  1. Case Study: Iran, Islam, the NPT, and the Bomb

    The goals of this case study are: (1) To examine the correlation between Iran's nuclear program and clerical statements; (2) To evaluate the importance of these statements; (3) To understand the relationship between policy and fatwas (Islamic decrees); (4) To address the issue of a 'nuclear fatwa'; and (5) To examine how, if at all, Sharia (Islamic law) has influenced Iran's actions or inactions with respect to the Non-Proliferation Treaty (NPT), the International Atomic Energy Agency (IAEA), and Iran's adherence to its IAEA Safeguards Agreements and the Additional Protocol. The Islamic Republic of Iran (hereinafter Iran) is one of two theocracies in the world, the second being Vatican City. Iran's government derives its constitutional, moral, and political legitimacy from Islam. As a result of this theocratic culture, rules are set and interpreted with a much different calibrator than that of the Western world. Islam affects all aspects of Iranian life. This is further complicated by the fact that Islam is not a nationalistic faith, in that many people all over the world believe in and adhere to Islamic principles. As a result, a political system that derives much of its fervor from being nationalistic is caught between two worlds, one within the land boundaries of Iran and the other within a faith that transcends boundaries. Thus, any understanding of Islamic law must first be understood within this delicate balance of nationalism and transcendence. Iran has found itself on the international stage concerning its nuclear program. Because Iran is a theocratic state, it is imperative to examine its political moves, speeches, rights, and obligations through the lens of Islam. This study will examine how Islam plays a role in Iran's dealing with the International Atomic Energy Agency (IAEA), its understanding of the Nuclear Non-Proliferation Treaty (NPT), including parties obligations under Safeguards Agreements and the Additional Protocol, and also provide a recommendation on how to move forward in dealings with Iran based in part on an understanding of Islamic principles.

  2. Future oil and gas: Can Iran deliver?

    Iran`s oil and gas production and exports constitute the country`s main source of foreign exchange earnings. The future level of these earnings will depend on oil prices, global demand for Iranian exports, the country`s productive capability and domestic consumption. The size of Iranian oil reserves suggests that, in principle, present productive capacity could be maintained and expanded. However, the greatest share of production in coming years still will come from fields that already have produced for several decades. In spite of significant remaining reserves, these fields are not nearly as prolific as they were in their early years. The operations required for further development are now more complicated and, in particular, more costly. These fields` size also implies that improving production, and instituting secondary and tertiary recovery methods (such as gas injection), will require mega-scale operations. This article discusses future oil and gas export revenues from the Islamic Republic of Iran, emphasizing the country`s future production and commenting on the effects of proposed US sanctions.

    On January 8, 1995, the Atomic Energy Organization of Iran (AEOI) signed a contract for $800 million with the Russian Federation Ministry for Atomic Energy (Minatom) to complete Bushehr nuclear power plant (BNPP) unit 1. The agreement called for a Russian VVER-1000/320 pressurized water reactor (PWR) to be successfully installed into the existing German-built BNPP facilities in 5 yr. System design differences, bomb damage, and environmental exposure are key issues with which Minatom must contend in order to fulfill the contract. The AEOI under the Shah of Iran envisioned Bushehr as the first of many nuclear power plants, with Iran achieving 24 GW(electric) by 1993 and 34 GW(electric) by 2000. Kraftwerk Union AG (KWU) began construction of the two-unit plant near the Persian Gulf town of Halileh in 1975. Unit 1 was {approx}80% complete and unit 2 was {approx}50% complete when construction was interrupted by the 1979 Iranian Islamic revolution. Despite repeated AEOI attempts to lure KWU and other companies back to Iran to complete the plant, Western concerns about nuclear proliferation in Iran and repeated bombings of the plant during the 1980-1988 Iran-Iraq war dissuaded Germany from resuming construction.

    The Iranian economy and political situation have undergone radical changes since the 1979 Islamic revolution. The excesses of the early years of the revolution have gradually given way to moderation and a more pragmatic economic policy--based on the principles of the free market. The petroleum policy, as a subset of the economic policies, has been somewhat affected by the political and economic developments in Iran. The petroleum policy has changed from a position of no foreign participation to a position that includes a desire for foreign participation, the text of a model contract, and an attempt to introduce new technologies in the upstream sector. This report provides an overview of the key issues facing the Iranian oil industry and the economic context in which the oil industry is operating in Iran. It describes the evolution of policies meant to move the oil industry toward the free market; it discusses Iran`s oil trading partners, the outlook for refining and project investments, and current and likely future developments in the natural gas and petrochemical sectors. In short, the report provides an up-to-date assessment of the Iranian petroleum sector and its likely evolution in the future.

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    Questions about oil production capacity in Iran tend to mask the country's huge potential as a producer of natural gas. Iran is second only to Russia in gas reserves, which National Iranian Gas Co. estimates at 20.7 trillion cu m. Among hurdles to Iran's making greater use of its rich endowment of natural gas are where and how to sell gas not used inside the country. The marketing logistics problem is common to other Middle East holders of gas reserves and a reason behind the recent proliferation of proposals for pipeline and liquefied natural gas schemes targeting Europe and India. But Iran's challenges are greater than most in the region. Political uncertainties and Islamic rules complicate long-term financing of transportation projects and raise questions about security of supply. As a result, Iran has remained mostly in the background of discussions about international trade of Middle Eastern gas. The country's huge gas reserves, strategic location, and existing transport infrastructure nevertheless give it the potential to be a major gas trader if the other issues can be resolved. The paper discusses oil capacity plans, gas development, gas injection for enhanced oil recovery, proposals for exports of gas, and gas pipeline plans.

