  19. Sustainability principles in strategic environmental assessment: A framework for analysis and examples from Italian urban planning

    This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making. -- Highlights: ?     The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system.     SEA has been applied in different ways in EU energy and environmental planning instruments, because different member states have interpreted European Directive 2001/42/CE in a variety of ways. Italy, for example, has only recently completed the integration of the directive into its legislation, through a number of decrees which were approved between 2006 and 2010. As a result SEA practice in Italy is very fragmented, particularly with respect to energy planning, and needs to be steered towards homogeneous quality objectives. The aim of this paper is to study the quality of the SEA reports on the energy and environmental planning tools used by Italian regions and provinces. We study nine cases and use the methodology suggested by Fisher (2010) in his review of the quality of SEA. To be more precise, we integrate the views of external evaluators with those of a selection of the personnel directly involved in preparing the plans. Our results show that there are some differences in the quality scores given by the outsiders and insiders, although the two groups identified similar strengths and weaknesses in implementing SEA. - Highlights: • This is a comparative study on SEA report quality within Italian energy planning tools. • In Italy, the level of SEA implementation on energy planning is still poor. • External academic experts and internal officers assessed SEA reports' quality. • Outsiders and insiders unveil a similar judgement. • Most critical remarks concern consultation, monitoring measures, and follow-up.

The analysis was focused particularly on the data about the treatment of end-of-life cooling and freezing equipments. In fact, the wastes of cooling and freezing equipments have a high environmental impact. Indeed, in their compressor oil and insulation polyurethane (PU) foams chlorofluorocarbon (CFC) ozone-depleting gases are still present. In the period 2001–2004 Northern Italy resulted the main source in Europe of CFCs. The European Directive on WEEE management was enacted in 2002, but in Italy it was implemented by the legislative Decree in 2005 and it became operational in 2008. Actually, in 2008 the national WEEE Coordination Centre was founded in order to organize the WEEE pick-up process and to control collection, recovery and recycling targets. As a result, in 2010 the average WEEE collection per capita exceeded the threshold of more than 4 kg per inhabitant, as well as cooling and freezing appliances represented more than one fourth of the Italian WEEE collection stream. During the treatment of end-of-life cooling and freezing equipments, CFCs were recovered and disposed principally by burner methods. The analyses of defined specimens collected in the treatment facilities were standardized to reliably determine the amount of recovered CFCs. Samples of alkaline solid salt, alkaline saline solution, polyurethane matrix and compressor oil collected during the audit assessment procedure were analyzed and the results were discussed. In particular, the analysis of PU samples after the shredding and the warm pressing procedures measured a residual CFCs content around 500–1300 mg/kg of CFCs within the foam matrix.

