  1. The impact of climate change on the U.S. wind energy resource

    The growing need for low-carbon emitting electricity sources has resulted in rapid growth in the wind power industry. The size and steadiness of the offshore wind resource has attracted growing investment in the planning of offshore wind turbine installations. Decisions about the location and character of wind farms should be made with an eye not only to present but also future wind resource, which may change as increasing carbon dioxide forces reductions in the poleward temperature gradient, and thus potentially in the mean tropospheric westerly winds. I propose to use the new North American Regional Climate Change Assessment Program climate projections to estimate the change of the wind power resource under various carbon dioxide loading scenarios and for a range of climate models. We will compare our assessment with both our assessment based on the IPCC AR4 model runs, to explore the extent to which improved model resolution changes the prediction for the wind power resource, and with present day estimates from reanalysis and scatterometer winds.

  2. Improved Offshore Wind Resource Assessment in Global Climate Stabilization Scenarios

    This paper introduces a technique for digesting geospatial wind-speed data into areally defined -- country-level, in this case -- wind resource supply curves. We combined gridded wind-vector data for ocean areas with bathymetry maps, country exclusive economic zones, wind turbine power curves, and other datasets and relevant parameters to build supply curves that estimate a country's offshore wind resource defined by resource quality, depth, and distance-from-shore. We include a single set of supply curves -- for a particular assumption set -- and study some implications of including it in a global energy model. We also discuss the importance of downscaling gridded wind vector data to capturing the full resource potential, especially over land areas with complex terrain. This paper includes motivation and background for a statistical downscaling methodology to account for terrain effects with a low computational burden. Finally, we use this forum to sketch a framework for building synthetic electric networks to estimate transmission accessibility of renewable resource sites in remote areas.

  3. DOE SBIR Phase II Final Technical Report - Assessing Climate Change Effects on Wind Energy

    Specialized Vertum Partners software tools were prototyped, tested and commercialized to allow wind energy stakeholders to assess the uncertainties of climate change on wind power production and distribution. This project resulted in three commercially proven products and a marketing tool. The first was a Weather Research and Forecasting Model (WRF) based resource evaluation system. The second was a web-based service providing global 10m wind data from multiple sources to wind industry subscription customers. The third product addressed the needs of our utility clients looking at climate change effects on electricity distribution. For this we collaborated on the Santa Ana Wildfire Threat Index (SAWTi), which was released publicly last quarter. Finally to promote these products and educate potential users we released “Gust or Bust”, a graphic-novel styled marketing publication.

However, by far, most emphasis has been on biofuels. It is shown here, though, that current-technology biofuels cannot address global warming and may slightly increase death and illness due to ozone-related air pollution. Future biofuels may theoretically slow global warming, but only temporarily and with the cost of increased air pollution mortality. In both cases, the land required renders biofuels an impractical solution. Recent measurements and statistical analyses of U.S. and world wind power carried out at Stanford University suggest that wind combined with other options can substantially address global warming, air pollution mortality, and energy needs simultaneously.

  6. 20% Wind Energy - Diversifying Our Energy Portfolio and Addressing Climate Change (Brochure)

    This brochure describes the R&D efforts needed for wind energy to meet 20% of the U.S. electrical demand by 2030. In May 2008, DOE published its report, 20% Wind Energy by 2030, which presents an in-depth analysis of the potential for wind energy in the United States and outlines a potential scenario to boost wind electric generation from its current production of 16.8 gigawatts (GW) to 304 GW by 2030. According to the report, achieving 20% wind energy by 2030 could help address climate change by reducing electric sector carbon dioxide (CO2) emissions by 825 million metric tons (20% of the electric utility sector CO2 emissions if no new wind is installed by 2030), and it will enhance our nation's energy security by diversifying our electricity portfolio as wind energy is an indigenous energy source with stable prices not subject to fuel volatility. According to the report, increasing our nation's wind generation could also boost local rural economies and contribute to significant growth in manufacturing and the industry supply chain. Rural economies will benefit from a substantial increase in land use payments, tax benefits and the number of well-paying jobs created by the wind energy manufacturing, construction, and maintenance industries. Although the initial capital costs of implementing the 20% wind scenario would be higher than other generation sources, according to the report, wind energy offers lower ongoing energy costs than conventional generation power plants for operations, maintenance, and fuel. The 20% scenario could require an incremental investment of as little as $43 billion (net present value) more than a base-case no new wind scenario. This would represent less than 0.06 cent (6 one-hundredths of 1 cent) per kilowatt-hour of total generation by 2030, or roughly 50 cents per month per household. The report concludes that while achieving the 20% wind scenario is technically achievable, it will require enhanced transmission infrastructure

  7. Lidar-measured winds from space: A key component for weather and climate prediction

    The deployment of a space-based Doppler lidar would provide information that is fundamental to advancing the understanding and prediction of weather and climate. This paper reviews the concepts of wind measurement by Doppler lidar, highlights the results of some observing system simulation experiments with lidar winds, and discusses the important advances in earth system science anticipated with lidar winds. Observing system simulation experiments, conducted using two different general circulation models, have shown (1) that there is a significant improvement in the forecast accuracy over the Southern Hemisphere and tropical oceans resulting from the assimilation of simulated satellite wind data, and (2) that wind data are significantly more effective than temperature or moisture data in controlling analysis error. Because accurate wind observations are currently almost entirely unavailable for the vast majority of tropical cyclones worldwide, lidar winds have the potential to substantially improve tropical cyclone forecasts. Similarly, to improve water vapor flux divergence calculations, a direct measure of the ageostrophic wind is needed since the present level of uncertainty cannot be reduced with better temperature and moisture soundings alone. 99 refs., 10 figs., 3 tabs.

