    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    The US Department of Energy (DOE) Idaho National Engineering and Environmental Laboratory (INEEL) has fully embraced a flexible, computer-based tool to help increase waste management efficiency and integrate multiple operational functions from waste generation through waste disposition while reducing cost. The Integrated Waste Tracking System (IWTS)provides comprehensive information management for containerized waste during generation,storage, treatment, transport, and disposal. The IWTS provides all information necessary for facilities to properly manage and demonstrate regulatory compliance.     Sandia National Laboratories was tasked with developing the Defense Nuclear Material Stewardship Integrated Inventory Information Management System (IIIMS) with the sponsorship of NA-125.3 and the concurrence of DOE/NNSA field and area offices. The purpose of IIIMS was to modernize nuclear materials management information systems at the enterprise level. Projects over the course of several years attempted to spearhead this modernization. The scope of IIIMS was broken into broad enterprise-oriented materials management and materials forecasting. The IIIMS prototype was developed to allow multiple participating user groups to explore nuclear material requirements and needs in detail. The purpose of material forecasting was to determine nuclear material availability over a 10 to 15 year period in light of the dynamic nature of nuclear materials management. Formal DOE Directives (requirements) were needed to direct IIIMS efforts but were never issued and the project has been halted. When restarted, duplicating or re-engineering the activities from 1999 to 2003 is unnecessary, and in fact future initiatives can build on previous work. IIIMS requirements should be structured to provide high confidence that discrepancies are detected, and classified information is not divulged. Enterprise-wide materials management systems maintained by the military can be used as overall models to base IIIMS implementation concepts upon.

    An improved system for managing the water inventory in the condenser pool of a boiling water reactor has means for raising the level of the upper surface of the condenser pool water without adding water to the isolation pool. A tank filled with water is installed in a chamber of the condenser pool. The water-filled tank contains one or more holes or openings at its lowermost periphery and is connected via piping and a passive-type valve (e.g., squib valve) to a high-pressure gas-charged pneumatic tank of appropriate volume. The valve is normally closed, but can be opened at an appropriate time following a loss-of-coolant accident. When the valve opens, high-pressure gas inside the pneumatic tank is released to flow passively through the piping to pressurize the interior of the water-filled tank. In so doing, the initial water contents of the tank are expelled through the openings, causing the water level in the condenser pool to rise. This increases the volume of water available to be boiled off by heat conducted from the passive containment cooling heat exchangers. 4 figs.

    The US Department of Energy Complex contains many laboratories that require inventory management and control of large stores of radionuclides. While the overall quantities of radionuclides are bounded by Authorization-Basis (AB) documents, the spatial distribution may change rapidly according to facility experimentation and storage limits. Thus, the consequences of postulated accident events may be difficult to quantify as the location of radiological species becomes uncertain. Furthermore, a situation of this nature may be compounded by management of fissile materials in the same laboratory. Although radionuclide inventory management, fissile material control, and compliance with AB limits may be handled individually, a systematic and consistent approach would be to integrate all three functions. A system with these characteristics, an upgraded Radionuclide Inventory and Administrative Control (RI-AC) System, has been implemented for the Savannah River Technology Center (SRTC) located on the Savannah River Site (SRS), and is summarized in this paper.

    This paper proposes a hybrid policy for a stochastic inventory system facing regular demand and surge demand. The combination of two different demand patterns can be observed in many areas, such as healthcare inventory and humanitarian supply chain management. The surge demand has a lower arrival rate but higher demand volume per arrival. The solution approach proposed in this paper incorporates the level crossing method and mixed integer programming technique to optimize the hybrid inventory policy with both regular orders and emergency orders. The level crossing method is applied to obtain the equilibrium distributions of inventory levels under a given policy. The model is further transformed into a mixed integer program to identify an optimal hybrid policy. A sensitivity analysis is conducted to investigate the impact of parameters on the optimal inventory policy and minimum cost. Numerical results clearly show the benefit of using the proposed hybrid inventory model. The model and solution approach could help healthcare providers or humanitarian logistics providers in managing their emergency supplies in responding to surge demands.

    The purpose of this audit was to determine whether the Department of Energy's (Department) management of its contract with Ross Aviation, Inc. (Ross) provided reasonable assurance that the inventory of aircraft major spare parts at Ross was economical and efficient. The audit disclosed that approximately $447,000 (acquisition and interest carrying costs) of low-use major spare parts was excessive. Internal control deficiencies which fostered the excessive inventory included: (1) Ross had set stock levels without considering such factors as consumption or projected needs; and (2) the Department had not reviewed inventory quantities when appraising Ross' property management. The Albuquerque Operations Office (AL) agreed to take the corrective actions recommended in the report.

    Internet Protocol (IP) address management is an increasingly growing concern at Sandia National Laboratories (SNL) and the networking community as a whole. The current state of the available IP addresses indicates that they are nearly exhausted. Currently SNL doesn't have the justification to obtain more IP address space from Internet Assigned Numbers Authority (IANA). There must exist a local entity to manage and allocate IP assignments efficiently. Ongoing efforts at Sandia have been in the form of a multifunctional database application notably known as Network Information System (NWIS). NWIS is a database responsible for a multitude of network administrative services including IP address management. This study will explore the feasibility of augmenting NWIS's IP management capabilities utilizing open source tools. Modifications of existing capabilities to better allocate available IP address space are studied.

    Prognostics and Health Management (PHM) is increasingly important for understanding and managing today's complex systems. These systems are typically mission- or safety-critical, expensive to replace, and operate in environments where reliability and cost-effectiveness are a priority. We present background on PHM and a suite of applicable statistical tools and methods. Our primary focus is on predicting future states of the system (e.g., the probability of being operational at a future time, or the expected remaining system life) using heterogeneous data from a variety of sources. We discuss component reliability models incorporating physical understanding, condition measurements from sensors, and environmental covariates; system reliability models that allow prediction of system failure time distributions from component failure models; and the use of Bayesian techniques to incorporate expert judgments into component and system models.

