Flow control with the goal of reducing the skin friction drag on the fluid-solid interface is an active fundamental research area, motivated by its potential for significant energy savings and reduced emissions in the transport sector. Customarily, the performance of drag reduction techniques in internal flows is evaluated under two alternative flow conditions, i.e. at constant mass flow rate or constant pressure gradient. Forty years ago, Wiesner pointed out that quantum mechanics raises the striking possibility of money that cannot be counterfeited according to the laws of physics. We propose the first quantum money scheme that is (1) public-key, meaning that anyone can verify a banknote as genuine, not only the bank that printed it, and (2) cryptographically secure, under a "classical" hardness assumption that has nothing to do with quantum money. Our scheme is based on hidden subspaces, encoded as the zero-sets of random multivariate polynomials. A main technical advance is to show that the "black-box" version of our scheme, where the polynomials are replaced by classical oracles, is unconditionally secure. Previously, such a result had only been known relative to a quantum oracle (and even there, the proof was never published). Even in Wiesner's original setting -- quantum money that can only be verified by the bank -- we are able to use our techniques to patch a major security hole in Wiesner's scheme. We give the first private-key quantum money scheme that allows unlimited verifications and that remains unconditionally secure, even if the counterfeiter can interact adaptively with the bank. Our money scheme is simpler than previous public-key quantum money schemes, including a knot-based scheme of Farhi et al. The verifier needs to perform only two tests, one in the standard basis and one in the Hadamard basis -- matching the original intuition for quantum money, based on the existence of complementary observables. Our security proofs use a new variant of Ambainis's quantum adversary method, and several other tools that might be of independent interest.

An adaptive attack on Wiesner's quantum money

Unlike classical money, which is hard to forge for practical reasons (e.g. producing paper with a certain property), quantum money is attractive because its security might be based on the no-cloning theorem. The first quantum money scheme was introduced by Wiesner circa 1970. Although more sophisticated quantum money schemes were proposed, Wiesner's scheme remained appealing because it is both conceptually clean and relatively easy to implement. We show efficient adaptive attacks on Wiesner's quantum money scheme [Wie83] (and its variant by Bennett et al. [BBBW83]), when valid money is accepted and passed on, while invalid money is destroyed. We propose two attacks, the first is inspired by the Elitzur-Vaidman bomb testing problem [EV93, KWH+95], while the second is based on the idea of protective measurements [AAV93]. It allows us to break Wiesner's scheme with 4 possible states per qubit, and generalizations which use more than 4 states per qubit.

This paper considers the ideal gas-like model of trading markets, where each individual is identified as a gas molecule that interacts with others trading in elastic or money-conservative collisions. Traditionally this model introduces different rules of random selection and exchange between pair agents. Real economic transactions are complex but obviously non-random. Consequently, unlike this traditional model, this work implements chaotic elements in the evolution of an economic system. In particular, we use a chaotic signal that breaks the natural pairing symmetry $(i,j)\\Leftrightarrow(j,i)$ of a random gas-like model. As a result of that, it is found that a chaotic market like this can reproduce the referenced wealth distributions observed in real economies (the Gamma, Exponential and Pareto distributions).

'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

Moving beyond the oracle world, we also present an explicit candidate scheme for publicly-verifiable quantum money, based on random stabilizer states; as well as two explicit schemes for copy-protecting the family of point functions. We do not know how to base the security of these schemes on any existing cryptographic assumption. (Note that without an oracle, we can only hope for security under some computational assumption.)

Money crunch looms for Federal cleanup effort

In an unprecedented acknowledgement that federal facility cleanup activities face a money crunch, a federal-state advisory panel is preparing a new strategy to avert enforcement showdowns when funding cuts prevent federal agencies from meeting legally required cleanup schedules set by states. In a draft report the panel said states must recognize that some cleanup [open quotes]milestones[close quotes] will have to be delayed due to budget pressures - a concession that will be politically difficult in some states. At the same time, the panel said federal agencies must be more forthcoming in working with states and local groups to determine how increasingly scarce resources will be distributed. As a general rule, the report recommended that federal agencies and state environmental officials agree on a [open quotes]fair share[close quotes] allocation method under which the pain of a budget cutback would be spread equally among all cleanup sites within an affected federal agency. That fair share approach would be altered only if the federal agency reached agreement with states that a funding cutback could be absorbed at selected sites without affecting any cleanup milestone.

