    In a continuing effort to facilitate communications and resource exchange among the DOE contractors, the TRADE (Training Resources and Data Exchange) Committee composed of representatives from 10 DOE contractors, has compiled the Training Programs Inventories. Taken together there are over 2700 courses that reflect the range and focus of in-house training programs being offered throughour the DOE GOCO system by approximately 49 contractors. The Technical Training Programs Inventories include those programs or courses designed specifically for in-house employees and which provide development and practical information about job-related subjects not included in the nontechnical training area. The focus of the Inventories has been on targeted audiences, resources, and course design. The contact person has been listed with each course to encourage the use of the inventories and facilitate the excchange of information between GOCOs through a peer-to-peer exchange between training personnel of various contractors. This publication contains 140 courses focusing on crafts programs and miscellanous programs at all levels. Information of the inventories is available on the DOE Integrated Technical Information System (ITIS) as the TRD file.

    The Explosive Inventory and Information System (EIS) is being developed and implemented by Sandia National Laboratories (SNL) to incorporate a cradle to grave structure for all explosives and explosive containing devices and assemblies at SNL from acquisition through use, storage, reapplication, transfer or disposal. The system does more than track all material inventories. It provides information on material composition, characteristics, shipping requirements; life cycle cost information, plan of use; and duration of ownership. The system also provides for following the processes of explosive development; storage review; justification for retention; Resource, Recovery and Disposition Account (RRDA); disassembly and assembly; and job description, hazard analysis and training requirements for all locations and employees involved with explosive operations. In addition, other information systems will be provided through the system such as the Department of Energy (DOE) and SNL Explosive Safety manuals, the Navy`s Department of Defense (DoD) Explosive information system, and the Lawrence Livermore National Laboratories (LLNL) Handbook of Explosives.

    The INEEL contractors and their associated facilities are required to identify all liquid effluent discharges that may impact the environment at the INEEL. This liquid effluent information is then placed in the Liquid Effluent Inventory (LEI) database, which is maintained by the INEEL prime contractor. The purpose of the LEI is to identify and maintain a current listing of all liquid effluent discharge points and to identify which discharges are subject to federal, state, or local permitting or reporting requirements and DOE order requirements. Initial characterization, which represents most of the INEEL liquid effluents, has been performed, and additional characterization may be required in the future to meet regulations. LEI information is made available to persons responsible for or concerned with INEEL compliance with liquid effluent permitting or reporting requirements, such as the National Pollutant Discharge Elimination System, Wastewater Land Application, Storm Water Pollution Prevention, Spill Prevention Control and Countermeasures, and Industrial Wastewater Pretreatment. The State of Idaho Environmental Oversight and Monitoring Program also needs the information for tracking liquid effluent discharges at the INEEL. The information provides a baseline from which future liquid discharges can be identified, characterized, and regulated, if appropriate. The review covered new and removed buildings/structures, buildings/structures which most likely had new, relocated, or removed LEI discharge points, and at least 10% of the remaining discharge points.

Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    On December 23, 1991, the US Department of Energy, Richland Operations Office (RL) and the Washington State Department of Ecology (Ecology) agreed to adhere to the provisions of the Department of Ecology Consent Order. The Consent Order lists the regulatory milestones for liquid effluent streams at the Hanford Site to comply with the permitting requirements of Washington Administrative Code. The RL provided the US Congress a Plan and Schedule to discontinue disposal of contaminated liquid effluent into the soil column on the Hanford Site. The plan and schedule document contained a strategy for the implementation of alternative treatment and disposal systems. This strategy included prioritizing the streams into two phases. The Phase 1 streams were considered to be higher priority than the Phase 2 streams. The actions recommended for the Phase 1 and 2 streams in the two reports were incorporated in the Hanford Federal Facility Agreement and Consent Order. Miscellaneous Streams are those liquid effluents streams identified within the Consent Order that are discharged to the ground but are not categorized as Phase 1 or Phase 2 Streams. This document consists of an inventory of the liquid effluent streams being discharged into the Hanford soil column.

