    The processing of nuclear materials at the Hanford Site has resulted in the accumulation of radioactive wastes stored in 177 single- and double-shell tanks (SSTs and DSTs). Fifty-four of the 177 tanks are currently on a tank watch list because organic chemicals and ferrocyanide compounds in the tanks present a potential fire or explosion hazard. In addition, one additional SST is under consideration for placement on the watch list because of high organic concentration. Seventeen of the watch list tanks require pretreatment, and two DST complexant concentrate waste tanks not on the watch list may also need pretreatment. The proposed Initial Pretreatment Module (IPM) is expected to resolve the safety concerns by destroying the organics and ferrocyanide compounds in the tank wastes. The primary objective of the IPM is to destroy or modify constituents that cause safety concerns in the watch list tanks. A secondary objective is to enhance the cost effectiveness of processing the wastes by performing additional processing. Overall, IPM will achieve organic/ferrocyanide destruction (the primary goal) and will assist in the separation of cesium, strontium, and technetium from the tank wastes.

    We study the structure of a social network of strong ties (trust network) investigating its property of connectedness versus fragmentation. To this purpose we analyse an extensive set of census data, about marrying or having children with immigrants, collected by Italian national statistical institute for all Italian municipalities from 2001 to 2011. Not using neither obtaining personal local information but only average ones, our method fully complies with privacy and confidentiality. Our findings show that large cities display the behaviour of highly fragmented trust networks where individuals face possible phenomena of alienation. Smaller cities and villages instead behave like fully connected social systems with a rich tie structure, where isolation is rare or completely absent. While confirming classical sociological theories on alienation in large urban areas our approach provides a quantitative method to test them and a predictive tool for policy makers.

    The increased attention for radioactive waste management is one of the most peculiar aspects of the nuclear sector considering both reactors and not power sources. The aim of this paper is to present the state-of-art of treatments for radioactive waste management all over the world in order to derive guidelines for the radioactive waste management in the Italian scenario. Starting with an overview on the international situation, it analyses the different sources, amounts, treatments, social and economic impacts looking at countries with different industrial backgrounds, energetic policies, geography and population. It lists all these treatments and selects the most reasonable according to technical, economic and social criteria. In particular, a double scenario is discussed (to be considered in case of few quantities of nuclear waste): the use of regional, centralized, off site processing facilities, which accept waste from many nuclear plants, and the use of mobile systems, which can be transported among multiple nuclear sites for processing campaigns. At the end the treatments suitable for the Italian scenario are presented providing simplified work-flows and guidelines. (authors)

    The Premiale Project "Science and Technology in Italy for the upgraded ALMA Observatory - iALMA" has the goal of strengthening the scientific, technological and industrial Italian contribution to the Atacama Large Millimeter/submillimeter Array (ALMA), the largest ground based international infrastructure for the study of the Universe in the microwave. One of the main objectives of the Science Working Group (SWG) inside iALMA, the Work Package 1, is to develop the Italian contribution to the Science Case for the ALMA Band 2 or Band 2+3 receiver. ALMA Band 2 receiver spans from ~67 GHz (bounded by an opaque line complex of ozone lines) up to 90 GHz which overlaps with the lower frequency end of ALMA Band 3. Receiver technology has advanced since the original definition of the ALMA frequency bands. It is now feasible to produce a single receiver which could cover the whole frequency range from 67 GHz to 116 GHz, encompassing Band 2 and Band 3 in a single receiver cartridge, a so called Band 2+3 system.   16. Sustainability principles in strategic environmental assessment: A framework for analysis and examples from Italian urban planning

    This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making. -- Highlights: ?     In this paper we apply techniques of complex network analysis to data sources representing public funding programs and discuss the importance of the considered indicators for program evaluation. Starting from the Open Data repository of the 2007-2013 Italian Program Programma Operativo Nazionale 'Ricerca e Competitivit\\`a' (PON R&C), we build a set of data models and perform network analysis over them. We discuss the obtained experimental results outlining interesting new perspectives that emerge from the application of the proposed methods to the socio-economical evaluation of funded programs.

    The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system.   2. Strategic environmental assessment of energy planning tools. A study of Italian regions and provinces

    SEA has been applied in different ways in EU energy and environmental planning instruments, because different member states have interpreted European Directive 2001/42/CE in a variety of ways. Italy, for example, has only recently completed the integration of the directive into its legislation, through a number of decrees which were approved between 2006 and 2010. As a result SEA practice in Italy is very fragmented, particularly with respect to energy planning, and needs to be steered towards homogeneous quality objectives. The aim of this paper is to study the quality of the SEA reports on the energy and environmental planning tools used by Italian regions and provinces. We study nine cases and use the methodology suggested by Fisher (2010) in his review of the quality of SEA. To be more precise, we integrate the views of external evaluators with those of a selection of the personnel directly involved in preparing the plans. Our results show that there are some differences in the quality scores given by the outsiders and insiders, although the two groups identified similar strengths and weaknesses in implementing SEA. - Highlights: • This is a comparative study on SEA report quality within Italian energy planning tools. • In Italy, the level of SEA implementation on energy planning is still poor. • External academic experts and internal officers assessed SEA reports' quality. • Outsiders and insiders unveil a similar judgement. • Most critical remarks concern consultation, monitoring measures, and follow-up.

