    The case study concerns two modern human uses of the Columbia River - irrigation aimed at agricultural land reclamation and hydroelectric power. The Grand Coulee Dam has become synonomous with large-scale generation of hydroelectric power providing the Pacific Northwest with some of the least-expensive electricity in the United States. The Columbia Basin Project has created a half-million acres of farmland in Washington out of a spectacular and vast desert. The South Columbia River Basin Irrigation District is seeking to harness the energy present in the water which already runs through its canals, drains, and wasteways. The South District's development strategy is aimed toward reducing the costs its farmers pay for irrigation and raising the capital required to serve the remaining 550,000 acres originally planned as part of the Columbia Basin Project. The economic, institutional, and regulatory problems of harnessing the energy at site PEC 22.7, one of six sites proposed for development, are examined in this case study.

    The geothermal administration report includes the following: status of transfer of Imperial Valley Environmental Project, status of data cataloging and storage, findings of geothermal field inspections, status of cooperative efforts between industry and the County for commercialization, problems in local geothermal commercialization and recommendations for action, and the status of geothermal exploration development and production in the County. The number and types of applications for geothermal energy received, results of hearings on applications, permits issued, and EIR prepared are discussed. Other geothermal activities include the Department of Energy Region 9 meeting in April, the Department of Energy Direct Heat Developers meeting held in El Centro in April, and a new drilling company in the County.     Industrialization can take place in an arid environment if a long term, overall water management program is developed. The general rule to follow is that recharge must equal or exceed use. The main problem encountered in landscape projects is that everyone wants a lush jungle setting, tall shade trees, ferns, with a variety of floral arrangements mixed in. What we want, what we can afford, and what we get are not always the same. Vegetation that requires large quantities of water are not native to any desert. Surprisingly; there are various types of fruit trees, and vegetables that will thrive in the desert. Peaches, plums, nut trees, do well with drip irrigation as well as tomatoes. Shaded berry plans will also do well, the strawberry being one. In summary; if we match our landscape to our area, we can then design our irrigation system to maintain our landscape and grow a variety of vegetation in any arid or semiarid environment. The application of science and economics to landscaping has now come of age.

    Irrigators subject to load management controls experience electric power interruptions during periods of peak power demand. The resulting interruptions in irrigation pumping may result in moisture stress-induced crop yield reductions. The results of analysis show a great sensitivity of irrigator incomes to such yield losses. The sensitivity is of such a magnitude that rural electric cooperatives (RECs) would have to offer load management incentives of at least five times their monthly demand charges for irrigators under typical conditions (not oversized irrigation pumps) to remain under load control when irrigated crops are experiencing yield-reducing moisture stress. Incentives of this magnitude cannot be economically justified by most RECs. Thus, provision for the voluntary withdrawal of irrigators from load control is an essential feature of most workable and effective irrigation laod management programs.

    Periodic transpiration (monthly sums) in a young loblolly pine plantation between ages 3 and 6 was measured using thermal dissipation probes. Fertilization and fertilization with irrigation were better than irrigation alone in increasing transpiration of young loblolly pines during winter months, apparently because of increased leaf area in fertilized trees. Irrigation alone did not significantly increase transpiration compared with the non-fertilized and non-irrigated control plots.

    Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

It briefly outlines the performance that might be achievable from various kinds of Stirling-engine-driven irrigation pumps. Some emphasis is placed on the very simple liquid-piston engines that have been the subject of research in recent years and are suitable for manufacture in less well-developed countries. In addition to the results quoted here (possible limits on M4 and pumping head for different-size engines and various operating conditions), the method of calculation is described in sufficient detail for engineers to apply the techniques to other Stirling engine designs for comparison.

    In order to anticipate the need for generating capacity, utility planners must estimate the future growth in electricity demand. The need for demand forecasts is no less important for the nation's Rural Electric Cooperatives (RECs) than it is for the investor-owned utilities. The RECs serve an historically agrarian region; therefore, the irrigation sector accounts for a significant portion of the western RECs' total demand. A model is developed of the RECs' demand for electricity used in irrigation. The model is a simultaneous equation system which focuses on both the short-run utilization of electricity in irrigation and the long-run determination of the number of irrigators using electricity. Irrigation demand is described by a set of equations in which the quantity of electricity demanded, the average electricity price, the number of irrigation customers, and the ratio of electricity to total energy used for irrigation are endogenous. The structural equations are estimated using pooled state-level data for the period 1961-1977. In light of the model's results, the impact of changes in relative energy prices on irrigation can be examined.

