An electron launching voltage monitor measures MITL voltage using a relationship between anode electric field and electron current launched from a cathode-mounted perturbation. An electron launching probe extends through and is spaced from the edge of an opening in a first MITL conductor, one end of the launching probe being in the gap between the MITL conductor, the other end being adjacent a first side of the first conductor away from the second conductor. A housing surrounds the launching probe and electrically connects the first side of the first conductor to the other end of the launching probe. A detector detects the current passing through the housing to the launching probe, the detected current being representative of the voltage between the conductors. 5 figs.

Application of GIS for Cassini Launch Support

The Cassini spacecraft began its eleven-year mission to Saturn on October 15, 1997. The spacecraft is powered by Radioisotope Thermoelectric Generators and Light Weight Radioisotope Heating Units comprised primarily of plutonium-238 as fuel. Due to the potential for a radiation release in the event of a launch accident, the US Department of Energy deployed a contingency response team to Cape Canaveral to support the National Aeronautics and Space Administration for the Cassini launch. The team was comprised of radiation monitoring and assessment teams, a communications/logistics team, and a team of Field Analysis System for Emergency Response (FASER) Geographic Information System personnel. FASER is a system developed around Arc/Info and Arcview for integrating and analyzing spatial information for nuclear emergency response activities. FASER operators integrated data from radiological prediction models, background radiation measurements, and a global positioning system-based Flight Path Recovery System for monitoring real-time aircraft locations. With this system, spatial data met the need to be processed and presented to mission managers quickly during the hours preceding launch.

Safety evaluation of RTG launches aboard Titan IV launch vehicles

The analytical tool used to evaluate accidents aboard a Titan IV launch vehicle involving a Radioisotope Thermoelectric Generator (RTG) is discussed. The Launch Accident Scenario Evaluation Program-Titan IV version (LASEP-T) uses a Monte Carlo approach to determine the response of an RTG to various threatening environments. The threatening environments arise from a complex interplay of probabilistic and deterministic processes, and are therefore parameterized by a set of random variables with probability distributions. The assessment of the RTG response to a given environment is based on both empirical data and theoretical modeling. Imbedding detailed, complex response models into the LASEP-T calculation was not practical. Simpler response models have been constructed to capture both the inherent variability due to the phenomenology of the accident scenario along with the uncertainty of predicting response behavior. The treatment of variability and uncertainty as it pertains to the launch accident evaluation of RTG response will be discussed.

Overcoming Scalability Challenges for Tool Daemon Launching

Many tools that target parallel and distributed environments must co-locate a set of daemons with the distributed processes of the target application. However, efficient and portable deployment of these daemons on large scale systems is an unsolved problem. We overcome this gap with LaunchMON, a scalable, robust, portable, secure, and general purpose infrastructure for launching tool daemons. Its API allows tool builders to identify all processes of a target job, launch daemons on the relevant nodes and control daemon interaction. Our results show that Launch-MON scales to very large daemon counts and substantially enhances performance over existing ad hoc mechanisms.

Study on Alternative Cargo Launch Options from the Lunar Surface

In the future, there will be a need for constant cargo launches from Earth to Mars in order to build, and then sustain, a Martian base. Currently, chemical rockets are used for space launches. These are expensive and heavy due to the amount of necessary propellant. Nuclear thermal rockets (NTRs) are the next step in rocket design. Another alternative is to create a launcher on the lunar surface that uses magnetic levitation to launch cargo to Mars in order to minimize the amount of necessary propellant per mission. This paper investigates using nuclear power for six different cargo launching alternatives, as well as the orbital mechanics involved in launching cargo to a Martian base from the moon. Each alternative is compared to the other alternative launchers, as well as compared to using an NTR instead. This comparison is done on the basis of mass that must be shipped from Earth, the amount of necessary propellant, and the number of equivalent NTR launches. Of the options, a lunar coil launcher had a ship mass that is 12.7% less than the next best option and 17 NTR equivalent launches, making it the best of the presented six options.

