Interim reclamation report: Basalt Waste Isolation Project exploration shaft site

In 1968, a program was started to assess the feasibility of storing Hanford Site defense waste in deep caverns constructed in basalt. This program was expanded in 1976 to include investigations of the Hanford Site as a potential location for a mined commercial nuclear waste repository. Extensive studies of the geotechnical aspects of the site were undertaken, including preparations for drilling a large diameter Exploratory Shaft. This report describes the development of the reclamation program for the Exploratory Shaft Facility, its implementation, and preliminary estimates of its success. The goal of the reclamation program is to return sites disturbed by the repository program as nearly as practicable to their original conditions using native plant species. 43 refs., 19 figs., 9 tabs.

Waste Isolation Pilot Plant (WIPP) site gravity survey and interpretation

A portion of the WIPP site has been extensively surveyed with high-precision gravity. The main survey (in T22S, R31E) covered a rectangular area 2 by 4-1/3 mi encompassing all of WIPP site Zone II and part of the disturbed zone to the north of the site. Stations were at 293-ft intervals along 13 north-south lines 880 ft apart. The data are considered accurate to within a few hundredths of a milligal. Long-wavelength gravity anomalies correlate well with seismic time structures on horizons below the Castile Formation. Both the gravity anomalies and the seismic time structures are interpreted as resulting from related density and velocity variations within the Ochoan Series. Shorter wavelength negative gravity anomalies are interpreted as resulting from bulk density alteration in the vicinity of karst conduits. The WIPP gravity survey was unable to resolve low-amplitude, long-wavelength anomalies that should result from the geologic structures within the disturbed zone. It did indicate the degree and character of karst development within the surveyed area.

Waste Isolation Pilot Plant 2005 Site Environmental Report

The purpose of this report is to provide information needed by the DOE to assess WIPP's environmental performance and to make WIPP environmental information available to stakeholders and members of the public. This report has been prepared in accordance with DOE Order 231.1A and DOE guidance. This report documents WIPP's environmental monitoring programs and their results for 2004. The WIPP Project is authorized by the DOE National Security and Military Applications of Nuclear Energy Authorization Act of 1980 (Pub. L. 96-164). After more than 20 years of scientific study and public input, WIPP received its first shipment of waste on March 26, 1999. Located in southeastern New Mexico, WIPP is the nation's first underground repository permitted to safely and permanently dispose of TRU radioactive and mixed waste (as defined in the WIPP LWA) generated through defense activities and programs. TRU waste is defined, in the WIPP LWA, as radioactive waste containing more than 100 nanocuries (3,700 becquerels [Bq]) of alpha-emitting TRU isotopes per gram of waste, with half-lives greater than 20 years except for high-level waste, waste that has been determined not to require the degree of isolation required by the disposal regulations, and waste the U.S. Nuclear Regulatory Commission (NRC) has approved for disposal. Most TRU waste is contaminated industrial trash, such as rags and old tools; sludges from solidified liquids; glass; metal; and other materials from dismantled buildings. TRU waste is eligible for disposal at WIPP if it has been generated in whole or in part by one or more of the activities listed in the Nuclear Waste Policy Act of 1982 (42 United States Code [U.S.C.] §10101, et seq.), including naval reactors development, weapons activities, verification and control technology, defense nuclear materials production, defense nuclear waste and materials by-products management,defense nuclear materials security and safeguards and security investigations, and defense research and development. The waste must also meet the WIPP Waste Acceptance Criteria. When TRU waste arrives at WIPP, it is transported into the Waste Handling Building. The waste containers are removed from the shipping containers, placed on the waste hoist, and lowered to the repository level of 655 m (2,150 ft; approximately 0.5 mi) below the surface. Next, the containers of waste are removed from the hoist and placed in excavated disposal rooms in the Salado Formation, a thick sequence of evaporite beds deposited approximately 250 million years ago (Figure 1.1). After each panel of seven rooms has been filled with waste, specially designed closures are emplaced. When all of WIPP's panels have been filled, at the conclusion of WIPP operations, seals will be placed in the shafts. One of the main attributes of salt, as a rock formation in which to isolate radioactive waste, is the ability of the salt to creep, that is, to deform continuously over time. Excavations into which the waste-filled drums are placed will close eventually, flowing around the drums and sealing them within the formation.