    This paper performs a literature review and meta-analysis of water savings from several types of advanced irrigation controllers: rain sensors (RS), weather-based irrigation controllers (WBIC), and soil moisture sensors (SMS).The purpose of this work is to derive average water savings per controller type, based to the extent possible on all available data. After a preliminary data scrubbing, we utilized a series of analytical filters to develop our best estimate of average savings. We applied filters to remove data that might bias the sample such as data self-reported by manufacturers, data resulting from studies focusing on high-water users, or data presented in a non-comparable format such as based on total household water use instead of outdoor water use. Because the resulting number of studies was too small to be statistically significant when broken down by controller type, this paper represents a survey and synthesis of available data rather than a definitive statement regarding whether the estimated water savings are representative.

    The field study was conducted to test the hypothesis that plants chronically exposed to O{sub 3} may be more susceptible to drought because O{sub 3} typically inhibits root growth and increases shoot-root ratios in plants. Cotton was grown in open-top chambers on Hanford coarse sandy loam in Riverside, CA. Plants were grown under three irrigation regimes: Optimum water for lint production (OW), suboptimum or moderate drought stress (SO), and severely drought stressed (SS) and were exposed to seasonal 12 h (0800-2000) O{sub 3} centrations of 0.015, 0.074, 0.094, or 0.111/microLL. Leaf xylem pressure potentials Psi(sub 1) and soil water content Theta(sub v) were measured weekly from June to October. Mean seasonal Psi(sub 1) increased from -1.89 MPa to -1.72 MPa in low to high O{sub 3} treatments, averaged across soil water regimes. Ozone had no effect on seasonal water use of cotton, but water use efficiency was significantly reduced by O{sub 3} in OW and SO, but not in SS treatments. Drought-stressed plants extracted proportionally greater amounts of water from deeper in the soil profile than OW cotton, and O{sub 3} had no apparent effect on this redistribution of roots in the soil. Since O{sub 3} had no apparent effect on the ability of drought-stressed cotton to maintain Psi(sub 1) and to increase root growth relative to shoot growth, this suggests that O{sub 3} may have little or no effect on the potential of cotton to adapt to or tolerate drought.

    This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.

    The State of Colorado expressed an interest in assessing the potential for photovoltaic (PV) solar installations on non-irrigated corners of center-pivot irrigation (CPI) fields throughout the state. Using aerial imagery and irrigated land data available from the Colorado Water Conservation Board, an assessment of potentially suitable sites was produced. Productivity estimates were calculated from that assessment. The total area of non-irrigated corners of CPI fields in Colorado was estimated to be 314,674 acres, which could yield 223,418 acres of installed PV panels assuming 71% coverage in triangular plots. The total potential annual electricity production for the state was estimated to be 56,821 gigawatt hours (GWH), with an average of 1.3 GWH per available plot.

    Windpower is one of the oldest forms of energy used for pumping water. Several thousand windmills are still used today to provide water for livestock and domestic needs. Because of the large water volume needed for irrigation, irrigators have selected natural gas, electricity, or diesel fuel as power sources for their irrigation pump. Wind turbines have been successfully used to generate electricity to supplement electrical requirements of irrigation systems; however, not all irrigation pumps have electricity readily available. Because of the need for an independent, high-volume pumping system powered by the wind, the USDA-ARS, Bushland, TX and the Alternative Energy Institute, Canyon, TX have designed and constructed a stand-alone wind-powered pumping system. The initial effort was an in-depth study of all types of pumps in order to locate a pump which could deliver a steady 15-to-20 l/s flow rate while the input power varied in rpm and torque. A progressive-cavity pump was selected as being best for use in moderate and deep well applications where the total head was more than 15 m. A 10-cm progressive-cavity pump was purchased and installed on a 4-kW vertical-axis wind turbine with a mechanical linkage between the wind turbine and pump. Performance data indicated that flow was 10 l/s, and head 12 m at a windspeed of 16 m/s. When the windspeed dropped to 9 m/s, the pumping load caused the wind turbine to stall. Because of the highly variable power output of the wind turbine, no presently-manufactured pump is satisfactory for stand-alone irrigation pumping.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