    This paper reports that at the end of its war with Iraq, Iran embarked on an urgent program to restore its productive capacity. This effort has been hindered by lack of hard currency and, hence, technology, parts, equipment, etc. Iran has been trying to improve relations with the U.S, over the past two years. Recently, the embargo on importing Iranian crude into the U.S. was lifted. Over the past year and a half, Iran accumulated enough money to resume imports of U.S. and other foreign drilling equipment. However, drilling has remained at a low level. Also, efforts to boost output have been slowed by war damage both on and offshore---particularly the latter---and serious BHP declines in major onshore fields that can only be corrected by ultra- high cost gas injection projects. Currently, large injection projects are only operating in three major fields: Gachsaran, Ahwaz and Marun.

    Iran's nuclear program poses immense challenges to international security. Its gas centrifuge program has grown dramatically in the last several years, bringing Iran close to a point where it could produce highly enriched uranium in secret or declared gas centrifuge plants before its breakout would be discovered and stopped. To reduce the risk posed by Iran's nuclear program, the P5+1 have negotiated with Iran short term limits on the most dangerous aspects of its nuclear programs and is negotiating long-term arrangements that can provide assurance that Iran will not build nuclear weapons. These long-term arrangements need to include a far more limited and transparent Iranian nuclear program. In advance of arriving at a long-term arrangement, the IAEA will need to resolve its concerns about the alleged past and possibly on-going military dimensions of Iran's nuclear program.

    The research described in this report developed the theoretical and conceptual framework for understanding, recognizing, and anticipating the origins, dynamic mechanisms, perceptions, and social structures of Islamic social reform movements in the Muslim homeland and in diaspora communities. This research has revealed valuable insights into the dynamic mechanisms associated with reform movements and, as such, offers the potential to provide indications and warnings of impending violence. This study produced the following significant findings: (1) A framework for understanding Islamic radicalization in the context of Social Movement Theory was developed and implemented. This framework provides a causal structure for the interrelationships among the myriad features of a social movement. (2) The degree to which movement-related activity shows early diffusion across multiple social contexts is a powerful distinguisher of successful and unsuccessful social movements. Indeed, this measurable appears to have significantly more predictive power than volume of such activity and also more power than various system intrinsics. (3) Significant social movements can occur only if both the intra-context 'infectivity' of the movement exceeds a certain threshold and the inter-context interactions associated with the movement occur with a frequency that is larger than another threshold. Note that this is reminiscent of, and significantly extends, well-known results for epidemic thresholds in disease propagation models. (4) More in-depth content analysis of blogs through the lens of Argumentation Theory has the potential to reveal new insights into radicalization in the context of Social Movement Theory. This connection has the potential to be of value from two important perspectives - first, this connection has the potential to provide more in depth insights into the forces underlying the emergence of radical behavior and second, this connection may provide insights into how to use the blogosphere to influence the emergent dialog to effectively impact the resulting actions taken by the potential radicals. The authors of this report recognize that Islamic communities are not the only source of radicalism; indeed many other groups, religious and otherwise, have used and continue to use, radicalism to achieve their ends. Further, the authors also recognize that not all Muslims use, or condone the use of, radical behavior. Indeed, only a very small segment of the Muslim communities throughout the world use and/or support such behavior. Nevertheless, the focus of this research is, indeed, on understanding, recognizing, and anticipating the origins, dynamic mechanisms, perceptions, and social structures of Islamic radicalism.

    The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

  10. Oil exports, structural change, and economic development in Iran

    Within the broad Chenery-Kuznets framework, using structural change as a major indicator of economic development, this study investigates the direction and magnitude and broad features of structural change in Iran, and the role of oil production and exports in that change. Although the study covers a larger horizon, the analysis is focused on the period 1955 through 1977. A similar but less-detailed investigation is conducted for Algeria, Indonesia, and Venezuela also, and a cross-country, comparative perspective is generated. The study shows that, in general, the structural changes in Iran have either been weak (for example, in production and employment), or they are contrary to what the model would predict (for instance in trade). The pattern of structural change observed in Iran, therefore, does not indicate any significant economic development even though per capita income increased five-fold over the period 1955 through 1977. In short, oil does not appear to have been an engine of economic development in Iran. The situation appears broadly similar for the other three countries. Based on these findings, the study offers some suggestions concerning the future economic strategies that should enhance very considerably the contribution that oil industry can make toward Iran's economic development, and should thus accelerate the pace of economic development. These suggestions may be useful to other oil-exporting countries as well.

    The significance of this study is that it examines the functions of the most important element in the public sector of the economy of Iran - the Ministry of Oil. Oil is the main source of Iran's foreign earnings and the commodity most crucial to the country's economy as its prime export. Furthermore, it plays a vital role in meeting domestic energy demands. The distribution of oil products affects, on the one hand, households, small businesses, and larger industries while, on the other, it affects the allocation, in general of other national resources. Accordingly, the effects of the Ministry of Oil's policies with regard to its production-distribution system cannot be overemphasized. The research entailed has elicited certain factors: The Ministry of Oil's present system suffers from a number of weaknesses in its production-distribution design. These deficiencies involved, among others, terminal location, number of terminals, assignment of terminals to customers, substitution of other major sources of energy for major oil products, the middle distillates problem, and an outmoded distribution method and techniques. This dissertation addresses alternatives that will eliminate faults in the present system. The approach and conclusions of this research have the potential of application to any type of industry in Iran - oil or otherwise, whether in the private or public sector - that has a similar intricate distribution-system design subject to similar variables.

