    Dr. Levi Irwin is Technology Development Manager for the SunShot CSP Program. He began working in the field of solar energy in 2007 while developing molten salt electrolytes with room temperature melting points. The discovery and development of these fluids occurred while working for ZettaCore, a molecular materials company that serves the electronics and energy industries. The newly discovered molten salt electrolytes had interesting thermophysical properties which led to their further optimization and exploration for use as heat transfer fluids in the collection of solar energy. The exploration of the thermophysical properties was done through a collaborative research and development agreement with the United States Air Force Academy.

    This report documents the assessment of baseline energy use at Fort Irwin, a US Army Forces Command facility near Barstow, California. It is a companion report to Volume 1, Executive Summary, and Volume 3, Integrated Resource Assessment. The US Army Forces Command (FORSCOM) has tasked the US Department of Energy (DOE) Federal Energy Management Program (FEMP), supported by the Pacific Northwest Laboratory (PNL), to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Irwin. This is part of a model program that PNL has designed to support energy-use decisions in the federal sector. This program (1) identifies and evaluates all cost-effective energy projects; (2) develops a schedule at each installation for project acquisition considering project type, size, timing, and capital requirements, as well as energy and dollar savings; and (3) targets 100% of the financing required to implement energy efficiency projects. PNL applied this model program to Fort Irwin. This analysis examines the characteristics of electric, propane gas, and vehicle fuel use for a typical operating year. It records energy-use intensities for the facilities at Fort Irwin by building type and energy end use. It also breaks down building energy consumption by fuel type, energy end use, and building type. A complete energy consumption reconciliation is presented that accounts for all energy use among buildings, utilities, and applicable losses.

This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Irwin facility located near Barstow, California. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 16 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO and present the results of the life-cycle cost (LCC) analysis indicating the net present valve (NPV) and savings-to-investment ratio (SIR) of each ERO.

It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Pennsylvania. The profile is the result of a survey of NRC licensees in Pennsylvania. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups.     The new law, requiring trash recycling in 407 communities affecting 7.8 million Pennsylvanians, is a key component of the Casey administration's comprehensive environmental clean up plant. The new recycling law requires municipalities with more than 10,000 residents to start curb-side recycling programs within two years. Communities with 5000 to 10,000 residents must start recycling in three years. The goal is to reduce the state's volume of solid waste by 25 percent by 1997. Nine million tons of trash are generated each year in Pennsylvania, with 95 percent of it landfilled and only one percent recycled. Much of the state's solid waste must be transported over increasing distances at increasing costs to be disposed of. Average trash disposal costs have increased 150 percent in the past three years. The new law requires communities to recycle three of eight materials, including glass, colored glass, aluminum, steel and bimetallic cans, high-grade office paper, newsprint, corrugated paper and plastics. All communities must recycle leaf waste. The legislation shifts responsibility for planning solid waste disposal from municipalities to counties, reimbursing counties 80 percent of the cost of developing comprehensive recycling plans and 50 percent of the cost of hiring a recycling coordinator. The program will be self-supporting through a $2-per-ton fee on all garbage going to landfills and resource recovery.

    The Moyer Landfill is an inactive privately owned landfill located in Lower Providence Township in Montgomery County, Pennsylvania. The site was operated as a municipal landfill from the 1940's until April 1981, during which time it received municipal refuse and sewage sludges. According to local Federal Bureau of Investigation (FBI) officials, the landfill accepted a variety of solid and liquid hazardous wastes, including polychlorinated biphenyls (PCBs), solvents, paints, low-level radioactive wastes, and incinerated materials in bulk form and/or containerized in drums. In 1972, when the Pennsylvania Dept. of Environmental Resources (PADER) rules and regulations became more restrictive, this landfill was cited, and finally in 1981, it was closed and brought into receivership of the U.S. District Court.

    In this project, Building America team IBACOS worked with a builder of single- and multifamily homes in southwestern Pennsylvania (climate zone 5) to understand its methods of successfully using polyethylene sheeting over aggregate as a capillary break beneath the slab in new construction. This builder’s homes vary in terms of whether they have crawlspaces or basements. However, in both cases, the strategy protects the home from water intrusion via capillary action (e.g., water wicking into cracks and spaces in the slab), thereby helping to preserve the durability of the home.

