    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    The state of Michigan technical review evaluted about forty-five grantees. The reviewers at the state level seem to have screened out bad submissions or illogical calculation sequences. Michigan reviewers were careful to a fault, and at times had gone through and recalculated many of the smaller energy savings ECM's so that the submission could in fact progress towards the federal level at an appropriate speed. The depth of analysis was very good and the coverage was certainly adequate. There were no submissions in the state of Michigan which warrant detailed commentary about their lack of any part of the submission. The state of Indiana had approximately 33 grantee submissions. The federal level technical review looked at each and every submission to see if it met criteria and calculation adequacy. In many cases the state of Indiana showed evidence of not having had adequate state review. Certainly there were no marks, corrections of any kind in most of the submitted documentation. It is apparent that the state of Indiana will warrant continuous evaluation over the next few cycles in order to upgrade their overall review of their grants. It is suggested that some help be given to the Indiana review agency. The technical reviewers for Cycle VII suggest a continuation of the review process for Indiana, and some additional support to aid them in the review function at the state level to insure that the state reviewers are not skimming the projects at an inadequate level.

    During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

    A new energy industry--the recovery of energy from the industrial sector by means of conservation equipment--is just forming. Capital costs retard progress. This problem has given rise to third party leasing plans. The Alliance to Save Energy has embarked on a feasibility study, and a few preliminary findings are revealed in this paper. Leasing has IRS problems because of the tax classification of ''limited use properties.'' Useful life for tax purposes is also much shorter for general capital equipment than for conservation equipment. The Economic Recovery Act liberalized limited use and useful life rules, with new ''safe harbor'' lease arrangements. But broad interpretation of safe harbor has caused problems. Energy service contract--the second type of third party leasing--carries with it substantial specified risks. Share-the-savings leasing arrangements offer significant benefits to energy users, but all tax risks are shifted to the third party. In conclusion, several legal obstacles must be overcome before energy conservation investment by means of third party leasing can expand.

    The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects.     The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

    Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well as the long-term benefit of expanding the use of clean and renewable energy and decreasing our dependency on non-renewable energy sources' (U.S. Department of the Treasury 2009). More than a year has now passed since the Recovery Act became law. Although the Section 1603 program has been operational for only part of that time - roughly eight months - the program faces a looming milestone in just another nine months. Specifically, in order to qualify for the Section 1603 grant, eligible projects must have commenced construction by the end of 2010. With this deadline approaching, the Committee on Ways and Means of the U.S. House of Representatives requested that Lawrence Berkeley National Laboratory evaluate the effectiveness of the Section 1603 grant program to date (see Attachment 1), focusing on specific elements of the program that were subsequently agreed upon by Committee staff, the U.S. Department of Energy, and Berkeley Lab. This report responds to the Committee's request. The evaluation focuses primarily on the commercial wind power sector, for two reasons: (1) commercial wind power projects had received nearly 86% of all grant money awarded as of March 1, 2010; and (2) there is substantially more market-related information available for the commercial wind power sector than there is for other renewable power sectors, thereby facilitating analysis. Despite the focus on wind power, this initial analysis does endeavor to provide relevant information on other technologies, and in particular geothermal (the second-largest recipient of grant money), where possible.