    Theoretical and empirical analysis of underdevelopment has remained significantly limited with respect to the oil-producing nations of the Middle East. This study points out reasons for such shortcomings and then goes on to advance the analysis of the region. The theoretical framework of the study is based on a critical evaluation of the dependency model from a Marxist perspective. More specifically, the study delves into the analysis of underdevelopment in Iran by focusing on the dynamics of change in the country since the turn of the nineteenth century. The forces of change in Iran are seen to be the consequence of such external pressure on the one hand and internal resistance to it on the other. This resistance is analyzed in terms of the country's social class structure and its changing formation. The focus of the study, however, is on the fundamental class nature of change in Iran since the development of dependent capitalism began in the early 1960s. The study recognizes the interests of the United States as the single outside force most directly related to the formation of the Shah's regime as a repressive client state: the most-significant impetus for change in the country since 1963. Analyzed in detail are the economic changes of this period and the rising social and political contradictions which were the inevitable consequence of this process. The central feature of these contradictions is recognized as the promotion of capitalist relations of production motivated by the preservation of the political control of the Shah's regime. It is precisely in this context that the uprising of 1979, its success in overthrowing the Shah's regime, and its failure in maintaining a domocratic revolutionary process is discussed.

    Pollution and health risks generated by improper solid waste management are important issues concerning environmental management in developing countries. In most cities, the use of open dumps is common for the disposal of wastes, resulting in soil and water resource contamination by leachate in addition to odors and fires. Solid waste management infrastructure and services in developing countries are far from achieving basic standards in terms of hygiene and efficient collection and disposal. This paper presents an overview of current municipal solid waste management in Rasht city, Gilan Province, Iran, and provides recommendations for system improvement. The collected data of different MSW functional elements were based on data from questionnaires, visual observations of the authors, available reports and several interviews and meetings with responsible persons. Due to an increase in population and changes in lifestyle, the quantity and quality of MSW in Rasht city has changed. Lack of resources, infrastructure, suitable planning, leadership, and public awareness are the main challenges of MSW management of Rasht city. However, the present situation of solid waste management in this city, which generates more than 400 tons/d, has been improved since the establishment of an organization responsible only for solid waste management. Source separation of wastes and construction of a composting plant are the two main activities of the Rasht Municipality in recent years.

    Despite the Iran/Iraq war and the prospect of greater disruption of Persian Gulf oil deliveries, the international crude market has adjusted to the loss of supplies and remains stable, partly because some nonwarring members of the Organization of Petroleum Exporting Countries have boosted production to make up losses and partly because the industrialized nations have maintained high levels of crude and product stocks. These stocks would be draw-depleted in nine months if used at the rate of 1.8 million bbl/day; this and a 2 million bbl/day increase in OPEC production would make up for the entire war-caused shortfall. If the Strait of Hormuz were closed, the shortfall would be 17 million bbl/day, which would deplete stocks in less than one month. Patterns of supply and demand in non-Communist western countries in 1978-79 and 1979-80; the International Energy Agency oil-sharing plan which would go into effect in the case of a major oil shortage; and the prospects for a surge in prices in the international oil markets, are discussed.

    Archaeological excavations in western Iran have recently revealed a significant Luristan Bronzes collection from Sangtarashan archaeological site. The site and its bronze collection are dated to Iron Age II/III of western Iran (10th–7th century BC) according to archaeological research. Alloy composition, microstructure and manufacturing technique of some sheet metal vessels are determined to reveal metallurgical processes in western Iran in the first millennium BC. Experimental analyses were carried out using Scanning Electron Microscopy–Energy Dispersive X-ray Spectroscopy and Optical Microscopy/Metallography methods. The results allowed reconstructing the manufacturing process of bronze vessels in Luristan. It proved that the samples have been manufactured with a binary copper–tin alloy with a variable tin content that may relates to the application of an uncontrolled procedure to make bronze alloy (e.g. co-smelting or cementation). The presence of elongated copper sulphide inclusions showed probable use of copper sulphide ores for metal production and smelting. Based on metallographic studies, a cycle of cold working and annealing was used to shape the bronze vessels. - Highlights: • Sangtarashan vessels are made by variable Cu-Sn alloys with some impurities. • Various compositions occurred due to applying uncontrolled smelting methods. • The microstructure represents thermo-mechanical process to shape bronze vessels. • In one case, the annealing didn’t remove the eutectoid remaining from casting. • The characteristics of the bronzes are similar to other Iron Age Luristan Bronzes.

Depsite an average of 5 KWh/m/sup 2//day of solar energy over a large land area, and sites with frequent wind velocities of 7 m/s, very little attention has been paid to non-fossil fuels. Petroleum, on the other hand, has not only been the main fuel for Iran, but has also provided the country with its major revenue. Furthermore, the low cost of oil and gas has pushed the alternative energy sources into an unfavorable position. The main question is, for how long can such an energy picture go on. To answer this important question, the authors have attempted, firstly, to draw a concise energy picture (fuel and power production, distribution, demands and policies), and secondly, to list the potentials of the alternative energy sources. The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. The reality is the conflict is an economic war in which the trade of conflict minerals, gold and the 3Ts (tin, tantalum, tungsten), is directly linked to the financial sustainability of the groups fighting each other in eastern DRC. Objective grievance is a by-product of the conflict, used to create a false but plausible moral justification to continue violence. This paper examines the history of conflict in the DRC and the socio-economic variables contributing to the current war fought over conflict minerals.

  4. Radon Dose Determination for Cave Guides in Czech Republic

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement. Air flow measurements provide very interesting information about the origin of 'radon pockets' with very high radon concentration, and enable study of the location of the radon supply and its transfer among individual areas of the cave. Most of the results show the equilibrium factor around F = 0.2-0.7 and the unattached fraction around 2%-30%. One of the most important question remains: how accurately was the unattached fraction measured? Part of this project was to verify the influence of etched track detector position in the cave.