  8. Application of global weather and climate model output to the design and operation of wind-energy systems

    This project addressed the challenge of providing weather and climate information to support the operation, management and planning for wind-energy systems. The need for forecast information is extending to longer projection windows with increasing penetration of wind power into the grid and also with diminishing reserve margins to meet peak loads during significant weather events. Maintenance planning and natural gas trading is being influenced increasingly by anticipation of wind generation on timescales of weeks to months. Future scenarios on decadal time scales are needed to support assessment of wind farm siting, government planning, long-term wind purchase agreements and the regulatory environment. The challenge of making wind forecasts on these longer time scales is associated with a wide range of uncertainties in general circulation and regional climate models that make them unsuitable for direct use in the design and planning of wind-energy systems. To address this challenge, CFAN has developed a hybrid statistical/dynamical forecasting scheme for delivering probabilistic forecasts on time scales from one day to seven months using what is arguably the best forecasting system in the world (European Centre for Medium Range Weather Forecasting, ECMWF). The project also provided a framework to assess future wind power through developing scenarios of interannual to decadal climate variability and change. The Phase II research has successfully developed an operational wind power forecasting system for the U.S., which is being extended to Europe and possibly Asia.

  9. Impact of WRF Physics and Grid Resolution on Low-level Wind Prediction: Towards the Assessment of Climate Change Impact on Future Wind Power

    The Weather Research and Forecast (WRF) model is used in short-range simulations to explore the sensitivity of model physics and horizontal grid resolution. We choose five events with the clear-sky conditions to study the impact of different planetary boundary layer (PBL), surface and soil-layer physics on low-level wind forecast for two wind farms; one in California (CA) and the other in Texas (TX). Short-range simulations are validated with field measurements. Results indicate that the forecast error of the CA case decreases with increasing grid resolution due to the improved representation of valley winds. Besides, the model physics configuration has a significant impact on the forecast error at this location. In contrast, the forecast error of the TX case exhibits little dependence on grid resolution and is relatively independent of physics configuration. Therefore, the occurrence frequency of lowest root mean square errors (RMSEs) at this location is used to determine an optimal model configuration for subsequent decade-scale regional climate model (RCM) simulations. In this study, we perform two sets of 20-year RCM simulations using the data from the NCAR Global Climate Model (GCM) simulations; one set models the present climate and the other simulates the future climate. These RCM simulations will be used to assess the impact of climate change on future wind energy.

    Interest in biomass electricity in Ireland is being re-awakened by environmental concerns about CO{sub 2} emissions from power generation and the potential of biomass production to provide an alternative agricultural enterprise. The technical and economical feasibility of wood-fuelled power production using willow from energy farming in existing peat-fired plants in Ireland is being studied within the framework of the EU JOULE II+ programme. These options are compared with new combustion plants and a biomass integrated gasifier with combined cycle (BIG/CC). Background studies supplied data for yields of willow farming, establishment of willow plantations, harvesting methods, logistics and costs and efficiencies for different retrofit options at Irish peat plants. All technologies considered are currently available or are expected to be available in the near future. Neither agricultural subsidies nor possible CO{sub 2} taxes have been included. In the least cost supply scenario storage and chipping of wood is done at the power station. In this case wood is only stored in the form of sticks and wood harvested by a chips harvester is supplied to the plant directly during the harvesting season. Fuel costs at the plant gate were estimated between 3.3 and 11 EGU/GJ{sub LHV}. This wide range resulted in a wide range of kWh costs. For the lowest cost option they ranged between 5.4 and 15 ECUcents/kWh. The cheapest proven retrofit option is the conversion of the existing milled peat Lanesborough unit 3 into a bubbling fluidized bed with kWh costs ranging from 5.6 up to 16 ECUcents/kWh. For this plant, costs per tonne of avoided CO{sub 2} emissions varied between 1 and 70 ECU. It is noteworthy that the kWh costs for all options considered were very close. Especially in the high costs scenario a BIG/CC appeared to have lower kWh cost than all biomass combustion plants. Mainly for the retrofitted plants the fuel costs were by far the largest kWh cost component.

    Wind energy is widely recognized as the most efficient and cost effective form of new renewable energy available in the Midwest. New utility-scale wind farms (arrays of large turbines in high wind areas producing sufficient energy to serve thousands of homes) rival the cost of building new conventional forms of combustion energy plants, gas, diesel and coal power plants. Wind energy is not subject to the inflationary cost of fossil fuels. Wind energy can also be very attractive to residential and commercial electric customers in high wind areas who would like to be more self-sufficient for their energy needs. And wind energy is friendly to the environment at a time when there is increasing concern about pollution and climate change. However, wind energy is an intermittent source of power. Most wind turbines start producing small amounts of electricity at about 8-10 mph (4 meters per second) of wind speed. The turbine does not reach its rated output until the wind reaches about 26-28 mph (12 m/s). So what do you do for power when the output of the wind turbine is not sufficient to meet the demand for energy? This paper will discuss wind hybrid technology options that mix wind with other power sources and storage devices to help solve this problem. This will be done on a variety of scales on the impact of wind energy on the utility system as a whole, and on the commercial and small-scale residential applications. The average cost and cost-benefit of each application along with references to manufacturers will be given. Emerging technologies that promise to shape the future of renewable energy will be explored as well.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    This atlas of the south central region combines seven collections of wind resource data: one for the region, and one for each of the six states (Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas). At the state level, features of the climate, topography, and wind resource are discussed in greater detail than that provided in the regional discussion, and the data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and interannual wind speed and power, and hourly average wind speed for each season. Other graphs present speed, direction, and duration frequencies of the wind at these locations.
