    On November 1-5, 1994, the Energy & Environmental Research Center (EERC) and Power Research Institute of Prague cosponsored their second conference since 1991 in the Czech Republic, entitled ``Energy and Environment: Transitions in East Central Europe.`` This conference was a continuation of the EERC`s joint commitment, initiated in 1190, to facilitate solutions to short- and long-term energy and environmental problems in East Central Europe. Production of energy from coal in an environmentally acceptable manner is a critical issue facing East Central Europe, because the region continues to rely on coal as its primary energy source. The goal of the conference was to develop partnerships between industry, government, and the research community in East Central Europe and the United States to solve energy and environmental issues in a manner that fosters economic development. Among the topics addressed at the conference were: conventional and advanced energy generation systems; economic operation of energy systems; air pollution controls; power system retrofitting and repowering, financing options; regulatory issues; energy resource options; waste utilization and disposal; and long-range environmental issues. Selected papers in the proceedings have been processed separately for inclusion in the Energy Science and Technology database.

    The present conference discusses the development status of adaptive structures in Europe and in Japan, the 'Cosmo-Lab' structures/robotics cooperation concept, active-adhesion concepts for in-orbit structural assembly, adaptively controlled truss structures, object-oriented modeling in structural analysis, the control effectiveness and energy efficiency of an active mass damper, a space truss with experimental tendon control, and piezoelectric actuator-based space trusses. Also discussed is the control of resonant frequencies in adaptive structures through prestressing, active control of vortex-excited vibrations of flexible cylindrical structures, shape adjustment of a flexible space antenna reflector, the SDIO Adaptive Structures Program, optimal trajectories of iterative manipulation for space robots, a docking device as an adaptive structure, shape-memory polymers and their hybrid composites, and fuzzy control methods for structural dynamics.

    This report describes Phase I of a proposed two phase project to develop and demonstrate an advanced industrial watertube boiler system with the capability of reaching 94% (HHV) fuel-to-steam efficiency and emissions below 2 ppmv NOx, 2 ppmv CO, and 1 ppmv VOC on natural gas fuel. The boiler design would have the capability to produce >1500 F, >1500 psig superheated steam, burn multiple fuels, and will be 50% smaller/lighter than currently available watertube boilers of similar capacity. This project is built upon the successful Super Boiler project at GTI. In that project that employed a unique two-staged intercooled combustion system and an innovative heat recovery system to reduce NOx to below 5 ppmv and demonstrated fuel-to-steam efficiency of 94% (HHV). This project was carried out under the leadership of GTI with project partners Cleaver-Brooks, Inc., Nebraska Boiler, a Division of Cleaver-Brooks, and Media and Process Technology Inc., and project advisors Georgia Institute of Technology, Alstom Power Inc., Pacific Northwest National Laboratory and Oak Ridge National Laboratory. Phase I of efforts focused on developing 2nd generation boiler concepts and performance modeling; incorporating multi-fuel (natural gas and oil) capabilities; assessing heat recovery, heat transfer and steam superheating approaches; and developing the overall conceptual engineering boiler design. Based on our analysis, the 2nd generation Industrial Watertube Boiler when developed and commercialized, could potentially save 265 trillion Btu and $1.6 billion in fuel costs across U.S. industry through increased efficiency. Its ultra-clean combustion could eliminate 57,000 tons of NOx, 460,000 tons of CO, and 8.8 million tons of CO2 annually from the atmosphere. Reduction in boiler size will bring cost-effective package boilers into a size range previously dominated by more expensive field-erected boilers, benefiting manufacturers and end users through lower capital costs.