    The concessionaries produce more oil in Iran because of fear of nationalization, lower oil production costs in the Middle East, and more investment opportunities around the globe. This higher discount rate means more oil production and also, more natural gas, a joint product, is produced. Produced natural gas could have been used in the Iranian market, or exported. Low oil prices and high transportation costs of natural gas resulted in the low well-head value of natural gas. The fear of nationalization kept concessionaires from utilizing natural gas in Iran's domestic market. The high transportation costs of natural gas was a negative factor in export utilization. Also, if natural gas, which can be substituted for oil in many uses, were to be utilized, concessionaires would have had to produce less oil. Because oil had a well-established market, it would have been contrary to their interest to leave a lot of oil underground while their concessions ran out. Consequently, they chose to take the oil and flare natural gas. The Iranian government must take responsibility in this matter also. The country's rulers were not concerned with maximizing the country's wealth, but maximizing the security of their regimes, and their personal wealth and pleasure.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    During several recent years NRI Rez has been performing the LBB analyses of safety significant primary circuit pipings of NPPs in Czech and Slovak Republics. The analyses covered the NPPs with reactors WWER 440 Type 230 and 213 and WWER 1000 Type 320. Within the relevant LBB projects undertaken with the aim to prove the fulfilling of the requirements of LBB, a series of large scale experiments were performed. The goal of these experiments was to verify the properties of the components selected, and to prove the quality and/or conservatism of assessments used in the LBB-analyses. In this poster, a brief overview of experiments performed in Czech Republic under guidance of NRI Rez is presented.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

    The city of Ramsar Iran hosts some of the highest natural radiation levels on earth, and over 2000 people are exposed to radiation doses ranging from 1 to 26 rem per year. Curiously, inhabitants of this region seem to have no greater incidence of cancer than those in neighboring areas of normal background radiation levels, and preliminary studies suggest their blood cells experience fewer induced chromosomal abnormalities when exposed to 150 rem ''challenge'' doses of radiation than do the blood cells of their neighbors. This paper will briefly describe the unique geology that gives Ramsar its extraordinarily high background radiation levels. It will then summarize the studies performed to date and will conclude by suggesting ways to incorporate these findings (if they are borne out by further testing) into future radiation protection standards.

  14. Econometric study of an oil-exporting country: the case of Iran

    The main objective of this study is to contribute toward an analytical and empirical work on the oil-based developing economy of Iran. It focuses on the aggregate behavior of the Iranian economy through a simple linear econometric model. After a survey of the literature on the theoretical framework of macroeconomic models for the developing countries in general, and for the oil-exporting developing countries in particular, a linear econometric model for the Iranian economy if formulated and its logical and economic aspects are explained. The proposed model consists of basic consumption, production, foreign trade, and employment relationship. Results obtained from the estimation of the consumption functions seem to indicate that the aggregate Iranian consumption behavior can be best explained by Fiedman's Permanent Income Hypothesis. In general, the results of this study demonstrate that the links between different sectors of the Iranian economy are very weak and the import-substitution strategy of the government during the period of study failed to establish a genuine domestic industrial base and to reduce its dependence on foreign resources.

  15. Effect of oil revenue on the fertility pattern in Iran, 1952-1976

    Counter to expectation based on the experience of developed nations, in Iran the increase of oil revenue from 1952 to 1975 was not accompanied by a decline in the fertility rate. To identify possible determinants of fertility behavior, the following hypotheses were tested: 1) developmental factors such as urbanization, high school or higher education of females, types of occupation and female labor force participation, have a direct negative impact; 2) the developmental variables have an indirect negative effect on fertility through the mean age at first marriage; 3) mean age at first marriage has a direct negative effect on fertility; and 4) in the provinces (Central, Khuzestan, Esfahan, E. Azarbijan) where large amounts of oil revenue was allocated, the fertility rate is lower than the fertility rate in other provinces where small amounts of oil revenue were distributed. Among developmental variables, high school and college education of females aged 15-29 as well as mean age at first marriage of females, or, lower proportion of married females age 20-24 were found to be important factors in depressing the fertility rate.

    The metallogeny of Central Iran is characterized mainly by the presence of several iron, apatite, and uranium deposits of Proterozoic age. Radial Basis Function Link Networks (RBFLN) were used as a data-driven method for GIS-based predictive mapping of Proterozoic mineralization in this area. To generate the input data for RBFLN, the evidential maps comprising stratigraphic, structural, geophysical, and geochemical data were used. Fifty-eight deposits and 58 'nondeposits' were used to train the network. The operations for the application of neural networks employed in this study involve both multiclass and binary representation of evidential maps. Running RBFLN on different input data showed that an increase in the number of evidential maps and classes leads to a larger classification sum of squared error (SSE). As a whole, an increase in the number of iterations resulted in the improvement of training SSE. The results of applying RBFLN showed that a successful classification depends on the existence of spatially well distributed deposits and nondeposits throughout the study area.

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

  19. Assessing world energy in the wake of the Iran/Iraq war: an oil shortage proves elusive. [Monograph

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers. Most E-bikes use lead acid batteries, but there is a push toward using Li-ion battery technology for two- and three-wheeled applications. Highlights and conclusions from this visit are provided in this report and summarized.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they traveled to the Dominican Republic and provided briefings and presentations which demonstrated its successful cooperation with the GTRI. Shortly after that visit, the Government of Dominican Republic agreed to move forward and requested that the cooperative efforts in Dominican Republic be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians, and the financial and technical support of the United States. As a result, two of Dominican Republics largest radioactive sites had security upgrades in place within 90 days of the cooperation visit in December 2008.

