    This atlas of the wind energy resource is composed of introductory and background information, and assessments of the wind resource in each division of the region. Background on how the wind resource is assessed and on how the results of the assessment should be inerpreted is presented. An introduction and outline to the descriptions of the wind resource for each division are provided. Assessments for individual divisions are presented as separate chapters. Much of the information in the division chapters is given in graphic or tabular form. The sequences for each chapter are similar, but some presentations used for Hawaii are inappropriate or impractical for presentation with the Pacific Islands.     The central and western Solomon Islands and the Bougainville regions are parts of a complex island-arc system that includes an intra-arc basin and remnants of both forearc and back-arc depositional wedges. These features formed in response to episodic Cenozoic tectonism along the convergent boundary between the Pacific and Australia-India plates. Presumed early Tertiary southwest-directed subduction of the Pacific plate and associated arc magmatism were curtailed by impingement of the leading edge of the Ontong Java Plateau. Aprons of back-arc and forearc sediment were derived from highstanding parts of the arc during the late Oligocene and early Miocene. Late Tertiary arc-polarity reversal and northeastward-directed subduction of the Woodlark spreading system caused a renewal of island-arc magmatism that completed the construction of the Central Solomons Trough as an enclosed intra-arc basin. Interpretations of multichannel profiles from 1982 and 1984 CCOP/SOPAC Tripartite Cruises of the research vessel R/V S.P. Lee indicate that the Central Solomons Trough is a composite intra-arc basin containing as much as 5.5 km of late Oligocene(.) and younger sedimentary rocks. As many as five lenticular seismic-stratigraphic units can be identified on the basis of unconformities and abrupt velocity changes. Late Miocene and younger folds and faults deform the northeast and southwest flanks of the basin. Profiles across the Kilinailau Trench show Ontong Java Plateau rocks covered by 2-4 km of trench sediment. The inner trench wall consists of folded, upfaulted, and rotated blocks of trench and forearc strata. The deep-water basin northwest of Bougainville is a southeastward extension of the New Ireland forearc basin, the southern margin of which is formed by a subsided part of the early Cenozoic arc. There, Oligocene(.) and younger basin strata, as much as 7 km thick, are deformed by pre-Pliocene faults and folds.

    The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund's (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont's dependency on petroleum through the development of homegrown alternatives. As such, it supports the four key priorities of the U.S. Department of Energy's Multi-year Biomass Plan: 1.) Dramatically reduce dependence on foreign oil; 2.) Promote the use of diverse, domestic and sustainable energy resources; 3.) Reduce carbon emissions from energy production and consumption; 4.) Establish a domestic bioindustry. In 2005 VSJF was awarded with a $496,000 Congressionally directed award from U.S. Senator Patrick Leahy. This award was administered through the U.S. Department of Energy (DE-FG36- 05GO85017, hereafter referred to as DOE FY05) with $396,000 to be used by VSJF for biodiesel development and $100,000 to be used by the Vermont Department of Public Service for methane biodigester projects. The intent and strategic focus of the VBI is similar to another DOE funded organization-the Biofuels Center of North Carolina-in that it is a nonprofit driven, statewide biofuels market development effort. DOE FY05 funds were expensed from 2006 through 2008 for seven projects: 1) a feedstock production, logistics, and biomass conversion research project conducted by the University of Vermont Extension; 2) technical assistance in the form of a safety review and engineering study of State Line Biofuels existing biodiesel production facility; 3) technical assistance in the form of a safety review and engineering study of Borderview Farm's proposed biodiesel production facility; 4) technology and infrastructure purchases for capacity expansion at Green Technologies, LLC, a waste vegetable biodiesel producer; 5

    Intra-arc basins in the Buka-Bougainville region of Papua New Guinea and in the Solomon Islands contain thick sedimentary sequences that may be prospective for petroleum. The Queen Emma basin, between Bougainville and New Ireland, contains as much as 8 km of deformed Oligocene and younger strata. The Central Solomons Trough, which underlies New Georgia Sound, is a composite intra-arc basin that contains late Oligocene and younger strata as much as 7 km thick. Farther east, beneath Indispensable Strait, the down-faulted Indispensable basin locally contains as much as 5.4 km of Miocene( ) and younger strata, and the offshore part of Mbokokimbo basin off eastern Guadalcanal includes 6 km or more of late Miocene and younger strata. All of these basins have some of the attributes necessary to generate and trap petroleum. Structural and stratigraphic traps are common, including faulted anticlines, sedimentary wedges, and carbonate reefs and reef-derived deposits on submarine ridges and along the basin margins. The thickness of the basin deposits ensures that some strata are buried deeply enough to be within the thermal regime required for hydrocarbon generation. However, little source or reservoir rock information is available because of the lack of detailed surface and subsurface stratigraphy. Moreover, much of the basin sediment is likely to consist of volcaniclastic material, derived from uplifted volcanogenic rocks surrounding the basins, and may be poor in source and reservoir rocks. Until additional stratigraphic information is available, analysis of the petroleum potential of these basins is a matter of conjecture.