    The objective of this study is to describe the energy-efficiency programs being operated by utilities for low-income customers. The study focuses, in particular, on programs that install major residential weatherization measures free-of-charge to low-income households. A survey was mailed to a targeted list of 600 utility program managers. Follow-up telephone calls were made to key non- respondents, and a random sample of other non-respondents also was contacted. Completed surveys were received from 180 utilities, 95 of which provided information on one or more of their 1992 low-income energy-efficiency programs for a total of 132 individual programs. These 132 utility programs spent a total of $140.6 million in 1992. This represents 27% of the total program resources available to weatherize the dwellings of low-income households in that year. Both the total funding and the number of programs has grown by 29% since 1989. A majority of the 132 programs are concentrated in a few regions of the country (California, the Pacific Northwest, the Upper Midwest, and the Northeast). Although a majority of the programs are funded by electric utilities, gas utilities have a significantly greater average expenditure per participant ($864 vs. $307 per participant). The most common primary goal of low-income energy-efficiency programs operating in 1992 was {open_quotes}to make energy services more affordable to low-income customers{close_quotes}. Only 44% of the programs were operated primarily to provide a cost-effective energy resource. Based on a review of household and measure selection criteria, equity and not the efficiency of resource acquisition appears to dominate the design of these programs.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer immediate assistance to property owners ready and able to make their homes more energy efficient, by offering a rebate on their energy assessment and on the cost of upgrades installed. Eligible energy efficient upgrades were inclusive of basic level insulating and weather-stripping, HVAC system and water heater upgrades, to whole home upgrades that include the replacement of windows, doors and appliances. Renewable energy systems such as solar hot water systems were also eligible for the rebate program.

    The Energy-Related Business Development Project was designed by the US Department of Energy Weatherization Assistance Program (DOE/WAP) to promote activities which demonstrate strategies for providing weatherization services without Federal Funds or which promote energy-related business development activities. In December 1985, 38 community action agencies were selected through a competition grant process to participate in this demonstration project. The purpose of this project was to provide training and technical assistance to the selected grantees - to help them develop skills in business development through the identification and evaluation of potential and existing local agency energy-related ventures.     To more fully evaluate its programs to increase the energy efficiency of the U.S. residential and commercial building stock, the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) assesses the macroeconomic impacts of those programs, specifically on national employment, wage income, and (most recently) investment. The analysis is conducted using the Impact of Sector Energy Technologies (ImSET) model, a special-purpose 188-sector input-output model of the U.S. economy designed specifically to evaluate the impacts of energy efficiency investments and saving. For the analysis described in the paper, ImSET was amended to provide estimates of sector-by-sector capital requirements and investment. In the scenario of the Fiscal Year (FY) 2005 Buildings Technology (BT) program, the technologies and building practices being developed and promoted by the BT program have the prospect of saving about 2.9×1015 Btu in buildings by the year 2030, about 27% of the expected growth in buildings energy consumption by the year 2030. The analysis reported in the paper finds that, by the year 2030, these savings have the potential to increase employment by up to 446,000 jobs, increase wage income by $7.8 billion, reduce needs for capital stock in the energy sector and closely related supporting industries by about $207 billion (and the corresponding annual level of investment by $13 billion), and create net capital savings that are available to grow the nation’s future economy.

    DOE funded several small-town energy planning projects, through the Farmer's Home Administration (FmHA) Area Development Assistance Planning Grant Program. DOE intended that this program should: (1) encourage community energy planning and the development of Integrated Community Energy Systems (ICES) and (2) provide a testing ground for the technologies and planning methods developed by its Buildings and Community Systems Division. FmHA intended that the joint program should further the development of rural areas and make DOE expertise available to grant recipients doing energy planning. All grantees under this joint program endeavored to define their local energy problems and to find local solutions. However, the resulting energy cost savings were not always impressive, and generally they were not very well documented. Lack of implementation power, lack of focus, and inability to generate local financial support for projects and further planning were the main reasons for this performance. The lack of sufficient documentation could be the result of DOE's failure to require a standardized and systematic accounting of grantees' accomplishments. The recommended changes in the scope-of-work requirements suggested in this report would cause grantees to focus their energy-planning activities so as to increase local financial support. The appendixes give a standardized format by which grantees would account for the energy savings and production made possible by their planning efforts.