The Lawrence Livermore National Laboratory (Livermore, CA) and SARA, Inc. participated in the ATMD missile launch activities that occurred at WSMR during January 1993. These tests involved the launch of Lance missiles with a subsequent direction of F-15Es into the launch area for subsequent detection and simulated destruction of redeployed missile launchers, LLNL and SARA deployed SARN`s ELF sensors and various data acquisition systems for monitoring of basic phenomena. On 25 January 1993, a single missile launch allowed initial measurements of the phenomena and an assessment of appropriate sensor sensitivity settings as well as the appropriateness of the sensor deployment sites (e.g., with respect to man-made ELF sources such as power distributions and communication lines). On 27 January 1993, a measurement of a double launch of Lance missiles was performed. This technical report covers the results of the analysis of latter measurements. An attempt was made to measure low frequency electromagnetic signatures that may be produced during a missile launch. Hypothetical signature production mechanisms include: (1) Perturbations of the earth geo-potential during the launch of the missile. This signature may arise from the interaction of the ambient electric field with the conducting body of the missile as well as the partially ionized exhaust plume. (2) Production of spatial, charge sources from triboelectric-like mechanisms. Such effects may occur during the initial interaction of the missile plume with the ground material and lead to an initial {open_quotes}spike{close_quotes} output, Additionally, there may exist charge transfer mechanisms produced during the exhausting of the burnt fuel oxidizer.

The occurrence of the perturbation is expected from the conducting body of the missile and the exhaust plume. A set of voltage-probe antennas were used to monitor the local electric field perturbation from the launch at ranges of approximately 1 km. Examination of the data acquired during the launch period failed to show identifiable correlation of the field variations with the launch event. Three reasons are ascribed to this lack of event data: (1) The electric field potential variations have a limited spatial correlation length - the fields measured in one region have little correlation to measurements made at distances of a kilometer away. The potential variations are related to localized atmospheric disturbances and are generally unpredictable. A value for the spatial correlation length is also not known. (2) The conductivity of the plume and missile body are not adequate to produce a field perturbation of adequate magnitude. Phenomena related to the exhaust plume and missile may exist and be outside of the collection range of the equipment employed for these measurements. (3) The presence of 60 Hz power line noise was of sufficient magnitude to irreversibly contaminate measurements.

NTR-Enhanced Lunar-Base Supply using Existing Launch Fleet Capabilities

During the summer of 2006, students at the Center for Space Nuclear Research sought to augment the current NASA lunar exploration architecture with a nuclear thermal rocket (NTR). An additional study investigated the possible use of an NTR with existing launch vehicles to provide 21 metric tons of supplies to the lunar surface in support of a lunar outpost. Current cost estimates show that the complete mission cost for an NTR-enhanced assembly of Delta-IV and Atlas V vehicles may cost 47-86% more than the estimated Ares V launch cost of $1.5B; however, development costs for the current NASA architecture have not been assessed. The additional cost of coordinating the rendezvous of four to six launch vehicles with an in-orbit assembly facility also needs more thorough analysis and review. Future trends in launch vehicle use will also significantly impact the results from this comparison. The utility of multiple launch vehicles allows for the development of a more robust and lower risk exploration architecture.

Optical Design Considerations Relevant to Reflective UV Launch Gratings for Photocathode Irradiation

The characteristics of photoelectron microbunches emitted from a photocathode in response to laser irradiation determine many of the incident laser pulse requirements. RF photocathode designs based on grazing incidence of the irradiation benefit from the removal of launch optics from the electron beamline and enhanced absorption at Brewster angles. However, this also introduces two well known complexities in the laser pulse 'launch' requirements: (i) a transverse spatial anamorphism to guarantee that the projected transverse spatial profile of the irradiation is circular (in the plane of the photocathode) and (ii) a 'time slew' or tilted amplitude front on the laser pulse that is incident on the photocathode to guarantee that the temporal (longitudinal) profiles are synchronous across the entire transverse irradiation profile in the photocathode plane. A single diffraction grating can be used to fulfill these combined requirements. This reported work focuses on grating behavior only. It does not address imaging requirements associated with relayed optical transport from the grating to the photocathode. Because the grating is a highly dispersive optical element by design, the dispersive aspects of all launch requirements are important.

In the long term it may cause the earth to transition to another equilibrium state through many oscillation in climatic patterns. The magnitudes of these oscillations could easily exceed the difference between the end points. The author further explains why many no longer fully understands the nature and magnitudes of common phenomena such as storms and wind speeds because of these oscillations, and the absorptive properties of clouds. The author links the increase in duration of the El Nino to global warming, and further predicts public health risks as the earth transitions to another equilibrium state in its young history.