  5. Management of Disused Radioactive Sealed Sources in the Slovak Republic - 12100

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

  7. Transportation of foreign-owned enriched uranium from the Republic of Georgia. Environmental assessment for Project Partnership

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

    The Peoples Republic of China (PRC) is operating the HTR-10 pebble-bed reactor (PBR) and is in the process of building a prototype PBR plant with two modular reactors (250-MW(t) per reactor) feeding steam to a single turbine-generator. It is likely to be the first modular hightemperature reactor to be ready for commercial deployment in the world because it is a highpriority project for the PRC. The plant design features multiple modular reactors feeding steam to a single turbine generator where the number of modules determines the plant output. The design and commercialization strategy are based on PRC strengths: (1) a rapidly growing electric market that will support low-cost mass production of modular reactor units and (2) a balance of plant system based on economics of scale that uses the same mass-produced turbine-generator systems used in PRC coal plants. If successful, in addition to supplying the PRC market, this strategy could enable China to be the leading exporter of nuclear reactors to developing countries. The modular characteristics of the reactor match much of the need elsewhere in the world. PBRs have major safety advantages and a radically different fuel. The fuel, not the plant systems, is the primary safety system to prevent and mitigate the release of radionuclides under accident conditions. The fuel consists of small (6-cm) pebbles (spheres) containing coatedparticle fuel in a graphitized carbon matrix. The fuel loading per pebble is small (~9 grams of low-enriched uranium) and hundreds of thousands of pebbles are required to fuel a nuclear plant. The uranium concentration in the fuel is an order of magnitude less than in traditional nuclear fuels. These characteristics make the fuel significantly less attractive for illicit use (weapons production or dirty bomb); but, its unusual physical form may require changes in the tools used for safeguards. This report describes PBRs, what is different, and the safeguards challenges. A series of safeguards recommendations are made based on the assumption that the reactor is successfully commercialized and is widely deployed.

  9. Integrating multi-criteria decision analysis for a GIS-based hazardous waste landfill sitting in Kurdistan Province, western Iran

    The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.

  10. The cretaceous source rocks in the Zagros Foothills of Iran: An example of a large size intracratonic basin

    The Zagros orogenic belt of Iran is one of the world most prolific petroleum producing area. However, most of the oil production is originated from a relatively small area, the 60,000 km[sup 2] wide Dezful Embayment which contains approximately 12% of the proven oil global reserves. The distribution of the oil and gas fields results from the area extent of six identified source rock layers, their thermal history and reservoir, cap rock and trap availability. In this paper, the emphasis is three of the layers of Cretaceous sources rocks. The Garau facies was deposited during the Neocomian to Albian interval over Lurestan, Northeast Khuzestan and extends over the extreme northeast part of Fars, the Kazhdumi source rock which deposited over the Dezful Embayment, and eventually the Senonian Gurpi Formation which has marginal source rock characteristics in limited areas of Khuzestan and Northern Fars. The deposition environment of these source rock layers corresponds to semipermanent depressions, included in an overall shallow water intracratonic basin communicating with the South Tethys Ocean. These depressions became anoxic when climatic oceanographical and geological conditions were adequate, i.e., humid climate, high stand water, influxes of fine grained clastics and the existence of sills separating the depression from the open sea. Distribution maps of these source rock layers resulting from extensive field work and well control are also given. The maturation history of source rocks is reconstructed from a set of isopachs. It was found that the main contributor to the oil reserves is the Kazhdumi source rock which is associated with excellent calcareous reservoirs.

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Re, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    The Conference on Alternatives for Pollution Control from Coal-Fired Emission Sources presented cost-effective approaches for pollution control of low emission sources (LES). It also identified policies and strategies for implementation of pollution control measures at the local level. Plzen, Czech Republic, was chosen as the conference site to show participants first hand the LES problems facing Eastern Europe today. Collectively, these Proceedings contain clear reports on: (a) methods for evaluating the cost effectiveness of alternative approaches to control pollution from small coal-fired boilers and furnaces; (b) cost-effective technologies for controlling pollution from coal-fired boilers and furnaces; (c) case studies of assessment of cost effective pollution control measures for selected cities in eastern Europe; and (d) approaches for actually implementing pollution control measures in cities in Eastern Europe. It is intended that the eastern/central European reader will find in these Proceedings useful measures that can be applied to control emissions and clean the air in his city or region.     Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

    An analysis of the impacts of previous oil distrubances can be used to suggest the impacts of future oil disturbances. This paper reviews how the 1973-1974 Oil Crisis, the 1978-1979 Iranian Revolution, and the 1980-1981 Iran-Iraq War impacted the US and world oil markets. Various measures of impacts are considered, such as impacts on physical flows of crude and products, crude and product price changes on the US and world markets, impacts on stocks of crude and products, and impacts on refiners' inputs and outputs. Various macroeconomic indicators, such as gross national product, inflation rates, and unemployment, are also considered. Of particular interest in this study are the impacts that oil disturbances have had (and could have) on the availabilities of particular crude types and the abilities of US refiners to process crudes of various types in the short run. In addition, this paper reviews how the actions of the consuming countries and the major oil companies affected the impacts of past disturbances. The paper briefly discusses the likely causes and impacts of future oil distrubances and summarizes the lessons to be learned from past reactions to oil disturbances.

