    We study the structure of a social network of strong ties (trust network) investigating its property of connectedness versus fragmentation. To this purpose we analyse an extensive set of census data, about marrying or having children with immigrants, collected by Italian national statistical institute for all Italian municipalities from 2001 to 2011. Not using neither obtaining personal local information but only average ones, our method fully complies with privacy and confidentiality. Our findings show that large cities display the behaviour of highly fragmented trust networks where individuals face possible phenomena of alienation. Smaller cities and villages instead behave like fully connected social systems with a rich tie structure, where isolation is rare or completely absent. While confirming classical sociological theories on alienation in large urban areas our approach provides a quantitative method to test them and a predictive tool for policy makers.

    The increased attention for radioactive waste management is one of the most peculiar aspects of the nuclear sector considering both reactors and not power sources. The aim of this paper is to present the state-of-art of treatments for radioactive waste management all over the world in order to derive guidelines for the radioactive waste management in the Italian scenario. Starting with an overview on the international situation, it analyses the different sources, amounts, treatments, social and economic impacts looking at countries with different industrial backgrounds, energetic policies, geography and population. It lists all these treatments and selects the most reasonable according to technical, economic and social criteria. In particular, a double scenario is discussed (to be considered in case of few quantities of nuclear waste): the use of regional, centralized, off site processing facilities, which accept waste from many nuclear plants, and the use of mobile systems, which can be transported among multiple nuclear sites for processing campaigns. At the end the treatments suitable for the Italian scenario are presented providing simplified work-flows and guidelines. (authors)

    The Premiale Project "Science and Technology in Italy for the upgraded ALMA Observatory - iALMA" has the goal of strengthening the scientific, technological and industrial Italian contribution to the Atacama Large Millimeter/submillimeter Array (ALMA), the largest ground based international infrastructure for the study of the Universe in the microwave. One of the main objectives of the Science Working Group (SWG) inside iALMA, the Work Package 1, is to develop the Italian contribution to the Science Case for the ALMA Band 2 or Band 2+3 receiver. ALMA Band 2 receiver spans from ~67 GHz (bounded by an opaque line complex of ozone lines) up to 90 GHz which overlaps with the lower frequency end of ALMA Band 3. Receiver technology has advanced since the original definition of the ALMA frequency bands. It is now feasible to produce a single receiver which could cover the whole frequency range from 67 GHz to 116 GHz, encompassing Band 2 and Band 3 in a single receiver cartridge, a so called Band 2+3 system.     This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making. -- Highlights: ? A framework was developed in order to evaluate planning against sustainability criteria. ? The framework was applied to analyse how sustainable principles are addressed in 15 Italian SEA reports. ? Over 85% of the reports addressed, to some extent, at least 40% of the framework questions. ? Criteria explicitly linked to intra and inter-generational equity are rarely addressed.

    We investigate scaling and memory effects in return intervals between price volatilities above a certain threshold $q$ for the Japanese stock market using daily and intraday data sets. We find that the distribution of return intervals can be approximated by a scaling function that depends only on the ratio between the return interval $\\tau$ and its mean $$. We also find memory effects such that a large (or small) return interval follows a large (or small) interval by investigating the conditional distribution and mean return interval. The results are similar to previous studies of other markets and indicate that similar statistical features appear in different financial markets. We also compare our results between the period before and after the big crash at the end of 1989. We find that scaling and memory effects of the return intervals show similar features although the statistical properties of the returns are different.

    In this paper we apply techniques of complex network analysis to data sources representing public funding programs and discuss the importance of the considered indicators for program evaluation. Starting from the Open Data repository of the 2007-2013 Italian Program Programma Operativo Nazionale 'Ricerca e Competitivit\\`a' (PON R&C), we build a set of data models and perform network analysis over them. We discuss the obtained experimental results outlining interesting new perspectives that emerge from the application of the proposed methods to the socio-economical evaluation of funded programs.

