The goals of the workshop were to assess the needs of the Iraqi Oil Ministry and industry, to provide information about capabilities at DOE and the national laboratories relevant to Iraq, and to develop ideas for potential projects.

    Jordan and China have signed an agreement to develop oil shale processing technology that could lead to a 200 ton/day oil shale plant in Jordan. China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

    International inspection terms received distinctly mixed signals from Iraqi officials during December inspection visits. Iraq's liasion to U.N. Special Commission (UNSCOM) inspection teams told the head of an UNSCOM chemical and biological weapons team that began a visit December 5 that Iraqi citizens would like to drink the blood' of the inspectors, and that Iraq would no longer cooperate with U.N. weapon inspection activities. An International Atomic Energy Agency (IAEA) nuclear inspection team in Iraq at the same time, however, was told by its chief Iraqi liasion officer that Baghdad was finally willing to answer questions about Iraq's foreign procurement network for nuclear equipment and technology. These contradictory developments came only days before the head of U.S. Intelligence made renewed allegations about Iraq's weapons capabilities.

    The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

    The purpose of this report is to develop a project management plan for maintaining and monitoring liquid radioactive waste tanks at Iraq's Al-Tuwaitha Nuclear Research Center. Based on information from several sources, the Al-Tuwaitha site has approximately 30 waste tanks that contain varying amounts of liquid or sludge radioactive waste. All of the tanks have been non-operational for over 20 years and most have limited characterization. The program plan embodied in this document provides guidance on conducting radiological surveys, posting radiation control areas and controlling access, performing tank hazard assessments to remove debris and gain access, and conducting routine tank inspections. This program plan provides general advice on how to sample and characterize tank contents, and how to prioritize tanks for soil sampling and borehole monitoring.

    Because of past military operations, lack of upkeep and looting there are now enormous radioactive waste problems in Iraq. These waste problems include destroyed nuclear facilities, uncharacterized radioactive wastes, liquid radioactive waste in underground tanks, wastes related to the production of yellow cake, sealed radioactive sources, activated metals and contaminated metals that must be constantly guarded. Iraq currently lacks the trained personnel, regulatory and physical infrastructure to safely and securely manage these facilities and wastes. In 2005 the International Atomic Energy Agency (IAEA) agreed to organize an international cooperative program to assist Iraq with these issues. Soon after, the Iraq Nuclear Facility Dismantlement and Disposal Program (the NDs Program) was initiated by the U.S. Department of State (DOS) to support the IAEA and assist the Government of Iraq (GOI) in eliminating the threats from poorly controlled radioactive materials. The Iraq NDs Program is providing support for the IAEA plus training, consultation and limited equipment to the GOI. The GOI owns the problems and will be responsible for implementation of the Iraq NDs Program. Sandia National Laboratories (Sandia) is a part of the DOS's team implementing the Iraq NDs Program. This report documents Sandia's support of the Iraq NDs Program, which has developed into three principal work streams: (1) training and technical consultation; (2) introducing Iraqis to modern decommissioning and waste management practices; and (3) supporting the IAEA, as they assist the GOI. Examples of each of these work streams include: (1) presentation of a three-day training workshop on 'Practical Concepts for Safe Disposal of Low-Level Radioactive Waste in Arid Settings;' (2) leading GOI representatives on a tour of two operating low level radioactive waste disposal facilities in the U.S.; and (3) supporting the IAEA's Technical Meeting with the GOI from April 21-25, 2008. As noted in the report, there was significant teaming between the various participants to best help the GOI. On-the-ground progress is the focus of the Iraq NDs Program and much of the work is a transfer of technical and practical skills and knowledge that Sandia uses day-to-day. On-the-ground progress was achieved in July of 2008 when the GOI began the physical cleanup and dismantlement of the Active Metallurgical Testing Laboratory (LAMA) facility at Al Tuwaitha, near Baghdad.

    Despite the Iran/Iraq war and the prospect of greater disruption of Persian Gulf oil deliveries, the international crude market has adjusted to the loss of supplies and remains stable, partly because some nonwarring members of the Organization of Petroleum Exporting Countries have boosted production to make up losses and partly because the industrialized nations have maintained high levels of crude and product stocks. These stocks would be draw-depleted in nine months if used at the rate of 1.8 million bbl/day; this and a 2 million bbl/day increase in OPEC production would make up for the entire war-caused shortfall. If the Strait of Hormuz were closed, the shortfall would be 17 million bbl/day, which would deplete stocks in less than one month. Patterns of supply and demand in non-Communist western countries in 1978-79 and 1979-80; the International Energy Agency oil-sharing plan which would go into effect in the case of a major oil shortage; and the prospects for a surge in prices in the international oil markets, are discussed.

    Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

    Management of Iraq's radioactive wastes and decommissioning of Iraq's former nuclear facilities are the responsibility of Iraq's Ministry of Science and Technology (MoST). The majority of Iraq's former nuclear facilities are in the Al-Tuwaitha Nuclear Research Center located a few kilometers from the edge of Baghdad. These facilities include bombed and partially destroyed research reactors, a fuel fabrication facility and radioisotope production facilities. Within these facilities are large numbers of silos, approximately 30 process or waste storage tanks and thousands of drums of uncharacterised radioactive waste. There are also former nuclear facilities/sites that are outside of Al-Tuwaitha and these include the former uranium processing and waste storage facility at Jesira, the dump site near Adaya, the former centrifuge facility at Rashdiya and the former enrichment plant at Tarmiya. In 2005, Iraq lacked the infrastructure needed to decommission its nuclear facilities and manage its radioactive wastes. The lack of infrastructure included: (1) the lack of an organization responsible for decommissioning and radioactive waste management, (2) the lack of a storage facility for radioactive wastes, (3) the lack of professionals with experience in decommissioning and modern waste management practices, (4) the lack of laws and regulations governing decommissioning or radioactive waste management, (5) ongoing security concerns, and (6) limited availability of electricity and internet. Since its creation eight years ago, the MoST has worked with the international community and developed an organizational structure, trained staff, and made great progress in managing radioactive wastes and decommissioning Iraq's former nuclear facilities. This progress has been made, despite the very difficult implementing conditions in Iraq. Within MoST, the Radioactive Waste Treatment and Management Directorate (RWTMD) is responsible for waste management and the Iraqi Decommissioning Directorate (IDD) is responsible for decommissioning activities. The IDD and the RWTMD work together on decommissioning projects. The IDD has developed plans and has completed decommissioning of the GeoPilot Facility in Baghdad and the Active Metallurgical Testing Laboratory (LAMA) in Al-Tuwaitha. Given this experience, the IDD has initiated work on more dangerous facilities. Plans are being developed to characterize, decontaminate and decommission the Tamuz II Research Reactor. The Tammuz Reactor was destroyed by an Israeli air-strike in 1981 and the Tammuz II Reactor was destroyed during the First Gulf War in 1991. In addition to being responsible for managing the decommissioning wastes, the RWTMD is responsible for more than 950 disused sealed radioactive sources, contaminated debris from the first Gulf War and (approximately 900 tons) of naturally-occurring radioactive materials wastes from oil production in Iraq. The RWTMD has trained staff, rehabilitated the Building 39 Radioactive Waste Storage building, rehabilitated portions of the French-built Radioactive Waste Treatment Station, organized and secured thousands of drums of radioactive waste organized and secured the stores of disused sealed radioactive sources. Currently, the IDD and the RWTMD are finalizing plans for the decommissioning of the Tammuz II Research Reactor. (authors)

  3. An assessment of using oil shale for power production in the Hashemite Kingdom of Jordan

    This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20- and 50-MW demonstration units and a 400-MW, commercial-scale plant with, at the 400-MW scale, a mining operation capable of supplying 7.8 million tonnes per year of shale fuel and also capable of disposal of up to 6.1 million tonnes per year of wetted ash. The plant would be a direct combustion facility, burning crushed oil shale through use of circulating fluidized bed combustion technology. The report emphasizes four areas: (1) the need for power in Jordan, (2) environmental aspects of the proposed oil shale-for-power plant(s), (3) the engineering feasibility of using Jordan's oil shale in circulating fluidized bed combustion (CFBC) boiler, and (4) the economic feasibility of the proposed plant(s). A sensitivity study was conducted to determine the economic feasibility of the proposed plant(s) under different cost assumptions and revenue flows over the plant's lifetime. The sensitivity results are extended to include the major extra-firm benefits of the shale-for-power option: (1) foreign exchange savings from using domestic energy resources, (2) aggregate income effects of using Jordan's indigenous labor force, and (3) a higher level of energy security. 14 figs., 47 tabs.