    In this project, Building America team IBACOS performed field testing in a new construction unoccupied test house in Pittsburgh, Pennsylvania to evaluate heating, ventilating, and air conditioning (HVAC) distribution systems during heating, cooling, and midseason conditions. Four air-based HVAC distribution systems were assessed:-a typical airflow ducted system to the bedrooms, a low airflow ducted system to the bedrooms, a system with transfer fans to the bedrooms, and a system with no ductwork to the bedrooms. The relative ability of each system was considered with respect to relevant Air Conditioning Contractors of America and ASHRAE standards for house temperature uniformity and stability, respectively.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Pennsylvania homeowners. Moving to the 2012 IECC from Chapter 11 of the 2009 International Residential Code (IRC) is cost-effective over a 30-year life cycle. On average, Pennsylvania homeowners will save $8,632 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $515 for the 2012 IECC.

    This report was prepared in response to US Nuclear Regulatory Commission (NRC) comments received in a letter of 8 March 1994. This letter included discussions of the US Department of Energy (DOE) 21 May 1993 geomorphic report for the Canonsburg, Pennsylvania, site. To clarify the NRC`s position, a DOE/NRC conference call was held on 12 April 1994. The NRC clarified that it did not require a preliminary erosion protection design for the Canonsburg site, but directed the DOE to address a ``one-bad-year`` scenario. The NRC wants confirmation that one bad year of stream flooding and landsliding will not release residual radioactive material (RRM) from the Canonsburg site into the creek. The NRC is concerned that a bad year theoretically could occur between postcell-closure inspections. These annual inspections are conducted in September or October. The NRC suggested that the following procedures should be conducted in this analysis: a flooding analysis, including the maximum saturation levels (flood water elevations) anticipated during a 100-year flood; a stream bank erosion analysis to determine how much of the bank adjacent to the site may be removed in a bad year; a slope stability analysis to determine how far back the site would be disturbed by slope instability that could be triggered by a bad year of stream bank erosion; and a ``critical cross section`` study to show the relationship of the RRM located outside the disposal cell to the maximum computer estimated erosion/landslide activity.

    Environmental and breathing-zone samples were analyzed for polynuclear aromatic hydrocarbons (PAH), total particulates, and respirable free silica at the Airco Company (SIC-3624), Saint Marys, Pennsylvania in January, 1984. The evaluation was requested confidentially because of concern over exposures to soot, coal tar pitch volatiles, and sand in the car bottom and sagger bake operations. Forty-three employees were interviewed. Two of 19 total particulate samples exceeded the OSHA standard of 15 milligrams per cubic meter (mg/m3), 17.3 and 32.7 mg/m3. Benzene soluble fractions ranged from 0.5 to 5.0 mg/m3. The OSHA standard for benzene soluble fractions is 0.2 mg/m3. Two of seven samples of silica were above the limit of detection, 0.09 and 0.06 mg/m3. In bulk samples, the benzene soluble fractions ranged from 0.44 to 860 mg/gram and the PAH content from 0 to 26,124 micrograms per gram. Employees working in the bake areas reported a significant excess incidence of symptoms such as skin, nose and eye irritation, cough, sore or dry throat, chest tightness, and breathing difficulty. The authors conclude that a health hazard exists at the facility. Recommendations include enclosing vehicles used in moving electrodes, cleaning up spilled dust, and controlling fumes emitted from the sagger kilns.

    A study was made of possible hazardous working conditions at Consolidated Freightways, Pocono Summit, Pennsylvania. The request concerned potential exposure of dock workers to exhaust emissions from diesel-powered forklift trucks brought about by the health complaints of several of the workers there. Twenty-one workers were identified as symptomatic of exposure to diesel exhaust fumes. This included at least half of the midnight shift. Upper respiratory tract irritation was mentioned by all of these workers. Some reported eye irritation, cough productive of black-tinged sputum, and sore throat. These symptoms lessened during periods away from work. Airborne concentrations of all components measured at the site were well below the applicable exposure limits. A potential health hazard associated with exposure to diesel engine exhaust existed. The authors recommend that whenever a forklift truck is to be left unattended for more than the shortest of periods, the motor should be turned off. The newer forklifts should be used on a shift before the older, less emission controlled, lifts. Roof exhaust fans ordered are to be installed at the facility and their effectiveness evaluated.