    Pumping water for agricultural irrigation represents a significant share of California’s annual electricity use and peak demand. It also represents a large source of potential flexibility, as farms possess a form of storage in their wetted soil. By carefully modifying their irrigation schedules, growers can participate in demand response without adverse effects on their crops. This report describes the potential for participation in demand response and automated demand response by agricultural irrigators in California, as well as barriers to widespread participation. The report first describes the magnitude, timing, location, purpose, and manner of energy use in California. Typical on-­farm controls are discussed, as well as common impediments to participation in demand response and automated demand response programs. Case studies of demand response programs in California and across the country are reviewed, and their results along with overall California demand estimates are used to estimate statewide demand response potential. Finally, recommendations are made for future research that can enhance the understanding of demand response potential in this industry.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    The Coolidge Solar Irrigation Facility at Coolidge, Arizona, consists of a 2136.8-m/sup 2/ (23,000-ft/sup 2/) line-focus parabolic trough collector subsystem, a 113.55-m/sup 3/ (30,000-gallon) thermal storage subsystem, and a 150-kW/sub e/ (142.2-Btu/s) organic Rankine cycle power generation unit. The performance of the facility and its operational and maintenance requirements are reported. The period from the the facility's initial operation in October 1979 to 31 August 1980 is covered.

    In this paper, the effects of irrigation on global surface water (SW) and groundwater (GW) resources are investigated by performing simulations using Community Land Model 4.0 (CLM4) at 0.5-degree resolution driven by downscaled/bias-corrected historical simulations and future projections from five General Circulation Models (GCMs) for 1950-2099. For each climate scenario, three sets of numerical experiments were configured: (1) a control experiment (CTRL) in which all crops are assumed to be rainfed; (2) an irrigation experiment (IRRIG) in which the irrigation module using only SW for irrigation is activated; and (3) a groundwater pumping experiment (PUMP) in which a groundwater pumping scheme coupled with the irrigation module is activated for conjunctive use of SW and GW for irrigation. The parameters associated with irrigation and groundwater pumping are calibrated based on a global inventory of census-based SW and GW use compiled by the Food and Agricultural Organization (FAO). Our results suggest that irrigation could lead to two major opposing effects: SW depletion/GW accumulation in regions with irrigation primarily fed by SW, and SW accumulation/GW depletion in regions with irrigation fed primarily by GW. Furthermore, irrigation depending primarily on SW tends to have larger impacts on low-flow than high-flow conditions, suggesting the potential to increase vulnerability to drought. By the end of the 21st century (2070-2099), climate change significantly increases (relative to 1971-2000) irrigation water demand across the world. Combined with the increased temporal-spatial variability of water supply, this may lead to severe issues of local water scarcity for irrigation. Regionally, irrigation has the potential to aggravate/alleviate climate-induced changes of SW/GW although such effects are negligible when averaged globally. The parameters associated with irrigation and groundwater pumping are calibrated based on a global inventory of census-based SW and GW use compiled by the Food and Agricultural Organization (FAO). Our results suggest that irrigation could lead to two major opposing effects: SW depletion/GW accumulation in regions with irrigation primarily fed by SW, and SW accumulation/GW depletion in regions with irrigation fed primarily by GW. Furthermore, irrigation depending primarily on SW tends to have larger impacts on low-flow than high-flow conditions, suggesting the potential to increase vulnerability to drought. By the end of the 21st century (2070-2099), climate change significantly increases (relative to 1971-2000) irrigation water demand across the world. Combined with the increased temporal-spatial variability of water supply, this may lead to severe issues of local water scarcity for irrigation. Regionally, irrigation has the potential to aggravate/alleviate climate-induced changes of SW/GW although such effects are negligible when averaged globally.     About 14% of U.S. farms are irrigated, representing 55 million acres of irrigated land. Irrigation on these farms is a major energy user in the United States, accounting for one-third of water withdrawals and 137 billion gallons per day. More than half of the Irrigation systems use electric energy. Wind energy can be a good choice for meeting irrigation energy needs. Nine of the top 10 irrigation states (California, Texas, Idaho, Arkansas, Colorado, Nebraska, Arizona, Kansas, Washington, and Oregon) have good to excellent wind resources. Many rural areas have sufficient wind speeds to make wind an attractive alternative, and farms and ranches can often install a wind energy system without impacting their ability to plant crops and graze livestock. Additionally, the rising and uncertain future costs of diesel, natural gas, and even electricity increase the potential effectiveness for wind energy and its predictable and competitive cost. In general, wind-powered electric generation systems generate more energy in the winter months than in the summer months when most crops need the water. Therefore, those states that have a supportive net metering policy can dramatically impact the viability of an onsite wind turbine. This poster presentation highlights case studies that show favorable and unfavorable policies that impact the growth of small wind in this important sector and demonstrate how net metering policies affect the viability of distributed wind generation for farmers who irrigate.

