    The U.S. Department of Energy (DOE) Office of River Protections Waste Treatment Plant (WTP) is being designed and built to pre-treat and then vitrify a large portion of the wastes in Hanfords 177 underground waste storage tanks. The WTP consists of three primary facilitiespretreatment, low-activity waste (LAW) vitrification, and high-level waste (HLW) vitrification. The pretreatment facility will receive waste piped from the Hanford tank farms and separate it into a high-volume, low-activity liquid stream stripped of most solids and radionuclides and a much smaller volume of HLW slurry containing most of the solids and most of the radioactivity. Many of the vessels in the pretreatment facility will contain pulse jet mixers (PJM) that will provide some or all of the mixing in the vessels. Pulse jet mixer technology was selected for use in black cell regions of the WTP, where maintenance cannot be performed once hot testing and operations commence. The PJMs have no moving mechanical parts that require maintenance. The vessels with the most concentrated slurries will also be mixed with air spargers and/or steady jets in addition to the mixing provided by the PJMs. Pulse jet mixers are susceptible to overblows that can generate large hydrodynamic forces, forces that can damage mixing vessels or their internal parts. The probability of an overblow increases if a PJM does not fill completely. The purpose of the testing performed for this report was to determine how reliable and repeatable the primary and safety (or backup) PJM control systems are at detecting drive overblows (DOB) and charge vessel full (CVF) conditions. Testing was performed on the ABB 800xA and Triconex control systems. The controllers operated an array of four PJMs installed in an approximately 13 ft diameter 15 ft tall tank located in the high bay of the Pacific Northwest National Laboratory (PNNL) 336 Building test facility. The PJMs were fitted with 4 inch diameter discharge nozzles representative of the nozzles to be used in the WTP. This work supplemented earlier controller tests done on PJMs with 2 inch nozzles (Bontha et al. 2007). Those earlier tests enabled the selection of appropriate pressure transmitters with associated piping and resulted in an alternate overblow detection algorithm that uses data from pressure transmitters mounted in a water flush line on the PJM airlines. Much of that earlier work was only qualitative, however, due to a data logger equipment failure that occurred during the 2007 testing. The objectives of the current work focused on providing quantitative determinations of the ability of the BNI controllers to detect DOB and CVF conditions. On both control systems, a DOB or CVF is indicated when the values of particular internal functions, called confidence values, cross predetermined thresholds. There are two types of confidence values; one based on a transformation of jet pump pair (JPP) drive and suction pressures, the other based on the pressure in the flush line. In the present testing, we collected confidence levels output from the ABB and Triconex controllers. These data were analyzed in terms of the true and noise confidence peaks generated during multiple cycles of DOB and CVF events. The distributions of peak and noise amplitudes were compared to see if thresholds could be set that would enable the detection of DOB and CVF events at high probabilities, while keeping false detections to low probabilities. Supporting data were also collected on PJM operation, including data on PJM pressures and levels, to provide direct experimental evidence of when PJMs were filling, full, driving, or overblowing.

    This chapter provides a snapshot of the existing PJM system and identifies the environmental constraints that form the parameters for the regional approaches analyzed in this study. The chapter begins with a description of the PJM system and the costs and emissions levels of the pollutants under study associated with the reference case (the PJM system configured to meet only Clean Air Act Amendment Phase I SO{sub 2} requirements and the March 1994 NO{sub x} requirements affecting Phase I units){sup 3}. Next, the pollution-reduction scenario assumed for the purpose of the study, which covers the period 1995--2010, is described. Finally, the impacts of this pollution reduction scenario -- emissions that would need to be avoided on the reference case PJM system -- are identified. Modeling methods are described alongside the study`s results. Other chapters discuss: environmental constraints, alternate plans to achieve environmental goals, and comparison of alternate plans.

    The adoption of low carbon energy technologies such as variable renewable energy and electric vehicles, coupled with the efficacy of energy efficiency to reduce traditional base load has increased the uncertainty inherent in the net load shape. Handling this variability with slower, traditional resources leads to inefficient system dispatch, and in some cases may compromise reliability. Grid operators are looking to future energy technologies, such as automated demand response (DR), to provide capacity-based reliability services as the need for these services increase. While DR resources are expected to have the flexibility characteristics operators are looking for, demonstrations are necessary to build confidence in their capabilities. Additionally, building owners are uncertain of the monetary value and operational burden of providing these services. To address this, the present study demonstrates the ability of demand response resources providing two ancillary services in the PJM territory, synchronous reserve and regulation, using an OpenADR 2.0b signaling architecture. The loads under control include HVAC and lighting at a big box retail store and variable frequency fan loads. The study examines performance characteristics of the resource: the speed of response, communications latencies in the architecture, and accuracy of response. It also examines the frequency and duration of events and the value in the marketplace which can be used to examine if the opportunity is sufficient to entice building owners to participate.

    National standards organizations around the world are developing an environmental management standard to help organizations address significant environmental aspects of their activities. This standard, designated ISO 14000, will provide guidance for environmental management systems: environmental audits: Environmental performance evaluation: Environmental labeling and life-cycle assessment. The environmental management system specification, the lynch-pin of ISO 14000, will be published as an international standard in early 1996. Audit documents will follow shortly thereafter. Although conformance to ISO 14000 will be voluntary, US multinational companies are likely to discover that failure to participate creates trade barriers in Europe. The Environmental Commission created by NAFTA also is considering whether to make adherence to ISO 14000 a condition of trade. This presentation will provide an understanding of the ISO process to create the standard, key elements of ISO 14000, and implications for US companies.     Fear of seller market power in emerging electricity markets has led regulators to sanction use of independent system operators as private market police. A more restrained approach is likely to yield better results without the chilling effects of private regulation. This new industry regulatory paradigm has received little critical attention to date. This is unfortunate because ISO antitrust regulation raises serious legal and policy concerns. The California and New England Power Pool (NEPOOL) plans are quite intrusive. They require the ISO to make difficult distinctions between acceptable and unacceptable market behavior. They create considerable risk that desirable competitive behavior will be chilled and that market participants will incur significant explicit and implicit costs to meet regulatory requirements.