Hydraulic testing of Salado Formation evaporites at the Waste Isolation Pilot Plant site: Second interpretive report

Pressure-pulse, constant-pressure flow, and pressure-buildup tests have been performed in bedded evaporites of the Salado Formation at the Waste Isolation Pilot Plant (WIPP) site to evaluate the hydraulic properties controlling brine flow through the Salado. Transmissivities have been interpreted from six sequences of tests conducted on five stratigraphic intervals within 15 m of the WIPP underground excavations.

The Impact of Wind Power Projects on Residential Property Values in the United States: A Multi-Site Hedonic Analysis

With wind energy expanding rapidly in the U.S. and abroad, and with an increasing number of communities considering wind power development nearby, there is an urgent need to empirically investigate common community concerns about wind project development. The concern that property values will be adversely affected by wind energy facilities is commonly put forth by stakeholders. Although this concern is not unreasonable, given property value impacts that have been found near high voltage transmission lines and other electric generation facilities, the impacts of wind energy facilities on residential property values had not previously been investigated thoroughly. The present research collected data on almost 7,500 sales of singlefamily homes situated within 10 miles of 24 existing wind facilities in nine different U.S. states. The conclusions of the study are drawn from eight different hedonic pricing models, as well as both repeat sales and sales volume models. The various analyses are strongly consistent in that none of the models uncovers conclusive evidence of the existence of any widespread property value impacts that might be present in communities surrounding wind energy facilities. Specifically, neither the view of the wind facilities nor the distance of the home to those facilities is found to have any consistent, measurable, and statistically significant effect on home sales prices. Although the analysis cannot dismiss the possibility that individual homes or small numbers of homes have been or could be negatively impacted, it finds that if these impacts do exist, they are either too small and/or too infrequent to result in any widespread, statistically observable impact.

This is the 1989 Site Environmental Report (SER) for the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. The WIPP is a government owned and contractor-operated facility. The WIPP project is operated by Westinghouse Electric Corporation for the US Department of Energy (DOE). The mission of the WIPP is to provide a research and development facility to demonstrate the safe disposal of transuranic (TRU) waste generated by the defense activities of the US Government. This report provides a comprehensive description of environmental activities at the WIPP during calendar year 1989. The WIPP facility will not receive waste until all concerns affecting opening the WIPP are addressed to the satisfaction of the Secretary of Energy. The purpose of the ASER is to summarize environmental data in order to characterize site environmental management performance, to confirm compliance with environmental standards and requirements, and to highlight significant programs and efforts. This ASER not only documents the required data, it also documents new and continued monitoring and compliance activities during the 1994 calendar year. Data contained in this report are derived from those monitoring programs directed by the Waste Isolation Pilot Plant (WIPP) Environmental Monitoring Plan (EMP) (DOE/WIPP 94-024). This report provided a logical structure for evaluating the outstanding questions (issues) related to selection and licensing of a site as a high-level waste repository. Surface water and groundwater, soil, and biotics are measured for background radiation. Nonradiological environmental monitoring activities include meteorological, air quality, soil properties, and the status of the local biological community. Ecological studies focus on the immediate area surrounding the site with emphasis on the salt storage pile, whereas baseline radiological surveillance covers a broader geographic area including nearby ranches, villages, and cities. Since the WIPP is still in a preoperational state, no waste has been received; therefore, certain elements required by Order DOE 5400.1 are not presented in this report. 15 figs. 19 tabs.

