Italian hybrid and fission reactors scenario analysis

SciTech Connect (OSTI)

Italy is a country where a long tradition of studies both in the fission and fusion field is consolidated; nevertheless a strong public opinion concerned with the destination of the Spent Nuclear Fuel hinders the development of nuclear power. The possibility to a severe reduction of the NSF mass generated from a fleet of nuclear reactors employing an hypothetical fusionfission hybrid reactor has been investigated in the Italian framework. The possibility to produce nuclear fuel for the fission nuclear reactors with the hybrid reactor was analyzed too.

Flexible approach to the Italian cogeneration market

SciTech Connect (OSTI)

Demand for energy is growing in Italy under new regulations issued by the Italian government in 1991 and 1992. While the national electrical authority, ENEL, is in the process of being privatized, independent power producers (IPPs) and several companies using large amounts of energy in their production processes have been active in setting up cogeneration and combined-cycle plants based purely on economics. In order to minimize emissions and make best use of fuel energy, the law commonly known as CIP 6/92 states that ENEL will grant a premium rate for electric power handled to the national grid from plants having an annual `energetic index` above 0.6, i.e., an efficiency higher than 60% measured over a one-year period. In order to benefit from the high rates granted by the law, it is necessary to build very efficient plants. Very high reliability is also required so the plan can operate at full load the year around, with only short stops for planned maintenance. This paper describes the activities of the major manufacturers of turbines in Italy.

Alienation in Italian cities. Social network fragmentation from collective data

E-Print Network [OSTI]

We study the structure of a social network of strong ties (trust network) investigating its property of connectedness versus fragmentation. To this purpose we analyse an extensive set of census data, about marrying or having children with immigrants, collected by Italian national statistical institute for all Italian municipalities from 2001 to 2011. Not using neither obtaining personal local information but only average ones, our method fully complies with privacy and confidentiality. Our findings show that large cities display the behaviour of highly fragmented trust networks where individuals face possible phenomena of alienation. Smaller cities and villages instead behave like fully connected social systems with a rich tie structure, where isolation is rare or completely absent. While confirming classical sociological theories on alienation in large urban areas our approach provides a quantitative method to test them and a predictive tool for policy makers.

This technical report summarizes the preliminary findings of a project that has been developed in 2007 by an Italian company (Datanet, based in Siracusa, Italy) togheter with two Italian research institutions: Universita' degli Studi di Milano and Universita' Bocconi. The main aim of the OS4E (Open Source for Enterprises) project, has been to investigate if and how open source solutions could be profitabily and effectively exploited by an IT company based in the South of Italy, whose core business is IT systems integration and which operates in the market of Italian SMEs (Small and Medium Enterprises). Beside this goal, the project also aimed at developing effective tools and methodologies to support decision making processes while evaluating different alternative software applications based on OSS (open source software).

Heavy metal balances of an Italian soil as affected by sewage sludge and Bordeaux mixture applications

SciTech Connect (OSTI)

Applications of sewage sludge and Bordeaux mixture (Bm) (a mixture of copper sulfate and lime) add heavy metals to the soil. At an experimental farm in the Cremona district (Italy), the authors measured current heavy metal contents in soil and their removal via harvested products. They also measured heavy metal adsorption by soil from this farm. With these data, projections were made of the long-term development of heavy metal (Cd, Cu, and Zn) contents in soil, crop removal, and leaching at different application rates of sewage sludge and Bm. These projections were compared with existing quality standards of the European Union (EU) and Italy with regard to soil and groundwater. The calculations reveal that the permitted annual application rates of sewage sludge and Bm are likely to result in exceedance of groundwater and soil standards. Sewage sludge applications, complying with the Italian legal limits, may pose problems for Cd, Cu, and Zn within 30, 70, and 100 yr, respectively. Furthermore, severe Cu pollution of integrated and especially organic (Bm only) vineyards is unavoidable with the currently allowed application rates of Bm. The results suggest that the current Italian soil protection policy as well as the EU policy are not conducive of a sustainable heavy metal management in agroecosystems.

The Italian Activities in the Field of Nuclear Waste Management - 12439

SciTech Connect (OSTI)

The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system. UK and Italian EIA systems: A comparative study on management practice and performance in the construction industry

SciTech Connect (OSTI)

This study evaluates and contrasts the management practice and the performance that characterise Environmental Impact Assessments (EIA) in Italy and in the UK. The methodology relies on the investigation of six carefully selected case studies, critically reviewed by referring to EIA and project design information, as well as collecting the opinion of key project participants. The study focuses on the construction industry and on specific key sectors like infrastructure for transport and renewable energy and commercial and tourism development. A main term of reference for the analyses has been established by critically reviewing international literature so as to outline common good practice, requirements for the enhancement of sustainability principles and typically incurred drawbacks. The proposed approach enhances transfer of knowledge and of experiences between the analyzed contexts and allows the provision of guidelines for practitioners. Distinctive differences between the UK and the Italian EIA systems have been detected for pivotal phases and elements of EIA, like screening, scoping, analysis of alternatives and of potential impacts, definition of mitigation strategies, review, decision making, public participation and follow up. - Highlights: Black-Right-Pointing-Pointer The Italian and the UK Environmental Impact Assessment systems are compared. Black-Right-Pointing-Pointer The research is centred on the construction industry. Black-Right-Pointing-Pointer Issues and shortcomings are analysed by investigating six case studies. Black-Right-Pointing-Pointer Integration of EIA with sustainability principles is appraised. Black-Right-Pointing-Pointer General guidelines are provided to assist practitioners in the two national contexts.