    This patent describes an improved pressure swing adsorption process for the separation of iso-butane from normal butane in an adsorption system having at least three adsorbent beds, each bed of which undergoes, on a cyclic basis and a processing sequence comprising: introducing a feed gas mixture of iso-butane and normal butane at an upper adsorption pressure to the feed end of the bed capable of selectively adsorbing normal butane as the more selectivity adsorbable component of the gas mixture. The iso-butane as the less readily adsorbable component passes through the bed and is discharged from the discharge end. The feed gas introduction is continued as a normal butane adsorption front is formed in the bed and passes through the bed from the feed end and breaks through at the discharge end of the bed, a portion of the iso-butane effluent stream thus discharged being diverted for passage as purge gas to another bed in the system; and countercurrently depressurizing the bed with release of gas from the feed end.

    The ISO 50001 standard is a key mechanism for reducing greenhouse gas emissions and improving energy efficiency globally. An increasing number of companies are seeking certification, creating the need for personnel that are competent to conduct ISO 50001 certification audits. The growth of ISO 50001 is expected to accelerate as more companies integrate ISO 50001 into their corporate sustainability strategies and supplier requirements. Robust implementation of ISO 50001 represents an important tool for countries with climate change mitigation goals. Because of its dual focus on continual improvement of an organization’s energy management system (EnMS) and its energy performance improvement, ISO 50001 requires skills of both implementers and certification auditors that are not well-supported by current credentials and training. This paper describes an effort to address skill gaps of certification auditors, a critical factor to ensure that ISO 50001 implementations are robust and result in continued energy performance improvement. A collaboration of governments through the Energy Management Working Group (EMWG), formerly under Global Superior Energy Performance (GSEP), has formed to build workforce capacity for ISO 50001 certification audits. The EMWG is leading the development of an internationally-relevant certification scheme for ISO 50001 Lead Auditor that meets requirements for ISO/IEC 17024 accreditation and ISO 50003 for defining ISO 50001 Lead Auditor competency. Wider availability of competent ISO 50001 Lead Auditors will ultimately increase the impact and market value of ISO 50001 certification and improve consistency of ISO 50001 certification outcomes by establishing a standardized and high level of knowledge and skills globally.

    ISO 14001 is the international standard for environmental management systems (EMS). The standard applies the `plan, do, check, act` management system model to assure that the environmental impacts of operations are fully considered in planning and facility operations. ISO 14001 has grown in popularity in both the public and the private sector and has seen increasing utility within the U.S. Department of Energy (DOE). While there is no final DOE policy or requirement for ISO 14001 EMS implementation, ISO 14001 commands an active presence at many DOE sites. In general, the impetus for ISO 14001 in the DOE complex has been either an initiative by site management contractors to improve performance, or an actual requirement in the new management contracts for the sites. Several DOE sites now are committed to implement EMS`s in conformance with ISO 14001: Brookhaven National Laboratory (BNL), Hanford, Idaho National Engineering and Environmental Laboratory (INEEL), Kansas City Plant, Nevada Test Site, Savannah River Site (SRS), Waste Isolation Pilot Project (WIPP), West Valley. Several other DOE sites are expected to proceed in the near future with an EMS consistent with ISO 14001. However, not all sites are proceeding with an ISO 14001 EMS based on individual site business considerations. This paper describes the status of EMS implementation at these sites and identifies lessons learned that may be of use to other DOE sites.

    Federal application of ISO 14001 and / or the EPA Code of Environmental Management Principles (CEMP) could substantially improve the mitigation and monitoring aspects of the NEPA process. In addition, application of those management systems could also enhance fulfillment of Section 101 goals of NEPA. An ISO 14001 Environmental Management System would provide for a plan to continually address and improve environmental aspects and impacts. The strong feedback and improvement loops in both CEMP and ISO 14001 would help strengthen this weakness of NEPA by providing a mechanism to foster excellent environmental action, not just more dusty paperwork.

    Under alkaline conditions, cellulose will degrade, with iso-saccharinate being the dominant end-product. One of the formed diastereomers, the {alpha}-D-iso-saccharinate, is a strong complexing agent for tri- and tetravalent actinides and is the dominant conformation at pH > 5, rendering other conformations insignificant at neutral to alkaline conditions. The presence of {alpha}-D-iso-saccharinate increases the amount of metal in solution and also affects the surface interactions. Understanding this complexation is of relevance for long-term repository assessments. This study has investigated the complexation of americium with {alpha}-D-iso-saccharinate using solvent-extraction and radioanalytical techniques at 25 deg. C. The stability constants for the complexation reactions were determined by curve fitting of a distribution-ratio equation to experimental data.