Laser/matter interactions by laser-launched plates and direct laser shocks

Explosives, gas guns, laser-launched flyer plates, and direct laser-irradiation can be used to generate shocks and high-stress in materials. Each method has a unique diameter and thickness of shock that can be generated. In past years, small laboratory lasers have been used to launch flyer plates 2 - 200-pm thick to terminal velocities 0.1 to 5 k d s . Over the past few years we have been using our TRIDENT laser facility (1kJ in 0.2 to 2ps) to accelerate larger diameter (8 mm) and thicker (0.1 - 1.5 mm) flyer plates. These larger diameters and thicker one-dimensional plates more closely compliment traditional experimental methods such as gas guns. The 8-mm diameter and 1-mm thick flyer plates can impart shocks in metals for constitutive dynamic property measurements. The versatility of laser-driven plates permits spatial and temporal profiles of the flyer plate impact on sample targets. LASNEX models and parameters of the laser drive can be used to optimize optical coupling efficiency. The flyer plate launch, acceleration, terminal velocity, and, depending on the experiment, flyer plate impact on to target materials are recorded using point-interferometry (VISAR), and line-imaging interferometry. These high speed optical and laser experimental methods will be described along with ancillary methods, and material data. Constitutive properties of bulk materials, rate effects, and grain size and/or orientation have been studied for several metals including copper, beryllium, gold, and some alloys.

The University of Maine conducted this study for Pacific Northwest Laboratory (PNL) as part of a global climate modeling task for site characterization of the potential nuclear waste respository site at Yucca Mountain, NV. The purpose of the study was to develop a global ice sheet dynamics model that will forecast the three-dimensional configuration of global ice sheets for specific climate change scenarios. The objective of the third (final) year of the work was to produce ice sheet data for glaciation scenarios covering the next 100,000 years. This was accomplished using both the map-plane and flowband solutions of our time-dependent, finite-element gridpoint model. The theory and equations used to develop the ice sheet models are presented. Three future scenarios were simulated by the model and results are discussed.

This paper explores one of the causes of global warming that is often overlooked, the direct heating of the environment by engineering systems. Most research and studies of global warming concentrate on the modification that is occurring to atmospheric air as a result of pollution gases being added by various systems; i.e., refrigerants, nitrogen oxides, ozone, hydrocarbons, halon, and others. This modification affects the thermal radiation balance between earth, sun and space, resulting in a decrease of radiation outflow and a slow rise in the earth`s steady state temperature. For this reason the solution to the problem is perceived as one of cleaning up the processes and effluents that are discharged into the environment. In this paper arguments are presented that suggest, that there is a far more serious cause for global warming that will manifest itself in the next two or three centuries; direct heating from the exponential growth of energy usage by humankind. Because this is a minor contributor to the global warming problem at present, it is overlooked or ignored. Energy use from the combustion of fuels and from the output of nuclear reactions eventually is manifest as warming of the surroundings. Thus, as energy is used at an ever increasing rate the consequent global warming also increases at an ever increasing rate. Eventually this rate will become equal to a few percent of solar radiation. When this happens the earth`s temperature will have risen by several degrees with catastrophic results. The trends in world energy use are reviewed and some mathematical models are presented to suggest future scenarios. These models can be used to predict when the global warming problem will become undeniably apparent, when it will become critical, and when it will become catastrophic.

A system and method for generating global asynchronous signals in a computing structure. Particularly, a global interrupt and barrier network is implemented that implements logic for generating global interrupt and barrier signals for controlling global asynchronous operations performed by processing elements at selected processing nodes of a computing structure in accordance with a processing algorithm; and includes the physical interconnecting of the processing nodes for communicating the global interrupt and barrier signals to the elements via low-latency paths. The global asynchronous signals respectively initiate interrupt and barrier operations at the processing nodes at times selected for optimizing performance of the processing algorithms. In one embodiment, the global interrupt and barrier network is implemented in a scalable, massively parallel supercomputing device structure comprising a plurality of processing nodes interconnected by multiple independent networks, with each node including one or more processing elements for performing computation or communication activity as required when performing parallel algorithm operations. One multiple independent network includes a global tree network for enabling high-speed global tree communications among global tree network nodes or sub-trees thereof. The global interrupt and barrier network may operate in parallel with the global tree network for providing global asynchronous sideband signals.