    This white paper recommends that ASTM International develop standards to address the potential impact of hydrides on the long term performance of irradiated zirconium alloys. The need for such standards was apparent during the 2nd ASTM International Workshop on Hydrides in Zirconium Alloy Cladding and Assembly Components, sponsored by ASTM International Committee C26.13 and held on June 10-12, 2014, in Jackson, Wyoming. The potentially adverse impacts of hydrogen and hydrides on the long term performance of irradiated zirconium-alloy cladding on used fuel were shown to depend on multiple factors such as alloy chemistry and processing, irradiation and post irradiation history, residual and applied stresses and stress states, and the service environment. These factors determine the hydrogen content and hydride morphology in the alloy, which, in turn, influence the response of the alloy to the thermo-mechanical conditions imposed (and anticipated) during storage, transport and disposal of used nuclear fuel. Workshop presentations and discussions showed that although hydrogen/hydride induced degradation of zirconium alloys may be of concern, the potential for occurrence and the extent of anticipated degradation vary throughout the nuclear industry because of the variations in hydrogen content, hydride morphology, alloy chemistry and irradiation conditions. The tools and techniques used to characterize hydrides and hydride morphologies and their impacts on material performance also vary. Such variations make site-to-site comparisons of test results and observations difficult. There is no consensus that a single material or system characteristic (e.g., reactor type, burnup, hydrogen content, end-of life stress, alloy type, drying temperature, etc.) is an effective predictor of material response during long term storage or of performance after long term storage. Multi-variable correlations made for one alloy may not represent the behavior of another alloy exposed to identical conditions and the material responses to thermo-mechanical exposures will be different depending on the materials and systems used. The discussions at the workshop showed several gaps in the standardization of processes and techniques necessary to assess the long term performance of irradiated zirconium alloy cladding during dry storage and transport. The development of, and adherence to, standards to help bridge these gaps will strengthen the technical basis for long term storage and post-storage operations, provide consistency across the nuclear industry, maximize the value of most observations, and enhance the understanding of behavioral differences among alloys. The need for, and potential benefits of, developing the recommended standards are illustrated in the various sections of this report.

    Pohang No. 2 blast furnace will be relined on April 1997. This project will spend 105 days in preparation for the next campaign. Pohang No. 2 blast furnace started all-coke consuming operation from the birth of the 2nd campaign, and started PCI operation 10 years later in 1993 in pursuit of energy-saving and cut-down manufacturing cost. However, in 1994, the furnace condition got worse than ever before due to unbalanced gas flow in the blast furnace. The main reason was that worn-out refractories disturbed the gas flow in the upper shaft wall area. There was no choice but to repair the worn-out refractories by castable gunning with pre-inserted supporting bars (POSCO-originated). The paper describes the process.