    The principal objectives of an accounting system for safeguarding nuclear materials are as follows: (a) to provide assurance that all material quantities are present in the correct amount; (b) to provide timely detection of material loss; and (c) to estimate the amount of any loss and its location. In fuzzy control, expert knowledge is encoded in the form of fuzzy rules, which describe recommended actions for different classes of situations represented by fuzzy sets. The concept of a fuzzy controller is applied to the forecasting problem in a time series, specifically, to forecasting and detecting anomalies in inventory differences. This paper reviews the basic notion underlying the fuzzy control systems and provides examples of application. The well-known material-unaccounted-for diffusion plant data of Jaech are analyzed using both feedforward neural networks and fuzzy controllers. By forming a deference between the forecasted and observed signals, an efficient method to detect small signals in background noise is implemented.

    We begin by studying inventory accumulation at a LIFO (last-in-first-out) retailer with two products. In the simplest version, the following occur with equal probability at each time step: first product ordered, first product produced, second product ordered, second product produced. The inventory thus evolves as a simple random walk on Z^2. In more interesting versions, a p fraction of customers orders the "freshest available" product regardless of type. We show that the corresponding random walks scale to Brownian motions with diffusion matrices depending on p. We then turn our attention to the critical Fortuin-Kastelyn random planar map model, which gives, for each q>0, a probability measure on random (discretized) two-dimensional surfaces decorated by loops, related to the q-state Potts model. A longstanding open problem is to show that as the discretization gets finer, the surfaces converge in law to a limiting (loop-decorated) random surface. The limit is expected to be a Liouville quantum gravity surface decorated by a conformal loop ensemble, with parameters depending on q. Thanks to a bijection between decorated planar maps and inventory trajectories (closely related to bijections of Bernardi and Mullin), our results about the latter imply convergence of the former in a particular topology. A phase transition occurs at p = 1/2, q=4.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, Chronic Beryllium Disease Prevention Program (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOEs 1997 Notice 440.1, Interim Chronic Beryllium Disease. After DOEs issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNLs Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Sites program. This document reconstructs PNNLs baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.

    Wildlife distribution/abundance were studied at this location during 1993 and 1994 to establish the baseline as part of the wildlife mitigation agreement for construction of Dworshak reservoir. Inventory efforts were designed to (1) document distribution/abundance of 4 target species: pileated woodpecker, yellow warbler, black-capped chickadee, and river otter, (2) determine distribution/abundance of rare animals, and (3) determine presence and relative abundance of all other species except deer and elk. 201 wildlife species were observed during the survey period; most were residents or used the area seasonally for breeding or wintering. New distribution or breeding records were established for at least 6 species. Pileated woodpeckers were found at 35% of 134 survey points in upland forests; estimated densities were 0-0.08 birds/ha, averaging 0.02 birds/ha. Yellow warblers were found in riparian areas and shrubby draws below 3500 ft elev., and were most abundant in white alder plant communities (ave. est. densities 0.2-2. 1 birds/ha). Black-capped chickadees were found in riparian and mixed tall shrub vegetation at all elevations (ave. est. densities 0-0.7 birds/ha). River otters and suitable otter denning and foraging habitat were observed along the Snake and Salmon rivers. 15 special status animals (threatened, endangered, sensitive, state species of special concern) were observed at Craig Mt: 3 amphibians, 1 reptile, 8 birds, 3 mammals. Another 5 special status species potentially occur (not documented). Ecosystem-based wildlife management issues are identified. A monitoring plant is presented for assessing effects of mitigation activities.

These multiple-choice research-based tests about physics concepts are valuable because they allow for standardized comparisons among institutions, instructors, or over time. In order for these comparisons to be meaningful, you should use best practices for administering the tests. Here we discuss best practices for administering concept inventories including background on these types of tests and specifics of how to give them online or in-class. We also discuss advantages and disadvantages of different incentives you could give your students, interpretation of scores and common concerns you may have about using concept inventories.