    The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system.     SEA has been applied in different ways in EU energy and environmental planning instruments, because different member states have interpreted European Directive 2001/42/CE in a variety of ways. Italy, for example, has only recently completed the integration of the directive into its legislation, through a number of decrees which were approved between 2006 and 2010. As a result SEA practice in Italy is very fragmented, particularly with respect to energy planning, and needs to be steered towards homogeneous quality objectives. The aim of this paper is to study the quality of the SEA reports on the energy and environmental planning tools used by Italian regions and provinces. We study nine cases and use the methodology suggested by Fisher (2010) in his review of the quality of SEA. To be more precise, we integrate the views of external evaluators with those of a selection of the personnel directly involved in preparing the plans. Our results show that there are some differences in the quality scores given by the outsiders and insiders, although the two groups identified similar strengths and weaknesses in implementing SEA. - Highlights: • This is a comparative study on SEA report quality within Italian energy planning tools. • In Italy, the level of SEA implementation on energy planning is still poor. • External academic experts and internal officers assessed SEA reports' quality. • Outsiders and insiders unveil a similar judgement. • Most critical remarks concern consultation, monitoring measures, and follow-up.

Registry services are used for publishing and searching data services in the VO, and they are constructed using an OAI-PMH metadata harvesting protocol and a SOAP web service protocol so that VO standard architecture is applied. Data services are developed based on the Astronomical Data Query Language (ADQL) which is an international VO standard and an extension of the standard SQL. The toolkit for building the ADQL-based service is released to the public on the JVO web site. The toolkit also provides the protocol translation from a Simple Image Access Protocol (SIAP) to ADQL protocol, so that both the VO standard service can be constructed using our toolkit. In order to federate the distributed databases and analysis services, we have designed a workflow language which is described in XML and developed execution system of the workflow. We have succeeded to connect to a hundred of data resources of the world as of April 2006. We have applied this system to the study of QSO environment by federating a QSO database, a Subaru Suprim-Cam database, and some analysis services such a SExtractor and HyperZ web services. These experiences are described is this paper.

    Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNL’s established renewable resource assessment methodology.

    The GAPS project is running since 2012 with the goal to optimize the science return of the HARPS-N instrument mounted at Telescopio Nazionale Galileo. A large number of astronomers is working together to allow the Italian community to gain an international position adequate to the HARPS-N capabilities in the exoplanetary researches. Relevant scientific results are being obtained on both the main guidelines of the collaboration, i.e., the discovery surveys and the characterization studies. The planetary system discovered around the southern component of the binary XO-2 and its characterization together with that of the system orbiting the northern component are a good example of the completeness of the topics matched by the GAPS project. The dynamics of some planetary systems are investigated by studying the Rossiter-McLaughlin effect, while host stars are characterized by means of asteroseismology and star-planet interaction.

    During the Italian research assessment exercise, the national agency ANVUR performed an experiment to assess agreement between grades obtained through informed peer review (IR) and bibliometrics. A sample was evaluated by using both methods and concordance was analyzed by weighted Cohen's kappas. According to ANVUR results indicated an overall "more than adequate" agreement which "fully justifies" the choice of using jointly both techniques in the assessment. However, according to available statistical guidelines for kappa values, the degree of agreement has to be interpreted, for all research fields, as poor or, in a few cases, as, at most, fair. The only notable exception is Area 13 (economics and statistics) and its sub-areas, showing moderate agreement. However, a statistical meta-analysis rejects the hypothesis that kappas from Area 13 share the same distribution as those from the other areas.     At international level LCA is being increasingly used to objectively evaluate the performances of different Municipal Solid Waste (MSW) management solutions. One of the more important waste management options concerns MSW incineration. LCA is usually applied to existing incineration plants. In this study LCA methodology was applied to a new Italian incineration line, to facilitate the prediction, during the design phase, of its potential environmental impacts in terms of damage to human health, ecosystem quality and consumption of resources. The aim of the study was to analyse three different design alternatives: an incineration system with dry flue gas cleaning (without- and with-energy recovery) and one with wet flue gas cleaning. The last two technological solutions both incorporating facilities for energy recovery were compared. From the results of the study, the system with energy recovery and dry flue gas cleaning revealed lower environmental impacts in relation to the ecosystem quality. As LCA results are greatly affected by uncertainties of different types, the second part of the work provides for an uncertainty analysis aimed at detecting the extent output data from life cycle analysis are influenced by uncertainty of input data, and employs both qualitative (pedigree matrix) and quantitative methods (Monte Carlo analysis)