  3. Launching the chaotic realm of iso-fractals: A short remark

    In this brief note, we introduce the new, emerging sub-discipline of iso-fractals by highlighting and discussing the preliminary results of recent works. First, we note the abundance of fractal, chaotic, non-linear, and self-similar structures in nature while emphasizing the importance of studying such systems because fractal geometry is the language of chaos. Second, we outline the iso-fractal generalization of the Mandelbrot set to exemplify the newly generated Mandelbrot iso-sets. Third, we present the cutting-edge notion of dynamic iso-spaces and explain how a mathematical space can be iso-topically lifted with iso-unit functions that (continuously or discretely) change; in the discrete case examples, we mention that iteratively generated sequences like Fibonaccis numbers and (the complex moduli of) Mandelbrots numbers can supply a deterministic chain of iso-units to construct an ordered series of (magnified and/or de-magnified) iso-spaces that are locally iso-morphic. Fourth, we consider the initiation of iso-fractals with Inopins holographic ring (IHR) topology and fractional statistics for 2D and 3D iso-spaces. In total, the reviewed iso-fractal results are a significant improvement over traditional fractals because the application of Santillis iso-mathematics arms us an extra degree of freedom for attacking problems in chaos. Finally, we conclude by proposing some questions and ideas for future research work.

  10. Communication - An Effective Tool for Implementing ISO 14001/EMS

    The Idaho National Engineering and Environmental Laboratory (INEEL) received ISO 14001/EMS certification in June 2002. Communication played an effective role in implementing ISO 14001/EMS at the INEEL. This paper describes communication strategies used during the implementation and certification processes. The INEEL achieved Integrated Safety Management System (ISMS) and Voluntary Protection Program (VPP) Star status in 2001. ISMS implemented a formal process to plan and execute work. VPP facilitated worker involvement by establishing geographic units at various facilities with employee points of contact and management champions. The INEEL Environmental Management System (EMS) was developed to integrate the environmental functional area into its ISMS and VPP. Since the core functions of ISMS, VPP, and EMS are interchangeable, they were easy to integrate. Communication is essential to successfully implement an EMS. (According to ISO 14001 requirements, communication interacts with 12 other elements of the requirements.) We developed communication strategies that integrated ISMS, VPP, and EMS. For example, the ISMS, VPP, and EMS Web sites communicated messages to the work force, such as “VPP emphasizes the people side of doing business, ISMS emphasizes the system side of doing business, and EMS emphasizes the systems to protect the environment; but they all define work, identify and analyze hazards, and mitigate the hazards.” As a result of this integration, the work force supported and implemented the EMS. In addition, the INEEL established a cross-functional communication team to assist with implementing the EMS. The team included members from the Training and Communication organizations, VPP office, Pollution Prevention, Employee and Media Relations, a union representative, facility environmental support, and EMS staff. This crossfunctional team used various communication strategies to promote our EMS to all organization levels and successfully implemented EMS activities through VPP geographic units. In summary, the ISMS and VPP process at the INEEL provided the basic framework of management support and worker involvement to implement our EMS. A cross-functional communication team was established to facilitate the implementation with great success. Communication has been an effective tool for implementing an ISO 14001/EMS at the INEEL.

    The workshop on ``Post-Accelerator Issues at the Isospin Laboratory`` was held at the Lawrence Berkeley Laboratory from October 27--29, 1993. It was sponsored by the Center for Beam Physics in the Accelerator and Fusion Research Division and the ISL Studies Group in the Nuclear Science Division. About forty scientists from around the world participated vigorously in this two and a half day workshop, (c.f. Agenda, Appendix D). Following various invited review talks from leading practitioners in the field on the first day, the workshop focussed around two working groups: (1) the Ion Source and Separators working group and (2) the Radio Frequency Quadrupoles and Linacs working group. The workshop closed with the two working groups summarizing and outlining the tasks for the future. This report documents the proceedings of the workshop and includes the invited review talks, the two summary talks from the working groups and individual contributions from the participants. It is a complete assemblage of state-of-the-art thinking on ion sources, low-{beta}, low(q/A) accelerating structures, e.g. linacs and RFQS, isobar separators, phase-space matching, cyclotrons, etc., as relevant to radioactive beam facilities and the IsoSpin Laboratory. We regret to say that while the fascinating topic of superconducting low-velocity accelerator structure was covered by Dr. K. Shepard during the workshop, we can only reproduce the copies of the transparencies of his talk in the Appendix, since no written manuscript was available at the time of publication of this report.   1. The Autoignition of iso-Cetane: Shock Tube Experiments and Kinetic Modeling

    Iso-cetane (2,2,4,4,6,8,8-heptamethylnonane, C{sub 16}H{sub 34}) is a highly branched alkane reference compound for determining cetane ratings. It is also a candidate branched alkane representative in surrogate mixtures for diesel and jet fuels. Here new experiments and kinetic modeling results are presented for the autoignition of iso-cetane at elevated temperatures and pressures relevant to combustion in internal combustion engines. Ignition delay time measurements were made in reflected shock experiments in a heated shock tube for {Phi} = 0.5 and 1.0 iso-cetane/air mixtures at temperatures ranging from 953 to 1347 K and pressures from 8 to 47 atm. Ignition delay times were measured using electronically excited OH emission, monitored through the shock tube end wall, and piezoelectric pressure transducer measurements, made at side wall locations. A new kinetic mechanism for the description of the oxidation of iso-cetane is presented that is developed based on a previous mechanism for iso-octane. Computed results from the mechanism are found in good agreement with the experimental measurements. To our knowledge, the ignition time measurements and detailed kinetic mechanism for isocetane presented here are the first of their kind.