The Illusion of the Perpetual Money Machine

We argue that the present crisis and stalling economy continuing since 2007 are rooted in the delusionary belief in policies based on a "perpetual money machine" type of thinking. We document strong evidence that, since the early 1980s, consumption has been increasingly funded by smaller savings, booming financial profits, wealth extracted from house price appreciation and explosive debt. This is in stark contrast with the productivity-fueled growth that was seen in the 1950s and 1960s. This transition, starting in the early 1980s, was further supported by a climate of deregulation and a massive growth in financial derivatives designed to spread and diversify the risks globally. The result has been a succession of bubbles and crashes, including the worldwide stock market bubble and great crash of October 1987, the savings and loans crisis of the 1980s, the burst in 1991 of the enormous Japanese real estate and stock market bubbles, the emerging markets bubbles and crashes in 1994 and 1997, the LTCM crisis of ...

Investment decisions pertaining to hydrothermal well fields and electric power plants are analyzed. Geothermal investment decision models were developed which, when coupled to a site-specific stochastic cash flow model, estimate the conditional probability of a positive decision to invest in the development of geothermal resource areas. Quantitative decision models have been developed for each major category of investor currently involved in the hydrothermal projects. These categories include: large, diversified energy resource corporations; independently operating resource firms; investor-owned electric utilities; municipal electric utilities; state-run resource agencies; and private third-party power plant investors. The geothermal cash flow, the investment decision analysis, and an example of model application for assessing the likely development of geothermal resource areas are described. The sensitivity of this investment behavior to federal incentives and research goals is also analyzed and discussed.

Open flow network is a weighted directed graph with a source and a sink, depicting flux distributions on networks in the steady state of an open flow system. Energetic food webs, economic input-output networks, and international trade networks, are open flow network models of energy flows between species, money or value flows between industrial sectors, and goods flows between countries, respectively. Flow distances (first-passage or total) between any given two nodes $i$ and $j$ are defined as the average number of transition steps of a random walker along the network from $i$ to $j$ under some conditions. They apparently deviate from the conventional random walk distance on a closed directed graph because they consider the openness of the flow network. ENERGY INVESTMENTS UNDER CLIMATE POLICY: A COMPARISON OF GLOBAL MODELS

The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). Public-key quantum money is a cryptographic protocol in which a bank can create quantum states which anyone can verify but no one except possibly the bank can clone or forge. There are no secure public-key quantum money schemes in the literature; as we show in this paper, the only previously published scheme [1] is insecure. We introduce a category of quantum money protocols which we call collision-free. For these protocols, even the bank cannot prepare multiple identical-looking pieces of quantum money. We present a blueprint for how such a protocol might work as well as a concrete example which we believe may be insecure.

Modelling emergence of money from the barter trade: multiscaling edge effects

The agent-based computational economical model for the emergence of money from the initial barter trading, inspired by Menger's postulate that money can spontaneously emerge in a commodity exchange economy, is extensively studied. The model considered, while manageable, is sufficiently complex, however. It already is able to reveal phenomena that can be interpreted as emergence and collapse of money as well as the related competition effects. In particular, it is shown that - as an extra emerging effect - the money lifetimes near the critical threshold value develop multiscaling, which allow one to set parallels to critical phenomena and, thus, to the real financial markets.

For Wiesner's original scheme, it is determined that the optimal probability for a counterfeiter to create two copies of a bank note from one, where both copies pass the bank's test for validity, is (3/4)^n for n being the number of qubits used for each note. Generalizations in which other ensembles of states are substituted for the one considered by Wiesner are also discussed, including a scheme recently proposed by Pastawski, Yao, Jiang, Lukin, and Cirac, as well as schemes based on higher dimensional quantum systems. In addition, we introduce a variant of Wiesner's quantum money in which the verification protocol for bank notes involves only classical communication with the bank. We show that the optimal probability with which a counterfeiter can succeed in two independent verification attempts, given access to a single valid n-qubit bank note, is (3/4+sqrt(2)/8)^n. We also analyze extensions of this variant to higher-dimensional schemes.

A Practical Approach to Modeling Managerial Risk Aversion in Real Option Valuation for Early Stage Investments ?

In this work, we build on a previous real options approach that utilizes managerial cash-flow estimates to value early stage project investments, but accounting for managerial risk aversion. We introduce a market sector indicator, which is assumed to be correlated to a tradeable market index, which, through a mapping function, drives and replicates the cash-flow estimates. The mapping allows us to link the cash-flow estimates to many theoretical real options frameworks which currently can not be applied in practice. Through indifference pricing we are able to model the effect of managerial risk aversion for any given set of cash-flow estimates.