    The GAPS project is running since 2012 with the goal to optimize the science return of the HARPS-N instrument mounted at Telescopio Nazionale Galileo. A large number of astronomers is working together to allow the Italian community to gain an international position adequate to the HARPS-N capabilities in the exoplanetary researches. Relevant scientific results are being obtained on both the main guidelines of the collaboration, i.e., the discovery surveys and the characterization studies. The planetary system discovered around the southern component of the binary XO-2 and its characterization together with that of the system orbiting the northern component are a good example of the completeness of the topics matched by the GAPS project. The dynamics of some planetary systems are investigated by studying the Rossiter-McLaughlin effect, while host stars are characterized by means of asteroseismology and star-planet interaction.

    During the Italian research assessment exercise, the national agency ANVUR performed an experiment to assess agreement between grades obtained through informed peer review (IR) and bibliometrics. A sample was evaluated by using both methods and concordance was analyzed by weighted Cohen's kappas. According to ANVUR results indicated an overall "more than adequate" agreement which "fully justifies" the choice of using jointly both techniques in the assessment. However, according to available statistical guidelines for kappa values, the degree of agreement has to be interpreted, for all research fields, as poor or, in a few cases, as, at most, fair. The only notable exception is Area 13 (economics and statistics) and its sub-areas, showing moderate agreement. However, a statistical meta-analysis rejects the hypothesis that kappas from Area 13 share the same distribution as those from the other areas.     At international level LCA is being increasingly used to objectively evaluate the performances of different Municipal Solid Waste (MSW) management solutions. One of the more important waste management options concerns MSW incineration. LCA is usually applied to existing incineration plants. In this study LCA methodology was applied to a new Italian incineration line, to facilitate the prediction, during the design phase, of its potential environmental impacts in terms of damage to human health, ecosystem quality and consumption of resources. The aim of the study was to analyse three different design alternatives: an incineration system with dry flue gas cleaning (without- and with-energy recovery) and one with wet flue gas cleaning. The last two technological solutions both incorporating facilities for energy recovery were compared. From the results of the study, the system with energy recovery and dry flue gas cleaning revealed lower environmental impacts in relation to the ecosystem quality. As LCA results are greatly affected by uncertainties of different types, the second part of the work provides for an uncertainty analysis aimed at detecting the extent output data from life cycle analysis are influenced by uncertainty of input data, and employs both qualitative (pedigree matrix) and quantitative methods (Monte Carlo analysis)

The analysis was focused particularly on the data about the treatment of end-of-life cooling and freezing equipments. In fact, the wastes of cooling and freezing equipments have a high environmental impact. Indeed, in their compressor oil and insulation polyurethane (PU) foams chlorofluorocarbon (CFC) ozone-depleting gases are still present. In the period 2001–2004 Northern Italy resulted the main source in Europe of CFCs. The European Directive on WEEE management was enacted in 2002, but in Italy it was implemented by the legislative Decree in 2005 and it became operational in 2008. Actually, in 2008 the national WEEE Coordination Centre was founded in order to organize the WEEE pick-up process and to control collection, recovery and recycling targets. As a result, in 2010 the average WEEE collection per capita exceeded the threshold of more than 4 kg per inhabitant, as well as cooling and freezing appliances represented more than one fourth of the Italian WEEE collection stream. During the treatment of end-of-life cooling and freezing equipments, CFCs were recovered and disposed principally by burner methods. The analyses of defined specimens collected in the treatment facilities were standardized to reliably determine the amount of recovered CFCs. Samples of alkaline solid salt, alkaline saline solution, polyurethane matrix and compressor oil collected during the audit assessment procedure were analyzed and the results were discussed. In particular, the analysis of PU samples after the shredding and the warm pressing procedures measured a residual CFCs content around 500–1300 mg/kg of CFCs within the foam matrix.

However, most published works in the field of MSWM complete their study with an analysis of isolated case studies. Conversely, decision makers require tools for information collection and exchange in order to trace the trends of these engineering indexes in large experiments. In this paper, common engineering indexes are presented and their values analysed in virtuous Italian communities, with the aim of contributing to the creation of a useful database whose data could be used during experiments, by indicating examples of MSWM demand profiles and the costs required to manage them.

  18. Synthesis of zeolite from Italian coal fly ash: Differences in crystallization temperature using seawater instead of distilled water

