    Although the global financial crisis of 2008/2009 has slowed wind power development in general, the crisis has, in several respects, been a blessing in disguise for community wind project development in the United States. For xample, the crisis-induced slowdown in the broader commercial wind market has, for the first time since 2004, created slack in the supply chain, creating an opportunity for shovel-ready community wind projects to finally proceed towards onstruction. Many such projects had been forced to wait on the sidelines as the commercial wind boom of 2005-2008 consumed virtually all available resources needed to complete a wind project (e.g., turbines, cranes, contractors).

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters.     This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The programā€™s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread ā€œgold-platingā€ or performance problems.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STARĀ® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organizationā€™s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Allianceā€™s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    This paper has the aim to give a general overview of the api Energia IGCC project starting from the project background in 1992 and ending with the progress of construction. api Energia S.p.A., a joint VENTURE between api anonima petroli italiana S.p.A., Roma, Italy (51%), ABB Sae Sadelmi S.p.A., Milano, Italy (25%) and Texaco Development Corporation (24%), is building a 280 MW Integrated Gasification Combined Cycle plant in the api refinery at Falconara Marittima, on Italy' s Adriatic coast, using heavy oil residues. The plant is based on the modern concept of employing a highly efficient combined cycle power plant fed with a low heating value fuel gas produced by gasifying heavy refinery residues. This scheme provides consistent advantages in terms of efficiency and environmental impact over alternative applications of the refinery residues. The electric power produced will feed the national grid. The project has been financed using the ``project financing'' scheme: over 1,000 billion Lira, representing 75% of the overall capital requirement, have been provided by a pool of international banks. In November 1996 the project reached financial closure and immediately after the detailed design and procurement activities started. Engineering, Procurement and Construction activities, carried out by a Consortium of companies of the ABB group, are totally in line with the schedule. Commercial operation of the plant, is scheduled for November 1999.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    Issues in reconfigurability and adaptability in heterogeneous distributed systems for high-performance computing are the focus of the work funded by this grant. Our efforts are part of an ongoing research project in metacomputing and are a follow on to the DOE funded PVM system that has witnessed over a decade of use at numerous institutions worldwide. The current project, termed Harness, investigates novel methodologies and tools for distributed metacomputing, focusing on dynamically reconfigurable software frameworks. During the first phase, we defined the metacomputing architecture embodied in Harness and developed prototype subsystems as proof of concept exercises. Subsequently, we designed and developed a complete software framework manifesting the Harness architecture, and also developed several tools and subsystems that demonstrated the viability and effectiveness of our proposed model for next generation metacomputing. We then used this substrate to emulate multiple programming environments on Harness, and conducted performance evaluation and tuning exercises. The main research results from these efforts include the establishment of software metacomputing systems as viable and cost-effective alternatives to MPPs; the demonstration of dynamic and reconfigurable platforms as effective methods of tailoring parallel computing environments; the development of methodologies to construct plugin modules for component-based distributed systems; contributions to performance modeling and optimization in emulated software environments; and software architectures for multi- and mixed-paradigm parallel distributed computing.     Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually.     The Idaho Energy Division issued a Request for Proposal (RFP) on March 14, 2006, inviting qualified licensed fuel wholesalers, fuel retailers, and vehicle fleet operators to provide proposals to construct and/or install infrastructure for biodiesel utilization in Idaho. The intent was to improve the ability of private and/or non-Federal public entities in Idaho to store, transport, or offer for sale biodiesel within the state. The RFP provided up $100,000 for co-funding the projects with a minimum 50% cash cost match. Four contracts were subsequetnly awarded that resulted in three new bidodiesel storage facilities immediately serving about 45 fueling stations from Sandpoint to Boise. The project also attracted considerable media attention and Idaho became more knowledgeable about biodiesel.

    Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD). This document includes computer reports of data contained in the Grant file, one of six computer files comprising the data base. These reports contain data recorded on applications submitted to HUD by organizations or individual builders applying for grants to build solar energy systems in new and/or existing homes. Approximately 668 grants have been awarded in six award cycles.

    The Tobin-Markowitz portfolio selection model is used to test two hypotheses: (1) the oil price increase of 1973-74 altered the structure of oil industry risks and returns in favor of certain types of research and investment; (2) the altered structure of risks and their correlations affected the allocation of funds to capital investment and research and development in the oil industry. To test these hypotheses, the efficient frontiers of investment and R and D projects for a representative firm in the oil industry are derived empirically, pre-embargo and post-embargo. In deriving the efficient frontiers, the Tobin-Markowitz model is altered to account for an asset whose supply to the industry if fixed and whose price is determined endogenously from the portfolio selection model itself. This asset is an offshore oil tract. The government fixes the supply of offshore oil tracts to the industry, for which the firms submit sealed bids. Because the returns to investment in offshore oil covary with the returns to other types of industry investment and R and D, firms determine the price to bid for a tract in conjunction with the allocation of funds to all of the firm's projects. Both the actual expenditure shares by the industry and those predicted by the model showed an increased share of the portfolio devoted to offshore oil investment and a decreased share to other projects after the embargo.