    The environmental impacts associated with remedial actions in connection with residual radioactive materials remaining at the inactive uranium processing site located in Canonsburg, Washington County, Pennsylvania are evaluated. The Canonsburg site is an 18.5-acre property that was formerly owned by the Vitro Rare Metals Company. The expanded Canonsburg site would be 30-acre property that would include the Canonsburg site (the former Vitro Rare Metals plant), seven adjacent private houses, and the former Georges Pottery property. During the period 1942 through 1957 the Vitro Manufacturing Company and its successor, the Vitro Corporation of America, processed onsite residues and ores, and government-owned ores, concentrates, and scraps to extract uranium and other rare metals. The Canonsburg site is now the Canon Industrial Park. In addition to storing the residual radioactive materials of this process at the Canonsburg site, about 12,000 tons of radioactively contaminated materials were transferred to a railroad landfill in Burrell Township, Indiana County, Pennsylvania. This Canonsburg FEIS evaluates five alternatives for removing the potential public health hazard associated with the radioactively contaminated materials. In addition to no action, these alternatives involve various combinations of stabilization of the radioactively contaminated materials in place or decontamination of the Canonsburg and Burrell sites by removing the radioactively contaminated materials to another location. In addition to the two sites mentioned, a third site located in Hanover Township, Washington County, Pennsylvania has been considered as a disposal site to which the radioactively contaminated materials presently located at either of the other two sites might be moved.

    A walk through survey was conducted at the East Penn Manufacturing Company (SIC-3341), Lyon Station, Pennsylvania to identify and evaluate potentially effective controls and work practices in the lead (7439921) reclamation industry. The facility was a secondary lead smelter which operated 7 days a week, and recycled about 20,000 batteries a day, primarily automobile batteries. The company employed automation, local exhaust ventilation, partial enclosures, and enclosed ventilation systems in the reverberatory furnace operations, blast furnace operations, and casting and refinery area to reduce employee exposure to lead. The arsenic (7440382) personal exposure time weighted averages ranged from 0.10 to 1.14 microg/cubic m in the industrial battery breaking area and ranged from nondetected to 6.16 microg/cubic m in the alloying/pots area.

    During the next two decades the transuranic (TRU) waste now stored in the burial trenches and storage facilities at the Hanford Sits in southeastern Washington State is to be retrieved, processed at the Waste Receiving and Processing Facility, and shipped to the Waste Isolation Pilot Plant (WIPP), near Carlsbad, New Mexico for final disposal. Approximately 5.7 percent of the TRU waste to be retrieved for shipment to WIPP was generated by the decontamination and decommissioning (D&D) of the Westinghouse Advanced Reactors Division (WARD) and the Westinghouse Nuclear Fuels Division (WNFD) in Cheswick, Pennsylvania and shipped to the Hanford Sits for storage. This report characterizes these radioactive solid wastes using process knowledge, existing records, and oral history interviews.

    China has the most coal fires, but India has the largest concentration of them. The effect of coal fires on the once thriving town of Centralia, Pennsylvania is described. There have been eight attempts to put the fire out using different methods (it has been burning for 43 years), but has now been left to burn. It could burn for another 205 years. The population of the town have mostly been relocated.

    The University of Pennsylvania elementary particle physics/particle cosmology group, funded by the Department of Energy Office of Science, participates in research in high energy physics and particle cosmology that addresses some of the most important unanswered questions in science. The research is divided into five areas. Energy Frontier - We participate in the study of proton-proton collisions at the Large Hadron Collider in Geneva, Switzerland using the ATLAS detector. The University of Pennsylvania group was responsible for the design, installation, and commissioning of the front-end electronics for the Transition Radiation Tracker (TRT) and plays the primary role in its maintenance and operation. We play an important role in the triggering of ATLAS, and we have made large contributions to the TRT performance and to the study and identification of electrons, photons, and taus. We have been actively involved in searches for the Higgs boson and for SUSY and other exotic particles. We have made significant contributions to measurement of Standard Model processes such as inclusive photon production and WW pair production. We also have participated significantly in R&D for upgrades to the ATLAS detector. Cosmic Frontier - The Dark Energy Survey (DES) telescope will be used to elucidate the nature of dark energy and the distribution of dark matter. Penn has played a leading role both in the use of weak gravitational lensing of distant galaxies and the discovery of large numbers of distant supernovae. The techniques and forecasts developed at Penn are also guiding the development of the proposed Large Synoptic Survey Telescope (LSST).We are also developing a new detector, MiniClean, to search for direct detection of dark matter particles. Intensity Frontier - We are participating in the design and R&D of detectors for the Long Baseline Neutrino Experiment (now DUNE), a new experiment to study the properties of neutrinos. Advanced Techology R&D - We have an extensive involvement in electronics required for sophisticated new detectors at the LHC and are developing electronics for the LSST camera. Theoretical Physics - We are carrying out a broad program studying the fundamental forces of nature and early universe cosmology and mathematical physics. Our activities span the range from model building, formal field theory, and string theory to new paradigms for cosmology and the interface of string theory with mathematics. Our effort combines extensive development of the formal aspects of string theory with a focus on real phenomena in particle physics, cosmology and gravity.