  12. Audit Report on "Management Controls over the Department's Excess Weapons Inventories and Selected Sensitive Equipment used by Protective Forces"

    Since September 11, 2001, the Department of Energy has, on several occasions, revised its security posture based on identified threats and adversaries. These revisions in security posture have driven Departmental sites to upgrade their defensive and tactical equipment. Subsequent changes in the perceived threats have, in some cases, led to a reduction in the need for certain types of weapons, thus creating a pool of surplus equipment. These surplus weapons could potentially be used by other Department sites and Federal law enforcement agencies. Recent Office of Inspector General reports have raised concerns with the adequacy of controls related to defensive and tactical equipment. For example, our report on Management Controls Over Defense Related High Risk Property (OAS-M-08-06, April 2008) found that administrative controls over certain defense related high risk property were not sufficient for providing accountability over these items. Because of prior reported weaknesses in controls over defensive and tactical equipment, we initiated this audit to determine whether the Department and its contractors were properly managing excess weapons inventories and selected sensitive equipment used by protective forces. Our review disclosed that the Department was not always properly managing its inventories of excess weapons and selected sensitive equipment. We identified issues with the retention of unneeded weapons at many locations and with the identification and tracking of sensitive items. More specifically: Sites maintained large inventories of weapons that were no longer needed but had not been made available for use by either other Departmental sites or other Federal law enforcement agencies. For instance, at six of the locations included in our review we identified a total of 2,635 unneeded weapons with a total acquisition value of over $2.8 million that had not been officially declared as excess - an action that would have made them available for others to use

    WESKEM, LLC's Environmental, Safety and Health (ES&H) Department had previously assessed that a lack of consistency, poor communication and using antiquated communication tools could result in varying operating practices, as well as a failure to capture and disseminate appropriate Integrated Safety Management (ISM) information. To address these issues, the ES&H Department established an Activity Hazard Review (AHR)/Activity Hazard Analysis (AHA) process for systematically identifying, assessing, and controlling hazards associated with project work activities during work planning and execution. Depending on the scope of a project, information from field walkdowns and table-top meetings are collected on an AHR form. The AHA then documents the potential failure and consequence scenarios for a particular hazard. Also, the AHA recommends whether the type of mitigation appears appropriate or whether additional controls should be implemented. Since the application is web based, the information is captured into a single system and organized according to the >200 work activities already recorded in the database. Using the streamlined AHA method improved cycle time from over four hours to an average of one hour, allowing more time to analyze unique hazards and develop appropriate controls. Also, the enhanced configuration control created a readily available AHA library to research and utilize along with standardizing hazard analysis and control selection across four separate work sites located in Kentucky and Tennessee. The AHR/AHA system provides an applied example of how the ISM concept evolved into a standardized field-deployed tool yielding considerable efficiency gains in project planning and resource utilization. Employee safety is preserved through detailed planning that now requires only a portion of the time previously necessary. The available resources can then be applied to implementing appropriate engineering, administrative and personal protective equipment

    Energy Management Systems (EMSs) have been called the nerve center for an electric utility. These systems have the capacity to monitor the electrical grid by retrieving tens of thousands of MW/MVar flows, voltages and breaker/switch positions every few seconds. With data interchange agreements utilities can also monitor performance of neighboring systems. System dispatchers need to access more and more information sources and their job is becoming more complicated. Other departments need to access EMS related data and work more closely with system dispatch. To date, the role of Energy Management Systems has not been affected significantly by the prospect of competition. With the clean air act, emission allowance trading, open transmission access, and potential for customer choice it is likely that Energy Management Systems will play a more strategic business role in the future. In particular, Open Energy Management Systems that allow the utility the freedom to select applications from multiple vendors will have special advantages. This paper will address potential areas, where an Open Energy Management System can be used to obtain a competitive edge. It will also outline how competition is likely to affect Energy Management System architectures and procurement practices.

    The objective of the U.S. Department of Energy Office of Nuclear Energy Advanced Modeling and Simulation Nuclear Waste Management Integrated Performance and Safety Codes (NEAMS Nuclear Waste Management IPSC) is to provide an integrated suite of computational modeling and simulation (M&S) capabilities to quantitatively assess the long-term performance of waste forms in the engineered and geologic environments of a radioactive-waste storage facility or disposal repository. These M&S capabilities are to be managed, verified, and validated within the NEAMS Nuclear Waste Management IPSC quality environment. M&S capabilities and the supporting analysis workflow and simulation data management tools will be distributed to end-users from this same quality environment. The same analysis workflow and simulation data management tools that are to be distributed to end-users will be used for verification and validation (V&V) activities within the quality environment. This strategic decision reduces the number of tools to be supported, and increases the quality of tools distributed to end users due to rigorous use by V&V activities. This report documents an evaluation of the needs, options, and tools selected for the NEAMS Nuclear Waste Management IPSC quality environment.     The paper outlines the most significant result of the project 'The use of life cycle assessment tools for the development of integrated waste management strategies for cities and regions with rapid growing economies', which was the development of two decision-support tools: a municipal waste prognostic tool and a waste management system assessment tool. The article focuses on the assessment tool, which supports the adequate decision making in the planning of urban waste management systems by allowing the creation and comparison of different scenarios, considering three basic subsystems: (i) temporary storage; (ii) collection and transport and (iii) treatment, disposal and recycling. The design and analysis options, as well as the assumptions made for each subsystem, are shortly introduced, providing an overview of the applied methodologies and technologies.     The US Department of Energy (DOE) Idaho National Laboratory (INL) site located near Idaho Falls, ID USA, has developed a comprehensive waste management and tracking tool that integrates multiple operational activities with characterization data from waste declaration through final waste disposition. The Integrated Waste Tracking System (IWTS) provides information necessary to help facility personnel properly manage their waste and demonstrate a wide range of legal and regulatory compliance. As a client?server database system, the IWTS is a proven tracking, characterization, compliance, and reporting tool that meets the needs of both operations and management while providing a high level of flexibility. This paper describes some of the history involved with the development and current use of IWTS as a comprehensive waste management tool as well as a discussion of IWTS deployments performed by the INL for outside clients. Waste management spans a wide range of activities including: work group interactions, regulatory compliance management, reporting, procedure management, and similar activities. The IWTS documents these activities and performs tasks in a computer-automated environment. Waste characterization data, container characterization data, shipments, waste processing, disposals, reporting, and limit compliance checks are just a few of the items that IWTS documents and performs to help waste management personnel perform their jobs. Throughout most hazardous and radioactive waste generating, storage and disposal sites, waste management is performed by many different groups of people in many facilities. Several organizations administer their areas of waste management using their own procedures and documentation independent of other organizations. Files are kept, some of which are treated as quality records, others not as stringent. Quality records maintain a history of: changes performed after approval, the reason for the change(s), and a record of whom and when