  2. Regulatory Policy and Markets for Energy Storage in North America

    The last 5 years have been one of the most exciting times for the energy storage industry. We have seen significant advancements in the regulatory process to make accommodations for valuing and monetizing energy storage for what it provides to the grid. The most impactful regulatory decision for the energy storage industry has come from California, where the California Public Utilities Commission issued a decision that mandates procurement requirements of 1.325 GW for energy storage to 3 investor-own utilities in 4 stages: in 2014, 2016, 2018, and 2020. Furthermore, at the Federal level, FERCs Order 755, requires the transmission operators to develop pay for performance tariffs for ancillary services. This has had direct impact on the market design of US competitive wholesale markets and the monetization of fast responding grid assets. While this order is technology neutral, it clearly plays into the fast-responding capability of energy storage technologies. Today PJM, CAISO, MISO, NYISO, and NE-ISO have implemented Order 755 and offer new tariff for regulation services based on pay-for-performance principles. Furthermore, FERC Order 784, issued in July 2013 requires transmission providers to consider speed and accuracy in determining the requirements for ancillary services. In November 2013, FERC issued Order 972, which revises the small generator interconnection agreement which declares energy storage as a power source. This order puts energy storage on par with existing generators. This paper will discuss the implementation of FERCs Pay for Performance Regulation order at all ISOs in the U.S. under FERC regulatory authority (this excludes ERCOT). Also discussed will be the market impacts and overall impacts on the NERC regulation performance indexes. The paper will end with a discussion on the California and Ontario, Canada procurement mandates and the opportunity that it may present to the energy storage industry.

    ISO Technical Report (TR) 14187 provides an introduction to (and examples of) the information that can be obtained about nanostructured materials using surface-analysis tools. In addition, both general issues and challenges associated with characterising nanostructured materials and the specific opportunities and challenges associated with individual analytical methods are identified. As the size of objects or components of materials approaches a few nanometres, the distinctions among 'bulk', 'surface' and 'particle' analysis blur. This Technical Report focuses on issues specifically relevant to surface chemical analysis of nanostructured materials. The report considers a variety of analysis methods but focuses on techniques that are in the domain of ISO/TC 201 including Auger electron spectroscopy, X-ray photoelectron spectroscopy, secondary ion mass spectrometry, and scanning probe microscopy. Measurements of nanoparticle surface properties such as surface potential that are often made in a solution are not discussed.

  6. Ignition properties of n-butane and iso-butane in a rapid compression machine

    Autoignition delay times of n-butane and iso-butane have been measured in a Rapid Compression Machine in the temperature range 660-1010 K, at pressures varying from 14 to 36 bar and at equivalence ratios {phi} = 1.0 and {phi} = 0.5. Both butane isomers exhibit a negative-temperature-coefficient (NTC) region and, at low temperatures, two-stage ignition. At temperatures below {proportional_to}900 K, the delay times for iso-butane are longer than those for the normal isomer, while above this temperature both butanes give essentially the same results. At temperatures above {proportional_to}720 K the delay times of the lean mixtures are twice those for stoichiometric compositions; at T < 720 K, the equivalence ratio is seen to have little influence on the ignition behavior. Increasing the pressure from 15 bar to 30 bar decreases the amplitude of the NTC region, and reduces the ignition delay time for both isomers by roughly a factor of 3. In the region in which two-stage ignition is observed, 680-825 K, the duration of the first ignition stage decreases sharply in the range 680-770 K, but is essentially flat above 770 K. Good quantitative agreement is found between the measurements and calculations for n-butane using a comprehensive model for butane ignition, including both delay times in the two-stage region, with substantial differences being observed for iso-butane, particularly in the NTC region.     Industry utilizes very complex systems, consisting of equipment and their human interface, which are organized to meet the production needs of the business. Effective and sustainable energy efficiency programs in an industrial setting require a systems approach to optimize the integrated whole while meeting primary business requirements. Companies that treat energy as a manageable resource and integrate their energy program into their management practices have an organizational context to continually seek opportunities for optimizing their energy use. The purpose of an energy management system standard is to provide guidance for industrial and commercial facilities to integrate energy efficiency into their management practices, including fine-tuning production processes and improving the energy efficiency of industrial systems. The International Organization for Standardization (ISO) has identified energy management as one of its top five priorities for standards development. The new ISO 50001 will establish an international framework for industrial, commercial, or institutional facilities, or entire companies, to manage their energy, including procurement and use. This standard is expected to achieve major, long-term increases in energy efficiency (20percent or more) in industrial, commercial, and institutional facilities and to reduce greenhouse gas (GHG) emissions worldwide.This paper describes the impetus for the international standard, its purpose, scope and significance, and development progress to date. A comparative overview of existing energy management standards is provided, as well as a discussion of capacity-building needs for skilled individuals to assist organizations in adopting the standard. Finally, opportunities and challenges are presented for implementing ISO 50001 in emerging economies and developing countries.

  14. ISO 50001 for Commercial Buildings: Lessons Learned From U.S. DOE Pilot Project: Preprint

    In the U.S., the ISO 50001 Standard, which establishes energy management systems (EnMSs) and processes, has shown uptake primarily in the industrial sector. The U.S. Department of Energy (DOE) undertook a pilot program to explore ISO 50001 implementation in commercial buildings. Eight organizations participated as pilots, with technical assistance provided by DOE, the National Renewable Energy Laboratory (NREL), the Lawrence Berkeley National Laboratory (LBNL), and the Georgia Institute of Technology (Georgia Tech). This paper shares important lessons learned from the pilot. Staff time was the most critical resource required to establish effective EnMSs in commercial buildings. The pilot also revealed that technical support and template/example materials were essential inputs. Crucial activities included evaluating performance, identifying goals, making connections, communicating operational controls, and tracking/reviewing progress. Benefits realized included enhanced intra-organizational connections, greater energy awareness, increased process efficiencies, and improved ability to make business cases. Incremental benefits for ISO 50001 certification were greater accountability, assurance of best practices, public relations opportunities, and potential to unlock verified savings credits or incentive money. Incremental certification costs included more staff/consultant time, money for certification, and a tendency to limit EnMS scope in order to ensure favorable audit results. Five best practices were identified - utilizing expert technical assistance, training, and other resources; focusing on implementation over documentation; keeping top management involved; considering organizational structure when selecting EnMS scope; and matching the implementation level to an EnMS's scope and scale. The last two practices are particularly relevant to the commercial buildings sector.

