  2. Optimal Technology Investment and Operation in Zero-Net-Energy Buildings with Demand Response

    The US Department of Energy has launched the Zero-Net-Energy (ZNE) Commercial Building Initiative (CBI) in order to develop commercial buildings that produce as much energy as they use. Its objective is to make these buildings marketable by 2025 such that they minimize their energy use through cutting-edge energy-efficient technologies and meet their remaining energy needs through on-site renewable energy generation. We examine how such buildings may be implemented within the context of a cost- or carbon-minimizing microgrid that is able to adopt and operate various technologies, such as photovoltaic (PV) on-site generation, heat exchangers, solar thermal collectors, absorption chillers, and passive / demand-response technologies. We use a mixed-integer linear program (MILP) that has a multi-criteria objective function: the minimization of a weighted average of the building's annual energy costs and carbon / CO2 emissions. The MILP's constraints ensure energy balance and capacity limits. In addition, constraining the building's energy consumed to equal its energy exports enables us to explore how energy sales and demand-response measures may enable compliance with the CBI. Using a nursing home in northern California and New York with existing tariff rates and technology data, we find that a ZNE building requires ample PV capacity installed to ensure electricity sales during the day. This is complemented by investment in energy-efficient combined heat and power equipment, while occasional demand response shaves energy consumption. A large amount of storage is also adopted, which may be impractical. Nevertheless, it shows the nature of the solutions and costs necessary to achieve ZNE. For comparison, we analyze a nursing home facility in New York to examine the effects of a flatter tariff structure and different load profiles. It has trouble reaching ZNE status and its load reductions as well as efficiency measures need to be more effective than those in the CA case. Finally, we illustrate that the multi-criteria frontier that considers costs and carbon emissions in the presence of demand response dominates the one without it.

    This report provides a methodology and requisite data to assess the potential Energy Return On Investment (EROI) for nuclear fuel cycle alternatives, and applies that methodology to a limited set of used fuel recycle scenarios. This paper is based on a study by Lawrence Livermore National Laboratory and a parallel evaluation by AREVA Federal Services LLC, both of which were sponsored by the DOE Fuel Cycle Technologies (FCT) Program. The focus of the LLNL effort was to develop a methodology that can be used by the FCT program for such analysis that is consistent with the broader energy modeling community, and the focus of the AREVA effort was to bring industrial experience and operational data into the analysis. This cooperative effort successfully combined expertise from the energy modeling community with expertise from the nuclear industry. Energy Return on Investment is one of many figures of merit on which investment in a new energy facility or process may be judged. EROI is the ratio of the energy delivered by a facility divided by the energy used to construct, operate and decommission that facility. While EROI is not the only criterion used to make an investment decision, it has been shown that, in technologically advanced societies, energy supplies must exceed a minimum EROI. Furthermore, technological history shows a trend towards higher EROI energy supplies. EROI calculations have been performed for many components of energy technology: oil wells, wind turbines, photovoltaic modules, biofuels, and nuclear reactors. This report represents the first standalone EROI analysis of nuclear fuel reprocessing (or recycling) facilities.

    The U.S. Department of Energy’s (DOE or the Department) Clean Energy Investment Center (CEIC), a component of the Office of Technology Transitions, is issuing this Request for Information (RFI) to gain public input on its efforts to expand and facilitate public access to the Department’s resources and to mobilize investment in U.S. clean energy technology. The CEIC also is seeking information through this RFI to further define the scope and priorities of the services it provides to the general public, specifically to mission-driven investors, as well as the investment community more broadly. The information collected may be used for internal CEIC planning and decision-making to ensure that future activities maximize public benefit while advancing the Administration’s goals for leading the world in building a competitive, clean energy economy; securing America’s energy future; reducing carbon pollution; and creating domestic jobs.