    As a condition to the Department of Energy (DOE) Low Level Waste Disposal Federal Facility Review Group (LFRG) review team approving the Savannah River Site (SRS) Composite Analysis (CA), SRS agreed to follow up on a secondary issue, which consisted of the consolidation of several observations that the team concluded, when evaluated collectively, could potentially impact the integration of the CA results. This report addresses secondary issue observations 4 and 21, which identify the need to improve the CA sensitivity and uncertainty analysis specifically by improving the CA inventory and the estimate of its uncertainty. The purpose of the work described herein was to be responsive to these secondary issue observations by re-examining the radionuclide inventories of the Integrator Operable Units (IOUs), as documented in ERD 2001 and Hiergesell, et. al. 2008. The LFRG concern has been partially addressed already for the Lower Three Runs (LTR) IOU (Hiergesell and Phifer, 2012). The work described in this investigation is a continuation of the effort to address the LFRG concerns by re-examining the radionuclide inventories associated with Fourmile Branch (FMB) IOU, Pen Branch (PB) IOU and Steel Creek (SC) IOU. The overall approach to computing radionuclide inventories for each of the IOUs involved the following components: Defining contaminated reaches of sediments along the IOU waterways Identifying separate segments within each IOU waterway to evaluate individually Computing the volume and mass of contaminated soil associated with each segment, or compartment Obtaining the available and appropriate Sediment and Sediment/Soil analytical results associated with each IOU Standardizing all radionuclide activity by decay-correcting all sample analytical results from sample date to the current point in time, Computing representative concentrations for all radionuclides associated with each compartment in each of the IOUs Computing the radionuclide inventory of each DOE-added radionuclide for the compartments of each IOU by applying the representative, central value concentration to the mass of contaminated soil Totaling the inventory for all compartments associated with each of the IOUs Using this approach the 2013 radionuclide inventories for each sub-compartment associated with each of the three IOUs were computed, by radionuclide. The inventories from all IOU compartments were then rolled-up into a total inventory for each IOU. To put the computed estimate of radionuclide activities within FMB, PB, and SC IOUs into context, attention was drawn to Cs-137, which was the radionuclide with the largest contributor to the calculated dose to a member of the public at the perimeter of SRS within the 2010 SRS CA (SRNL 2010). The total Cs-137 activity in each of the IOUs was calculated to be 9.13, 1.5, and 17.4 Ci for FMB, PB, and SC IOUs, respectively. Another objective of this investigation was to address the degree of uncertainty associated with the estimated residual radionuclide activity that is calculated for the FMB, PB, and SC IOUs. Two primary contributing factors to overall uncertainty of inventory estimates were identified and evaluated. The first related to the computation of the mass of contaminated material in a particular IOU compartment and the second to the uncertainty associated with analytical counting errors. The error ranges for the mass of contaminated material in each IOU compartment were all calculated to be approximately +/- 9.6%, or a nominal +/-10%. This nominal value was added to the uncertainty associated with the analytical counting errors that were associated with each radionuclide, individually. This total uncertainty was then used to calculate a maximum and minimum estimated radionuclide inventories for each IOU.

Central to CSLM is tracking data associated with chemicals which, for the purposes of this paper, is termed the chemical inventory. Examples of data that could be tracked include chemical identity, location, quantity, date procured, container type, and physical state. The reason why so much data is tracked is that the chemical inventory supports many functions. These functions include emergency management, which depends upon the data to more effectively plan for, and respond to, chemical accidents; environmental management that uses inventory information to aid in the generation of various federally-mandated and other regulatory reports; and chemical management that uses the information to increase the efficiency and safety with which chemicals are stored and utilized. All of the benefits of having an inventory are predicated upon having an inventory that is reasonably accurate. Because of the importance of ensuring one's chemical inventory is accurate, many have become concerned about measuring inventory accuracy. But beyond providing a measure of confidence in information gleaned from the inventory, does the inventory accuracy measurement provide any additional function? The answer is 'Yes'. It provides valuable information that can be used as a leading indicator to gauge the health of a chemical management system. In this paper, we will discuss: (1) what properties make leading indicators effective, (2) how chemical inventories can be used as a leading indicator, (3) how chemical inventory accuracy can be measured, what levels of accuracies should realistically be expected in a healthy system, and (4) what a subpar inventory accuracy measurement portends.