    This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

  7. Demonstration of LED Retrofit Lamps at the Jordan Schnitzer Museum of Art

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

  13. Higgs gravitational interaction, weak boson scattering, and Higgs inflation in Jordan and Einstein frames

    We study gravitational interaction of Higgs boson through the unique dimension-4 operator ?H{sup }HR, with H the Higgs doublet and R the Ricci scalar curvature. We analyze the effect of this dimensionless nonminimal coupling ? on weak gauge boson scattering in both Jordan and Einstein frames. We explicitly establish the longitudinal-Goldstone equivalence theorem with nonzero ? coupling in both frames, and analyze the unitarity constraints. We study the ?-induced weak boson scattering cross sections at O(1?30) TeV scales, and propose to probe the Higgs-gravity coupling via weak boson scattering experiments at the LHC (14 TeV) and the next generation pp colliders (50-100 TeV). We further extend our study to Higgs inflation, and quantitatively derive the perturbative unitarity bounds via coupled channel analysis, under large field background at the inflation scale. We analyze the unitarity constraints on the parameter space in both the conventional Higgs inflation and the improved models in light of the recent BICEP2 data.

  14. Groundwater monitoring program plan and conceptual site model for the Al-Tuwaitha Nuclear Research Center in Iraq.

    The Radiation Protection Center of the Iraqi Ministry of Environment is developing a groundwater monitoring program (GMP) for the Al-Tuwaitha Nuclear Research Center located near Baghdad, Iraq. The Al-Tuwaitha Nuclear Research Center was established in about 1960 and is currently being cleaned-up and decommissioned by Iraq's Ministry of Science and Technology. This Groundwater Monitoring Program Plan (GMPP) and Conceptual Site Model (CSM) support the Radiation Protection Center by providing:A CSM describing the hydrogeologic regime and contaminant issues,recommendations for future groundwater characterization activities, anddescriptions of the organizational elements of a groundwater monitoring program. The Conceptual Site Model identifies a number of potential sources of groundwater contamination at Al-Tuwaitha. The model also identifies two water-bearing zones (a shallow groundwater zone and a regional aquifer). The depth to the shallow groundwater zone varies from approximately 7 to 10 meters (m) across the facility. The shallow groundwater zone is composed of a layer of silty sand and fine sand that does not extend laterally across the entire facility. An approximately 4-m thick layer of clay underlies the shallow groundwater zone. The depth to the regional aquifer varies from approximately 14 to 17 m across the facility. The regional aquifer is composed of interfingering layers of silty sand, fine-grained sand, and medium-grained sand. Based on the limited analyses described in this report, there is no severe contamination of the groundwater at Al-Tuwaitha with radioactive constituents. However, significant data gaps exist and this plan recommends the installation of additional groundwater monitoring wells and conducting additional types of radiological and chemical analyses.

    Federal Energy Regulatory Commission (FERC), with DOE as a cooperating agency, prepared an EIS to analyze the potential environmental impacts of a proposal to construct and operate the Jordan Cove Liquefaction and Pacific Connector Pipeline Projects, respectively a proposed new liquefied natural gas (LNG) export terminal and associated facilities in Coos County, Oregon, and a natural gas pipeline between the Malin Hub in Klamath County, Oregon, and the Jordan Cove terminal. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    Under the 13th Bilateral Meeting to Combat Nuclear Terrorism conducted on January 8–9, 2013, the committee approved the development of a cost-effective proposal to conduct a Comparison Study of the Aerial Measuring System (AMS) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) and Israel Atomic Energy Commission (IAEC). The study was to be held at the Remote Sensing Laboratory (RSL), Nellis Air Force Base, Las Vegas, Nevada, with measurements at the Nevada National Security Site (NNSS). The goal of the AMS and the IAEC joint survey was to compare the responses of the two agencies’ aerial radiation detection systems to varied radioactive surface contamination levels and isotopic composition experienced at the NNSS, and the differing data processing techniques utilized by the respective teams. Considering that for the comparison both teams were using custom designed and built systems, the main focus of the short campaign was to investigate the impact of the detector size and data analysis techniques used by both teams. The AMS system, SPectral Advanced Radiological Computer System, Model A (SPARCS-A), designed and built by RSL, incorporates four different size sodium iodide (NaI) crystals: 1" × 1", 2" × 4" × 4", 2" × 4" ×16", and an “up-looking” 2" × 4" × 4". The Israel AMS System, Air RAM 2000, was designed by the IAEC Nuclear Research Center – Negev (NRCN) and built commercially by ROTEM Industries (Israel) and incorporates two 2" diameter × 2" long NaI crystals. The operational comparison was conducted at RSL-Nellis in Las Vegas, Nevada, during week of June 24–27, 2013. The Israeli system, Air RAM 2000, was shipped to RSL-Nellis and mounted together with the DOE SPARCS on a DOE Bell-412 helicopter for a series of aerial comparison measurements at local test ranges, including the Desert Rock Airport and Area 3 at the NNSS. A 4-person Israeli team from the IAEC NRCN supported the activity together with 11 members of the RSL team, which consisted of pilots, mechanics, scientists, a data analyst, equipment operators, and operation specialists. All planned flight activities followed by scientific discussions on the collected data were completed. For IAEC, the joint survey provided an opportunity to characterize their system’s response to extended sources of various fission products at the NNSS. As both systems play an important role in their respective countries’ (United States and Israel) national framework of radiological emergency response and are subject to multiple mutual cooperation agreements, it was important for each country to obtain more thorough knowledge of how they would employ these important assets and define the roles that they would each play in an actual response.