The analysis was focused particularly on the data about the treatment of end-of-life cooling and freezing equipments. In fact, the wastes of cooling and freezing equipments have a high environmental impact. Indeed, in their compressor oil and insulation polyurethane (PU) foams chlorofluorocarbon (CFC) ozone-depleting gases are still present. In the period 2001–2004 Northern Italy resulted the main source in Europe of CFCs. The European Directive on WEEE management was enacted in 2002, but in Italy it was implemented by the legislative Decree in 2005 and it became operational in 2008. Actually, in 2008 the national WEEE Coordination Centre was founded in order to organize the WEEE pick-up process and to control collection, recovery and recycling targets. As a result, in 2010 the average WEEE collection per capita exceeded the threshold of more than 4 kg per inhabitant, as well as cooling and freezing appliances represented more than one fourth of the Italian WEEE collection stream. During the treatment of end-of-life cooling and freezing equipments, CFCs were recovered and disposed principally by burner methods. The analyses of defined specimens collected in the treatment facilities were standardized to reliably determine the amount of recovered CFCs. Samples of alkaline solid salt, alkaline saline solution, polyurethane matrix and compressor oil collected during the audit assessment procedure were analyzed and the results were discussed. In particular, the analysis of PU samples after the shredding and the warm pressing procedures measured a residual CFCs content around 500–1300 mg/kg of CFCs within the foam matrix.

  6. Synthesis of zeolite from Italian coal fly ash: Differences in crystallization temperature using seawater instead of distilled water

    In this study Italian coal fly ash was converted into several types of zeolite in laboratory experiments with temperatures of crystallization ranging from 35 up to 90 deg. C. Distilled and seawater were used during the hydrothermal synthesis process in separate experiments, after a pre-treatment fusion with NaOH. The results indicate that zeolites could be formed from different kind of Italian coal fly ash at low temperature of crystallization using both distilled and seawater. SEM data and the powder patterns of X-ray diffraction analysis show that faujasite, zeolite ZK-5 and sodalite were synthesized when using both distilled and seawater; zeolite A crystallized only using distilled water. In particular the experiments indicate that the synthesis of zeolite X and zeolite ZK-5 takes place at lower temperatures when using seawater (35 and 45 deg. C, respectively). The formation of sodalite is always competitive with zeolite X which shows a metastable behaviour at higher temperatures (70-90 deg. C). The chemical composition of the fly ash source could be responsible of the differences on the starting time of synthesized zeolite with distilled water, in any case our data show that the formation of specific zeolites takes place always at lower temperatures when using seawater.

    The regulatory requirements for postulated pipe ruptures have changed significantly since the first nuclear plants were designed. The Leak-Before-Break (LBB) methodology is now accepted as a technically justifiable approach for eliminating postulation of double-ended guillotine breaks (DEGB) in high energy piping systems. The previous pipe rupture design requirements for nuclear power plant applications are responsible for all the numerous and massive pipe whip restraints and jet shields installed for each plant. This results in significant plant congestion, increased labor costs and radiation dosage for normal maintenance and inspection. Also the restraints increase the probability of interference between the piping and supporting structures during plant heatup, thereby potentially impacting overall plant reliability. The LBB approach to eliminate postulating ruptures in high energy piping systems is a significant improvement to former regulatory methodologies, and therefore, the LBB approach to design is gaining worldwide acceptance. However, the methods and criteria for LBB evaluation depend upon the policy of individual country and significant effort continues towards accomplishing uniformity on a global basis. In this paper the historical development of the U.S. LBB criteria will be traced and the results of an LBB evaluation for a typical Japanese PWR primary loop applying U.S. NRC approved methods will be presented. In addition, another approach using the Japanese LBB criteria will be shown and compared with the U.S. criteria. The comparison will be highlighted in this paper with detailed discussion.