    The Idaho Chemical Processing Plant (ICPP) Water inventory Study was initiated in September 1993 with the formation of a joint working group consisting of representatives from DOE-ID, State of Idaho INEL Oversight Program, US Geological Survey, and INEL employees to investigate three issues that had been identified by the INEL Oversight Program at ICPP: (1) the water inventory imbalance at ICPP, (2) the source of water infiltrating into the Tank Farm vault sumps, and (3) the source of water providing potential recharge to perched water bodies underlying ICPP. These issues suggested that water was being lost from the ICPP distribution system. The INEL Oversight Program was concerned that the unaccounted for water at ICPP could be spreading contaminants that have been released over the past 40 years of operations of ICPP, possibly to the Snake River Plain Aquifer. This report summarizes the findings of each of the component investigations that were undertaken to resolve each of the three issues. Concerns about the risk of spreading contaminants will be resolved as part of the Remedial Investigation/Feasibility Study being undertaken at ICPP in compliance with the Federal Facility Agreement and Consent Order between DOE-H), EPA, and the State of Idaho. This report will be a key input to that study.

    This paper describes research into the physical fidelity requirements of control room simulators to train U.S. Nuclear Regulatory Commission (NRC) staff for their duties as inspectors and license examiners for next-generation nuclear power plants. The control rooms of these power plants are expected to utilize digital instrumentation and controls to a much greater extent than do current plants. The NRC is assessing training facility needs, particularly for control room simulators, which play a central role in NRC training. Simulator fidelity affects both training effectiveness and cost. Research has shown high simulation fidelity sometimes positively affects transfer to the operational environment but sometimes makes no significant difference or actually impedes learning. The conditions in which these different effects occur are often unclear, especially for regulators (as opposed to operators) about whom research is particularly sparse. This project developed an inventory of the tasks and knowledges, skills, and abilities that NRC regulators need to fulfill job duties and used expert panels to characterize the inventory items by type and level of cognitive/behavioral capability needed, difficulty to perform, importance to safety, frequency of performance, and the importance of simulator training for learning these capabilities. A survey of current NRC staff provides information about the physical fidelity of the simulator on which the student trained to the control room to which the student was assigned and the effect lack of fidelity had on learning and job performance. The study concludes that a high level of physical fidelity is not required for effective training of NRC staff.

    The Inventory of Power Plants in the United States is prepared annually by the Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), US Department of Energy (DOE). The purpose of this publication is to provide year-end statistics about electric generating units operated by electric utilities in the United States (the 50 States and the District of Columbia). The publication also provides a 10-year outlook of future generating unit additions. Data summarized in this report are useful to a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. Data presented in this report were assembled and published by the EIA to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. The report is organized into the following chapters: Year in Review, Operable Electric Generating Units, and Projected Electric Generating Unit Additions. Statistics presented in these chapters reflect the status of electric generating units as of December 31, 1992.

    A structural load inventory database (LID) has been developed to support configuration management at the DOE Kansas City Plant (KCP). The objective of the LID is to record loads supported by the plant structures and to provide rapid assessments of the impact of future facility modifications on structural adequacy. Development of the LID was initiated for the KCP`s Main Manufacturing Building. Field walkdowns were performed to determine all significant loads supported by the structure, including the weight of piping, service equipment, etc. These loads were compiled in the LID. Structural analyses for natural phenomena hazards were performed in accordance with UCRL-15910. Software to calculate demands on the structural members due to gravity loads, total demands including both gravity and seismic loads, and structural member demand-to-capacity ratios were also developed and integrated into the LID. Operation of the LID is menu-driven. The LID user has options to review and print existing loads and corresponding demand-to-capacity ratios, and to update the supported loads and demand-to-capacity ratios for any future facility modifications.

    There are currently many initiatives underway within the Department of Energy (DOE) to safely and securely manage large plutonium inventories arising from weapons dismantlement, changing missions and facility operations. Plutonium inventory information is increasingly accessible to the public as a result of the secretary of energy`s openness initiative. As a result, knowledge of these inventories and levels to which the department has accounted for and controlled these inventories, will be under increased scrutiny from a variety of interest groups. The quality of this accountability data and what this data means will greatly influence the public`s perception of how the US is protecting its plutonium inventories. In addition, the department`s safeguards program provides an essential basis for the application of International Atomic Energy Agency (IAEA) safeguards that, in addition to possibly other international control regimes, will be in place over a large portion of these future inventories. The capability and functionality of the department`s nuclear safeguards program will be important contributors to the success of US programs for the responsible stewardship of these vast plutonium inventories. This paper discusses some of the challenges, in terms of specific issues relating to one part of the department`s safeguards program--materials control and accountability (MC and A)--to meet the growing domestic and international requirements and expectations associated with these plutonium inventories.