The potential of energy recovery of household waste in Czech republic was assesed. - Abstract: The authors of this paper report on the changing character of household waste, in the Czech Republic between 1999 and 2009 in households differentiated by their heating methods. The data presented are the result of two projects, financed by the Czech Ministry of Environment, which were undertaken during this time period with the aim of focusing on the waste characterisation and complete analysis of the physicochemical properties of the household waste. In the Czech Republic, the composition of household waste varies significantly between different types of households based on the methods of home heating employed. For the purposes of these studies, the types of homes were divided into three categories urban, mixed and rural. Some of the biggest differences were found in the quantities of certain subsample categories, especially fine residue (matter smaller than 20 mm), between urban households with central heating and rural households that primarily employ solid fuel such coal or wood. The use of these solid fuels increases the fraction of the finer categories because of the higher presence of ash. Heating values of the residual household waste from the three categories varied very significantly, ranging from 6.8 MJ/kg to 14.2 MJ/kg in 1999 and from 6.8 MJ/kg to 10.5 MJ/kg in 2009 depending on the type of household and season. The same factors affect moisture of residual household waste which varied from 23.2% to 33.3%. The chemical parameters also varied significantly, especially in the quantities of Tl, As, Cr, Zn, Fe and Mn, which were higher in rural households. Because knowledge about the properties of household waste, as well as its physicochemical characteristics, is very important not only for future waste management, but also for the prediction of the behaviour and influence of the waste on the environment as the country continues to streamline its legislation to the European Unions solid waste mandates, the results of these studies were employed by the Czech Ministry of Environment to optimise the national waste management strategy.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future.     National Iranian Oil Co. (NIOC) tested production limits last month to prove a claim of 4 million bd capacity made at September's meeting of the organization of Petroleum Exporting Countries. Onshore fields account for 3.6 million bd of the total, with offshore fields providing the rest. NIOC plans to expand total capacity to 4.5 million bd by April 1993, consisting of 4 million b/d onshore and 500,000 b/d offshore. Middle East Economic Survey says questions remain about completion dates for gas injection, drilling, and offshore projects, but expansion targets are attainable within the scheduled time. NIOC said some slippage may be unavoidable, but it is confident the objective will be reached by third quarter 1993 at the latest. More than 60 rigs are working or about to be taken under contract to boost development drilling in onshore fields and provide gas injection in some. NIOC has spent $3.2 billion in foreign exchange on the drilling program in the last 2 1/2 years.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease.     Ideal vaccines against influenza viruses should elicit not only a humoral response, but also a cellular response. Mycobacterium tuberculosis HSP70 (mHSP70) have been found to promote immunogenic APCs function, elicit a strong cytotoxic T lymphocyte (CTL) response, and prevent the induction of tolerance. Moreover, it showed linkage of antigens to the C-terminus of mHSP70 (mHSP70c) can represent them as vaccines resulted in more potent, protective antigen specific responses in the absence of adjuvants or complex formulations. Hence, recombinant fusion protein comprising C-terminus of mHSP70 genetically fused to four tandem repeats of the ectodomain of the conserved influenza matrix protein M2 (M2e) was expressed in Escherichia coli, purified under denaturing condition, refolding, and then confirmed by SDS-PAGE, respectively. The recombinant fusion protein, 4xM2e.HSP70c, retained its immunogenicity and displayed the protective epitope of M2e by ELISA and FITC assays. A prime-boost administration of 4xM2e.HSP70c formulated in F105 buffer by intramuscular route in mice (Balb/C) provided full protection against lethal dose of mouse-adapted H1N1, H3N2, or H9N2 influenza A isolates from Iran compared to 0-33.34% survival rate of challenged unimmunized and immunized mice with the currently in use conventional vaccines designated as control groups. However, protection induced by immunization with 4xM2e.HSP70c failed to prevent weight loss in challenged mice; they experienced significantly lower weight loss, clinical symptoms and higher lung viral clearance in comparison with protective effects of conventional influenza vaccines in challenged mice. These data demonstrate that C-terminal domain of mHSP70 can be a superior candidate to deliver the adjuvant function in M2e-based influenza A vaccine in order to provide significant protection against multiple influenza A virus strains.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

    To future production from southern republics of the former Soviet Union (FSU), construction and revitalization of pipelines are as important as the supply of capital. Export capacity will limit production and slow development activity in the region until new pipelines are in place. Plenty of pipeline proposals have come forward. The problem is politics, which for every proposal so far complicates routing or financing or both. Russia has made clear its intention to use pipeline route decisions to retain influence in the region. As a source of external pressure, it is not alone. Iran and Turkey also have made strong bids for the southern FSU`s oil and gas transport business. Diplomacy thus will say as much as commerce does about how transportation issues are settled and how quickly the southern republics move toward their potentials to produce oil and gas. The paper discusses possible routes and the problems with them, the most likely proposal, and future oil flows.

    This work was performed under Memorandum of Agreement B291534 Between the Lawrence Livermore National Laboratory (LLNL) and the United States Bureau of Mines. The Bureau of Mines authors are members of the Minerals Availability Field Office (MAFO) in Denver, CO, which uses an extensive network of information sources to develop and maintain the Minerals Availability database concerning mining and minerals properties worldwide. This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK. Its results were integrated into this report. MJRS is shown as one of the numerous sources which were used for this work. All sources are listed in the report. This document is arranged in four sections, one for each country, in alphabetical order. Thie outline is the same for each country.