    The continuous geomagnetic field survey holds an important potential in future prevention of tsunami damages, and also, it could be used in tsunami forecast. In this work, we were able to detected for the first time Rayleigh and ionospheric acoustic gravity wave propagation in the Z-component of the geomagnetic field due to the Japanese tsunami, 2011 prior to the tsunami arrival. The geomagnetic measurements were obtained in the epicentral near and far-field. Also, these waves were detected within minutes to few hours of the tsunami arrival. For these reasons, these results are very encouraging, and confirmed that the geomagnetic field monitoring could play an important role in the tsunami warning systems, and also, it could provide additional information in the induced ionospheric wave propagation models due to tsunamis.

    Power generation from refuse derived fuel (RDF) is one of the new technologies for municipal solid waste (MSW) management. This technology is strongly attracting the attention of the Japanese government. The results of a feasibility study of this system in Japan is presented. To develop this highly efficient RDF-fired CFB generating process, combustibility and dechlorination characteristics of RDF were investigated by both the thermo-balance technique and combustion tests with an electric furnace. RDF combustion tests by a bench scale CFBC were carried out and then the following experimental results were obtained: (1) RDF can be combusted almost completely even in small scale CFBC; (2) HCl and N{sub 2}O emissions are quite low at any conditions; and (3) NO{sub x} emissions are a little higher in single stage combustion, however they are reduced at 50% air bias ratio. Some of the results can be explained by a RDF combustion model.

Since 1973, the company has produced over 5000 metric ton of ceramic grade UO{sub 2} powder to supply to Japanese fabricators, without major accident/incident and especially with a successful safety record on UF{sub 6} handling. The company`s 18 years experience on nuclear fuel manufacturing reveals that key factors for the safe handling of UF{sub 6} are (1) installing adequate facilities, equipped with safety devices, (2) providing UF{sub 6} handling manuals and executing them strictly, and (3) repeating on and off the job training for operators. Reactor power was 102% of the 3250 MWt rated power, decay heat was set to 120% of American Nuclear Society Standard 5.1, highest core lifetime values for power peaking and fuel stored energy were used, and the LOCA occurred simultaneously with a loss of offsite power. Best estimate assumptions were used for the break flow model, fuel rod heat transfer and metal-water reaction correlations, and steady-state fuel temperature profiles. A flow blockage model, having the capability to account for the effects of cladding ballooning or rupturing, was not used. Except for these best estimate assumptions, the boundary and initial conditions were consistent with those used in licensing calculations. Maximum fuel rod temperatures were 1380 K (2020/sup 0/F) and 1040 K (1410/sup 0/F) on the hottest evaluation model rod and hottest best estimate rod, respectively. The high reported values or fuel cladding temperature were a direct consequence of the conservative boundary and initial conditions used for the calculation, primarily the 2% overpower condition, the core decay heat assumption, and the degraded ECCS. The calculation demonstrated successful core reflooding before 1478 K (2200/sup 0/F) cladding temperature was exceeded on any fuel rod. 7 refs., 47 figs., 5 tabs.

    This report examines the technological development of scroll compressors and its impact on the air conditioning equipment industry. Scroll compressors, although considered to be the compressors of the future for energy-efficient residential heat pumps and possibly for many other applications, are difficult to manufacture on a volume-production base. The manufacturing process requires computer-aided, numerically controlled tools for high-precision fabrication of major parts. Japan implemented a global strategy for dominating the technological world market in the 1970s, and scroll compressor technology benefited from the advent of new-generation machine tools. As a result, if American manufacturers of scroll compressors purchase or are essentially forced to purchase numerically controlled tools from Japan in the future, they will then become dependent on their own competitors because the same Japanese conglomerates that make numerically controlled tools also make scroll compressors. This study illustrates the importance of the basic machine tool industry to the health of the US economy. Without a strong machine tool industry, it is difficult for American manufacturers to put innovations, whether patented or not, into production. As we experience transformation in the air conditioning and refrigeration market, it will be critical to establish a consistent national policy to provide healthy competition among producers, to promote innovation within the industry, to enhance assimilation of new technology, and to eliminate practices that are incompatible with these goals. 72 refs., 8 figs., 1 tab.