    Title V of the Clean Air Act Amendments of 1990 (Title V) requires facilities to perform an inventory of their air pollutant emissions to determine if a Title V air permit is required. Facilities emitting air pollutants below applicable Title V thresholds (i.e., particulates, oxides of sulfur (SO{sub x}), oxides of nitrogen (NO{sub x}), carbon monoxide, ozone, volatile organic compounds (VOCs), lead, and hazardous air pollutants (HAPs)) still must show proof to the regulatory agencies that the Title V permitting requirements do not apply. Recently, the authors have performed several emissions inventories for some large industrial facilities in New York State with up to 250 air emissions sources. As a result, they have identified several reoccurring process/chemistry data issues that have impacted the estimation of PTE, the current New York State (NYS) point source permit compliance, and the potential Title V application status. Although there are many training courses that focus on how environmental managers should perform a comprehensive facility air emissions inventory and should prepare Title V applications, these courses generally assume that all emission source data are readily available. However, to the authors` knowledge, no one has communicated key process/chemistry issues and obstacles encountered in completing emissions inventories at large facilities or recommended potential solutions. The authors will highlight their experience with reoccurring facility emission data and data management shortfalls found during the performance of several large facility inventories. This includes their findings of apparently systemic loose practices, procedures, data management, and utilization of process data and chemistry for estimation of potential emissions needed for Title V compliance.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    The Waste Isolation Pilot Plant (WIPP) opened on March 26, 1999, becoming the nation's first deep geologic repository for the permanent disposal of defense-generated transuranic (TRU) waste. In May 1998, the U. S. Environmental Protection Agency (EPA) certified WIPP and re-certified WIPP in March 2006. The knowledge of TRU waste inventory is fundamental to packaging, transportation, disposal strategies, resource allocation, and is also imperative when working in a regulatory framework. TRU waste inventory data are used to define the waste that will fill the WIPP repository in terms of volume, radionuclides, waste material parameters, other chemical components, and to model the impact of the waste on the performance of the WIPP over a 10,000-year evolution. The data that pertain to TRU waste is defined in the WIPP Land Withdrawal Act (LWA), as '..waste containing more that 100 nanocuries of alpha-emitting transuranic isotopes per gram of waste, with half-lives greater than 20 years..' Defining TRU waste further, the wastes are classified as either contact-handled (CH) or remote-handled (RH) TRU waste, depending on the dose rate at the surface of the waste container. CH TRU wastes are packaged with an external surface dose rate not greater than 200 milli-rem (mrem) per hour, while RH TRU wastes are packaged with an external surface dose rate of 200 mrem per hour or greater. The Los Alamos National Laboratory-Carlsbad Operations (LANL-CO) Inventory Team has developed a powerful new database, the Comprehensive Inventory Database (CID), to maintain the TRU waste inventory information. The CID is intended to replace the Transuranic Waste Baseline Inventory Database (TWBID), Revision 2.1, as the central inventory information repository for tracking all existing and potential (TRU) waste generated across the Department of Energy (DOE) TRU waste complex. It is also the source for information submitted for the Annual TRU Waste Inventory Reports some of which will be used in future Compliance Re-certification Applications (CRAs) for the WIPP. Currently, the DOE is preparing for the second re-certification, CRA-2009. The CID contains comprehensive TRU waste inventory that is consistent, relevant, and easily accessible to support DOE needs, not only the CRAs and performance assessments, but also waste management planning activities and other regulatory needs (e.g., National Environmental Policy Act (NEPA) analyses). The comprehensive inventory contains information obtained via inventory updates and approved acceptable knowledge (AK) characterization information to ensure inventory data integrity is maintained and the inventory is current. The TRU waste inventory is maintained in the CID under configuration management as defined in the LANL-CO Quality Assurance Program. The CID was developed using Microsoft{sup TM} Access Data Project{sup TM} (ADP) technology with a Microsoft SQL Server{sup TM} back end. The CID is user friendly, contains more fields, provides for easy upload of data, and has the capability to generate fully qualified data reports. To go along with the new database, the LANL-CO Inventory Team has developed an improved data collection/screening process and has excellent communications with the TRU waste site personnel. WIPP has now received over 6,000 shipments, emplaced over 50,000 cubic meters of CH waste, and successfully completed one re-certification. With a new robust qualified database, the CID, to maintain the inventory information, the TRU waste inventory information is continuously improving in quality, accuracy, and usability (better).     This report presents a comprehensive inventory of the radiological and nonradiological contaminants in waste buried or projected to be buried from 1984 through 2003 in the Subsurface Disposal Area (SDA) at the Radioactive Waste Management Complex (RWMC) of the Idaho National Engineering Laboratory. The project to compile the inventory is referred to as the recent and projected data task. The inventory was compiled primarily for use in a baseline risk assessment under the Comprehensive Environmental Response, Compensation, and Liability Act. The compiled information may also be useful for environmental remediation activities that might be necessary at the RWMC. The information that was compiled has been entered into a database termed CIDRA-the Contaminant Inventory Database for Risk Assessment. The inventory information was organized according to waste generator and divided into waste streams for each generator. The inventory is based on waste information that was available in facility operating records, technical and programmatic reports, shipping records, and waste generator forecasts. Additional information was obtained by reviewing the plant operations that originally generated the waste, by interviewing personnel formerly employed as operators, and by performing nuclear physics and engineering calculations. In addition to contaminant inventories, information was compiled on the physical and chemical characteristics and the packaging of the 99 waste streams. The inventory information for waste projected to be buried at the SDA in the future was obtained from waste generator forecasts. The completeness of the contaminant inventories was confirmed by comparing them against inventories in previous reports and in other databases, and against the list of contaminants detected in environmental monitoring performed at the RWMC.