As a methodology demonstration for the Office of Nuclear Waste Isolation (ONWI), the Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) Program conducted an initial reference site analysis of the long-term effectiveness of a salt dome repository. The Hainesville Salt Dome in Texas was chosen to be representative of the Gulf Coast interior salt domes; however, the Hainesville Site has been eliminated as a possible nuclear waste repository site. The data used for this exercise are not adequate for an actual assessment, nor have all the parametric analyses been made that would adequately characterize the response of the geosystem surrounding the repository. Additionally, because this was the first exercise of the complete AEGIS and WASTE Rock Interaction Technology (WRIT) methodology, this report provides the initial opportunity for the methodology, specifically applied to a site, to be reviewed by the community outside the AEGIS. The scenario evaluation, as a part of the methodology demonstration, involved consideration of a large variety of potentially disruptive phenomena, which alone or in concert could lead to a breach in a salt dome repository and to a subsequent transport of the radionuclides to the environment. Without waste- and repository-induced effects, no plausible natural geologic events or processes which would compromise the repository integrity could be envisioned over the one-million-year time frame after closure. Near-field (waste- and repository-induced) effects were excluded from consideration in this analysis, but they can be added in future analyses when that methodology development is more complete. The potential for consequential human intrusion into salt domes within a million-year time frame led to the consideration of a solution mining intrusion scenario. The AEGIS staff developed a specific human intrusion scenario at 100 years and 1000 years post-closure, which is one of a whole suite of possible scenarios. This scenario resulted in the delivery of radionuclidecontaminated brine to the surface, where a portion was diverted to culinary salt for direct ingestion by the existing population. Consequence analyses indicated calculated human doses that would be highly deleterious. Additional analyses indicated that doses well above background would occur from such a scenario t even if it occurred a million years into the future. The way to preclude such an intrusion is for continued control over the repository sitet either through direct institutional control or through the effective passive transfer of information. A secondary aspect of the specific human intrusion scenario involved a breach through the side of the salt dome t through which radionuclides migrated via the ground-water system to the accessible environment. This provided a demonstration of the geotransport methodology that AEGIS can use in actual site evaluations, as well as the WRIT program's capabilities with respect to defining the source term and retardation rates of the radionuclides in the repository. This reference site analysis was initially published as a Working Document in December 1979. That version was distributed for a formal peer review by individuals and organizations not involved in its development. The WIPP project is operated by the US Department of Energy (DOE) for the purpose of providing a research and development facility to demonstrate the safe disposal of radioactive wastes generated by the defense activities of the U.S. Government. Hanford Site Permanent Isolation Surface Barrier Development Program: Fiscal year 1992 and 1993 highlights

The Hanford Site Permanent Isolation Surface Barrier Development Program was jointly developed by the Pacific Northwest Laboratory and Westinghouse Hanford Company to design and test an earthen cover system that can be used to inhibit water infiltration; plant, animal, and human intrusion; and wind and water erosion. Kaiser Engineers Hanford Company provided engineering design support for the program. Work on barrier design has been under way at Hanford for nearly 10 years. The comprehensive development of a long-term barrier, formerly the Hanford Site Protective Barrier Development Program, was initiated in FY 1986, and a general field-tested design is expected to be completed by FY 1998. Highlights of efforts in FY 1992 and FY 1993 included the resumption of field testing, the completion of the prototype barrier design, and the convening of an external peer review panel, which met twice with the barrier development team. The review panel provided helpful guidance on current and future barrier development activities, while commending the program for its significant technical contributions to innovative barrier technology development.

Interpretations of Tracer Tests Performed in the Culebra Dolomite at the Waste Isolation Pilot Plant Site