    As discussed in Section I of the attached report, state agencies must decide where to direct their limited resources in an effort to make optimum use of their available manpower and address those areas that pose the greatest risk to valuable drinking water sources. The Underground Injection Practices Research Foundation (UIPRF) proposed a risk-based data management system (RBDMS) to provide states with the information they need to effectively utilize staff resources, provide dependable documentation to justify program planning, and enhance environmental protection capabilities. The UIPRF structured its approach regarding environmental risk management to include data and information from production, injection, and inactive wells in its RBDMS project. Data from each of these well types is critical to the complete statistical evaluation of environmental risk and selected automated functions. This comprehensive approach allows state Underground Injection Control (UIC) programs to effectively evaluate the risk of contaminating underground sources of drinking water, while alleviating the additional work and associated problems that often arise when separate data bases are used. CH2M Hill and Digital Design Group, through a DOE grant to the UIPRF, completed an inventory and needs assessment of 25 state Class II UIC programs. The states selected for participation by the UIPRF were generally chosen based on interest and whether an active Class II injection well program was in place. The inventory and needs assessment provided an effective means of collecting and analyzing the interest, commitment, design requirements, utilization, and potential benefits of implementing a in individual state UIC programs. Personal contacts were made with representatives from each state to discuss the applicability of a RBDMS in their respective state.

    Temperature has a significant impact on life, performance, and safety of lithium-ion battery technology, which is expected to be the energy storage of choice for electric drive vehicles (xEVs). High temperatures degrade Li-ion cells faster while low temperatures reduce power and energy capabilities that could have cost, reliability, range, or drivability implications. Thermal management of battery packs in xEVs is essential to keep the cells in the desired temperature range and also reduce cell-to-cell temperature variations, both of which impact life and performance. The value that the battery thermal management system provides in reducing battery life and improving performance outweighs its additional cost and complexity. Tools that are essential for thermal management of batteries are infrared thermal imaging, isothermal calorimetry, thermal conductivity meter and computer-aided thermal analysis design software. This presentation provides details of these tools that NREL has used and we believe are needed to design right-sized battery thermal management systems.

    Innovative strategies for effective basin-scale salinity management have been developed in the Hunter River Basin of Australia and more recently in the San Joaquin River Basin of California. In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

    A recent survey by the U.S. Nuclear Regulatory Commission of maintenance practices at U.S. nuclear power plants confirms that spare parts availability is, to some extent, a problem at all but a few plants. Fortunately, significant improvement is possible without ballooning inventory. The vast majority of total dollar value of spare parts inventory at power generation stations, whether nuclear or fossil, is rarely used (parts or components that are used 12 or less times per year including many with a history of no use for many years). Because rarely used inventory is not effectively managed with traditional inventory management techniques, opportunities exist both to increase availability and to reduce investment. But this requires a unique statistical tool that can recommend an unbiased, economic reorder point to be used in the materials management system. Inventory Solutions Inc. (ISI) of Akron, Ohio, has developed such a tool, rarely used inventory stocking logic (RUSL), which is a user friendly decision support tool for setting spare parts reorder points. RUSL, based on statistical computations enhanced to include the most advanced techniques developed for use in aerospace and military combat-readiness, calculates the optimum stocking level to achieve the desired spare part availability at the station.

This complexity reflects a socio-technical framing of the risks and social impacts associated with selecting technologies and sites for waste treatment and disposal facilities. Consequently there is growing pressure on local authorities for stakeholders (including communities) to be given an early opportunity to shape local waste policy in order to encourage swift planning, development and acceptance of the technologies needed to meet statutory targets to divert waste from landfill. This paper presents findings from a research project that explored the use of analytical–deliberative processes as a legitimising tool for waste management decision-making. Adopting a mixed methods approach, the study revealed that communicating the practical benefits of more inclusive forms of engagement is proving difficult even though planning and policy delays are hindering development and implementation of waste management infrastructure. Adopting analytical–deliberative processes at a more strategic level will require local authorities and practitioners to demonstrate how expert-citizen deliberations may foster progress in resolving controversial issues, through change in individuals, communities and institutions. The findings suggest that a significant shift in culture will be necessary for local authorities to realise the potential of more inclusive decision

    The Air Quality Utility Information System (AQUIS) is a database management system that operates under dBASE IV. It runs on an IBM-compatible personal computer (PC) with MS DOS 5.0 or later, 4 megabytes of memory, and 30 megabytes of disk space. AQUIS calculates emissions for both traditional and toxic pollutants and reports emissions in user-defined formats. The system was originally designed for use at 7 facilities of the Air Force Materiel Command, and now more than 50 facilities use it. Within the last two years, the system has been used in support of Title V permit applications at Department of Defense facilities. Growth in the user community, changes and additions to reference emission factor data, and changing regulatory requirements have demanded additions and enhancements to the system. These changes have ranged from adding or updating an emission factor to restructuring databases and adding new capabilities. Quality assurance (QA) procedures have been developed to ensure that emission calculations are correct even when databases are reconfigured and major changes in calculation procedures are implemented. This paper describes these QA and updating procedures. Some user facilities include light industrial operations associated with aircraft maintenance. These facilities have operations such as fiberglass and composite layup and plating operations for which standard emission factors are not available or are inadequate. In addition, generally applied procedures such as material balances may need special treatment to work in an automated environment, for example, in the use of oils and greases and when materials such as polyurethane paints react chemically during application. Some techniques used in these situations are highlighted here. To provide a framework for the main discussions, this paper begins with a description of AQUIS.