    This study evaluates and contrasts the management practice and the performance that characterise Environmental Impact Assessments (EIA) in Italy and in the UK. The methodology relies on the investigation of six carefully selected case studies, critically reviewed by referring to EIA and project design information, as well as collecting the opinion of key project participants. The study focuses on the construction industry and on specific key sectors like infrastructure for transport and renewable energy and commercial and tourism development. A main term of reference for the analyses has been established by critically reviewing international literature so as to outline common good practice, requirements for the enhancement of sustainability principles and typically incurred drawbacks. The proposed approach enhances transfer of knowledge and of experiences between the analyzed contexts and allows the provision of guidelines for practitioners. Distinctive differences between the UK and the Italian EIA systems have been detected for pivotal phases and elements of EIA, like screening, scoping, analysis of alternatives and of potential impacts, definition of mitigation strategies, review, decision making, public participation and follow up. - Highlights: Black-Right-Pointing-Pointer The Italian and the UK Environmental Impact Assessment systems are compared.     This paper analyses the way numerical data on Municipal Solid Waste (MSW) quantities are recorded, processed and then reported for six of the most meaningful Italian Districts and shows the difficulties found during the comparison of these Districts, starting from the lack of homogeneity and the fragmentation of the data indispensable to make this critical analysis. These aspects are often ignored, but data certainty are the basis for serious MSW planning. In particular, the paper focuses on overall Source Separation Level (SSL) definition and on the influence that Special Waste (SW) assimilated to MSW has on it. An investigation was then necessary to identify new parameters in place of overall SSL. Moreover, these parameters are not only important for a waste management system performance measure, but are fundamental in order to design and check management plan and to identify possible actions to improve it.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    Since its unification, more than a century ago, Italy has experienced strong social and economical diversities between its southern and northern regions. In the last decades, Italy has undergone a severe economical and political crisis reflecting corruption at various levels of social stratification as well as a poor involvement of its population in the number of elections that occurred. This might be explained by a lack of confidence, or interest in the country as a whole, as if the primary social and political focus of its citizens could still lay at smaller regional scales, possibly evidencing the persistence of different cultural heritages.     The Service Academy Research Associates (SARA) program provides an opportunity for Midshipmen and Cadets from US Service Academies to participate in research at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory for several weeks during the summer as part of their summer training assignments. During the summer of 2012, three Midshipmen were assigned to work with the XCP Division at LANL for approximately 5-6 weeks. As one of the nation's top national security science laboratories, LANL stretches across 36 square miles, has over 2,100 facilities, and employs over 9,000 individuals including a significant number of students and postdocs. LANL's mission is to 'apply science and technology to: ensure the safety, security, and reliability of the US nuclear deterrent, reduce global threats, and solve other emerging national security challenges.' While LANL officially operates under the US Department of Energy (DoE), fulfilling this mission requires mutual cooperation with the US Department of Defense (DoD) as well. LANL's high concentration of knowledge and experience provides interns a chance to perform research in many disciplines, and its connection with the DoD in both operation and personnel gives SARA students insight to career possibilities both during and after military service. SARA students have plenty of opportunity to enjoy hiking, camping, the Los Alamos YMCA, and many other outdoor activities in New Mexico while staying at the Buffalo Thunder Resort, located 20 miles east of the lab. XCP Division is the Computational Physics division of LANL's Weapons Department. Working with XCP Division requires individuals to be Q cleared by the DoE. This means it is significantly more convenient for SARA students to be assigned to XCP Division than their civilian counterparts as the DoD CNWDI clearance held by SARA students is easily transferred to the lab prior to the students arriving at the start of the summer. SARA students working with XCP Division were given a comprehensive introduction into nuclear engineering and physics, nuclear weapons, and radiation transport and detection via texts and lectures at various classification levels. Students also attended tours of several prominent facilities at LANL including TA-41 Ice House, TA-55 PF-4 plutonium facility, the Nicholas C. Metropolis Center for Modeling and Simulation, also known as the Secure Computing Center (SCC), and the Dual-Axis Radiological Hydro Test (DARHT) facility; in addition, SARA students accompanied by LANL staff traveled to Minot AFB in North Dakota for tours of the 5th Bomb Wing and 91st Missile Wing facilities. Students participated in a week long class on the Monte Carlo N Particle (MCNP) code to supplement their understanding of radiation transport simulations. SARA students were then tasked with using this knowledge to model radiation detectors and use MCNP to compare their models to experimental data and previously accepted models.

    This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

    The objectives of this program were to provide bursaries to assist students and post-doctoral fellows being trained in radiochemistry to actively participate in the 18th International Symposium in Radiopharmaceutical Sciences (ISRS-2009) held in Edmonton, Canada on July 12-19, 2009. The critical shortage of scientists in the U.S. trained radiochemistry and imaging scientists is well documented. Scientific meetings such as ISRS-2009 provide an outstanding opportunity to recruit active researchers and trainees in a venue that can inspire and mentor them to join the next generation of radiochemical scientists. The ISRS-2009 was particularly important in this meeting this objective since it is regarded as the premier international meeting that features investigators from across the globe involved in cutting-edge research to synthesize and characterize radiolabeled biomolecules for molecular imaging in living systems. For example, radiochemistry and radionuclide imaging scientists presented new approaches and technologies for synthesis of novel radiolabeled biomolecules with PET (including, 11C and 18F) and SPECT (including 99mTc and 111In). The radiochemical and radionuclide imaging research presented at the ISRS-2009 are directly related to and supportive of the biomolecular radioisotope, radiochemistry and imaging programs in the DOE, Office of Science (BER). There were a total of fifteen students or post-doctoral fellows from a variety of radiochemistry and radionuclide imaging research and educational institutions from across the country (Table 1). Announcements of the SRS/DOE bursary award program were made on the ISRS-2009 meeting web site (www.ISRS18.com), on the SRS website (www.srsweb.org), and via SRS email blasts (announcement Figure 1). The applications were reviewed and awardees selected by a committee composed of Dr. Ken Krohn, University of Washington, Seattle, WA, Dr. William Eckelman, Bethesda, MD,Dr. Michael Welch, Washington University, St. Louis, MO and Dr. Wynn Volkert, University of Missouri, Columbia, MO. The trainees presented results of their work via either an oral or a poster presentation. Abstracts of their papers presented at the ISRS-2009 meeting were published in the Journal of Labelled Compounds and Radiopharmaceuticals, Volume 52, Supplement 1, 2009 (www.interscience.wiley.com/journal/jier), the official Abstract Book for the ISRS-2009 meeting. A copy of the published abstracts presented by each of the fifteen trainees receiving the SRS/DOE Bursary Award is provided on the following pages. The list of the fifteen trainees receiving the 2009 Bursary awards funded by this DOE grant was published in the July 2010 issue of Nuclear Medicine and Biology (Volume 37(5), July 2010) and in the SRS website with appropriate acknowledgement to the U.S. Department [See Appendix 1 for copies of the 15 student/trainee abstracts].

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.

The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development.