This report provides (1) an overview of all tracer testing conducted in the Culebra Dolomite Member of the Rustler Formation at the Waste Isolation Pilot Plant (WPP) site, (2) a detailed description of the important information about the 1995-96 tracer tests and the current interpretations of the data, and (3) a summary of the knowledge gained to date through tracer testing in the Culebra. Tracer tests have been used to identify transport processes occurring within the Culebra and quantify relevant parameters for use in performance assessment of the WIPP. The data, especially those from the tests performed in 1995-96, provide valuable insight into transport processes within the Culebra. Interpretations of the tracer tests in combination with geologic information, hydraulic-test information, and laboratory studies have resulted in a greatly improved conceptual model of transport processes within the Culebra. At locations where the transmissivity of the Culebra is low (< 4 x 10{sup -6} m{sup 2}/s), we conceptualize the Culebra as a single-porosity medium in which advection occurs largely through the primary porosity of the dolomite matrix. At locations where the transmissivity of the Culebra is high (> 4 x 10{sup -6} m{sup 2}/s), we conceptualize the Culebra as a heterogeneous, layered, fractured medium in which advection occurs largely through fractures and solutes diffuse between fractures and matrix at multiple rates. The variations in diffusion rate can be attributed to both variations in fracture spacing (or the spacing of advective pathways) and matrix heterogeneity. Flow and transport appear to be concentrated in the lower Culebra. At all locations, diffusion is the dominant transport process in the portions of the matrix that tracer does not access by flow.

Fifteen technical questions regarding the qualification of the site were identified to be addressed during the detailed site characterization phase of the US Department of Energy-National Waste Terminal Storage Program site selection process. Resolution of these questions will be provided in the final site characterization progress report, currently planned to be issued in 1987, and in the safety analysis report to be submitted with the License Application. The additional information needed to resolve these questions and the plans for obtaining the information have been identified. This Site Characterization Report documents the results of the site screening process, the preliminary site characterization data, the technical issues that need to be addressed, and the plans for resolving these issues. The Basalt Waste Isolation Project (BWIP) was undertaken to environmentally characterize a portion of the US Department of Energy's Hanford Site in Washington State as a potential host for the nation's first mined commercial nuclear waste repository. Studies were terminated by Congress in 1987. Between 1976 and 1987, 72 areas located across the Hanford Site were disturbed by the BWIP. These areas include borehole pads, a large Exploratory Shaft Facility, and the Near Surface Test Facility. Most boreholes were cleared of vegetation, leveled, and stabilized with a thick layer of compacted pit-run gravel and sand. The Near Surface Test Facility consists of three mined adits, a rock-spoils bench, and numerous support facilities. Restoration began in 1988 with the objective of returning sites to pre-existing conditions using native species. The Hanford Site retains some of the last remnants of the shrub-steppe ecosystem in Washington. The primary constraints to restoring native vegetation at Hanford are low precipitation and the presence of cheatgrass, an extremely capable alien competitor. 5 figs.

The goals of the Barrier Development Program are to provide defensible evidence that final barrier design(s) will adequately control water infiltration, plant and animal intrusion, and wind and water erosion for a minimum of 1,000 years; to isolate wastes from the accessible environment; and to use markers to warn inadvertent human intruders. Evidence for barrier performance will be obtained by conducting laboratory experiments, field tests, computer modeling, and other studies that establish confidence in the barrier`s ability to meet its 1,000-year design life. The performance and stability of natural barrier analogs that have existed for several millennia and the reconstruction of climate changes during the past 10,000 to 125,000 years also will provide insight into bounding conditions of possible future changes and increase confidence in the barriers design. In the following discussion the term {open_quotes}long-term{close_quotes} references periods of time up to 1000`s of years, distinguishing it from {open_quotes}short-term{close_quotes} weather patterns covering a decade or less. Specific activities focus on planning and conducting a series of studies and tests required to confirm key aspects of the barrier design. The effort is a collaborative one between scientists and engineers from Westinghouse Hanford Company (Westinghouse Hanford) and Pacific Northwest Laboratory (PNL) to design barriers to limit movement of radionuclides and other contaminants to the accessible environment for at least 1,000 years. These activities have been divided into 14 groups of tasks that aid in the complete development of protective barrier and warning marker system.