    Energy Return On Investment (EROI) is an important figure of merit for assessing the viability of energy alternatives. Too often comparisons of energy systems use “efficiency” when EROI would be more appropriate. For geothermal electric power generation, EROI is determined by the electricity delivered to the consumer compared to the energy consumed to construct, operate, and decommission the facility. Critical factors in determining the EROI of Engineered Geothermal Systems (EGS) are examined in this work. These include the input energy embodied into the system. Embodied energy includes the energy contained in the materials, as well as, that consumed in each stage of manufacturing from mining the raw materials to assembling the finished system. Also critical are the system boundaries and value of the energy – heat is not as valuable as electrical energy. The EROI of an EGS depends upon a number of factors that are currently unknown, for example what will be typical EGS well productivity, as well as, reservoir depth, temperature, and temperature decline rate. Thus the approach developed is to consider these factors as parameters determining EROI as a function of number of wells needed. Since the energy needed to construct a geothermal well is a function of depth, results are provided as a function of well depth. Parametric determination of EGS EROI is calculated using existing information on EGS and US Department of Energy (DOE) targets and is compared to the “minimum” EROI an energy production system should have to be an asset rather than a liability.

    Sometimes the greatest investment opportunities are in those areas where the least progress seems to be taking place. This report describes energy-based developments taking place in the Persian/Arabian Gulf. The 8 Gulf states are building their nations; each has large minority groups and swelling populations; their economies are built on one product (hydrocarbons). Large expatriate populations, being integrated into local societies and economies, have led to hostility and guarded access to contacts with the outside world. Gulf nations cannot benefit from any oil price rise as they did in the past, as their populations have grown too rapidly. Policies change daily and can be changed back to original ones as well as into new ones. Since the oil and gas industries are the primary source of government revenue, oil and gas are likely to remain longest under government control. A breakdown of energy-base investment potentials in the Middle East is tabulated: upstream oil, refining, domestic oil marketing, upstream gas, LNG, electricity, petrochemical.

    Energy Return On Investment (EROI) is an important figure of merit for assessing the viability of energy alternatives.     We discuss energy efficiency and renewable energy investments in Eritrea from the strategic long-term economic perspective of meeting Eritrea's sustainable development goals and reducing greenhouse gas emissions. Energy efficiency and renewable energy are potentially important contributors to national productive capital accumulation, enhancement of the environment, expansion of energy services, increases in household standard of living, and improvements in health. In this study we develop a spreadsheet model for calculating some of the national benefits and costs of different levels of investment in energy efficiency and renewable energy. We then present the results of the model in terms of investment demand and investment scenario curves. These curves express the contribution that efficiency and renewable energy projects can make in terms of reduced energy sector operating expenses, and reduced carbon emissions. We provide demand and supply curves that show the rate of return, the cost of carbon emissions reductions vs. supply, and the evolution of the marginal carbon emissions per dollar of GDP for different investment levels and different fuel-type subsectors.

    The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs)—both well-established investment structures—should be opened up to renewable energy investment. MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in America’s energy economy. The extension of MLPs and REITs to renewables enjoys significant support from the investment and clean energy communities. In addition, MLPs for renewables also enjoy bipartisan political backing in Congress.

    This report presents an evaluation of the Energy Return on Investment (EROI) from recycling an initial batch of 800 t/y of used nuclear fuel (UNF) through a Recycle Center under a number of different fuel cycle scenarios. The study assumed that apart from the original 800 t of UNF only depleted uranium was available as a feed. Therefore for each subsequent scenario only fuel that was derived from the previous fuel cycle scenario was considered. The scenarios represent a good cross section of the options available and the results contained in this paper and associated appendices will allow for other fuel cycle options to be considered.

    Energy Return On Investment (EROI) is an important figure of merit for assessing the viability of energy alternatives. For geothermal electric power generation, EROI is determined by the electricity delivered to the consumer compared to the energy consumed to construct, operate, and decommission the facility. Critical factors in determining the EROI of Engineered Geothermal Systems (EGS) are examined in this work. These include the input energy embodied into the system. The embodied energy includes the energy contained in the materials, as well as, that consumed in each stage of manufacturing from mining the raw materials to assembling the finished plant. Also critical are the system boundaries and value of the energy - heat is not as valuable as electrical energy.

  7. Deterrents to energy conservation investment in public housing

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.