    An analysis of the impacts of previous oil distrubances can be used to suggest the impacts of future oil disturbances. This paper reviews how the 1973-1974 Oil Crisis, the 1978-1979 Iranian Revolution, and the 1980-1981 Iran-Iraq War impacted the US and world oil markets. Various measures of impacts are considered, such as impacts on physical flows of crude and products, crude and product price changes on the US and world markets, impacts on stocks of crude and products, and impacts on refiners' inputs and outputs. Various macroeconomic indicators, such as gross national product, inflation rates, and unemployment, are also considered. Of particular interest in this study are the impacts that oil disturbances have had (and could have) on the availabilities of particular crude types and the abilities of US refiners to process crudes of various types in the short run. In addition, this paper reviews how the actions of the consuming countries and the major oil companies affected the impacts of past disturbances. The paper briefly discusses the likely causes and impacts of future oil distrubances and summarizes the lessons to be learned from past reactions to oil disturbances.

This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK.     The Akko 1 shipwreck was a small Egyptian armed vessel or auxiliary naval brig built in the eastern Mediterranean at the beginning of the 19th century. During the underwater excavations, about 230 brass hook-and-eye closures were found, mainly in the bow area. In addition, 158 brass cases were found, mainly between midships and the aft extremity of the shipwreck. Metallurgical non-destructive and destructive characterizations of selected items were performed, including radiographic testing, XRF, lead isotope analysis, optical microscopy, SEM–EDS and microhardness tests. The hook-and-eye closures and the cases were both found to be made of binary copper–zinc alloy (about 30 wt.% zinc). While the brass cases were made from rolled sheets, hand-made using simple tools, and joined by tin–lead soldering material, the brass hook-and-eye closures were hand-made from drawn brass wire, and manufactured from commercial drawn brass bars by a cold-working process. The lead isotope analyses suggest different provenances of the raw materials used for making the brass objects, thus the different origins of the ores may hint that the brass wire and sheet were imported to the workshops in which the objects were manufactured. - Highlights: • Brass cases and hook-and-eye closures were retrieved from the Akko 1 shipwreck. • Both types of objects were made of binary copper–zinc alloy (about 30 wt.% zinc). • The cases were hand-made from rolled sheets and joined by tin–lead soldering. • Hook-and-eye closures were made from drawn brass wire manufactured by cold-working. • Lead isotope analyses suggest that the origins of the raw material were diverse.

    During the summer of 1984 a health survey was carried out among the population of six rural settlements, three in a polluted and three in a low polluted area. Residents of these settlements between 6 and 65 years of age filled out an ATS-NHLI health questionnaire and performed the following pulmonary function tests (PFT): FVC, FEV/sub 1/, FEV/sub 1//FVC, PEF, FEF/sub 50/, and FEF/sub 75/. A trend of higher prevalence of reported respiratory symptoms and diseases characterizes children growing up in a polluted rural as compared with a low polluted rural area. The relative risks (calculated from logistic models) for children from the polluted area to have sputum with cold is 2.13, cough accompanied by sputum 3.89, and for their siblings to have respiratory diseases 3.02, as compared with 1.00 in the low polluted area. A trend of lower PFT characterizes children from the polluted area, with significantly reduced PEF. The trends for adults in the two areas were similar to those for the children. The relative risks for adults from the polluted area to have sputum is 1.7 and cough accompanied by sputum 2.6, as compared with 1.0 in the low polluted area. PEF is significantly lower among adults from the polluted area, while FEF/sub 50/ and FEF/sub 75/ are lower (not significantly) among adults from the low polluted area.