G048.66-0.29: PHYSICAL STATE OF AN ISOLATED SITE OF MASSIVE STAR FORMATION

We present continuum observations of the infrared dark cloud (IRDC) G48.66-0.22 (G48) obtained with Herschel, Spitzer, and APEX, in addition to several molecular line observations. The Herschel maps are used to derive temperature and column density maps of G48 using a model based on a modified blackbody. We find that G48 has a relatively simple structure and is relatively isolated; thus, this IRDC provides an excellent target to study the collapse and fragmentation of a filamentary structure in the absence of complicating factors such as strong external feedback. The derived temperature structure of G48 is clearly non-isothermal from cloud to core scale. The column density peaks are spatially coincident with the lowest temperatures ({approx}17.5 K) in G48. A total cloud mass of {approx}390 M{sub Sun} is derived from the column density maps. By comparing the luminosity-to-mass ratio of 13 point sources detected in the Herschel/PACS bands to evolutionary models, we find that two cores are likely to evolve into high-mass stars (M{sub *} {>=} 8 M{sub Sun }). The derived mean projected separation of point sources is smaller than in other IRDCs but in good agreement with theoretical predications for cylindrical collapse. We detect several molecular species such as CO, HCO{sup +}, HCN, HNC, and N{sub 2}H{sup +}. CO is depleted by a factor of {approx}3.5 compared to the expected interstellar abundance, from which we conclude that CO freezes out in the central region. Furthermore, the molecular clumps, associated with the submillimeter peaks in G48, appear to be gravitationally unbound or just pressure confined. The analysis of critical line masses in G48 shows that the entire filament is collapsing, overcoming any internal support.

Interpretation of brine-permeability tests of the Salado Formation at the Waste Isolation Pilot Plant site: First interim report

Pressure-pulse tests have been performed in bedded evaporites of the Salado Formation at the Waste Isolation Pilot Plant (WIPP) site to evaluate the hydraulic properties controlling brine flow through the Salado. Hydraulic conductivities ranging from about 10{sup {minus}14} to 10{sup {minus}11} m/s (permeabilities of about 10{sup {minus}21} to 10{sup {minus}18} m{sup 2}) have been interpreted from nine tests conducted on five stratigraphic intervals within eleven meters of the WIPP underground excavations. Tests of a pure halite layer showed no measurable permeability. Pore pressures in the stratigraphic intervals range from about 0.5 to 9.3 MPa. An anhydrite interbed (Marker Bed 139) appears to be one or more orders of magnitude more permeable than the surrounding halite. Hydraulic conductivities appear to increase, and pore pressures decrease, with increasing proximity to the excavations. These effects are particularly evident within two to three meters of the excavations. Two tests indicated the presence of apparent zero-flow boundaries about two to three meters from the boreholes. The other tests revealed no apparent boundaries within the radii of influence of the tests, which were calculated to range from about four to thirty-five meters from the test holes. The data are insufficient to determine if brine flow through evaporites results from Darcy-like flow driven by pressure gradients within naturally interconnected porosity or from shear deformation around excavations connecting previously isolated pores, thereby providing pathways for fluids at or near lithostatic pressure to be driven towards the low-pressure excavations. Future testing will be performed at greater distances from the excavations to evaluate hydraulic properties and processes beyond the range of excavation effects.

Analysis on the use of engineered barriers for geologic isolation of spent fuel in a reference salt site repository

A perspective on the potential durability and effectiveness requirements for the waste form, container and other engineered barriers for geologic disposal of spent nuclear fuel has been developed. This perspective is based on calculated potential doses to individuals who may be exposed to radioactivity released from a repository via a groundwater transport pathway. These potential dose commitments were calculated with an integrated geosphere transport and bioshpere transport model. A sensitivity analysis was accomplished by varying four important system parameters, namely the waste radionuclide release rate from the repository, the delay prior to groundwater contact with the waste (leach initiation), aquifer flow velocity and flow path length. The nuclide retarding capacity of the geologic media, a major determinant of the isolation effectiveness, was not varied as a parameter but was held constant for a particular reference site. This analysis is limited to looking only at engineered barriers whose net effect is either to delay groundwater contact with the waste form or to limit the rate of release of radionuclides into the groundwater once contact has occurred. The analysis considers only leach incident scenarios, including a water well intrusion into the groundwater near a repository, but does not consider other human intrusion events or catastrophic events. Analysis of solutes in groundwaters from the Rustler Formation at and near the Waste Isolation Pilot Plant site