    The U.S. Department of Energy has launched the commercial building initiative (CBI) in pursuit of its research goal of achieving zero-net-energy commercial buildings (ZNEB), i.e. ones that produce as much energy as they use. Its objective is to make these buildings marketable by 2025 such that they minimize their energy use through cutting-edge, energy-efficiency technologies and meet their remaining energy needs through on-site renewable energy generation. This paper examines how such buildings may be implemented within the context of a cost- or CO2-minimizing microgrid that is able to adopt and operate various technologies: photovoltaic modules (PV) and other on-site generation, heat exchangers, solar thermal collectors, absorption chillers, and passive/demand-response technologies. A mixed-integer linear program (MILP) that has a multi-criteria objective function is used. The objective is minimization of a weighted average of the building's annual energy costs and CO2 emissions. The MILP's constraints ensure energy balance and capacity limits. In addition, constraining the building's energy consumed to equal its energy exports enables us to explore how energy sales and demand-response measures may enable compliance with the ZNEB objective. Using a commercial test site in northernCalifornia with existing tariff rates and technology data, we find that a ZNEB requires ample PV capacity installed to ensure electricity sales during the day. This is complemented by investment in energy-efficient combined heat and power (CHP) equipment, while occasional demand response shaves energy consumption. A large amount of storage is also adopted, which may be impractical. Nevertheless, it shows the nature of the solutions and costs necessary to achieve a ZNEB. Additionally, the ZNEB approach does not necessary lead to zero-carbon (ZC) buildings as is frequently argued. We also show a multi-objective frontier for the CA example, whichallows us to estimate the needed technologies and costs for achieving a ZC building or microgrid.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

From 2004 to 2007, global private sector investment in solar energy increased by almost twenty-fold, marking a dramatic increase in the short span of four years.     Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

    This report documents trends in U.S. venture capital investments over the period 1980 through the third quarter of calendar year 2010 (2010 Q1+Q2+Q3). Particular attention is given to U.S. venture capital investments in the energy/industrial sector over the period 1980-2010 Q1+Q2+Q3 as well as in the more recently created cross-cutting category of CleanTech over the period 1995-2010 Q1+Q2+Q3. During the early 1980s, U.S. venture capital investments in the energy/industrial sector accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices, the deregulation of large aspects of the energy industry, and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy/industrial investments. To wit, venture capital investments related to the energy/industrial sector accounted for only 1% of the $132 billion (in real 2010 US$) invested in 2000 by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy/industrial investment opportunities. Venture capital investments for 2009 for the energy/industrial sector accounted for $2.4 billion or slightly more than 13% of all venture capital invested that year. The total venture capital invested in energy/industrial during the first three quarters of 2010 is close to $2.4 billion accounting for slightly less than 15% of all venture capital investments during the first three quarters of 2010. In 2009, the aggregate amount invested in CleanTech was $2.1 billion (11% of the total US venture capital invested in that lean year) and for the first three quarters of 2010 US venture capital investments in CleanTech have already exceeded $2.8 billion (18% of all US venture capital investments made during the first three quarters of 2010). Between 2004 and 2009, U.S. venture capital investments in energy/industrial as well as CleanTech have more than quadrupled in real terms.

    The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

    In September 2005 the Development Committee requested the World Bank to develop an Investment Framework for Clean Energy and Development - in the context of the Gleneagles Communique on Climate Change, Clean Energy and Sustainable Development which was issued in July 2005. This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries. Projects such as Bujagali (Uganda), Nam Theun II (Laos) and China and India Thermal Power Plant Rehabilitation projects are examples of how partnerships with the private sector can work, both on financing but also on enhancing the overall regulatory framework for enhanced partnerships. The report was prepared for the 15 April 2007 Development Committee meeting, a joint committee of the Board of Governors of the World Bank and the International Monetary Fund on the transfer of real resources to developing countries. 3 figs., 3 tabs., 5 annexes.

    This report introduces an innovative framework to assist policymakers to quantitatively compare the impact of different public instruments to promote renewable energy. The report identifies the need to reduce the high financing costs for renewable energy in developing countries as an important task for policymakers acting today. The framework is structured in four stages: (i) risk environment, (ii) public instruments, (iii) levelised cost and (iv) evaluation. To illustrate how the framework can support decision-making in practice, the report presents findings from illustrative case studies in four developing countries. It then draws on these results to discuss possible directions for enhancing public interventions to scale-up renewable energy investment. UNDP is also releasing a financial tool for policymakers to accompany the framework. The financial tool is available for download on the UNDP website.