    In this study Italian coal fly ash was converted into several types of zeolite in laboratory experiments with temperatures of crystallization ranging from 35 up to 90 deg. C. Distilled and seawater were used during the hydrothermal synthesis process in separate experiments, after a pre-treatment fusion with NaOH. The results indicate that zeolites could be formed from different kind of Italian coal fly ash at low temperature of crystallization using both distilled and seawater. SEM data and the powder patterns of X-ray diffraction analysis show that faujasite, zeolite ZK-5 and sodalite were synthesized when using both distilled and seawater; zeolite A crystallized only using distilled water. In particular the experiments indicate that the synthesis of zeolite X and zeolite ZK-5 takes place at lower temperatures when using seawater (35 and 45 deg. C, respectively). The formation of sodalite is always competitive with zeolite X which shows a metastable behaviour at higher temperatures (70-90 deg. C). The chemical composition of the fly ash source could be responsible of the differences on the starting time of synthesized zeolite with distilled water, in any case our data show that the formation of specific zeolites takes place always at lower temperatures when using seawater.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    The Service Academy Research Associates (SARA) program provides an opportunity for Midshipmen and Cadets from US Service Academies to participate in research at Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratory for several weeks during the summer as part of their summer training assignments. During the summer of 2012, three Midshipmen were assigned to work with the XCP Division at LANL for approximately 5-6 weeks. As one of the nation's top national security science laboratories, LANL stretches across 36 square miles, has over 2,100 facilities, and employs over 9,000 individuals including a significant number of students and postdocs. LANL's mission is to 'apply science and technology to: ensure the safety, security, and reliability of the US nuclear deterrent, reduce global threats, and solve other emerging national security challenges.' While LANL officially operates under the US Department of Energy (DoE), fulfilling this mission requires mutual cooperation with the US Department of Defense (DoD) as well. LANL's high concentration of knowledge and experience provides interns a chance to perform research in many disciplines, and its connection with the DoD in both operation and personnel gives SARA students insight to career possibilities both during and after military service. SARA students have plenty of opportunity to enjoy hiking, camping, the Los Alamos YMCA, and many other outdoor activities in New Mexico while staying at the Buffalo Thunder Resort, located 20 miles east of the lab. XCP Division is the Computational Physics division of LANL's Weapons Department. Working with XCP Division requires individuals to be Q cleared by the DoE. This means it is significantly more convenient for SARA students to be assigned to XCP Division than their civilian counterparts as the DoD CNWDI clearance held by SARA students is easily transferred to the lab prior to the students arriving at the start of the summer. SARA students working with XCP Division were given a comprehensive introduction into nuclear engineering and physics, nuclear weapons, and radiation transport and detection via texts and lectures at various classification levels. Students also attended tours of several prominent facilities at LANL including TA-41 Ice House, TA-55 PF-4 plutonium facility, the Nicholas C. Metropolis Center for Modeling and Simulation, also known as the Secure Computing Center (SCC), and the Dual-Axis Radiological Hydro Test (DARHT) facility; in addition, SARA students accompanied by LANL staff traveled to Minot AFB in North Dakota for tours of the 5th Bomb Wing and 91st Missile Wing facilities. Students participated in a week long class on the Monte Carlo N Particle (MCNP) code to supplement their understanding of radiation transport simulations. SARA students were then tasked with using this knowledge to model radiation detectors and use MCNP to compare their models to experimental data and previously accepted models.

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.

    The University/National Energy Technology Laboratory (NETL) Student Partnership Program stimulated basic and applied research in Energy and Environmental Science areas through NETL's Office of Science and Technology (OST). This Partnership Program supported the education of graduate students in Energy and Environmental Sciences, while fostering increased scientific interaction between NETL and the participating universities, by providing graduate student support for research at a NETL facility under the joint supervision of NETL and university faculty. Projects were intended to enhance a previously established scientific or engineering relationship or to create a new relationship. Major areas of research under the Partnership Program included CO{sub 2} sequestration, granular solids flow, multi-phase flow in porous solids, gas hydrates, nanotubes, acid-mine flow identification and remediation, water-gas shift reaction, circulating fluidized beds, slurry bubble column, fuel desulphurization, carbon fibers, and fuel cells.

    Quantum entanglement is a central concept of quantum theory for multiple particles. Entanglement played an important role in the development of the foundations of the theory and makes possible modern applications in quantum information technology. As part of the QuVis Quantum Mechanics Visualization Project, we developed an interactive simulation "Entanglement: The nature of quantum correlations" using two-particle entangled spin states. We investigated student understanding of entanglement at the introductory and advanced undergraduate levels by collecting student activity and post-test responses using two versions of the simulation and carrying out a small number of student interviews.     The perspectives of introductory classical physics students can often negatively influence how those students later interpret quantum phenomena when taking an introductory course in modern physics. A detailed exploration of student perspectives on the interpretation of quantum physics is needed, both to characterize student understanding of physics concepts, and to inform how we might teach traditional content. Our previous investigations of student perspectives on quantum physics have indicated they can be highly nuanced, and may vary both within and across contexts. In order to better understand the contextual and often seemingly contradictory stances of students on matters of interpretation, we interviewed 19 students from four introductory modern physics courses taught at the University of Colorado. We find that students have attitudes and opinions that often parallel the stances of expert physicists when arguing for their favored interpretations of quantum mechanics, allowing for more nuanced characterizations of student perspectives in terms of three key interpretive themes. We present a framework for characterizing student perspectives on quantum mechanics, and demonstrate its utility in interpreting the sometimes-contradictory nature of student responses to previous surveys. We further find that students most often vacillate in their responses when what makes intuitive sense to them is not in agreement with what they consider to be a correct response, underscoring the need to distinguish between the personal and the public perspectives of introductory modern physics students.