Between 1976 and 1986, groundwater samples from more than 60 locations in the vicinity of the Waste Isolation Pilot Plant site were collected and analyzed for a variety of major, minor, and trace solutes. Most of the samples were from the Rustler Formation (the Culebra Dolomite, the Magenta Dolomite, or the zone at the contact between the Rustler and underlying Salado Formations) or the Dewey Lake Red Beds. The analytical data from the laboratories are presented here with accompanying discussions of sample collection methods, supporting field measurements, and laboratory analytical methods. A comparison of four data sets and a preliminary evaluation of the data for the major solutes (Cl{sup {minus}}, SO{sub 4}{sup {minus}2}, Na, K, Ca, and Mg) shows that the data for samples analyzed by UNC/Bendix for SNL seem to be the most reliable, but that at some locations, samples representative of the native, unperturbed groundwater have not been collected. At other locations, the water chemistry has apparently changed between sampling episodes.

Data on residential loads has been collected from four residences in real time. The data, measured at 5-second intervals for 53 days of continuous operation, were statistically characterized. An algorithm was developed and incorporated into the modeling code SOLCEL. The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

This hydrogeologic modeling study has been performed as part of the regional hydrologic characterization of the Waste Isolation Pilot Plant (WIPP) Site in southeastern New Mexico. The study resulted in an estimation of the transmissivity distrubution, hydraulic potentials, flow field, and fluid densities in the Culebra Dolomite Member of the Permian Rustler Formation at the WIPP site. The three-dimensional finite-difference code SWIFT-II was employed for the numerical modeling, using variable-fluid-density and a single-porosity formulation. The work performed consisted of modeling the hydrogeology of the Culebra using two approaches: (1) steady-state modeling to develop the best estimate of the undisturbed head distribution, i.e., of the situation before sinking if the WIPP shafts, which began in 1981; and (2) superimposed transient modeling of local hydrologic responses to excavation of the three WIPP shafts at the center of the WIPP site, as well as to various well tests. Boundary conditions (prescribed constant fluid pressures and densities) were estimated using hydraulic-head and fluid-density data obtained from about 40 wells at and near the WIPP site. Projecting the range of potential future climate change as an aid in the assessment of the effectiveness of the Hanford Site Permanent Isolation Barrier

The Hanford Site Permanent Isolation Barrier Development Program was organized to develop an in-place disposal capability for low-level nuclear waste for the US Department of Energy at the Hanford Site in south-eastern Washington. Layered earthen and engineered barriers are being developed by Westinghouse Hanford Company and the Pacific Northwest Laboratory that will function in what is presently a semiarid environment (annual precipitation 150 mm) for at least 1,000 yr by limiting the infiltration of water through the waste. The Long-Term Climate Change Task is one of several key barrier tasks. Based on the recommendation of a panel of internationally recognized climate and modeling experts, climatic data for this task is being acquired in a step-wise and multi-disciplinary manner. The specific research strategy includes literature review and specialized studies to obtain pollen-derived climatic reconstruction, documented historic weather patterns, and Global Circulation Model output of potential future climate changes related to both the greenhouse effect and the cycling into the next ice age. The specific goals of the task are to: (1) obtain defensible probabilistic projections of the long-term climate variability in the Hanford Site region at many different time scales into the future, (2) develop several test case climate scenarios that bracket the range of potential future climate, and (3) use the climate scenarios both to test and to model protective barrier performance.

Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

The groundwater flow pathway in the Culebra Dolomite aquifer at the Waste Isolation Pilot Plant (WIPP) has been identified as a potentially important pathway for radionuclide migration to the accessible environment. Consequently, uncertainties in the models used to describe flow and transport in the Culebra need to be addressed. A ``Geostatistics Test Problem`` is being developed to evaluate a number of inverse techniques that may be used for flow calculations in the WIPP performance assessment (PA). The Test Problem is actually a series of test cases, each being developed as a highly complex synthetic data set; the intent is for the ensemble of these data sets to span the range of possible conceptual models of groundwater flow at the WIPP site. The Test Problem analysis approach is to use a comparison of the probabilistic groundwater travel time (GWTT) estimates produced by each technique as the basis for the evaluation. Participants are given observations of head and transmissivity (possibly including measurement error) or other information such as drawdowns from pumping wells, and are asked to develop stochastic models of groundwater flow for the synthetic system. Cumulative distribution functions (CDFs) of groundwater flow (computed via particle tracking) are constructed using the head and transmissivity data generated through the application of each technique; one semi-analytical method generates the CDFs of groundwater flow directly. This paper describes the results from Test Case No. 1.

Grout Isolation and Stabilization of Structures and Materials within Nuclear Facilities at the U.S. Department of Energy, Hanford Site, Summary - 12309

Per regulatory agreement and facility closure design, U.S. Department of Energy Hanford Site nuclear fuel cycle structures and materials require in situ isolation in perpetuity and/or interim physicochemical stabilization as a part of final disposal or interim waste removal, respectively. To this end, grout materials are being used to encase facilities structures or are being incorporated within structures containing hazardous and radioactive contaminants. Facilities where grout materials have been recently used for isolation and stabilization include: (1) spent fuel separations, (2) uranium trioxide calcining, (3) reactor fuel storage basin, (4) reactor fuel cooling basin transport rail tanker cars and casks, (5) cold vacuum drying and reactor fuel load-out, and (6) plutonium fuel metal finishing. Grout components primarily include: (1) portland cement, (2) fly ash, (3) aggregate, and (4) chemical admixtures. Mix designs for these typically include aggregate and non aggregate slurries and bulk powders. Placement equipment includes: (1) concrete piston line pump or boom pump truck for grout slurry, (2) progressive cavity and shearing vortex pump systems, and (3) extendable boom fork lift for bulk powder dry grout mix. Grout slurries placed within the interior of facilities were typically conveyed utilizing large diameter slick line and the equivalent diameter flexible high pressure concrete conveyance hose. Other facilities requirements dictated use of much smaller diameter flexible grout conveyance hose. Placement required direct operator location within facilities structures in most cases, whereas due to radiological dose concerns, placement has also been completed remotely with significant standoff distances. Grout performance during placement and subsequent to placement often required unique design. For example, grout placed in fuel basin structures to serve as interim stabilization materials required sufficient bearing i.e., unconfined compressive strength, to sustain heavy equipment yet, low breakout force to permit efficient removal by track hoe bucket or equivalent construction equipment. Further, flow of slurries through small orifice geometries of moderate head pressures was another typical design requirement. Phase separation of less than 1 percent was a typical design requirement for slurries. On the order of 30,000 cubic meters of cementitious grout have recently been placed in the above noted U.S. Department of Energy Hanford Site facilities or structures. Each has presented a unique challenge in mix design, equipment, grout injection or placement, and ultimate facility or structure performance. Unconfined compressive and shear strength, flow, density, mass attenuation coefficient, phase separation, air content, wash-out, parameters and others, unique to each facility or structure, dictate the grout mix design for each. Each mix design was tested under laboratory and scaled field conditions as a precursor to field deployment. Further, after injection or placement of each grout formulation, the material was field inspected either by standard laboratory testing protocols, direct physical evaluation, or both. (authors)

Residential ventilation standards scoping study

The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

DAYLIGHTING METRICS FOR RESIDENTIAL BUILDINGS

It is now widely accepted that the standard method for daylighting evaluation- the daylight factor- is due for replacement with metrics founded on absolute values for luminous quantities predicted over the course of a full year using sun and sky conditions derived from standardised climate files. The move to more realistic measures of daylighting introduces significant levels of additional complexity in both the simulation of the luminous quantities and the reduction of the simulation data to readily intelligible metrics. The simulation component, at least for buildings with standard glazing materials, is reasonably well understood. There is no consensus however on the composition of the metrics, and their formulation is an ongoing area of active research. Additionally, non-domestic and residential buildings present very different evaluation scenarios and it is not yet clear if a single metric would be applicable to both. This study uses a domestic dwelling as the setting to investigate and explore the applicability of daylighting metrics for residential buildings. In addition to daylighting provision for task and disclosing the potential for reducing electric lighting usage, we also investigate the formulation of metrics for non-visual effects such as entrainment of the circadian system.