    Purpose: To develop a customizable tool for enterprise-wide managing of CT protocols and analyzing radiation dose information of CT exams for a variety of quality control applications Methods: All clinical CT protocols implemented on the 11 CT scanners at our institution were extracted in digital format. The original protocols had been preset by our CT management team. A commercial CT dose tracking software (DoseWatch,GE healthcare,WI) was used to collect exam information (exam date, patient age etc.), scanning parameters, and radiation doses for all CT exams. We developed a Matlab-based program (MathWorks,MA) with graphic user interface which allows to analyze the scanning protocols with the actual dose estimates, and compare the data to national (ACR,AAPM) and internal reference values for CT quality control. Results: The CT protocol review portion of our tool allows the user to look up the scanning and image reconstruction parameters of any protocol on any of the installed CT systems among about 120 protocols per scanner. In the dose analysis tool, dose information of all CT exams (from 05/2013 to 02/2014) was stratified on a protocol level, and within a protocol down to series level, i.e. each individual exposure event. This allows numerical and graphical review of dose information of any combination of scanner models, protocols and series. The key functions of the tool include: statistics of CTDI, DLP and SSDE, dose monitoring using user-set CTDI/DLP/SSDE thresholds, look-up of any CT exam dose data, and CT protocol review. Conclusion: our inhouse CT management tool provides radiologists, technologists and administration a first-hand near real-time enterprise-wide knowledge on CT dose levels of different exam types. Medical physicists use this tool to manage CT protocols, compare and optimize dose levels across different scanner models. It provides technologists feedback on CT scanning operation, and knowledge on important dose baselines and thresholds.

    The perfect spare parts inventory is one which always has the component required to prevent a facility outage. Ideally, such an inventory would contain exactly enough of each component to maintain the facility in operating condition until replacements for the spare parts arrive. Real spare parts inventories have typically been specified using a combination of engineering judgement and manufacturer's recommendations, as modified by budgetary constraints. The development of reliability, availability and maintainability (RAM) techniques provides additional tools through which spare parts inventories can more effectively be used to improve the safety and availability of a facility. This paper presents an analysis performed at the INEL using the techniques resident in a Reliability-Centered-Maintenance (RCM) program to prioritize components based on contribution to risk and to availability. The fill rate model or the confidence level approach could then be performed for those critical components resulting in an optimum stock level for the facility.

    Chemical safety and lifecycle management (CSLM) is a process that involves managing chemicals and chemical information from the moment someone begins to order a chemical and lasts through final disposition(1). Central to CSLM is tracking data associated with chemicals which, for the purposes of this paper, is termed the chemical inventory. Examples of data that could be tracked include chemical identity, location, quantity, date procured, container type, and physical state. The reason why so much data is tracked is that the chemical inventory supports many functions. These functions include emergency management, which depends upon the data to more effectively plan for, and respond to, chemical accidents; environmental management that uses inventory information to aid in the generation of various federally-mandated and other regulatory reports; and chemical management that uses the information to increase the efficiency and safety with which chemicals are stored and utilized. All of the benefits of having an inventory are predicated upon having an inventory that is reasonably accurate. Because of the importance of ensuring one's chemical inventory is accurate, many have become concerned about measuring inventory accuracy. But beyond providing a measure of confidence in information gleaned from the inventory, does the inventory accuracy measurement provide any additional function? The answer is 'Yes'. It provides valuable information that can be used as a leading indicator to gauge the health of a chemical management system. In this paper, we will discuss: what properties make leading indicators effective, how chemical inventories can be used as a leading indicator, how chemical inventory accuracy can be measured, what levels of accuracies should realistically be expected in a healthy system, and what a subpar inventory accuracy measurement portends.

    The DOE Office of Legacy Management (LM) uses a variety of GIS tools to support long-term surveillance and maintenance (LTS and M) activities at DOE closure sites. These geo-spatial applications provide access to data both for external public viewing and for internal analysis and decision making. LM uses a custom geo-spatial application called geo-spatial Environmental Mapping System (GEMS) that draws validated information from a database of 4.6 million analytical results and 232,000 water level measurements for 58 LTS and M sites. These data were collected from transferred sites over a period of 40 years. The database is used to capture and store historical environmental information such as analytical chemistry data, groundwater depths and elevations, well logs, well construction data, geo-referenced boundaries, site physical features, and sampling locations from LTS and M sites. Stakeholders, regulators, and project personnel can use this Web-based application and data to display information in several forms, such as a tabular report, a graph, and a geo-spatial display, or the data can be labeled or highlighted in a map view. Institutional controls, with their LTS and M requirements and documentation, have recently been incorporated into a prototype GEMS Web page for the Weldon Spring, Missouri, Site. LM uses multiple internal GIS viewers to help ensure the future protection of human health and the environment. For example, at the Rocky Flats, Colorado, Site, LM uses a GIS application to display real property interests on authoritative maps. Another project is used to facilitate discussions at stakeholder meetings for the Rocky Flats site's Original Landfill. The Uranium Leasing Program uses multiple interactive maps that assist in ongoing monitoring and the oversight of lease-holders' activities. (authors)

The various waste management alternatives for treatment of LLMW have been defined in the DOE`s Office of Waste Management Programmatic Environmental Impact Statement. This technical memorandum estimates the waste material throughput expected at each proposed LLMW treatment facility and analyzes potential radiological and chemical releases at each DOE site resulting from treatment of these wastes. Models have been developed to generate site-dependent radiological profiles and waste-stream-dependent chemical profiles for these wastes. Current site-dependent inventories and estimates for future generation of LLMW have been obtained from DOE`s 1994 Mixed Waste Inventory Report (MWIR-2). Using treatment procedures developed by the Mixed Waste Treatment Project, the MWIR-2 database was analyzed to provide waste throughput and emission estimates for each of the different waste types assessed in this report. Uncertainties in the estimates at each site are discussed for waste material throughputs and radiological and chemical releases.