    Second and fifth grade schoolchildren living in two communities with different levels of air pollution were studied. The parents of these children filled out ATS-NHLI health questionnaires. The prevalence of reported respiratory symptoms and pulmonary diseases was found to be significantly higher among children growing up in the polluted community (Ashdod) as compared with the low-pollution area (Hadera). Logistic models fitted for the respiratory conditions which differed significantly between both areas of residence also included background variables that could be responsible for these differences. Relative risk values, which were calculated from the logistic models, were in the range of 1.47 for cough without cold to 2.66 for asthma for children from Ashdod, as compared with 1.00 for children from Hadera.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria. However, exploration was generally down in most countries. Exploration and production operations continued to be affected by war in Iraq and Iran. 8 figures, 7 tables.

    Events in Iraq at the beginning of the 1990s demonstrated that the safeguards system of the International Atomic Energy Agency (IAEA) needed to be improved. It had failed, after all, to detect Iraq's clandestine nuclear weapon program even though some of Iraq's's activities had been pursued at inspected facilities in buildings adjacent to ones being inspected by the IAEA. Although there were aspects of the implementation of safeguards where the IAEA needed to improve, the primary limitations were considered to be part of the safeguards system itself. That system was based on the Nuclear Nonproliferation Treaty of 1970, to which Iraq was a party, and implemented on the basis of a model NPT safeguards agreement, published by the IAEA 1972 as INFCIRC/153 (corrected). The agreement calls for states to accept and for the IAEA to apply safeguards to all nuclear material in the state. Iraq was a party to such an agreement, but it violated the agreement by concealing nuclear material and other nuclear activities from the IAEA. Although the IAEA was inspecting in Iraq, it was hindered by aspects of the agreement that essentially limited its access to points in declared facilities and provided the IAEA with little information about nuclear activities anywhere else in Iraq. As a result, a major review of the NPT safeguards system was initiated by its Director General and Member States with the objective of finding the best means to enable the IAEA to detect both diversions from declared stocks and any undeclared nuclear material or activities in the state. Significant improvements that could be made within existing legal authority were taken quickly, most importantly a change in 1992 in how and when and what design information would be reported to the IAEA. During 1991-1996, the IAEA pursued intensive study, legal and technical analysis, and field trials and held numerous consultations with Member States. The Board of Governors discussed the issue of strengthening safeguards at almost all of its meeting.

    This paper deals with two stability aspects of linear systems of the form I ¨ x +B˙ x +Cx = 0 given by the triple (I;B;C). A general transformation scheme is given for a structure and Jordan form preserving transformation of the triple. We investigate how a system can be transformed by suitable choices of the transformation parameters into a new system (I;B1;C1) with a symmetrizable matrix C1. This procedure facilitates stability investigations. We also consider systems with a Hamiltonian spectrum which discloses marginal stability after a Jordan form preserving transformation.

    The Safeguards Options Study was initiated to aid the International Safeguards Division (ISD) of the DOE Office of Arms Control and Nonproliferation in developing its programs in enhanced international safeguards. The goal was to provide a technical basis for the ISD program in this area. The Safeguards Options Study has been a cooperative effort among ten organizations. These are Argonne National Laboratory, Brookhaven National Laboratory, Idaho National Engineering Laboratory, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, Mound Laboratory, Oak Ridge National Laboratory, Pacific Northwest Laboratories, Sandia National Laboratories, and Special Technologies Laboratory. Much of the Motivation for the Safeguards Options Study is the recognition after the Iraq experience that there are deficiencies in the present approach to international safeguards. While under International Atomic Energy Agency (IAEA) safeguards at their declared facilities, Iraq was able to develop a significant weapons program without being noticed. This is because negotiated safeguards only applied at declared sites. Even so, their nuclear weapons program clearly conflicted with Iraq`s obligations under the Nuclear Nonproliferation Treaty (NPT) as a nonnuclear weapon state.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits.     Did India and Pakistan nearly fight a nuclear war in 1990? In a provocative 1993 article, Seymour M. Hersh claims that they did. During a crisis with India over the rapidly escalating insurgency in Kashmir, Pakistan openly deployed its main armored tank units along the Indian border and, in secret, placed its nuclear-weapons arsenal on alert. As a result, the Bush Administration became convinced that the world was on the edge of a nuclear exchange between Pakistan and India. Universe of cases is admittedly small, but my argument is supported by recent research indicating that preemptive attacks of any kind have been historically rarer than conventionally believed. The nuclear era has seen two instances of preventive attacks against nuclear facilities-the 1981 Israeli bombing of Iraq`s Osirak nuclear facility and the allied coalition`s 1991 air war against Iraq-but both of these actions were taken without fear of nuclear reprisal. In situations where nuclear retaliation has been a possibility, no leader of nuclear weapon state has chosen to launch a preemptive first strike. 97 refs.