This competition involves Russia as the leading force in the area and Moscow`s main rivals are Turkey, Iran, Pakistan (and India), China, and the United States. This rivalry is particularly strong in the struggle among these states to gain positions of leverage over the energy economy, i.e. production, pipelines, and refining in Central Asia because this region is blessed with enormous energy deposits.     The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

    This paper is referring about the utilization of technologies for the treatment and conditioning of low and intermediate level RAW from operation and decommissioning of nuclear facilities in Slovakia. This experience represents more than 116 reactor years of NPP operation, mainly of NPPs equipped with VVER 440 reactors, 30 years of decommissioning activities, 27 years of development and operation of technologies for the treatment and conditioning of RAW and 7 years of LLW and ILW final repository operation. These technologies are located in two localities: Jaslovske Bohunice and Mochovce. The complex treatment and conditioning center (cementation, bituminization, incineration, vitrification, fragmentation and compacting) for almost all types of radioactive waste is located in Jaslovske Bohunice NPP site. The treatment and conditioning center for liquid radioactive waste (cementation and bituminization) and the surface type repository for LLW and ILW final disposal are located in Mochovce area. The treated waste forms are disposed to repository in cubical Fiber Reinforced Concrete (FRC) containers. The experience from the phase of technology development and the phase of technology modifications for various types of RAW, the experience from long term operation of technologies and the experience from transportation of original and packed wastes are described in this paper. The method of optimally combined technology utilization in order to maximize the radionuclide inventory at the same time with respect of disposal safety limitations of repository is described, too. The significant RAW volume reduction for final disposal was achieved through mediation of the combination of treatment and conditioning technologies. The disposal of treated RAW in cubic FRC containers allowed the optimal utilization of volume and radiological capacity of LLW and ILW repository in Mochovce and the fulfillment of determined safety requirements at the same time.     China's main energy source is coal, but transportation and environmental problems make that fuel less than desirable. Therefore, the Chinese, as part of an effort toward alternative energy sources, are developing nuclear power plants. In addition to providing a cleaner power source, development of nuclear energy would improve the Chinese economic condition and give the nation greater world status. China's first plants, at Qinshan and Daya Bay, are still incomplete. However, China is working toward completion of those reactors and planning the training and operating procedures needed to operate them. At the same time, it is improving its nuclear fuel exports.     The geological reservoir study of the supergiant Ahwaz field significantly improved the history matching process in many aspects, particularly the development of a geostatistical model which allowed a sound basis for changes and by delivering much needed accurate estimates of grid block vertical permeabilities. The geostatistical reservoir evaluation was facilitated by using the Heresim package and litho-stratigraphic zonations for the entire field. For each of the geological zones, 3-dimensional electrolithofacies and petrophysical property distributions (realizations) were treated which captured the heterogeneities which significantly affected fluid flow. However, as this level of heterogeneity was at a significantly smaller scale than the flow simulation grid blocks, a scaling up effort was needed to derive the effective flow properties of the blocks (porosity, horizontal and vertical permeability, and water saturation). The properties relating to the static reservoir description were accurately derived by using stream tube techniques developed in-house whereas, the relative permeabilities of the grid block were derived by dynamic pseudo relative permeability techniques. The prediction of vertical and lateral communication and water encroachment was facilitated by a close integration of pressure, saturation data, geostatistical modelling and sedimentological studies of the depositional environments and paleocurrents. The nature of reservoir barriers and baffles varied both vertically and laterally in this heterogeneous reservoir. Maps showing differences in pressure between zones after years of production served as a guide to integrating the static geological studies to the dynamic behaviour of each of the 16 reservoir zones. The use of deep wells being drilled to a deeper reservoir provided data to better understand the sweep efficiency and the continuity of barriers and baffles.

    At the request of US sponsors Spencer Management Associates (SMA) and Sun{diamond}Lab, China`s Center for Renewable Energy Development and former Ministry of Electric Power conducted an initial appraisal of the issues involved with developing China`s first solar thermal electric power plant in the sunbelt regions of Tibet or Xinjiang provinces. The appraisal concerns development of a large-scale, grid-connected solar trough or tower project capable of producing 30 or more megawatts of electricity. Several of the findings suggest that Tibet could be a niche market for solar thermal power because a solar plant may be the low-cost option relative to other methods of generating electricity. China has studied the concept of a solar thermal power plant for quite some time. In 1992, it completed a pre-feasibility study for a SEGS-type parabolic trough plant with the aid of Israel`s United Development Limited. Because the findings were positive, both parties agreed to conduct a full-scale feasibility study. However, due to funding constraints, the study was postponed. Most recently, Sun{diamond}Lab and SMA asked China to broaden the analysis to include tower as well as trough concepts. The findings of this most recent investigation completed i November of 1997, are the subject of this paper. The main conclusions of all studies conducted to date suggest that a region in the proximity of Lhasa, Tibet, offers the best near-term opportunity within China. The opportunities for solar thermal power plants in other regions of China were also investigated.

    The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

    The aim of this study was to investigate the distribution of some toxic elements in topsoil and subsoil, focusing on the identification of natural and anthropogenic element sources in the small region of rare As–Sb–Tl mineralization outcrop and abandoned mine Allchar known for the highest natural concentration of Tl in soil worldwide. The samples of soil and sediments after total digestion were analyzed by inductively coupled plasma–mass spectrometry (ICP–MS) and inductively coupled plasma–atomic emission spectrometry (ICP–AES). Factor analysis (FA) was used to identify and characterize element associations. Six associations of elements were determined by the method of multivariate statistics: Rb–Ta–K–Nb–Ga–Sn–Ba–Bi–Li–Be–(La–Eu)–Hf–Zr–Zn–In–Pd–Ag–Pt–Mg; Tl–As–Sb–Hg; Te–S–Ag–Pt–Al–Sc–(Gd–Lu)–Y; Fe–Cu–V–Ge–Co–In; Pd–Zr–Hf–W–Be and Ni–Mn–Co–Cr–Mg. The purpose of the assessment was to determine the nature and extent of potential contamination as well as to broadly assess possible impacts to human health and the environment. The results from the analysis of the collected samples in the vicinity of the mine revealed that As and Tl elements have the highest median values. Higher median values for Sb are obviously as a result of the past mining activities and as a result of area surface phenomena in the past. - Highlights: • Soil and river sediments were analyzed from Sb–As–Tl Allchar locality. • An increased content of certain toxic elements for environment was determined. • Highest As and Tl contents are obtained in the close vicinity of Allchar mine. • River sediments portray 160 times higher content of Sb than EU values. • The results classify Allchar as probably the highest natural Tl-deposit worldwide.