This report reviews and analyzes the recent electricity reforms in Argentina, Australia, and the United Kingdom (UK) to illustrate how different models of privatization and reform have worked in practice. This report also analyzes the motivations of the U.S. companies who have invested in the electricity industries in these countries, which have become the largest targets of U.S. foreign investment in electricity. Two calculations of foreign investment are used. One is the foreign direct investment series produced by the U.S. Department of Commerce. The other is based on transactions in electric utilities of the three countries. The electricity reform and privatization experiences reviewed may offer some insight as to how the U.S. electricity industry might develop as a result of recent domestic reform efforts and deregulation at the state and national levels. 126 refs., 23 figs., 27 tabs.

This report provides a methodology and requisite data to assess the potential Energy Return On Investment (EROI) for nuclear fuel cycle alternatives, and applies that methodology to a limited set of used fuel recycle scenarios. This paper is based on a study by Lawrence Livermore National Laboratory and a parallel evaluation by AREVA Federal Services LLC, both of which were sponsored by the DOE Fuel Cycle Technologies (FCT) Program. The focus of the LLNL effort was to develop a methodology that can be used by the FCT program for such analysis that is consistent with the broader energy modeling community, and the focus of the AREVA effort was to bring industrial experience and operational data into the analysis. This cooperative effort successfully combined expertise from the energy modeling community with expertise from the nuclear industry. Energy Return on Investment is one of many figures of merit on which investment in a new energy facility or process may be judged. EROI is the ratio of the energy delivered by a facility divided by the energy used to construct, operate and decommission that facility. While EROI is not the only criterion used to make an investment decision, it has been shown that, in technologically advanced societies, energy supplies must exceed a minimum EROI. Furthermore, technological history shows a trend towards higher EROI energy supplies. EROI calculations have been performed for many components of energy technology: oil wells, wind turbines, photovoltaic modules, biofuels, and nuclear reactors. This report represents the first standalone EROI analysis of nuclear fuel reprocessing (or recycling) facilities.

Transportation Energy Futures Series: Vehicle Technology Deployment Pathways: An Examination of Timing and Investment Constraints

Scenarios of new vehicle technology deployment serve various purposes; some will seek to establish plausibility. This report proposes two reality checks for scenarios: (1) implications of manufacturing constraints on timing of vehicle deployment and (2) investment decisions required to bring new vehicle technologies to market. An estimated timeline of 12 to more than 22 years from initial market introduction to saturation is supported by historical examples and based on the product development process. Researchers also consider the series of investment decisions to develop and build the vehicles and their associated fueling infrastructure. A proposed decision tree analysis structure could be used to systematically examine investors' decisions and the potential outcomes, including consideration of cash flow and return on investment. This method requires data or assumptions about capital cost, variable cost, revenue, timing, and probability of success/failure, and would result in a detailed consideration of the value proposition of large investments and long lead times. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

Furthermore, the consideration of operational flexibility by the microgrid accelerates DG investment, while the option to disconnect entirely from the utility is not attractive. By allowing the electricity price to be stochastic, we next determine an investment threshold boundary and find that high electricity price volatility relative to that of natural gas generating cost delays investment while simultaneously increasing the value of the investment. We conclude by using this result to find the implicit option value of the DG unit.

A new energy industry--the recovery of energy from the industrial sector by means of conservation equipment--is just forming. Capital costs retard progress. This problem has given rise to third party leasing plans. The Alliance to Save Energy has embarked on a feasibility study, and a few preliminary findings are revealed in this paper. Leasing has IRS problems because of the tax classification of ''limited use properties.'' Useful life for tax purposes is also much shorter for general capital equipment than for conservation equipment. The Economic Recovery Act liberalized limited use and useful life rules, with new ''safe harbor'' lease arrangements. But broad interpretation of safe harbor has caused problems. Energy service contract--the second type of third party leasing--carries with it substantial specified risks. Share-the-savings leasing arrangements offer significant benefits to energy users, but all tax risks are shifted to the third party. In conclusion, several legal obstacles must be overcome before energy conservation investment by means of third party leasing can expand.

We consider a finite horizon optimal stopping problem related to trade-off strategies between expected profit and cost cash-flows of an investment under uncertainty. The optimal problem is first formulated in terms of a system of Snell envelopes for the profit and cost yields which act as obstacles to each other. We then construct both a minimal and a maximal solutions using an approximation scheme of the associated system of reflected backward SDEs. When the dependence of the cash-flows on the sources of uncertainty, such as fluctuation market prices, assumed to evolve according to a diffusion process, is made explicit, we also obtain a connection between these solutions and viscosity solutions of a system of variational inequalities (VI) with interconnected obstacles. We also provide two counter-examples showing that uniqueness of solutions of (VI) does not hold in general.