    The NCAR effort is primarily focused on the analysis of a diverse suite of measurements taken at the southern end of the Salt Lake City Valley within the Jordan Narrows. These measurements include wind profiler, surface, lidar, radiosonde, multi-layered tether-sonde and sodar measurements. We are also collaborating with other VTMX investigators through linking our measurements within the Jordan Narrows with their investigations. The instrumentation was provided to interested VTMX investigators and was used extensively. Thus the NCAR data set played a large role in the results of the overall experiment. Our work under this proposal includes analysis of the observations, mesoscale modeling efforts in support of our VTMX analysis and general instrumentation development aimed at improving the measurement of vertical transport and mixing under stable conditions. This report is subdivided by research objectives.

    The PT-symmetric potential V{sub 0}[cos(2{pi}x/a)+i{lambda}sin(2{pi}x/a)] has a completely real spectrum for {lambda}{<=}1 and begins to develop complex eigenvalues for {lambda}>1. At the symmetry-breaking threshold {lambda}=1 some of the eigenvectors become degenerate, giving rise to a Jordan-block structure for each degenerate eigenvector. In general this is expected to result in a secular growth in the amplitude of the wave. However, it has been shown in a recent paper by Longhi, by numerical simulation and by the use of perturbation theory, that for a broad initial wave packet this growth is suppressed, and instead a saturation leading to a constant maximum amplitude is observed. We revisit this problem by explicitly constructing the Bloch wave functions and the associated Jordan functions and using the method of stationary states to find the dependence on the longitudinal distance z for a variety of different initial wave packets. This allows us to show in detail how the saturation of the linear growth arises from the close connection between the contributions of the Jordan functions and those of the neighboring Bloch waves.

    Globalization of manufacturing supply chains has changed the nature of nuclear proliferation. Before 1991, nonproliferation efforts focused almost exclusively on limiting the spread of materials and equipment specifically designed for nuclear use -- reactors, centrifuges, and fissile material. Dual-use items, those items with both nuclear and non-nuclear applications, were not closely scrutinized or controlled. However, in 1991 the international community discovered that Iraq had developed a fairly sophisticated nuclear weapons program by importing dual-use items; this discovery spurred the international community to increase controls on dual-use technologies. Despite these international efforts, dual-use items are still a challenge for those seeking to limit proliferation.

The North Sea Brent front month futures price settled at $111/barrel on July 3, an increase of $2.17/barrel from June 2 (Figure 1). The front month West Texas Intermediate (WTI) contract also rose, settling at $104.06/barrel on July 3, $1.59/barrel higher than on June 2. Tensions in Iraq were the primary driver of the crude oil price increase in mid-June.

    The authors characterized nearly 500 [beta]-thalassemia genes from the Israeli population representing a variety of ethnic subgroups. They found 28 different mutations in the [beta]-globin gene, including three mutations ([beta][sup S], [beta][sup C], and [beta][sup O-Arab]) causing hemoglobinopathies. Marked genetic heterogeneity was observed in both the Arab (20 mutations) and Jewish (17 mutations) populations. On the other hand, two ethnic isolates - Druze and Samaritans - had a single mutation each. Fifteen of the [beta]-thalassemia alleles are Mediterranean in type, 5 originated in Kurdistan, 2 are of Indian origin, and 2 sporadic alleles came from Europe. Only one mutant allele-nonsense codon 37-appears to be indigenous to Israel. While human habitation in Israel dates back to early prehistory, the present-day spectrum of [beta]-globin mutations can be largely explained by migration events that occurred in the past millennium. 26 refs., 2 figs., 3 tabs.