    From the adoption of the Model Additional Protocol and integrated safeguards in the 1990s, to current International Atomic Energy Agency (IAEA) efforts to deal with cases of noncompliance, the question of how the Agency can best utilize all the information available to it remains of great interest and increasing importance. How might the concept of 'information-driven' safeguards (IDS) evolve in the future? The ability of the Agency to identify and resolve anomalies has always been important and has emerged as a core Agency function in recent years as the IAEA has had to deal with noncompliance in Iran and the Democratic People's Republic of Korea (DPRK). Future IAEA safeguards implementation should be designed with the goal of facilitating and enhancing this vital capability. In addition, the Agency should utilize all the information it possesses, including its in-house assessments and expertise, to direct its safeguards activities. At the State level, knowledge of proliferation possibilities is currently being used to guide the analytical activities of the Agency and to develop inspection plans. How far can this approach be extended? Does it apply across State boundaries? Should it dictate a larger fraction of safeguards activities? Future developments in IDS should utilize the knowledge resident within the Agency to ensure that safeguards resources flow to where they are most needed in order to address anomalies first and foremost, but also to provide greater confidence in conclusions regarding the absence of undeclared nuclear activities. The elements of such a system and related implementation issues are assessed in this paper.

    The Amu-Darya region, shared by the Soviet Republics of Turkmenistan, Uzbekistan, and Tadzhikistan, is the second-largest gas province of the USSSR after western Siberia both production and reserves. Its more than 180 gas, gas-condensate, and minor oil fields include 6 giants with reserves of over 3 tcf, such as the Sovietabad field of eastern Turkmenistan, which in 1989 produced nearly 1 tcf of gas and which had an initial recoverable reserve of 38 tcf of gas. oil in addition to gas is produced mainly in the eastern Uzbekian and Tadzhikian parts. The region represents a large depression covering the southeastern portion of the epi-Hercynian Turan platform to the north of the Alpine-Himalayan fold belts of northeastern Iran and northern Afghanistan. Continental, paralic, lagoonal, and shallow-marine environments characterized Mesozoic-Tertiary platform sedimentation, with maximum sediment thicknesses of about 10 km in the Alpine foredeeps at the southern platform margin. Large amounts of essentially gas-prone organic matter accumulated in the Late Triassic to Middle Jurassic. Main hydrocarbon reservoirs are Callovian-Oxfordian shelf-platform and reefal carbonates under cover of thick Kimmeridgian-Tithonian salt, and shale-sealed Lower Cretaceous continental and near-shore deltaic sandstones. In the Tadzhik basin in the extreme east, oil is contained in Lower Tertiary fractured carbonates interbedded with bituminous shales. Synsedimentary differential movements and gently folding in the Miocene to Pliocene were the main trap mechanisms. The region has still a considerable undrilled future potential, particularly in its deeper southern parts.

    From mid-1984 through mid-1985, the United States Geological Survey engaged in an investigation of two craters formed from high-yield, near-surface nuclear bursts at Enewatak Atoll. The craters studied, KOA and OAK, resulted from 1.4- and 8.9-megaton, near-surface bursts detonated near the northern perimeter of the Enewetak lagoon on May 12 and June 28, 1958, respectively. At that time, Enewetak was a part of the Pacific Proving Grounds (PPG). OAK and KOA are among the only high-yield nuclear explosion craters available for studies of cratering processes and crater-related effects. The objects of this program were: (1) to identify major crater dimensions, morphology, and structures; (2) to provide a data base for material-properties, shock-metamorphic, and other types of related studies; and (3) to gain a better understanding of both the process that formed the excavational crater and that altered that initial feature to its present form. These data from the Enewetak craters are needed for verification of cratering prediction models (code validation), which is important to the analysis of survivability of various strategic defense systems.

    The Pacific Enewetak Atoll Crater Exploration (PEACE) Program was established to resolve a number of questions for the Department of Defense (DOD) about the geologic and material-properties parameters of two craters (KOA and OAK), formed by near-surface bursts of high-yield thermonuclear devices on the northern margin of Enewetak Atoll, Marshall Islands, in 1958. The multidisciplinary studies conducted by the USGS in collaboration with other organizations during 1984 through 1987 were part of a much larger research initiative by the DNA to better understand the dynamic properties of strategic-scale nuclear bursts and the relevance of the Pacific Proving Grounds (PPG) craters to issues of strategic basing and targeting of nuclear weapons. Major topics include: Borehole gravity; Palentologic evidence for mixing; Electron paramagnetic resonance studies; Bathymetric studies of OAK crater; Constraints on densification and piping for OAK; and Additional studies of geologic crater models.

    This study presents data and analysis on the potential for carbon dioxide capture and storage (CCS) technologies to deploy within China, including a survey of the CO2 source fleet and potential geologic storage capacity. The results presented here indicate that there is significant potential for CCS technologies to deploy in China at a level sufficient to deliver deep, sustained and cost-effective emissions reductions for China over the course of this century.