    Altos Hornos de Mexico`s Blast Furnace No. 5, as a means to improve its product quality, sought and obtained the certification of its quality system based on the international standard ISO-9002. The certification was obtained under this quality standard in Dec. 1995 and has successfully been maintained after two continuance audits. For blast furnace No. 5 (BF5) the benefits are reflected by a reduction in the hot metal silicon content variability, a decrease in fuel consumption and a higher productivity. Benefits were also obtained in the working environment where the personnel became more highly motivated, procedures were carried out to completion and the quality records were filled correctly.

  17. ISO test method to determine sustained-load-cracking resistance of aluminium cylinders

    Leak as well as rupture types of failures related to sustained-load-cracking (SLC) have been observed in high-pressure gas cylinders fabricated from certain aluminium alloy. The stable crack growth mechanism observed primarily in the cylinder neck and shoulder area have been identified as the SLC mechanism occurring at room temperature without any environmental effect. The International Organization for standardization (ISO) Sub-Committee 3, Working Group 16 has developed a test method to measure the SLC resistance using fracture mechanics specimens along with an acceptance criterion for aluminium cylinders. The technical rationale for the proposed test method and the physical significance of the acceptance criterion to the cylinder performance in terms of critical stress-crack size relationship is presented. Application of the developed test method for characterizing new aluminium alloy for manufacturing cylinders is demonstrated. SLC characteristics of several aluminium cylinders as well as on-board cylinders for natural gas vehicles assessed by the authors are discussed.

    As enterprise integration increases, developers face increasingly complex problems related to interoperability. When enterprises collaborate, a common frame of reference or at least a common terminology is necessary for human-to-human, human-to-machine, and machine-to-machine communication. Ontology engineering offers a direction towards solving the inter-operability problems brought about by semantic obstacles related to the definitions of business terms and software classes. Ontology engineering is a set of tasks related to the development of ontologies for a particular domain. This paper is aimed at presenting the approach of ISO 18629, i.e., the Process Specification Language (PSL), to this problem. In the first part, the architecture of the standard is described, with the main features of the language. Then, the problems of the interoperability with PSL and the conformance to the standard are presented. The paper ends with an example showing the use of the standard for interoperability.

The model includes a 63-species reaction mechanism and mass and energy balances for the cylinder and the exhaust flow. For this study we assumed that the SI-to-HCCI transition is implemented by means of increasing the internal exhaust gas recirculation (EGR) at constant engine speed. This transition scenario is consistent with that implemented in previously reported experimental measurements on an experimental engine equipped with variable valve actuation. We find that the model captures many of the important experimental trends, including stable SI combustion at low EGR (-0.10), a transition to highly unstable combustion at intermediate EGR, and finally stable HCCI combustion at very high EGR (-0.75). Remaining differences between the predicted and experimental instability patterns indicate that there is further room for model improvement.

    Detailed chemical kinetic models are needed to simulate the combustion of current and future transportation fuels. These models should represent the various chemical classes in these fuels. Conventional diesel fuels are composed of n-alkanes, iso-alkanes, cycloalkanes and aromatics (Farrell et al. 2007). For future fuels, there is a renewed interest in Fischer-Tropsch (F-T) processes which can be used to synthesize diesel and other transportation fuels from biomass, coal and natural gas. F-T diesel fuels are expected to be similar to F-T jet fuels which are commonly comprised of iso-alkanes with some n-alkanes (Smith and Bruno, 2008). Thus, n-alkanes and iso-alkanes are common chemical classes in these conventional and future fuels. This paper reports on the development of chemical kinetic models of large n-alkanes and iso-alkanes to represent these chemical classes in conventional and future fuels. Two large iso-alkanes are 2,2,4,4,6,8,8-heptamethylnonane, which is a primary reference fuel for diesel, and isooctane, a primary reference fuel for gasoline. Other iso-alkanes are branched alkanes with a single methyl side chain, typical of most F-T fuels. The chemical kinetic models are then used to predict the effect of these fuel components on ignition characteristics under conditions found in internal combustion engines.

    The non-premixed ignition temperature of n-butanol (CH{sub 3}CH{sub 2}CH{sub 2}CH{sub 2}OH), iso-butanol ((CH{sub 3}){sub 2}CHCH{sub 2}OH) and methyl butanoate (CH{sub 3}CH{sub 2}CH{sub 2}COOCH{sub 3}) was measured in a liquid pool assembly by heated oxidizer in a stagnation flow for system pressures of 1 and 3 atm. In addition, the stretch-corrected laminar flame speeds of mixtures of airn-butanol/iso-butanol/methyl butanoate were determined from the outwardly propagating spherical flame at initial pressures of up to 2 atm, for an extensive range of equivalence ratio. The ignition temperature and laminar flame speeds of n-butanol and methyl butanoate were computationally simulated with three recently developed kinetic mechanisms in the literature. Dominant reaction pathways to ignition and flame propagation were identified and discussed through a chemical explosive mode analysis (CEMA) and sensitivity analysis. The detailed models were further reduced through a series of systematic strategies. The reduced mechanisms provided excellent agreement in both homogeneous and diffusive combustion environments and greatly improved the computation efficiency.