    In response to an employee request, an investigation was begun into possible exposures to paint, paint thinners, and Freon at the Magnetics Division of Spang and Company (SIC-3679), Butler, Pennsylvania. The division employed about 450 people and manufactured two types of magnetic cores used in a variety of electronic devices. Workers in the Tape Core Paint Room had experienced light headedness or fainted episodes. Only one sample contained measurable levels of 2-ethoxyethyl-acetate (111159) but the level was 0.25 parts per million (ppm), one half of the NIOSH recommended exposure limit for full shift time weighted average exposure. Methylene-chloride (75092) was detected in all but one of the air samples with levels ranging up to 35ppm. One personal breathing zone sample had a lead (7439921) concentration of 36 micrograms/cubic meter (microg/m3) which exceeded the OSHA action level for lead of 30 microg/m3. The paint booth exhaust systems appeared to be operating efficiently and there were good work practices among the painters. The authors conclude that workers were exposed to methylene-chloride, considered by NIOSH to be a potential occupational carcinogen. Exposures to lead and 2-ethoxyethyl-acetate may exceed the evaluation criteria. Some workers may experience symptoms when working near solvents and paints, even though the measured exposures were below the permissible exposure limits. The authors recommend that efforts be made to reduce exposures in the paint room.

    Stable isotopes were used to determine the sources and fate of dissolved inorganic C (DIC) in the circumneutral pH drainage from an abandoned bituminous coal mine in western Pennsylvania. The C isotope signatures of DIC (?{sup 13}C{sub DIC}) were intermediate between local carbonate and organic C sources, but were higher than those of contemporaneous Pennsylvanian age groundwaters in the region. This suggests a significant contribution of C enriched in {sup 13}C due to enhanced carbonate dissolution associated with the release of H{sub 2}SO{sub 4} from pyrite oxidation. The Sr isotopic signature of the drainage was similar to other regional mine waters associated with the same coal seam and reflected contributions from limestone dissolution and cation exchange with clay minerals. The relatively high ?{sup 34}S{sub SO4} and ?{sup 18}O{sub SO4} isotopic signatures of the mine drainage and the presence of presumptive SO{sub 4}-reducing bacteria suggest that SO{sub 4} reduction activity also contributes C depleted in {sup 13}C isotope to the total DIC pool. With distance downstream from the mine portal, C isotope signatures in the drainage increased, accompanied by decreased total DIC concentrations and increased pH. These data are consistent with H{sub 2}SO{sub 4} dissolution of carbonate rocks, enhanced by cation exchange, and C release to the atmosphere via CO{sub 2} outgassing.

    Eighty-nine (89) percent of the electricity supplied in the 35-county Pittsburgh region (comprising parts of the states of Pennsylvania, Ohio, West Virginia, and Maryland) is generated by coal-fired power plants making this an ideal region in which to study the effects of the fine airborne particulates designated as PM{sub 2.5} emitted by the combustion of coal. This report demonstrates that during the period from 1999-2006 (1) sufficient and extensive exposure data, in particular samples of speciated PM{sub 2.5} components from 1999 to 2003, and including gaseous co-pollutants and weather have been collected, (2) sufficient and extensive mortality, morbidity, and related health outcomes data are readily available, and (3) the relationship between health effects and fine particulates can most likely be satisfactorily characterized using a combination of sophisticated statistical methodologies including latent variable modeling (LVM) and generalized linear autoregressive moving average (GLARMA) time series analysis. This report provides detailed information on the available exposure data and the available health outcomes data for the construction of a comprehensive database suitable for analysis, illustrates the application of various statistical methods to characterize the relationship between health effects and exposure, and provides a road map for conducting the proposed study. In addition, a detailed work plan for conducting the study is provided and includes a list of tasks and an estimated budget. A substantial portion of the total study cost is attributed to the cost of analyzing a large number of archived PM{sub 2.5} filters. Analysis of a representative sample of the filters supports the reliability of this invaluable but as-yet untapped resource. These filters hold the key to having sufficient data on the components of PM{sub 2.5} but have a limited shelf life. If the archived filters are not analyzed promptly the important and costly information they contain will be lost.

