    In regard to the proposed Tenaska Washington II Generation Project, the goal of the Bonneville Power Administration`s (BPA) Environmental Impact Statement (EIS) public involvement process is to determine the issues to be examined and pertinent analyses to be conducted and to solicit comments on the content and quality of information presented in the Draft Environmental Impact Statement (DEIS). Comments and questions are solicited from the public and government agencies during the scoping process and during the comment period and public hearing on the DEIS, to find out what is of most concern to them. The end product of the public involvement process is the Comment Report which follows in part of this volume on Public Involvement.

  8. ABSTRACT: The Community Environmental Monitoring Program: Reducing Public Perception of Risk Through Stakeholder Involvement

    Between 1951 and 1992, 928 nuclear tests were conducted at the Nevada Test Site (NTS), including 100 atmospheric and 828 underground tests. Initial public reaction to the tests was largely supportive, but by the late 1950s this began to change, largely as a result of fear of the potential for adverse health effects to be caused by exposure to ionizing radiation resulting from the tests. The nuclear power plant accident at Three Mile Island in 1979 served to heighten these fears, as well as foster a general distrust of the federal agencies involved and low public confidence in monitoring results. Modeled after a similar program that involved the public in monitoring activities around the Three Mile Island nuclear power plant, the Community Environmental Monitoring Program (CEMP) has promoted stakeholder involvement, awareness, and understanding of radiological surveillance in communities surrounding the NTS since 1981. It involves stakeholders in the operation, data collection, and dissemination of information obtained from a network of 29 stations across a wide area of Nevada, Utah, and California. It is sponsored by the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) and administered by the Desert Research Institute (DRI) of the Nevada System of Higher Education. Since assuming administration of the program in 2000, DRI has accomplished significant enhancements to the network's data collection and transmission capabilities. A robust datalogging and communications system allows for the near real-time transmission of data to a platform maintained by DRI's Western Regional Climate Center, where the data are uploaded and displayed on a publicly accessible web site (http://cemp.dri.edu/). Additionally, the CEMP can serve as part of an emergency response network in the event of an unplanned radiological release from the NTS, and also provides an excellent platform for testing new environmental sensor technologies. Finally, the CEMP provides training workshops for involved stakeholders, and educational programs, which help to alleviate public perception of risk of health effects from past activities conducted at the NTS.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The primary purpose of this model report is to develop abstractions for the response of engineered barrier system (EBS) components to seismic hazards at a geologic repository at Yucca Mountain, Nevada, and to define the methodology for using these abstractions in a seismic scenario class for the Total System Performance Assessment - License Application (TSPA-LA). A secondary purpose of this model report is to provide information for criticality studies related to seismic hazards. The seismic hazards addressed herein are vibratory ground motion, fault displacement, and rockfall due to ground motion. The EBS components are the drip shield, the waste package, and the fuel cladding. The requirements for development of the abstractions and the associated algorithms for the seismic scenario class are defined in ''Technical Work Plan For: Regulatory Integration Modeling of Drift Degradation, Waste Package and Drip Shield Vibratory Motion and Seismic Consequences'' (BSC 2004 [DIRS 171520]). The development of these abstractions will provide a more complete representation of flow into and transport from the EBS under disruptive events.     The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. The transport model considers advective transport and diffusive transport from a breached waste package. Advective transport occurs when radionuclides that are dissolved or sorbed onto colloids (or both) are carried from the waste package by the portion of the seepage flux that passes through waste package breaches. Diffusive transport occurs as a result of a gradient in radionuclide concentration and may take place while advective transport is also occurring, as well as when no advective transport is occurring. Diffusive transport is addressed in detail because it is the sole means of transport when there is no flow through a waste package, which may dominate during the regulatory compliance period in the nominal and seismic scenarios. The advective transport rate, when it occurs, is generally greater than the diffusive transport rate. Colloid-facilitated advective and diffusive transport is also modeled and is presented in detail in Appendix B of this report.

    This paper presents a new methodology for analyzing complex networks in which the network of interest is first abstracted to a much simpler (but equivalent) representation, the required analysis is performed using the abstraction, and analytic conclusions are then mapped back to the original network and interpreted there. We begin by identifying a broad and important class of complex networks which admit abstractions that are simultaneously dramatically simplifying and property preserving - we call these aggressive abstractions -- and which can therefore be analyzed using the proposed approach. We then introduce and develop two forms of aggressive abstraction: 1.) finite state abstraction, in which dynamical networks with uncountable state spaces are modeled using finite state systems, and 2.) onedimensional abstraction, whereby high dimensional network dynamics are captured in a meaningful way using a single scalar variable. In each case, the property preserving nature of the abstraction process is rigorously established and efficient algorithms are presented for computing the abstraction. The considerable potential of the proposed approach to complex networks analysis is illustrated through case studies involving vulnerability analysis of technological networks and predictive analysis for social processes.