    America has the technological capacity to change its energy future. There is no reason, for example, why our nation must continue following a path of rising oil imports when billions of barrels of crude oil remain in domestic oil fields. There is no reason why we cannot continue to use our abundant supplies of high-value, low-cost coal when we have the scientific know-how to remove virtually all of its pollutants and reduce greenhouse gas emissions. There is no reason why we cannot turn increasingly to clean-burning natural gas and tap the huge supplies we know exist within our borders. We remain a nation rich in the fuels that have powered economic growth. Today 85 percent of the energy we use to heat our homes and businesses, generate our electricity, and fuel our vehicles comes from coal, petroleum and natural gas. As we move toward a new century, the contributions of these fuels will grow. By 2015, the United States is likely to require nearly 20 percent more energy than it uses today, and fossil fuels are projected to supply almost 88 percent of the energy Americans will consume. We have the scientific know-how to continue using our fossil fuel wealth without fear of environmental damage or skyrocketing costs. The key is technology - developing cutting edge concepts that are beyond the private sector's current capabilities. Some of the most important innovations in America's energy industry are the results of investments in the Federal government's fossil energy research and development programs. Today, our air and water are cleaner, our economy is stronger, and our industries are more competitive in the global market because these programs have produced results. This booklet summarizes many of these achievements. It is not a comprehensive list by any means. Still, it provides solid evidence that the taxpayers' investment in government fossil energy research has paid real and measurable dividends.

    The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Two main social/behavioral principles have contributed to driving deeper upgrades in CT: 1. Word of mouth, where people share their experience with others, which leads to others to take action; and 2. Self-herding, where people follow past behavior, which leads to deeper and deeper actions within individual households.

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (..Section..1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the ..Section..1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and in presentations, direct interviews, and email correspondences. This analysis found that the ..Section..1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the ..Section..1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.

    The small buildings and small portfolios (SBSP) sector face a number of barriers that inhibit SBSP owners from adopting energy efficiency solutions. This pilot project focused on overcoming two of the largest barriers to financing energy efficiency in small buildings: disproportionately high transaction costs and unknown or unacceptable risk. Solutions to these barriers can often be at odds, because inexpensive turnkey solutions are often not sufficiently tailored to the unique circumstances of each building, reducing confidence that the expected energy savings will be achieved. To address these barriers, NREL worked with two innovative, forward-thinking lead partners, Michigan Saves and Energi, to develop technical solutions that provide a quick and easy process to encourage energy efficiency investments while managing risk. The pilot project was broken into two stages: the first stage focused on reducing transaction costs, and the second stage focused on reducing performance risk. In the first stage, NREL worked with the non-profit organization, Michigan Saves, to analyze the effects of 8 energy efficiency measures (EEMs) on 81 different baseline small office building models in Holland, Michigan (climate zone 5A). The results of this analysis (totaling over 30,000 cases) are summarized in a simple spreadsheet tool that enables users to easily sort through the results and find appropriate small office EEM packages that meet a particular energy savings threshold and are likely to be cost-effective.

    Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    The global energy efficiency market is growing, due in part to energy sector and macroeconomic reforms and increased awareness of the environmental benefits of energy efficiency. Many countries have promoted open, competitive markets, thereby stimulating economic growth. They have reduced or removed subsidies on energy prices, and governments have initiated energy conservation programs that have spurred the wider adoption of energy efficiency technologies. The market outlook for energy efficiency is quite positive. The global market for end-use energy efficiency in the industrial, residential and commercial sectors is now estimated to total more than $34 billion per year. There is still enormous technical potential to implement energy conservation measures and to upgrade to the best available technologies for new investments. For many technologies, energy-efficient designs now represent less than 10--20% of new product sales. Thus, creating favorable market conditions should be a priority. There are a number of actions that can be taken to create favorable market conditions for investing in energy efficiency. Fostering a market-oriented energy sector will lead to energy prices that reflect the true cost of supply. Policy initiatives should address known market failures and should support energy efficiency initiatives. And market transformation for energy efficiency products and services can be facilitated by creating an institutional and legal structure that favors commercially-oriented entities.