    An emissions inventory based on data obtained from the National Emissions Data System (NEDS), the Federal Power Commission (FPC), Environment Canada, and other agencies was compiled by the MAP3S Central Data Coordination at Brookhaven National Laboratory. Pertinent data was brought together, collated, and loaded into computerized data bases using SYSTEM 2000 as the data base management system. These data bases are available to interested users for interactive scanning or batch retrieval. The emissions inventory consists of two distinct sections: a point source inventory and an area source inventory. The point source inventory covers the continental US and Canada; information is kept at the individual source level. The area source inventory covers the continental US; information is kept on a county basis. Work is in progress to obtain a Canadian area source inventory based on census divisions.

    The mathematical modeling of the transport and transformation of trace species in the atmosphere is one of the scientific tools currently used to assess atmospheric chemistry, air quality, and climatic conditions. From the scientific but also from the management perspectives accurate inventories of emissions of the trace species at the appropriate spatial, temporal, and species resolution are required. There are two general methodologies used to estimate regional to global emissions: bottom-up and top-down (also known as inverse modeling). Bottom-up methodologies to estimate industrial emissions are based on activity data, emission factors (amount of emissions per unit activity), and for some inventories additional parameters (such as sulfur content of fuels). Generally these emissions estimates must be given finer sectoral, spatial (usually gridded), temporal, and for some inventories species resolution. Temporal and spatial resolution are obtained via the use of surrogate information, such as population, land use, traffic counts, etc. which already exists in or can directly be converted to gridded form. Speciation factors have been and are being developed to speciate inventories of NO{sub x}, particulate matter, and hydrocarbons. Top-down (inverse modeling) methodologies directly invert air quality measurements in terms of poorly known but critical parameters to constrain the emissions needed to explain these measurements; values of these parameters are usually computed using atmospheric transport models. Currently there are several strong limitations of inverse modeling, but the continued evolution of top-down estimates will be facilitated by the development of denser monitoring networks and by the massive amounts of data from satellite observations.

    This paper details the development of the Rocky Flats Integrated Closure Project Baseline - an innovative project management effort undertaken to ensure proactive management of the Rocky Flats Closure Contract in support of the Department's goal for achieving the safe closure of the Rocky Flats Environmental Technology Site (RFETS) in December 2006. The accelerated closure of RFETS is one of the most prominent projects within the Department of Energy (DOE) Environmental Management program. As the first major former weapons plant to be remediated and closed, it is a first-of-kind effort requiring the resolution of multiple complex technical and institutional challenges. Most significantly, the closure of RFETS is dependent upon the shipment of all special nuclear material and wastes to other DOE sites. The Department is actively working to strengthen project management across programs, and there is increasing external interest in this progress. The development of the Rocky Flats Integrated Closure Project Baseline represents a groundbreaking and cooperative effort to formalize the management of such a complex project across multiple sites and organizations. It is original in both scope and process, however it provides a useful precedent for the other ongoing project management efforts within the Environmental Management program.

    The National Environmental Policy Act (NEPA) of 1969 was established by Congress more than a quarter of a century ago, yet there is a surprising lack of specific tools, techniques, and methodologies for effectively implementing these regulatory requirements. Lack of professionally accepted techniques is a principal factor responsible for many inefficiencies. Often, decision makers do not fully appreciate or capitalize on the true potential which NEPA provides as a platform for planning future actions. New approaches and modem management tools must be adopted to fully achieve NEPA`s mandate. A new strategy, referred to as Total Federal Planning, is proposed for unifying large-scale federal planning efforts under a single, systematic, structured, and holistic process. Under this approach, the NEPA planning process provides a unifying framework for integrating all early environmental and nonenvironmental decision-making factors into a single comprehensive planning process. To promote effectiveness and efficiency, modem tools and principles from the disciplines of Value Engineering, Systems Engineering, and Total Quality Management are incorporated. Properly integrated and implemented, these planning tools provide the rigorous, structured, and disciplined framework essential in achieving effective planning. Ultimately, the goal of a Total Federal Planning strategy is to construct a unified and interdisciplinary framework that substantially improves decision-making, while reducing the time, cost, redundancy, and effort necessary to comply with environmental and other planning requirements. At a time when Congress is striving to re-engineer the governmental framework, apparatus, and process, a Total Federal Planning philosophy offers a systematic approach for uniting the disjointed and often convoluted planning process currently used by most federal agencies. Potentially this approach has widespread implications in the way federal planning is approached.

    Transuranic waste (TRUW) loads and potential contaminant releases at and en route to treatment, storage, and disposal sites in the US Department of Energy (DOE) complex are important considerations in DOE`s Waste Management Programmatic Environmental Impact Statement (WM PEIS). Waste loads are determined in part by the level of treatment the waste has undergone and the complex-wide configuration of origination, treatment, storage, and disposal sites selected for TRUW management. Other elements that impact waste loads are treatment volumes, waste characteristics, and the unit operation parameters of the treatment technologies. Treatment levels and site configurations have been combined into six TRUW management alternatives for study in the WM PEIS. This supplemental report to the WM PEIS gives the projected waste loads and contaminant release profiles for DOE treatment sites under each of the six TRUW management alternatives. It gives TRUW characteristics and inventories for current DOE generation and storage sites, describes the treatment technologies for three proposed levels of TRUW treatment, and presents the representative unit operation parameters of the treatment technologies. The data presented are primary inputs to developing the costs, health risks, and socioeconomic and environmental impacts of treating, packaging, and shipping TRUW for disposal.