    The phase diagram of the CaO1/2 Nd{sub 2}O{sub 3}CoO{sub z} system at 885 C in air has been determined. The system consists of two calcium cobaltate compounds that have promising thermoelectric properties, namely, the 2D thermoelectric oxide solid solution, (Ca{sub 3?x}Nd{sub x})Co{sub 4}O{sub 9?z} (0?x?0.5), which has a misfit layered structure, and Ca{sub 3}Co{sub 2}O{sub 6} which consists of 1D chains of alternating CoO{sub 6} trigonal prisms and CoO{sub 6} octahedra. Ca{sub 3}Co{sub 2}O{sub 6} was found to be a point compound without the substitution of Nd on the Ca site. The reported Nd{sub 2}CoO{sub 4} phase was not observed at 885 C. A ternary (Ca{sub 1?x}Nd{sub 1+x})CoO{sub 4?z} (x=0) phase, or (CaNdCo)O{sub 4?z}, was found to be stable at this temperature. A solid solution region of distorted perovskite (Nd{sub 1?x}Ca{sub x})CoO{sub 3?z} (0?x?0.25, space group Pnma) was established. In the peripheral binary systems, while a solid solution region was identified for (Nd{sub 1?x}Ca{sub x}){sub 2}O{sub 3?z} (0?x?0.2), Nd was not found to substitute in the Ca site of CaO.     The GEWEX Continental International Project (GCIP), which started in 1995 and completed in 2001, held its grand finale conference in New Orleans, LA in May 2002.     The aims of this Metabolic Engineering conference are to provide a forum for academic and industrial researchers in the field; to bring together the different scientific disciplines that contribute to the design, analysis and optimization of metabolic pathways; and to explore the role of Metabolic Engineering in the areas of health and sustainability. Presentations, both written and oral, panel discussions, and workshops will focus on both applications and techniques used for pathway engineering. Various applications including bioenergy, industrial chemicals and materials, drug targets, health, agriculture, and nutrition will be discussed. Workshops focused on technology development for mathematical and experimental techniques important for metabolic engineering applications will be held for more in depth discussion. This 2008 meeting will celebrate our conference tradition of high quality and relevance to both industrial and academic participants, with topics ranging from the frontiers of fundamental science to the practical aspects of metabolic engineering.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    Welcome to the 33rd Actinide Separations Conference hosted this year by the Lawrence Livermore National Laboratory. This annual conference is centered on the idea of networking and communication with scientists from throughout the United States, Britain, France and Japan who have expertise in nuclear material processing. This conference forum provides an excellent opportunity for bringing together experts in the fields of chemistry, nuclear and chemical engineering, and actinide processing to present and discuss experiences, research results, testing and application of actinide separation processes. The exchange of information that will take place between you, and other subject matter experts from around the nation and across the international boundaries, is a critical tool to assist in solving both national and international problems associated with the processing of nuclear materials used for both defense and energy purposes, as well as for the safe disposition of excess nuclear material. Granlibakken is a dedicated conference facility and training campus that is set up to provide the venue that supports communication between scientists and engineers attending the 33rd Actinide Separations Conference. We believe that you will find that Granlibakken and the Lake Tahoe views provide an atmosphere that is stimulating for fruitful discussions between participants from both government and private industry. We thank the Lawrence Livermore National Laboratory and the United States Department of Energy for their support of this conference.     This report satisfies the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) commitment to prepare a quarterly summary report of radioactive waste shipments to the Nevada National Security Site (NNSS) Radioactive Waste Management Complex (RWMC) at Area 5. There were no shipments sent for offsite treatment and returned to the NNSS this quarter. This report summarizes the second quarter of fiscal year (FY) 2014 low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW) shipments. This report also includes annual summaries for FY 2014 in Tables 4 and 5. Tabular summaries are provided which include the following: Sources of and carriers for LLW and MLLW shipments to and from the NNSS; Number and external volume of LLW and MLLW shipments; Highway routes used by carriers; and Incident/accident data applicable to LLW and MLLW shipments. In this report shipments are accounted for upon arrival at the NNSS, while disposal volumes are accounted for upon waste burial. The disposal volumes presented in this report do not include minor volumes of non-radioactive materials that were approved for disposal. Volume reports showing cubic feet (ft3) generated using the Low-Level Waste Information System may vary slightly due to differing rounding conventions.

    The Western Photosynthesis Conference is a regional conference that is held on an annual basis to bring together researchers primarily from the Western United States to share their newest research advances on photosynthetic processes. The 23rd conference was focused on both fundamental and more applied research on the biological conversion of solar energy to various energy storage forms. Several particular areas of solar energy conversion were emphasized in this conference (see below). Some of these topics, such as carbon limitations on photosynthesis, biomimicry and phenotyping, have traditionally not been incorporated extensively in the Western Photosynthesis Conference. We found that these topics have substantially broadened of the scope of this meeting.

On March 2, 1997, the DOE Class Workshop kicked off with tutorials by Dr. Steve Begg (BP Exploration) and Dr. Ganesh Thakur (Chevron).     The Gaseous Ions: Structures, Energetics and Reactions Gordon Research Conference will focus on ions and their interactions with molecules, surfaces, electrons, and light. The conference will cover theory and experiments, and systems ranging from molecular to biological to clusters to materials. The meeting goal continues to be bringing together scientists interested in fundamentals, with those applying fundamental phenomena to a wide range of practical problems. Each of the ten conference sessions will focus on a topic within this spectrum, and there will also be poster sessions for contributed papers, with sufficient space and time to allow all participants to present their latest results. To encourage active participation by young investigators, about ten of the poster abstracts will be selected for 15 minute 'hot topic' talks during the conference sessions. Hot topic selection will be done about a month before the meeting. Funds should be available to offset the participation cost for young investigators.