  6. Real-time data acquisition and telemetry based irrigation control system

    A data acquisition and telemetry based control system for use in facilitating substantially real time management of an agricultural irrigation system. The soil moisture sensor includes a reader and a plurality of probes. The probes each include an electronic circuit having a moisture sensing capacitor in operative communication with the soil whose moisture is to be measured. Each probe also includes a receive/transmit antenna and the reader includes a transmit/receive antenna, so that as the reader passes near the probe, the reader transmits a digital excitation signal to the electronic circuit of the biodegradable probe via an inductive couple formed between the transmit/receive antenna of the reader and the receive/transmit coil of the probe. The electronic circuit uses an energy component of the excitation signal to generate a digital data signal which indicates the moisture content of the soil adjacent to the moisture sensing capacitor. The probe sends the data signal to the reader which then uses the data signal to develop a corresponding set of watering instructions which are then transmitted to a control module in communication with the irrigation system. The control module sends corresponding control signals to nozzles of the irrigation system causing the irrigation system to disperse water in a manner consistent with the moisture content data transmitted by the probes to the reader. Because the irrigation system moves continuously through the field to be irrigated, the moisture content data acquisition and resultant water dispersal by the irrigation system occur substantially in real time.

  7. Opportunities for Demand Response in California Agricultural Irrigation: A Scoping Study

    California agricultural irrigation consumes more than ten billion kilowatt hours of electricity annually and has significant potential for contributing to a reduction of stress on the grid through demand response, permanent load shifting, and energy efficiency measures. To understand this potential, a scoping study was initiated for the purpose of determining the associated opportunities, potential, and adoption challenges in California agricultural irrigation. The primary research for this study was conducted in two ways. First, data was gathered and parsed from published sources that shed light on where the best opportunities for load shifting and demand response lie within the agricultural irrigation sector. Secondly, a small limited survey was conducted as informal face-to-face interviews with several different California growers to get an idea of their ability and willingness to participate in permanent load shifting and/or demand response programs. Analysis of the data obtained from published sources and the survey reveal demand response and permanent load shifting opportunities by growing region, irrigation source, irrigation method, grower size, and utility coverage. The study examines some solutions for demand response and permanent load shifting in agricultural irrigation, which include adequate irrigation system capacity, automatic controls, variable frequency drives, and the contribution from energy efficiency measures. The study further examines the potential and challenges for grower acceptance of demand response and permanent load shifting in California agricultural irrigation. As part of the examination, the study considers to what extent permanent load shifting, which is already somewhat accepted within the agricultural sector, mitigates the need or benefit of demand response for agricultural irrigation. Recommendations for further study include studies on how to gain grower acceptance of demand response as well as other related studies such as

    Since the 1930`s, the Columbia River has been harnessed for the benefit of the Northwest and the nation. Federal agencies have built 30 major dams on the river and its tributaries. Dozens of non-Federal projects have been developed as well. The dams provide flood control, irrigation, navigation, hydro-electric power generation, recreation, fish and wildlife, and streamflows for wildlife, anadromous fish, resident fish, and water quality. This is Appendix F of the Environmental Impact Statement for the Columbia River System, focusing on irrigation issues and concerns arrising from the Irrigation and Mitigation of impacts (M&I) working Group of the SOR process.     The reaction of Ca with a CaCrO/sub 4/-(LiCl-KCl eutectic) solution at temperatures of 400/sup 0/C to 500/sup 0/C was studied to better understand the nature of the chemical reactions and electrochemical processes that occur in the Ca/CaCrO/sub 4/ thermal battery at the anode during activation and discharge. Limited tests also were conducted with a CaCrO/sub 4/-(CaCl/sub 2/-NaCl-KCl eutectic) solution at 550/sup 0/C. Ca/CaCrO/sub 4/ and CaLi/sub 2//CaCrO/sub 4/ single cells were tested to observe the relative performance differences of Ca and CaLi/sub 2/ anodes. The discharged cells were analyzed by optical microscopy, electron microprobe, Auger electron spectroscopy, and secondary-ion mass spectroscopy. These analytical data were used in conjunction with the results of chemical-reaction experiments to propose a discharge mechanism for the Ca/CaCrO/sub 4/ thermal battery, consistent with experimental observations.