The important physical, chemical, and biological events that affect global climate change occur on a mesoscale -- requiring high spatial resolution for their analysis. The Department of Energy has formulated two major initiatives under the US Global Change Program: ARM (Atmospheric Radiation Measurements), and CHAMMP (Computer Hardware Advanced Mathematics and Model Physics). ARM is designed to use ground and air-craft based observations to document profiles of atmospheric composition, clouds, and radiative fluxes. With research and models of important physical processes, ARM will delineate the relationships between trace gases, aerosol and cloud structure, and radiative transfer in the atmosphere, and will improve the parameterization of global circulation models. The present GCMs do not model important feedbacks, including those from clouds, oceans, and land processes. The purpose of this workshop is to identify such potential feedbacks, to evaluate the uncertainties in the feedback processes (and, if possible, to parameterize the feedback processes so that they can be treated in a GCM), and to recommend research programs that will reduce the uncertainties in important feedback processes. In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

A system and method for enabling high-speed, low-latency global tree network communications among processing nodes interconnected according to a tree network structure. The global tree network enables collective reduction operations to be performed during parallel algorithm operations executing in a computer structure having a plurality of the interconnected processing nodes. Router devices are included that interconnect the nodes of the tree via links to facilitate performance of low-latency global processing operations at nodes of the virtual tree and sub-tree structures. The global operations performed include one or more of: broadcast operations downstream from a root node to leaf nodes of a virtual tree, reduction operations upstream from leaf nodes to the root node in the virtual tree, and point-to-point message passing from any node to the root node. The global tree network is configurable to provide global barrier and interrupt functionality in asynchronous or synchronized manner, and, is physically and logically partitionable.

Methodology assessment and recommendations for the Mars science laboratory launch safety analysis.

The Department of Energy has assigned to Sandia National Laboratories the responsibility of producing a Safety Analysis Report (SAR) for the plutonium-dioxide fueled Multi-Mission Radioisotope Thermoelectric Generator (MMRTG) proposed to be used in the Mars Science Laboratory (MSL) mission. The National Aeronautic and Space Administration (NASA) is anticipating a launch in fall of 2009, and the SAR will play a critical role in the launch approval process. As in past safety evaluations of MMRTG missions, a wide range of potential accident conditions differing widely in probability and seventy must be considered, and the resulting risk to the public will be presented in the form of probability distribution functions of health effects in terms of latent cancer fatalities. The basic descriptions of accident cases will be provided by NASA in the MSL SAR Databook for the mission, and on the basis of these descriptions, Sandia will apply a variety of sophisticated computational simulation tools to evaluate the potential release of plutonium dioxide, its transport to human populations, and the consequent health effects. The first step in carrying out this project is to evaluate the existing computational analysis tools (computer codes) for suitability to the analysis and, when appropriate, to identify areas where modifications or improvements are warranted. The overall calculation of health risks can be divided into three levels of analysis. Level A involves detailed simulations of the interactions of the MMRTG or its components with the broad range of insults (e.g., shrapnel, blast waves, fires) posed by the various accident environments. There are a number of candidate codes for this level; they are typically high resolution computational simulation tools that capture details of each type of interaction and that can predict damage and plutonium dioxide release for a range of choices of controlling parameters. Level B utilizes these detailed results to study many thousands of possible event sequences and to build up a statistical representation of the releases for each accident case. A code to carry out this process will have to be developed or adapted from previous MMRTG missions. Finally, Level C translates the release (or ''source term'') information from Level B into public risk by applying models for atmospheric transport and the health consequences of exposure to the released plutonium dioxide. A number of candidate codes for this level of analysis are available. This report surveys the range of available codes and tools for each of these levels and makes recommendations for which choices are best for the MSL mission. It also identities areas where improvements to the codes are needed. In some cases a second tier of codes may be identified to provide supporting or clarifying insight about particular issues. The main focus of the methodology assessment is to identify a suite of computational tools that can produce a high quality SAR that can be successfully reviewed by external bodies (such as the Interagency Nuclear Safety Review Panel) on the schedule established by NASA and DOE.