Material and energy recovery in integrated waste management system - An Italian case study on the quality of MSW data

SciTech Connect (OSTI)

This paper analyses the way numerical data on Municipal Solid Waste (MSW) quantities are recorded, processed and then reported for six of the most meaningful Italian Districts and shows the difficulties found during the comparison of these Districts, starting from the lack of homogeneity and the fragmentation of the data indispensable to make this critical analysis. These aspects are often ignored, but data certainty are the basis for serious MSW planning. In particular, the paper focuses on overall Source Separation Level (SSL) definition and on the influence that Special Waste (SW) assimilated to MSW has on it. An investigation was then necessary to identify new parameters in place of overall SSL. Moreover, these parameters are not only important for a waste management system performance measure, but are fundamental in order to design and check management plan and to identify possible actions to improve it.

SciTech Connect (OSTI)

The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

2012 SARA Students Technical Report

SciTech Connect (OSTI)

The Service Academy Research Associates (SARA) program provides an opportunity for Midshipmen and Cadets from US Service Academies to participate in research at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory for several weeks during the summer as part of their summer training assignments. During the summer of 2012, three Midshipmen were assigned to work with the XCP Division at LANL for approximately 5-6 weeks. As one of the nation's top national security science laboratories, LANL stretches across 36 square miles, has over 2,100 facilities, and employs over 9,000 individuals including a significant number of students and postdocs. LANL's mission is to 'apply science and technology to: ensure the safety, security, and reliability of the US nuclear deterrent, reduce global threats, and solve other emerging national security challenges.' While LANL officially operates under the US Department of Energy (DoE), fulfilling this mission requires mutual cooperation with the US Department of Defense (DoD) as well. LANL's high concentration of knowledge and experience provides interns a chance to perform research in many disciplines, and its connection with the DoD in both operation and personnel gives SARA students insight to career possibilities both during and after military service. SARA students have plenty of opportunity to enjoy hiking, camping, the Los Alamos YMCA, and many other outdoor activities in New Mexico while staying at the Buffalo Thunder Resort, located 20 miles east of the lab. XCP Division is the Computational Physics division of LANL's Weapons Department. Working with XCP Division requires individuals to be Q cleared by the DoE. This means it is significantly more convenient for SARA students to be assigned to XCP Division than their civilian counterparts as the DoD CNWDI clearance held by SARA students is easily transferred to the lab prior to the students arriving at the start of the summer. SARA students working with XCP Division were given a comprehensive introduction into nuclear engineering and physics, nuclear weapons, and radiation transport and detection via texts and lectures at various classification levels. Students also attended tours of several prominent facilities at LANL including TA-41 Ice House, TA-55 PF-4 plutonium facility, the Nicholas C. Metropolis Center for Modeling and Simulation, also known as the Secure Computing Center (SCC), and the Dual-Axis Radiological Hydro Test (DARHT) facility; in addition, SARA students accompanied by LANL staff traveled to Minot AFB in North Dakota for tours of the 5th Bomb Wing and 91st Missile Wing facilities. Students participated in a week long class on the Monte Carlo N Particle (MCNP) code to supplement their understanding of radiation transport simulations. SARA students were then tasked with using this knowledge to model radiation detectors and use MCNP to compare their models to experimental data and previously accepted models.

Student science enrichment training program

SciTech Connect (OSTI)

This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

Enhanced training effectiveness using automated student assessment.

SciTech Connect (OSTI)

Training simulators have become increasingly popular tools for instructing humans on performance in complex environments. However, the question of how to provide individualized and scenario-specific assessment and feedback to students remains largely an open question. In this work, we follow-up on previous evaluations of the Automated Expert Modeling and Automated Student Evaluation (AEMASE) system, which automatically assesses student performance based on observed examples of good and bad performance in a given domain. The current study provides an empirical evaluation of the enhanced training effectiveness achievable with this technology. In particular, we found that students given feedback via the AEMASE-based debrief tool performed significantly better than students given only instructor feedback.

Student Support-Radiochemistry Conference

SciTech Connect (OSTI)

The objectives of this program were to provide bursaries to assist students and post-doctoral fellows being trained in radiochemistry to actively participate in the 18th International Symposium in Radiopharmaceutical Sciences (ISRS-2009) held in Edmonton, Canada on July 12-19, 2009. The critical shortage of scientists in the U.S. trained radiochemistry and imaging scientists is well documented. Scientific meetings such as ISRS-2009 provide an outstanding opportunity to recruit active researchers and trainees in a venue that can inspire and mentor them to join the next generation of radiochemical scientists. The ISRS-2009 was particularly important in this meeting this objective since it is regarded as the premier international meeting that features investigators from across the globe involved in cutting-edge research to synthesize and characterize radiolabeled biomolecules for molecular imaging in living systems. For example, radiochemistry and radionuclide imaging scientists presented new approaches and technologies for synthesis of novel radiolabeled biomolecules with PET (including, 11C and 18F) and SPECT (including 99mTc and 111In). The radiochemical and radionuclide imaging research presented at the ISRS-2009 are directly related to and supportive of the biomolecular radioisotope, radiochemistry and imaging programs in the DOE, Office of Science (BER). There were a total of fifteen students or post-doctoral fellows from a variety of radiochemistry and radionuclide imaging research and educational institutions from across the country (Table 1). Announcements of the SRS/DOE bursary award program were made on the ISRS-2009 meeting web site (www.ISRS18.com), on the SRS website (www.srsweb.org), and via SRS email blasts (announcement Figure 1). The applications were reviewed and awardees selected by a committee composed of Dr. Ken Krohn, University of Washington, Seattle, WA, Dr. William Eckelman, Bethesda, MD,Dr. Michael Welch, Washington University, St. Louis, MO and Dr. Wynn Volkert, University of Missouri, Columbia, MO. The trainees presented results of their work via either an oral or a poster presentation.