    Online abstract groups, in which members aren't explicitly connected, can be automatically identified by computer-implemented methods. The methods involve harvesting records from social media and extracting content-based and structure-based features from each record. Each record includes a social-media posting and is associated with one or more entities. Each feature is stored on a data storage device and includes a computer-readable representation of an attribute of one or more records. The methods further involve grouping records into record groups according to the features of each record. Further still the methods involve calculating an n-dimensional surface representing each record group and defining an outlier as a record having feature-based distances measured from every n-dimensional surface that exceed a threshold value. Each of the n-dimensional surfaces is described by a footprint that characterizes the respective record group as an online abstract group.

These are UCRL-JC series documents, which include the full text of articles to be published in journals and of papers to be presented at meetings, and UCID reports, which are informal documents. Not all UCIDs contain abstracts: short summaries were generated when abstracts were not included. Technical Abstracts also provides descriptions of those documents assigned to the UCRL-MI (miscellaneous) category. These are generally viewgraphs or photographs presented at meetings. An author index is provided at the back of this volume for cross referencing.

    In this article we have outlined a formal framework for an abstract approach to music and music composition. The model is formulated in terms of objects that have attributes, obey relationships, and are subject to certain well-defined operations. The motivation for this approach uses traditional terms and concepts of music theory, but the approach itself is formal and uses the language of mathematics. The universal object is an audio wave; partials, sounds, and compositions are special objects, which are placed in a hierarchical order based on time scales. The objects have both static and dynamic attributes. When we realize a composition, we assign values to each of its attributes: a (scalar) value to a static attribute, an envelope and a size to a dynamic attribute. A composition is then a trajectory in the space of aural events, and the complex audio wave is its formal representation. Sounds are fibers in the space of aural events, from which the composer weaves the trajectory of a composition. Each sound object in turn is made up of partials, which are the elementary building blocks of any music composition. The partials evolve on the fastest time scale in the hierarchy of partials, sounds, and compositions. The ideas outlined in this article are being implemented in a digital instrument for additive sound synthesis and in software for music composition. A demonstration of some preliminary results has been submitted by the authors for presentation at the conference.

Due to initiatives of the Clinton-Gore administration, biologists across the nation are trying to define and use a new concept called ecosystem management. {open_quotes}Ecosystem management{close_quotes} was born in the frustration of trying to deal with the spotted owl controversy in the Northwest. Biologists could not agree on what should be done. And the biologists and economists rarely got together to try to solve problems. Some astute individuals realized that to achieve a sustainable development, ecosystems would have to be managed on a much larger scale than merely small plots of lands. And people from many different backgrounds and disciplines would need to come together to find solutions. This paper will present the views of a Washington insider who has been a player (although too frequently a minor league player!) in administration initiatives to infuse ecosystem management principles and practices in our national conscience. Today, federal agency staff talk to those in other offices within their own agency. Federal agency staff also work on joint projects across federal agencies. In addition, state government, nonprofits, universities, interested individuals, and tribal governments are becoming involved. This is the biological {open_quotes}revolution{close_quotes} that is in progress. The emphasis is shifting from looking at the life history and problems of single species to a much broader approach of examining many species, including humans. The author will present a report on results of the ecosystem management initiative in the last year and point out some of the hurdles still ahead.

    Large, complex networks are ubiquitous in nature and society, and there is great interest in developing rigorous, scalable methods for identifying and characterizing their vulnerabilities. This paper presents an approach for analyzing the dynamics of complex networks in which the network of interest is first abstracted to a much simpler, but mathematically equivalent, representation, the required analysis is performed on the abstraction, and analytic conclusions are then mapped back to the original network and interpreted there. We begin by identifying a broad and important class of complex networks which admit vulnerability-preserving, finite state abstractions, and develop efficient algorithms for computing these abstractions. We then propose a vulnerability analysis methodology which combines these finite state abstractions with formal analytics from theoretical computer science to yield a comprehensive vulnerability analysis process for networks of realworld scale and complexity. The potential of the proposed approach is illustrated with a case study involving a realistic electric power grid model and also with brief discussions of biological and social network examples.