ISO TC58 SC3 has developed a draft specification 9809 for design and fabrication of high-pressure cylinders with maximum tensile strength limitation of 1,100 N/mm{sup 2}. In order to extend the ISO 9809 rules for higher than 1,100 N/mm{sup 2} strength level cylinders, a working group WG14 was formed in 1989 to develop new rules to assure adequate fracture resistance. In 1994, WG14 recommended a simple, but unique flawed cylinder test method for design qualification of the cylinder and acceptance criteria to assure adequate fracture resistance. WG14 also recommended Charpy-V-notch impact tests to control the required fracture resistance on production cylinders. This paper presents the technical basis that was employed in developing the flawed cylinder test method and acceptance criteria. The specification was developed for seamless steel cylinders having actual strength in the range of 1,100 to 1,400 N/mm{sup 2} and cylindrical section wall thickness in the range of 3 to 10 mm. Flawed cylinder tests were conducted on several hundred cylinders of varying sizes and strength levels. The specification requires to demonstrate LEAK-BEFORE-BREAK performance of the cylinder having flaw length equal to 1.6 (o.d. {times} t{sub design}){sup 0.5} at failure pressure = (t{sub design}/t{sub actual}) x Design Pressure.

  10. TESTING THE E {sub peak}-E {sub iso} RELATION FOR GRBs DETECTED BY SWIFT AND SUZAKU-WAM

    One of the most prominent, yet controversial associations derived from the ensemble of prompt-phase observations of gamma-ray bursts (GRBs) is the apparent correlation in the source frame between the peak energy (E {sub peak}) of the nuF(nu) spectrum and the isotropic radiated energy, E {sub iso}. Since most GRBs have E {sub peak} above the energy range (15-150 keV) of the Burst Alert Telescope (BAT) on Swift, determining accurate E {sub peak} values for large numbers of Swift bursts has been difficult. However, by combining data from Swift/BAT and the Suzaku Wide-band All-Sky Monitor (WAM), which covers the energy range from 50 to 5000 keV, for bursts which are simultaneously detected, one can accurately fit E {sub peak} and E {sub iso} and test the relationship between them for the Swift sample. Between the launch of Suzaku in 2005 July and the end of 2009 April, there were 48 GRBs that triggered both Swift/BAT and WAM, and an additional 48 bursts that triggered Swift and were detected by WAM, but did not trigger. A BAT-WAM team has cross-calibrated the two instruments using GRBs, and we are now able to perform joint fits on these bursts to determine their spectral parameters. For those bursts with spectroscopic redshifts, we can also calculate the isotropic energy. Here, we present the results of joint Swift/BAT-Suzaku/WAM spectral fits for 91 of the bursts detected by the two instruments. We show that the distribution of spectral fit parameters is consistent with distributions from earlier missions and confirm that Swift bursts are consistent with earlier reported relationships between E {sub peak} and isotropic energy. We show through time-resolved spectroscopy that individual burst pulses are also consistent with this relationship.

    For more than twenty-five years, federal agencies have wrestled with (and even learned from) the planning and decision making processes of the National Environmental Policy Act (NEPA). Accordingly, agencies have developed established processes for environmental planning, impact assessment,and environmental-based decision making. Agencies are now faced with an opportunity to align existing environmental planning systems developed under NEPA with those of ISO 14001, the new international standard for environmental management systems. Through experience gained with NEPA, agencies may have an opportunity to assist the private sector through sharing of lessons learned in identification and mitigation of environmental aspects and impacts. However, agencies should also learn from the private sector how integrated environmental management includes integrating environment, safety, and health (ES&H) considerations in such away as to add direct value to the business. In times of continued and increasing federal agency downsizing, the government can streamline ES&H management planning by integrating ES&H values with business goals. The first synergy of NEPA and ISO 14001 is the identification and assessment of environmental impacts. Under IS0 14001,an organization must identify the `environmental aspects of its activities, products or services`. This is similar to the approach taken in NEPA where agencies must evaluate significant environmental impacts of its actions. The second synergy is the reduction and mitigation of the impacts. IS0 14001 requires a commitment to prevention of pollution and the NEPA process integrates pollution prevention with environmental planning. IS0 14001 requires checking and corrective action to monitor and measure progress toward environmental goals. NEPA applies mitigation measures to avoid or mitigate potential impacts. Because agencies have been conducting NEPA impact assessment for more than twenty-five years, this body of impact assessment experience can provide valuable knowledge to the private sector where environmental impact analysis is a new approach for some industries. One of the IS0 14000 series of standards actually states that impact assessment is still in its infancy. Therefore, NEPA analysts may be able to provide established impact assessment techniques to industry. However, Federal ES&H managers must learn from the private sector by using the integrated environmental management system as a corporate tool to tie agency objectives with environmental goals. In a time of increasing federal downsizing,the ES&H professional must become smarter about how their service adds to the agency goals and makes the most of the taxpayer`s dollar. Integrating ES&H management in such a way that business goals are met is the way of the future in both the public and private sector.