    This report presents the results of a TRAC-PF1/MOD1 calculation that simulated a 200% double-ended cold-leg-break loss-of-coolant accident in a generic US/Japanese pressurized water reactor. This is a best-estimate analysis using conservative boundary conditions and minimum safeguards. The calculation shows that the peak cladding temperature (PCT) occurs during blowdown and that the core reheat is minimal during reflood. The results also show that for an evaluation-model peak rod linear power of 15.85 kW/ft, a PCT of 1084 K is reached at 3.5 s into the blowdown transient, which is approx.394 K below the design basis limit of 1478 K. 10 figs.

    Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. In this paper, the authors present the findings from a recently completed study on the proposed development of an ESCO industry in Japan. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National Association of Energy Service Companies (NAESCO); (3) ESCO presentations at the October 1996 NAESCO meeting; and (4) informal discussions with ESCO experts in the US. They believe that the lessons learned in this study can be transferred or applied to other countries interested in developing an ESCO industry. While energy prices have remained relatively stable over the last several years in Japan and energy capacity is not perceived as a near-term problem, other ``market drivers`` necessary for the emergence of a successful and vibrant ESCO industry exist in Japan. Despite the presence of these market drivers, significant barriers to the successful development of an ESCO industry exist in Japan.

    When the Fukushima Daiichi Nuclear Power Plant became crippled following Japan's March 2011 earthquake and tsunami, some U.S. citizens became concerned about whether radiation would disperse across the Pacific Ocean. As the Centers for Disease Control and Prevention prepared to assist in the U.S. response effort, ORAU provided the CDC with onsite, staff support at its Joint Information Center. ORAU also had a lead role in the development and execution of the CDC's first-ever Bridging the Gaps: Public Health and Radiation Emergency Preparedness conference, which took place 10 days after the earthquake and served as a forum for discussing the current state of radiation emergency preparedness.

    The August 2003 blackout of the northeastern U.S. and CANADA caused great economic losses and inconvenience to New York City and other affected areas. The blackout was a warning to the rest of the world that the ability of conventional power systems to meet growing electricity demand is questionable. Failure of large power systems can lead to serious emergencies. Introduction of on-site generation, renewable energy such as solar and wind power and the effective utilization of exhaust heat is needed, to meet the growing energy demands of the residential and commercial sectors. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems. This work demonstrates a method for choosing and designing economically optimal DER systems. An additional purpose of this research is to establish a database of energy tariffs, DER technology cost and performance characteristics, and building energy consumption for Japan. This research builds on prior DER studies at the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) and with their associates in the Consortium for Electric Reliability Technology Solutions (CERTS) and operation, including the development of the microgrid concept, and the DER selection optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM is a tool designed to find the optimal combination of installed equipment and an idealized operating schedule to minimize a site's energy bills, given performance and cost data on available DER technologies, utility tariffs, and site electrical and thermal loads over a test period, usually an historic year. Since hourly electric and thermal energy data are rarely available, they are typically developed by building simulation for each of six end use loads used to model the building: electric-only loads, space heating, space cooling, refrigeration, water heating, and natural-gas-only loads. DER-CAM provides a global optimization, albeit idealized, that shows how the necessary useful energy loads can be provided for at minimum cost by selection and operation of on-site generation, heat recovery, cooling, and efficiency improvements. This study examines five prototype commercial buildings and uses DER-CAM to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Each building type was considered for both 5,000 and 10,000 square meter floor sizes. The energy consumption of these building types is based on building energy simulation and published literature. Based on the optimization results, energy conservation and the emissions reduction were also evaluated.     In order to obtain high burn-up MOX fuel irradiation performance data, SBR and MIMAS MOX fuel rods with Pu-fissile enrichment of about 6 wt% had been irradiated in the HBWR from 1995 to 2006. The peak burn-up of MOX pellet achieved 72 GWd/tM. In this test, fuel centerline temperature, rod internal pressure, stack length and cladding length were measured for MOX fuel and UO{sub 2} fuel as reference. MOX fuel temperature is confirmed to have no significant difference in comparison with UO{sub 2}, taking into account of adequate thermal conductivity degradation due to PuO{sub 2} addition and burn-up development. And the measured fuel temperature agrees well with FINE code calculation up to high burn-up region. Fission gas release of MOX is possibly greater than UO{sub 2} based on temperature and pressure assessment. No significant difference is confirmed between SBR and MIMAS MOX on FGR behavior. MOX fuel swelling rate agrees well with solid swelling rate in the literature. Cladding elongation data shows onset of PCMI in high power region. (authors)