Global warming and global dioxide emission: An empirical study

In this paper, the dynamic relationship between global surface temperature (global warming) and global carbon dioxide emission (CO{sub 2}) is modelled and analyzed by causality and spectral analysis in the time domain and frequency domain, respectively. Historical data of global CO{sub 2} emission and global surface temperature anomalies over 129 years from 1860-1988 are used in this study. The causal relationship between the two phenomena is first examined using the Sim and Granger causality test in the time domain after the data series are filtered by ARIMA models. The Granger causal relationship is further scrutinized and confirmed by cross-spectral and multichannel spectral analysis in the frequency domain. The evidence found from both analyses proves that there is a positive causal relationship between the two variables. The time domain analysis suggests that Granger causality exists between global surface temperature and global CO{sub 2} emission. Further, CO{sub 2} emission causes the change in temperature. The conclusions are further confirmed by the frequency domain analysis, which indicates that the increase in CO{sub 2} emission causes climate warming because a high coherence exists between the two variables. Furthermore, it is proved that climate changes happen after an increase in CO{sub 2} emission, which confirms that the increase in CO{sub 2} emission does cause global warming. 27 refs., 10 figs., 5 tabs.

Global Hydrometeor Occurrence as Observed by CloudSAT: Initial Observations from Summer 2006

Measurements of global hydrometeor coverage and occurrence frequencies as observed by the cloud radar on CloudSat are summarized using data collected during Summer 2006. CloudSat was launched on 28 April 2006 and began collecting data routinely on 7 June 2006. In this article we document the distribution of cloudiness from the ITCZ to the Polar regions as observed by CloudSat during the first summer of operations. The overall global hydrometeor coverage as observed by CloudSat is found to be 0.506. The vertical distribution of zonally averaged hydrometeor occurrence shows the relationship of clouds with components of the atmospheric general circulation such as the Hadley Cell, the ubiquitous storms over the Southern Ocean, and the subtropical stratocumulus regimes.

The projection of global energy demand to the year 2060 is of particular interest because of its relevance to the current greenhouse concerns. The long-term growth of global energy demand in the time scale of climatic change has received relatively little attention in the public discussion of national policy alternatives. The sociological, political, and economic issues have rarely been mentioned in this context. This study emphasizes that the two major driving forces are global population growth and economic growth (gross national product per capita), as would be expected. The modest annual increases assumed in this study result in a year 2060 annual energy use of >4 times the total global current use (year 1986) if present trends continue, and >2 times with extreme efficiency improvements in energy use. Even assuming a zero per capita growth for energy and economics, the population increase by the year 2060 results in a 1.5 times increase in total annual energy use.

Global Cooling: Effect of Urban Albedo on Global Temperature

In many urban areas, pavements and roofs constitute over 60% of urban surfaces (roof 20-25%, pavements about 40%). The roof and the pavement albedo can be increased by about 0.25 and 0.10, respectively, resulting in a net albedo increase for urban areas of about 0.1. Many studies have demonstrated building cooling-energy savings in excess of 20% upon raising roof reflectivity from an existing 10-20% to about 60%. We estimate U.S. potential savings in excess of $1 billion (B) per year in net annual energy bills. Increasing albedo of urban surfaces can reduce the summertime urban temperature and improve the urban air quality. Increasing the urban albedo has the added benefit of reflecting more of the incoming global solar radiation and countering the effect of global warming. We estimate that increasing albedo of urban areas by 0.1 results in an increase of 3 x 10{sup -4} in Earth albedo. Using a simple global model, the change in air temperature in lowest 1.8 km of the atmosphere is estimated at 0.01K. Modelers predict a warming of about 3K in the next 60 years (0.05K/year). Change of 0.1 in urban albedo will result in 0.01K global cooling, a delay of {approx}0.2 years in global warming. This 0.2 years delay in global warming is equivalent to 10 Gt reduction in CO2 emissions.

Generation of uniform large-area very high frequency plasmas by launching two specific standing waves simultaneously

With the characteristics of higher electron density and lower ion bombardment energy, large-area VHF (very high frequency) plasma enhanced chemical vapor deposition has become an essential manufacturing equipment to improve the production throughput and efficiency of thin film silicon solar cell. However, the combination of high frequency and large electrodes leads to the so-called standing wave effect causing a serious problem for the deposition uniformity of silicon thin film. In order to address this issue, a technique based on the idea of simultaneously launching two standing waves that possess similar amplitudes and are out of phase by 90 in time and space is proposed in this study. A linear plasma reactor with discharge length of 54?cm is tested with two different frequencies including 60 and 80 MHz. The experimental results show that the proposed technique could effectively improve the non-uniformity of VHF plasmas from >60% when only one standing wave is applied to <10% once two specific standing waves are launched at the same time. Moreover, in terms of the reactor configuration adopted in this study, in which the standing wave effect along the much shorter dimension can be ignored, the proposed technique is applicable to different frequencies without the need to alter the number and arrangement of power feeding points.