    It is widely accepted that the increase of greenhouse gas concentrations in the atmosphere due to human activities would result in warming of the Earth`s surface. To examine this effect and better understand how the GHG increase in the atmosphere might change the climate in the future, how ecosystems and societies in different regions of the World should adapt to these changes, what must policymakers do for the mitigation of that effect, the worldwide project within the Framework Convention on Climate Change was generated by the initiative of United Nations. Estonia is one of more than 150 countries, which signed the Framework Convention on Climate Change at the United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992. In 1994 a new project, Estonian Country Study was initiated within the US Country Studies Program. The project will help to compile the GHG inventory for Estonia, find contemporary trends to investigate the impact of climate change on the Estonian ecosystems and economy and to formulate national strategies for Estonia addressing to global climate change.

    A prototype computer program reads the inventory entries directly from the Microsoft Access database. Based on historical data, the program then displays temporal trends and constructs a library of rules that encapsulate the system behavior. The analysis of inventory data is illustrated using a combination of realistic and simulated facility examples. Potential payoffs of this methodology include a reduction in time and resources needed to perform statistical tests and a broad applicability to DOE needs such as treaty verification.

    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    A bounding radionuclide inventory for the tungsten of the Los Alamos Neutron Science Center (LANSCE) IL Target is calculated. Based on the bounding inventory, the dose resulting from the maximum credible incident (MCI) is calculated for the maximally exposed offsite individual (MEOl). The design basis accident involves tungsten target oxidation following a loss of cooling accident. Also calculated for the bounding radionuclide inventory is the ratio to the LANSCE inventory threshold for purposes of inventory control as described in the target inventory control policy. A bounding radionuclide inventory calculation for the lL Target was completed using the MCNPX and CINDER'90 codes. Continuous beam delivery at 200 {micro}A to 2500 mA{center_dot}h was assumed. The total calculated activity following this irradiation period is 205,000 Ci. The dose to the MEOI from the MCI is 213 mrem for the bounding inventory. The LANSCE inventory control threshold ratio is 132.