    Low- and intermediate-level radioactive wastes (L-ILW ) generated at nuclear power plants are disposed of in various countries. In the disposal of such wastes, it is required that the radioactivity concentrations of waste packages should be declared with respect to difficult-to-measure nuclides (DTM nuclides), such as C-14, Ni-63 and a-emitting nuclides, which are often limited to maximum values in disposal licenses, safety cases and/or regulations for maximum radioactive concentrations. To fulfill this requirement, the Scaling Factor method (SF method) has been applied in various countries as a principal method for determining the concentrations of DTM nuclides. In the SF method, the concentrations of DTM nuclides are determined by multiplying the concentrations of certain key nuclides by SF values (the determined ratios of radioactive concentration between DTM nuclides and those key nuclides). The SF values used as conversion factors are determined from the correlation between DTM nuclides and key nuclides such as Co-60. The concentrations of key nuclides are determined by {gamma} ray measurements which can be made comparatively easily from outside the waste package. The SF values are calculated based on the data obtained from the radiochemical analysis of waste samples. The use of SFs, which are empirically based on analytical data, has become established as a widely recognized 'de facto standard'. A number of countries have independently collected nuclide data by analysis over many years and each has developed its own SF method, but all the SF methods that have been adopted are similar. The project team for standardization had been organized for establishing this SF method as a 'de jure standard' in the international standardization system of the International Organization for Standardization (ISO). The project team for standardization has advanced the standardization through technical studies, based upon each country's study results and analysis data. The conclusions reached by the project team was published as ISO International Standard 21238:2007 'The Scaling Factor method to determine the radioactivity of low- and intermediate-level radioactive waste packages generated at nuclear power plants'. This paper gives an introduction to the international standardization process for the SF method and the contents of the recently published International Standard. (authors)

    Purpose: (1) Evaluate the safety and radiation attenuation properties of PCISO, a bio-compatible, sterilizable 3D printing material by Stratasys, (2) establish a method for commissioning customized multi- and single-use 3D printed applicators, (3) report on use of customized vaginal cylinders used to treat a series of serous endometrial cancer patient. Methods: A custom film dosimetry apparatus was designed to hold a Gafchromic radio film segment between two blocks of PC-ISO and 3D-printed using a Fortus 400mc (StrataSys). A dose plan was computed using 13 dwell positions at 2.5 mm spacing and normalized to 1500 cGy at 1 cm. Film exposure was compared to control tests in only air and only water. The average Hounsfield Unit (HU) was computed and used to verify water equivalency. For the clinical use cases, the physician specifies the dimensions and geometry of a custom applicator from which a CAD model is designed and printed. Results: The doses measured from the PC-ISO Gafchromic film test were within 1% of the dose measured in only water between 1cm and 6cm from the channel. Doses increased 74% measured in only air. HU range was 1143. The applicators were sterilized using the Sterrad system multiple times without damage. As of submission 3 unique cylinders have been designed, printed, and used in the clinic. A standardizable workflow for commissioning custom 3D printed applicators was codified and will be reported. Conclusions: Quality assurance (QA) evaluation of the PC-ISO 3D-printing material showed that PC-ISO is a suitable material for a gynecological brachytherapy vaginal cylinder in a clinical setting. With the material commissioning completed, if the physician determines that a better treatment would Result, a customized design is fabricated with limited additional QA necessary. Although this study was specific to PC-ISO, the same setup can be used to evaluate other 3D-printing materials.

    n-Hexadecane and 2,2,4,4,6,8,8-heptamethylnonane represent the primary reference fuels for diesel that are used to determine cetane number, a measure of the ignition property of diesel fuel. With the development of chemical kinetics models for both primary reference fuels, a new capability is now available to model diesel fuel ignition. Additionally, we have developed chemical kinetic models for a whole series of large n-alkanes and a large iso-alkane to represent these chemical classes in fuel surrogates for conventional and future fuels. These chemical kinetic models are used to predict the effect of the aforementioned fuel components on ignition characteristics under conditions found in internal combustion engines.

    Purpose: To explore the feasibility of pretreatment test for iso-NTCP DGART and to compare the pretreatment test results with post-treatment evaluations. Methods: NTCP here refers to late rectal wall toxicity only and is calculated with the ring rectal wall DVH. Simulation for one time iso- NTCP DGART starts after half of the total dose was done for 10 patients to investigate if TCP gains could be achieved. Six patients were treated using a 12-fraction 4.3Gy technique and four using 16-fraction 3.63Gy technique. For each of the 12-fraction cases a VMAT plan was generated in Pinnacle3 using the daily CT obtained prior to the 6th fraction. A pretreatment simulation was performed using only the first 6 daily CTs. The idea is to add the 6 original plan delivered doses with 6 DGART plan delivered doses by deformable dose accumulation (DDA) on each of the first 6 CTs, resulting in 6 rectal wall doses (RWDs) and NTCPs. The 95% confidence interval (95%CI) for the 6 NTCPs were computed.The posttreatment evaluation was done by: a) copy the DGART plan to 6 CTs for fraction 712 and calculate the 6 actual DGART delivered fractional doses; b) sum the 6 actual DGART doses with the 6 original plan delivered doses by DDA on each of the 12 CTs resulting in 12 post-treatment RWDs and NTCPs; c) boxplot the 12 post-treatment NTCPs. Results: Target dose gain is 0.761.93 Gy. The 95%CI widths of the pretreatment tests NTCPs were 1.12.7%. For 5 patients, the planned NTCP fell within the 95%CI. For 4 patients, the planned NTCP was lower than the 95%CI lines. Post-treatment results show that for 7 patients, the upper quartile was within the 95%CI; for 2 patients, the upper quartile were higher than the 95%CI. Conclusion: The pretreatment test yields conservative prediction of the actual delivered NTCP.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     The work presented in this paper aims to study the impact of a range of penetration levels of distributed wind on the operation of the electric power system at the transmission level. This paper presents a case study on the power system in Independent System Operator New England. It is analyzed using PLEXOS, a commercial power system simulation tool. The results show that increasing the integration of distributed wind reduces total variable electricity generation costs, coal- and gas-fired electricity generation, electricity imports, and CO2 emissions, and increases wind curtailment. The variability and uncertainty of wind power also increases the start-up and shutdown costs and ramping of most conventional power plants.

