and second code is generated based on the replacement of the at least one non-speculative instruction. The data processing system executing the compiled code is configured to store special exception values in vector output registers, in response to a speculative instruction generating an exception condition, without initiating exception handling.

    We consider the problem of joint link scheduling and power control for wireless networks with average transmission power constraints. Due to the high computational complexity of the optimal policies, we extend the class of greedy link scheduling policies to handle average power constraints. We develop a greedy link scheduling and power control scheme GECS, with provable performance guarantees. We show that the performance of our greedy scheduler can be characterized using the Local Pooling Factor (LPF) of a network graph, which has been previously used to characterize the stability of the Greedy Maximal Scheduling (GMS) policy for wireless networks. We also simulate the performance of GECS on wireless network, and compare its performance to another candidate greedy link scheduling and power control policy.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    This paper proposes a new and systematic approach to investigating the impact of wind transfer between balancing authorities (BAs) with half-hour scheduling on load following requirements, which was traditionally scheduled on an hourly basis. The analysis is conducted for a few BAs in the Pacific Northwest of the U.S. that are described as source BAs (sending renewables) and sink BAs (receiving renewables). The main hypothesis is that if the source BA could schedule interchange for wind on a half-hourly basis, it would make the schedule follow its net load more closely. The scheduling change in the source BA is matched by adding the corresponding component to the net load in the sink BA. The load-following requirements are calculated as: (a) by the difference between the net load and modified schedule in the source BA, and (b) the difference between modified net load and unchanged hourly schedule in the sink BA. Results are presented as hourly upward and downward load following requirements in the source and sink BA, and compared with the results obtained with all generators scheduled on an hourly basis. Thus, the proposed method can effectively help utilities better understand the impact of 30-minute scheduling and make better business decisions.