Among those tapped to assist was ORAU's National Security and Emergency Management team, which provided NNSA with technical and analytical nuclear incident support.     The August 2003 blackout of the northeastern U.S. and CANADA caused great economic losses and inconvenience to New York City and other affected areas. The blackout was a warning to the rest of the world that the ability of conventional power systems to meet growing electricity demand is questionable. Failure of large power systems can lead to serious emergencies. Introduction of on-site generation, renewable energy such as solar and wind power and the effective utilization of exhaust heat is needed, to meet the growing energy demands of the residential and commercial sectors. Additional benefit can be achieved by integrating these distributed technologies into distributed energy resource (DER) systems. This work demonstrates a method for choosing and designing economically optimal DER systems. An additional purpose of this research is to establish a database of energy tariffs, DER technology cost and performance characteristics, and building energy consumption for Japan. This research builds on prior DER studies at the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) and with their associates in the Consortium for Electric Reliability Technology Solutions (CERTS) and operation, including the development of the microgrid concept, and the DER selection optimization program, the Distributed Energy Resources Customer Adoption Model (DER-CAM). DER-CAM is a tool designed to find the optimal combination of installed equipment and an idealized operating schedule to minimize a site's energy bills, given performance and cost data on available DER technologies, utility tariffs, and site electrical and thermal loads over a test period, usually an historic year. Since hourly electric and thermal energy data are rarely available, they are typically developed by building simulation for each of six end use loads used to model the building: electric-only loads, space heating, space cooling, refrigeration, water heating, and natural-gas-only loads. DER-CAM provides a global optimization, albeit idealized, that shows how the necessary useful energy loads can be provided for at minimum cost by selection and operation of on-site generation, heat recovery, cooling, and efficiency improvements. This study examines five prototype commercial buildings and uses DER-CAM to select the economically optimal DER system for each. The five building types are office, hospital, hotel, retail, and sports facility. Each building type was considered for both 5,000 and 10,000 square meter floor sizes. The energy consumption of these building types is based on building energy simulation and published literature. Based on the optimization results, energy conservation and the emissions reduction were also evaluated. Furthermore, a comparison study between Japan and the U.S. has been conducted covering the policy, technology and the utility tariffs effects on DER systems installations. This study begins with an examination of existing DER research. Building energy loads were then generated through simulation (DOE-2) and scaled to match available load data in the literature. Energy tariffs in Japan and the U.S. were then compared: electricity prices did not differ significantly, while commercial gas prices in Japan are much higher than in the U.S. For smaller DER systems, the installation costs in Japan are more than twice those in the U.S., but this difference becomes smaller with larger systems. In Japan, DER systems are eligible for a 1/3 rebate of installation costs, while subsidies in the U.S. vary significantly by region and application. For 10,000 m{sup 2} buildings, significant decreases in fuel consumption, carbon emissions, and energy costs were seen in the economically optimal results. This was most noticeable in the sports facility, followed the hospital and hotel. This research demonstrates that office buildings can benefit from CHP, in contrast to popular opinion. For hospitals and sports facilities, the use of waste heat is particularly effective for water and space heating. For the other building types, waste heat is most effectively use