    K-shell photoionization and photoabsorption cross sections are presented for Li-like to Na-like Al. The calculations are performed using the BreitPauli R-matrix method where the effects of radiation and Auger dampings are included. We provide electronic data files for the raw cross sections as well as those convolved with a Gaussian of width ?E/E=10{sup ?4}. In addition to total cross sections for photoabsorption and photoionization, partial cross sections are available for photoionization.

    Transmission congestion occurs when there is insufficient transmission capacity to simultaneously accommodate all requests for transmission service within a region. Historically, vertically integrated utilities managed this condition by constraining the economic dispatch of generators with the objective of ensuring security and reliability of their own and/or neighboring systems. Electric power industry restructuring has moved generation investment and operations decisions into the competitive market but has left transmission as a communal resource in the regulated environment. This mixing of competitive generation and regulated transmission makes congestion management difficult. The difficulty is compounded by increases in the amount of congestion resulting from increased commercial transactions and the relative decline in the amount of transmission. Transmission capacity, relative to peak load, has been declining in all regions of the U.S. for over a decade. This decline is expected to continue. Congestion management schemes used today have negative impacts on energy markets, such as disruptions and monetary penalties, under some conditions. To mitigate these concerns various congestion management methods have been proposed, including redispatch and curtailment of scheduled energy transmission. In the restructured electric energy industry environment, new congestion management approaches are being developed that strive to achieve the desired degree of reliability while supporting competition in the bulk power market. This report first presents an overview and background on key issues and emerging approaches to congestion management. It goes on to identify and describe policies affecting congestion management that are favored and/or are now being considered by FERC, NERC, and one of the regional reliability councils (WSCC). It reviews the operational procedures in use or proposed by three of the leading independent system operators (ISOs) including ERCOT, California ISO, and PJM. Finally, it presents recommendations for evaluating the competing alternative approaches and developing metrics to use in such evaluations. As with any report concerning electricity restructuring, specific details quickly become dated. Individual utilities, states and regions will inevitably change rules and procedures even during the time it takes to publish a report.     The U.S. Department of Energy (DOE) Office of River Protections Waste Treatment Plant (WTP) is being designed and built to pretreat and then vitrify a large portion of the wastes in Hanfords 177 underground waste storage tanks. The WTP consists of three primary facilities: pretreatment, low-activity waste (LAW) vitrification, and high-level waste (HLW) vitrification. The pretreatment facility will receive waste feed from the Hanford tank farms and separate it into 1) a high-volume, low-activity liquid stream stripped of most solids and radionuclides and 2) a much smaller volume of HLW slurry containing most of the solids and most of the radioactivity. Many of the vessels in the pretreatment facility will contain pulse jet mixers (PJMs) that will provide some or all of the mixing in the vessels. This technology was selected for use in so-called black cell regions of the WTP, where maintenance capability will not be available for the operating life of the WTP. PJM technology was selected for use in these regions because it has no moving mechanical parts that require maintenance. The vessels with the most concentrated slurries will also be mixed with air spargers and/or steady jets in addition to the mixing provided by the PJMs. This report contains the results of single and multiple PJM overblow tests conducted in a large, ~13 ft-diameter 15-ft-tall tank located in the high bay of the Pacific Northwest National Laboratory (PNNL) 336 Building test facility. These single and multiple PJM overblow tests were conducted using water and a clay simulant to bound the lower and upper rheological properties of the waste streams anticipated to be processed in the WTP. Hydrodynamic pressures were measured at a number of locations in the test vessel using an array of nine pressure sensors and four hydrophones. These measurements were made under normal and limiting vessel operating conditions (i.e., maximum PJM fluid emptying velocity, maximum and minimum vessel contents for PJM operation, and maximum and minimum rheological properties). Test data collected from the PJM overblow tests were provided to Bechtel National, Inc. (BNI) for assessing hydrostatic, dynamic, and acoustic pressure loadings on in-tank structures during 1) single overblows; 2) multiple overlapping overblows of two to four PJMs; 3) simultaneous overblows of pairs of PJMs.

    Beginning in April of 2004, nine sites owned by Verizon began to participate in the Long Island Real Time Purchasing Pilot Project (LIRTP) as retail choice customers. LIRTP was designed to minimize electricity costs for retail customers who own on-site distributed generation (DG) units in the near-term, and to stabilize overall electricity costs in the long-term. The nine Verizon buildings have two types of DG units: gas turbines with an estimated generation cost of $156/MWh, and diesel units with an estimated cost of $120/MWh. Due to total site emission limits, the operable hours of the DG units are limited. To estimate the economic value of running on-site DG units, an analysis of the New York Independent System Operator (NYISO) Locational Based Marginal Price (LBMP) data for Long Island was conducted, mainly covering the summer months from 2000 to 2004. Distributions of LBMP, relationship between LBMP and load, and estimates of profitable operating hours for the units were all analyzed. Since Long Island is a diverse and highly congested area, LBMP varies greatly. Looking at the data statistically offers a zone-wide viewpoint, while using spatial analysis shows the LBMP intrazonal differentiation. LBMP is currently used by NYISO for pricing in the 11 NY control zones. Because geographic information systems (GIS) visualize the distribution of a phenomenon over space, it clarifies where load and generation nodes are located, and where load reduction would be most valuable. This study is based on the assumption that the control zone areas do not fully represent the diversity of pricing, and that intrazonal pricing can be analyzed to determine where and when electricity conservation or injection into the network is most valuable.