    Future Relativistic Heavy Ion Collider (RHIC) runs, including a portion of FY10 heavy ion operations, will explore collisions at center of mass energies of 5-50 GeV/n (GeV/nucleon). Operations at these energies is motivated by a search for the QCD phase transition critical point. The lowest end of this energy range is nearly a factor of four below the nominal RHIC injection center of mass energy of {radical} s = 20.8 GeV/n. There are several operational challenges in the RHIC low-energy regime, including harmonic number changes, small longitudinal acceptance, lowered magnet field quality, nonlinear orbit control, and luminosity monitoring. We report on the experience with some of these challenges during beam tests with gold in March 2008, including first RHIC operations at {radical}s = 9.18 GeV/n and first beam experience at {radical}s = 5 GeV/n.

    Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency. The EnergySmart Schools Solutions companion CD contains additional supporting information for design, renovation, and retrofit projects. The objective of this guide is to provide organizational and technical information for integrating energy and high performance facility management into existing O&M practices. The guide allows users to adapt and implement suggested O&M strategies to address specific energy efficiency goals. It recognizes and expands on existing tools and resources that are widely used throughout the high performance school industry. External resources are referenced throughout the guide and are also listed within the EnergySmart Schools O&M Resource List (Appendix J). While this guide emphasizes the impact of the energy efficiency component of O&M, it encourages taking a holistic approach to maintaining a high-performance school. This includes considering various environmental factors where energy plays an indirect or direct role.     Berkeley Lab has been developing the Distributed Energy Resources Customer Adoption Model (DER-CAM) for several years. Given load curves for energy services requirements in a building microgrid (u grid), fuel costs and other economic inputs, and a menu of available technologies, DER-CAM finds the optimum equipment fleet and its optimum operating schedule using a mixed integer linear programming approach. This capability is being applied using a software as a service (SaaS) model. Optimisation problems are set up on a Berkeley Lab server and clients can execute their jobs as needed, typically daily. The evolution of this approach is demonstrated by description of three ongoing projects. The first is a public access web site focused on solar photovoltaic generation and battery viability at large commercial and industrial customer sites. The second is a building CO2 emissions reduction operations problem for a University of California, Davis student dining hall for which potential investments are also considered. And the third, is both a battery selection problem and a rolling operating schedule problem for a large County Jail. Together these examples show that optimization of building u grid design and operation can be effectively achieved using SaaS.

    As part of the search for a phase transition or critical point on the QCD phase diagram, an energy scan including 5 different energy settings was performed during the 2010 RHIC heavy ion run. While the top beam energy for heavy ions is at 100 GeV/n and the lowest achieved energy setpoint was significantly below RHICs injection energy of approximately 10 GeV/n, we also provided beams for data taking in a medium energy range above injection energy and below top beam energy. This paper reviews RHIC experience and challenges for RHIC medium energy operations that produced full experimental data sets at beam energies of 31.2 GeV/n and 19.5 GeV/n. The medium energy AuAu run covered two beam energies, both above the RHIC injection energy of 9.8 GeV but well below the standard store energy of 100 GeV (see table 1). The low energy and full energy runs with heavy ions in FY10 are summarized in [1] and [2]. Stochastic Cooling ([3]) was only used for 100 GeV beams and not used in the medium energy run. The efficiency of the transition from 100 GeV operation to 31.2 GeV and then to 19.5 GeV was remarkable. Setup took 32 h and 19 h respectively for the two energy settings. The time in store, defined to be the percentage of time RHIC provides beams in physics conditions versus calendar time, was approximately 52% for the entire FY10 heavy ion run. In both medium energy runs it was well above this average, 68% for 31.5 GeV and 82% for 19.5 GeV. For both energies RHIC was filled with 111 bunches with 1.2 10{sup 9} and 1.3 10{sup 9} ions per bunch respectively.