    The Office of River Protection under the U.S. Department of Energy (DOE) is pursuing closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C as stipulated by the Hanford Federal Facility Agreement and Consent Order (HFFACO) under federal requirements and work tasks will be done under the State-approved closure plans and permits. An initial step in meeting the regulatory requirements is to develop a baseline risk assessment representing current conditions based on available characterization data and information collected at the WMA C location. The baseline risk assessment will be supporting a Resource Conservation and Recovery Act of 1976 (RCRA) Field Investigation (RFI)/Corrective Measures Study (CMS) for WMA closure and RCRA corrective action. Complying with the HFFACO conditions also involves developing a long-term closure Performance Assessment (PA) that evaluates human health and environmental impacts resulting from radionuclide inventories in residual wastes remaining in WMA C tanks and ancillary equipment. This PA is being developed to meet the requirements necessary for closure authorization under DOE Order 435.1 and Washington State Hazardous Waste Management Act. To meet the HFFACO conditions, the long-term closure risk analysis will include an evaluation of human health and environmental impacts from hazardous chemical inventories along with other performance Comprehensive Environmental Response, Compensation, and Liability Act Appropriate and Applicable Requirements (CERCLA ARARs) in residual wastes left in WMA C facilities after retrieval and removal. This closure risk analysis is needed to needed to comply with the requirements for permitted closure. Progress to date in developing a baseline risk assessment of WMA C has involved aspects of an evaluation of soil characterization and groundwater monitoring data collected as a part of the RFI/CMS and RCRA monitoring. Developing the long-term performance assessment aspects has involved the construction of detailed numerical models of WMA C using the Subsurface Transport Over Multiple Phases (STOMP) computer code, the development of a technical approach for abstraction of a range of representative STOMP simulations into a system-level model based on the GoldSim system-level model software.The STOMP-based models will be used to evaluate local-scale impacts and closed facility performance over a sufficient range of simulations to allow for development of the system-level model of the WMA C. The GoldSim-based system-level model will be used to evaluate overall sensitivity of modeled parameters and the estimate the uncertainty in potential future impacts from a closed WMA C facility.

    Bonneville Power Administration (BPA) proposes to fund the portion of the Washington Wildlife Mitigation Agreement (Agreement) pertaining to wildlife habitat mitigation projects to be undertaken in a cooperative effort with the Washington Department of Fish and Wildlife (WDFW). This Agreement serves to establish a monetary budget funded by BPA for projects proposed by Washington Wildlife Coalition members and approved by BPA to protect, mitigate, and improve wildlife and/or wildlife habitat within the State of Washington that has been affected by the construction of Federal dams along the Columbia River. This Environmental Assessment examines the potential environmental effects of acquiring and/or improving wildlife habitat within five different project areas. These project areas are located throughout Grant County and in parts of Okanogan, Douglas, Adams, Franklin, Kittias, Yakima, and Benton Counties. The multiple projects would involve varying combinations of five proposed site-specific activities (habitat improvement, operation and maintenance, monitoring and evaluation, access and recreation management, and cultural resource management). All required Federal, State, and tribal coordination, permits and/or approvals would be obtained prior to ground-disturbing activities.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    The U.S. Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Washington.

    The 2008 Washington International Renewable Energy Conference (WIREC) was held in Washington, D.C., from March 4-6, 2008, and involved nearly 9,000 people from 125 countries. The event brought together worldwide leaders in renewable energy (RE) from governments, international organizations, nongovernmental organizations, and the private sector to discuss the role that renewables can play in alleviating poverty, growing economies, and passing on a healthy planet to future generations. The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference. This report describes the methodology and assumptions used by NREL in quantifying the potential CO2 reductions derived from those pledges.

The information available in the clearinghouse includes abstracts describing computer applications, technical reports, and a list of technical experts. Information can be accessed for use in responding to FFCAct requirements, and the clearinghouse provides search capabilities on particular topics and issues related to STP development.     This publication Nuclear Reactors and Technology (NRT) announces on a monthly basis the current worldwide information available from the open literature on nuclear reactors and technology, including all aspects of power reactors, components and accessories, fuel elements, control systems, and materials. This publication contains the abstracts of DOE reports, journal articles, conference papers, patents, theses, and monographs added to the Energy Science and Technology Database during the past month. Also included are US information obtained through acquisition programs or interagency agreements and international information obtained through acquisition programs or interagency agreements and international information obtained through the International Energy Agency`s Energy Technology Data Exchange or government-to-government agreements. The digests in NRT and other citations to information on nuclear reactors back to 1948 are available for online searching and retrieval on the Energy Science and Technology Database and Nuclear Science Abstracts (NSA) database. Current information, added daily to the Energy Science and Technology Database, is available to DOE and its contractors through the DOE Integrated Technical Information System. Customized profiles can be developed to provide current information to meet each user`s needs.