    On January 8, 1992, the National Institute for Occupational Safety and Helath (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Vermont Department of Agriculture, due to the prevalence of respiratory and irritative symptoms among employees there following renovations in their building. One worker was advised to leave work due to respiratory illness. On March 5, 1992, NIOSH investigators interviewed workers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in renovated rooms on the first floor, carpeted and uncarpeted rooms on the second floor, and outside. First floor space was converted from laboratories to offices in August of 1991, and included painting, plastering, varnishing, and carpeting. Some second floor areas were carpeted and painted following the first floor work. Medical interviews revealed that five of the 10 workers were currently experiencing symptoms which included, headache (5 employees), excessive fatigue (3), eye irritation (2), throat irritation (2), and nasal congestion (1). The symptomatic workers reported that their symptoms had begun after their move to the first floor.

    Exploration in New Zealand in 1979 reached one of the lowest levels recorded. Offshore, there was no drilling or seismic work, and the remaining concession area amounts to a mere 9088 sq km. Onland concession areas, all owned by the government company Petrocorp, are 14,771.4 sq km; 2 important areas were relinquished and others were enlarged. One rig was drilling throughout the year, totaling 6230 m. Seismic surveys amounted to 7 party-months and 554.55 km, which is 66% of 1978. Platform A of the Maui field started production in June. Despite this, the combined production of the Kapuni and Maui fields decreased to 61.5% for gas and 64.3% for condensate - or 1,307.464 x 10/sup 6/ cu m of gas and 476,893 cu m of condensate. LPG was obtained at some higher rates, that is, 19,577.93 cu m or 128.8% of last year's production, and natural gasoline at 8,591.61 cu m or 102.1%. In Tonga, last year's unsuccessful drilling of 3 dry holes was followed by marine seismic surveys north and east of Tongatapu Island. In Fiji, offshore seismic surveys of 6000 line-km were completed, as well as geochemical surveys looking for sea-bottom anomalies. With the farm-in of Chevron Overseas Inc., drilling is planned for at least 2 offshore wells early in 1980. In the New Hebrides, draft legislation is now underway for a petroleum act. Also, in the Solomon Islands, draft legislation was put before parliament near year end, and final arrangements are to be completed in 1980. In Papua New Guinea no seismic or geologic field surveys were conducted. No drilling was undertaken, but access and site preparations were carried out for Kiunga 1 well to be drilled by Niugini Gulf Oil Pty. Ltd. early in 1980. Minor concession changes have been made.

    The development of offshore oil and gas resources in the Arctic waters of Alaska requires offshore structures which successfully resist the lateral forces due to moving, drifting ice. Ice islands are floating, a tabular icebergs, up to 60 meters thick, of solid ice throughout their thickness. The ice islands are thus regarded as the strongest ice features in the Arctic; fixed offshore structures which can directly withstand the impact of ice islands are possible but in some locations may be so expensive as to make oilfield development uneconomic. The resolution of the ice island problem requires two research steps: (1) calculation of the probability of interaction between an ice island and an offshore structure in a given region; and (2) if the probability if sufficiently large, then the study of possible interactions between ice island and structure, to discover mitigative measures to deal with the moving ice island. The ice island research conducted during the 1983-1988 interval, which is summarized in this report, was concerned with the first step. Monte Carlo simulations of ice island generation and movement suggest that ice island lifetimes range from 0 to 70 years, and that 85% of the lifetimes are less then 35 years. The simulation shows a mean value of 18 ice islands present at any time in the Arctic Ocean, with a 90% probability of less than 30 ice islands. At this time, approximately 34 ice islands are known, from observations, to exist in the Arctic Ocean, not including the 10-meter thick class of ice islands. Return interval plots from the simulation show that coastal zones of the Beaufort and Chukchi Seas, already leased for oil development, have ice island recurrences of 10 to 100 years. This implies that the ice island hazard must be considered thoroughly, and appropriate safety measures adopted, when offshore oil production plans are formulated for the Alaskan Arctic offshore. 132 refs., 161 figs., 17 tabs.