    In the western United States, more than 30,500 square miles has been converted to irrigated agriculture and urban areas. This study compares the climate responses of four regional climate models (RCMs) to these past land-use changes. The RCMs used two contrasting land cover distributions: potential natural vegetation, and modern land cover that includes agriculture and urban areas. Three of the RCMs represented irrigation by supplementing soil moisture, producing large decreases in August mean (-2.5 F to -5.6 F) and maximum (-5.2 F to -10.1 F) 2-meter temperatures where natural vegetation was converted to irrigated agriculture. Conversion to irrigated agriculture also resulted in large increases in relative humidity (9 percent 36 percent absolute change). Only one of the RCMs produced increases in summer minimum temperature. Converting natural vegetation to urban land cover produced modest but discernable climate effects in all models, with the magnitude of the effects dependent upon the preexisting vegetation type. Overall, the RCM results indicate that land use change impacts are most pronounced during the summer months, when surface heating is strongest and differences in surface moisture between irrigated land and natural vegetation are largest. The irrigation effect on summer maximum temperatures is comparable in magnitude (but opposite in sign) to predicted future temperature change due to increasing greenhouse gas concentrations.

    The annual operation plans described in the following sections require detailed system regulation computer model studies. These system regulation studies are necessary to evaluate potential new projects and to develop operational rule curves for the existing system of projects. The objective is to provide a basis for evaluating alternative system regulation scenarios. This provides essential input for optimizing the management of existing projects and planning future projects for the most beneficial use of the water supply and resources in the entire region. Historical streamflows per se are inadequate for system regulation studies because the pattern of observed flow has continually changed with each successive stage of irrigation and e development. The problem, therefore, is to adjust for past operation of storage projects and to determine the necessary adjustments that should be made to recorded flows to reflect current stages of irrigation development. Historical flows which have been adjusted to a common level of irrigation development by correcting for the effects of diversion demand, return flow, and change-of-contents and evaporation in upstream reservoirs and lakes are referred to as modified flows. This report describes the development of irrigation depletion adjustments and modified flows for the 1990 level of development for the 61-year period 1928--1989. incremental depletion adjustments were computed in this report for each month of the 61-year period to adjust the effects of actual irrigation in each year up to that which would have been experienced with the irrigation as practiced in 1990.

    Previous studies on irrigation impacts on land surface fluxes/states were mainly conducted as sensitivity experiments, with limited analysis of uncertainties from the input data and model irrigation schemes used. In this study, we calibrated and evaluated the performance of irrigation water use simulated by the Community Land Model version 4 (CLM4) against observations from agriculture census. We investigated the impacts of irrigation on land surface fluxes and states over the conterminous United States (CONUS) and explored possible directions of improvement. Specifically, we found large uncertainty in the irrigation area data from two widely used sources and CLM4 tended to produce unrealistically large temporal variations of irrigation demand for applications at the water resources region scale over CONUS. At seasonal to interannual time scales, the effects of irrigation on surface energy partitioning appeared to be large and persistent, and more pronounced in dry than wet years. Even with model calibration to yield overall good agreement with the irrigation amounts from the National Agricultural Statistics Service (NASS), differences between the two irrigation area datasets still dominate the differences in the interannual variability of land surface response to irrigation. Our results suggest that irrigation amount simulated by CLM4 can be improved by (1) calibrating model parameter values to account for regional differences in irrigation demand and (2) accurate representation of the spatial distribution and intensity of irrigated areas.

    This is the AmeriFlux version of the carbon flux data for the site US-Ne2 Mead - irrigated maize-soybean rotation site. Site Description - The study site is one of three fields (all located within 1.6 km of each other) at the University of Nebraska Agricultural Research and Development Center near Mead, Nebraska. This site is irrigated with a center pivot system. Prior to the initiation of the study, the irrigated site had a 10-yr history of maize-soybean rotation under no-till. A tillage operation (disking) was done just prior to the 2001 planting to homogenize the top 0.1 m of soil, incorporate P and K fertilizers, as well as previously accumulated surface residues. Since this tillage operation, the site has been under no-till management.