This flow tends to evolve the initial metrics into conformally flat ones, and is somewhat orthogonal to the Yamabe flow, the latter being a flow within a conformal class. We define an entropy functional, and study the flow of nine homogeneous spaces both numerically and analytically. In particular, we show that the arbitrarily deformed homogeneous 3-sphere flows into the round 3-sphere. Optimal Investment Under Transaction Costs: A Threshold Rebalanced Portfolio Approach

We study optimal investment in a financial market having a finite number of assets from a signal processing perspective. We investigate how an investor should distribute capital over these assets and when he should reallocate the distribution of the funds over these assets to maximize the cumulative wealth over any investment period. In particular, we introduce a portfolio selection algorithm that maximizes the expected cumulative wealth in i.i.d. two-asset discrete-time markets where the market levies proportional transaction costs in buying and selling stocks. We achieve this using "threshold rebalanced portfolios", where trading occurs only if the portfolio breaches certain thresholds. Under the assumption that the relative price sequences have log-normal distribution from the Black-Scholes model, we evaluate the expected wealth under proportional transaction costs and find the threshold rebalanced portfolio that achieves the maximal expected cumulative wealth over any investment period. Minimizing investment in oilfield development is an important subject that has attracted a considerable amount of industry attention. One method to reduce investment involves the optimal placement and selection of production facilities. Because of the large amount of capital used in this process, saving a small percent of the total investment may represent a large monetary value. The literature reports algorithms using mathematical programming techniques that were designed to solve the proposed problem in a global optimal manner. Owing to the high-computational complexity and the lack of user-friendly interfaces for data entry and results display, mathematical programming techniques have not been given enough attention in practice. This paper describes an interactive, graphical software system that provides a global optimal solution to the problem of placement and selection of production facilities in oil-field development processes. This software system can be used as an investment minimization tool and a scenario-study simulator. The developed software system consists of five basic modules: (1) an interactive data-input unit, (2) a cost function generator, (3) an optimization unit, (4) a graphic-output display, and (5) a sensitivity-analysis unit.

Investment and Upgrade in Distributed Generation under Uncertainty

The ongoing deregulation of electricity industries worldwide is providing incentives for microgrids to use small-scale distributed generation (DG) and combined heat and power (CHP) applications via heat exchangers (HXs) to meet local energy loads. Although the electric-only efficiency of DG is lower than that of central-station production, relatively high tariff rates and the potential for CHP applications increase the attraction of on-site generation. Nevertheless, a microgrid contemplatingthe installation of gas-fired DG has to be aware of the uncertainty in the natural gas price. Treatment of uncertainty via real options increases the value of the investment opportunity, which then delays the adoption decision as the opportunity cost of exercising the investment option increases as well. In this paper, we take the perspective of a microgrid that can proceed in a sequential manner with DG capacity and HX investment in order to reduce its exposure to risk from natural gas price volatility. In particular, with the availability of the HX, the microgrid faces a tradeoff between reducing its exposure to the natural gas price and maximising its cost savings. By varying the volatility parameter, we find that the microgrid prefers a direct investment strategy for low levels of volatility and a sequential one for higher levels of volatility.

Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President???????¢????????????????s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. For instance, federal funding in energy research may lead to innovations that would reduce energy costs at the household level, energy imports at the national level, and greenhouse gas emissions at the global level. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

Cooling Flows or Heating Flows?

It is now clear that AGN heat cooling flows, largely by driving winds. The winds may contain a relativistic component that generates powerful synchrotron radiation, but it is not clear that all winds do so. The spatial and temporal stability of the AGN/cooling flow interaction are discussed. Collimation of the winds probably provides spatial stability. Temporal stability may be possible only for black holes with masses above a critical value. Both the failure of cooling flows to have adiabatic cores and the existence of X-ray cavities confirm the importance of collimated outflows. I quantify the scale of the convective flow that the AGN Hydra would need to drive if it balanced radiative inward flow by outward flow parallel to the jets. At least in Virgo any such flow must be confined to r<~20 kpc. Hydrodynamical simulations suggest that AGN outbursts cannot last longer than ~25 Myr. Data for four clusters with well studied X-ray cavities suggests that heating associated with cavity formation approximately balances radiative cooling. The role of cosmic infall and the mechanism of filament formation are briefly touched on.

Energy Return on Investment from Recycling Nuclear Fuel

This report presents an evaluation of the Energy Return on Investment (EROI) from recycling an initial batch of 800 t/y of used nuclear fuel (UNF) through a Recycle Center under a number of different fuel cycle scenarios. The study assumed that apart from the original 800 t of UNF only depleted uranium was available as a feed. Therefore for each subsequent scenario only fuel that was derived from the previous fuel cycle scenario was considered. The scenarios represent a good cross section of the options available and the results contained in this paper and associated appendices will allow for other fuel cycle options to be considered.