Global Superdiffusion of Weak Chaos

A class of kicked rotors is introduced, exhibiting accelerator-mode islands (AIs) and {\\em global} superdiffusion for {\\em arbitrarily weak} chaos. The corresponding standard maps are shown to be exactly related to generalized web maps taken modulo an ``oblique cylinder''. Then, in a case that the web-map orbit structure is periodic in the phase plane, the AIs are essentially {\\em normal} web islands folded back into the cylinder. As a consequence, chaotic orbits sticking around the AI boundary are accelerated {\\em only} when they traverse tiny {\\em ``acceleration spots''}. This leads to chaotic flights having a quasiregular {\\em steplike} structure. The global weak-chaos superdiffusion is thus basically different in nature from the strong-chaos one in the usual standard and web maps.

We present a review of global searches at the Tevatron with D0 and CDF detectors. The strategy involves splitting the data from the Tevatron into many final states and looking for signs of new physics in the high p{sub T} tails of various distributions using SLEUTH algorithm. CDF also utilizes Bump Hunter to search for narrow resonances in mass distributions. We analyzed 180 D0 final states, 9335 D0 distributions; 399 CDF final states and 19650 CDF distributions. No evidence of new physics is found.

Global warming, insurance losses and financial industry

Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

Global aspects of radiation memory

Gravitational radiation has a memory effect represented by a net change in the relative positions of test particles. Both the linear and nonlinear sources proposed for this radiation memory are of the "electric" type, or E mode, as characterized by the even parity of the polarization pattern. Although "magnetic" type, or B mode, radiation memory is mathematically possible, no physically realistic source has been identified. There is an electromagnetic counterpart to radiation memory in which the velocity of charged particles obtain a net "kick". Again, the physically realistic sources of electromagnetic radiation memory that have been identified are of the electric type. In this paper, a global null cone description of the electromagnetic field is applied to establish the non-existence of B mode radiation memory and the non-existence of E mode radiation memory due to a bound charge distribution.

The executive summary provides summary tables that include statistics on coal reserves, coal production, methane emissions, and CMM projects activity. An International Coal Mine Methane Projects Database accompanies this overview. It contains more detailed and comprehensive information on over two hundred CMM recovery and utilization projects around the world. Project information in the database is updated regularly. This document will be updated annually. Suggestions for updates and revisions can be submitted to the Administrative Support Group and will be incorporate into the document as appropriate.

Cosmic Rays and Global Warming

Some workers have claimed that the observed temporal correlations of (low level) terrestrial cloud cover with the cosmic ray intensity changes, due to solar modulation, are causal. The possibility arises, therefore, of a connection between cosmic rays and Global Warming. If true, the implications would be very great. We have examined this claim in some detail. So far, we have not found any evidence in support and so our conclusions are to doubt it. From the absence of corroborative evidence we estimate that less than 15% at the 95% confidence level, of the 11-year cycle warming variations are due to cosmic rays and less than 2% of the warming over the last 43 years is due to this cause. The origin of the correlation itself is probably the cycle of solar irradiance although there is, as yet, no certainty.

We have examined this claim to look for evidence to corroborate it. So far we have not found any and so our tentative conclusions are to doubt it. Such correlations as appear are more likely to be due to the small variations in solar irradiance, which, of course, correlate with cosmic rays. We estimate that less than 15% of the 11-year cycle warming variations are due to cosmic rays and less than 2% of the warming over the last 35 years is due to this cause.

A Global Optimization Approach to Quantum Mechanics

This paper presents a global optimization approach to quantum mechanics, which describes the most fundamental dynamics of the universe. It suggests that the wave-like behavior of (sub)atomic particles could be the critical characteristic of a global optimization method deployed by nature so that (sub)atomic systems can find their ground states corresponding to the global minimum of some energy function associated with the system. The classic time-independent Schrodinger equation is shown to be derivable from the global optimization method to support this argument.