  14. Climate Mitigation Policy Implications for Global Irrigation Water Demand

    Energy, water and land are scarce resources, critical to humans. Developments in each affect the availability and cost of the others, and consequently human prosperity. Measures to limit greenhouse gas concentrations will inevitably exact dramatic changes on energy and land systems and in turn alter the character, magnitude and geographic distribution of human claims on water resources. We employ the Global Change Assessment Model (GCAM), an integrated assessment model to explore the interactions of energy, land and water systems in the context of alternative policies to limit climate change to three alternative levels: 2.5 Wm-2 (445 ppm CO2-e), 3.5 Wm-2 (535 ppm CO2-e) and 4.5 Wm-2 (645 ppm CO2-e). We explore the effects of alternative land-use emissions mitigation policy options—one which values terrestrial carbon emissions equally with fossil fuel and industrial emissions, and an alternative which places no penalty on land-use change emissions. We find that increasing populations and economic growth could be anticipated to lead to increased demand for water for agricultural systems (+200%), even in the absence of climate change. In general policies to mitigate climate change will increase agricultural demands for water, regardless of whether or not terrestrial carbon is valued or not. Burgeoning demands for water are driven by the demand for bioenergy in response to emissions mitigation policies. We also find that the policy matters. Increases in the demand for water when terrestrial carbon emissions go un-prices are vastly larger than when terrestrial system carbon emissions are prices at the same rate as fossil fuel and industrial emissions. Our estimates for increased water demands when terrestrial carbon systems go un-priced are larger than earlier studies. We find that the deployment of improved irrigation delivery systems could mitigate some of the increase in water demands, but cannot reverse the increases in water demands when terrestrial carbon

  15. Deep subsurface drip irrigation using coal-bed sodic water: Part I. Water and solute movement

    Water co-produced with coal-bed methane (CBM) in the semi-arid Powder River Basin of Wyoming and Montana commonly has relatively low salinity and high sodium adsorption ratios that can degrade soil permeability where used for irrigation. Nevertheless, a desire to derive beneficial use from the water and a need to dispose of large volumes of it have motivated the design of a deep subsurface drip irrigation (SDI) system capable of utilizing that water. Drip tubing is buried 92 cm deep and irrigates at a relatively constant rate year-round, while evapotranspiration by the alfalfa and grass crops grown is seasonal. We use field data from two sites and computer simulations of unsaturated flow to understand water and solute movements in the SDI fields. Combined irrigation and precipitation exceed potential evapotranspiration by 300480 mm annually. Initially, excess water contributes to increased storage in the unsaturated zone, and then drainage causes cyclical rises in the water table beneath the fields. Native chloride and nitrate below 200 cm depth are leached by the drainage. Some CBM water moves upward from the drip tubing, drawn by drier conditions above. Chloride from CBM water accumulates there as root uptake removes the water. Year over year accumulations indicated by computer simulations illustrate that infiltration of precipitation water from the surface only partially leaches such accumulations away. Field data show that 7% and 27% of added chloride has accumulated above the drip tubing in an alfalfa and grass field, respectively, following 6 years of irrigation. Maximum chloride concentrations in the alfalfa field are around 45 cm depth but reach the surface in parts of the grass field, illustrating differences driven by crop physiology. Deep SDI offers a means of utilizing marginal quality irrigation waters and managing the accumulation of their associated solutes in the crop rooting zone.

  16. Forest Irrigation Of Tritiated Water: A Proven Tritiated Water Management Tool

    Tritium releases from the Old Radioactive Waste Burial Ground (ORWBG) at the SRS in South Carolina has impacted groundwater and surface water. Tritiated groundwater plumes discharge into Fourmile Branch which is a small tributary of the Savannah River, a regional water resource. Taking advantage of the groundwater flow paths and the local topography a water collection and irrigation system was constructed and has been used at the SRS for over a decade to reduce these tritiated water releases to Fourmile Branch. The tritiated water is transferred to the atmosphere by evaporation from the pond surface, and after irrigation, wetted surface evaporation and evapotranspiration through the forest vegetation. Over the last decade SRS has irrigated over 120,000,000 gallons of tritiated water, which diverted over 6000 curies away from Fourmile Branch and the Savannah River. The system has been effective in reducing the flux of tritiated groundwater by approximately 70%. Mass balance studies of tritium in the forest soils before operations and over the last decade indicate that approximately 90% of the tritiated water that is irrigated is transferred to the atmosphere. Dose studies indicate that exposure to site workers and offsite maximally exposed individual is very low, approximately 6 mrem/year and 0.004 mrem/year, respectively. To consistently meet the flux reduction goal of tritium into Fourmile Branch optimization activities are proposed. These efforts will increase irrigation capacity and area. An additional 17 acres are proposed for an expansion of the area to be irrigated and a planting of approximately 40 acres of pine forest plantations is underway to expand irrigation capacity. Co-mingled with the tritiated groundwater are low concentrations of chlorinated volatile organic compounds (cVOCs), and 1,4-dioxane.