    The Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), USA has provided scientific data management support for the U.S. Department of Energy and international climate change science since 1982. Over this period, climate change science has expanded from research focusing on basic understanding of geochemical cycles, particularly the carbon cycle, to integrated research addressing climate change impacts, vulnerability, adaptation, and mitigation. Interests in climate change data and information worldwide have grown remarkably and, as a result, so have demands and expectations for CDIAC s data systems. To meet the growing demands, CDIAC s strategy has been to design flexible data systems using proven technologies blended with new, evolving technologies and standards. CDIAC development teams are multidisciplinary and include computer science and information technology expertise, but also scientific expertise necessary to address data quality and documentation issues and to identify data products and system capabilities needed by climate change scientists. CDIAC has learned there is rarely a single commercial tool or product readily available to satisfy long-term scientific data system requirements (i.e., one size does not fit all and the breadth and diversity of environmental data are often too complex for easy use with commercial products) and typically deploys a variety of tools and data products in an effort to provide credible data freely to users worldwide. Like many scientific data management applications, CDIAC s data systems are highly customized to satisfy specific scientific usage requirements (e.g., developing data products specific for model use) but are also designed to be flexible and interoperable to take advantage of new software engineering techniques, standards (e.g., metadata standards) and tools and to support future Earth system data efforts (e.g., ocean acidification). The different WM schemes usually address issues such as landfilling restrictions (mainly due to methane emissions and competing land use), packaging directives and compulsory recycling goals. These schemes are, in general, designed at a national or regional level, whereas local conditions and constraints are sometimes neglected. When national WM top-down policies, in addition to setting goals, also dictate the methods by which they are to be achieved, local authorities lose their freedom to optimize their operational WM schemes according to their specific characteristics. There are a myriad of implementation options at the local level, and by carrying out a bottom-up approach the overall national WM system will be optimal on economic and environmental scales. This paper presents a model for optimizing waste strategies at a local level and evaluates this effect at a national level. Specific implementation of these requirements has largely been left to the discretion of individual agencies. More than a quarter of a century after NEPA's enactment, few rigorous tools, techniques, or methodologies have been developed or widely adopted for implementing the regulatory requirements. In preparing an Environmental Impact Statement, agencies are required to conduct a public scoping process to determine the range of actions, alternatives, and impacts that will be investigated. Determining the proper scope of analysis is an element essential in the successful planning and implementation of future agency actions. Lack of rigorous tools and methodologies can lead to project delays, cost escalation, and increased risk that the scoping process may not adequately capture the scope of decisions that eventually might need to be considered. Recently, selected Value Engineering (VE) techniques were successfully used in managing a prescoping effort. A new strategy is advanced for conducting a pre-scoping/scoping effort that combines NEPA with VE. Consisting of five distinct phases, this approach has potentially wide-spread implications in the way NEPA, and scoping in particular, is practiced.

    Several waste materials from large scale industrial processes possess technical properties that would allow their use in certain construction applications, e.g. coal fly ash, slags from large scale industrial melting and ore processing, and incinerator residues. The disposal of such materials requires space and controlled landfills to minimize long term environmental risks. The beneficial use of such bulk materials is an attractive alternative, if it can be shown that such applications are environmentally acceptable. For this management of wastes and the decision to either dispose or use, information on the environmental properties of materials is needed. Leaching tests have been developed to assess such properties. These have been designed typically in relation to regulatory tools, not as instruments to guide the management of wastes and the possibilities to improve material properties. New methods have been designed to address this aspect, in which maximum benefit can be derived from knowledge of the systematic behaviour of materials and the already existing knowledge in other countries producing similar residues. After initial detailed characterization, concise procedures can be used for control purposes focused on the typical aspects of a certain residue stream. Examples of existing knowledge in this field will be presented.

    This IDA paper was prepared at the request of the Strategic Defense Initiative Organization. The paper documents findings of an evaluation on the capabilities of certain computer software/computer-aided software engineering (CASE) tools to provide computer-aided graphic design of Battle Management/C3 for the SDIO. Each tool (of the five selected on the basis of the best available at this time), was installed at IDA. After training by vendor tool staff, an IDA team, using a hands-on design experience determined the merits of the tools for SDI application. A comparative summary of the tools is given relative to envisaged SDI requirements and an extensive questionnaire is answered for each.

    The estimation of the radiological inventory of Nuclear Facilities to be dismantled is a process that included information related with the physical inventory of all the plant and radiological survey. Estimation of the radiological inventory for all the components and civil structure of the plant could be obtained with mathematical models with statistical approach. A computer application has been developed in order to obtain the radiological inventory in an automatic way. Results: A computer application that is able to estimate the radiological inventory from the radiological measurements or the characterization program has been developed. In this computer applications has been included the statistical functions needed for the estimation of the central tendency and variability, e.g. mean, median, variance, confidence intervals, variance coefficients, etc. This computer application is a necessary tool in order to be able to estimate the radiological inventory of a nuclear facility and it is a powerful tool for decision taken in future sampling surveys.

    One of the most difficult problems facing industry, regulators, consultants and attorneys involved in the environmental arena is the lack of a functional method of prioritization of the seemingly unreconcilable interests of the varying entities involved in waste reduction, elimination and cleanup. This paper and presentation will address this problem by presenting methodology for problem solving that can be adopted by the competing interests to form a unified systems analysis that has enjoyed widespread use and success in both commercial business and industry, and other regulated government industries such as defense, aerospace and communication. The authors will employ specific examples of case studies with focus on hazardous waste reduction and how the quality tools and techniques commonly referred to as Total Quality Management (such as Quality Function Deployment, Experimental Design, Statistical Process Control and Functional Analysis) are and can be utilized in the process. The authors will illustrate the application of TQM techniques to areas such as process integration (e.g. implementation of the NEPA decision-making), as well as functional implementation in risk assessment, cost analysis and concurrent engineering (in the case of waste minimization technology development).

Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. Access to guidance to facilitate decision making to ensure the safe and timely disposal of debris is critical to helping restore a community or region and prevent further contamination or spread of disease. For a radiological dispersal device (RDD), proper characterization of the quantity, properties, and level of contamination of debris can have a significant impact on cleanup costs and timelines. A suite of decision support tools (DSTs) is being developed by the U.S. EPA's Office of Research and Development to assist individuals responsible for making decisions associated with handling, transport, and disposal of such debris. The DSTs are location-specific to help identify specific facilities and contacts for making final disposal decisions. The DSTs provide quick reference to technical information, regulations, and other information to provide decision makers with assistance in guiding disposal decisions that are important for the protection of public health, first responders, and the environment. These tools are being developed in partnership with other U.S. government agencies, EPA program offices, industry, and state and local emergency response programs. (authors)

    This report provides data and information needed to support the risk and impact assessments of high-level waste (HLW) management alternatives in the U.S. Department of Energy Waste Management (WM) Programmatic Environmental Impact Statement (PEIS). Available data on the physical form, chemical and isotopic composition, storage locations, and other waste characteristics of interest are presented. High-level waste management follows six implementation phases: current storage, retrieval, pretreatment, treatment, interim canister storage, and geologic repository disposal; pretreatment, treatment, and repository disposal are outside the scope of the WM PEIS. Brief descriptions of current and planned HLW management facilities are provided, including information on the type of waste managed in the facility, costs, product form, resource requirements, emissions, and current and future status. Data sources and technical and regulatory assumptions are identified. The range of HLW management alternatives (including decentralized, regionalized, and centralized approaches) is described. The required waste management facilities include expanded interim storage facilities under the various alternatives. Resource requirements for construction (e.g., land and materials) and operation (e.g., energy and process chemicals), work force, costs, effluents, design capacities, and emissions are presented for each alternative.

    This report provides technical support information for use in analyzing environmental impacts associated with U.S. Department of Energy (DOE) low-level radioactive waste (LLW) management alternatives in the Waste-Management (WM) Programmatic Environmental Impact Statement (PEIS). Waste loads treated and disposed of for each of the LLW alternatives considered in the DOE WM PEIS are presented. Waste loads are presented for DOE Waste Management (WM) wastes, which are generated from routine operations. Radioactivity concentrations and waste quantities for treatment and disposal under the different LLW alternatives are described for WM waste. 76 refs., 14 figs., 42 tabs.

    The well inventory described in this report is a database of well information being developed for the Oak Ridge National Laboratory (ORNL) Groundwater Coordinator and the ORNL Groundwater Protection Program. Data are presented on 2071 ORNL wells as maps and as tabular data. A table of well identification aliases is given to permit correlation with earlier reports. Information is incomplete for many of the wells, and a form is provided for readers to provide missing or updated data. The goal of the developers of this data base is to produce a comprehensive inventory of wells at ORNL. This data base is being maintained to provide current information for the operational management of the ORNL groundwater monitoring system and for various users of groundwater data at ORNL.

    This paper describes a collaborative effort between the NIST and Korean Business-to-Business Interoperability Test Beds to support a global, automotive-industry interoperability project. The purpose of the collaboration is to develop a methodology for validation of interoperable data-content standards implemented across inventory visibility tools within an internationally adopted testing framework. In this paper we describe methods (1) to help the vendors consistently implement prescribed message standards and (2) to assess compliance of those implementations with respect to the prescribed data content standards. We also illustrate these methods in support of an initial proof of concept for an international IV&I scenario.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions.     The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, “Chronic Beryllium Disease Prevention Program” (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOE’s 1997 Notice 440.1, “Interim Chronic Beryllium Disease.” After DOE’s issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNL’s Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Site’s program. This document reconstructs PNNL’s baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.

    The Omics Tools package provides several small trivial tools for work in genomics. This single portable package, the “omics.jar” file, is a toolbox that works in any Java-based environment, including PCs, Macs, and supercomputers. The number of tools is expected to grow. One tool (called cmsearch.hadoop or cmsearch.local), calls the external cmsearch program to predict non-coding RNA in a genome. The cmsearch program is part of the third-party Infernal package. Omics Tools does not containmore » Infernal. Infernal may be installed separately. The cmsearch.hadoop subtool requires Apache Hadoop and runs on a supercomputer, though cmsearch.local does not and runs on a server. Omics Tools does not contain Hadoop.     The total system performance assessment for site recommendation (TSPA-SR), on Yucca Mountain, as a site (if suitable) for disposal of radioactive waste, consists of several models. The Waste Form Degradation Model (i.e, source term) of the TSPA-SR, in turn, consists of several components. The Inventory Component, discussed here, defines the inventory of 26 radioisotopes for three representative waste categories: (1) commercial spent nuclear fuel (CSNF), (2) US Department of Energy (DOE) spent nuclear fuel (DSNF), and (3) high-level waste (HLW). These three categories are contained and disposed of in two types of waste packages (WPs)--CSNF WPs and co-disposal WPs, with the latter containing both DSNF and HLW. Three topics are summarized in this paper: first, the transport of radioisotopes evaluated in the past; second, the development of the inventory for the two WP types; and third, the selection of the most important radioisotopes to track in TSPA-SR.