    This document presents the results of a study commissioned to survey and summarize major environmental monitoring projects in the US-Canadian transboundary region. Projects with field sites located within 400 km (250 mi) of the border and active after 1980 were reviewed. The types of projects included: ambient air-quality monitoring, ambient water-quality monitoring, deposition monitoring, forest/vegetation monitoring and research, soil studies, and ecosystem studies. Ecosystem studies included projects involving the measurement of parameters from more than one monitoring category (e.g., studies that measured both water and soil chemistry). Individual descriptions were formulated for 184 projects meeting the spatial and temporal criteria. Descriptions included the official title for the project, its common abbreviation, program emphasis, monitoring site locations, time period conducted, parameters measured, protocols employed, frequency of sample collection, data storage information, and the principal contact for the project. A summary inventory subdivided according to the six monitoring categories was prepared using a computerized data management system. Information on major centralized data bases in the field of environmental monitoring was also obtained, and summary descriptions were prepared. The inventory and data base descriptions are presented in appendices to this document.

    We present the results from a search of data from the first 33.5 days of the Kepler science mission (Quarter 1) for exoplanet transits by the Planet Hunters citizen science project. Planet Hunters enlists members of the general public to visually identify transits in the publicly released Kepler light curves via the World Wide Web. Over 24,000 volunteers reviewed the Kepler Quarter 1 data set. We examine the abundance of {>=}2 R{sub Circled-Plus} planets on short-period (<15 days) orbits based on Planet Hunters detections. We present these results along with an analysis of the detection efficiency of human classifiers to identify planetary transits including a comparison to the Kepler inventory of planet candidates. Although performance drops rapidly for smaller radii, {>=}4 R{sub Circled-Plus} Planet Hunters {>=}85% efficient at identifying transit signals for planets with periods less than 15 days for the Kepler sample of target stars. Our high efficiency rate for simulated transits along with recovery of the majority of Kepler {>=}4 R{sub Circled-Plus} planets suggests that the Kepler inventory of {>=}4 R{sub Circled-Plus} short-period planets is nearly complete.

    Ammonia (NH{sub 3}) is the only significant gaseous base in the atmosphere and it has a variety of impacts as an atmospheric pollutant, including the formation of secondary aerosol particles: ammonium sulfate and ammonium nitrate. NH{sub 3} preferentially forms ammonium sulfate; consequently ammonium nitrate aerosol formation may be limited by the availability of NH{sub 3}. Understanding the impact of emissions of oxides of sulfur and nitrogen on visibility, therefore, requires accurately determined ammonia emission inventories for use in air quality models, upon which regulatory and policy decisions increasingly depend. This report presents an emission inventory of NH{sub 3} for the state of Wyoming. The inventory is temporally and spatially resolved at the monthly and county level, and is comprised of emissions from individual sources in ten categories: livestock, fertilizer, domestic animals, wild animals, wildfires, soil, industry, mobile sources, humans, and publicly owned treatment works. The Wyoming NH{sub 3} inventory was developed using the Carnegie Mellon University (CMU) Ammonia Model as framework. Current Wyoming-specific activity data and emissions factors obtained from state agencies and published literature were assessed and used as inputs to the CMU Ammonia Model. Biogenic emissions from soils comprise about three-quarters of the Wyoming NH{sub 3} inventory, though emission factors from soils are highly uncertain. Published emission factors are scarce and based on limited measurements. In Wyoming, agricultural land, rangeland, and forests comprise 96% of the land area and essentially all of the estimated emissions from soils. Future research on emission rates of NH{sub 3} for these land categories may lead to a substantial change in the magnitude of soil emissions, a different inventory composition, and reduced uncertainty in the inventory. While many NH{sub 3} inventories include annual emissions, air quality modeling studies require finer temporal resolution. Published studies indicate higher emission rates from soils and animal wastes at higher temperatures, and temporal variation in fertilizer application. A recent inverse modeling study indicates temporal variation in regional NH{sub 3} emissions. Monthly allocation factors were derived to estimate monthly emissions from soils, livestock and wild animal waste based on annual emission estimates. Monthly resolution of NH{sub 3} emissions from fertilizers is based on fertilizer sales to farmers. Statewide NH{sub 3} emissions are highest in the late spring and early summer months.