Residential solar home resale analysis

One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

The 1986 residential occupant survey

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

Case Study of Urban Residential Remediation and Restoration in Port Hope, Canada - 13250

The Canadian Municipality of Port Hope, Ontario, is located some 100 km east of Toronto and has been the location of radium and/or uranium refining since the 1930's. Historically, these activities involved materials containing radium-226, uranium, arsenic and other contaminants generated by the refining process. In years past, properties and sites in Port Hope became contaminated from spillage during transportation, unrecorded, un-monitored or unauthorized diversion of contaminated fill and materials, wind and water erosion and spread from residue storage areas. Residential properties in Port Hope impacted by radioactive materials are being addressed by the Canadian federal government under programs administered by the Low-Level Radioactive Waste Management Office (LLRWMO) and the Port Hope Area Initiative Management Office (PHAIMO). Issues that currently arise at these properties are addressed by the LLRWMO's Interim Waste Management Program (IWM). In the future, these sites will be included in the PHAIMO's Small Scale Sites (SSS) remedial program. The LLRWMO has recently completed a remediation and restoration program at a residential property in Port Hope that has provided learnings that will be applicable to the PHAIMO's upcoming SSS remedial effort. The work scope at this property involved remediating contaminated refinery materials that had been re-used in the original construction of the residence. Following removal of the contaminated materials, the property was restored for continued residential use. This kind of property represents a relatively small, but potentially challenging subset of the portfolio of sites that will eventually be addressed by the SSS program. (authors)

This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energy’s Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. A full-length genomic clone for human tyrosine hydroxylase (L-tyrosine, tetrahydropteridine:oxygen oxidoreductase, EC 1.14.16.2) has been isolated. A human brain genomic library constructed in EMBL3 was screened by using a rat cDNA for tyrosine hydroxylase as a probe. Out of one million recombinant phage, one clone was identified that hybridized to both 5' and 3' rat cDNA probes. Restriction endonuclease mapping, Southern blotting, and sequence analysis revealed that, like its rodent counterpart, the human gene is single copy, contains 13 primary exons, and spans approximately 8 kilobases (kb). In contrast to the rat gene, human tyrosine hydroxylase undergoes alternative RNA processing within intron 1, generating at least three distinct mRNAs. A comparison of the human tyrosine hydroxylase and phenylalanine hydroxylase genes indicates that although both probably evolved from a common ancestral gene, major changes in the size of introns have occurred since their divergence.

This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

Development of a Residential Integrated Ventilation Controller

The goal of this study was to develop a Residential Integrated Ventilation Controller (RIVEC) to reduce the energy impact of required mechanical ventilation by 20percent, maintain or improve indoor air quality and provide demand response benefits. This represents potential energy savings of about 140 GWh of electricity and 83 million therms of natural gas as well as proportional peak savings in California. The RIVEC controller is intended to meet the 2008 Title 24 requirements for residential ventilation as well as taking into account the issues of outdoor conditions, other ventilation devices (including economizers), peak demand concerns and occupant preferences. The controller is designed to manage all the residential ventilation systems that are currently available. A key innovation in this controller is the ability to implement the concept of efficacy and intermittent ventilation which allows time shifting of ventilation. Using this approach ventilation can be shifted away from times of high cost or high outdoor pollution towards times when it is cheaper and more effective. Simulations, based on the ones used to develop the new residential ventilation requirements for the California Buildings Energy code, were used to further define the specific criteria and strategies needed for the controller. These simulations provide estimates of the energy, peak power and contaminant improvement possible for different California climates for the various ventilation systems. Results from a field test of the prototype controller corroborate the predicted performance.

An Assessment of the U.S. Residential Lighting Market

This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.