    Minimizing investment in oilfield development is an important subject that has attracted a considerable amount of industry attention. One method to reduce investment involves the optimal placement and selection of production facilities. Because of the large amount of capital used in this process, saving a small percent of the total investment may represent a large monetary value. The literature reports algorithms using mathematical programming techniques that were designed to solve the proposed problem in a global optimal manner. Owing to the high-computational complexity and the lack of user-friendly interfaces for data entry and results display, mathematical programming techniques have not been given enough attention in practice. This paper describes an interactive, graphical software system that provides a global optimal solution to the problem of placement and selection of production facilities in oil-field development processes. This software system can be used as an investment minimization tool and a scenario-study simulator. The developed software system consists of five basic modules: (1) an interactive data-input unit, (2) a cost function generator, (3) an optimization unit, (4) a graphic-output display, and (5) a sensitivity-analysis unit.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    Section 9006 of Title IX of The Farm Security and Rural Investment Act of 2002 (the '2002 Farm Bill') established the Renewable Energy Systems and Energy Efficiency Improvements Program (the 'Section 9006 program'). Administered by the United States Department of Agriculture (USDA), the Section 9006 program provides grants, loan guarantees, and - perhaps in the future - direct loans to farmers, ranchers, and rural small businesses for assistance with purchasing renewable energy systems and making energy efficiency improvements. In the three rounds of Section 9006 funding to date (FY03-FY05), roughly 40% of all grant dollars in aggregate have been awarded to 'large' (defined as > 100 kW) wind projects. Such projects are also typically eligible for the Federal Production Tax Credit (PTC) codified in Section 45 of the US tax code. Because the PTC provides a significant amount of value to a wind project, most 'large wind' applicants to the Section 9006 program have also tried to take advantage of the PTC. Through what are known as 'anti-double-dipping' or, more colloquially, 'haircut' provisions, however, the size of the PTC is reduced if a project receives certain other forms of governmental support. Specifically, Section 45(b)(3) of the US tax code reduces the size of the PTC in proportion to the aggregate amount of government grants, tax-exempt or subsidized financing, or other Federal tax credits that a project receives over time, relative to its overall capital cost (with the proportion not to exceed 50%). The legislative and regulatory history surrounding the PTC's haircut provisions suggests that grants and direct loans (but not loan guarantees) provided under the Section 9006 program will cause a PTC haircut. Focusing exclusively on 'large wind' projects, this report demonstrates that the magnitude of the haircut can be significant: Section 9006 grants lose between 11% and 46% of their face value (depending on the wind project's capital cost and capacity factor) to PTC haircuts. And because Section 9006 grants are most likely considered taxable income, an additional 20%-37% (depending on tax bracket) is lost to income tax payments on the grant. In combination, depending on the specific combination of tax bracket, capital cost, and capacity factor that pertain to a given wind project, the percentage of a Section 9006 grant lost to both income tax payments and the PTC haircut can range from 31% to 83% of the dollar value of the grant. Our base-case scenario falls in the middle of that range, at a combined loss of 58% (37% due to income tax payments, and 21% due to PTC haircut). Add to this the transaction costs of applying for a Section 9006 grant, as well as the possibility of an unsuccessful application, and some might be left with relatively little motivation to apply.

    The quest for fabricating complex metal parts rapidly and with minimal cost has brought rapid prototyping (RP) processes to the forefront of the investment casting industry. Relatively recent advances in DTM Corporation`s selective laser sintering (SLS) and 3D Systems stereolithography (SL) processes have had a significant impact on the overall quality of patterns produced using these rapid prototyping processes. Sandia National Laboratories uses patterns generated from rapid prototyping processes to reduce the cycle time and cost of fabricating prototype and small lot production parts in support of a program called FASTCAST. The SLS process is used to fabricate patterns from materials such as investment casting wax, polycarbonate, and a new material called TrueForm PM{trademark}. With the timely introduction of each of these materials, the quality of patterns fabricated has improved. The development and implementation of SL QuickCast{trademark} software has enabled this process to produce highly accurate patterns for use in investment casting. This paper focuses on the successes with these new pattern materials and the infrastructure required to cast rapid prototyping patterns successfully. In addition, a brief overview of other applications of rapid prototyping at Sandia will be discussed.