    Computer simulation has become increasingly important in many scientiļ¬c disciplines, but its performance and scalability are severely limited by the memory throughput on todayā??s computer systems. With the support of this grant, we ļ¬rst designed training-based prediction, which accurately predicts the memory performance of large applications before their execution. Then we developed optimization techniques using dynamic computation fusion and large-scale data transformation. The research work has three major components. The ļ¬rst is modeling and prediction of cache behav- ior. We have developed a new technique, which uses reuse distance information from training inputs then extracts a parameterized model of the programā??s cache miss rates for any input size and for any size of fully associative cache. Using the model we have built a web-based tool using three dimensional visualization. The new model can help to build cost-effective computer systems, design better benchmark suites, and improve task scheduling on heterogeneous systems. The second component is global computation for improving cache performance. We have developed an algorithm for dynamic data partitioning using sampling theory and probability distribution. Recent work from a number of groups show that manual or semi-manual computation fusion has signiļ¬cant beneļ¬ts in physical, mechanical, and biological simulations as well as information retrieval and machine veriļ¬cation. We have developed an au- tomatic tool that measures the potential of computation fusion. The new system can be used by high-performance application programmers to estimate the potential of locality improvement for a program before trying complex transformations for a speciļ¬c cache system. The last component studies models of spatial locality and the problem of data layout. In scientiļ¬c programs, most data are stored in arrays. Grand challenge problems such as hydrodynamics simulation and data mining may use an enormous number of data elements. To optimize the layout across multiple arrays, we have developed a formal model called reference afļ¬nity. We collaborated with the IBM production compiler group and designed an efļ¬cient compiler analysis that performs as well as data or code proļ¬ling does. Based on these results, the IBM group has ļ¬led a patent and is including this technique in their product compiler. A major part of the project is the development of software tools. We have developed web-based visu- alization for program locality. In addition, we have implemented a prototype of array regrouping in the IBM compiler. The full implementation is expected to come out of IBM in the near future and to beneļ¬t scientiļ¬c applications running on IBM supercomputers. We have also developed a test environment for studying the limit of computation fusion. Finally, our work has directly inļ¬?uenced the design of the Intel Itanium compiler. The project has strengthened the research relation between the PIā??s group and groups in DoE labs. The PI was an invited speaker at the Center for Applied Scientiļ¬c Computing Seminar Series at the early stage of the project. The question that the most audience was curious about was the limit of computation fusion, which has been studied in depth in this research. In addition, the seminar directly helped a group at Lawrence Livermore to achieve four times speedup on an important DoE code. The PI helped to organize a number of high-performance computing forums, including the founding of a workshop on memory system performance (MSP). In the past two years, one fourth of the papers in the workshop came from researchers in Lawrence Livermore, Argonne, Las Alamos, and Lawrence Berkeley national laboratories. The PI lectured frequently on DoE funded research. In a broader context, high performance computing is central to Americaā??s scientiļ¬c and economic stature in the world,

    Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in Americaā€™s energy economy. The extension of MLPs and REITs to renewables enjoys significant support from the investment and clean energy communities. In addition, MLPs for renewables also enjoy bipartisan political backing in Congress.

    In a traditional Blackā€“Scholes market we develop a verification theorem for a general class of investment and consumption problems where the standard dynamic programming principle does not hold. The theorem is an extension of the standard Hamiltonā€“Jacobiā€“Bellman equation in the form of a system of non-linear differential equations. We derive the optimal investment and consumption strategy for a mean-variance investor without pre-commitment endowed with labor income. In the case of constant risk aversion it turns out that the optimal amount of money to invest in stocks is independent of wealth. The optimal consumption strategy is given as a deterministic bang-bang strategy. In order to have a more realistic model we allow the risk aversion to be time and state dependent. Of special interest is the case were the risk aversion is inversely proportional to present wealth plus the financial value of future labor income net of consumption. Using the verification theorem we give a detailed analysis of this problem. It turns out that the optimal amount of money to invest in stocks is given by a linear function of wealth plus the financial value of future labor income net of consumption. The optimal consumption strategy is again given as a deterministic bang-bang strategy. We also calculate, for a general time and state dependent risk aversion function, the optimal investment and consumption strategy for a mean-standard deviation investor without pre-commitment. In that case, it turns out that it is optimal to take no risk at all.

    Theoretical studies on the relationship between incentive regulation and investment in network industries generally point out that incentive regulation has a negative impact on investment. However, empirical evidence in this area is scarce. An analysis suggests that in the Dutch electricity and gas networks since 2001, incentive regulation has ensured a more rational and professional approach towards investments, with investment levels coming down somewhat at the start of the regulation but picking up later on.     The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

These project definition studies focused on nine areas of use of major assets and facilities at the SSC site near Waxahachie, Texas. The studies were undertaken as part of the effort to maximize the value of the investment made in the SSC and were supported by two sets of grants, one to the Texas National Research Laboratory Commission (TNRLC) and the second to various universities and other institutions for studies of ideas raised by a public call for expressions of interest. The Settlement Agreement, recently signed by the Department of Energy (DOE) and TNRLC, provides for a division of SSC property. As part of the goal of maximizing the value of the SSC investment, the findings contained in this report are thus addressed to officials in both the Department and TNRLC. In addition, this review had several other goals: to provide constructive feedback to those doing the studies; to judge the benefits and feasibility (including funding prospects) of the projects studied; and to help worthy projects become reality by matching projects with possible funding sources.

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the stateā€™s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor ā€“ an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field advisors and across local governments and local service vendors. A portion of the BetterBuildings grant went to the Metro Mayors Caucus (MMC) who worked in partnership with the Denver Regional Council of Governments (DRCOG) to conduct a series of 10 energy efficiency workshops for local government officials and other interested parties. The workshops helped showcase lessons learned on energy efficiency and helped guide other local governments in the establishment of similar programs. The workshops covered a wide range of energy efficiency and renewable energy topics such as clean energy finance, social mobilization and communications, specific case studies of Colorado towns, energy efficiency codes, net zero buildings and solar power. Since the programs launched in January 2011, these communities have collectively spurred economic investments in energy efficiency, achieved greater than 5:1 leveraging of grant funds, saved energy and reduced greenhouse gas emissions, provided trainings for a robust local energy contractor network, and proved out viable and replicable program models that local utilities and other communities are adopting, with long lasting market transformation.