    IAEA Member States operating or having previously operated a Research Reactor are responsible for the safe and sustainable management and disposal of associated radioactive waste, including research reactor spent nuclear fuel (RRSNF). This includes the safe disposal of RRSNF or the corresponding equivalent waste returned after spent fuel reprocessing. One key challenge to developing general recommendations lies in the diversity of spent fuel types, locations and national/regional circumstances rather than mass or volume alone. This is especially true given that RRSNF inventories are relatively small, and research reactors are rarely operated at a high power level or duration typical of commercial power plants. Presently, many countries lack an effective long-term policy for managing RRSNF. This paper presents results of the International Atomic Energy Agency (IAEA) Coordinated Research Project (CRP) #T33001 on Options and Technologies for Managing the Back End of the Research Reactor Nuclear Fuel Cycle which includes an Integrated Decision Making Tool called BRIDE (Back-end Research reactor Integrated Decision Evaluation).     During recent years, strict environmental regulations have been implemented by governments for the steelmaking industry in order to reduce their environmental impact. In the frame of the ULCOS project, we have developed a new methodological framework which combines the process integrated modelling approach with Life Cycle Assessment (LCA) method in order to carry out the Life Cycle Inventory of steelmaking. In the current paper, this new concept has been applied to the sinter plant which is the most polluting steelmaking process. It has been shown that this approach is a powerful tool to make the collection of data easier, to save time and to provide reliable information concerning the environmental diagnostic of the steelmaking processes.

    Scientific research involves the purchasing, processing, characterization, and fabrication of many sample materials. The history of such materials can become complicated over their lifetime – materials might be cut into pieces or moved to various storage locations, for example. A database with built-in functions to track these kinds of processes facilitates well-organized research. The Material Inventory Database Accounting System (MIDAS) is an easy-to-use tracking and reference system for such items. The Light Water Reactor Sustainability Program (LWRS), which seeks to advance the long-term reliability and productivity of existing nuclear reactors in the United States through multiple research pathways, proposed MIDAS as an efficient way to organize and track all items used in its research. The database software ensures traceability of all items used in research using built-in functions which can emulate actions on tracked items – fabrication, processing, splitting, and more – by performing operations on the data. MIDAS can recover and display the complete history of any item as a simple report. To ensure the database functions suitably for the organization of research, it was developed alongside a specific experiment to test accident tolerant nuclear fuel cladding under the LWRS Advanced Light Water Reactor Nuclear Fuels Pathway. MIDAS kept track of materials used in this experiment from receipt at the laboratory through all processes, test conduct and, ultimately, post-test analysis. By the end of this process, the database proved to be right tool for this program. The database software will help LWRS more efficiently conduct research experiments, from simple characterization tests to in-reactor experiments. Furthermore, MIDAS is a universal tool that any other research team could use to organize their material inventory.

    Under the Materials-in-Inventory (MIN) initiative, US DOE intends to develop policies to ensure that materials are managed and use efficiently, cost-effectively, and safely throughout DOE. The MIN initiative covers depleted uranium, scrap metals, chemicals, explosives, spent nuclear fuel, lead, alkali metals, etc.; by far the largest component is depleted uranium hexafluoride (DUF6). A technically defensible approach has been developed and is being used to select a long-term management strategy for DOE`s DUF6 inventory. The same approach can be adapted to management of other materials in inventory that have the potential to be reutilized.

The purpose of this publication is to provide year-end statistics about electric generating units operated by electric utilities in the United States (the 50 States and the District of Columbia). The publication also provides a 10-year outlook of future generating unit additions. Data summarized in this report are useful to a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. Data presented in this report were assembled and published by the EIA to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended.

    The production of all forms of energy consumes water. To meet increased energy demands, it is essential to quantify the amount of water consumed in the production of different forms of energy. By analyzing the water consumed in different technologies, it is possible to identify areas for improvement in water conservation and reduce water stress in energy-producing regions. The transportation sector is a major consumer of energy in the United States. Because of the relationships between water and energy, the sustainability of transportation is tied to management of water resources. Assessment of water consumption throughout the life cycle of a fuel is necessary to understand its water resource implications. To perform a comparative life cycle assessment of transportation fuels, it is necessary first to develop an inventory of the water consumed in each process in each production supply chain. The Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) model is an analytical tool that can used to estimate the full life-cycle environmental impacts of various transportation fuel pathways from wells to wheels. GREET is currently being expanded to include water consumption as a sustainability metric. The purpose of this report was to document data sources and methodologies to estimate water consumption factors (WCF) for the various transportation fuel pathways in GREET. WCFs reflect the quantity of freshwater directly consumed per unit production for various production processes in GREET. These factors do not include consumption of precipitation or low-quality water (e.g., seawater) and reflect only water that is consumed (i.e., not returned to the source from which it was withdrawn). The data in the report can be combined with GREET to compare the life cycle water consumption for different transportation fuels.

    The Explosive Inventory and Information System (EIS) is being developed and implemented by Sandia National Laboratories (SNL) to incorporate a cradle to grave structure for all explosives and explosive containing devices and assemblies at SNL from acquisition through use, storage, reapplication, transfer or disposal. The system does more than track all material inventories. It provides information on material composition, characteristics, shipping requirements; life cycle cost information, plan of use; and duration of ownership. The system also provides for following the processes of explosive development; storage review; justification for retention; Resource, Recovery and Disposition Account (RRDA); disassembly and assembly; and job description, hazard analysis and training requirements for all locations and employees involved with explosive operations. In addition, other information systems will be provided through the system such as the Department of Energy (DOE) and SNL Explosive Safety manuals, the Navy`s Department of Defense (DoD) Explosive information system, and the Lawrence Livermore National Laboratories (LLNL) Handbook of Explosives.

    A fuel-based methodology for calculating motor vehicle emission inventories is presented. In the fuel-based method, emission factors are normalized to fuel consumption and expressed as grams of pollutant emitted per gallon of gasoline burned. Fleet-average emission factors are calculated from the measured on-road emissions of a large, random sample of vehicles. Using this method, a fuel-based motor vehicle CO inventory was calculated for the South Coast Air Basin in California for summer 1991. Emission factors were calculated from remote sensing measurements of more than 70,000 in-use vehicles. Results of the study are presented and a conclusion is provided. 40 refs., 4 figs., 6 tabs.