We show that the definition of global hyperbolicity in terms of the compactness of the causal diamonds and non-total imprisonment can be extended to spacetimes with continuous metrics, while retaining all of the equivalences to other notions of global hyperbolicity. In fact, global hyperbolicity is equivalent to the compactness of the space of causal curves and to the existence of a Cauchy hypersurface. Furthermore, global hyperbolicity implies causal simplicity, stable causality and the existence of maximal curves connecting any two causally related points.

Global vs local Casimir effect

This paper continues the investigation of the Casimir effect with the use of the algebraic formulation of quantum field theory in the initial value setting. Basing on earlier papers by one of us (AH) we approximate the Dirichlet and Neumann boundary conditions by simple interaction models whose nonlocality in physical space is under strict control, but which at the same time are admissible from the point of view of algebraic restrictions imposed on models in the context of Casimir backreaction. The geometrical setting is that of the original parallel plates. By scaling our models and taking appropriate limit we approach the sharp boundary conditions in the limit. The global force is analyzed in that limit. One finds in Neumann case that although the sharp boundary interaction is recovered in the norm resolvent sense for each model considered, the total force per area depends substantially on its choice and diverges in the sharp boundary conditions limit. On the other hand the local energy density outside the interaction region, which in the limit includes any compact set outside the strict position of the plates, has a universal limit corresponding to sharp conditions. This is what one should expect in general, and the lack of this discrepancy in Dirichlet case is rather accidental. Our discussion pins down its precise origin: the difference in the order in which scaling limit and integration over the whole space is carried out.

The SEAD global efficiency medal competition: accelerating market transformation for efficient televisions

The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

Climate Effects of Global Land Cover Change

There are two competing effects of global land cover change on climate: an albedo effect which leads to heating when changing from grass/croplands to forest, and an evapotranspiration effect which tends to produce cooling. It is not clear which effect would dominate in a global land cover change scenario. We have performed coupled land/ocean/atmosphere simulations of global land cover change using the NCAR CAM3 atmospheric general circulation model. We find that replacement of current vegetation by trees on a global basis would lead to a global annual mean warming of 1.6 C, nearly 75% of the warming produced under a doubled CO{sub 2} concentration, while global replacement by grasslands would result in a cooling of 0.4 C. These results suggest that more research is necessary before forest carbon storage should be deployed as a mitigation strategy for global warming. In particular, high latitude forests probably have a net warming effect on the Earth's climate.

In this paper we present a theoretical analysis of the global dynamics in a triaxial galactic system using a 3D integrable Hamiltonian as a simple representation. We include a thorough discussion on the effect of adding a generic non--integrable perturbation to the global dynamics of the system. We adopt the triaxial Stackel Hamiltonian as the integrable model and compute its resonance structure in order to understand its global dynamics when a perturbation is introduced. A major factor limiting the quality and usefulness of global climate models is the coarse spatial resolution of these models. Global climate models today are typically run at resolutions of {approx}300 km (or even coarser) meaning that the smallest features represented are 300 km across. As Figure 1 shows, this resolution does not allow adequate representation of small or even large topographic features (e.g. the Sierra Nevada mountains). As a result of this and other problems, coarse-resolution global models do not come close to accurately simulating climate on regional spatial scales (e.g. within California). Results on continental and larger sales are much more realistic. An important consequence of this inability to simulate regional climate is that global climate model results cannot be used as the basis of assessments of potential societal impacts of climate change (e.g. effects on agriculture in the Central Valley, on management of water resources, etc.).

The two eigentunes Q{sub I} and Q{sub II}, two eigenmode amplitude ratios R{sub I} and R{sub II}, and two eignmode phase differences {Delta}{phi}{sub I} and {Delta}{phi}{sub II}, are defined as the coupling observables for the linear weak difference betatron coupling. Simulations were carried out to investigate their behaviors in global decoupling scans. It was found that the amplitude ratios R{sub I,II} are more sensitive than the tune split when the decoupling scan is approaching the global uncoupled point, and that the phase differences {Delta}{phi}{sub I,II} tell the right global decoupling direction, the right strength combination of the skew quadrupoles or families. The analytical solution to these six coupling observables is calculated through both the strict matrix approach and the perturbation Hamiltonian approach. The constant phase differences in the right decoupling direction hint a possible global decoupling phase loop. Dedicated beam experiments were carried out at the Relativistic Heavy Ion Collider (RHIC). The preliminary results from the beam experiments are presented. These six parameters can be used for the global decoupling in feed-back mode, especially on the non-stop energy ramp.