    Cabrera Services Inc. (CABRERA) is the remedial contractor for the Shallow Land Disposal Area (SLDA) Site in Armstrong County Pennsylvania, a United States (US) Army Corps of Engineers - Buffalo District (USACE) contract. The remediation is being completed under the USACE's Formerly Utilized Sites Remedial Action Program (FUSRAP) which was established to identify, investigate, and clean up or control sites previously used by the Atomic Energy Commission (AEC) and its predecessor, the Manhattan Engineer District (MED). As part of the management of the FUSRAP, the USACE is overseeing investigation and remediation of radiological contamination at the SLDA Site in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 US Code (USC), Section 9601 et. seq, as amended and, the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), Title 40 of the Code of Federal Regulations (CFR) Section 300.430(f) (2). The objective of this project is to clean up radioactive waste at SLDA. The radioactive waste contains special nuclear material (SNM), primarily U-235, in 10 burial trenches, Cabrera duties include processing, packaging and transporting the waste to an offsite disposal facility in accordance with the selected remedial alternative as defined in the Final Record of Decision (USACE, 2007). Of particular importance during the remediation is the need to address nuclear criticality safety (NCS) controls for the safe exhumation and management of waste containing fissile materials. The partnership between Cabrera Services, Inc. and Measutronics Corporation led to the development of a valuable survey tool and operating procedure that are essential components of the SLDA Criticality Safety and Material Control and Accountability programs. Using proven existing technologies in the design and manufacture of the Mobile Survey Cart, the continued deployment of the Cart will allow for an efficient and reliable methodology to allow for the safe exhumation of the Special Nuclear Material in existing SLDA trenches.     The objective of this project is to develop a modeling system to allow operators and regulators to plan all aspects of water management activities associated with shale gas development in the target project area of New York, Pennsylvania, and West Virginia (target area ), including water supply, transport, storage, use, recycling, and disposal and which can be used for planning, managing, forecasting, permit tracking, and compliance monitoring. The proposed project is a breakthrough approach to represent the entire shale gas water lifecycle in one comprehensive system with the capability to analyze impacts and options for operational efficiency and regulatory tracking and compliance, and to plan for future water use and disposition. It will address all of the major water-related issues of concern associated with shale gas development in the target area, including water withdrawal, transport, storage, use, treatment, recycling, and disposal. It will analyze the costs, water use, and wastes associated with the available options, and incorporate constraints presented by permit requirements, agreements, local and state regulations, equipment and material availability, etc. By using the system to examine the water lifecycle from withdrawals through disposal, users will be able to perform scenario analysis to answer "what if" questions for various situations. The system will include regulatory requirements of the appropriate state and regional agencies and facilitate reporting and permit applications and tracking. These features will allow operators to plan for more cost effective resource production. Regulators will be able to analyze impacts of development over an entire area. Regulators can then make informed decisions about the protections and practices that should be required as development proceeds. This modeling system will have myriad benefits for industry, government, and the public. For industry, it will allow planning all water management operations for a project or an area as one entity to optimize water use and minimize costs subject to regulatory and other constraints. It will facilitate analysis of options and tradeoffs, and will also simplify permitting and reporting to regulatory agencies. The system will help regulators study cumulative impacts of development, conserve water resources, and manage disposal options across a region. It will also allow them to track permits and monitor compliance. The public will benefit from water conservation, improved environmental performance as better system wide decisions are made, and greater supply of natural gas, with attendant lower prices, as costs are reduced and development is assisted through better planning and scheduling. Altogether, better economics and fewer barriers will facilitate recovery of the more than 300 trillion cubic feet of estimated recoverable natural gas resource in the Marcellus Shale in a manner that protects the environment.