    The action under consideration is the issuance of a Presidential permit to the Vermont Electric Power Company, Inc. (VELCO) for the construction, operation, maintenance and connection of a facility that will cross the United States-Canada border for international transmission of electric energy. The proposed transmission facilities will consist of a 7.5 mile, alternating current (ac) transmission line and a 200 MW back-to-back direct current (dc) converter terminal station. None of the facilities will involve any polluting emissions. The construction and maintenance of the proposed converter terminal station and transmission facilities will have little or no impact on the geologic features of the region. The transmission line will have little or no effect on agricultural land. Impacts on commercial forestry in the area will be minimal. The proposed route will require clearing about 36 acres of forest. The proposed transmission line and converter terminal site will have no effect on recreational activities, mining activites, residential, commercial, or industrial land use. The proposed corridor will have a minimal impact on area terrestrial wildlife and plant communities. The proposed project will have little or no impact on future population distribution, the operation of local services, employment and economic benefit, or housing in either Franklin or Highgate. 16 references, 3 figures.     The Albany 1/sup 0/ x 2/sup 0/ Quadrangle, Massachusetts, New York, Connecticut, Vermont, and New Hampshire, was evaluated to a depth of 1500 m for uranium favorability using National Uranium Resource Evaluation criteria. Areas of favorable geology and aeroradioactivity anomalies were examined and sampled. Most Triassic and Jurassic sediments in the Connecticut Basin, in the central part of the quadrangle, were found to be favorable for sandstone uranium deposits. Some Precambrian units in the southern Green Mountains of Vermont were found favorable for uranium deposits in veins in metamorphic rocks.

It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

    Naval Station Treasure Island, Hunters Point Annex (HPA), an inactive Naval shipyard located on a peninsula in the San Francisco Bay, San Francisco, California, was listed for base closure in 1990. Metals, pesticides, radium-226, polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds, semivolatile organic compounds, petroleum products, and asbestos have been found in various media such as soil, groundwater, surface water, air, and sediments. Navy contractors have identified 58 HPA areas where there may be contamination; investigations at these areas are ongoing.

    On January 8, 1992, the National Institute for Occupational Safety and Health (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Montpelier High School, particularly with regard to new carpets installed there. On March 4, 1992, NIOSH investigators interviewed teachers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in classrooms and administrative offices which were carpeted. Other yearly remodeling activities, such as painting classrooms and applying a sealant to the gymnasium floor, had been done at the same time the carpet was installed. Energy-saving and fire code modifications to the school over time had altered the effectiveness of the designed ventilation system. Based on the medical interviews and environmental information, it appeared that there was a temporal relationship between the yearly remodeling of the school and the symptoms reported by the teachers. Ventilation system improvements and the use of low emitting building materials and furnishings are recommended.

    The Hawaiian Islands are an ideal location to study basaltic sand provenance in that they are a series of progressively older basaltic shield volcanoes with arid to humid microclimates. Sixty-two sand samples were collected from beaches on the islands of Hawaii, Maui, Oahu and Kauai and petrographically analyzed. The major sand components are calcareous bioclasts, volcanic lithic fragments, and monomineralic grains of dense minerals and plagioclase. Proportions of these components vary from island to island, with bioclastic end members being more prevalent on older islands exhibiting well-developed fringing reef systems and volcanic end members more prevalent on younger, volcanically active islands. Climatic variations across the island of Hawaii are reflected in the percentage of weathered detritus, which is greater on the wetter, northern side of the island. The groundmass of glassy, basaltic lithics is predominantly black tachylite, with lesser brown sideromelane; microlitic and lathwork textures are more common than holohyaline vitric textures. Other common basaltic volcanic lithic fragments are holocrystalline aggregates of silt-sized pyroxene or olivine, opaque minerals and plagioclase. Sands derived from alkalic lavas are texturally and compositionally indistinguishable from sands derived from tholeiitic lavas. Although Hawaiian basaltic sands overlap in composition with magmatic arc-derived sands in terms of their relative QFL, QmPK and LmLvLs percentages, they are dissimilar in that they lack felsic components and are more enriched in lathwork volcanic lithic fragments, holocrystalline volcanic lithic fragments, and dense minerals.

    The Long Island Solar Farm (LISF) is a remarkable success story, whereby very different interest groups found a way to capitalize on unusual circumstances to develop a mutually beneficial source of renewable energy. The uniqueness of the circumstances that were necessary to develop the Long Island Solar Farm make it very difficult to replicate. The project is, however, an unparalleled resource for solar energy research, which will greatly inform large-scale PV solar development in the East. Lastly, the LISF is a superb model for the process by which the project developed and the innovation and leadership shown by the different players.

    The purpose of this study was to quantitatively describe the various aspects of regional distribution patterns of forest islands and relate those patterns to other landscape features. Several maps showing the forest cover of various counties in Ohio were selected as representative examples of forest patterns to be quantified. Ten thousand hectare study areas (landscapes) were delineated on each map. A total of 15 landscapes representing a wide variety of forest island patterns was chosen. Data were converted into a series of continuous variables which contained information pertinent to the sizes, shape, numbers, and spacing of woodlots within a landscape. The continuous variables were used in a factor analysis to describe the variation among landscapes in terms of forest island pattern. The results showed that forest island patterns are related to topography and other environmental features correlated with topography.