    The analysis begins with OAPEC's formation in 1968, as a means of resisting pressure to embargo oil importers who supported Israel. The origins of the 1973 boycott during the Yom Kippur War are examined, showing how that step affected subsequent OAPEC policy. OAPEC's relationship to the rest of the international petroleum community is explored, focusing on the interaction between OAPEC and OPEC in the making of petroleum pricing policy. The expulsion of Egypt for trading with Israel is discussed. Huge profits from the oil industry are the key to the region's economic development. Successes and failures of OAPEC investments, joint ventures with various nations as partners in fostering the economic progress of the Arab world are examined. This study provides a useful tool for the understanding of the international petroleum industry.

    Tankers carrying roughly 8-million barrels per day (mmb/d) of crude oil, or some 16% of the non-communist world's oil supply, pass through the Strait of Hormuz. Experts agree that just 3-mmb/d of that could be exported through alternate routes. If the war between Iran and Iraq should result in their completely halting each other's production, this relatively limited supply curtailment would reduce world oil production by over 3.4-mmb/d. Since the two have not caused such mutual disaster during four years of war, many observers believe there has been a deliberate avoidance of the jugular squeeze. Nevertheless, the two combatants appear capable not only of cutting off their oil production, but escalating fighting to the point where Gulf traffic would be impeded. Potential results from a prolonged Iran-Iraq crisis are viewed in three scenarios. Also included in this issue are brief summaries of: (1) Mexico's new energy plan, internationalism, and OPEC; (2) update on Argentina's energy resource developments; (3) Venezuela: belt tightening; (4) Western Hemisphere oil production declines; (5) (6) days of oil supply for Canada, USA, Japan, France, Italy, and UK; and (6) US Department of Defense fuel consumption. The Energy Detente fuel price/tax series and principal industrial fuel prices are included for March for countries of the Eastern Hemisphere.

    Iowa Powder Atomization Technologies, Inc. (IPAT), based in Nevada, Iowa, is using gas atomization technology developed at Ames Laboratory to make titanium powder with processes that are ten times more efficient than traditional powder-making methods — significantly lowering the cost of the powder to manufacturers. The powder form of titanium is easier to work with than having to cast the metal — where manufacturers melt and pour liquid metal into molds — particularly given titanium’s tendency to react with the materials used to form molds. Titanium’s strength, light weight, biocompatibility and resistance to corrosion make it ideal for use in a variety of parts — from components for artificial limbs — like those used by wounded veterans returning from Iraq and Afghanistan — to military vehicle components, biomedical implants, aerospace fasteners and chemical plant valves.

    Economic policy in four oil-producing countries is analyzed within a framework that combines a qualitative assessment of the policy-making process with an empirical formulation based on historical and current trends in these countries. The concept of absorptive capacity is used to analyze the optimum rates of petroleum production in Iran, Iraq, Saudi Arabia, and Kuwait. A control solution with an econometric model is developed which is then modified for alternative development strategies based on analysis of factors influencing production decisions. The study shows the consistencies and inconsistencies between the goals of economic growth, oil production, and exports, and the constraints on economic development. Simulation experiments incorporated a number of the constraints on absorptive capacity. Impact of other constraints such as income distribution and political stability is considered qualitatively.     This paper reports that at the end of its war with Iraq, Iran embarked on an urgent program to restore its productive capacity. This effort has been hindered by lack of hard currency and, hence, technology, parts, equipment, etc. Iran has been trying to improve relations with the U.S, over the past two years. Recently, the embargo on importing Iranian crude into the U.S. was lifted. Over the past year and a half, Iran accumulated enough money to resume imports of U.S. and other foreign drilling equipment. However, drilling has remained at a low level. Also, efforts to boost output have been slowed by war damage both on and offshore---particularly the latter---and serious BHP declines in major onshore fields that can only be corrected by ultra- high cost gas injection projects. Currently, large injection projects are only operating in three major fields: Gachsaran, Ahwaz and Marun.

    The human side of doing theoretical physics is explored through stories about the interactions between physicists and about the way world events can affect not only the scientists' behavior, but even their scientific interests and style.  These stories cluster nicely around certain bigger themes to create an overarching whole.  This happens both on account of some interesting narrative structures intrinsic to the science of Physics itself and on account of the way Physics integrates into the general culture. The stories concern Einstein, Schrödinger, Pauli, Heisenberg, Stueckelberg, Jordan and Fock and also involve some mathematicians like Emmy Noether, Teichmüller and Bers and even the psychologist C.G. Jung.

  19. United Nations geothermal activities in developing countries

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.