Global coherence of dust density waves

The coherence of self-excited three-dimensional dust density waves has been experimentally investigated by comparing global and local wave properties. For that purpose, three-dimensional dust clouds have been confined in a radio frequency plasma with thermophoretic levitation. Global wave properties have been measured from the line-of-sight integrated dust density obtained from homogenous light extinction measurements. Local wave properties have been obtained from thin, two-dimensional illuminated laser slices of the cloud. By correlating the simultaneous global and local wave properties, the spatial coherence of the waves has been determined. We find that linear waves with small amplitudes tend to be fragmented, featuring an incoherent wave field. Strongly non-linear waves with large amplitudes, however, feature a strong spatial coherence throughout the dust cloud, indicating a high level of synchronization.

This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

Global diffusion of Hamiltonian dynamical systems is investigated by using a coupled standard maps. Arnold web is visualized in the frequency space, using local rotation numbers, while Arnold diffusion and resonance overlaps are distinguished by the residence time distributions at resonance layers. Global diffusion in the phase space is shown to be accelerated by diffusion across overlapped resonances generated by the coupling term, rather than Arnold diffusion along the lower-order resonances. The former plays roles of hubs for transport in the phase space, and accelerate the diffusion.

The Gibbs tangent plane criterion is an important tool in determining the quality of obtained solutions to the phase and chemical equilibrium problem. The ability to determine if a postulated solution is thermodynamically stable is very useful in the search for the equilibrium solution. In this work simpler formulations are presented for the phase stability problem where non-ideal liquid phases are modeled using the NRTL and UNIQUAC models. It is shown how the global minimum of the tangent plane distance function can be obtained. Computational results demonstrate the efficiency of the proposed global optimization algorithms.

Through discussion the conference aims to: (1) Identify core components of a comprehensive global biosurveillance capability; (2) Determine the scientific and technical bases to support such a program; (3) Explore the improvement in biosurveillance to enhance regional and global disease outbreak prediction; (4) Recommend an engagement approach to establishing an effective international community and regional or global network; (5) Propose implementation strategies and the measures of effectiveness; and (6) Identify the challenges that must be overcome in the next 3-5 years in order to establish an initial global biosurveillance capability that will have significant positive impact on BioNP as well as public health and/or agriculture. There is also a look back at the First Biothreat Nonproliferation Conference from December 2007. Whereas the first conference was an opportunity for problem solving to enhance and identify new paradigms for biothreat nonproliferation, this conference is moving towards integrated comprehensive global biosurveillance. Main reasons for global biosurveillance are: (1) Rapid assessment of unusual disease outbreak; (2) Early warning of emerging, re-emerging and engineered biothreat enabling reduced morbidity and mortality; (3) Enhanced crop and livestock management; (4) Increase understanding of host-pathogen interactions and epidemiology; (5) Enhanced international transparency for infectious disease research supporting BWC goals; and (6) Greater sharing of technology and knowledge to improve global health.

Global monopole in scalar tensor theory

The well known monopole solution of Barriola and Vilenkin (BV) resulting from the breaking of a global SO(3) symmetry is extended in general relativity along with a zero mass scalar field and also in Brans-Dicke(BD) theory of gravity.In the case of BD theory, the behaviour of spacetime and other variables such as BD scalar field and the monopole energy density have been studied numerically.For monopole along with a zero mass scalar field, exact solutions are obtained and depending upon the choice of arbitary parameters, the solutions either reduce to the BV case or to a pure scalar field solution as special cases.It is interesting to note that unlike the BV case the global monopole in the BD theory does exert gravitational pull on a test particle moving in its spacetime.

Landau gauge condensates from global color model

We compute the dimension-2 gluon pair condensate $g^2$ and the dimension-4 mixed quark-gluon condensate $$ in Landau gauge within the framework of global color model. The result for the dynamical gluon mass is within the range given by other independent determinations. The obtained mixed Landau gauge condensate $$ is clearly dependent on the definitions of the condensates. We show that the consistent result may be obtained when the same definitions are used.