There is no reason why we cannot turn increasingly to clean-burning natural gas and tap the huge supplies we know exist within our borders. We remain a nation rich in the fuels that have powered economic growth. Today 85 percent of the energy we use to heat our homes and businesses, generate our electricity, and fuel our vehicles comes from coal, petroleum and natural gas. As we move toward a new century, the contributions of these fuels will grow. By 2015, the United States is likely to require nearly 20 percent more energy than it uses today, and fossil fuels are projected to supply almost 88 percent of the energy Americans will consume. We have the scientific know-how to continue using our fossil fuel wealth without fear of environmental damage or skyrocketing costs. The key is technology - developing cutting edge concepts that are beyond the private sector's current capabilities. Some of the most important innovations in America's energy industry are the results of investments in the Federal government's fossil energy research and development programs. Today, our air and water are cleaner, our economy is stronger, and our industries are more competitive in the global market because these programs have produced results.     Molten metal processing is inherently energy intensive and roughly 25% of the cost of die-cast products can be traced to some form of energy consumption [1]. The obvious major energy requirements are for melting and holding molten alloy in preparation for casting. The proper selection and maintenance of melting and holding equipment are clearly important factors in minimizing energy consumption in die-casting operations [2]. In addition to energy consumption, furnace selection also influences metal loss due to oxidation, metal quality, and maintenance requirements. Other important factors influencing energy consumption in a die-casting facility include geographic location, alloy(s) cast, starting form of alloy (solid or liquid), overall process flow, casting yield, scrap rate, cycle times, number of shifts per day, days of operation per month, type and size of die-casting form of alloy (solid or liquid), overall process flow, casting yield, scrap rate, cycle times, number of shifts per day, days of operation per month, type and size of die-casting machine, related equipment (robots, trim presses), and downstream processing (machining, plating, assembly, etc.). Each of these factors also may influence the casting quality and productivity of a die-casting enterprise. In a die-casting enterprise, decisions regarding these issues are made frequently and are based on a large number of factors. Therefore, it is not surprising that energy consumption can vary significantly from one die-casting enterprise to the next, and within a single enterprise as function of time.

    To more fully evaluate its programs to increase the energy efficiency of the U.S. residential and commercial building stock, the U.S. Department of Energys Office of Energy Efficiency and Renewable Energy (EERE) assesses the macroeconomic impacts of those programs, specifically on national employment, wage income, and (most recently) investment. The analysis is conducted using the Impact of Sector Energy Technologies (ImSET) model, a special-purpose 188-sector input-output model of the U.S. economy designed specifically to evaluate the impacts of energy efficiency investments and saving. For the analysis described in the paper, ImSET was amended to provide estimates of sector-by-sector capital requirements and investment. In the scenario of the Fiscal Year (FY) 2005 Buildings Technology (BT) program, the technologies and building practices being developed and promoted by the BT program have the prospect of saving about 2.91015 Btu in buildings by the year 2030, about 27% of the expected growth in buildings energy consumption by the year 2030. The analysis reported in the paper finds that, by the year 2030, these savings have the potential to increase employment by up to 446,000 jobs, increase wage income by $7.8 billion, reduce needs for capital stock in the energy sector and closely related supporting industries by about $207 billion (and the corresponding annual level of investment by $13 billion), and create net capital savings that are available to grow the nations future economy.

    Unlike students of a generation ago, today's high school students have had limited personal experience with the energy issues that influence their everyday lives. They have no personal knowledge of the Arab Oil Embargo or the long lines at gas pumps that students in the 1970s encountered. Unlike their counterparts of the 1980s, who demonstrated against nuclear power plant construction projects, today's students have had very little exposure to energy debates of any national or international consequence. What's more, they have only vague memories of the Persian Gulf War and the fight over energy supplies. Fearing that the absence of crucial, real-life experiences has negatively impacted the energy literacy of today's students, numerous entities have implemented programs designed to introduce young people to a cornucopia of diverse energy issues that affect every aspect of daily life. As part of this educational movement, the Arizona Department of Commerce Energy Office recognized the fact that young people face an increasingly uncertain energy picture and, as such, one must provide them an education that will allow them to make informed energy decisions in the future. To this end, the Energy Office founded the Solar Energy Institute. What the author has gathered from his two years of experience operating the Solar Energy Institute is that the energy IQ of America's youth, specifically their solar energy IQ, is deficient. The other conclusion he has been able to draw from the program of study is that this summer camp is having a positive impact on students' energy literacy as measured by test scores and a follow-up survey of participants.

    A general expression for the neutrino self-energy operator in plasmas was obtained in the limit of ultrahigh energies. Quantitative estimations were performed for the boundaries of the region kinematically allowed for the 'neutrino-spin-light' process. An analysis of the additional neutrino energy in plasmas revealed that, in the cases where neutrino spin light was kinematically allowed, the processes v-bar{sub e} + e{sup -} {yields} W{sup -} and v-bar{sub l} + v{sub l} {yields} Z would be dominant.
